H

ouston Methodist Sugar Land Hospital is joining nearly 14 million American cancer survivors in celebrating the 27th annual National Cancer Survivors Day® (NCSD) this year. Also being

recognized are the many family members, friends and health care providers whose contributions to, and support of, the cancer survivors help make the celebration possible.

“Come learn how surviving cancer is more than just living.

It’s an attitude about life and living each day to the fullest,” says

TCEQ announces grants for emission reduction efforts

T

he Texas Commission on Environmental Quality has announced that up to $4.6 million in grants is being made available to eligible individuals and businesses to offset the incremental cost of emissions reductions of air pollutants from facilities and other stationary sources in Texas.

The New Technology Implementation Grant (NTIG) program is part of the Texas Emissions Reduction Plan, and is offered to eligible entities that intend to build, own, and operate new technologies

to reduce emissions from point sources or store electricity related to renewable energy.

The application deadline is Friday, June 27, 2014, 5:00 p.m., CST. There are three NTIG program categories: • Advanced Clean Energy projects involve the use of certain hydrocarbons (coal, natural gas, or petcoke), biomass, solid waste, or derived-hydrogen fuel cells, while meeting minimum emissions reductions requirements.

• New Technology projects reduce emissions of regulated pollutants (such May 2014 H Fort Bend / Katy Business Journal

as criteria pollutants or hazardous air pollutants) from point sources.

• Electricity Storage projects store electrical energy related to renewable energy sources.

The TCEQ has scheduled a grant application workshop to review the grant requirements and the application process.

“National Cancer Survivors Day is a great opportunity for cancer survivors, caregivers, friends and family to come together and affirm the possibility of quality of life after a diagnosis of cancer,” added Clive Shkedy, M.D., radiation oncologist and medical director of Houston Methodist Sugar Land Hospital’s Cancer Center.

A “survivor” is anyone living with a personal history of cancer, according to the National Cancer Survivors Day Foundation. Additionally, the foundation says that more people are surviving cancer than ever before, which can be attributed to advances in

prevention, early detection, treatment and follow-up care. Cancer, however, does come with many challenges, such as hindered access to cancer specialists and promising new treatments, inadequate or no insurance, financial hardships, employment problems and psychological struggles. “Despite these difficulties, cancer survivors can live active, productive lives,” says Shkedy.

Houston Methodist Sugar Land Hospital’s Cancer Center welcomes all local cancer survivors and a guest to join us as we honor the survivors living with a history of cancer.

Fort Bend ISD Juniors explore leadership in the business community

M

embers of FBISD’s Junior Leadership 101 program had the opportunity to explore leadership in the business community as they met with professionals from the Fort Bend Chamber of Commerce, Johnson Development Corporation, Constellation Field, FBISD’s executive team and Alexandre’s Etiquette Advantage.

leadership in the business community. She also provided insight into the business world from a Board Member’s point of view.

The students began their field trip with a visit to the Fort Bend Chamber of Commerce where they met with staff members who explained their roles in business and spoke of the various services the Chamber provides.

Glen Smith, business owner and Chamber volunteer, explained that the Chamber exists to give business owners and leaders a network from which they can support each other. “The Chambers’ success is based on placing value on other people, supporting others and serving others,” said Smith.

During their visit to the former Imperial Sugar Refinery site, the cohorts had the opportunity to visit with Jerry Ulke, Development Manager with The Johnson Development Corporation, who revealed plans for the Imperial Redevelopment Project (a master-planned community project that will feature hike/bike trails, housing units, retail shops, restaurants and more). Ulke also led students on a tour of the char house, three-bay warehouse and silo.

“I am really impressed with the redevelopment of the Imperial Sugar Company that’s taking place,” said Josh Mack of Ridge Point High School. “I’m also glad to know that the developers are keeping the historical value of the factory intact when deciding new construction.”

The students then visited Constellation Field to meet with business leaders of the Sugar Land Skeeters Minor League Baseball Team. Chris Parsons, Group Services Manager, and Kyle Dawson, Senior Director of Community Relations, spoke of the services the organization provides to the community, including educational programs for students, before leading the group on a tour of the facility.

