We were fortunate to have the opportunity to spotlight Jacquie Baly, a mother, business owner, television personality and much more. Baly, a longtime Sugar Land resident and former UH Downtown professor, told us that she’s glad to see that there are many more opportunities for women today than when she entered the workforce in the early 1990s. We hope you’ll take some time and read her inspiring story of hard work, determination and success. You can’t speak about those three qualities without mentioning the late, great Bev Carter, to whom we dedicate this month’s Business Journal. Carter fought Breast Cancer with the same amount of strength and zeal that she put into penning her legendary columns. When is a good time to find a financial advisor?

M

ost people truly don’t know how to judge when a good time is to find a financial advisor, and more importantly, one who shares the same values. I am apprehensive that some of you may read my articles and wonder if I can help and if you share many similarities with families that I help everyday. Our clients’ greatest concern is running out of money in retirement. Whether they are retired or planning to retire, most of our clients are also concerned about the direction of the market and generating sufficient income in retirement. About half of them are retired and the other half will retire within the next 10 years. We help children and grandchildren of our clients because our commitment is not just to our clients, but their family members as well. We are always taking new clients. Public charter school gains foothold in the county By Michael Sudhalter msudhalter@fortbendstar.com

W

ith 233 students and a brand new campus, KIPP Public Charter Schools hopes to make an impact with its first foray into Fort Bend County. KIPP Unity Primary and KIPP West Academy Middle School opened last month at 8500 Hwy. 6 South, just south of the Harris County line. “I chose to live in Fort Bend because there are good schools, and it’s a good community – KIPP is a new option for the community,” said KIPP West Academy school leader (principal) Steve Khadam-Hir, who lives in the Fort Bend part of Katy. “We’re seeing what KIPP brings into a brand new community.” KIPP stands for Knowledge Is Power Program, and it started as a program within a Houston school in 1994. A year later, KIPP set up its first campus in Houston. They’ve since expanded to 24 campuses around Greater Houston that serve 12,500 students, and several campuses spread across 21 American cities. KIPP receives 90 percent of its funding from state and local governments, and they fundraise for the remaining 10 percent. Although Fort Bend already has various charter schools, this is their first experience with KIPP, which usually sets up campuses in underserved communities. Most of their students would have otherwise attended schools in Fort Bend ISD or Alief ISD. Priority in the lottery is given to students from the surrounding neighborhoods, but others travel from Sugar Land or as far away as 40 minutes away in eastern Fort Bend County. Parents apply for the school in a lottery for their children to be accepted. Upon acceptance, school officials visit each new student at their home. At that point, the school officials, the parents and the student sign a contract with a “Commitment to Excellence.” The new KIPP campuses currently house Kindergartners and fifth graders, but they’ll add a grade each year until the primary school has Pre-K through 4 and the middle school has grades 5 through 8. At that point, the campus will have approximately 1,200 students – a little smaller

than some Fort Bend ISD high school campuses. Upon graduation of eighth grade, the KIPP students will have the option of attending a KIPP Houston High School, near Bissonett and Beltway 8. KIPP officials have said there are no plans to expand farther into Fort Bend County, but that could change if demand exists. “Once a community sees what KIPP is, wait lists grow and as wait lists grow, we decide where to open next,” Khadam-Hir said. ‘A CAMPUS AND A CULTURE’ KIPP is a distinct culture where principals are called school leaders, and students are “KIPPsters.” October 2015 H Fort Bend / Katy Business Journal

