INDEPENDENTS A look into the future of the rental industry calls into question whether small companies will be able to survive the continued expansion of national chains THIS IS OUR “STATE OF THE INDUSTRY” ISSUE, so it’s appropriate to not only take a look at where things stand right now, but to also ask where things are going. This very topic happened to be the subject of a panel discussion at the annual IPAF Summit held in Miami in March. The question “Is your company ready for 2028?” was posed to a panel which included a selection of industry stakeholders, including Dan Kaplan, CEO of Daniel Kaplan Associates and past president of Hertz Equipment Rental Corp. All of the comments expressed by the panel were thought provoking, as they invited us to imagine a future where things like the Internet of Things, virtual reality and artificial intelligence will play a significant role in how we do business. As exciting as those ideas are, I find myself stuck on something Kaplan said. “We’ll see a total change in the rental industry in 10 years. It will be dominated by extremely large players and a severe reduction of independents,” he said, predicting small companies located within a 15-mile radius of national chain outlets will stand no chance of survival. “They won’t be able to compete with the national accounts, who will offer pricing and service that nobody can match... they’ll be so sophisticated, so good.” He went on to say, “It’s not going to be simple. You’re going to have to bring up the standards of what you’re doing to compete. The question is whether you

can get to those standards unless you’ve got scale. You’ll have to be determined.” Determination will no doubt be a key factor among successful rental companies 10 years in the future, as it always has been. But I disagree with Kaplan’s predictions for a future where independent rental companies are scarce. Currently, United Rentals, the industry’s largest player, still makes up less than 20 percent of the US market. The industry remains highly fragmented, and while that could change somewhat, so much of rental’s customer base is and will be made up of small to mid-size contractors in underdeveloped markets that have so far remained off the radar to the nationals. Yes, independent rental companies will need to up their game to compete in the future, there’s no question. They’ll benefit from finding a niche and they’ll need to embrace technology in order to stay relevant, but to say they can’t survive goes against the very entrepreneurial spirit the industry was built and thrives upon. JANUARY 2018 CONSTRUCTION SPENDING HIGHER COMPARED TO YEAR AGO LEVELS Construction spending in January was unchanged from December and was moderately higher than in January 2017, according to an Associated General Contractors of America analysis of new government data. However, association officials said further gains, especially in desperately needed infrastructure investment, might be in jeopardy with the administration’s new tariffs on steel and aluminum. “Construction spending in January showed a mixed pattern, with noteworthy increases in public outlays and single-family homebuilding balancing out declines in private nonresidential and multifamily investments,” said Ken Simonson, the association’s chief economist. “Unfortunately, all categories are threatened by the harmful actions regarding steel and aluminum.” Construction spending in January essentially matched the upwardly revised December record level of $1.263 trillion at a seasonally adjusted annual rate. The January total exceeded the year-earlier level by 3.2%. For the month, private nonresidential construction spending rose 0.3%, private residential spending declined 1.5%, and public construction spending gained 1.8%. On a year-over-year basis, private residential construction spending increased 4.2%, private nonresidential spending slipped 1.1%, and public construction spending jumped 8.2%. “Results for January are not necessarily indicative of how the year will play out, as abnormal weather patterns in either the latest month, preceding month or year-ago month can distort comparisons,” Simonson cautioned. “The underlying trends appear to point to a recovery in manufacturing, pipeline and power construction among private nonresidential categories; strong private and public investment in airports and schools; and a flattening or weakening of office and multifamily spending. “However, many projects are vulnerable to steep increases in materials costs,” the economist said. “Already, prices have jumped for lumber, steel and aluminum. Doubledigit tariffs or import restrictions on steel and aluminum could wreck the budgets for numerous infrastructure projects and private nonresidential investments. In addition, any countermeasures taken by U.S. trading partners that are affected by these measures would harm U.S. exporters, transportation and logistics businesses, and ports, which would reduce demand for a variety of construction categories.” Association officials called on the White House and federal agencies to avoid triggering a “trade war.” The officials said tariffs on steel and aluminum could undermine the administration’s goals of dramatically boosting infrastructure investment and achieving sustained higher economic growth. “Making construction, infrastructure and development projects more expensive by imposing new trade barriers will do far more damage to the economy than any limited benefits new tariffs or quotas might provide,” said Stephen E. Sandherr, the association’s chief executive officer. “Worse, increasing the cost of construction will only undermine the President’s ambitions to rebuild the nation’s aging and over-burdened infrastructure.

IRS INCREASES CATERPILLAR TAX PENALTY TO $2.3 BILLION The Internal Revenue Service’s tally of back taxes and penalties Caterpillar Inc. owes the U.S. government has grown by about $300 million. But the company’s defiant stance remains — it will continue “vigorously contesting” the finding. The IRS first proposed a $1-billion fine a few years ago, after Caterpillar’s offshore tax strategy emerged in great detail as part of a court case. A couple of years later, the IRS upped the amount to $2 billion. The filing on February 15 indicates the IRS has completed its review of income tax returns from 2010 to 2012 and now pegs the total owed by Caterpillar at $2.3 billion. Caterpillar’s strategy involved recording sales by the company’s lucrative parts business to a Swiss subsidiary. Profits for the parts sales were in Switzerland — and taxed at a lower negotiated rate than in the U.S. — though nearly all parts operations remained in the United States. The matter ultimately ended up in a Senate subcommittee investigation that labeled the tax maneuver an abusive corporate tax shelter. Caterpillar has fought the findings from the beginning, insisting that its nearly 20-year-old tax strategy is legitimate. It has not paid any of the proposed penalties.

Construction Labor Market Tightest Since 2000, Demand Outpacing Supply of Skilled Workers Construction costs rose again in February, according to IHS Markit and the Procurement Executives Group (PEG). The current IHS Markit PEG Engineering and Construction Cost Index registered 58.9, up 2.6 points compared to January. Both materials/equipment and labor sub-indexes came in above 50. The materials/equipment price index posted a 57.4 figure in February, falling from the stronger January figure of 58.9, indicating prices rising at a slightly slower pace in February. Pumps and compressors joined turbines and heat exchangers in the group experiencing lower prices; prices rose in the other nine categories. The previous month’s large gains in the fabricated structural steel, alloy steel pipe, and ocean freight indexes were met with lower figures in February, though they remained above 50. The transformers index posted the largest gain, offsetting a decline in January. Current subcontractor labor prices experienced broad gains in February, registering 62.2, up from 50.3 in January. Labor costs were up in all regions in the United States. After mixed results in January,

labor costs picked up in both Eastern and Western Canada in February. “With construction unemployment at 8.4 percent in January, labor markets in the industry are the tightest they have been since 2000, resulting in increased competition for skilled and experienced workers,” said Emily Crowley, principal economist - pricing and purchasing, IHS Markit. “On top of this, the energy rebound is putting additional demand on regional markets for skilled workers such as welders and equipment operators. We expect wages in the construction industry to continue to experience above average gains as labor supply lags behind demand.” The six-month expectations index recorded another month of increasing prices: the index moved up from 67.5 in January to 73.3 in February, the highest level