The leadership session ended at the FBISD Administration Building, where students enjoyed lunch, followed by presentations from Steven Bassett, FBISD’s Chief Financial Officer, and Alexandre Wood, Alexandre’s Etiquette Advantage consultant. Bassett explained his role in school business and shared how the district functions with the funding it receives, and how the funding is allocated to support student learning. Wood provided the students with tips on table manners by sharing a few “Do’s” and “Don’ts” of proper etiquette.

I am nominating Jennifer because she is one of the most outstanding citizens in Fort Bend County that I have had the pleasure of meeting. I have known Jennifer for more than a Jennifer Chang decade, and she has never ceased to impress me with her drive, intelligence, and determination to be the best.

Jennifer joined our firm in May 2012 and has been a key player in the growth of Mitchell and Duff, where she has taken a leadership role in hiring, and mentoring young attorneys and law clerks. As a senior associate, Jennifer plays a significant role in Mitchell and Duff’s business litigation and transactional practice.

A graduate of Clements High School, she has a JD from the University of Houston Law Center and an MBA from the University of St. Thomas. Jennifer has an impressive background with experience in varied industries including oil and gas, non-profit management, and real estate. Further, she has worked at major institutions such as the Texas First Court of Appeals, the Texas Railroad Commission and Union Pacific Railroad.

However, Jennifer takes on much more than just practicing law. She is also passionately committed to bringing her considerable organizational know-how and experience to a number of volunteer positions, from being the Secretary of the Fort Bend Republican Party to being a founding member of the Fort Bend Young Lawyers Association, volunteering for the GT Mentorship program at Fort Bend ISD, and served as the only female commissioner on the City of Sugar Land Charter Commission.

Khang BUI Dr. Bui graduated from the University of Texas, in 2010, as a general dentist and has a preceptor ship in dental implantology from the University of Texas in San Antonio. Prior to returning to Fort Bend County, Eric worked for the trial law firm of Abraham, Watkins, Nichols, Sorrels, Agosto, & Friend. Eric is a seventh generation Texan and continues a strong family legacy of entrepreneurship in Fort Bend County. He is a graduate of South Texas College of Law (’07) and Texas Christian University (’04). In addition, she was the captain of the trap and skeet team and a member of Sigma Theta Tau sorority.

Carla graduated from Texas Wesleyan University School of Law in Fort Worth, Texas in 2010. She was on the senior staff of the Law Review, the Dean’s List, and a Dean’s Scholastic Scholarship recipient.

During law school, she studied abroad at the University of Granada in Spain.

Carla later was privileged to work as an intern for Federal District Judge Lynn N. Hughes in Houston.

Carla is a 5th generation Katy, Texas resident where her family runs a rice farm and ranch. In her spare time, she enjoys spending time with family and friends, travelling, hunting, fishing, skeet shooting, and helping out on the ranch.

After high school she was in and out of the restaurant business as she completed her Finance degree at University of Houston – Downtown. Today she is a wife, mother of three boys and co-owner of the Swinging door at Fort Bend Country Club. Michaela has served as the Youth Leader for the Bridge Fellowship for 5 years and is an active member of the Fort Bend Chamber and Leadership Class of 2013. She is a huge supporter of Shopping Small Business and Local and also volunteers with the Rainbow Room. In her free time she enjoys saltwater fishing with her sons and watching them play sports, 2 of them play baseball and 1 enjoys basketball.

John PARK When people discover that I am a teacher and manager at a SAT preparation and school tutoring center in Fort Bend County, they are surprised.

They say that I’m too John Park young and that it’s too early for my life to be decided this way. The truth is, I don’t see myself that way at all.

The most exciting aspect of working in the education field is that the industry is constantly changing. In 2016, CollegeBoard will implement their new SAT while the ACT will implement their computer-based testing in 2015.

In Dulles High School, their recently launched Math and Science Academy has generated a growing number of students who need supplementary help with their corresponding subjects. Because my field is always changing, I don’t see myself only as a teacher or manager.

I am an entrepreneur at Solutions Education who has to continually adapt to meet the ever-changing demand of education.

Jay PATOUT Jay Patout is a Partner at Patout & Shaw, PLLC, a business litigation law firm based in Fort Bend, where he leads the firm’s construction and real estate practice groups.

Jay Patout After finishing his law degree at the top of his class at South Texas College of Law, he worked at one of the premier firms in Houston where he handled a diverse number of domestic and international cases. However, one aspect remained the

same – his desire to become an entrepreneur and interest in the growth, development and community of Fort Bend.

