Achieving Smart Green Corridors Through High-Performance Infrastructure Partnerships Featuring a First-of-Its-Kind “$10 Million Green Corridor Integrated Design (Pop-Up) Challenge”! An actual candidate corridor will be introduced! Dominique Lueckenhoff, Acting Director, Water Protection Division, US EPA Region 3 Charles Glass, Ph.D., P.E., Assistant Secretary, Maryland Department of Transportation From Smart Cities to Smart Corridors—the use of performance-based partnerships, innovative technologies, and regional cooperatives can drive Faster, Cheaper, Greener sustainable solutions and economic growth for rebuilding resilient infrastructure and healthy communities.
Corridor has key geospatial, temporal, and technological aspects. By placing complementary practices and technologies in close and/or strategic proximity, the dynamics and outputs from one facility and/or practice can support and enhance activities in many others.
A “Smart, Green Corridor” is an area within a watershed where innovative, efficient technologies and practices from across the water and energy sectors are systematically located to collaboratively capture and create synergies between sectors, enhancing collective performance and cost-effectiveness to treat, restore, and sustain water resources and ecological health while contributing multiple benefits and outcomes to increase overall community value and economic activity. This
The keynote speakers will share examples of smart, green corridors and invite participants to partner and submit conceptual designs for a future, planned $10 million “Smart, Green Corridor” in the Mid-Atlantic. A panel of “celebrity judges” will also be announced, along with selection criteria.
Dominique Lueckenhoff has over 25 years of multi-programmatic (air, water, land) environmental experience and award-winning program development/management with the US Environmental Protection Agency (EPA). She is Acting Director of the EPA Region 3 Water Protection Division, directing the region’s second largest programmatic organization, addressing clean water and safe drinking water needs through cooperative work with the Mid-Atlantic states and the District of Columbia. In this capacity, she directs the administration and management of all division activities, including funding and oversight, water and wastewater infrastructure funding and sustainability, and innovative public-private partnerships for improved watershed protection. For over 12 years, she also has been the region’s lead management champion on the Green Infrastructure (GI) and Urban Waters/Federal Partnership Initiatives in the Mid-Atlantic. Her leadership in advancing innovative, collaborative approaches and technologies is highlighted by her vision and creation of the Gold-Medal Green Highways Partnership (GHP) 10 years ago, and more recently, development and implementation of the nationally recognized Green Streets, Green Jobs, Green Towns (G3) Initiative and Partnership and the Geographic Information System-driven online Watershed Resources Registry tool. Ms. Lueckenhoff also serves on the faculty of Virginia Tech’s Center for Leadership in Global Sustainability.
Submissions will be restricted to StormCon 2018 Opening Session participants. So please join us and get your game shoes on! Charles C. Glass, Ph.D., P.E., Assistant Secretary for Transportation Policy Analysis and Planning and Director of Bicycle and Pedestrian Access, was appointed January 20, 2016, by Governor Larry Hogan. He is a research and engineering professional with over 20 years of experience in both academia and the consulting engineering industries. His career includes managing two long-term funding relationships with the District Department of Transportation in Washington DC and the National Science Foundation. He has published peer-reviewed journal articles and is recognized nationally as an expert in stormwater management, green infrastructure, and wastewater treatment. Dr. Glass came to MDOT from Howard University, where since 2006, he has been an Associate Professor in Civil Engineering. He completed his undergraduate degree requirements in Civil Engineering in 1992 at Johns Hopkins University. He completed his Master of Science degree and Ph.D. at the University of Colorado at Boulder in 1994 and 1997, respectively. Dr. Glass served as an Assistant Professor in the Department of Civil and Environmental Engineering at Howard University. He is an avid golfer, mystery reader, and soccer coach.

Fire & Rain: Issues and Concerns Following the Incidence of Wildfires in the Western United States Mike Harding, Haley & Aldrich Andrew Earles and Ian Paton, Wright Water Engineers This three-hour course illustrates that fires in the Western US are becoming more frequent and occur over larger areas, with their impacts becoming more severe and costly in terms of property and human lives. Examples of recent fires and the resulting secondary disasters are presented by instructors who have been responsible for post-fire hazard assessment and planning and implementation of mitigation efforts. What you will learn: • Why wildfires are year-round occurrences • How burn severity accelerates erosion and sedimentation immediately after a fire, and how it affects the recovery of the watershed over time • Post-fire hazards and potential impacts to human health and safety, private property, and public infrastructure • The suitability of various BMPs for remediation of post-fire issues • Examples of recent post-fire secondary disasters and lessons that can inform future responses

A Modern Approach to Compliance The Colorado Department of Public Health and Environment, Water Quality Control Division – Clean Water Compliance Unit provides compliance assistance and assurance services of regulated entities so they can comply with various waterquality-related laws, regulations, and permits that protect public health and the environment. This course, taught by various members of the unit, follows the progress of the state of Colorado Clean Water Compliance Unit as it responds to industry concerns and leverages industry support to obtain additional resources. These resources helped create an alternative compliance model to be used in the construction sector. This new model helps the division increase inspection oversight; focuses the oversight on chronic, significant, and recalcitrant violations; and simultaneously decreases enforcement actions. The division hopes to apply this model to other industries as it continues to prove effective. This course will cover: • History of Clean Water Compliance Unit • Historical inspection numbers and inspection process • House bill creation and fruition • Alternative compliance model • Colorado Stormwater Excellence Program • Inspection process • Database and technological inspection tools • Enforcement • Training classes and industry outreach • Future of the program