since April 2012. The materials/equipment index remained strong at 73.3, posting a significant gain from January’s reading of 69.9. Expectations for future price increases were widespread, with index figures for every component well above neutral. Price expectations for sub-contractor labor came in at 73.2, a sharp climb from 61.7 in January. Labor costs are expected to rise in all regions of the United States and Canada. In the survey comments, respondents indicated an outlook for increased activity in 2018. They also highlighted concerns about labor shortages. HERE’S HOW MUCH A 25-CENT GAS TAX INCREASE WOULD COST THE AVERAGE HOUSEHOLD IN EACH STATE A report released by the conservative group Freedom Partners found that a 25-cent hike in the gas tax would increase costs for households by hundreds of dollars per year. The average amount ranges from $103.39 in Washington, D.C., to a high of nearly $390.62 in Mississippi. Freedom Partners, which is backed by the billionaire industrialists Charles and David Koch, is helping to lead the fight against the increase. “Undermining the impact of this long overdue and badly needed tax relief by raising the federal

gas tax would be counterproductive and misguided – hitting less affluent Americans and those living on fixed incomes the hardest,” read a letter to Congress from Freedom Partners and others. The U.S. Chamber of Commerce has been a vocal proponent, arguing that a 25-cent increase would help offset years of underinvestment. Construction COSTS RISE Again in January Construction costs rose again in January, according to IHS Markit and the Procurement Executives Group (PEG). The IHS Markit PEG Engineering and Construction Cost Index registered 56.3, up 1.4 points compared to December. Both material/equipment and labor sub-indexes registered rising prices. The materials/equipment price index posted a strong 58.9 in January, moving up from the December figure of 54.6. Once again, price increases were broad. Turbines and heat exchangers had lower prices but the remaining 10 categories in the current materials and equipment sub-index continued to show increasing prices. The diffusion index for most categories came in higher compared to last month. In the short term, they have been more successful in pushing cost increases on to customers than the individual companies were in the past.” Current subcontractor labor prices came in almost flat in January at 50.3, down from 55.6 last month, a surprising change given the health of the U.S. labor market. Regionally in the United States, labor costs remained unchanged in the Northeast and Midwest. They rose once again in the South and West. In Canada, the results were mixed; labor costs were flat in Eastern Canada and fell in Western Canada. The six-month expectations index recorded another month of increasing prices. The index figure moved down from 68.2 in December to 67.5 this month. The materials/equipment index stayed positive at 69.9, a slight uptick from December’s 69.8. Expectations for future price increases were widespread, with index figures for every component coming in strongly above neutral. Price expectations for sub-contractor labor came in at 61.7 in January. Labor costs are expected to rise in all regions of the United States and Eastern Canada. They are expected to be flat in Western Canada. In the survey comments, respondents indicated some optimism for 2018. In general, there were no shortages for materials.

CONSTRUCTION LIKELY ‘AMONG BIGGEST LOSERS’ IN TRUMP’S STEEL TRADE WAR President Donald Trump announced on March 1 he would impose hefty tariffs on imported steel and aluminum to protect U.S. producers, risking retaliation from major trade partners like China, Europe and neighboring Canada. As of press time, Trump said the duties – 25% on steel imports and 10% on aluminum, along with quotas limiting the volume of metals exporting countries could sell in the U.S. – would be formally announced during the week of March 5, although White House officials later said some details still needed to be ironed out. Trump’s tariffs mirror recommendations the U.S. Commerce Dept. made on January 11. The Commerce strategies aim at raising U.S. steel production to about 80% of capacity, from 73% now, and increasing domestic aluminum production from the present 48% average capacity to 80%. In an ENR report on Commerce’s recommendations, Ken Simonson, Associated General Contractors of America (AGC) chief economist, said AGC officials “are hopeful [Trump] will recognize this could make infrastructure less affordable, foil efforts to rev up economic growth and imperil the financial health of contractors who have fixed-price contracts but have not locked in steel purchase prices.” Simonson noted that for 2017, the Bureau of Labor Statistics producer-price index for steel mill products climbed 7.8% and the aluminum mill shapes index was up 9.4%. He said, “These tariffs would doubtless add double-digits to those rates of price increase.”

Some contractors buy steel on the spot market, and others use futures contracts to lock in steel prices, notes Anirban Basu, Associated Builders and Contractors chief economist. Such contracts “can be expensive,” though, and some firms choose to hold off on materials purchases. “But now is not the time to wait. Now probably is a good time to lock in prices, because the future has become very uncertain.” Overall, Basu says, the construction industry “stands to be among the

biggest losers” among U.S. business sectors if the steel and aluminum tariffs and quotas are implemented. In his March 1 analysis of January construction spending data, the AGC’s Simonson warned that escalating steel prices, on top of already significant inflation of construction materials costs, threaten underlying trends that “appear to point to a recovery in manufacturing, pipeline and power construction among private nonresidential categories, and strong private and public investment in airports and schools . . . “Already, prices have jumped for lumber, steel and aluminum,” the economist said. “Potential doubledigit tariffs or import restrictions on steel and aluminum could wreck the

But the Trump tariffs will not directly hit China that hard, according to a Reuters report. Data shows that Canada supplies 16% of U.S. demand for steel versus China’s 2% and is by far the largest steel exporter, followed by Brazil and South Korea. Rental professionals talk about their outlook for 2018 and how it affects their approach to industry trade shows

ILLINOIS: SHORT-HANDED BUT THINGS ARE LOOKING UP Terry Allen, president of Webber Rental Supply in Galesburg, IL, has worked within the construction industry for 41 years and has been in the rental business the last 18 of those years. As he described it, 2016 wasn’t a very good year for his store, but 2017 was better and this year promises to be better yet. The one challenge is help. “It seems like everyone who wants to

work and is able to work has a job already,” he added. “That’s the main reason we didn’t go to The Rental Show in New Orleans this year. Just too much to do with the help we have. Next year might be different, though, and we always try to make the show every few years if we can.” Allen said his store focuses on the contractor market and looks to continue to upgrade its fleet of construction equipment. “Being in a rural area our market doesn’t change like it does in some parts of the country, hence, we’re not planning on adding anything really new or different to our rental inventory this year.”

MAINE: STAYING AHEAD OF THE MARKET

How do you know if the economy is on an upswing? Chris Ippolito, president of San Tan Rentals in Queen Creek, AZ, has one sure way to tell. “We used to be real busy on Saturdays from DIYers, but that started to turn around last year. Now, we have more activity during the week, primarily from contractors who are doing the work for homeowners who can now afford to hire it out.” The trend is one reason his store recently added a new skid steer and mini excavator to its lineup this year. “Even though we’re located only 30 miles or so southeast of Phoenix, most of our business comes from the local market here at Queen Creek and nearby Gilbert,” Ippolito noted.” The combination of new construction activity and homeowners with more disposable income is driving the newly revitalized contractor market and keeping the store owner and his three full-time workers and one parttimer busy. Ippolito has been in business since 1999. Previously, he worked in construction and recalls going to The Rental Show back then. “We didn’t go this year. New Orleans is just too far away; not to say it wouldn’t be fun to go there. I guess we have to wait until the show gets closer to home.”

