y the time you’re reading this, you’ll have enjoyed the spectacular fireworks and family barbecues that were held in celebration with America’s 239th Birthday. The Fourth is clearly the highlight of the month, and for many of us, the highlight of the year.

But the rest of July is an excellent month to relax and enjoy those last few weeks before buying pencils, notebooks and backpacks for a school year that arrives before we know it. July is a time to visit the pool or the beach, and to support local Fort Bend and Katy businesses. Part of the reason why local businesses thrive in our community is the success of the Oil & Gas Industry. Even with a downturn in late 2014/early 2015, it’s still helped the Houston area enjoy economic success, while many other states have struggled economically. We also take time in this month’s edition to spotlight Texas District 27 State Rep. Ron Reynolds (D-Missouri City). During the 84th Legislative Session, Reynolds exemplified the spirit of Texas when he and his colleagues put aside partisan differences to serve the interests of Texans in Fort Bend – and statewide. New Houston Methodist Sugar Land Orthopedics and Sports Medicine facility serving Fort Bend

Houston Methodist Orthopedics & Sports Medicine’s new facility.

H

ouston Methodist Orthopedics & Sports Medicine’s new 75,000-square-foot facility – on the campus of Houston Methodist Sugar Land Hospital – was designed to meet the growing orthopedic needs of the Fort Bend community. The new facility opening June 23 is located on the corner of Highway 59 and Sweetwater Boulevard at 16811 Southwest Freeway, Sugar Land, Texas, 77479. The new location is nearly twice the size of the former facility. It includes office and patient care space for Houston Methodist Orthopedics & Sports Medicine’s boardcertified and fellowship-trained physicians and surgeons, along with dedicated areas for physical and occupational therapy, which include an indoor batting cage and golf net; an indoor pool with built-in treadmill for aquatic therapy; and an outdoor, state-ofthe-art, 40 x 20-yard field turf training field for athletes recovering from injury. The outside training field will be used to more effectively rehabilitate athletes in the later stages of rehab. “We’ll be able to better

implement our return to play testing, acquire more precise functional objective measures and create more effective performance-based rehab protocols,” says Timothy Sitter, M.D., knee and shoulder surgeon and sports medicine specialist. “All of which will ensure the athletes’ return to their pre-injury level of participation— or better.” With the new facility on the Houston Methodist Sugar Land campus, patients now have even easier access to all of the hospital’s services, including state-of-the-art diagnostic imaging featuring the area’s most powerful, and comfortable, magnetic resonance imaging (MRI) machine to identify soft tissue injuries. “This is an amazing facility,” says joint replacement surgeon Carl Hicks, M.D. “Our goal was to bring together all of our resources and provide the full range of services that patients need in a comfortable, convenient setting. Skeeters thrive without MLB affiliation By Michael Sudhalter msudhalter@fortbendstar.com

T

o the untrained eye, it would make more sense for the Houston Astros to have their top affiliate 20 miles away in Sugar Land than 1,764 miles northwest of Minute Maid Park, in Fresno, Calif. But the truth is both organizations are doing well without each year, and there’s not much of a possibility that Sugar Land would become the home of a Major League Baseball affiliate. The Skeeters compete in the Atlantic League, an independent professional baseball league where players can sign with any MLB affiliate or international professional league at any time. Sugar Land set an Atlantic League attendance record, and the Skeeters are one of the Top 10 most successful minor league franchises at the box office – independent or affiliated. “I have had no conversations with Jim about a AAA affiliate,” said Skeeters owner and Houston-based business owner Bob Zlotnik, who also owns about five percent of the Astros. “It would not make financial sense currently.” The level of baseball in the Atlantic League is comparable to affiliated Triple-A. The difference is that players in affiliated ball are coming up through the system, while half of the players in the Atlantic League have played at least a few games at the MLB level. According to Atlantic League president Rick White, more than 100 players have gone from the Atlantic League back to MLB, and another 700 have returned to affiliated ball. In affiliated ball, the players from the affiliate can only go directly to the parent club, unless the parent club trades them to another organization. Owners of independent league teams and coaches/managers have more freedom in running their organizations. MLB affiliates are run to the tune of the parent organization’s leadership, with the tradeoff that the big league club picks up the tab for salaries, uniforms and equipment. Player salaries can range anywhere from $1,500-$3,000 per month. From an on-the-field perspective, independent ball can be more flexible. Case-in-point: then-MLB commissioner Bud Selig ordered a study on “speed of play” and almost a decade later, no rules have been changed. The Atlantic League

