Increases in sales tax allocations in Fort Bend By Elsa Maxey
L
ocal sales tax allocations reported by Texas Comptroller Susan Combs for May show that growth in sales tax revenue increases are in the telecommunications and services sectors in Texas. Combs said, “Increased business spending in the wholesale trade section also contributed to the latest monthly gain.” That means that there have been 49 consecutive months of growth in sales tax collections statewide, as reported. In May, Combs’ office sent cities, counties, transit systems and special purpose taxing districts their local sales tax allocations amounting to $716 million, which is a 7.1 percent increase as compared to May 2013.
In Fort Bend County, growth change percentages are notable, especially for Fulshear at 27.09 percent for the year-to-date payment comparisons in 2013 and 2014. Kendleton, Arcola and Orchard, small cities in Fort Bend, are showing increased activity adding growing rebate checks to their coffers from the state. There’s a small sliver of Houston in Fort Bend as is the case with Katy, and both cities are included in the city sales and use tax comparison summary (see table). Of special vote, Houston is ranked first and Sugar Land 17th on a listing of the top 20 sales and use tax cities in Texas for this period. Overall of the larger cities in Fort Bend, Sugar Land,

Rebate checks of over a million dollars in May are reported to have gone to Sugar Land, $4,177,215; Stafford, $1,548,304; and Rosenberg, $1,483,347.31. Of special interest relating to taxes, Stafford continues its city operations without assessing a city property tax to homeowners and businesses alike, which helps attract a variety of business enterprises to its city. Stafford eliminated its city property tax in 1995. It operates on revenue received from sales taxes, franchise taxes and user fees in line with those of neighboring communities.

Houston Methodist Sugar Land Hospital honors outstanding nurse with DAISY Award
M
ojgan Tourchi, RN, is Houston Methodist Sugar Land Hospital’s DAISY Award winner, a national honor that recognizes the contributions of extraordinary nurses. Tourchi was chosen based upon nominations from six patients she supported and guided through the postsurgery and physical therapy process. Nominations from her patients describer her to be known for the high degree of passion that she shows to each patient. Tourchi is someone who can put others at ease even during emotional and physically-draining situations. Her lively spirit and commitment to her patients make Tourchi a great representative of the Houston Methodist I CARE values. Recently, a patient underwent surgery at Houston Methodist Sugar Land Hospital after being involved in a car accident. During the recovery process, Tourchi constantly checked to ensure the patient’s understanding of what was happening and offered endless encouragement and motivation. She made sure to root and cheer as the patient successfully walked around the entire sixth floor for the first time after surgery. It is this passion and positivity that Tourchi demonstrates every day that makes her such an asset to Houston Methodist Sugar Land Hospital. “Tourchi embodies the values we strive for,” said Janet Leatherwood, Chief Nursing Officer of Houston Methodist Sugar Land Hospital. “She is a constant example of a nurse who is truly passionate about being a nurse and helping others.” In honor of her DAISY Award selection, Tourchi received a certificate

of appreciation, a DAISY Award pin and a beautiful sculpture titled “A Healer’s Touch,” hand-carved by artists of the Shona tribe in Zimbabwe. Houston Methodist Sugar Land Hospital’s committee selects a DAISY Award winner each quarter. The DAISY Foundation was established by family members in memory of J. Patrick Barnes, who died in 1999 from an auto-immune disease. The care Patrick and his family received from nurses inspired this unique award as a way of thanking nurses for making a profound difference in the lives of their patients and patient families. Today, more than 1,300 hospitals across the

Cane Island Parkway/I-10 Interchange construction gets under way with groundbreaking
B
usiness and political leaders from the West Houston-Katy area recently held a groundbreaking at West 10 Boulevard and Cane Island Parkway to launch construction of the Cane Island Parkway/I-10 Interchange. The interchange is being built to enable new access to I-10 on the west side of Katy. The cost of the construction project is $10 million and results from a partnership between the City of Katy, the Katy Development Authority, the Texas Department of Transportation (TXDOT) and Parkside Capital. The interchange particularly benefits the first two tenants in the West 10 Business Park, Igloo Corporation and the Medline Distribution Center. “Advancing the project has been a collaborative effort between TxDOT and the City of Katy and we are pleased to see this project come to fruition,” said Mike Alford, TxDOT’s Houston District Engineer. “The IH 10/Cane Island interchange project will definitely improve mobility and help economic development in the area.” Alford and several others spoke at the groundbreaking, including Katy Mayor Fabol Hughes. “Cane Island Boulevard will be the gateway to Katy’s development in Waller County over the next several years, and will serve as an integral part of our mobility plan connecting Morton Road from the north and FM 1463 from the south to I-10,” Hughes said. Meanwhile,

