Letter from the Editor, This is by far the toughest issue I had to put together. My heart is so incredibly heavy at all of these stories of lives lost to police brutality unnecessarily. Like Tamir Rice, 12 years old, within seconds the officer shot him dead mistaking his BB Gun for something else. SECONDS. I have a son who is 13 and one who is 11. How do I protect them in this world? Comply with officers? Freddie Gray seemed very complaint to me, sitting in the back of that transport vehicle yet still died due to injury to his spine. What about Keith Lamont Scott who was seen on video walking backward towards the cops with his hands at his side? Or Terrance Cutcher, who was last seen walking with his hands up not confronting, not arguing, not fighting? What does it take exactly to walk out of these situations alive? Chance? Luck? A different shade of skin? The most disturbing parts of these stories are the absence of accountability. Even in the case of Chandra Weaver who was killed after her Pontiac Grand Am was struck by a police vehicle. No charges. No charges??? Are officers now above the law? Is this the Wild Wild West? What’s really happening? I admire and respect the (good) police officers who take their oath serious to protect and serve this nation. And I applaud all of the ones who are doing the amazing, incredible job that they do. The problem is not with ALL cops; the problem is with the system tolerating the bad ones and allowing them to continue to kill us without being held accountable. Let’s leave systematic injustices in 2016 and create a new way of life in 2017. For the sake of the children. -Chelle.

Terrance Crutcher 09/2016 Tulsa, OK

Terrence Crutcher, a 40-year-old African-American man, was fatally shot by white police officer Betty Shelby in Tulsa, Oklahoma. He was unarmed during the encounter, in which he was standing near his vehicle in the middle of a street. Police stated that Crutcher kept reaching into his pocket, refused to show his hands, walked towards his vehicle despite being told to stop, and then angled towards and reached into his vehicle. That’s when Shelby shot him. Shortly before the shooting, officers in the helicopter conversed with each other: “This guy’s still walking. He isn’t following commands.” “It’s time for a taser, I think.” “I’m kind of thinking that’s about to happen. That looks like a bad dude, too, to be on something.”~2 minutes after the shot, an officer checked Crutcher’s pockets, ~45 seconds later someone crouched to offer aid.Police said Crutcher died in the hospital later that day. Tulsa police chief Chuck Jordan said no weapon was recovered from Crutcher’s body or vehicle. Police Accountability: Officer Shelby was charged with manslaughter. Shelby is accused of “unlawfully and unnecessarily” shooting Crutcher after he did not comply with her “lawful orders.”

Keith Lamont Scott 09/2016 Charlotte, NC

Keith was fatally shot on September 20, 2016, in Charlotte, North Carolina by Brentley Vinson, an African-American city police officer. Police officers had arrived at Scott’s apartment complex to search for an unrelated man with an outstanding warrant. According to police, officers saw Scott exit a vehicle in the parking lot while carrying a handgun, and he refused to comply with their orders. Scott’s wife was also present and disputed that account. Police Accountability: No Charges Filed

Philando Castille 07/2016 Falcon Heights, MN

Philando Castile was fatally shot by Jeronimo Yanez, a St. Anthony, Minnesota police officer, after being pulled over in Falcon Heights, a suburb of St. Paul. Castile was driving a car with his girlfriend, Diamond Reynolds, and her four-year-old daughter as passengers when he was pulled over by Yanez and another officer. According to Reynolds, after being asked for his license and registration, Castile told the officer he was licensed to carry a weapon and had one in his pants pocket. Reynolds said Castile was shot while reaching for his ID after telling Yanez he had a gun permit and was armed. The officer shot seven times at Castile. Alton Sterling 07/2016 Baton Rouge, LA

Kisha Michael Marquintan Sandlin 02/2016 Inglewood, CA

The 37-year-old black man was shot several times at close range while held down on the ground by two white Baton Rouge Police officers. Police were responding to a report that a man in a red shirt was selling CDs, and that he had used a gun to threaten someone outside a convenience store. Police Accountability: No charges

The shooting of Kisha Michael, 31 and Marquintan Sandlin, 32 occurred when police responded to a call of a suspicious parked vehicle. When police arrived, they engaged in a 45-minute-long standoff before opening fire with military grade rifles, on the man and woman inside the vehicle, killing them both while they remain unconscious. Police Accountability: No Charges


Keith Childress 12/2015 Las Vegas, NV

The U.S. Marshals were conducting surveillance on the man and requested help from Metro when he fled. When police caught up with him, they claimed he had an “unknown object” in his hand. Assuming it was a gun, they shot him dead. The object turned out to be a cellphone. Police Accountability: No Charges