did the same thing and implemented adjustments within a season. SUGAR LAND AFFILIATION IS “HIGHLY, HIGHLY UNLIKELY” One doesn’t have to move heaven and earth to bring an MLB baseball team to a new city, but it’s not simple either. An existing MLB affiliate would have to be up for sale and purchased, and the price tag ranges between $20-25 million. Then, their league would have to approve the relocation to another city. Stadium leases, other considerations and “hoops to jump through” must be considered. The other option would be the Astros purchasing the Skeeters and moving the rights to Sugar Land. “It’s highly, highly unlikely,” said Astros media relations manager Steven Grande. Either way, the affiliate would likely have to pay some type of compensation to the independent league that would be relinquishing an attractive market. If affiliated ball ever comes to Sugar Land, it will be affiliated with the Astros, since they have territorial rights. The consensus in the baseball community is that the Astros will re-connect with the the Nolan Ryan-owned Triple-A affiliate in Round Rock, and that Fresno is a temporary situation. Round Rock served Houston’s top affiliate from 2005-2010, and they’ve been with the Texas Rangers ever since. In the Austin-Round Rock area, the Astros and Rangers compete for fans who may be on the fence. “Having a team in the suburbs of Houston doesn’t do a whole lot for the franchise,” said former Astros General Manager/former Skeeters advisor Tal Smith. “Most baseball fans in the Houston area are Astros fans. There’s not a whole lot to be gained.” However, some franchises have affiliates in their metropolitan areas, or nearby, such as July 2015 H Fort Bend / Katy Business Journal

Seattle (Tacoma), Boston (Pawtucket) and Texas (Frisco). “Every single Frisco player is under contract to the major league club, which allows us to promote future MLB stars and to host current MLB players who are rehabbing injuries,” said Jason Dambach, General Manager of the Frisco Roughriders. A STRONG LEAGUE HELPS THE SKEETERS One of the concerns for minor league teams – in any sport – is the stability of the league. The Atlantic League has operated since 1998 and has eight teams, with Sugar Land being the only franchise not located on the Eastern Seaboard. According to White, the league president, the franchises work together like a neighborhood Homeowner’s Association and make sure everybody is keeping their proverbial yards in shape. “The clubs hold each other to a very high standard,” White said. “The owners are highly successful business people who are able to absorb short term bumps in the road.” A former MLB executive for 20 years, White said teams thrive based on the ownership, not whether the franchise is affiliated or independent. “If you’re a good operator,” White said. “you’ll make money no matter where you are.” Opening Day Partners (ODP), the Maryland-based group that started the Skeeters, had a majority stake in four of the eight franchises at one point. After the 2014 season, ODP sold the franchise to Bob and Marcie Zlotnik, who owned a one-third of the Skeeters since 2012. Today, ODP only owns a majority stake in one team now, “That is the strategic plan of (ODP chairman) Peter Kirk and his associates, and they’re seeing the fruition of that strategy” White said. “They find a local minority owner, and within a few years, that local investor has sufficient interest in the club.” White said the Zlotniks have been instrumental in planning to help expand the Atlantic League into the southwest, and more teams could be added by 2017. At that point, White said the league would change its name to better reflect its geography. With more teams in the southwest, the league could probably create a third division and it would significantly trim Sugar Land’s travel costs.