Summer school involves raising high expectations through “KIPPnitizing.” There are motivational programs, such as LEAD, which encourages the students to ‘Love, Explore, Achieve and Dream’, and parents who pick up their kids see a sign every day that asks, “Parents, what are you going to children to your children, tonight?’ The students wear uniforms to “look professional”, and they celebrate their diversity of speaking 11 different languages, with a large map of seven continents on the wall. The school day lasts from 7:25 a.m. to 4:15 p.m., except for Fridays when school is dismissed at 3 p.m. Everything in the KIPP culture evolves around encouraging students to attend, and to graduate from college. “If you talk to our Kindergarten students, they’ll tell you that they’re going to college in the year 2028,” said Kaleena Rosenbauer, the Primary School’s School Leader. The emphasis on college is so strong that the school has a banner for the Class of 2035, even though the students from that class aren’t even yet a twinkle in their parents’ eyes. “College opens doors and it allows you to be what you want to be when you grow up,” Rosenbauer said. Quick questions before terminating an employee disciplined? Generally, a termination is more defensible if the employee has been counseled before about the same issue and has not improved. • Are the employer’s reasons objective? Discrimination lawsuits generally argue that the employer’s reasons for the decision are petty or simply not true. If the reason for the termination is objectively verifiable, the termination will be more defensible. • Is the decision fair? A termination is more likely to be challenged if the employer’s reasons don’t seem fair or morally right. • Have legal counsel been consulted? A good way to avoid discrimination lawsuits is to seek counsel from an experienced employment attorney. By asking these questions before a termination, employers will be better prepared to defend their decisions in the face of legal challenges. eciding to terminate an employee can be the most difficult and important decision an employer has to make. Most employers try to be fair about it, but many are simply unprepared to defend against allegations of discrimination. Here are some quick questions employers should consider beforehand to ensure their termination decisions are defensible. • Are the employer’s reasons documented? In litigation, paper often speaks louder than witness testimony. An employer’s reason is more believable if documents corroborate the employer’s reason for terminating. • Is the policy at issue enforced consistently? If the termination is based on a policy violation, the termination will be more defensible if the employer has consistently enforced the policy. • Has the employee been progressively

ew Strength Pilates owner Beth Posa enjoys teaching Pilates, so clients can find a way to live healthier, more comfortable lives. On Sept. 26, the Missouri City resident will celebrate three years in the Township Square location, 3334 FM 1092, Suite 405. As her Pilates Studio continues to attract more clients, Posa has kept her commitment to Community Service. On Saturday, Oct. 3, she’ll host a free class, from noon to 1 p.m., for Breast Cancer Survivors. The name of the class is “Melt Into Recovery”, and she’ll coordinate the program with Dr. Kelly Dempsey from Houston Methodist Sugar Land Hospital. Ninety percent of KIPP graduates attend college, as a college acceptance letter is a requirement to graduate from a KIPP high school. But only 51 percent of them graduate, and that’s something KIPP officials are working on. It is considerably higher than the schools in the surrounding area, but not nearly high enough for KIPP’s lofty standards. KIPP employs counselors, who stay in touch with students after they graduate high school to ensure and encourage academic progress in college. “The ultimate measure of success is if they’re finishing college,” said KIPP Marketing Manager Lupita Talley, one of KIPP’s original students and a graduate of Trinity University in San Antonio.

A survivor of the 1993 World Trade Center bombing, Posa has dealt with lung problems over the years. Pilates helped her out a great deal, and she opened a Pilates studio inside a gym that is now the Star Cinema Grill on Hwy. 6. After that, she headed to another location on Dulles & Lexington. Today, Posa has the rare distinction of being a Pilates instructor and a trainer of instructors. Only about 300 individuals nationally fit into that category. “Pilates is all about alignment—can your body move pain free?” Posa said. “The depth of it is incredible.It stabilizes joints and works with a focus of core strength. We work with different populations and individualize each workout for their special needs and goals. You may see fitness trends come and go, but Pilates has staying power. We have very friendly staff and clients. People invite their friends who refer others through word of mouth.”

Jajoo announces bid for 2016 Mayoral election By Subhrata Barot For The Star

ugar Land District 4 City Councilmember Harish Jajoo formally announced his candidacy for the 2016 Sugar Land mayoral election. Jajoo, a fiscal conservative who’s lived in Sugar Land for the past 30 years, is the first South Asian-American to run for Mayor in Sugar Land. “It has been my honor and privilege to serve on city council and I want to continue serving the residents of Sugar Land as Mayor of our great city,” he said. Jajoo’s primary goals, both as current councilman and potential mayor include providing a superior quality of life for current and future residents, providing and maintaining excellent public safety standards, furthering economic growth and development and giving the best monetary value to Sugar Land’s taxpayers. He added that as mayor, he would also look to create and maintain an efficient road and traffic system. “Mobility continues to be a major issue, and I am committed to using every tool at our disposal to get people and traffic moving across our city.” At present, Jajoo serves on a variety of

arm-to-Table restaurants are opening all over the country, and experts are predicting that the new emphasis on establishments that serve fresh, organic food will be more than just a trend. Off The Vine Bistro, located at 2865 Dulles Ave. in Missouri City — became the first Farm-To-Table restaurant in Fort Bend County when it opened last month. “Sometimes you need to go back to basics,” said Off The Vine owner Namita Asthana, a longtime Sugar Land resident. “We are cooking food from scratch with locally sourced and produced foods.