Bettie Jones 12/2015 Chicago, IL

Tiara Thomas 11/2015 Portage, IN

A Hammond police officer killed Tiara, who was the mother of three of his children. The motive is suspected to be financial. Police Accountability: Officer Kevin Campbell was charged with murder

Cornelius Brown 11/2015 Opa-Locka, FL

Police said they shot and killed Brown after he hit the windshield of a patrol car and ignored commands from police. He was unarmed. Police Accountability: No Charges

Chicago police shot Bettie Jones in the neck “accidentally” while trying to help a neighbor deal with a domestic disturbance involving his son, Quintonio Legrier. The neighbor said he called police when his son tried to break his door down early in the morning, and that Jones was shot when she opened the door to direct officers when they arrived. Police Accountability: No Charges

Chandra Weaver 11/2015 Kansas City, MO Chandra, 48, was killed in Kansas City, MO police, who crashed their patrol car into the driver’s side of her Pontiac Grand Am. Police Accountability: No Charges

Jamar Clark 11/2015 Minneapolis, MN

Two Minneapolis police officers shot Clark, claiming he “interfered” with emergency responders helping an assault victim. Activists and witnesses maintain that Clark was unarmed and handcuffed when he was shot. Police Accountability: No Charges

Stephen Tooson 11/2015 Birmingham, AL An officer crashed into Stephen’s SUV while rushing to respond to a domestic call, killing him. He was 45 years old. Police Accountability: No Charges

Michael Lee Marshall 11/2015 Denver, CO Michael, a 50-year-old mentally ill man, died after three sheriff’s deputies restrained him into unconsciousness at the Denver jail. He died after nine days on life support. Police Accountability: No Charges


Yvens Seide 10/2015 Big Cypress, FL Officer Gary Paul Evelyn struck Seide, 33, a pedestrian, with a marked Seminole police pick-up truck. Seide was hit with the vehicle’s left front, according to the Florida Highway Patrol. Police Accountability: No Charges Anthony Ashford 10/2015 San Diego, CA A San Diego Harbor officer claimed he confronted Ashford, 29, after seeing him “looking into cars” near Nimitz Boulevard. After being tased, police claim Ashford reached for the officer’s gun before being shot and killed. Police Accountability: No Charges Christopher Kimble 10/2015 East Cleveland, OH Christopher, 22, was struck and killed by a police cruiser while crossing the street. The vehicle was speeding on its way to a reported car crash. Police Accountability: No Charges Keith McLeod 09/2015 Relstertown, MD An officer responding to a call spotted 19yr old unarmed, Keith in a parking lot. Keith was fatally shot after the officer had claimed Keith reached “around to the small of his back and abruptly [whipped] his hand around and [pointed] it toward the officer, as if with a weapon,” according to police. 10/2015 Palm Beach Gardens, FL

On Sunday, October 18, 2015, at approximately 3:15 am, a plainclothes police officer in an unmarked white van with tinted windows wearing a T-shirt, jeans, and a baseball cap, stopped by what he said was an abandoned vehicle. The Palm Beach Gardens Police Officer, Nouman K. Raja, approached the car at the southbound exit ramp of Interstate 95 and PGA Boulevard. Raja, on-duty doing burglary surveillance, said an armed subject confronted him, so he discharged his weapon and killed the man, later identified as Jones, a musician, and local housing authority worker. In total, Raja discharged his weapon six times. He hit Jones with three shots. One bullet entered the side of Jones’ body, went through his aorta, killing him, and ended up in the top part of his torso, while the other bullets went through his body, hitting his left elbow and right shoulder. Jones’ arm was broken from the impact of one of the bullets. He had just turned 31 years old. Raja was not wearing a body camera, and his vehicle was not equipped with a camera. Jones, who was driving a Hyundai Santa Fe, had car trouble, had first called his brother, C.J. Jones, who offered to help him. Jones was due in church the next morning and needed his car, so he told his brother not to come pick him up. Jones’ bandmate, Huntsberger, came to help, bringing oil, but they were not able to get the car running. Jones called for a tow truck, and with that assurance, Huntsberger left. Jones had been returning home to Boynton Beach, Florida, after playing a show in Jupiter, Florida, at Johnny Mangos Tiki Bar & Grill. He had been playing with his band, the Future Prezidents. It was reported that Jones had been on the phone with AT&T roadside assistance when he was approached by the police officer. He had also called FHP, Florida Highway Patrol’s line for assistance, and AT&T #HELP multiple times trying to get help. Jones’ body was found a good distance – 80–100 feet – away from the vehicle, from which he appeared to have run. Jones had a .380-caliber gun, which he had purchased three days prior to the shooting, and for which he had a concealed carry license. The gun was found on the ground between Jones’ body and his car and had not been discharged. On June 1, 2016, the officer who shot Jones, Nouman K. Raja, was charged with manslaughter and attempted murder.


