Fort Bend’s diversity an asset Global initiatives underway

T

aking advantage of the diversity of Fort Bend County, the most ethnically diverse in the U.S., is what spurred the initiation of the Fort Bend Global Initiative that residents hear about from time to time. It started in 2009, “Allison Wen and I were both talking” and it was “about building relationships and profiling Fort Bend County on an international basis, and also for seeking economic development opportunities for local businesses,” said Fort Bend County Judge Bob Hebert. Allison Wen is an event guru in Fort Bend and the owner of the Safari Texas Ranch in Richmond.

According to the 2010 federal census, Fort Bend comes closer than any other county in the nation for having an equal distribution of four major ethnic groups - 19 percent Asian, 24 percent Latino, 21 percent African-American and 36 percent Anglo, findings in a report by the Rice University Kinder Institute for Urban Research.

Judge Hebert predicts that diversity is going to occur throughout the world. “We can’t stop it,” he said, and “communities around the world are becoming diverse.” What benefits Fort Bend is that “we have the advantage of getting there early, and a lot of folks in this community see that diversity is an asset.” Looking at the positive side and building on that diversity is the judge’s mantra.

He’s just returned from Foshan in China. “We went over there at their invitation to talk to a large group of business executives about foreign trade zones in the United States and their availability in Fort Bend County,” Judge Hebert told the Fort Bend Business Journal.

“We will have to see what comes out of that.” The judge’s visit in June included a presentation he made on foreign trade zones and what they offer. Essentially, businesses participating in foreign trade zones have been able to benefit their bottom line by saving money. Within a foreign trade zone serving Fort Bend County, such as the port in Freeport, Texas, company goods could be unloaded, manufactured, reassembled, tested, sampled, processed, repackaged, and re-exported without the intervention of U.S. customs authorities. Only when goods would be moved outside the zone would they become subject to U.S. customs duties.

Fort Bend County is continuing its relationship with a memorandum of agreement with the Chanchen District of Foshan City of the People’s Republic of China signed in 2012, after a preliminary visit was made the previous year. “We call it a sister community,” said Judge Hebert and the county has a five year agreement subject to renewal based on mutual benefit.

Last September another delegation of Fort Bend leaders from Fort Bend traveled to the Republic of Turkey. “The trip was a result of coordination by the Fort Bend Global Initiative with the purpose of establishing a friendship relationship with both the cities of Adana and Kahramanmaras,” one on the Mediterranean and the other referred to

as Moresh, close to it, said Judge Hebert. Agreements in Turkey were signed for friendly cooperation relating to the economy and trade, education and training, environmental protection and cultural exchange.

In was in 2013, when “we were invited to Turkey and that’s a unique story, too,” said Judge Hebert. “Very well received” in Instanbul, the largest city in Turkey, a delegation that included Judge Hebert, Chris Breaux, Allison Wen of Global Initiatives, Beth Wolf, Fort Bend Chamber of Commerce CEO Kerri Schmidt, and Precinct 2 Fort Bend County Commissioner Grady Prestage, stayed for two days there. “We were going over there to execute a sister community agreement with Adana and an economic agreement with the smaller cities.” But, the fighting in Syria had just flared up “when we went over there,” said Judge Hebert, and “the State Department evacuated the families of consulate employees in Adana,” which is 150-miles from the Syrian border. Instead of visiting in Adana and Karamanmaras, for safety reasons the delegation spent its time in Istanbul and visited with the Chamber of Commerce there, and then went to Ankara, the capital of Turkey. “It was very safe, far removed from the Syrian border,” he recalls noting that delegations from the two cities intended for the visit were sent to the capital to meet with the Fort Bend interest group.

“We accomplished basically what we wanted,” said Judge Hebert.

What later followed was a recent local performance of a Turkish pianist last November. Evren Kutlay, a Turkish musicologist and pianist of Kahramanmaraş, Fort Bend County’s sister community, was invited by the judge to share her talent in conjunction with the Fort Bend Global Initiative, which includes the coordination of cultural relationships in addition to those of the economy and education..