Grace SUK Solutions Education Test Prep Center is a college entrance examination and school subject education provider originally based in Houston.

This past June, we Grace Suk opened another branch in Missouri City and are enjoying extensive success providing help for students all over Fort Bend County, mainly from Dulles and Clements High School.

This past Fall, students who partook in our Summer Intensive SAT Program received exceptionally high scores, including two students who achieved a perfect score of 2400 from their October and November SAT. Cinco Ranch achieves top livability ranking in state and nation

reaVibes, a website rating the livability of cities, zip codes and areas, has rated the Cinco Ranch community in Katy as “No. 1” for livability statewide and nationwide.

Specifically, Cinco Ranch rated a 92 livability score. AreaVibes’ livability scores are based on various metrics for each city, including: amenities, cost of living, crime rates, education, employment, housing and weather. Cinco Ranch scored an “A” or better in all metrics.

“This is great news for the Katy area and further substantiates the fact that Cinco Ranch has a high quality of life and is a great place to live,” said Lance LaCour, President and CEO of the Katy Area Economic Development Council (Katy Area EDC).

One major factor behind Cinco Ranch’s strong livability rating, according to Katy Area EDC research, is the Katy Independent School District, a

nationally-acclaimed school system with several Texas Education Agency (TEA) Exemplary Schools. Also, Katy ISD’s performance on American College Tests (ACTs) and Scholastic Aptitude Tests (SATs) regularly rate above state and national averages.

In addition, AreaVibes noted the income per capita in Cinco Ranch is 128.4 percent greater than the Texas average and 102.9 percent greater than the national average. The median household income in Cinco Ranch is 165.9 percent greater than the Texas average and 151.2 percent greater than the national average. By contrast, Cinco Ranch’s poverty level is 92.8 percent less than the Texas average and 89.6 percent less than the national average.

Meanwhile, Cinco Ranch enjoys a welleducated and growing workforce. Cinco Ranch has a high school graduation rate of 98.5 percent, compared to 73.1 percent overall in Texas, and a 69 percent U.S. high school graduation rate. More than 65.9 percent of Cinco Ranch residents

have earned bachelor’s degrees versus 10.3 percent overall for Texas and 13.9 percent nationwide. Cinco Ranch excels in advanced education demographics with 20.5 percent of residents having master’s degrees compared to 3 percent for Texas and 5.9 percent nationwide. Additionally, employment in Cinco Ranch is expected to grow 24 percent (from 9,214 to 11,493) by 2018.

Foundation ranks Fort Bend 5th healthiest in Texas Annual rankings show where Texas 232 counties do well and have opportunities for improvement

ort Bend County is the fifth healthiest county in Texas, according to the fifth annual County Health Rankings released by the Robert Wood Johnson Foundation (RWJF) and the University of Wisconsin Population Health Institute (UWPHI). The Rankings are available at www. countyhealthrankings.org.

“Fort Bend County is very pleased to see these positive health-related measures.

We know that having a good job, achieving high educational levels, living in a healthy environment and having access to good health care all contribute to healthy outcomes,” said Dr. M. desVignes-Kendrick, Fort Bend County Health & Human Services director. “We in Fort Bend County Health & Human Services will continue to focus on providing a healthy environment for our residents by consistently paying close attention to the attributes that make for a healthy Fort Bend community.

Dr. desVignes-Kendrick continues, “The county health rankings point to the interrelation of factors that improve health outcomes. According to the Rankings, the five healthiest counties in Texas, starting with most healthy, are Presidio, Williamson, Collin, Denton, and Fort Bend. The five counties in the poorest health, starting with least healthy, are San Augustine, Polk, Limestone, Red River, and Brooks.

“The Robert Wood Johnson Foundation’s vision for a culture of health is one where everyone has the opportunity to be healthy,” said Dr. Risa Lavizzo-Mourey, RWJF president and CEO. “The County Health Rankings are a starting point for change, helping communities come together, identify priorities, and create solutions that will help all in our diverse society live healthier lives, now and for generations to come.”

The Rankings provide county-to-county comparisons within a state. Nationally, this year’s Rankings show that people living in the least healthy counties are twice as likely to have shorter lives as people living in the healthiest counties. Unhealthy counties also have twice as many children living in poverty and twice as many teen births as the healthiest counties.