G

rowing up on a ranch in the central Texas town of Fayetteville, Sandra Stevens had two constants in her life. “They were farm animals and painting,” said Stevens, who rode horses competitively at Blinn College in Brenham. Her aunt helped teach her how to paint, and the most obvious subjects were the horses, cows and other animals on the ranch. “My art education comes from observation and practice, and what I learned from my aunt,” Stevens said. Stevens, who has lived in Sugar Land since the late 1980s, combined those two things to begin painting as a hobby. Upon retirement from a job in the legal industry, it has become her career for the past eight

years. Her work is featured in galleries throughout the state (Austin, Bellville, Marble Falls, Coriscana, Round Top and Clifton), and she was recently asked to have her work featured at the Worrell Gallery in Santa Fe, N.M. Her work is also featured in private collections throughout Texas and the United States. “I like to be able to drive to my galleries, but when you get an invitation for a prestigious gallery, you go,” Stevens said. For many years, Stevens observed livestock and other country scenes, and painted them. But she’s recently become interested in surrealism. Each of her paintings takes about a week to complete. Her current project is a painting of a cow situated in an old-fashioned bathtub. “I was a longtime photographer, so I have that eye everywhere I look,” Stevens said. “I like painting a realistic animal in a different

environment. It’s a lot of fun, and people like it, too.” Stevens regularly paints from her studio, inside her home, as well as her Longhorn ranch in Columbus, a little over an hour northwest of Sugar Land. “I love cattle – I keep gravitating toward cattle,” Stevens said. Scavenger History Hunt raises funds and friends for Heritage Foundation

T

he Sugar Land Heritage Foundation launched its first Discover Sugar Land Scavenger History Hunt on Sunday, May 17, with a splash. Fifteen competitive teams took off to discover and locate historical landmark sites in Sugar Land. Despite the morning downpour, the teams enthusiastically embarked on their quest and texted in their answers and locations to earn points throughout the afternoon. The event concluded with a sunny evening as the participants returned to the Fort Bend Toyota facility for a sumptuous buffet and libations generously donated and sponsored by Safari Texas and Allison Wen. The event was hosted at the Fort Bend Toyota dealership, one of the homes of the Title Sponsor, Sterling McCall Auto Group. Team sponsors and participants included Johnson Development, LJA Engineering, Union Pacific, Linbeck, St Luke’s CHI Hospital, and Houston Sugar Land Methodist Hospital, as well as many other Friends of the Foundation. The winning team, sponsored by Union Pacific, was comprised of former Sugar Land Mayor Bill Little, Barbara Beavers, Chuck Kelly and Raquel Espinoza. Coming in second place was the team of Judge Justin Joyce, Mary Joyce and Cynthia Bartholomew. A team created in honor of the Carl and Mary Foundation came in third with Councilwoman Amy Mitchell, Councilman Harish Jajoo, Sue Sanchez and David Lanagan. The Sugar Land Heritage Foundation’s mission is to preserve the history of Sugar Land and create its future home as a Heritage Museum in an old Imperial Sugar building. How well do you understand what you own?

H

ave you ever been shocked to look at your bank statement and see that the cost of your cable and internet sharply increased? You immediately called to find out why they were charging you more, didn’t you? But, after multiple audio voices, and a litany of pressing buttons, you finally reach a human voice only to hear: “I’m sorry, but that is your new monthly charge after the first year — didn’t you read the fine print? If you’d like, we can cancel your internet to lower your charges.” You vaguely remember reading something that the price could increase after the first year, but you never imagined it would increase 30%! Defeated, you hang up the phone and wonder if it’s worth changing to another company. This situation is similar to how many investors feel about their investments. Many investors, for example, are unaware of exactly what they are paying in fees. On top of that, they really don’t understand the investment tools that their advisor is using. Mutual funds are a good example of this dilemma. Under current law, mutual funds are not

required to disclose all of the fees and costs inherent in them. Unstated costs of mutual funds include trading costs, commissions, market impact costs and taxes. While this law is being revisited, wouldn’t you rather find out now what your mutual funds are costing you sooner rather than later? oys & Girls Clubs of Greater Houston expands its footprint with new Richmond-Rosenberg Club in Fort Bend County The youth in Richmond and Rosenberg have another reason to celebrate the coming summer months away from school. A brand new Boys & Girls Club has opened its doors to provide fun, enriching programs to all youth ages six to 17. L

