Report: Alamo Drafthouse coming to Sugar Land in 2017 By Michael Sudhalter msudhalter@fortbendstar.com

S

ugar Land is going to become the movie-going hotbed of the Greater Houston area. The city already has an AMC 30 next to the First Colony Mall, and the Flix Brewhouse coming next year. On Tuesday, CultureMap of Houston reported that Alamo Drafthouse will open a location in Sugar Land‚Äôs Imperial Market, a new multi-use retail development next to Constellation Field. According to CultureMap, “the nine-screen theater will begin construction in early 2016 as part of a new two-story retail building.” The development will also include Aloft, a 185-room hotel, along with the Fort Bend Children’s Discovery Center, which is a collaboration between the Children’s Museum of Houston and the Sugar Land Heritage Foundation. There are currently Alamo locations in Katy and in the Vintage Park/Klein area. The Austinbased company shows movies, but also serves food/alcohol. It’s also well-known for hosting special events such as sing-a-longs and classic films. Previews at Alamo Drafthouse movies are much more creative than standard movie previews. NEW DEVELOPMENT NEAR FORT BEND TOLL ROAD Currently, there’s very little development along the Fort Bend Toll Road until you reach the Hwy. 6 interchange. That could change when service roads start coming, but the Houston-based Cernus Group

is taking a pro-active approach. The Cernus Group, which will build some mixed-use development in the Lake Olympia area, has announced that it will build approximately 900 single family homes in a 329-acre planned development called Parks Edge, according to the Houston Chronicle, between Mustang Bayou and the Fort Bend Toll Road in Missouri City. The homes are expected to be in the $200,000-$400,000 range. SLI CLOSES ON TEXAS INSTRUMENTS PROPERTY Street Level Investments (SLI), a Dallas-based development company, has closed on the 192acre Texas Instruments property and construction is expected to begin early next year. The Texas Instruments sign — a landmark along U.S. 59 for many years, has already come down. SLI plans to bring a mixed-use development with retail, restaurants, a hotel or two and multifamily units. “SLI representatives are supposed to roll out a full presentation on what they’re going to do and how they’re going to do it,” said Stafford Mayor Leonard Scarcella, who expects that meeting in January. In a related story, Stafford’s City Council passed its 25-Year-Plan of “goals and projects for the coming 25 years.” Scarcella said the council will delve into the priority and funding of the projects early next year. Among the projects are the connectivity of the city between the Stafford Centre, the new SLI Property and the Stafford MSD complex, enhancement of FM 1092 and several drainage projects.

Oscar’s Barber Shop’s been a Fort Bend institution since the 1960s By Michael Sudhalter msudhalter@fortbendstar.com

W

alk into Oscar’s Barber Shop at 5022 U.S. 90-A in New Territory, and you’ll hear much more than the buzz of hair falling to the ground. Luera, a 79-year-old Richmond resident, talks to his customers – a cross-section of Fort Bend residents from police officers and bankers to construction workers and attorneys. The conversation ranges from grandkids to the Houston Rockets, and when retirement is on the horizon. Some wonder when Luera will finally hang up the scissors and clippers, but they’re glad he’s staying around. “If I’m not here, they don’t get a haircut,” Luera said. “I enjoy the conversations, and I like to see all of the people. A person gets used to the same barber.” Luera is the longest-serving barber in Fort Bend County. He started in Stafford in the late 1960s, spent a quarter-century near the former Imperial Sugar refinery in Sugar Land, and

headed over to Missouri City in the late 1990s before settling at his current New Territory location. Out of loyalty, customers who started

seeing Oscar at each of his previous three locations still make the trip to New Territory. Luera’s barber shop is decorated with family photos (he’s been married to the same woman for 51 years and is the proud father of three and grandfather of five), antiques, coins, and a large barber shop poll. Perhaps his most impressive piece is an antique barber shop chair that belonged to his grandfather, Martin Luera, who worked as a barber in Oscar’s hometown of Waelder – a community of 1,065 residents located 119 miles directly west of Houston. The chair and tools are more than 100 years old. Oscar never planned on becoming a barber. He moved to Houston and worked in the Ship Channel and in a hospital before deciding to attend barber school. “I got tired of jumping jobs,” Oscar said. After working briefly as a barber, he opened his own shop in Stafford. Oscar currently has two other barbers working in his shop, and has no plans to sell his shop. None of his children or grandchildren want it. “It’s hard to find dependable barbers these days,” Oscar said.

businesses. It is important to note that in order to provide open carriers effective notice under the law, the signs must conform to the requirements of the statute. Generic “No open carrying of handguns” or other types of signs do not comply with the notice requirements of the law, and open carriers who are informed on the law may well walk right past such generic signs.