A local a volunteer group called the Asian Advisory Committee formed by Allison Wen served as the foundation for what later became the Friendship Committee. This group identified the first potential partner and initiated the visit to China in 2011, and “we’ve now had four to five delegations come to Fort Bend County for two to five days,” said Judge Hebert. “We’ve made three trips over there and Lamar school district has played host to 10 Foshan students.” Judge Hebert said that participation by Fort Bend ISD had also been planned, but the school district was in the midst of changing superintendents at the time “and it didn’t seem to be an appropriate time to drive that interest with an interim superintendent and other things happening.”

In reciprocation of the students visiting from Foshan, from the county there may be 10 to 12 of local students going to China in the near future as part of the exchange.

“They are planning to send another delegation here on medical issues,” shared Judge Hebert about an impending visit from Foshan, “and they are very motivated in the area of education and medicine.”

It is important to note the there are no tax dollars spent on the Global Initiative effort. “We don’t know if we are going to get a significant return (although) we think it’s worth the investment,” said Judge Hebert. “I don’t think you take tax dollars to Vegas to balance the budget and I don’t think you take tax dollars oversees to see if anybody is interested in doing business with you, and it has to be community funded.” Towards that end, Judge Hebert pays his own way to and from the countries visited noting that “they (Global Initiatives, a non-profit created in 2012) pick up the travel expenses and the experts that they bring together.” Judge Hebert was the expert in foreign trade zone in the most recent trip made to Foshan this summer, so there was no cost incurred by the organization.

MD Anderson ranked #2 in Annual U.S. News & World Report Survey

A

ccording to the annual “Best Hospitals” survey conducted by U.S. News & World Report, The University of Texas MD Anderson Cancer Center is ranked No. 2 in cancer care this year.

Since the survey began 25 years ago, MD Anderson consistently has held either first or second place in the category of top hospitals for cancer care. It’s been ranked No. 1 for 10 of the past 13 years.

Ranked first this year is Memorial Sloan Kettering Cancer Center, with whom MD Anderson has shared the top two places since 1990.

Two MD Anderson subspecialties also were highly ranked in the national survey. In the ear, nose and throat category, MD Anderson’s head and neck service was ranked No. 5, and gynecology was ranked No. 8.

These rankings are significant because they include both specialty and general hospitals nationally, not just cancer centers. Both of these specialties have been ranked in the top 20 since 1991.

MD Anderson’s urology, nephrology and orthopedics services also were recognized as “high performing” for meeting the survey’s requirements for excellence.

“I’m very proud of our perennial national ranking as one of the top two cancer centers for the past 25 years,” says MD Anderson President Ron DePinho, M.D. “It’s great national recognition of our commitment to patients and our mission to end cancer. It also says a lot about the quality of people who work here.”

Last year, more than 120,000 people came to MD Anderson for care, services and clinical trials from all over the world. Nearly one-third of them were new patients. Patients come to receive the most innovative therapies, surgical approaches, diagnostic techniques and technologies and prevention strategies.

Revenues from patient care contribute to MD Anderson’s mission areas, including research and education. State support, philanthropy, funding from private and federal grants and contracts and earnings from patient care contributed more than $670 million for institutional research efforts last year. MD Anderson ranks first in total grant dollars received from the National Cancer Institute.

Two years ago, the institution announced its Moon Shots Program, targeting eight types of cancer to accelerate the pace of converting scientific discoveries into clinical advances that reduce cancer deaths. To date, more than $170 million has been raised to support the initiative. The ultimate goal of the program is for all cancers to become one of the targeted diseases.

Last year, almost 7,600 patients were enrolled in therapeutic clinical trials available through MD Anderson’s Texas Medical Center campus and its expanding network of regional and national locations and affiliations. This commitment to innovative patient care is one of the largest in the world and has helped make many of the newest drugs available to cancer patients.