ike most schools, Stafford High has science labs for experiments, a library for books and multimedia and a gymnasium for athletics. Starting in August, SHS will become one of only two schools in the Houston area with a credit union on campus. The other one is Lamar High in Houston. District and city leaders met with Smart Financial Credit Union about the possibility of setting up a credit union, along with financial literacy classes as electives in the curriculum. “When Dr. Bostic became superintendent of Stafford Municipal School District, the discussions continued,” said Stafford MSD Grants & Career Programs Specialist Cherise Roberts. “Smart Financial broached the subject of adding a banking center to SMSD. We were excited and of course, the answer was yes.” Bostic and other district leaders toured the banking center at Lamar, and the school district’s board of trustees voted to approve it earlier this year. “Financial literacy classes will be offered to all SMSD students,” Roberts said. “The programs will be customized to each age group and cover everything from the basics of saving for the elementary school students to the importance of credit to high school students. Smart Financial will even offer programs to the parents such as Finance 101, Home Buying, Car Buying and Saving Practices.” The addition of the Credit Union means that students will work there, along with a banking center manager from Smart Financial. There will also be internship opportunity for students. SMSD students will be able to set up savings and checking accounts. With their parents’ involvement, they’ll be able to obtain credit cards, auto and personal loans. “The banking center will function as a traditional credit union,” Roberts said. “It is also open to the Stafford community.

Toll Road Authority general manager discusses future possibilities By Michael Sudhalter msudhalter@fortbendstar.com

W

ill the Fort Bend County Toll Road Authority (FBCTRA) ever link the 10-mile gap between the Fort Bend Parkway and the Grand Parkway? “It’s a very long term project – it’s at least 7 to 10 years down the road,” said FBCTRA General Manager Mike Stone. “Ultimately, it will be beneficial because it would give people an alternative route. It will be a good mobility project for Fort Bend County.” If it happens, it would likely add another bridge over the Brazos River. Currently, there are only seven bridges over the Brazos between Freeport and Bryan – with four of them located in Fort Bend County. The FBCTRA has contracted the management of the Authority through Stone’s Sugar Land-based consulting firm, Mike Stone Associates, since 2002. Stone began work as the Vice-Chairman of the Authority in 1996. The FBCTRA has a board that is appointed by the county commissioners and has open public meetings at the Fort Bend Economic Development Council room at the Fluor building in Sugar Land. Toll Roads such as the Fort Bend Parkway and the Fort Bend portions of the Grand Parkway and Westpark Tollway don’t use any tax money for their roads. “The only money we spend is from the revenue on the tolls,” Stone said. Currently, the FBCTRA – which itself has no full-time employees – is waiting for the results of a preliminary feasibility study by engineering firm, Brown & Gay, on whether linking the two toll roads would be a good idea. If the study, which is expected to be completed and returned this summer, is positive, than the FBCTRA will look to request a more detailed feasibility study including preliminary design that could cost more than a $1 million.

ONGOING DEVELOPMENTS – Fort Bend motorists won’t have to wait until the mid 2020s for some updates on the toll roads in the county. Last week, the County Commissioners approved a plan for the FBCTRA to give motorists an additional 30 days before nonpayment goes to collections. The FBCTRA is all-electronic based with electronic tags. If a motorist drives on the road without a tag, after incurring 5 violations they’ll receive a $26.75 bill in the mail which is the cost of the tolls plus a $5 administrative fee for each violation. As it currently stands, that bill will increase to $101.75 after a month when it is turned over to collections. The new action would increase the bill to $31.75 after a month, and $101.75 (collections) after two months. It’s an added cost to the FBCTRA if the bill goes to collections. After six months, the bill increases to $211.75, which includes a trip to court. Stone said out of 75 million transactions per year, there’s only about 200 individuals who end up being summoned to court. If motorists don’t pay the bill, the FBCTRA can block the renewal of their vehicle registration. • The Fort Bend portion of the Grand Parkway has seven toll plazas, between Fry Rd. and U.S. Hwy. 59, and a total cost of $2.45. Stone said the FBCTRA is

considering a “frequent traveler program” that would give discounts to motorists who drive the entire portion of the toll-based Grand Parkway. • The cost of traveling from Sienna Parkway to Beltway 8 on the Fort Bend Parkway is $1.40. “FBCTRA has the lowest violation fees cost of any toll road in the state, and the toll rates on FBCTRA roads are in line with the average toll rates per mile in the Houston area,” Stone said. “We’re a very low-cost organization.” Continue into Harris County for a trip to downtown Houston, however, more than doubles the cost with a toll of $1.45. Stone said he’d discuss the matter with Harris County Toll Road Authority leaders to see why their toll is so comparatively high. • Stone is working with toll road leaders in neighboring states such as Louisiana, Oklahoma, Kansas and Florida, so that toll road tags are interoperable throughout the state. He expects the plan to be complete within the next two years. Currently, toll tags in Houston, Dallas and Austin are interoperable. Stone added that a plan to have interoperable toll tags, nationally, could be a possibility by the end of the decade. • The Fort Bend Parkway/Highway 6 overpass is expected to be completed by the fall of 2016.