This year’s Rankings also feature several new measures including housing, transportation, and access to mental health providers.

The County Health Rankings is part of the County Health Rankings & Roadmaps.

The program includes the Roadmaps to Health Action Center which provides local leaders with tools, step-by-step guides, and stories to help communities identify and implement solutions that make it easier for people to live healthy lives.

The program also includes the annual RWJF Culture of Health Prize, which celebrates communities that are harnessing the collective power of leaders, partners, and stakeholders to build a culture of health. This year’s Prize winners and the call for 2014-2015 prize applications will be announced in June at the Aspen Ideas Festival, Spotlight: Health.

“The County Health Rankings show us how health is influenced by our everyday surroundings—where we live, learn, work, and play,” said Bridget Catlin, PhD, MHSA, director of the County Health Rankings. “The County Health Rankings often provide the spark for businesses, community planners, policymakers, public health, parents, and others to work together for better health.”

A Big Deal: UH SYSTEM Sugar Land

T

he organizational details of higher education institutions are a bit of a mystery to most of us.

For example, very few people understand the subtleties or distinctions between a self-standing university, branch campus or multi-institution teaching center.

It is perhaps understandable then that little fanfare occurred when the UH System board of regents voted last month to make the University of Houston the exclusive provider of baccalaureate and graduate programs at the Sugar Land campus.

For those of us, however, who have worked to see higher education reach its true potential in our community, this was a watershed moment. For the first time since the original granting of land to the UH System in the 1990s, this campus will have exclusive ownership within UH. As Joe Biden once said, “This is a big …deal.”

By way of background, a self-standing university is what its name implies, a standalone university with its own president, educational leadership (deans), and financial and organizational objectives and mission.

There are four self-standing universities in the UH System, University of Houston, University of Houston - Downtown, University of Houston - Clear Lake, and University of Houston - Victoria.

A branch university is a satellite, or extension, of a self-standing university.

In effect it is one and the same, only detached. Finally, a Multi-Institution Teaching Center (MITC) is a location that offers all self-standing universities the opportunity, but not the requirement, to offer programs. The differences between the first two and third classification are stark and important. In a self-standing university or branch campus, stakeholders have direct university management accountability to a community, in a MITC they don’t.

While the branch campus concept was introduced more than a year ago to Sugar Land, it is the newly voted accountability and ownership that make the difference.

UH leadership has now made clear we are one and the same as the Tier One UH main campus. After a period of transition, gaining a degree at the UH campus in May 2014 H Fort Bend / Katy Business Journal

Sugar Land will be indistinguishable from earning a degree from the main campus.

As a person who has been intimately involved in the effort to bring significant expansion and growth in higher education to Fort Bend County, I believe we will see substantial benefits from this clarification of leadership and designation of ownership.

We will also retain the hybrid nature of the existing partnership with Wharton County Junior College and Houston Community College that provides the first two years of the four-year Tier One degree at substantial discounts. UH programs offered at its Sugar Land campus will become among the most affordable Tier One degrees available in the country.

Our community deserves this attention, accountability and designation.

No community has worked harder or provided more to see expansion and

development in higher education in their community. From the generosity of the George Foundation, Parks Foundation and other private donors, to the synergy and investment by the City of Sugar Land and Fort Bend County, our community has put its money where its mouth is.

Change is never easy, and I am sure this is not the path of least resistance for a university. It requires change to other UH entities offering courses in Sugar Land, particularly UH Victoria. It also involves change for professors teaching courses and students taking courses. To mitigate potential impact, the UH board of regents wisely acknowledged these issues and planned for a transition for all affected parties.

Details remain that community leadership will discuss with UH as the transition occurs, such as: long-term planning and expansion goals; financial dedication of growth experienced on the campus back to the campus; eventual standing as its own self-standing university in the future;

and, partnerships that build a world-class workforce to support one of the strongest local economies in the nation. For starters, however, the retention of nursing programs in the Houston market and the move of the School of Technology to Sugar Land are bold statements about the importance and value UH places on the role of our local campus to make UH Tier One delivery more robust.

We greatly appreciate the increased focus that has been given to our community by the UH board of regents Chairman Jarvis V. Hollingsworth, the entire UH board of regents, and UH Chancellor Renu Khator.

