Fair Oaks Preschool’s focus is on the social development of children ages three through five years old. In November 2018 residents of Fair Oaks Recreation & Park District (FORPD) passed Measure J, a $26 9 Million Dollar General Obligation Bond which will help fund major projects that will improve and expand the services provided by FORPD.
CONSTRUCTION UPDATE
Village / Plaza Renovations
Progress continues throughout the Village as suitable weather allows construction to continue into the winter months Some major milestones have been hit on several key areas of the renovation
The foundation of the new Amphitheatre and Community Center building is laid out and layouts have begun for utilities to service the building.
Retaining walls, including on the rear of the bandshell in Village Park, have or will soon be poured and pass through inspections with the County.
Within the Clubhouse, rough framing, plumbing and electrical are being completed throughout the renovated restroom areas both upstairs in the Auditorium and downstairs in Village Hall
Parking space paving in Village Park is progressing, with curbs and sub bases readied for the arrival of permeable pavers to complete these tasks
The District has received approval from Sacramento County’s Department of Environmental Review to begin construction on several key accessibility features being funded by Congressman Ami Bera’s office
The District and Bobo Construction remain on schedule for the overall project As is the case with many projects across the country, there are minor delays to smaller portions of the project due to supply chain issues; however, the agility and creativity of Bobo Construction has been paying off by allowing the overall project to continue while weathering these issues.
Bond Oversight Committee
The BOC is responsible for the overview of bond expenditures and certifies that all bond funds will only be spent on allowable bond projects as identified in the ballot language of Measure J. Members provide a valuable link between FORPD and the citizens of Fair Oaks in regard to the bond projects

Bond Measure Credit Rating
Measure J was a first ever General Obligation Bond Measure that was passed by the Voters of Fair Oaks in November 2018 for $269 million dollars to do Park renovations and improvements
To sell the Bonds, the Fair Oaks Recreation & Park District (FORPD) needed to obtain a Bond Rating, which is very similar to a credit score FORPD sought a Bond Rating from Standard & Poor’s (S&P) which is the oldest credit ranking agency and one of the three Nationally Recognized Statistical Rating Organizations accredited by the US Securities and Exchange Commission The company covers more than one million credit ratings on government and corporate bonds, structured finance entities, and securities
Bond ratings are representations of the creditworthiness of government bonds The rating is published by S&P and provide evaluations of FORPD’s financial strength and capacity to repay the bond’s principal and interest
This October, S&P Global Ratings assigned it’s “AA “ long term rating to Fair Oaks Recreation & Park District for the third and final issuance of Bonds from the 2018 Measure J General Obligation Bond.
An AA rating is given to entities that have a very high capacity to repay their loans due to their financial position and attitude towards repaying debt. FORPD’S Board of Directors currently led by Chairman Raymond James Irwin, Vice Chair Darren Mounts, Director Ralph Carhart, Director Delinda Tamagni, and Director John O’Farrell have practiced sound financial management that has created the opportunity to receive such a high credit rating. The AA rating is estimated to save the taxpayers of Fair Oaks $900,000.

Very diverse tax base in the Sacramento region with very strong incomes and extremely strong property wealth indicators
Record of maintaining strong to very strong available general fund reserves Strong financial position that is supported by predictable tax revenues The stable outlook reflects our (S&P) expectation of continued balanced operational results, despite rising expenditures over the next few fiscal years

PARKS SAFETY AWARD
In September of 2022, the Fair Oaks Recreation & Park District’s park employees were recognized by the Board of Directors with an Excellence in Safety Award. This award was granted to the staff due to an exemplary record of safety throughout the calendar year which resulted in zero workplace incidents, accidents or injuries At the time of the award, staff had maintained an incident free workplace for over 300 days; at the time of this writing, staff has continued with their excellent habits and surpassed a full year without incident! This is not only an integral part of maintaining an effective workforce with high morale, but the incident free workplace is also a considerable savings to the taxpayers of Fair Oaks Bravo, parks staff! GENERAL
The District reserves the right to cancel or modify any class and/or program Classes may be canceled three (3) days prior to the start date if minimum enrollment is not met
REFUND POLICY
A full refund will be given if the Fair Oaks Recreation & Park District cancels the program or for medical reasons.
The online convenience fee is non refundable. No refund will be issued after the class or program has had its second meeting. All refund requests will be approved or denied by the Fair Oaks Recreation & Park District. All refund checks will be processed through the County of Sacramento and mailed to you within 4 6 weeks.
The Fair Oaks Recreation & Park District reserves the right to adjust the refund policy, depending upon the circumstances and the severity of the situation All refunds are required to submit a refund/transfer request form to be approved by District Staff

Resident/Non Resident: Residents are those who live within the Fair Oaks area. All others pay the non resident fee (indicated by non res). If paying at class, you may only pay with a check made out to FORPD or with a credit card.
EMERGENCY REPORTING IN YOUR PARK, DIAL 9-1-1
For non emergencies regarding park security, vandalism, suspicious persons or suspicious activities in your parks, call the District Office at 916 966 1036 Monday through Friday during business hours. After business hours or on weekends, call 916 240 3651. If you need immediate law enforcement assistance or to report illegal activity, please call the Sheriff’s Department at 916 874 5115.
If you are interested in taking part in one of our programs and need special arrangements (i.e. vision, hearing), please telephone the District Office at 916 966 1036 one week prior to the start of the class.
