Brief chronology of main milestones in establishing Soria, Spain as a World Centre of Sustainable Development under the wing of UN. ------------------------------------------------------------------------------------------------------------------------
YEAR 1997 Preparation of Project for the implementation of Local Agenda 21 throughout the region of Soria, and its presentation at the Hannover Expo 2000. .
YEAR 1998. Realizing the first part of the Local Agenda 21 in the whole region of Soria. October 1998: Under the direction of Professor D. Ricardo Diez Hochleitner (President of the International Committee of the Hannover Expo 2000), the importance the project will have as a practical step in the implementation of Local Agenda 21 was recognized.
YEAR 1999. The Project of Soria became part of the official project of the Spanish pavilion in the Hannover Expo 2000.. In the first half of this year, Local Agenda 21 has come to be agreed in 20 towns in the region of Soria, which was especially recognized by the Expo International Committee. In this first half, an interview was conducted with Maurice Strong, Chairman of the Earth Council, UN undersecretary and Secretary General of the Rio Earth Summit 92. He stated that thanks to the efforts made until that moment, Soria became the first region in the world that put the Local Agenda 21 into practice since the Rio Summit in 1992. He also mentioned that therefore Spain deserves to create a World Forum of Sustainable Development. Soria is definitively accepted as one of the 4000 international projects in Expo 2000 Hanover. During the second half, the practical elaboration of the Local Agenda 21 continued throughout the province
YEAR 2000. During the first half of the year, the practical implementation was completed in 120 towns. In June this year, Soria won one of the 460 prizes awarded by the World Expo among 4000 projects admitted worldwide. It received a letter from the Prime Minister formally congratulating and supporting the initiative of Soria and proposing Spain lead the Sustainable Development after the World Expo. In the formal ceremony of delivery of the 460 awards, Soria was the only one that received award directly from the President of the International Committee of the Hannover Expo 2000. The Minister of Agriculture underlined the work and the efforts of Soria in the implementation of EU policies for the settlement of people, rural development and allocations of funds.

YEAR 2001 In March the International Conference Soria 21was convened, presided by HRH the Prince of Asturias. Among many participants who assisted, the Chairman of the Earth, D. Maurice Strong expressly requested in the context of this conference to present the Earth Charter as an ethical framework of sustainable development in Spain. He emphasized the special support from the Ibero-American Ambassador Lozoya, Secretary of the Ibero-American Conference, D ª. Alicia Barcena, managing director of CEPAL, regional and local institutions, ministers, ex-ministers and figures like D. Ricardo Diez Hochleitner, D. Federico Mayor Zaragoza, D. Raúl Morodo, D. Luis González Seara, D. Manuel Núñez Encabo, D. Eduardo Serra, and so on. They all highlighted the international significance of this meeting from Soria. A final statement was signed by all the attendants adopting the Earth Charter and requesting Soria to be a world center of Sustainable Development under the wing of United Nations. This Statement was signed by all attendants and over the following months signed by all provincial institutions and all public and private sectors, associations, unions, universities, business organizations and other civil society throughout the province unprecedentedly in a document with enormous value and democratic significance. Mr. Maurice Strong, the Chairman of Earth Council, sent a letter proposing that Soria to be a world center of Sustainable Development, offering all the support in UN to achieve it, understanding that a prerequisite is the political and economic support from the Government.
YEAR 2002 In May this year, Soria was invited to organize a seminar on Soil Protection and Sustainable Development, sponsored by the Ministry of Environment, emphasizing it as the most important country under the Spanish Presidency of environment of the European Union. For the first time in this seminar, the soil protection policies in Europe were discussed in a proposal to Parliament and the European Commission. Soria received a letter from the President of the Government, supporting all the work being realized by it. Main figures in the European Scientific world attended and accepted the Earth Charter as an ethical frame of the Sustainable Development, signing a second statement proposing Soria as the World Centre for Sustainable Development. In June this year, Soria was invited by the Earth Council to Bali to assist a ministerial summit to prepare for the World Summit on Sustainable Development in Johannesburg. It worked particularly to the advantage of the Earth Charter with the support of Spanish and several Latin American governments, by ensuring that the Earth Charter included in the official draft of the introduction of political statement s which will be developed in Johannesburg. In July in the same year, together with the San Pablo-CEU University, Soria created the first Summer Course in Burgo de Osma, Soria, for the interdisciplinary study of sustainable development. At the conclusion of this Summer course, all attendees signed a third statement adhering to the Earth Charter and the request for Soria to be a world centre of Sustainable Development.