In the Houston area, MD Anderson has clinical locations in The Woodlands, Bay Area, Sugar Land and Katy. A recently opened location at Memorial Hermann Memorial City is home to a specialized surgery clinic. MD Anderson also extends care, supportive programs and clinical trials to underserved populations at Houston’s Lyndon Baines Johnson Hospital, a component of the Harris Health System.

Challenges ahead for Richmond as growth intersects with tradition

W

hen the National Anthem singer at Richmond’s State of the City luncheon struggled to remember the words, the crowd joined in to help out.

It was the sort of cooperative spirit that Richmond Mayor Evalyn Moore is hoping to see more of in the months ahead as Richmond prepares for growth and change.

“It is an exciting time for us”, Moore told the crowd. “My late husband (Richmond’s long time Mayor Hillmar Moore) always had the pioneer spirit and we thank him for that legacy. But Richmond is no longer the sleepy little town west of the Brazos”.

Since voters approved a home rule charter change in 2013, Richmond has been annexing land in the city’s extraterritorial jurisdiction. A draft comprehensive master plan, a fivemember planning & zoning commission and the hiring of a new economic development director have also helped the city prepare for the growth that is coming.

“The goal is to meet these changing times with a fresh approach to land use, enhanced city services, and new amenities for our citizens enjoyment”, Moore said.

In March, the City signed a contract to build a new 2 million gallons-a-day surface water treatment plant on land donated by the George Foundation. The city has to reduce ground water usage by 30% in the next two years to comply with state law.

Richmond is also building a 2.5 million gallons-per-day re-use plant set to

open in January 2015. It will be used to fill amenity lakes, water golf courses and the justice center grounds.

A five-year Capital Improvements Plan includes a new fire station and an interior remodel of City Hall. In addition, Richmond has pursued Community Development Block Grants which will help improve infrastructure in the older parts of the city.

There is renewed focus on the historic downtown area which will be getting a new winery and several boutiques. The city is working on improving the parking, sidewalk repair and is exploring the possibility of a railroad quiet zone.

Richmond has partnerships on several major road projects including overpasses at U.S. 90A, near Oakbend Medical Center and U.S. 90A at FM 359.

There are also plans to continue widening Williams Way near the justice center. Funds from the Fort Bend Mobility bond referendum will help pay for the “punch through” on FM 762 to N. 10th Street, eventually meeting up with FM 359.

ouston Methodist Sugar Land Hospital recently celebrated the official groundbreaking on a new 60,000-square-foot home for Houston Methodist Orthopedics & Sports Medicine. The state-of-the-art facility – on the corner of Highway 59 and Sweetwater Boulevard – will allow Houston Methodist Orthopedics & Sports Medicine to move from its current location on Highway 6 and Brooks Street to the Houston Methodist Sugar Land campus, with easy access to the hospital and its diagnostic imaging and other services. “Orthopedics and sports medicine are among the fastest growing specialties of care in Fort Bend and Southwest Houston, and this amazing new facility will be a tremendous benefit to our patients, bringing all our related services together at one site on the hospital campus,” said Chris Siebenaler, Houston Methodist Sugar Land Hospital CEO. In addition, the new building will include space for physical therapy, occupational therapy, aquatic

therapy, an outside training facility for athletes recovering from injury, a sports medicine urgent care clinic and a sports performance training program. Katy Triathlon at Firethorne slated for Sunday, September 28

he Rotary Club of Katy 22nd Annual “www.katytriathlon. com” Katy Triathlon at Firethorne, which includes a 500-meter lake swim, 12-mile bike race, and three-mile run, is slated for Sunday, September 28, 7 a.m. – 11 a.m. in and around Firethorne off FM 1463 in Katy/ Fulshear. Hosted by “www.firethorne.info” Firethorne for the 6th consecutive year, the Katy Triathlon benefits the Katy Rotary Fund, which supports college scholarships and essential health, recreation and educational services for Katy ISD students.