India Kager 09/2015 Virginia Beach, VA

Navy Veteran India Kager was in a vehicle with her four-monthold baby and Angelo Perry, who was being followed by unmarked police vehicles. When India parked at a 7-Eleven, the officers also parked and approached the car. Officers claim Angelo shot at them before they shot over thirty times at the vehicle. Angelo and India were killed, while the baby was unharmed. Police Accountability: No Charges Tyree Crawford 09/2015 Newark, NJ

Troy Robinson 08/2015 Decatur, GA Police claim Troy, 32, ran from an officer after a traffic stop. The officer deployed his Taser, causing Robinson to fall from an eight-foot wall, sustaining fatal injuries. Police Accountability: No Charges

Samuel Dubose 07/2015 Cincinnati, Ohio

Police initially said that an officer pulled DuBose over for a routine traffic stop which escalated into some altercation and that DuBose dragged an officer with his vehicle for a distance before the officer fired. That account was later disproven by body camera footage released by Cincinnati prosecutor Joseph Deters. Police Accountability: University of Cincinnati Officer Ray Tensing has been charged with murder for killing Samuel. Darrius Stewart 07/2015 Memphis, TN Police stopped Stewart for a broken headlight. Authorities said he was placed in the back of a patrol car, unhandcuffed, while officers ran his name. When the officers returned to handcuff Stewart and took him into custody for outstanding warrants, police said he became “combative” and struck an officer with the handcuffs. The officer then drew his gun and fired. Stewart’s mother told local news that her son had never been arrested and that the warrants were for someone else with the same name. Police Accountability: No Charges


Sandra Bland 07/2015 Hempstead, MD

Sandra Bland, 28, was pulled over for a routine traffic stop, which the deputy quickly escalated by removing Sandra from the vehicle and physically restraining her. Sandra later died in her jail cell, and her death ruled a suicide. Her cause of death is listed as “Asphyxiation.” Police Accountability: Brian Encinia, the arresting officer was indicted for perjury for lying in regards to the events leading to her arrest. Victo Larosa III 07/2015 Jacksonville, FL

Victo Larosa was shot after tripping and falling to the ground while fleeing officers following an undercover sting operation against drug deals, according to the sheriff’s office. The officer alleged that he opened fire because Larosa reached into his waistband. No weapon was recovered from the scene. Police Accountability: No Charges

Jonathan Sanders 07/2015 Stonewall, MS The version of events given by witnesses, they said, is that Sanders was riding by a gas station on a horse-drawn buggy at about 10.30pm when he made a comment to Herrington, who had pulled over a driver. The attorneys said this driver had told them he was drunk and his registration tags had expired. The driver said his stop was abandoned when Sanders asked Herrington “Why don’t you leave that man alone?” or similar, said Lumumba. “According to the driver, once the officer saw Jonathan, his attention was piqued, and he said: ‘I’m going to get that nigger.’” “Then, Witness 1 saw officer Herrington’s blue lights come on,” said Lumumba. “Jonathan’s horse reared up, startled, and knocked Jonathan off his horse. His light slipped around his neck. Jonathan ran to get the horse, and Officer Herrington came from behind him, yanked him down to the ground in front of the house with the light strap and placed him in a chokehold. Kris Jackson 06/2015 South Lake Tahoe, CA Kris Jackson was fatally shot by a police officer while climbing through a motel window. No weapons were found at the scene. The office claims to have “perceived a deadly threat.” Police Accountability: No Charges

Police were responding to a domestic call and entered a condominium after hearing arguing inside and fatally shot McCain, claiming they believed he had a gun. McCain was later revealed to be unarmed and died at a nearby hospital. Police Accountability: No Charges

Alan Craig Williams 06/2015 Greenville, SC Williams was driving on Poinsett Highway when a Greenville County deputy struck his moped from behind killing him in the crash. Police Accountability: No Charges


De’Angelo Stallworth 05/2015 Jacksonville, FL Two Jacksonville police officers fatally shot Stallworth at a Westside apartment complex. Stallworth allegedly pointed a gun at an officer, then dropped the gun and ran away. Officers shot him as he was running unarmed, claiming they thought he still had a gun and he turned and faced them. Police Accountability: No Charges