In 1964, when Kennebec Equipment Rental was founded, paper mills drove the market place. More than 50 years and five new stores later the market has changed. “Up in Maine, we’ve seen a shift over the years from the larger industrial paper mills to accommodating the small to midsize contractor and DIYers,” explained General Manager Dan Morris. “Yes, we still have paper mills, but many have been shuttered or downsized, their place in the market taken up by an increase in tourism and the construction of second homes.

the second year of updating our scaffolding fleet, and I have a big interest in vacuums and dust control accessories to stay in compliance with OSHA silica dust control regulations.” The company’s general manager has been with Kennebec Equipment Rental since 2000 and attending The Rental Show since 2013. This year, he also had his eye on trenchers as well as any new items on the floor that fit the stores’ inventory, what he calls his wish list. “All our stores, including our main store in Fairfield, were strategically founded around industry,” said Morris. “Today, though, as that has changed, each of our six locations essentially has the same customer mix of homeowners and large and small contractors and carry the same inventory to support them. “Today, we probably do most of our business with small to mid-size contractors. Usually, we end the year a little slower and start off slow because of the cold weather and snow. But even with the rough winter we’ve had,

We are also in

our contractors have been busy, and all seem to have a lot of work lined up. Building on some good momentum from the end of 2017, we expect 2018 to be a good year for us.”

He started his Kenosha company 10 years ago with 10 aerial lifts. That number grew to nearly 400 last year and jumped again this year in part because of the Foxconn announcement. “Even though there are no guarantees of how much business we would get from Foxconn, there should be plenty of ancillary companies moving to the area that will keep us busy,” said Nehls. “Hence, late last year we made a significant purchase of new Skyjack lifts and look forward to another good year.” As the name implies, his company rents a full-line of boom and scissor lifts and telehandlers. “We’ve been asked by customers to rent other equipment including light towers, skid-steer loaders, and backhoes,” added Nehls. “We don’t want to be all things to all people. Instead, we want to focus on what we do best, renting aerial equipment.” He continued, “It’s also difficult to compete with large national companies that can maximize their more diverse lines during our long winter season. Equipment that doesn’t rent here for them can be shipped to warmer climates. We can’t do that, but what we can do as a smaller company is go above and beyond and give customers the personal attention they want and need.” Nehls’ equipment focus is one reason he has never attended The Rental Show and didn’t go this year to New Orleans, even though many of his industry friends attend every year. “I know there’s much to learn at the show, but I’m never really shopping for new or different equipment like other stores and I try to stay up with reading about what’s new in the lift arena.”

Never say never though. In the meantime, he and his eight employees expect a busy year ahead meeting the expectations of large and smaller customers alike.

NEW JERSEY: STILL WAITING FOR THE BOOM TO HIT Rental Country Inc., headquartered in Vineland, NJ, had a good year in 2017, comparable to the year before, but it has yet to feel the full impact of the economic recovery. Owner and President Gary Galloway noted rental stores are a little slower to rebound versus other businesses, but he’s optimistic this year will be the year. “January and February are traditionally slow months around here,” said Galloway. “Already though, it appears our contractor customers are looking forward to a busy spring in construction, and that should keep our inventory of larger earthmoving equipment busy, along with popular items like trenchers, stump grinders, rototillers and so forth.” Rental Country opened in Vineland in 1981. Galloway has since added three other stores throughout the southern part of the state. All the stores carry a large inventory of rental tools and equipment for DIYers, small and large contractors, municipalities and industrial customers. One

of the largest Stilhl dealers in the area, the store also sells and services Honda, Wright, Scag, and Billy Goat lawn and garden equipment. “Many of the products in our lawn and garden lines also end up in the rental inventory,” added Galloway. “For example, it’s not uncommon to rent a large riding mower to contractors who have landed a large property that needs infrequent mowing. They would rather pay a couple hundred dollars for a rental unit versus investing in a mower that costs several times that.” The four locations employ approximately 35 people among them, including two technicians for each store. “I know that labor has been and continues to be a challenge for many rental stores, but we’ve been fortunate to have some great employees who’ve been with us for 20 years or more,” Galloway emphasized. “I think the most difficult part about the labor situation in hiring is finding the right person for the job.” Galloway said he and his wife Betty traveled to New Orleans to attend The Rental Show. “We got there Sunday and were able to catch the opening ceremony on Monday. I walked the show floor the next two days, placed a few orders, and looked for something new and different to buy. Betty spent some time walking the party section too, even though we’re not involved in that part of the business.” The two said they came back home energized from the show and in anticipation of the economic boom finally taking hold this year. ■

resulting in total revenue of $59.6 billion in 2021. Specifically, the ARA Rental Market Monitor indicates total rental revenue in the U.S. is expected to grow by 4.5 percent in 2018 to reach $51.5 billion, 5.6 percent in 2019, 5 percent in 2020 and 4.4 percent in 2021. This forecast, released in February at The Rental Show in New Orleans, is identical to the previous forecast released in November 2017 for 2018, with slight upticks in the expected revenue growth rates for 2019 through 2021. In Canada, equipment rental revenue also is expected to show consistent growth, reaching $5.35 billion in 2018 with growth rates of 4.1 percent in 2019, 5 percent in 2020 and 4.7 percent in 2021 to total $6.125 billion, which is nearly identical to the November 2017 forecast.

everal years into the current growth trajectory and it’s starting to feel sturdier and more robust - less fragile - like we can finally trust it. Thanks to a healthy construction market and a pervasive optimism for the general economy, the equipment rental industry is predicted to grow for several more years, through 2021 at least, reaching total revenue of nearly $60 billion. This optimism among those in the industry, as well as the observers who study it, is a more confident brand of positivity than what we’ve seen in recent years, due in part to the realization of the Trump Administration’s recent tax reform and proposed infrastructure plan. In its latest five-year forecast, the American Rental Association predicted rental industry revenue to continue to grow consistently in the United States over the next five years,

According to Scott Hazelton, managing director, IHS Markit, some of the positive expectations in the U.S. are a result of the Tax Cuts and Jobs Act taking effect in 2018. “We had a strong exit to 2017, and we think we’ll see a pretty strong 2018,” Hazelton says. “We had Gross Domestic Product growth of 2.2 percent last year, and are still forecasted for 2.7 percent growth this year. The Tax Cuts and Jobs Act pumped $1.4 trillion into economy. That’s a 10 basis point increase over the prior forecast for 2019.” John McClelland, ARA’s vice president for government affairs and chief economist, says growth will only get stronger deeper into the forecast. “Our rental revenue forecast has increased somewhat in the out-years of the forecast,” he says. “One significant reason for this increase is the long-term effects of the recently passed tax cuts for both businesses and individuals.

Rental penetration goes deeper ARA also released its latest ARA Rental Penetration Index, which shows penetration of construction equipment into the U.S. rental market at 53 percent in 2017, up 20 basis

points versus last year after modest declines in 2015 and 2016. The index calculates the percentage of construction equipment in use in the U.S. that is owned by rental companies. “We saw a 20 basis point increase from 52.8 to 53 percent this year,” McClelland says. “You’ll recall the little down turn from a couple of years ago was partly due to the reallocation of equipment from oil patch to construction. We saw demand for that equipment but falling demand in the oil patch, so penetration was falling.” He adds, “At the same time, some of the certainty was coming back into construction and we saw heavier purchasing from contractors. Credit wasn’t so tight, so there was a small decline in rental penetration. But now we’re seeing a bit of an uptick.” ■

SPENDING FORECAST Economists from the leading construction industry associations share their outlook for the general construction industry

E

ach year, leading economists look into their “crystal balls” in an attempt to foresee what’s coming for the construction industry. For 2018, this proved a tougher task given key uncertainties clouding the outlook, including a new federal spending package and recently enacted tax reform legislation. Add in storm and wildfire recovery boosting construction demand, costs and labor woes (further compounded by immigration reform), then throw in the pending mid-term elections, and the future is cloudier still. That said, economists gave their best shot, and here is a Q&A covering their outlook for the overall U.S. economy and general construction.