September 2002: Soria was invited throughthe Provincial and City council of the capital to participate formally in the Local Government Session of the World Summit on Sustainable Development in Johannesburg, the most important convention by the UN. At this Summit, Soria was considered to have leading role in twenty-five countries as one of the main worldwide driving forces of the Earth Charter. Moreover, in a special session, Soria discussed the strategic plans of each country's sustainable development with forty-five countries in Americas, Europe and Asia, and was resented by the Director General of the Earth Council as a World Centre of Sustainable Development. At the Plenary of the World Summit, the Spanish Government Representative, the Minister of Agriculture, declares, in his official speech, the Spanish proposal to create a Permanent Sustainable Development Forum in the Spanish territory. Returning from Johannesburg, the Secretary General of the PSOE in Castilla and León, Mr. Villalba, proposed an initiative in the Castile and León to pass a motion in favor of Soria as a World Centre of Sustainable Development, which was approved unanimity by all parties. October 2002: After the World Summit on Sustainable Development in Johannesburg 2002, the Economic Commission for Latin America and the Caribbean (CEPAL: Económica para América Latina y el Caribe de Naciones Unidas) sends a formal letter recognizing and qualifying Soria as the World Centre of Sustainable Development.
YEAR 2003
After the Johannesburg Summit Soria organized the first meeting on social responsibility and business ethics in the context of sustainable development, obtaining the presence of top business leaders to discuss the process. The fourth statement was signed by all attendees, adopting the Earth Charter and requesting Soria to be the World Centre of Sustainable Development. July this year: the second summer course was held with the San Pablo-CEU University to discuss about local government, cultural heritage and sustainable development. At the end of the course and through the success of it, the fifth statement was signed by all attendees, adopting the Earth Charter and Soria to be a World Center for Sustainable Development. This statement also requested that not only Spanish but also European strategies for Sustainable Development to include the culture as a basic criterion of sustainability October 2003: the International Committee of the Earth Charter requested Soria to plead the Government to make the Earth Charter approved in the General Assembly of UNESCO in Paris. This efforts yielded fruit and the Government finally approved the Earth Charter as an ethical framework for Sustainable Development and endorsed that to the Plenary of General Assembly of UNESCO. ,

YEAR 2004 Soria organized a World Forum on Communication and Sustainable Development, where for the first time the economic, social, cultural and environmental sectors are combined together with the communication, to discuss and spread the values of Sustainable Development from all these areas
United Nation Secretary General, Mr Kofi Annan endorsed the World Forum with a letter addressed to Soria. The Ministry of Science and Technology reads the letter. In it, Annan encourages and congratulates the initiative through the Johannesburg Summit 2002. Attend important international personalities such as the President of the IDB, D. Enrique Iglesias, Minister of Children and Adolescents in Costa Rica, the Special Representative of the Secretary General of the OAS, Ambassador Secretary of the Ibero-American Conference, the former Director General of UNESCO, D. Federico Mayor Zaragoza, along with the endorser from ECLAC, the Earth Council, the Minister of Environment of Brazil, the Government of Argentina, the Director of the World Economic Forum, the “Spanish Chapter of the Club of Rome”, the Institute D. Economic Studies Juan Iranzo, the “Sustainability Excellence Club D. Eduardo Montes”, the Foundation San Pablo-CEU and Don Alfonso Coronel de Palma, D. Emilio Zurutuza Adecco Foundation, etc. They are also presents the Institutions of Soria y Castilla y León, the representatives of the Spanish business sector, the main labour unions and media, literature and cultural personalities. The main television channels, radios or newspapers broadcast the event, supporting Soria as the World Centre for Sustainable Development. At the completion of the World Forum, they signed a Declaration joining the Earth Charter and encouraging the Government to create an Interdisciplinary Commission with resources which help to support Soria as the World Centre for Sustainable Development (sixth Declaration). July 2004: The III Summer Course of San Pablo-CEU University, in collaboration with World Forum Soria 21 for Sustainable Development, is divided in three different sections: Climatic Change, Historic Patrimony and Sustainable Development. October 2004: Soria is invited at the 3th Inter-American Conference on Corporate Social Responsibility, organized by the Inter-American Development Bank in Mexico D.F.
YEAR 2005 Soria organizes the World Forum Soria 21 on Energy, Climatic Change and Sustainable Development. It is chaired by Su Alteza Real la Infanta Doña Elena and her husband the Duke of Lugo. It is held in a very special moment, because of the come into force of the Kyoto Protocol and the special demand of energy on the part of the developed countries and the biggest Asiatic developing powers.