T

he 2015 session of the Texas Legislature brought about significant changes to Texas firearms law, notably open carry of handguns. Under the new open carry laws, any person who holds a Texas License to Carry a Handgun (formerly known as Concealed Handgun License) has the option of carrying his handgun either concealed or openly in a belt or shoulder holster. While most licensees will probably continue to carry concealed, it is likely that Texans will now see some people carrying openly on the street or in places of business.

In the absence of appropriate signage, an owner or occupier of property may also give personal, oral instructions to an open carrier that he must either conceal his handgun or leave the premises. Should someone refuse to comply with such instructions, he is guilty of criminal trespass.

Property owners or managers will have the option of posting signs prescribed in the Texas Penal Code Section 30.07 for purposes of excluding open carry on the premises of their

The Johnson Development Corporation sees most projects on new Top Community list

T

he Johnson Development Corp. is Houston’s most active developer, with four projects on a list of the area’s busiest residential communities, the most of any developer. The four projects — Riverstone, Woodforest, Cross Creek Ranch and Sienna Plantation — account for 24 percent of the 7,812 homes started within the 25 developments named on the list. Three Johnson communities are among the top 10. Published by the Houston Business Journal on Nov. 19, the list ranks projects by the number of annual starts as of the second quarter of 2015. “Johnson Development communities offer the ideal mix of state-of-the-art homes, unique amenities, access to quality

schools, and prime locations,” said Doug Goff, Johnson Development’s Chief Operating Officer. “Buyers continue to seek out our developments and builders are responding accordingly, with a high number of home starts to keep up with demand.” Riverstone in Fort Bend County is ranked No. 1 on the list, with 703 starts. The development also has been recognized as the most active community in the state of Texas and is ranked No. 4 in the nation for new home sales. Woodforest, located in South Montgomery County, is listed No. 3 on this year’s tally, with 482 home starts. Fulshear’s Cross Creek Ranch is ranked No. 6 with 408 homes started as of the second quarter of this year. Sienna Plantation, also in Fort Bend County, is ranked No. 12 on this year’s list with 287 home stats between

the third quarter of 2014 and the second quarter of 2015. The Johnson Development Corp. is celebrating 40 years as one of the nation’s preeminent land developers. It has 13 active projects in the Houston area, and recently announced the purchase of 590 acres in Richmond for a seventh Fort Bend community. Johnson is also developing the 8,100-acre Lake Arrowhead community in Atlanta and recently acquired Viridian, a 2,300-acre master-planned community in Arlington. In October, the company won Houston’s Best PRISM Grand AwardDeveloper for 2015 in a ceremony hosted by the Greater Houston Builders Association. New HCC Missouri City campus will aid in community revitalization

Y

ears of talks about building a new Houston Community College (HCC) campus in Missouri City turned into action with a much anticipated town hall meeting for the HCC Missouri City Center for Entrepreneurship, Technology, and Health (CETH). An excited crowd of community members and officials from Missouri City and Fort Bend County joined HCC trustees, administrators, and staff at Missouri City City Hall to see plans for the new facility and ask questions. “This community is very engaged and focused on higher education and the opportunities that it brings. HCC has been planning for this campus for sometime and we are proud to finally see progress,” said Dr. Cesar Maldonado, HCC chancellor. The current HCC Missouri City Campus is

located in Sienna Plantation, where construction over the past decade has made it hard for students to find the building. “When we put the site there we had the best intentions,” said Fort Bend County Commissioner Grady Prestage. “But the growth far exceeded our expectations.” That growth prompted the idea from HCC District VII Trustee Neeta Sane and city and county officials to find another use for the Sienna Plantation Campus and build a new HCC campus on a stretch of Texas Parkway— with the hopes of attracting more students and new development to the area. “We have to make sure that education is available to each and every student,” said Sane. “I am really thrilled to see that our vision to make HCC accessible to this community is becoming a reality.” That reality will come in the form of a