OVERALL ECONOMIC OUTLOOK What level of U.S. economic growth do you see for 2018? What are some key drivers that will impact growth either positively or negatively? Robert Dietz, senior vice president and chief economist, National Association of Home Builders (NAHB): NAHB sees continued modest yet positive growth prospects for 2018. We should continue to grow, but at below 3% rates. Wage growth is increasing, which is good for consumer spending and housing demand, but is a concern for employers. The wild card for 2018 and 2019 is tax reform. Smart

tax reform that rewards small business and promotes housing will contribute to growth. Tax reform that increases taxes on homeowners to reward investors, including foreign owners of U.S. assets, will be counterproductive. The tight labor market is a key limiting factor for overall economic growth. Increases for the labor force participation rate will help labor markets to continue to grow. However, absent those improvements, wage pressure could increase inflation and cause the Fed to move somewhat faster than its current gradual pace of interest rate hikes. Ed Sullivan, chief economist, Portland Cement Association (PCA): We project GDP growth to be at 2.3%

It takes time to fill this demand, and our growth has been slow. It will likely continue to be slow driven in part by millennials who are in debt, who are taking their time to start families and who currently don’t participate in the housing market. The recession also changed peoples’ behaviors. But people forget and eventually they will return to old spending habits, just as millennials will one day start families and buy homes. Ken Simonson, chief economist, Associated General Contractors of America (AGC): The economy should keep expanding at a moderate 2% to 2.5% rate, after inflation. However, this could be affected by big changes in tax and spending policy or by an international crisis.

Anirban Basu, chief economist, Associated Builders & Contractors (ABC): As we entered 2018, consumer confidence was at a roughly 17-year high, unemployment at a 17-year low, financial markets surging, the global economy improving and leading indicators suggest plentiful momentum during the year’s early months. It has been many years since the U.S. economy has had such momentum. Consumer spending will continue to be the leading engine of growth. But that will be supported by faster export growth as the world economy continues to heal, and by faster business spending growth, particularly due to the corporate tax cut legislation. In short, the economic outlook for the U.S. in 2018 is quite good. There are abundant risks, however. One could argue that asset prices rose too fast and furiously in 2017. That

could set the stage for significant asset price volatility in 2018. Stock and other prices can’t rise forever. This is particularly true given rising inflationary pressures, whether in the form of wages, tuition, rent, medical care or fuel. Should interest rates rise with unanticipated rapidity due to these emerging pressures, elevated asset prices could become jeopardized, setting the stage for negative wealth effects. This means that while 2018 should be strong for the U.S. economy, there are few guarantees with respect to 2019 or 2020.

BUILDING CONSTRUCTION How strong was construction in the commercial and housing markets in 2017, and what level of growth do you expect to see in both segments for 2018? AGC: Single-family construction spending increased 9% through the first 10 months of 2017, about the same growth rate as in 2016. But multifamily construction really hit the brakes, slipping to a 4% growth. I think that in 2018, there will be a lot of rebuilding and renovations in areas of Texas, Florida and California devastated by hurricanes, flooding and wildfires. Meanwhile, multifamily building may dip after six years of generally torrid growth. ABC: There was a considerable volume of building construction in 2017. Leading segments included hotel, casino, office, distribution center and multifamily construction. There are many forces at work, including Millennial demographics, the e-commerce revolution, foreign investment into commercial real estate and growth both in consumer and business travel. One suspects that this momentum will stretch into 2018 since both domestic and foreign capital is on the hunt for investment opportunities that yield income. NAHB: On the demand side of the housing market, incoming household

These trends are consistent with demographic data that show a growing number of millennials entering their 30s. This process will continue to sustain demand for singlefamily homes in the years ahead. Single-family construction should continue along its modest growth trend (7%), while still being constrained by supply-side bottlenecks, including lack of labor and rising building material prices. Nonetheless, builder confidence, as measured by the NAHB/Wells Fargo Housing Market Index, remains solid. Remodeling should also post gains given rising homeowner wealth and reduced homeowner mobility, which will increase the need for aging-inplace and other kinds of structural improvements. Multifamily starts peaked in 2015, and NAHB expects a leveling off process to continue over the next few years. The decline in apartment starts in 2017 was steeper than expected, with a 10% 2017 decline expected. We forecast smaller but still negative growth rates over the near-term as rental vacancy rates increase, rent growth softens and housing demand momentum moves to the for-sale market segment. PCA: We anticipate modest growth throughout the building construction market in both the nonresidential and residential sectors. That should translate into a growth rate similar to 2017. Nonresidential is approaching a peak and there is slowing in sectors like industrial that are impacted by the macroeconomic environment. The single-family residential market should be fairly healthy in 2018. Gains, however, will be slowed by difficult application processes, lack of Millennial participation and modest increases in mortgage rates that will impact affordability. The multifamily market still has strong potential, but it too is reaching its

cyclical peak. Like 2017, next year will likely see 350,000 units built. The big surprise is the improvement and repair sector thanks unfortunately to two serious hurricanes and California wildfires. This sector saw strong percentage gains toward the end of 2017 and will continue to see these gains throughout 2018.

RAW MATERIAL COSTS Do you expect to see the costs of raw materials such as asphalt, cement, steel and lumber increase in 2018? If so, to what level and what is driving the increases? NAHB: We expect continued gains in building material prices, particularly for lumber given tariffs on Canadian softwood lumber. Rising building material prices was the issue that increased the most as a concern in 2017. While

still below the lack of labor and lots, prices for drywall, roofing materials and other building components increased in 2017 due to hurricane repair efforts and the broader growth of the housing market. We expect this pressure on prices to continue in 2018. ABC: The past year was associated with noteworthy increases in construction materials prices. After slumping for much of 2014 and virtually all of 2015, global commodity prices stabilized and then began to rise in 2016/17. A more contentious view on trade, including with respect to Canadian soft lumber, also served to elevate price pressures. During a recent 12-month period, softwood lumber prices surged 15%. Quantity supplied is already responding to higher prices in many categories, which should translate into more gradual price increases in general. AGC: Materials costs ended a years-long slide in late 2016 and rose at a moderate rate in most of 2017. Those increases are likely to accelerate a bit further in 2018 as global demand picks up and construction continues to grow, albeit slowly and unevenly. I don’t foresee a return to the severe, widespread escalations and occasional shortages that cropped up before the last recession.

EMPLOYMENT AND LABOR COSTS In recent years, finding skilled and experienced workers has challenged many construction companies. In fact, for many, it has been their No. 1 impediment to growth. Do you foresee companies continuing to struggle with this trend in 2018? What impact, if any, will the administration’s stand on immigration have on the industry and finding workers? AGC: Finding capable workers will remain the leading challenge for contractors in 2018. The job market is continuing to tighten after more than seven years of continuous job gains and ever-increasing retirements of baby boomers. Restrictive immigration policies and stepped-up deportations are adding to the competition for workers and threaten to slow the growth in the overall economy as many industries struggle to fill openings or to replace the customers who are kept out of the country. D

uring his campaign, thenpresidential hopeful Donald Trump heralded a $1-trillion infrastructure investment plan as a priority for his first 100 days in office. Here we are more than a year into his term, and as of press time, we were only hearing the basic outlines of a plan that has since risen to $1.5 trillion. While more details were expected shortly, the broad disparity in political ideologies in Congress portends another extended delay before a funding bill is put in place. In the meantime, we asked industry experts to offer their insight on what they believe 2018 could hold in store for the transportation infrastructure sector.