Economic, social, cultural environmental and media sectors are then linked to the World Forum in order to discuss these important subjects. The General Secretariat of the United Nations sends a supportive message and a speech to be read by the President of BID, Mr. Enrique Iglesias. After two days of Forum, they sign again a Declaration that summarizes the main conclusions of the Forum, An accession to the Earth Charter and the solicitude of Soria as the World Centre for Sustainable Development (seventh declaration), signed by all present. June 2005: Soria organizes the I World Forum on Water and Sustainable Development. It strongly links Spain and Portugal, above especially linking Spain and Portugal through the birth of the estuary of the Duero River. The Forum is inaugurated by the Ministry of Environment Mrs. Cristina Narbona, the Environment Secretary of State in Portugal, Mr. Humberto Rosa, the President of the Chamber of Vila Nova de Gaia (Porto), Mr. Felipe Menezes and the Mayoress of Soria, among other personalities. Important personalities such as Mr. Ramón Tamames, Mr. Elías Fereres, Mr.Joaquín Araújo, Mr. Joäo de Melo, Mr. Carlos de Prada and Mr. Argimiro Calama attend the Forum. They fix important criteria related to management of water resources and the strategic necessity during this century. To mark the Forum on Water, it was presented the book “Duero Douro, Images of a Legend, which relates, in Spanish and Portuguese, the importance of this river from an economic, social, cultural and environmental point of view. It also explains the relationship that exists among the places bathed by the river both in Spain and Portugal. .

July 2005: San Pablo CEU Foundation, together with Soria 21 Forum for Sustainable Development, organizes the IV Summer Course on Sustainable Development. During three weeks their debate on issues of discussions on culture, arts and nature, the corporative social responsibility by means of responsibility, and the recovery of the historic patrimony: Cultural Routes managements a This fourth edition is another success related sustainable development October 2005: Soria is invited as a third year consecutive, at the Conference Interamerican of Social Responsibility of the companies in Santiago de Chile. There is also a meeting with the Chairman of Sustainable Development the CEPAL in which Soria is invited to collaborate in different areas of , regional indicators evaluation and environmental management, as part of the World Centre for Sustainable Development.
November 2005: Soria 21 Forum for Sustainable Development is invited to take part in the World Meeting of the Earth Charter + 5 in Amsterdam. Where, the president of the Forum preside one table related to business and the Earth Charter and where, Soria, together with the GRI proposes to link the Earth Charter economic and business aspects and the Global Compact in an international way. These world meeting is closed by the Queen of Holland, the Prime Minister Jean Peter Balkenede, and other international personalities such as Maurice Strong, Ruud Lubers or Steven Rockefeller. There, Maurice Strong qualified Soria, again, as one of the most important initiatives at international level relating to sustainable development.
YEAR 2006 2006 February. Soria organized the Foro Mundial Soria 21 for the sixth consecutive year. The main topics for discussion were Infrastructures and Sustainable Development. This Worldwide Forum was opened by Mr. Ruud Lubbers, Holland former Prime Minister who, pointing out the relevance of the works on Sustainable Development carried out in Soria, proposed the founding of a permanent formative centre here. Mr. Thomas Scott, Director of Sustainable Development of OAS, Mr. Carlos Javier Fernández Carriedo, Consuelor of Environment for the Junta de Castilla y León, Mr. Ricardo Díaz Hochleitner, Honorific President of Club of Rome, Ms. Encarnación Redondo, Mayoress of Soria, Mr. Efrén Martínez, President of Soria County Council, as well as Mr. Amalio de Marichalar, Count of Ripalda, and President of Soria Foro 21 for Sustainable Development have taken part in the opening ceremony. Ms. Isabel Martín Castellá, Vice President of BEI, Mr. Juan Iranzo, Director of Instituto de Estudios Económicos, and Mr. Francisco Cal Pardo, President of Tecniberia, among many other personalities, have come out with a detailed analysis on what infrastructures are, both for emerging and developed countries, as well as its importance for the economic progress, social welfare and respect for the environment have been studied from the development processes perspective. At the same time, the Worldwide Forum analyzed the cultural approach lying behind the infrastructures, taking part writer Mr. Fernando Sánchez Dragó, philosopher, Mr. José Antonio Marina, Mr. Gonzalo Santonja, Director of Instituto Castellano Leonés de la Lengua, and architect Mr. Luis Racionero. The Ambassador pointed out the Government for Soria strong support to this initiative, in order to achieve the place of the Sustainable Development Worldwide Centre under UNO rule. Besides Ambassador Cuenca’s important statement, it was read as well a Final Declaration in which, among other points are emphasized those efforts in order