Katy Area EDC’s 10th anniversary luncheon celebrates decade of business growth, job creation
O
ver the last 10 years, the Katy area has distinguished itself as one of the fastest-growing and most livable communities in the nation and the Katy Area Economic Development Council’s recent 10th anniversary luncheon highlighted the organization’s role in building the area’s stature as a rising economic and cultural force in the Gulf Coast region. The May 13 luncheon featured a keynote presentation from KBR Vice President Chip Schneider; a 10-year economic development progress review; and a ceremony honoring Texas Representative Bill Callegari for outstanding public service in representing the area’s needs at the state level. Callegari announced his plans to retire from public office in September 2013. “We’ve built a considerable list of accomplishments on which we can reflect,” said Lance LaCour, President and CEO of the Katy Area EDC. “But we’re particularly proud of our role in cultivating regional business partnerships and attracting new residents and businesses

into the community.” Some of the Katy EDC’s most prominent accomplishments over the last 10 years include generating 13,000 new jobs; bringing in about $1.3 billion in capital investment; and having an overall $3.0 billion economic impact on the Katy area. Katy also received top ratings in growth in 2010 and Cinco Ranch recently was rated the top place in the U.S. for livability by AreaVibes, an online agency that compiles livability scores on cities, communities and neighborhoods across the nation. More recent Katy Area EDC successes include GEICO bringing 1,000 jobs by locating its Claims Adjustment Center Office in Katy; companies such as Rooms to Go adding 300,000 sq. ft. to their facility and the Medline Distribution Center adding 500,000 sq. ft. to their facility; Pathfinder Energy Services and Dyna-Drill both recently moving their headquarters and manufacturing to Katy; Weatherford Artificial Lift Systems building their $100 million headquarters and manufacturing facility in Katy; and Igloo Corporation, a top-ranking company in the cooler industry already headquartered in Katy expanding its manufacturing workforce by 250 and opening a new 420,000 sq. ft. distribution facility in the West Ten Business Park in the City of Katy. LaCour also noted that general economic indicators show the Katy area has grown in population from 157,000 in 2003 to 290,000 in 2013, which is nearly an 85 percent increase. Business establishment growth has followed at about an 80 percent increase over 10 years as well, as the Katy area experienced an increase from 5,900 establishments in 2003 to 10,600 establishments in 2014.

Moody, CEO of Parkside Capital noted the time and commitment devoted to the project by all involved. “This project is the result of five years of coordinated efforts by TXDOT, the City of Katy, Katy Development Authority and Parkside Capital. Fort Bend County Precinct 3 Commissioner Andy Meyers said the interchange will solve a rapidly worsening traffic congestion issue. “The Cane Island Parkway/I-10 Interchange will provide a significant amount of relief for the heavily congested 1463 to and from I-10 for residents of Katy and Fort Bend County,” Meyers said. Others who attended the groundbreaking included District 18’s State Sen. Glenn Hegar; Waller County Commissioner Glenn Beckendorff; and Katy Area Economic Development Council President and CEO Lance LaCour. “We’re obviously pleased and proud to get the Parkway/I-10 Interchange construction under way,” LaCour said. “The need for better access to the Katy Freeway (I-10 West) has increased with the area’s fast-growing population and the corresponding rise in traffic. The Katy Area EDC helped advocate funding the interchange and managed the recruitment of the Igloo and Medline projects,” he said. “We’ve been working on development of the West 10 Business Park since 2005, providing due diligence along with technical, marketing, advocacy and incentives assistance.”