ienna Plantation is welcoming another new builder, Gracepoint Homes. The Magnolia-based builder has started sales in Fox Bend, a gated enclave in the Village of Sawmill Lake, a collection of new neighborhoods that celebrated a grand opening this spring in the Fort Bend development. Gracepoint will offer homes priced from the $640,000s and designed specifically for Fox Bend, which will feature 100-foot properties, the largest in the Village of Sawmill Lake. The traditional designs, ranging from 3,830 to 5,659 square feet, will offer open-concept living areas anchored by large kitchen islands and prominent outdoor living space. Model construction is expected to begin later this month. Founded by real estate veterans Randy Birdwell and Tom Cox, Jr., Gracepoint Homes is developing several communities in and around The Woodlands, Spring, the Greater Houston Heights and the Montrose area. The builder also is active in Woodforest, a sister community of Sienna Plantation, both projects of The Johnson Development Corp. “Gracepoint Homes has a reputation for building luxurious homes filled with extensive detailing and thoughtful enhancements,” said

The designs, ranging from 3,525 to 5,710 square feet, are priced from the upper $500,000s. The Village of Sawmill Lake currently comprises nine neighborhoods and 500 homesites. A new amenity center is planned for the neighborhood next year and Fort Bend Independent School District has plans to open an elementary school in 2017 and a middle school in early 2018, increasing the number of on-site schools in Sienna Plantation to seven. The building will be energy efficient and constructed with sustainable methods designed to meet LEED Silver Certification requirements. The new campus will offer core academic programs in their entirety and workforce programs will come as the demand arises. “This is probably the most densely populated area of Missouri City, so moving the campus to this location will fit very well in the HCC business plan as I see it,” said Mayor Pro Tem Don Smith, Missouri City Council. Imperial Farmers Market brings healthy food, fun to Sugar Land YEAR ROUND

S

ugar Land resident Kim Broom always looks forward to Saturday mornings and for good reason. She’s a vendor at the Imperial Farmer’s Market in Sugar Land, which takes place rain or shine each Saturday (with the exception of the day after Christmas) at 198 Kempner St. “The Imperial Farmer’s Market is a big part of the redevelopment of North Sugar Land,” Brooms said. “It’s brought attention to the history of the heart and soul of Sugar Land. The location of the Farmer’s Market is special. Being amongst these buildings. anyone who comes here can almost feel the history. There’s an excellent vibe here – people are happy when they come here.” The Farmer’s Market started five years ago, as a collaboration between the Fort Bend Chamber of Commerce and local residents. There are 30-to-50 vendors – including many regulars – who appear each week, and there’s usually a food truck and live entertainment.

The area is growing rapidly as part of a mixed-use retail development that will include an Alamo Drafthouse movie theater, a loft hotel, restaurants and shopping, but the Farmer’s Market will remain part of the mix. “We may get bounced around, but the long-term plan is for us to be in the Promenade Area of the Imperial Marketplace as a permanent future home,” Broom said. Imperial – one of only a few Farmer’s Markets in Fort Bend County and the only one in Sugar Land – proudly sells everything from produce and jellies to crafts and jewelry. Imperial’s Farmer’s Market has also been the launching point for entrepreneurs. And James Nelson, one of the founders of Bravado Sauce, finished fourth on Fox’s “Master Chef” show. Administrators of CTE completed a comprehensive review of the programming over two a two-year span and made their recommendations to the Board on Nov. 30. They recommended that the Board agree to approve the conceptual construction of a centralized facility that will give students from all high schools access to state-of-the-art learning spaces and equipment. They also proposed new advanced academic courses and programs to be offered at the new 200,000-square-foot conceptual facility – also known as the Center for Advanced Learning. The new building is expected to house a variety of CTE programs, provide program flexibility, and could potentially serve 1,800 students daily. Staff sought to meet the needs of students and the workforce by providing accessibility to a variety of programming and dual credit coursework and industry certification opportunities, among other things. he Fort Bend ISD Board of Trustees approved the concept of building a stand-alone facility to house the advanced Career and Technical Education (CTE) program. The Board will also vote to make updates to CTE facilities at three area high schools. The 2014 Bond Program, which was approved by voters in the November 2014 election, included $59 million dollars designated for the CTE program. If approved, the project will extend until June 2018. CTE is an educational program that uses the application of knowledge learned in the classroom and combines it with a “hands-on” focus on real-world skills. Programs of study are offered in areas such as Architecture, Agriculture, Health Science, Business and Industry, Science, Technology, Engineering and Mathematics (STEM), Culinary Arts, and Information Technology. “Times are changing must faster than we can