to consider Soria as Sustainable Development Worldwide Centre; Soria adherence to the Earth Charter, as the ethical framework and considered by the UNESCO as the instrument for education, energy, transport and communication as well as a necessary condition, although not enough, for the development of developing countries in order to be incorporated to the globalization opportunities; the claiming to the authorities to provide the province of Soria with an intelligent web of infrastructures, the support to the initiative of sustainable towns in the world and the invitation to business world to strongly support Soria, transformed into an international reference for sustainable development. April 2006. Concert of The Young Symphony Orchestra of Luxemburg. Thanks to the initiative of D. Fernando de Esteban, Director of Transport and Energy European Commission, who have known the Soria Symphony Youth Orchestra at the World Forum Soria 21 about Energy, Climate Change and Sustainable Development, the Youth Symphony Orchestra Soria plays in the concert hall Grande Duchesse Josephine-Charlotte of Luxembourg. This event features a special sponsorship of Spanish Embassy and Forum Soria 21 for Sustainable Development. President of Agreda Automotive, D. Juan Calvo, the Federation of Sorian Business Organizations (FOES), the Sustainability Excellence Club, the Adecco Foundation for Job Placement, Telefonica, Caja Rural of Soria, the Hon. Ayuntamiento de Soria, the Hon. Diputación de Soria and the junta (regional government) of Castilla and Leon have also helped for this event to take place, such as a group of companies of Soria. Commission, D. Amalio de Marichalar, Soria 21 Forum President and his wife, and several European ambassadors. May 2006. Sustainable development and Corporate responsibility of the company in Moscow. The President of the Soria 21 Forum for Sustainable Development, D. Amalio de Marichalar, was invited to lecture on sustainable development and corporate responsibility of the company in Moscow, in the context of the visit the company turned to energy production and distribution "OGK-3" which represents 8 percent of electricity from Russia. In his speech, the President of the Forum, distinguished the importance for the business world betting on sustainability criteria for both economic and social and environmental, as well as review the problems surrounding the Kyoto Protocol. This protocol is especially important for the energy companies, and it had big importance that Russia also had accepted it as a model for its activity. June. Foro Soria 21 on Employment and Sustainable Development It took place in Valdeavellano de Tera. This second specific meeting on employment brought the attention on its relevance that becomes the frame for sustainable development, as a key element for social progress with both economic progress and environmental preservation. Among many other personalities who took part in the event, Mr. Juan Felipe Hunt, Director of OIT in Spain, who spoke about “decent work” achieved by looking for a balance by jeans of social dialogue and a fair globalization linking economic development with society and global with local.. Mr. Rafael Calvo Ortega, former Minister of Work who pointed out the necessity of permanent sustainable resources, a fair cost and competitivity structure as basis of the relevance of sustainable development for job development. Mr. Juan José Muñoz Ortega, Consuelor of Estate and Employement for the Goberment of La Rioja, pointing out pioneering actions for employment and sustainabilityand the compromise of his government with all this, Ms. Angeles Osorio, Director of Institutional Relations of Ceu, who thought as crucial the students’ training for tomorrow’s jobs, as well as their education on values to an ethical management of resources. Mr. Francisco Mesonero, General Director of Adecco Fundation, who insisted on education as the basis for the diversity of the human resources management for the most underprivileged sectors of society and proposing the establishment in Soria of firms making good use of the province resources to avoid its desertification. Ms. Belinda de Frutos, as well from Ceu, hinted on the connexion between university andsociety. All this was introduced by Mr. Abel Hernández, the Director of Communicarion of Foro Soria 21, who presented the communications bringing into discussion the idea that employment has become a major concern in Spain nowadays. June 2006. First Ibero-America-Europe. Oviedo. The President of the Soria 21 Forum for Sustainable Development, D. Amalio de Marichalar, speaks at the gala dinner of the First Congress Europe-Latin America, which Is Celebrated in Oviedo. D. Amalio de Marichalar distinguish the importance that at this moments company represents in the implementation of sustainable development, and also calls attention to what is needed to be done for globalization, distinguishing also benefits for the disadvantaged in order to eradicate poverty. Julio 2006. Proposicion Santander-Mediterranean highway. The European Investment Bank, with the intercession of Forum Soria 21 for Sustainable Development, shows his dispocition to Castilla y León to assist in the development of Soria infrastructure.