FEDERAL FUNDING UNDER THE FAST ACT Between the FAST Act and the Trump administration’s promise to rebuild infrastructure, 2017 should have seen increased spending at both the federal and state levels. Did that come true and what do you foresee for infrastructure in 2018? Ed Sullivan, executive vice president, chief economist, Portland Cement Association (PCA): The short answer to this question is no, there was not an increase in highway and bridge construction [in 2017]. The Fast Act represents a 2% increase in nominal spending and most of that will be eaten up by inflation. In real terms, you won’t see an increase with the Fast Act. There has been no decision on an infrastructure bill and even if there is a decision soon, construction wouldn’t hit the ground until fiscal year 2020. In other words, Trump’s infrastructure promise won’t happen until the second half of 2019 at the earliest.

The picture at the state level is not encouraging either. Expenses are outstripping growth in revenue — e.g., boomers are retiring and putting pressure on entitlement programs and pension funds. To deal with that, state governments will shift resources from infrastructure to entitlements. This, too, will put a drag on spending. In our view, infrastructure spending in 2018 will look much like it did in 2017. The long view will depend on three variables: to what extent tax reform will stimulate the economy; the scope (when, how much and where) of an infrastructure program; and the impact any immigration reform would have on an already shrinking labor force. An economy stimulated by tax reform and infrastructure spending in combination with increased wages may very well lead to rising inflation and interest rate hikes. As a result, we foresee a slowdown in both economic and construction growth by 2022. We work to ensure all transportation programs receive full funding in the annual appropriations process. We also hope to address the upcoming shortfall in the Highway Trust Fund before the FAST Act expires in 2020.

How will the delay of the FAST Act increase impact 2018? NAPA: NAPA is not expecting any delays in highway lettings due to the short-term continuing resolution for the fiscal year 2018 transportation appropriations bill. Congress has routinely missed its budget deadlines, but has remained fully committed to the FAST Act funding levels. In general, the asphalt pavement industry has benefitted from states’ willingness to move projects forward thanks to the five years of certainty provided by the FAST Act. We have seen a steady increase in asphalt pavement tons nationally each year since the enactment of MAP-21. States are certainly not waiting for Congress to boost highway investments. Since 2012, 31 states have approved gas tax increases or other plans to raise additional transportation revenue. More importantly, in states where legislators approved gas tax increases, nearly all... who have faced voters after passing an increase won re-election. ARTBA: It is always a challenge when states only receive part of their federal surface transportation funding. Some states may choose to delay projects until later in the year when they have access to their full annual funding levels. The challenge with the FAST Act is that it provides funding levels that are just slightly above projected increases in inflation and project costs. While it provides stability, it is not significantly growing the market with increased investment.

Therefore, the funding dynamics at the state and local level become very important. States that have the ability to raise revenues through legislative action, one-time funding measures or variable rates will be better off in the long run. Some states are still facing overall budget challenges and this often translates into less spending, fewer projects and even borrowing transportation-related revenues for general purposes.

FUTURE FUNDING OPTIONS Gas prices remain at very low levels. Is now the time to raise the federal gas tax to ensure long-term viability of the Highway Trust Fund? NAPA: Now is the time for Congress to fix the structural deficit in the Highway Trust Fund, [which] is expected to fall short of revenue in 2020. Congress needs to find a sustainable revenue source that increases investment for highways, roads and bridges… Congress also needs to reauthorize the Federal Aviation Administration programs. Airfield pavements represent a $3 billion annual market for the asphalt pavement industry, and it is important for Congress to reauthorize this program in a timely fashion in 2018. USCOC: We believe it is long past time to adjust the federal gasoline tax. Since the last time it was raised in 1993, it has lost over 40% of its purchasing power. During the same time period, 26 states have increased their gasoline user fee. The longer we wait to adjust the gasoline tax, the more the American taxpayer will end up paying, and our ability to compete in the global marketplace will diminish. ABC: It has been time to raise gas prices for a long time. The most advantageous moment may have been in February 2016 when oil prices hit

just $26 per barrel. Oil is presently trading around $50 per barrel, but that is still low from a longer term perspective. With unemployment low and with the national debt now at $20 trillion, it is time to raise the gas tax, invest in America’s roads, create high-quality jobs in the process and set the stage for a prosperous 21st century.

What role might P3s have in funding infrastructure projects? What are other ways we should be investigating to pay for our roads? USCOC: We believe P3s can be an important tool for project sponsors as they look to fund and finance infrastructure projects. Encouraging increased use of P3s can free up limited federal, state and local dollars for other infrastructure projects where a P3 does not make sense. Also, increased use of P3s are no replacement for increased federal investment. ARTBA: P3s are a viable method to finance transportation projects, but are not a way to fund transportation investment. States need a stable and growing source of revenue at the federal, state and local level to make needed transportation investments. P3s are a great tool for certain projects that have a revenue stream, but are not a way to deliver a core program. NAPA: Private sector capital and P3s can and should play an important role in any infrastructure plan. That role, however, must complement direct federal investment. While the private sector certainly has the ability to help advance projects — particularly those capable of generating a revenue stream — there is a difference between project financing and public funding. We must also acknowledge that private capital is not a viable option in many states, particularly those with large land areas and sparse populations. ■

hat is generally referred to as a rammer, tamper, jumping jack, and even sometimes the old-timey “Paddy’s motorbike,” is often simply called a Wacker. This makes sense, since Wacker Neuson has long been accepted as the standard setter for vibratory compaction in the construction industry and pioneered the two-cycle rammer nearly a century ago. That tradition of innovation continues now with the company’s latest addition to its lineup, the AS50e, which takes its place beside its gaspowered brethren as the first-ever emissions-free, cordless, battery-powered vibratory rammer. Using lithium-ion battery technology, the AS50e, which was introduced at Conexpo 2017, was designed for use in commercial interior construction or renovation projects, as well as in poorly ventilated areas such as trenches and small buildings, and in soundsensitive settings like hospitals or schools. Meanwhile, it’s also targeted

to rental yards and environmentally conscious builders. To see what it’s all about, we took a close look at the AS50e while at World of Concrete 2018 in Las Vegas. What we found is a machine that fills a specialty need but which could also easily substitute for a gas-powered model.

742 TELEHANDLER WITH NO DEF With Tier 4 Final emissions standards in place, the use of diesel exhaust fluid (DEF) is required for diesel engines over 74 hp. As part of the selective catalytic reduction (SCR) system, DEF has been used in over-the-road trucks and other construction equipment for years. Paul says it takes about an hour and 15 minutes to recharge the battery, which can be recharged 1,800 times in its life, after which it will still have 80 percent of its original capacity. The AS50e battery features a series of lights that regress to indicate the charge level during operation. When the battery gets too low, the machine automatically stops. “It’s not like a cordless drill that starts to lose performance over time,” Paul explains. “When it’s done, it’s done, and ready for another charge. But you can recharge it at any point; you don’t have to wait for it to be fully discharged to start recharging it.”