Texas Workforce Commission re-funds unemployment insurance bonds
A
s part of its commitment to maintaining a strong business climate in Texas, the Texas Workforce Commission (TWC) continues to find effective strategies to reduce employers’ UI tax costs, while also conservatively managing the state’s Unemployment Compensation (UC) Trust Fund. TWC today announced that it has re-funded $709,785,000 in Unemployment Insurance (UI) bonds the agency issued in 2010. The Texas Public Finance Authority issued these bonds yesterday on behalf of TWC at an estimated interest rate of 0.99 percent based on projected accelerated retirement of all bonds by July 2017. By issuing bonds at a lower interest rate and re-funding previous bonds, TWC estimates a savings to employers of $24,857,885 as a result of this transaction.
“The Texas Workforce Commission is committed to protecting the assets of this state and its employers, and this bond issuance does just that,” said TWC Chairman Andres Alcantar. “The strength of the Texas economy is evidenced by strong, consistent and diverse job growth across businesses calling Texas home.” As of December 31, 2013, the Texas UC Trust Fund balance was approximately $1.4 billion. The TWC bonds issued today received the highest possible credit ratings from all three credit rating agencies including Moody’s, Standard & Poor’s and Fitch. Debt to the Texas UC Trust Fund is paid through the collection of unemployment taxes from Texas employers. The $2.1 billion bond sale in December 2010 was issued to cover a 10-year period. At the time, expected savings to employers was estimated to total approximately $110 million.
“Being a responsible steward of the UC Trust Fund in order to preserve funds for those who have lost their jobs through no fault of their own is one of our highest priorities,” said TWC Commissioner Representing Labor Ronny Congleton. “Our Texas economy has had an excellent track record over the past five years, with job growth in most industries. TWC is ready to help find employment opportunities for all Texans who are looking for work.” “By taking advantage of favorable interest rates for Texas and using an innovative bond sale and re-funding strategy, we estimate savings to employers will be almost $25 million,” said TWC Employer Commissioner Hope Andrade. “This is smart business for our state and for our 490,000 employers that choose to live, work, and run their businesses here. I am proud of our agency staff for working hard to pursue opportunities that benefit the state.”

Mobility leadership key to fast-growing Fort Bend County County officials recently celebrated the opening of overpasses along Segment D of the Grand Parkway, allowing uninterrupted travel between U.S. Hwy 59/Interstate 69 to Interstate 10. This much-anticipated non-stop arterial road is part of a larger series of mobility enhancements serving one of the fastest-growing regions in the United States. Voters in Fort Bend have authorized more than $400 million in road bonds since 2000, resulting in more than 1,624 lane miles constructed, enough to drive from Fort Bend County, Texas to Los Angeles, Calif. In addition to these projects, significant portions of U.S. Hwy 59 in Fort Bend are being upgraded to become Interstate 69, and more than a dozen other road sections are underway or finishing during 2014. Interstate 69, the so-called
NAFTA Super Highway connecting Canada, the U.S. and Mexico, joins rail, air and sea to position Fort Bend as a crucial national and international transportation hub. Most recently, the opening of optional toll overpasses on Segment D of the Grand Parkway means shorter commutes for drivers, with an estimated travel time of 15 minutes using the new toll overpasses. According to county leaders, these enhancements to Segment D will significantly improve mobility and connectivity for communities within and outside of Fort Bend County. “The Grand Parkway has been a fixture in Fort Bend County for nearly two decades and has helped Fort Bend County become one of the fastest-growing parts of Greater Houston,” said Jeff Wiley, president and CEO of the Greater Fort Bend Economic
Fort Bend Education Foundation awards $396,569 to teachers and schools in Fort Bend ISD At its annual Grant Awards presentation held on May 13, the Fort Bend Education Foundation presented a $396,569 check to Fort Bend ISD to fund Grants to Teachers and Schools, Professional Development Grants, New Teacher Grants, and other programs. Since its inception, the Education Foundation has awarded over $4.4 million in grants to FBISD teachers and schools. For the 2014-2015 school year, the Education Foundation awarded 173 grants for $262,706 to support the Grants to Teachers and School program. Additionally, the Foundation awarded 269 New Teacher Grants for $31,315, $30,000 in Professional Development Grants and $70,223 in pass through grants for a total of $396,569 being awarded this year.

Development Council. “The addition of optional toll overpasses, however, enhances commute times, alleviates congestion and improves quality of life for residents and businesses. A modern road system is essential to keeping Fort Bend County a desirable place in which to do business and live.” Texas Department of Transportation (TxDOT), the agency with primacy over all other segments of the Grand Parkway, completed toll lane construction on Segment E, so now drivers can also travel from the Fort Bend segment north to U.S. Hwy 290 with uninterrupted access. When TxDOT’s work is complete, the Grand Parkway will serve as Houston’s “third outer loop,” traveling through seven counties. “The economy is growing quickly in Texas and in Fort Bend County, and expanded roads are a necessary improvement to ease mobility congestion for our residents,” said Fort Bend County Judge Robert Hebert. “We are thankful for the support and hard work of the Grand Parkway Association, Fort Bend Grand Parkway Toll Road Authority, TxDOT and local officials to make this essential project a reality.” In late 2013, Forbes Magazine ranked Fort Bend the No. 5 fastest-growing county in the nation. Additionally, Fort Bend has maintained the highest percentage increase in employment from March 2012-2013, June 2012-2013, and September 20122013 (U.S. Bureau of Labor Statistics). T
he Fort Bend County Office of Emergency Management recently received two awards from the Emergency Management Association of Texas (EMAT): The Community Service Award in conjunction with the Arc of Fort Bend County, and the Excellence in Emergency Management Award in conjunction with the Fort Bend Flood Management Association. The Excellence in Emergency Management award recognizes outstanding state and local emergency management projects, activities and campaigns that further the goals of saving lives and protecting property by mitigating, preparing for, responding to, or recovering from disasters and emergencies in Texas. “Our staff is constantly looking for ways to improve our offerings to our community,” remarked Braun, “These awards really give us affirmation that the hard work has not gone unnoticed. Business owners urged to have disaster plan... just in case By Betsy Dolan