On July 10, 2007, a meeting is held at the Ministry of Finance of the Government of Castilla y Leon, having hosted by Ms. M ª. Pilar del Olmo, Minister of Finance. Also attenders of the meeting were: Ms. M ª. Isabel Martin Castella, Vice President of Bei, D. Amalio de Marichalar, Presidente of Forum Soria 21 for Sustainable Development, the Presidentof FOES , D. Santiago Aparicio, the Director General of the Department of Development, D. Jesus Carnero, the Director General of Highways, D. Luis Alberto Solís Villa, General Treasurer of the Board, D. Fernando Vallelado, and the Head of the Office of Bei in Madrid, D. Andrea Tinagli. It aims to develop Santander-Mediterranean highway, which part has begun from Burgos to Santander, and can continue from Burgos to Soria and Daroca, to the Mediterranean. September. 20th International Congress of Studies on the Roman Frontier organizers ask Foro Soria 21 for a visit to Numancia and Peña Redonda sites on behalf of 130 congresses, experts on military archaeology. President of this congress, Professor Mr. Ángel Morillo, thanked to the President of Forum and explained the activities on sustainable development the province government, with the Institution support, is carrying out and the importance that culture and, in this particular case, archaeology can imply for economical, social, cultural and environmental activation of Soria. October. Foro Soria 21 received at CMA in Madrid. On the 5th of October 2006, a meeting between the Foro Soria 21 for Sustainable Development and the representatives of the City of Environment (CMA) was placed in the Institute of Economic Studies. The attendants of the meeting were: Mr. Amalio de Marichalar, President of the Foro Soria 21 for Sustainable Development, Mr. Juan Iranzo, General Director the Institute of Economic Studies, Mr. Juan Alfaro, General Secretary of the Club of Excellence in Sustainability, Mrs. Mª. Ángeles Osorio, representing the Foundation of San Pablo Ceu, Mr. José Mª. Goizueta, General Secretary of the Institute of Economic Studies, Mr. Juan Calvo, Vice-president of the Foro Soria 21 for Sustainable Development, Mr. Abel Hernández, General Director of Communication of the Foro Soria 21 for Sustainable Development, Mr. Guillermo Polo, Secretary General of the Foro Soria 21 for Sustainable Development and Mr. Francisco Mesonero, General Director of the Foundation Adecco, represented by D. Juan Alfaro. On the side of the CMA, attendants were Mr. Domingo Heras, Vice-president of the County Council of Soria, with Mr. Félix Arranz, Architect from the CMA and Mr. Alberte Santos Ledo from C&CI Communication and PP.RR. The representatives of the Foro Soria 21, wished that once the differences had been worked out, the consensus about the City of the Environment would be achieved by the different administrations. They will offer their support to thisextremely important initiative in order to understand the development for the province with accordance to the index of economic progress, compatible with the social and cultural progress, respecting the environment as an essential value of Soria. . November. Foro Soria 21 participated in the International Forum about Small and Medium City-Regions. The President of the Foro Soria 21 of Sustainable Development, Mr. Amalio de Marichalar, chaired the Second Session of the International Forum, which was about Territorial Strategies. Also at the forum, was Professor of the University of Alcalá, Mr. Martín Bassols and Professor of Architecture of the University of Lisboa, Mr. Sidonio Pardal In his intervention, Mr. Amalio de Marichalar revised the territorial strategies of the regions that are investing in the future in order to apply the principles of sustainable development. Marichalar emphasized the intangible

values that make a quality difference for multiple projects such as economic, social and environmental works, that the city-region of La Rioja is already supporting. As well, it is important to mention the urban plan for the distribution of the Territory, which develops group plans with the rest of the city councils and integrate essential elements such as the esthetic, the design and the taste. December. The Young Symphony Orchestra of Soria played for the first time in Madrid. On the 15th of December 2006, the Young Symphony Orchestra of Soria played for the first time in Madrid, the orchestra was invited by Adecco Foundation for the Labour Insertion and with the collaboration of the Foro Soria 21 for Sustainable Development. In recent years, this orchestra has received special support by patrons such as the President of de Ágreda Automóvil, Mrs. Mª. Ángeles Osorio, Foundation of San Pablo Ceu and Foro Soria 21. The members of The Young Orchestra of Soria are aged between 11 and 20 years old and have a firm spirit of work that contributes to the good image of the province of Soria.
YEAR 2007 January. High Standing meeting between ambassadors for sustainable development. On the 17th of January 2007, an international meeting about the action of public power in the politics of sustainability (such as organizing the increase and social progress in a framework of rules and demands of sustainable development) was held in the Palace of Aldealseñor, Soria. The event was lead by the ambassadors of the special mission for the environment of Spain, Mr. José Cuenca and of Holland, Mister Von Ochsee. The meeting was held with the participation of outstanding figures of the Sustainability Development field: Mr. Como Van Hellenberg Hubar, Ambassador of Holland in Spain, Mr. Teresa Fogelberg, Director of Development of Business of the GRI, Mr. Gertjan Store, Ambassador of Holland in Luxemburg, Mr. Laurent Stefanini, Ambassador of France for the Environment and Sustainable Development, D. Alexander Koutnesov, Ambassador of Russia in Spain, Mrs. Elisabeth Dahlin, Ambassador for the Social Responsibility of the Foreign Affairs Ministry of Sweden, Mrs. Johanna Bernsteis, Consultant in Environmental Law and Politics. Mr. Sergey Konounchenko, Head of International Cooperation in the Environmental field ofthe Foreign Affairs, Ministry of Fussya, Mr. Jesús Abadía, Director of Environment and Sustainable Development of Endesa, Mrs. Mª. Ángeles Osorio, Representative of the Foundation of the University Ceu San Pablo, Mr. Francisco Mesonero, General Director de la Adecco Foundation for the Labour Recruitment, Mr. Juan Alfaro, General Secretary the Club of Excellence in Sustainability and Mr. Amalio de Marichalar, President of the Foro Soria 21 for sustainable development. Due to the success of the meeting, Mr. José Cuenca, Ambassador of Spain in the special mission for the environment, pointed out the necessity to repeat the meeting within a few months, in order to continue promoting the use of the reports of sustainability as a useful tool of management inside the public sector. The organizers will call periodic meetings based on this previous one. These new meetings will have a maximum of twenty high level experts to treat the environmental issues with the intention of making a club of reflection with a scientific base, due to the agreement of all the participants on promoting education as the base to create a common culture of sustainability from childhood.