Rental ready The AS50e’s ease of maintenance makes it ideal for a rental setting, according to Paul, who says there’s almost nothing you have to do to maintain an electric rammer. “It’s a maintenance-free motor. Making sure it’s charged up when you send it out on rental is all you need to do. Then once a year you need to change the oil in the lower end, but that’s simple… you just pull the drain plug, fill it back up with oil and you’re ready to go,” he explains. As far as acquisition cost, the AS50e does come at a premium. “It is more than a gas model,” Paul says. “But it’s designed for a specialty market, so you should be able to get a little higher rental rate for it as well.” ■

combustion systems was rapidly developed, creating a more lean and efficient combustion process. Electronic control of injectors and high-pressure common rail injection systems were implemented, followed by the more widespread use of turbochargers. A byproduct of this technology was increasing the power density — an increase in the horsepower generated from the same size engines. As the tiers/stages of global emissions legislation progressed, exhaust gas recirculation became necessary to give a secondary burn of some of the exhaust and more completely consume the chemicals and particles being emitted. For the final stages of U.S. and European legislation, it was necessary to add special exhaust components that scrub the remaining exhaust and create chemical reactions that break down harmful emissions and remove the remaining particles, burning them off in the process. This lean burn, high com-

pression and recirculated exhaust gas significantly increases the heat energy generated in the engine and places a significant demand on the engine and machine cooling system. Increased hydraulic, transmission and engine performance calls for larger coolers and more powerful cooling fans. All of this applies high parasitic loads to the engine, reducing the net horsepower available. In some cases where high ambient temperatures combine with high loads, up to 15% of the horsepower is consumed by the fan in the cooling system. The materials and processes used in manufacturing these new exhaust components are costly. When added to the electronic sensors and computers necessary to monitor them, the cost of engines has significantly increased. Fortunately, the new exhaust aftertreatment systems are designed to be extremely durable and last well into the overall life of the machine, providing years of reliable operation. However, if maintenance is not carried out per manufacturer guidelines, there is a risk of reduced reliability. And if the fuel and oils used in the engine are not adequately stored, distributed and filled, or there is a lack of attention to fluid quality and cleanliness, more rapid deterioration or even damage can occur. www.tvh.com Search: 11782055

Power Points Given the changes in engines and aftertreatment, and the range of horsepower options to choose from, selecting the optimal engine for a telehandler may seem daunting. There is, however, an important break point in the power ranges to consider — engines rated at 75 hp and above or those rated below.

As long as the fuels used are low in sulfur content, this simple system basically replaces the exhaust muffler and requires no other complicated systems. The big advantage of an engine below 74 hp is there is effectively no change to the current operations. No additional fluids are required, and there is no confusion over which fluid to put in what tank. Plus, the risk of damaging costly components is greatly reduced for both the telehandler owner and operator. A 74-hp engine can deliver more than enough power for most normal rental or general construction operations. The only compromise is in speed during combined operations and when working on steeper grades.

The SCR system requires diesel exhaust fluid (DEF) to be precisely injected into the exhaust stream to convert harmful nitrogen oxide (NOx) into nitrogen, water and small amounts of carbon dioxide. A separate DEF tank is required, with a specially calibrated fluid level and fluid quality sensor. This sensor measures not only the presence of DEF but that the tank has been filled with the correct fluid and with the right quality. As a key component of the emissions certification of the engine, the SCR system must be correctly maintained and always active. This means there is also an automated defrosting system prior to the injection pump and injector into the exhaust system. Despite the added complexity, there are clearly advantages to 75-hp and above engines. The higher horsepower

roper skid steer tire selection can increase uptime and cut cost per hour of operation. “Tire wear is a fact of life for skid steers,” says Marc Margossian, marketing director within Trelleborg Wheel Systems in Americas. “The biggest elements will always be environment, operator and application. Aligning tire choice with these three will always reduce accelerated tire

wear. Beyond this, regular tire inspections and rotating tires around the machine itself will have an additional impact on tire life and safety.”

But he also points out that the most expensive tire is often not the best tire either. “When looking for the lowest cost of operation, one should step back from the tire purchase price detail and consider the overall picture to determine how the tire affects the machine contribution to a task,” says Dilip Vaidya, president and technology director of BKT. “Does the skid steer play a vital role and is everything around it determined by its job contribution or is it a support tool that makes performing certain tasks easier? “You must understand how and where you are using the machine, what kind of solutions that you really need and which solutions maybe you don’t need,” he continues. “Most users today want to use the lowest cost per hour tire. That means there may be a trade-off between a slightly more premium product that lasts twice as long.” Tires that come as factory fit most often feature an off-road tread. “Typically, the OEMs look for a costeffective, off-road tire choice for their production line vs. a more premium solution,” says Dembe. “Tires with offroad patterns typically have less tread rubber, they are lighter weight and they cost less. Sometimes a fleet owner can specify tire upgrades from the OEM for a more tailored, better overall choice given operating conditions.” Specifying a more premium tire with more tread depth often yields longer life. “Tire wear life is actually determined by the tread compound’s resistance to wear, directly influenced by its chemical composition and by the amount of rubber on the tread,” says Vaidya. “A tire with more rubber in the tread, i.e. more tread depth and/or a higher rubber/void ratio (fewer grooves), will account for more kilometers/miles on the clock than the same tire with the same tread

compound but less tread depth and/or more grooves.” Premium tires are constructed from premium rubber compounds that are specifically engineered to deliver a higher performance in terms of load, damage resistance, heat buildup, grip and tire life. Many standard range tires are cheaper because they use a lower grade of rubber compounds.The ROI on a premium tire can be easily calculated. “You might have to make that initial investment,

The higher the ply rating, typically the fewer issues you will have when transitioning to different applications where loads can increase. “It is commonly misunderstood by most users that a higher ply rating means somehow a thicker, stronger tire — a tire that is more resistant to impact,” explains Dembe. “That is actually not the case. You need a higher ply rating to carry more load capacity. The higher ply rating allows you to inflate to a higher air pressure that carries the load. So it gives you a stronger balloon that you can put

Rim guards and reinforced sidewalls can mitigate some of these risks, but advice from a professional company should always be sought for special environments.”

Match tread to application “The best thing you can do as a user is understand the surface and working conditions you are dealing with,” says Dembe. “Take time to think about how and where you use your skid-steer loader and make sure you select the optimal tread pattern. Oftentimes, it is not the tread that the machine came with.” Surface conditions can be divided into three main categories. “You have off-road surfaces where traction can be a real issue at one end of the spectrum, and then you have hard surfaces at the other end,” Dembe indicates. “You have two extremes and then you have something that we identify as mixed surface

improved surface. For most mixed to hard surface applications and those leaning toward that spectrum, you will want to use a non-directional tread pattern, such as on Camso’s SKS tire. This pattern typically features a higher lug-tovoid ratio.Tread patterns are designed to provide optimum grip on different surfaces including rough (stone, rock, gravel), soft (mud, grass, sand) or mixed (a combination of all surface types). “It is critical to ask qualifying questions to help determine which tread pattern is the best fit. Options include directional and non-directional, smooth or traction, wide lug or deep lug,” Margossian points out.