e’re far enough away from the coast.” “It won’t happen to me.” “I don’t need a disaster plan on paper because I will know what to do.” Experts call it “hurricane amnesia”-when a long lag time between hurricanes causes home and business owners to forget the realities of natural disasters and the destruction they can cause. Even though meteorologists are predicting that El Nino could create a slower-thannormal 2014 hurricane season, business

Hurricane Ike in 2008, was just a Category 2 storm but ended up being the third costliest hurricane in U.S. history with $30 billion in damages. “It only takes one”, said Chuck Miccolis, Senior Engineering Manager with the Insurance Institute for Business & Home Safety. “You can’t let predictions for a slow season give you a false sense of security”. Unlike tornadoes or earthquakes which can strike suddenly and without warning, hurricanes can provide business owners some advance notice. But business owners shouldn’t wait for the “cone of uncertainty” to take shape before taking steps to protect what they have built. Protecting the bricks & mortar If you are building a business from the ground up, Miccolis advises taking extreme weather events into consideration both with design plans and in the products you choose. The Texas Department of Insurance Product Evaluation Index has a list of construction products that have been tested to be stronger during extreme weather events. IBHS, whose headquarters are in Tampa, Florida, also has a program called “Fortify
Children’s Art Project for Safety” that helps business owners understand the importance of investing in resiliency rather than in re-building. “You need the roof cover to stay on. You need the windows to stay strong. The building can’t be looked at as individual parts, but rather as a system because when you have a failure in one part of the building during a natural disaster, it affects the entire building”, Miccolis said. For established businesses, Miccolis suggests investing in the roof cover and the edge flashing--where the roof cover meets the wall. Re-inforce windows, large commercial doors and take time to seal any areas where water might come in: around utilities, doors and low-level windows. Keeping the Business Going after Disaster Strikes If you are a small business owner, experts say it is important to have a disaster plan that is regularly reviewed, practiced and modified. The goal should be to get the business up and running as quickly as possible after a natural disaster. “You need to have a game plan for the first 24 hours and then a game plan for the first couple of weeks”, said Gail Moraton, Business Resiliency Manager with IHBS. “The disaster plan needs to be a guide for continuity and provide a gateway for the most critical business functions to still occur despite a loss of power, or flooding or employees not being able to get to work.” One critical step that business owners need to take, according to Moraton, is making sure you will still have access to data after a natural disaster. Make sure that back-ups are performed in a timely manner and that they are stored in a facility that is safe, secure and preferably out of the region. “You have no idea how you will react after a natural disaster”, Moraton said. “Sometimes business owners think they will be able to manage just fine. But the truth is that you just don’t know how you will emotionally react and having a plan gives you solid footing in a chaotic situation”. Ceremony honored young artists and cancer patients

he University of Texas MD Anderson Cancer Center Children’s Art Project (CAP), honored pediatric patients whose artwork will be displayed in upcoming gift collections. This year’s event celebrated patients undergoing treatment at MD Anderson’s Children’s Cancer Hospital who developed artwork for 2014, including those who created designs for the Valentines, Everyday Greetings and Holiday Collections. Each child’s individual artwork will also be on display and the children will each receive medals.
“It’s important for each child to recognize how proud we are of their accomplishments. This is our way of celebrating their talents,” said Shannan Murray, CAP’s executive director. “Patients feel empowered knowing their designs are being made into products which ultimately benefit other kids fighting cancer.” CAP’s mission is to support pediatric patients and their families through the sale of products featuring their artwork. Funds generated allow children to participate in summer camps, in-hospital education programs, field-trips and more. Since its inception, more than $30 million has been raised to fulfill this critical mission.