Rosenberg recognized for Excellence in Budget Presentation The Government Finance Officers Association (GFOA) recently announced that the City of Rosenberg has received the organization’s award for Distinguished Budget Presentation for its Fiscal Year 2014 Budget. This marks the 22nd year in a row the City has received the award.

This award is presented by the GFOA and recognizes excellence in local government financial management and commitment to meeting “the highest principles of governmental budgeting.” In order to receive the award, entities must satisfy nationally recognized guidelines for effective budget presentation designed to assess how well the budget serves as: a policy document, a financial plan, an operations guide, and a communications device.

FBISD Board Member Jim Rice finalizes leadership training Fort Bend ISD trustee Jim Rice has earned the designation of Master Trustee upon completion of Leadership TASB, a program sponsored by the Texas Association of School Boards (TASB).

During the fifth session, June 26-28, school board members in the 2013-14 Leadership TASB class made presentations of their team’s findings following year-long research.

Class participants selected topics related to public school boards facing change and selected narrowed research fields for in-depth study. Their research focused on topics that included strategies to deal with school choice, creating advocacy programs that work, meeting the educational needs of all children, loss of local control, and embracing changing culture.

The Leadership TASB class met in conjunction with TASB’s Summer Leadership Institute in Fort Worth. More than 1,000 new and veteran school leaders received extensive training on every facet of effective board governance, heard keynote addresses from renowned education experts, and picked up valuable ideas from district showcases and networking opportunities.

After the graduation ceremony June 27, participants joined the ranks of more than 700 school board members statewide who are

Leadership TASB alumni.

The 2014 Leadership TASB class, composed of 31 school board members, represents Texas school districts of all sizes and property wealth. Participants who completed all required elements of the study program earned Master Trustee status, the highest designation

recognized by TASB. TASB is a voluntary, nonprofit association established in 1949 to serve local Texas school districts. School board members are the largest group of publicly elected officials in the state. The districts they represent serve more than 4.9 million public school students.

Rosenberg launches Financial Transparency Page Rosenberg has launched a new webpage designed to improve financial transparency for individuals interested in City of Rosenberg finances and fiscal management. The page was developed under general Texas Comptroller of Public Accounts guidelines and best practices to provide access to key pieces of information in an easy to access and analyze format. The City hopes the site will encourage and improve transparency and access to local government financial data by citizens.

The City will be submitting an applica-

tion to the Texas Comptroller’s Leadership Circle award program which aims to “spotlight local governments that are opening their books to the public; providing clear, consistent pictures of spending; and sharing information in a user-friendly format.” For more information on this program, and additional local government transparency information, resources, and data, visit the Comptroller’s site at: TexasTransparency.org.

Select Committee appointment for Representative John Zerwas and 10 others House Speaker Joe Straus announced the creation of the Select Committee on the Fiscal Impact of Texas Border Support Operations for the Texas House of Representatives. State Representative John Zerwas, M.D. (R-Simonton) has been selected to serve on the select committee which is tasked to monitor and address the recent influx of unaccompanied minors from Central America who have crossed into Texas in recent months.

State leaders recently directed additional funding and logistical resources to the Texas Department of Public Safety (DPS) for law enforcement operations along the border region. The select committee will monitor the costs of those operations and other services

associated with increased border crossings. The committee will also review and evaluate any support that Texas receives from the federal government and determine the long-term Rep. John Zerwas budgetary effects on the state’s efforts to ensure the safety of our citizens.

“It is an honor to be selected by Speaker Straus along with my House colleagues to evaluate our continuing border security issues.

The current surge deserves a deeper evaluation in light of the growing burden placed on our state’s resources. We must ensure that our law enforcement and public health agencies are

equipped to handle the task at hand, while continuing to push our federal government to remedy the situation. It is imperative to consider both short and long term implications now to avoid retroactive policymaking down the road.”