exas State District 27 Representative Ron Reynolds (D-Missouri City) has remained humble and modest, even as he became the No. 2 Democrat in the Texas House of Representatives earlier this year. District 27 consists of Stafford, Missouri City, Meadows Place, Fresno, Arcola, and parts of Houston, Sugar Land, and Pearland. The 84th Session began in January 2015 and ended in May. Reynolds, 41, was the Democratic Whip during the 84th Legislative Session and continues to grow as a leader committed to improving the lives of local residents. “I think I’ve grown in that I have a solid appreciation for working across the

aisle,” Reynolds said. “To effectively get legislation passed, it’s not about political parties. It’s about what’s best for Texas and what’s best for your constituents.” Reynolds has gradually learned about compromising with his Republican colleagues in the House. “You don’t always get everything you want, but getting most of what you want is better than nothing,” Reynolds said. Reynolds’ ability to work with different legislators with various political viewpoints resulted in successful legislation earlier this year. Due to tragedies in places like Ferguson, Mo. and New York, Reynolds announced last fall a community meeting that he would make Criminal Justice Reform a priority in the legislative session. “Prior to the session, I never focused on Criminal Justice Reform,” Reynolds said. The third-term legislator didn’t disappoint. Many of the bills that he sponsored or co-sponsored will pass, unless Gov. Greg Abbott vetoes them. Reynolds, however, is confident they will become law. He is proud of the Body Camera Bill that will begin a pilot program, requiring Fort Bend / Katy Business Journal H July 2015

law enforcement officers in some communities to wear body cameras while patrolling the communities they serve. “It will build public trust and confidence in our Criminal Justice system,” Reynolds said. After some initial resistance, Reynolds was able to help build a coalition of support for the bill among law enforcement leaders and district attorneys. Cities will be able to apply for state grants and federal funding for the program, which Reynolds said “will save money in the long run” because it will prevent lawsuits and complaints from citizens. Truancy Reform was a major issue in the 84th Legislative Session, and Reynolds worked with Republican House colleagues James White and Dan Huberty, and State. Sheriff’s office generates Revenue for Fort Bend County residents In early 2013, Sheriff Troy E. Nehls and the executive staff of the Fort Bend County Sheriff’s Office Detention Bureau began to reach out to neighboring agencies in an attempt to formulate partnerships in regards to the housing of those agencies’ excess inmate populations. Within months, the Detention Bureau reached contract housing agreements with the Austin County Sheriff’s Office, Wharton County Sheriff’s Office, Waller County and the United States Marshals Service. Since May, 2013, the Sheriff’s Office has housed a daily average of 150 prisoners. While the contract housing agreement with the United States Marshals Service is the flagship agreement, the Sheriff’s Office continues to maintain a steady monthly average of inmates from the additional agreements

with the Wharton County Sheriff’s Office and periodically from the Austin County Sheriff’s Office. Since the inception of the contract housing program, the Fort Bend County Troy E. Nehls Sheriff’s Office has generated gross revenue of $5,045,019.24 with net revenue reaching $4,072,763.14. “The Sheriff’s Office budget is approaching $60 million annually,” said Sheriff Troy E. Nehls. “The monies generated through this program will help ease the tax burden of the residents of Fort Bend County.”