In the past, we scratched our heads about the delivery and follow through of leadership at UH. There were even times when we pondered alternatives. Those times are gone. In this chairman, board of regents and chancellor, we have seen commitments followed through with actions – actions we believe will be richly rewarded by a community that has previously sought a partner, and has now fully embraced one.

SBA improves Small Businesses access to 7(a) and 504 Loan Programs Enhances job creation U.S. small businesses will gain improved access to two major government-guaranteed loan programs once a final rule to that effect issued by the U.S. Small Business Administration becomes effective April 21, 2014.

The SBA recently published a Final Rule on the Federal Register that eliminates or revises several requirements for its two main loan programs, 7(a) and 504. The rule expands eligibility, makes it easier for small businesses to secure SBA-backed financing, and encourages job creation.

“These 504 and 7(a) program enhancements will expand program eligibility and improve access to capital for small businesses.

Improvements in CDC corporate governance oversight enhance program integrity and encourages more local involvement,” said Ann Marie Mehlum, SBA Associate Administrator for the Office of Capital Access.

The changes include, but are not limited to:

• Elimination of the personal resource test which benefits borrowers by adding flexibility in the management of their allocation of personal resources to the small business; • Elimination of the nine-month rule for 504 eligible project expenses which allows businesses a longer timeframe in which to organize and initiate their small business project; • Revised 504 loan program collateral requirements to allow Third Party Lender to take collateral in addition to Project collateral under certain conditions; and • Enhanced CDC corporate governance requirements to ensure more board accountability and to reduce risks to the SBA portfolio.

Fort Bend drivers need to be alert Work Zone signs appear to be posted in any direction you drive in Fort Bend County.

As the population increases, so does the need to be safe. When traveling to and from work and keeping business appointments, be sure to pay attention to signs, other motorists and your speed.

With 84 percent of 2013 work zone fatalities being motorists rather than workers, the Texas Department of Transportation kicks off its Be Safe. Drive Smart campaign. The campaign reminds drivers to slow down, stay alert and obey traffic signs to protect themselves and roadside workers.

“We do everything in our power to make work zones as safe as possible, but ultimately each driver must be responsible for his or her safety and the safety of others,” said John Barton, TxDOT deputy executive director.

“If you don’t give work zones your undivided attention, you could face increased fines and potential injury or death.”

In Texas, there can be more than 2,500 active TxDOT work zones at any given time.

Last year, 17,266 work zone crashes resulted in 3,522 serious injuries and 115 fatalities.

As roadway maintenance and construction efforts continue to address a state population that grows by about 1,000 people per day, drivers should expect to encounter a work zone at any time.

In many work zones, posted signs warn drivers that traffic fines can increase if they disobey posted speed limits and other warning signs. Since 1938, TxDOT has lost 103 employees to a third-party vehicle crash on or near a roadway.

Outside of TxDOT work zones, drivers also are reminded to move over or slow down when approaching work crews, vehicles and other equipment performing maintenance and clean-up along roadways. Failure to do so can result in a fine up to $2,000.

The site sits at the front of RiverPark West master planned community of 1.100 homes and between the Grand Parkway and FM 762. The project, Williams Crossing, will be developed to serve the travelers on the Interstate as well as the surrounding communities by offering shopping, dining, medical and professional services and hospitality.

The property is anchored between 540 luxury multi-family units. Further north on Williams Way sits Hutchinson Elementary, as well as, the Fort Bend County Justice Center with over 1,500 employees and several hundred visitors daily. Sweetgrass, a Del Webb community, will directly connect to Williams Way in the near future. Both Memorial Hermann Healthcare System, one mile to the east, and OakBend Hospital, across the highway, provide medical amenities to the area. Brazos Town Center, a regional commercial development, is situated at the next exit to the west offering retail and entertainment. Williams Crossing will allow

for additional retail, office and medical options with ease of access to the consumers.

partnership that purchased the property. The transaction was financed by NewFirst Bank.

Fort Bend Parkway extension to Sienna Plantation now complete After two years of construction, the extension of the Fort Bend Parkway Toll Road has finally reached Sienna Parkway, thereby providing Sienna Plantation residents with the ease and convenience of toll road access directly from the master-planned community all the way to U.S. Highway 90A, just minutes from the downtown Houston and the Texas Medical Center.