Maries Harrison, a FBISD parent and employee attended one of the informational sessions hosted by the administrators earlier this month. Her daughter is an 8th grader at Baines Middle School. Her family recently moved to the area and she believes this program is unparalleled to anything she has seen before. “The curriculum here is very different from what I am used to in California,” Harrison said. “This is a great way for kids to explore their options, while getting ready for college.” Harrison added that she plans to follow up with the CTE administrators during the ongoing evolvement of the program.

Texana’s Children’s Center for Autism in Rosenberg is ‘dancing with excitement’ following the presentation of a $23,300 grant from the Fort Bend Junior Service League’s Sugar Plum Market proceeds. The Children’s Center for Autism will purchase three SMART tables with this grant. Local schools are using electronic interactive technology in the classroom to involve their students in learning. The SMART table is a mobile multiuser interactive learning center that will allow the children to work together on one surface; this is particularly good for interaction with others and learning social skills. Groups of two to eight students will be able to touch and manipulate objects on the table such as; animals, cars and coins, all at the same time. The SMART Table will allow our staff to create a limitless supply of activities for this interactive learning center. The other advantage of the SMART ta-

ble is that it is on wheels so we will be able to share them among our classrooms. Sam’s Club Managers lead Fleming Elementary Students in Junior Achievement lessons, preparing them for the real world Students at Fleming Elementary School are benefiting from a rewarding partnership with Sam’s Club that is preparing them for the real world. Sam’s Club managers visit the school each year to lead the students in Junior Achievement (JA) lessons designed to help them better understand business and economics. Sam’s Club managers, representing stores throughout the state, recently visited the school to lead students in a series of lessons, including JA Our Region for fourth graders and JA Our Nation designed for fifth graders. The lessons gave the students an opportunity to learn: • key business terms (such as entrepreneur, consumer, region, natural resources, goods, soft skills and opportunity cost) • which regions produce certain resources (such as citrus, minerals and timber) • traits of a successful entrepreneur (determined, creative, self-confident, ambitious, people-person, experienced) • how to calculate the average price of merchandise • how to determine a career cluster based on their skills, interests and personal characteristics Students also brainstormed possible businesses they could create using certain resourc-

Ribbon Cutting: GiGi’s Playhouse - Sugar Land The Central Fort Bend Chamber hosted the Ribbon Cutting Ceremony for GiGi’s Playhouse at 14015 SW Freeway, Sugar Land, Texas and was a part of the grand opening celebration Saturday, December 5, 2015. GiGi’s Playhouse offers direct educational and therapeutic programs to those with Down syndrome, their families, and the community. GiGi’s Playhouse Board President Ammie Blahuta said, “When we researched GiGi’s Playhouse and knew we wanted to have one here in Fort Bend County, there was no stopping us. I have given much of my life for this day and now it’s here. For those of you that know me, you know I am a doer, and we did it! Thank you to everyone for your support.” GiGi Gianni spoke as well as her mother, the founder of the organization, Nancy Gianni: “For years we have fought the stereo type that people with Down syndrome do not have the potential. Our playhouses are proving those stereo types wrong every day. We’re doing this together guys, one child, one diagnosis, one community at a time.”

Community invited to support Teacher Grants

The Katy ISD Education Foundation is inviting parents, businesses and community members to contribute to its teacher grant initiative by becoming a Foundation Investor or making a one-time donation. The Foundation’s annual Inspiring Imagination teacher grant program awards funds to teachers to implement classroom projects that engage and excite Katy ISD students. Formed in 2013 to