Brandon Glenn 05/2015 Los Angeles, CA Glenn was allegedly panhandling outside a bar in Venice when a customer complained that he was harassing customers. He wound up in a scuffle with a bouncer and two officers, one of whom shot and killed him. After viewing the unreleased tape of the incident, LAPD police chief Charlie Beck said: ‘Any time an unarmed person is shot by a Los Angeles police officer, it takes extraordinary circumstances to justify that. I have not seen those extraordinary circumstances.’ Police Accountability: No Charges

Frank Shephard III 04/2015 Houston, TX Police tried to initiate a traffic stop due to “suspicious activity.” Frank, 41, got out of the vehicle and then appeared to reach back into the vehicle when the two officers fired on him and killed him. Walter Scott 04/2015 North Charleston, NC

Scott was pulled over by North Charleston police officer Michael Slager for a minor traffic violation. Scott fled, but Slager caught up with him and attempted to deploy his Taser. The Taser was not effective, and as Scott ran away, Slager opened fire. The final altercation was caught on video. Police Accountability: Officer Michael Slager was charged with murder. As of time of press, a jury was still deadlocked on a verdict.

Nicholas Thomas 03/2015 Atlanta, GA

Naeschylus Vinzant 03/2015 Aurora, CO

Nicholas, a mechanic, was at his job when police called his boss and told them they were going to serve a warrant on the suspect. When police arrived Nicholas started driving the car, he was working on around the business. Police opened fire and killed him. Police Accountability: No Charges

Bernard Moore 03/2015 Atlanta, GA Moore was crossing a highway to get to the store where he worked when he was struck by a police car. He was caught by officers and shot by a 73-year-old part-time reserve deputy, who said he intended to use a Taser. Tony Terrell Robinson 03/2015 Madison, WI

Police claim unarmed Tony Robinson attacked an officer who responded to calls for help from friends and nearby residents over his “erratic and aggressive behavior.” The officer shot him seven times. Robinson’s family filed a federal civil rights lawsuit against the officer and the city on August 12. Police Accountability: No Charges

Darrell Gatewood 03/2015 Oklahoma City, OK

Police responded to a disturbance call about a man breaking things and “fighting with the air.” When they arrived at the scene, Darrell started fighting with them. Deputies tased Darrell an unknown number of times, and he went into cardiac arrest and was pronounced dead at the hospital. Police Accountability: No Charges

Deontre Dorsey 03/2015 White Plains, MD

Deontre Dorsey lost control of his car, coming to rest against a tree in a median. Witnesses called 911 saying Dorsey was “flopping like a fish.” After Dorsey, who was having a seizure, rolled on his stomach and reached for a firefighter’s leg, police ordered him to put his hands behind his back. When Dorsey failed to comply and tried to stand up, police tasered him in the back several times. Dorsey was later handcuffed and placed in leg shackles at the scene and stopped moving or breathing. He was a father of four. Police Accountability: No Charges

Anthony Hill 03/2015 Chamblee, GA

Authorities were called because Hill was acting erratically and running around naked in his apartment complex. Officer Robert Olsen responded to the call and fatally shot Hill as he was running, unarmed, towards the officer. Police Accountability: In January 2016, a grand jury indicted Officer Robert Olsen on two counts of felony murder and one count of aggravated assault.

Yvette Henderson 02/2015 Oakland, CA Yvette, a mother of two, was at a Home Depot located on the Emeryville side of the city line with Oakland. A store security person accused her of trying to steal. She left the store. By the time two Emeryville cops found her, she was on the Oakland side of the city line and was trying to wave down a city bus. The bus did not stop for Henderson, and the police cornered her in front of a parked vehicle and shot at least seven times, killing her.

Deputy Scott Pliler shot Dewayne Ward Jr. three times while serving an eviction and temporary restraining order at his mother’s apartment. Police Accountability: No Charges

Janisha Fonville 02/2015 Charlotte, NC Deputies responded to a call from casino security saying the subject who was banned from the premises was there and needed to be removed. The subject fled the scene and then returned. He ran into the woods where police tasered him. The subject collapsed and died. Police Accountability: No Charges

Natasha McKenna, 37, of Alexandria, died after she was restrained with handcuffs and leg shackles and shocked four times, county records show. After the shocks had been administered Feb. 3, she stopped breathing, was taken to a hospital and died several days later.