. February. Foro Soria 21 for the sustainable development creates a new web. Foro Soria 21 created a new website to offer better services to internet users. www.forodesoria.org was created in a more intuitive way to simplify viewing the website. It offers new information with documentation and news from the forum. It is updated daily. February. Worldwide Forum about Population and Sustainable Development. On the 12th and 13th of February, the VII Edition of Foro Soria 21 was celebrated in Soria, discussing themes such as the analysis of the population and the sustainable development from economic, demographic, social and environmental points of view. It focused mainly on the most significant aspects of its process, such as the ageing, the demographic imbalances or migration movements. The inauguration was chaired by Mr. Amalio de Marichalar, President of the Foro Soria 21 for the Sustainable Development. He introduced the theoretical framework of the Topic of this Worldwide Forum. The members of the meeting were important figures such as Mr. Ricardo Díez Hochleitner, President of Honour of the Club of Roma, Mr. Evaristo Abril Domingo, Vice-chancellor of the University of Valladolid, Mrs. Hania Zlotnik, Director of the Delegation of Population of the United Nations, Mr. Efrén Martínez, President of the Excellence Delegation of Soria, Mr. Carlos Javier Fernández Carriedo, Counsellor of Environment of the Junta of Castilla and León, the Ambassador Mr. Albert R. Ramdin, Mrs. Encarnación Redondo, Mayor of and the Nuncio of his Holiness in Spain, Mr. Manuel Monteiro de Castro. The Secretary of State for Foreign Affairs took part subsequently, and emphasized the right election of the theme of the population in a framework as Soria, one of the territories of the European Union that has a smaller population. The first round table meeting concentrated on the “Demographic imbalance and sustainable development”, and was chaired by the journalist and columnist Miguel Ángel Gozalo, and had the participation of Mr. Rafael Puyol, Vicepresident of the Institute of Business, Mrs. Rosalía Gil de Piríe, Ex Ministry of Childhood and Adolescence of Costa Rica, Mrs. Suryakanthi Tripathi, Ambassador of India in Spain, Mr. Miguel Rodríguez Piñero, Permanent Councilor of the Council of State, Mr. Joseph Santacreu Bonjoch, Managing Director of DKV, Mr. Alfonso Jiménez, Socio Director of the Consultant People Matters, Mr. Íñigo Arraiza, Manager of Shared Companies of Biovent Energía S.A. and Mr. Vicente Gozálvez, Professor of the University of Alicante in Human Geography. The challenges of the immigration were analyzed in a second table meeting from the perspective of the population and the context of the labour market, by the journalist, Alfredo Urdaci and the representatives of the syndicates, Mrs. Dolores Liceras, Confederate Secretary of Employment of CC.OO. and Mrs. Almudena Fontecha, Executive Secretary of Equality of UGT, Mr. Domingo Fernández Veiguela, President of the CSI- CSIF, Mr. José Pedro Gómez Cobo, Law Adviser of FOES, Mr. Higinio Raventós, President of the Institute Age and Life, Mr. Jonh de Zulueta, President of Sanitas, Mr. Diego Constantino López de Lera, Professor of the Faculty of Sociology of the University of La Coruña and Professor Mr. José Antonio Sagardoy, President of Sagardoy Abogados. The concerning issue of the ageing of the population, that developed countries have been experiencing, was studied by Mr. Juan Iranzo, Director of the Institute of Economic Studies, Mrs. Pilar González de Frutos, President of the European Union of Insurance and Reinsurance Organizations UNESPA, Mr. Mariano López de Ayala, Secretary of the Council of Administration of the Group Ballesol, Mr. Francisco Vallejo, President of the Bank Urquijo, Mr. Manuel Núñez Encabo, Counselor of the Economic and Social Council, Mr.Miguel

At the same time, the forum held a series of lessons which clarified the concerns regarding the population problem. Participants in this regard were: Mr. Albert Ramdin, Assistant General Secretary of the OEA, Mr. Juan Felipe Hunt, Director of the Office of the OIT, Mr. Rafael Puyol, Vice-president of the Institute of Business and Mr. Dirk Jaspers, Director of the Delegation of Population of the CEPAL. Mr. José Cuenca, Ambassador in the Special Mission for the Environment and New Technologies was in charge of closing the forum. In the event, the Final Declaration was read, emphasizing the efforts of Soria to be recognized as the Worldwide Centre of Sustainable Development, urging the Government of the nation and the rest of the Public Administrations to do all the coordinated necessary efforts to make this a reality. At the same time, Soria as a European reference of ageing should be not only in the worldwide venue of Sustainable Development, but it should also be the first experience for the estate of ageing and dependency. April. Prizes to the Responsible Business of Baleares. Mr. Amalio de Marichalar, President of the Foro Soria 21 for Sustainable Development was part of the jury of this prize giving event on the 18 of April of 2007. June 2007 Closing Ceremony of the Conferences of Al Gore in Canary Islands. The President of Foro Soria 21 for Sustainable Development, Amalio de Marichalar (invited by the organizers of the event) , assisted at the dinner which closed the conference and was attended by the ex Vice-president of the United States, Al Gore, in the auditorium Alfredo Kraus in Las Palmas of Gran Canaria. Mr. Amalio de Marichalar, in name of the Foro Soria 21 and its collaborators, thanked Al Gore for the support he has offered over the years. He also invited him to meet the advances in sustainability of the province of Soria and reminded him the efforts that Soria have made to obtain the Worldwide Centre of Sustainable Development under the protection of the United Nations.
