WELCOME Welcome, IPPSters, Fordies, and friends! We’ve got more alumni registered for this weekend’s activities than for any other reunion in our school’s recent memory. We can’t wait to get started, with all of you, as we celebrate three major milestones. In 1969, the University of Michigan’s Institute of Public Policy Studies (IPPS) launched a degree that was new not just to Michigan: it was the first of its kind in the nation, the Master of Public Policy. In the mid-1970s, faculty leaders such as IPPS director Jack Walker envisioned naming Michigan’s policy school for the university’s favorite son, President Gerald R. Ford. In 1999, that vision came to fruition as U-M Regents approved the school’s naming for a lifelong public servant—a man of extraordinary integrity.
We’re hard at work building on the Ford School’s pioneering legacy. We’re launching high-profile new initiatives such as the Weiser Diplomacy Center, which will bring Hillary Rodham Clinton and Condoleezza Rice to campus this month. We’re welcoming our first-ever Master of Public Affairs students. We’re developing a strong focus on leadership, fostering a welcoming and inclusive community, and preparing professionals that are exceptional at working across differences to solve problems. We’re tackling our mission—to educate exceptional, civic-minded students and lead innovative research to address society’s most pressing challenges—with urgency. We hope that after this reunion weekend you’ll agree, and that you’re as proud of your alma mater as we are of you.
In 2007, after two years of careful planning, the Ford School opened its doors to undergraduates for the first time in its long history. That terrific first group of BA students graduated 10 years ago. This weekend, we’re thrilled to be celebrating these milestones with each of you, and we thank you for your role in shaping our culture, our community, and our mission.

2019 NEIL STAEBLER DISTINGUISHED ALUMNI SERVICE AWARD The Neil Staebler Distinguished Alumni Service Award is a program of the Neil Staebler Fund for Political Education, established at the Ford School in 1987 to honor Neil Staebler. Staebler was one of Michigan’s leading poitical activists, and his public life was devoted to improving democratic government by increasing the participation of citizens in all aspects of public affairs.
The Ford School Alumni Board is pleased to announce that Paul Weech (MPP ‘81) is the recipient of the 2019 Neil Staebler Distinguished Alumni Service Award. Paul Weech is the principal at Innovative Housing Strategies, LLC. Throughout his career, Weech has served in various senior public policy roles advancing the availability of affordable housing and the creation of communities of opportunity. Weech served for many years as the chair of the Ford School Alumni Board, after having written the Board’s founding bylaws.

SPEAKER BIOGRAPHIES Michael S. Barr is the Joan and Sanford Weill Dean of Public Policy at the Ford School, the Frank Murphy Collegiate Professor of Public Policy, the Roy F. and Jean Humphrey Proffitt Professor of Law, and faculty director of the Center on Finance, Law, and Policy. Dean Barr is also a nonresident senior fellow at the Center for American Progress. He served under President Obama from 2009–2010 as the U.S. Department of the Treasury’s Assistant Secretary for Financial Institutions, and was a key architect of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010. In the Clinton Administration, Barr served as special advisor to President William J. Clinton, Deputy Assistant Secretary of the Treasury for Community Development Policy, special assistant to the Treasury Secretary, and special advisor and counselor on the policy planning staff at the State Department. During the United States Supreme Court’s 1993 October term, he was a law clerk for Associate Justice David H. Souter. He received his JD from Yale Law School; an MPhil in international relations from Magdalen College, Oxford University, as a Rhodes Scholar; and his BA, summa cum laude, with honors in history, from Yale University. Condoleezza Rice is currently the Denning Professor in Global Business and the Economy at the Stanford Graduate School of Business; the Thomas and Barbara Stephenson Senior Fellow on Public Policy at the Hoover Institution; and a professor of political science
at Stanford University. She’s also a founding partner of RiceHadleyGates. From January 2005 to 2009, Secretary Rice served as 66th Secretary of State of the United States. Secretary Rice also served as President George W. Bush’s National Security Advisor from January 2001 to 2005. She served as Stanford University’s Provost from 1993-1999. From 1989 through March 1991, Secretary Rice served on President George H.W. Bush’s NSC staff. She served as Director; Senior Director of Soviet and East European Affairs; and, Special Assistant to the President for National Security Affairs. She’s authored and coauthored numerous books, including three bestsellers, Democracy: Stories from the Long Road to Freedom; No Higher Honor: A Memoir of My Years in Washington; and Extraordinary, Ordinary People: A Memoir of Family. She currently serves on the boards of Dropbox, C3 and Makena Capital. In addition, she’s vice chair of the board of governors of the Boys and Girls Clubs of America and a trustee of the Aspen Institute. Born in Birmingham, AL, Secretary Rice earned her bachelor’s degree in political science from the University of Denver; her master’s from the University of Notre Dame; and her PhD from the Graduate School of International Studies at the University of Denver. She is co-chair of the Aspen Strategy Group.