On hard surface applications, one of your most important performance metrics is durability. You have a high abrasive situation. You are scrubbing off the tread.” “Depending upon the load being carried, a solid tire may be the right solution,” adds Margossian. “Equally, a pneumatic tire may deliver a more comfortable ride and better heat resistance.” Traction is one of the most important performance metrics when you are working off road. In an earthmoving application, you want a deeper tread depth. “You want a higher ply rating to carry the weight,” says Francis. “You need more void in soft ground conditions because you need that traction.” “While running on sand, mud and gravel, a stronger side wall and selfcleaning tread pattern will aid traction and provide sufficient damage protection,” says Margossian. “Depending upon region and climate, the conditions could vary from sand to muddy conditions,” explains Vaidya. “To avoid the machine digging itself in, skid steers working in sandy conditions are ideally equipped with a non-aggressive tread pattern and run at the lowest possible pressure for better flotation. Muddy conditions, on the other hand, would require a tread pattern that is aggressive with an open auto-cleaning pattern renewing the grip capacity at every tire rotation.” Tires with more rubber are going to last longer. Another important characteristic is the ply rating. The higher the ply rating, typically the fewer issues you will have when transitioning to different applications where loads can increase. require optimization between hard surface and soft surface properties. “We have some tread patterns that really stand out with the versatility that users need in those kinds of applications,” says Dembe. If the skid steer is going to be used more than 50% of the time on asphalt and concrete, operators may be more productive with a non-directional tread better suited to operation on hard surfaces. Conversely, if they’re going to be in dirt all the time, then an off-road tread would be preferred to assist with needed traction. In certain cases, it may be worth investing in a second set of wheels. “In cases where machine usage can vary over relatively short periods of time, it may be worth considering having multiple fitted tire-wheel assemblies available to ensure the skid steer performs at its best in varied circumstances,” says Vaidya. “A quick assembly change will allow for getting any job done efficiently while getting the most of your tires.” Some applications, such as demolition and recycling, are best suited for specialty tires. “In a waste management type of application you really want more of a 1:1 ratio because you need that traction,” says Francis. “And obviously you are going to choose a deeper tread when it comes to that for added puncture resistance.”

MICHELIN X TWEEL SSL BECOMES FACTORY OPTION Case Construction Equipment recently became the first skid-steer loader OEM to offer the Michelin X Tweel SSL All-terrain Airless radial tires as a factoryapproved/supplied option on all skid-steer loader models. The airless radial tires perform just like a pneumatic tire, but without the risk of downtime from penetrations and impact damage. The Michelin Tweel SSL is one single unit, replacing traditional tire/wheel/valve assemblies. The Tweel’s rigid hub is connected by flexible, deformable polyurethane spokes to a semi-rigid shear band with a tread surface that carries the load. The cylindrical structure to which the tread is attached — Michelin calls it a shear beam — is made similarly to a radial tire with multiple steel belts sandwiched with rubber. The semi-rigid band supports the load much like the arch of a suspension bridge. The load hangs from the polyurethane spokes. The AT models feature a deep open tread design for excellent cleaning and traction. A deep layer of undertread allows the core to be retreaded many times. The X Tweel SSL delivers a consistent footprint with strong wear life that is two to three times that of a pneumatic tire at equal tread depth. The proprietary design provides great lateral stiffness, while resisting damage and absorbing impacts. In addition, the unique energy transfer within the high-strength poly-resin spokes reduces the “bounce” associated with pneumatic tires.

Puncture-resistant options There is a current trend toward solid tires as technology continues to evolve. “For about 15% of the machines out there we see that users are opting for solid tires, and that is a growing trend,” says Dembe. “Years ago with older solid tire technology, it was relegated primarily for severe-duty applications only — waste and recycling, scrapyard, demolition. But the technology has improved. Today, they are much more of an everyday solution vs. the niche solution back only a

few years ago.” The key has been increasing the ride quality. “Aperture technology has come a long way,” says Dembe. “Our engineers put a lot of focus and thought into a specific design and geometry of our apertures. It is an optimization between ride quality and resistance to cracking.” “Solid tires are evolving,” agrees Margossian. “Many designs now feature sidewall apertures, which can greatly enhance the ride comfort.” For example, Trelleborg recently launched a Soft Ride Compound specifically designed for the waste management industry that delivers a 40% improvement in deflection. There are multiple benefits to running a solid tire vs. a pneumatic in specific applications. “A solid tire is designed to run in applications where a pneumatic tire is unable to perform at the required level in terms of life, damage protection or required load, or has a higher risk of failure,” says Margossian.

solid tire is often the solution. The decision between pneumatic tires and solid tires often comes down to trade-offs. “There are pros and cons to using either technology. However, what should always be considered is the operating cost per hour of a tire over its whole life and the cost of lost productivity,” says Margossian. “A solid tire may have a higher purchase price, but will also deliver enhanced productivity. A pneumatic tire may be more prone to failure, but may be more flexible in different applications.”

for a long time,” says Dembe. “Camso is one of the largest processors of polyurethane fill — what you would call foam fill. You have a pneumatic tire with the cavity filled with polyurethane, which is now turned solid, so it acts much like a solid tire,” says Dembe. “Essentially, what you have is a thin skin of a pneumatic tire that is encapsulating the urethane fill. If that carcass is to get compromised or punctured, torn open, splits open or is otherwise destroyed, you really have nothing holding that urethane fill in and you can have a lot of problems as a result.”

Solid tires are a more durable solution. “But a foam-filled tire is a very popular choice,” says Dembe. “If flat tires are your No. 1 concern and you are in an application that cannot suffer any downtime, but you are looking for the cheapest solution, foam fill is it. It is your lowest price, flat-free solution, but in many cases it is not your most durable or your lowest cost per hour solution.” “Foam filling happens quite a bit in demolition, scrapyards and recycling yards — anywhere where there is a lot of abrasive material that could puncture tires,” says Francis. Titan offers the low sidewall (LSW), a pneumatic tire that is between a solid tire and a traditional pneumatic tire. “The LSW is the wave of the future for pneumatic tires,” Francis asserts. “We have taken a 12x16.5 rim and made it a 12x19.5, so we went from a 16.5-in. rim diameter to a 19.5-in. rim diameter.” The size of the wheel was increased along with the ID of the tire, but the OD of the tire remained the same. The sidewalls have been shrunk, reducing the amount of sidewall in the tire. “When you reduce the sidewall, you reduce the number of cuts you can make to that sidewall.” It also increases stability. “You do gain more stability with the LSW than you would with the conventional tire,” says Francis. “You get less sway. Another benefit would be if you are going to foam fill it, you are not going to use as much foam. Your cost on the foam fill is going to be virtually cut in half.” The biggest trade-off for polyurethane fill is weight. Generally, it tips the scales at about the same weight as water, about 8.33 lbs. per gallon. A typical 10x16.5 tire will take about 135 lbs. of fill. If you’re in very soft or muddy conditions, that extra weight could possibly bog down the machine. ■

SCANIA’S MODULAR ENGINE PLATFORM

INCREASES UPTIME Modular Concept Scania’s diesel engines are all part of a modular system, which reduces time and resources needed for training. The Modular Concept also supports the “One Man Service Concept.” Due to Scania’s separate cylinder heads, it makes it possible for one person to change a head in the field or shop.