YEAR 2008 May 2008. World Forum Soria 21 for Innovation and Sustainable Development was celebrated during the 26th and 27th of May in Valencia at the Santiago Grisolia Auditorium in Príncipe Felipe Science Museum of City of Arts and Sciences. Durig the Forum´s eighth edition were discussed topics such as technology and environment, the city of the future and energy efficiency, science and technology for sustainable development, the global water crisis, the challenges of managing water resources, and efficient water management, the role of media in the innovation and sustainability, responsible innovation, etc ... This Global Forum was the first one that took place in Valencia, and not in Soria. The Forum accepted one of invitations, made during past years, to be present in other Spanish, European and American cities. July 2008: It celebrates the photography exhibition "Where there's water, there is life" of Soria author César Sanz, in the auditorium of the University of Zaragoza, Head of "Expo Zaragoza 2008 Water and Sustainable Development. " The exhibition is opened by leading representatives of the International Expo Zaragoza 2008 Water and Sustainable Development and Forum Soria 21 for Sustainable Development, and create a look at the different visions of water, linked to the environment, economy, agriculture, livestock, industry, recreation, or territorial cohesion, whose theme is awareness for the need of water and its friendly and efficient using. The exhibition "Where there's water, there is life" was translated into Portuguese, made by the author of different photographies from Portugal, with an intention to have a close relationship between two countries, especially between Soria and Porto, which are birth and the mouth of the Douro River. The close cooperation with Portugal has given fruit such as a joint project for bringing the exposition to the Portugal and another Spanish cities, with the intention to rich the UNESCO in Paris. Participated in the opening and in the foreword , Dr. Mr. Carlos Fernández Jáuregui, Director Office of the UN Water, which highlighted the importance of this exposition for sensitize all sectors of society. October 2008. Forum Soria 21 for Sustainable Development was invited to the World Nature IUCN (International Union for Conservation of Nature) and specifically able to participate in the meeting of the Earth Charter: "Aid organizations and plan of the action towards sustainability and identifying opportunities and strategies". President of the Forum Soria 21, Amalio de Marichalar, Count of Ripalda, attend this meeting having opportunity to exchange experiences with the Executive Director of the Earth Charter, Miriam Vilela, identifying joint projects for the coming months related to knowledge of the principles of Earth Charter as an ethical policy framework for sustainable development. During the IUCN World Congress held in Barcelona on this occasion, the Forum Soria 21 has had the opportunity to exchange views with other participants in the panels of climate change, sustainable construction and local action for biodiversity and challenges for a sustainable economy. Forum Soria 21 especially wanted to invite the IUCN in order to participate in the next year World Forum , to start already the preparation works.

December 2008. Forum Soria 21 Sustainable Development was invited to the World Congress of the Earth Charter that will be held in Amsterdam during the month of December and where Forum intends to present concrete initiatives in education and programs of business training to incorporate such ethical principles.