Crystal Dowd selected by classmates as 2014 Leader of the Year Leadership Fort Bend Graduates 28th Class The Central Fort Bend Chamber’s Leadership Fort Bend program graduated its 28th class at a closing retreat in Galveston. The nine-month program, which is produced by the Chamber staff, volunteer co-Chairs Gilbert Limones, Wes Wittig and Allison Mensik and graduates from the previous year’s class, is designed for those seeking to learn more about their county, foster relationships and to find out what it takes to advance in their careers and community involvement. Leadership Fort Bend was started in 1986 by Jeff Council, Fort Bend County Treasurer, and his wife Ann. UH System Chancellor Renu Khator appoints UH Sugar Land Transition Steering Committee realizing their own vision of becoming the engine of economic and social development for their respective communities. “The work of the Sugar Land Transition Committee will engage with faculty, staff, students, alumni and community leaders in Victoria and Sugar Land,” Khator said. “The process of developing the upcoming transition plan is an opportunity to build something that is bold and unique, and that helps us close the achievement gap in Texas.”

oving from aspiration to transformational action, University of Houston System Chancellor Renu Khator has announced the appointment of a Sugar Land Transition Steering Committee that will define pathways for the transition of the University of Houston-Victoria (UHV) and the UH Sugar Land campus. The committee and work groups, which will include high-profile educators, alumni, community and corporate leaders, and elected officials, will work to fulfill three overarching goals the UH System has established for the transition: • To support UHV’s goal of becoming a destination university • To build a viable branch campus of UH in Sugar Land • To explore an organizational arrangement that meets the UH System’s need to serve its extended communities with speed, innovation and flexibility The transition committee is headed by Dana Rooks, dean of libraries and Elizabeth D. Rockwell Chair at the University of Houston Libraries, who will serve as executive planning director. The structure includes a steering committee, leadership committee and four work groups representing UH Victoria, chaired by Charles Alcorn, director of corporate and foundation relations at UHV; UH Sugar Land, chaired by Robert McPherson, dean of the College of Education at UH; University of Houston, chaired by Earl Smith, interim chief health officer at UH; and the UH System, chaired by William Staples, president of UH-Clear Lake. Richie Hunter, associate vice chancellor/ associate vice president for University marketing and communication, will lead strategic communications. Appointment of the committee follows

recent action by the UH System Board of Regents authorizing UH to expand programs in Sugar Land and relocate a large segment of its College of Technology to the UH Sugar Land campus. The board action came at the recommendation of a UH Sugar Land Task Force report that set in motion plans to make UH the sole UH System institution delivering programs at the Sugar Land Campus. As UH expands programs at Sugar Land, UH-Victoria and UH-Clear Lake will incrementally cease delivery of their courses at the Sugar Land campus. The existing nursing program that UH-Victoria has offered at UH Sugar Land will be transferred to UH and become part of the newly organized UH Health Science Center. “The UH System has a unique opportunity to re-evaluate its overall mission of providing affordable education to as many students as possible,” Khator said. “In the process, it hopes to make the Victoria and Sugar Land locations capable of June 2014 H Fort Bend / Katy Business Journal

Fort Bend’s lead continues as job and population growth standout PERCENT INCREASE IN EMPLOYMENT

A
recently released report shows Fort Bend County leads the nation and all of Texas’ 254 counties in job growth, according to a U.S. Bureau of Labor Statistics (BLS). This is also consistent with its lead role in population growth. Fort Bend is part of the Houston metro area, and as such, population growth shows the largest increase in the nation at a rate of one new resident every 3.8 minutes, cites data from the Greater Houston Partnership. New York and the Dallas-Fort Worth metro areas follow with second and third largest increases, respectively. Census data estimates place Fort Bend on top of

the metro area’s growth rate, 4.2 percent, among counties with 250,000 or more. New population estimates for Fort
Bend County are expected to be released this summer. Last year’s estimate as of July 2013, show Fort Bend’s population at 652,383. That’s 26,512 more over the previous year’s estimate. As for the job growth announcement, data from the BLS for the county employment and wages reported gain is for the third quarter of 2013, which shows a six percent increase over the year compared with the national job growth rate of 1.7 percent. Locally, the largest employment increase was felt in the leisure and hospitality sector. Of special note is that other key economic growth indicators include building permits, home and vehicle sales, and foreign trade. An updated county employment and wages report by the BLS for the fourth quarter of 2013 is scheduled to be released in June.