support creative classroom programs in Katy ISD schools, the Foundation has awarded more than $500,000 to teachers throughout the district, enriching the learning experience for more than 65,000 Katy ISD students. Each spring, teachers are invited to apply for a grant through a competitive, three-step evaluation process. Submissions are judged by community volunteers. This year’s grant application process launched in November with teacher grant applications due March 30, 2016. Grants will be awarded in May 2016 for the 2016-2017 school year. Foundation Investors pledge annual gifts that range from $1,000 to $50,000 per year. One-time contributions of any amount are also welcome. “As the fiscal year comes to an end, we invite our community to consider the Katy ISD Education Foundation when deciding the allocation of year end giving,” said Ken Janda, Katy ISD Education Foundation Board of Directors. “Katy ISD has had a very positive impact on our community’s reputation as a fantastic place to live and work. Dulles High School seniors take part in annual College and Career Day To help students prepare for life after high school, Dulles High School hosted its annual Senior College and Career Day event that welcomed more than 600 students and representatives of colleges and institutions. The event, coordinated by College and Career Readiness Advisor Abby Brasell and Substitute Advisor Maya Bajwa, offered participants four components: a college fair, financial aid presentation, college application workshop and a guest speaker. Fort Bend ISD Superintendent of Schools Dr. Charles Dupre served as the event’s guest speaker, offering students advice and words of wisdom to help guide them in making college and career choices based on their interests and skill levels. The college fair included more than 50 college/university/institution representatives, who were eager to share information regarding admissions, available graduate and under-

ort Bend Dental Associates (FBDA) has clearly stood the test of time as one of the longeststanding dental practices in the

As one drives down Highway 6, the word “dentist” winks from every other strip center, yet this private practice has held offices in the Capital One Bank Building, across from Missouri City’s Township Square, for 29 years at 5819 Hwy. 6 South, Suite 230 in close proximity to Riverstone, Sienna Plantation and Quail Valley.

Two doctors, James D. Condrey, DDS, and Tony Singletary, DDS, originally established FBDA in 1987. Dr. Randal Glenn joined the practice just one year later creating one of the largest general dentistry practices in the area at the time. In 2001, Dr. Brian Machart became part of the trio and four years ago, in 2010 Dr. Dwight Peccora joined the practice and is now a partner. Dr. Kevin Baethge joined the practice in 2014 after graduating from UT Dental Branch, and Dr. Condrey retired after an illustrious career last year. Fort Bend Dental recently added a second location in Richmond. FBDA prides themselves on having all of its doctors as active members of the American Dental Association, the Texas Dental Association, the Greater Houston Dental Society, and various national and honorary dental associations. These doctors of general dentistry, all Fort Bend County residents, came together to concentrate their practices on caring for the residents of Fort Bend County. “A big thank you to Dr. Peccora and Dr. Machart for providing our patients with such great dental care,” said Moni C. “The office gives a “family” like atmosphere and they are always involved with the community. Jim Rice announces Re-election campaign for FBISD Trustee Position 3 Rice announced he will seek re-election as Fort Bend Independent School District Board of Trustee, Position 3 in the May 7, 2016 election. Rice currently serves as the FBISD Trustee, Position 3. “I am proud of my service on the Board for Fort Bend ISD. During my tenure I have served as Board Secretary and twice as Board President. My goals continue to be to provide a quality education for all students, support our teachers, engage the community, and to maintain a balanced budget. I am very passionate about education and have been actively involved in education leadership positions throughout the community,” said Rice. The event was held in Pearland recently. The Ever Ready Lodge was organized in 1924 and A.W. Jackson was the first Worshipful Master of the lodge, which has been a viable and noticeable force in Fort Bend and surrounding counties. The Lodge conducted voter registration drives and used its hall as headquarters for such activities. Scholarships are given to graduating high school students and financial donations have been made to the Richmond State School, Senior Citizens of Richmond, Rosenberg and Sugar Land, the Robert C. Tate Center, the Women’s Shelter of Fort Bend County, the annual Channel 13 Food drives and to other cities and towns in the area. In his role as the Fort Bend Chamber of Commerce Education Division Chair, Jim provides programs and meetings that help better inform the community about public and higher education topics and issues. A Richmond-area educator and now a businesswoman, Dr. Margaret Curette Patton, was also a recipient at the awards ceremony. Dr. Patton served as an educator in public schools for 25 years and last year was named Secondary Principal of the Year for Lamar Consolidated Independent School District. She has a consulting firm with a goal of educating educators on best practices. She also is co-owner of a Richmond insurance agency with her husband, Kevin Patton.