The completed extension of the EZ tagonly Fort Bend Parkway from Highway 6 to Sienna Parkway is expected to reduce drive times from Sienna Plantation to points in

Houston by 10-15 minutes, according to Sienna Plantation General Manager Alvin San Miguel.

“The direct access to major employment corridors provided by the extended Fort Bend Parkway right from Sienna Plantation will be a major selling point as we continue to develop the community,” says San Miguel.

The completion of the extended Fort Bend Parkway Toll Road follows the announcement by The Johnson Development Corp. to develop additional land for the continuation of Sienna Plantation.

Texana breaks ground on new facility

T

exana Center broke ground last week on a new facility that will be home to the Intellectual & Developmental Disability (IDD) Crisis Stabilization Program.

There are an increasing number of patients with a diagnosis of intellectual and developmental disability (i.e., autism, pervasive developmental disorder or mental retardation) who have a co-occurring serious and persistent mental illness and/or a history of challenging and harmful behaviors.

When a behavioral crisis occurs, this complex behavioral health population typically seeks crisis intervention services through the emergency room, psychiatric inpatient system or law enforcement. In these cases, a frequent long term solution

Patients with IDD who have a cooccurring serious persistent mental illness and challenging behavior enter into a cycle of crisis driven care: the patient receives long term supports from a designated inhome caregiver who is unable to manage challenging behaviors; the behaviors result in an acute crisis; the treatment for the crisis is hospitalization or out of home institutional care, which does not involve the caregiver in the treatment plan; the crisis resolves and the patient returns home to the caregiver who still lacks competencies for managing the behaviors. Often the challenging behaviors reoccur and result in an acute crisis; the cycle repeats, and this complex population becomes a frequent user of local public health systems.

implement, and monitor individualized treatment plans for individuals admitted to the program.

Texana Center selected Bass Construction to build the facility for people with IDD who are in crisis with a goal of avoiding placement in the more costly setting of; state supported living centers, emergency rooms, state mental hospitals or county jails. The 4,500 square foot building designed by Albarran Architects LLC will be a four bed respite facility, equipped with two clinical treatment rooms, and offices for therapeutic staff including Behavior Analysts.

The new location will provide ongoing supports to clients and their caregivers to avert crisis and establish stable living environments. The facility will be constructed on the West Campus’ undeveloped property which is owned

by Texana Center and is expected to be complete before the end of the year.

ribbon cutting between Bellaire Blvd. and Westpark Tollway next to the Shops at Bella Terra between Sugar Land and Katy marks the opening of another toll overpass on what is known as Segment D of the Grand Parkway in Fort Bend County.

The event last Friday, Apr. 11 featured a ceremonial stage in front of the overpass, now open to southbound traffic from the Westpark Tollway/FM 1093 to U.S. 59.

Northbound traffic can already travel from U.S. 59 to West Belfort, and a remaining northbound section between Bellaire and the Westpark Tollway is scheduled to open this week. “There are a lot of people who had a hand in making this project come to fruition,” said Fort Bend County Judge Robert Hebert at the ribbon cutting about

the segment’s impending completion.

“A very necessary improvement to traffic flow,” he said, as there will be no traffic lights on the road with the overpasses for EZ tag motorists traveling on the nonstop thoroughfare. This direct connection

between U.S. 59 and IH 10 will relieve traffic on the feeder roads in an area that continues to expand commercially and residentially.

Managed by Fort Bend County through the Fort Bend Toll Road Authority, the improvements to Segment D with the nine new overpasses, bridges and seven toll locations include about 18 miles of new main lane pavement costing $2.45 to drive on the entire tolled section one-way and less for traveling on sections of the road. Access to motorists on roads without tolls, however, remains in the same area as a free option with traffic lights at some locations, just as feeder roads operate.

As it continues to improve traffic mobility, Fort Bend County is reportedly working on designs on another segment of the Grand Parkway to connect U.S. 59 in Sugar Land to Highway 288 for an eventual hook up to the Fort Bend Parkway in Missouri City. Visit this story online for event photos.

McMahan, MSW, as Grant Officer, effective April 1, 2014. Non-profit teams up with City to meet “green” needs in community

hen Paul Wierzbicki and his wife Angie arrived in Missouri City in 2009, they noticed that the community didn’t have an organization working on conservation issues like other Houston suburbs did.

Paul, in his new job as an arborist with Missouri City, also realized that limited city resources would make it difficult to build the sort of program that could make a real difference.