Responding to a domestic argument, Officer Anthony Holzhaue shot Fonville twice after she allegedly ignored orders to drop her kitchen knife and lunged at the officer. Police Accountability: No Charges

Meton drove through a West Texas checkpoint without stopping and drove 30 more miles before he stopped. “Four agents approached the vehicle, and one of them yelled ‘gun,’” the AP reported. Two of the agents fired their weapons at the vehicle. A toy gun was found in Melton's vehicle. Police Accountability: No Charges

Matthew Ajibade 01/2015 Savannah, GA

Ojibade’s girlfriend called 911 to ask the police to take him to the hospital because he was having a manic episode (he had bipolar disorder). Instead, they arrested him and took him to the Chatham County Detention Center. The Sheriff’s Office claims that he fought officers, so they put him in a restraining chair. He died in the restraining chair. Police Accountability: Deputy Kenny was convicted of cruelty to an inmate and Deputy Evans was convicted of public records fraud and three counts of perjury for killing Matthew. Deputy Kenny was sentenced to 1 year in jail - to be served only on weekends - and three years probation while Deputy Evans was sentenced to 6 years probation.

Kevin Davis 12/2014 Decatur, GA

According to police reports and Davis family attorney Mawuli “Mel” Davis (no relation to his clients), Edwards was arguing with Terrance Hilyard, a friend who was crashing on their couch. According to the lawyer, Hilyard complained at Edwards’ request to watch TV. A heated argument led to Hilyard stabbing Edwards in the right arm. Kevin Davis, who was upstairs with his three-legged dog, Tooter, grabbed his gun and ran to Edwards’ defense. Hilyard then fled the house. According to Mawuli Davis, his investigator has interviewed neighbors, Hilyard, and Edwards, who claims Tooter ran to the front door, where he was shot by DeKalb Officer J.R. Pitts, who had arrived at the scene. The dog returned to Kevin Davis and Edwards, bleeding. “They think this is Terrance Hilyard coming back now to shoot them,” the lawyer says. “[Davis] grabs his gun [and] goes toward the front door and while he’s in his apartment the police shoot him .... [Edwards] just heard the shot, never hears the officer say ‘police.’” At Grady Memorial Hospital, the lawyer says, Davis was charged with aggravated assault. The family wasn’t allowed to visit. On Dec. 31, he died alone in the hospital from the gunshot wound. www.CLATL.com

Tamir was in a park playing with a BB gun. A caller reported that a male was pointing a pistol at random people, stating twice that the gun was "probably fake." Police pulled up within 10 feet from Tamir and shot him two seconds later in the abdomen. Neither officer administered first aid, instead of arresting Tamir's sister who rushed to his aid. Tamir didn't receive first aid until four minutes later from a deputy who was nearby. He died soon after. He was 12 years old. Police Accountability: No Charges

When they knocked on the door, Cameron Tillman, a high school freshman and talented athlete with a 3.7 grade point average opened the door and was shot four or five times. The local sheriff said Cameron came to the door with a gun in his hand, but that was later changed to say a BB gun was found "in close proximity" to his body. The teens say the BB gun was on the table. Cameron was alive for at least 45 minutes, according to the family's lawyer. But the police offered no medical assistance. Authorities say an Atlanta police officer killed a woman that he met online, then set her body on fire to cover his tracks. Tahreem Zeus Rana was arrested Thursday at Hartsfield-Jackson International Airport in Atlanta, where authorities said he was trying to board a flight to Mexico. Rana is an officer with the Atlanta Police Department. He has been removed from duty and will face murder, kidnapping and arson charges, police said. The two appear to have met on Backpage.

Shields was arrested by Metro Transit Police for failing to pay the $2 bus fare for his trip to the subway station. Officers on the scene reportedly pepper sprayed Shields before taking him into custody. According to video footage obtained by Shields’ lawyer, Billy L. Ponds, Shields became unresponsive after a severe beating by guards. Ponds explained that after guards had asked Shields what his name was, he did not answer them. The guards then became infuriated and started beating him. Shields was taken to the hospital, where he was later pronounced dead after he became medically distressed in the jail.

Aiyana Stanley-Jones was a seven-year-old African-American girl from the east side of Detroit, Michigan who was shot and killed during a raid conducted by the Detroit Police Department's Special Response Team on May 16, 2010.[3] Her death drew national media attention[4] and led U.S. Representative John Conyers to ask U.S. Attorney General Eric Holder for a federal investigation into the incident. Officer Joseph Weekley was charged in connection with Jones' death. In October 2011, Weekley was charged with involuntary manslaughter and reckless endangerment with a gun. Weekley's first trial ended in a mistrial in June 2013. Weekley's retrial began in September 2014. On October 3, the judge dismissed the involuntary manslaughter charge against Weekley, leaving him on trial for only one charge: recklessly discharging a firearm. On October 10, the second trial ended in another mistrial. On January 28, 2015, a prosecutor cleared Weekley of the last remaining charge against him, ensuring there would not be a third trial.