YEAR 2009 October 2009. Foro Soria 21 for Sustainable Development in Porto, the exhibition opens a photographic exhibition "Where there's water, there`s life" by Cesar Sanz, as a beginning of Portugal wandering of such exhibitition. Attended by the author, Mr. Amalio de Marichalar, President of the Forum, representatives of Culture and Sustainable Development of the City of Oporto and businesses through which this exhibition was made possible like Lipor, Delta Cafes, EDP, Aguas de Duero en e Paiva. The exhibition was held at the palace Pinto Leite and stressed the importance of water as a magnitude for better understanding the problems and management of water from a global, regional, nacional and local perspective and where the photographs represent important images of Portugal and Spain with water as main protagonist linked to nature, human development, industrial development and recreational and health use. The exhibition remained for a month in Porto to be moved to Lisbon afterwards. October 2009. The Forum Soria 21 of Health, Wellness, Quality of Life and Sustainable Development was held in Madrid during the days 26th and 27the at the Amphitheater of the Faculty of Medicine, University Complutense Participants in the Forum opening ceremony were Mrs. Esperanza Aguirre, President of the Community of Madrid, Mr. Carlos Berzosa, Vice-chancellor from University Complutense of Madrid, Mr. Juan Felipe Hunt, Head of the organization for International Labour in Spain and President of the Forum Soria 21 for Sustainable Development, Mr. Amalio de Marichal y Sáenz de Tejada, Count of Ripalda. YEAR 2010 The Council of the Foro Soria 21 for Sustainable Development decides to organize for the first time its Foro outside of Spain and chooses Portugal for its 10 edition. Portugal was a natural choice as it had already been connected with the work developed by the Foro. As well, Portugal had invited the Foro to take place there. October 2010. First preparatory meeting for the World Forum Lisboa 21 on Water, Energy and Sustainable Development.

In the city of Oporto in the head office of the company Lipor, takes place a working session with representatives of several Portuguese corporations. Also, from the Oporto University, from the media, like João Luis de Sousa Director of Vida Económica and Eduardo Oliveira, President of the Oporto Energy Agency. In this working session is decided that the next Forum would take place in Lisbon as a preparatory act of the Rio+20 Summit.
YEAR 2011 June 2011. Second preparatory session for World Forum Lisboa 21 on Water, Energy and Sustainable Devepment. takes place at the Catholic University of Lisbon. This session was lead by the Rector of the Catholic University of Lisbon, Manuel Braga da Cruz, and had the presence of Carlos Fernández-Jáuregui, Director de WASA-GN, Amalio de Marichalar, Conde de Ripalda, President of Foro Soria 21 for Sustainable Development, César Dopazo, Scientific Advisor of the Foro and representatives of several Portuguese Universities, etc. There were present as well representatives of 15 Portuguese corporations, like the President of Siemens, the President of Endesa, the President of Win Energy, the President of Partex, the Director of Banco Espirito Santo, the President of Marsh, the President of Presidente de Santander Totta etc. And also representatives of several media, like Francisco Balsemão from Impresa, João Luis de Sousa from Vida Económica, About Media, etc. October 2011. On the 26 and 25 of October, takes place World Forum Lisboa 21 on Water, Energy and Sustainable Development. After more than one and a half year of preparatory work. Portugal hosts the 10 edition of the Forum as a preparatory meeting of the Rio+20 Summit, and 10 years after the UN Summit for Sustainable Development of Johannesburg in 2002. The Forum is organised by Calouste Gulbenkian Foundation, EDP Foundation, Catholic University of Portugal, Portuguese Institute of Corporate Governance, Social Entrepreneurship Institute, Chamber of Commerce and Industry Luso-Española, Agency for Energy ADENE, WASA-GN, Institute for Economic Studies, Club of Excellency in Sustainability, University San Pablo CEU, Adecco Foundation, FOES, Foro Soria for Sustainable Development, wit the support o f the Portuguese Institutions, corporate sector, media and the civil society. The President of the Republic, Anibal Cavaco Silva, and the EU Commissioner for Environment, Janez Potocnik, support the Forum sending official support letters. Also other official support has given by CEPAL, BID, OEA, ICOMOS, Cumbre Iberoamericana, UNESA, Club de Roma, Carta de la Tierra, etc. The Lisbon Forum puts together distinctive individualities from many sectors and proposes the creation of the World Water Agency as well as a World Centre for Sustainable Development within the framework of the United Nations. It is agreed unanimously, as a recommendation, that culture should become the fourth pillar of Sustainability as the best moral inheritance of society and as a support of the other three pillars. The media highlight that Spain and Portugal can be important partners in Sustainable Development putting together common projects that can serve as examples at local and global level. The Forum agrees that its final conclusions would be taken to the Rio+20 Summit. The Final Conclusions were formally admitted at Rio+20 Summit as a working document.

It is agreed that the Final Conclusions should be presented in Lisbon, Madrid and Rio de Janeiro before the Rio+20 Summit. The Portuguese Geography Society who hosted the Forum, represented the Portuguese Discoveries and was now a stage of debate for new discoveries, through talent and innovation, that will find an intelligent development for this century. The World Forum Lisboa 21 on Water, Energy and Sustainable Development, concluded that the work should continue also post-Rio setting up the World Forum Porto 21 on Cities and Sustainable Developemnt to take place after the Rio+20 Summit, Mayor of Lisbon.