In addition to Representative Zerwas, the speaker has appointed 10 other members to the committee, which will be chaired by Dennis Bonnen of Angleton. Hope for three appoints new Executive Director and Outreach Coordinator Hope for Three, a local nonprofit and rapidly expanding autism advocacy organization announces the recent hiring of two new employees; Katie Wiseman, Executive Director and Sally Paz, Outreach Coordinator.

Wiseman, a highly-motivated and skilled leader with over thirty-one years of experience in education, both in the private and public school sector and is a former NCAA Division I basketball scholarship athlete who holds a BA in Health and Physical Education and MA in Teaching, both from Rice University. She holds a Master’s in Educational Psychology, with an emphasis on Autism Spectrum Disorders (ASD) from Texas A&M University and a state certification in Administrative and Leadership from the University of St. Thomas.

Ms. Wiseman’s proven track record as an effective director of people and resources, in addition to her extensive knowledge of autism, makes her the perfect candidate to lead the organization. Ms. Wiseman’s enthusiasm is contagious and bringing her expertise to Hope For Three will be an asset, not only to the organization, but to the Fort Bend community as a whole.

A Fort Bend resident of 18 years, Wiseman is the successful mother of four children. She holds patents to a number of creative coaching and educational instructive learning Katie Wiseman devices, one of which was voted as NASDAQ Top Five Best New Product Award. A previous Board member of Hope For Three, Wiseman is also a member of the Council for Exceptional Children, Sally Paz named Educator of the Year by The Arc of Fort Bend, a member of the prestigious Kappa Delta Pi; an honor society for educators, and is expected to complete her certification as a Board Certified Behavior Analyst (BCBA), spring of 2015.

Her career includes working in the public school system as a teacher and administrator in both Fort Bend ISD and Houston ISD. She enjoys traveling and spending time with her family, which includes her husband, Robert and two children, Johnathon and Ava.

“I put Band-Aids on our injured chickens and took care of our dogs,” she says. “Then, my elderly uncle had a stroke and lived with us while he was recovering. I decided to be his nurse, as well.”

Barber says her Phase I clinical trial patients, many who have advanced stage cancer that hasn’t responded to standard treatments, motivate her to give her all every day.

“It’s amazing how our patients are willing to leave their homes, jobs and families to participate in our clinical trials, not even knowing if they’ll get any benefit,” she says. “Their courage, spirit and hope constantly inspire me.”

Aside from winning the Arceneaux Award, Barber says her greatest accomplishment is earning her doctorate of philosophy in nursing. She achieved this lifelong dream in 2012 while maintaining full-time employment at MD Anderson.

Barber, who already teaches nursing part time, plans to become a full-time professor when she retires from nursing. She feels it’s part of her purpose to help educate the next generation of nurses.

Nalco Champion announces major headquarters expansion in Sugar Land

T

he City of Sugar Land and the Sugar Land Development Corporation have approved an incentive package to support major new plans by Nalco Champion, an Ecolab company, to consolidate its Houston-area offices and centralize its headquarters in Sugar Land, a move that brings in more than $45 million in investments and over 860 new jobs.

Nalco Champion will build a new approximately 133,500-square-foot facility with 1,000 parking spaces. Existing buildings will be reconfigured to maximize office space, accommodate supply chain needs and create additional space for the expansion of the company’s research and development (R&D) facilities.

The new building and parking lot will be located partially on the 18.5 acres Nalco Champion purchased from Johnson Development in 2013. Construction is expected to be completed by early 2016.

Additionally, Nalco Champion will make substantial rail spur improvements to assist City of Sugar Land efforts to gain Union Pacific Railroad approval for the extension of University Boulevard north of U.S. Highway 90A. The company decided to centralize its headquarters in Sugar Land after a comprehensive evaluation of other regional opportunities.