UnitedHealthcare awards 10 School-to-Work Internships to Fort Bend ISD Students Ten Fort Bend Independent School District students, teachers, families and UnitedHealthcare leaders participated in a Project SEARCH graduation ceremony at UnitedHealthcare’s offices in Sugar Land on June 3, 2015. Project SEARCH is a school-to work program designed to hire and train people living with disabilities. The program provides real-life work experience through internships at UnitedHealthcare, which donated $15,000 to fund the program. The goal is to help young adults make a successful transition from school to productive adult life through employment training and learning independent living skills. Fort Bend Independent School District students ages 18-22 and living with disabilities were eligible to apply for the program. 10 Fort Bend ISD High School students graduated from the Project SEARCH program after completing their internship at UnitedHealthcare. The internship, which took place during

the academic school year, included a variety of administrative tasks. Project SEARCH is operating in Sugar Land through a partnership with UnitedHealthcare, Fort Bend Independent School District, and the Department of Rehabilitative Services (DARS).

Child Advocates of Fort Bend hires Development Officer Child Advocates of Fort Bend has named Jessica Jubin as its newest Development Officer. She will be working with corporations and foundations on charitable giving and sponsorships. Prior to joining the Fort Bend charity, she raised more than $6.2 million for various Houston nonprofit organizations. Most recently, she served as Development Director for the Houston Audubon Society and completed its capital campaign to restore the Edith L. Moore historic log home, established their planning giving marketing, and oversaw a full-service development department. She previously served as Director of Research for the Houston Zoo and was the 1940 Air Terminal Museum’s first Development Director. Jubin is a graduate of the University of Florida’s College of Journalism and Communications where she studied radio and television. She served as a television news reporter, anchor and talk radio host for several local channels throughout Florida prior to moving to Texas. Jubin has volunteered her time to various boards, committees and service organizations including the Cullinan Park Conservancy and the Greater Houston Chapter of the Association of Fundraising Professionals. She is a member of the Texas Master Naturalists Coastal Prairie Chapter in Fort Bend and is a recent graduate of the United Way Project Blueprint leadership Class 30. Melissa Bolding named TEPSA Region 4 assistant Principal of the Year Colony Meadows Elementary School administrator will be honored June 10 at the TEPSA awards reception The Texas Elementary Principals and Supervisors Association (TEPSA) named Melissa Bolding of Colony Meadows Elementary School as the 2015 Region 4 Assistant Principal of the Year. Eighth Grade Activities Co-Chair Michelle Phelps and Janet Gardner and committee worked on this event since August of 2014 to make it a success and a fun time for all. Riverstone hires new development manager Riverstone has hired local land specialist June Tang as the community’s new development manager. Tang, who has lived in Houston since age 4, has worked in land development in Houston since 2007, June Tang managing numerous projects for AECOM Technology (formerly Turner Collie & Braden), including those in Cinco Ranch, Bayou Lakes, Cypress Creek Lakes and others. Cullinan Park Conservancy recently awarded Jonathan Day the 2015 Nina Cullinan Outstanding Citizen Award at the organization’s annual meeting at the Park. Day is a former City Attorney of the City of Houston and a senior partner at the law firm of Andrews Kurth. He received this year’s award for his pro bono representation of the Conservancy during three years of negotiations that have now transferred operating authority of Cullinan Park from the City of Houston to the City of Sugar Land. Both the Cities of Sugar Land and Houston approved the inter-local agreement at meetings on May 19 and May 27, respectively, to transfer Cullinan Park to Sugar Land’s ETJ. The agreement also includes criteria for the future annexation, maintenance and operation of the park by Sugar Land. Joseph S. and Lucie H. Cullinan Park at Oyster Creek (aka Cullinan Park) consists of 750 acres, west of Addicks-Howell Road, just north of Sugar Land Regional Airport on Highway 6. The Houston Parks Board purchased the park with funds from the Nina J. Cullinan Estate and The Brown Foundation in partnership with the City of Houston in 1989. Located on the Grand Parkway at West Airport Boulevard, Harvest Green is a 1,300acre master-planned community under development by The Johnson Development Corp., now celebrating its 40th year as one of the nation’s preeminent land developers. “Our Lifestyle Director will play a key role in presenting Harvest Green residents with events and activities including those that tie in to farm-fresh produce,” says Harvest Green General Manager Shay Shafie. Activities such as personalized wellness programs, fun runs and walks will be planned for residents of all ages. Children also can participate in merit badge programs focusing on cooking classes, geocaching, archery, kayaking and camping.