That’s when Angie stepped in.

“She had worked in the parks and rec department in Pearland and saw the power that a non-profit could bring to the city,” said Paul. “She wrote a press release, organized a meeting and a handful of people showed up.”

That was in 2010. Four years later, Missouri City Green, now with 501c3 status and a Keep Texas Beautiful affiliation, a has a core group of volunteers who organize eco-friendly events for the community. An electronics recycling event in January filled a 27-foot truck to capacity in just 90-minutes.

“It was wonderful to see all of the cell phones, big television sets and old computers that won’t be going to our landfills”, said Diana Giltner, who volunteers with Missouri City Green and who also sits on Missouri City’s Parks Board.

Volunteers have planted native flowers outside of municipal buildings, planted trees along the Edible Arbor Trail and Buffalo Run Park and recently hosted a city-wide trash off where over 200 bags of trash were collected in just a few hours. A backyard composting program is in the works as is another electronics recycling event June 14.

that exists with the City and allows for beautification and “green” living initiatives without increasing taxes or decreasing other services.

“It would take the City weeks to do what the volunteers with Missouri City Green can do in just a few hours,” Wierzbicki said. “We provide some logistical support and marketing but the events are really their doing.”

Wierzbicki cites the community garage sale as an example of how a non-profit organization like Missouri City Green, can keep a popular event going even after the City steps away because of budget constraints. The community garage sale is now organized by Missouri City Green and serves as one of their primary fund raisers.

“We’re not trying to force conservation down anyone’s throat”, said Giltner. “But through our events, we are showing the community that even one person can make a difference and it can change the way they think about conservation in their every day life.”

he yearly obligation to the IRS for most people in Fort Bend and probably across the nation has probably been met for the latest tax filing year for those working and earning income. Given the amount of federal spending, the deficit and debt on the books, of particular interest is the suggestion that tax time should be close to election time – i.e. moving the tax filing deadline from April 15th to November, and there’s a bill that’s been introduced in Congress towards that end. The intention behind it is to help people realize what their taxes are paying for and that could even encourage more of them to vote, maybe even differently.

The tax filing deadline, April 15th and Election Day in November are over a half year apart, and by the time people vote, according to those pushing the tax filing date change, they say taxpayers probably do not remember how much they paid in taxes in order to make more deliberate voting decisions about their concurrence or otherwise about how their money was spent.

Locally, Fort Bend taxes are due at the end of each calendar year. Elections at the city government level are held mostly in May and some of them, like for county positions, take place in November, unless some kind of special election is called.

The local elections are nonpartisan, which means the candidates do not appear on the ballot aligned with a political party. But with some effort, the candidate’s party affiliation may be made known. In Fort Bend, there’s hasn’t been any known

talk about linking the local, nonpartisan elections to the calendar year tax filing deadlines, although the topic comes up every now and then about the May elections being held in November. For now, the elections and tax payment dates are set in stone both at the federal and local levels and if warranted, that proverbial stone could be broken up in the future.

With so many impending elections, it’s a good time to take a look at where your tax dollars are being spent. Your elected officials are acting on your behalf, and if you’re in agreement with their action, then all is well. If not, take notice.

On Whitehouse.gov, taxpayers are given an opportunity to view what is called “Your 2013 Federal Taxpayer Receipt.” With some information entries, a breakdown will show how an individual’s tax dollars are spent in areas like education, health care and other areas of expenditures.

In light of how much taxpayers collectively pay for public services, they should be able to influence how their government spends their money. The following pie charts are for some selected local governments and they are intended to keep taxpayers in the know as the approved budgets corresponding to all of them are posted online. Here’s a brief look.

This chart indicates that the largest percentage of the budget funds the Public Safety departments in the County in which the Sheriff’s Department accounts for $62,413,572 the $71,751,843 allocated to the Public Safety departments. The second largest activity is General Administration with a $45 million dollar budget. In the 2014 budget $3.7 million dollars was allocated for Capital Improvement Projects.

The city with no property tax, Stafford eliminated its property tax in 1995 for both residents and businesses. As reported, its operations are supported by revenues from sales taxes, franchise taxes and user fees that are in line with or lower than those of neighboring communities. The Freeport tax exemption, initiated by the City, complements Stafford’s zero property tax rate, which helps attract many companies to the city.