Emissions Technology Scania uses the same modular engine platform for all emissions requirements throughout its complete engine range. Since the base engine footprint is the same, it minimizes the need for global OEM’s to redesign their equipment for markets with different emission legislation. Scania’s solution to meet Tier 4 Final emission requirements utilizes a SCR system in conjunction with a low mixture and cooled exhaust gas recirculation (EGR). This low percentage EGR keeps the cooling package requirements similar to non-EGR engines. Unlike most engine manufacturers, Scania is able to meet the strict emission requirements of Tier 4 Final without adding a Diesel Particulate Filter. Scania also redesigned the combustion chamber to

improve engine efficiency and reduce the amount of harmful emissions produced by the engine. The fuel efficiency of the Scania Tier 4 engines were also improved compared to previous Tier engines. TRENCHERS What began as a revolutionary idea for a hydraulic tiller back in the 80’s has become an industry leadingproduct line of lawn, garden, and tree care equipment. The first product in the Barreto line of walk-behind trenchers was the all-hydraulic 1324D standard trencher introduced in 1995. compact frame design that provides both stability and maneuverability. The floating track system utilizes independent undercarriage idlers that move in response to the terrain. The design keeps a significant portion of the track in contact with the terrain at all times, reducing ground pressure with increasing tension. ARA REPORTS:

Healthy Attendance at The Rental Show 2018 The positive forecast for steady growth in equipment rental revenue was reflected on a busy trade show floor at The Rental Show 2018 in New Orleans, as well as in the numbers of attendees and exhibitor personnel that were at the Ernest N. Morial Convention Center from Feb. 18-21. The total number of attendees at The Rental Show was 6,047, with 2,657 rental businesses represented. When combined with exhibitor personnel, total attendance for 2018 was 12,066. This marks the first time since 2006 total attendance has topped 12,000, and that year was the American Rental Association’s (ARA’s) 50th anniversary celebration in Orlando, FL. “There is a tone of optimism in the industry,” said Tony Conant, ARA CEO. “Everybody I spoke to in the construction segment said the show was as good or better than last year, and it was the largest show floor in 20 years. Many said it was one of the best shows they’ve been to.” ARA had the opportunity to expand the trade show floor for 2018, adding Hall D, and exhibit space sold out for the sixth straight year. The additional space made 2018 the largest contiguous show floor since 1998 in Orlando. As for the positive industry outlook, the latest ARA Rental Market Monitor forecast was released on Feb. 19 at The Rental Show. This forecast calls for equipment rental revenue in the U.S. to reach $51.5 billion this year, and continue growing to $59.6 billion in 2021. Looking ahead to next year for The Rental Show, 2019 will be a return to the West for the first time in six years and to Anaheim, CA, for the first time in 16 years. The city has hosted the ARA annual convention seven times previously, between 1973 and 2003. The Rental Show 2019 is Feb. 17-20 at the Anaheim Convention Center.

Terex Imposes Surcharge in Response to US Steel Tariffs Terex Corp. President and CEO John Garrison announced the company will implement a steel surcharge in response to the Trump Administration’s planned imposition of tariffs against a number of countries. “Steel prices have been rising steadily for several months and this action drove prices even higher, reaching heights not seen in many years,” Garrison wrote in a letter to Terex customers on March 6. “The longer-term impact of the trade

action is uncertain, but the inflationary impact on steel prices and related components is already increasing our product cost.” The Trump Administration announced its intention on March 1 to impose tariffs on imported steel and aluminum by adding a 25-percent tax on imports of steel and 10-percent on aluminum. Construction industry officials have warned of potentially harmful effects. “Terex is committed to continuously improving efficiency, managing costs, and when possible protecting our customers from the adverse impacts of rising costs – to help maximize the value and return on investment derived from our products,” Garrison continues. “Unfortunately, the impact of the rising cost of steel is too large and too sudden for us to absorb. Given the uncertain nature of these market dynamics, we are not increasing our base prices. Instead, we

will be adding a steel cost surcharge on our equipment. The surcharge will cover a portion of our cost increases – and will remain separate and transparent from base prices. As the price of steel normalizes, we will adjust or remove the surcharge. Our aim is to minimize the impact on your business. We are still finalizing the details of the surcharge – your Terex representative will communicate with you very soon. “We regret that we have been forced to take this action, Garrison’s letter concludes. “As a global manufacturer, we value free and fair markets, and see the imposition of these tariffs as a significant source of friction in the global economy. It is particularly frustrating to have these added costs imposed now, creating unnecessary headwinds at a time when markets are trending favorably. HOW TO KEEP THE GOOD TIMES ROLLING at Your Rental Business Here’s just one small change you can make to your company’s culture to keep the good times rolling, even when the business climate is not as sunny as it is right now: Make the customer experience friendlier.

E

very year I’m asked for my opinion regarding the “state of the rental industry.” In brief, similar to last year’s prediction, I believe the rental industry is in great shape and this will be true throughout the rest of this year and probably through 2019, at least. Residential and commercial construction projects are still entering (or are already in) the pipeline, so even if the stock market’s wild gyrations continue, the amount of work waiting to be done will necessitate the renting of equipment. I really feel the significantly positive effects of the new tax law will likely produce considerably more potential business for rental companies. I also feel the initiatives to rebuild our roads, bridges and other infrastructure will have a prolonged positive effect on rental companies. I believe even homeowners will spend more money on rental equipment and building supplies to facilitate greater enjoyment of their homes, as well as to increase the value of their property. Homes and other real estate will be increasingly viewed as “safe haven” investments, as opposed to precious metals, bonds and financial instruments, which are often currently viewed that way. I do expect a day of reckoning in two or three years, however. Inevitably, there will be a time when the economy will falter and become weak, even with the best financial minds attempting to keep it consistently growing. The key is to take

maximum advantage of the exceptionally strong business opportunities we have right now, and at the same time, position your rental company for the reality that there will be a time when a large number of rental businesses will be struggling. Don’t allow yours to be one of them!

As my wonderful parents preached to all seven of their children, “be kind.” It’s so simple, but surprisingly easy to forget that customers tend to return to businesses that have a kind, friendly and helpful atmosphere. The challenge is that some rental companies believe their company has this type of atmosphere when the reality is quite the opposite. Sometimes I wonder if some employees with the most exposure to customers have ever had any training to smile when greeting people. Some front-line employees actually seem grumpy toward customers. Sure, a few customers seem to find joy in trying to make others miserable, but don’t let them taint your staff with

negativity toward the vast majority of nice people. Be certain your employees don’t argue with or become antagonistic toward customers. Often, employees don’t know how what they say (and how they say it) is perceived by customers. For example, an employee might often use sarcasm when dealing with customers at the counter. Sometimes a tiny bit of truly goodnatured sarcasm is funny. Often though, sarcasm isn’t funny at all and is intended to be hurtful - and whether customers tell the offending person or not, it could cause them to go elsewhere. Perhaps surprisingly, even some managers might think that arguing with customers is the only way to handle frustrating disagreements. Some might mistakenly believe they’re going to convince customers who have their own, very strong opposing viewpoint. (Think about how well that works in discussions about politics or religion.) If one feels that others are consistently out to get them, antagonism is sensed and barriers are erected, not dismantled. Arguing with customers is a useless, counterproductive waste of time. Train your staff in the best ways to handle each challenge. “Taking the high road” is almost always the best way to travel in business communication. As with many of the other ways to keep the good times rolling in your rental business, it’s important to set a good example for employees of what to do and what not to do to enhance the customer experience. ■