Fresh King Salmon is flown in daily from Seattle, and it arrives at Off The Vine shortly after it lands at the airport. The Tomato Soup doesn’t come out of a can. Instead, it’s stewed for six hours with fresh tomatoes. The new restaurant will serve lunch, dinner, coffee, Craft Beers and wine. They’ll be open 11 a.m.-9 p.m., Tuesday through Thursday, and 11 a.m.-10 p.m. on Fridays and Saturdays. It won’t be open on Sundays and Mondays, in order to give the nine-member staff some well-deserved rest. Asthana is an experienced caterer who set up the menu based on what many of her customers enjoy during their events. She first entered the fresh food business with a line of sauces, Simmer Sauce, that she marketed at the Sugar Land Farmers Market. She now sells them online and at Off The Vine. “I created the sauces to make my life easier, in dealing with food allergies,” Asthana said. She then took an interest in fresh food as a way of living healthier and avoiding food allergies. “People will realize the value of fresh food — it is non-GMO, healthier food,” Asthana said. Asthana started working on the property in June and finished the design in late August. “We wanted something clean and minimalistic,” Asthana said of the 50-seat bistro, which previously housed a pizza parlor and a Cajun restaurant. Asthana has a cooking staff of several individuals who are cooks in their own right. They’re always experimenting with new creative recipes, and they all have an area in which they excel.

Friends find business success through promises kept

D

o what you promise. It seems like a simple enough concept. For long-time friends and business partners, Frank Comstive and Bob McQueen, it is a principle that launched and has sustained Richmondbased Integrated Pest Management, Inc. for over 30 years. When Comstive and McQueen first teamed up it was as a temporary sales team for a pest control company. Their enthusiasm and natural ability to connect with potential customers proved to be a winning combination. In good faith they successfully established new business relationships and sold the company’s services. However, they soon learned that their employer could not fulfill the promises he had made to them or the new customers. It was then that the pair had the vision and determination to turn a bad situation into an entrepreneurial opportunity. They not only chose to service those new customers themselves, but ultimately took ownership of the business in exchange for commissions owed. There was no shortage of challenges for the new partners. At a time when the failing local economy of 1984 saw countless business closings and unprecedented foreclosures they powered through that first year in business. Even with an annual income that barely reached $10,000 they strongly believed their most pressing issue was their lack of industry knowledge. McQueen said that from the very beginning they understood that educating themselves was vital to their survival as a company. They sought out experts working in entomology, scholars at

Texas A & M and professional trade associations such as the Greater Houston Pest Control Association. “With that knowledge in hand, we saw an opportunity to provide a common sense approach to pest control problems. By understanding the biology and behavior of the insects we were trying to control we realized that chemicals alone are not the best answer to solving pest problems,” he added. They became involved in the National Pest Management Association, the Texas Pest Control Association, and the Greater Houston Pest Control Association. McQueen went on to serve as president of both the local and state associations. They found encouragement, a willingness to share knowledge and enduring friendships through those professional associations. Today that eagerness to share knowledge can be seen in each customer interaction. It is a philosophy instilled in each employee. The partnership and the friendship between

Comstive and McQueen have endured many hardships over the years. Through it all they consider each other, and their staff members, family. Well, some of them actually are family. Austin High School graduate spreads awareness of Project Graduation while seeking community support Austin High School graduate Jamie Chapman (Class of 2009) recently returned to his alma mater to speak to approximately 300 students and parents about the significance of Project Graduation (ProGrad). The all-night, lock-in celebration was created by Mothers Against Drunk Drivers (M.A.D.D.) to provide graduating high school seniors with a supervised, drug and alcohol free celebration at the end of the school year. To help people understand why the program is needed and the consequences of drunk driving, Chapman shared a personal story of how he drove while under the influence of alcohol. He crashed into a tree after loosing control of his vehicle, which was traveling at a high speed of 80 miles per hour. Surprisingly Chapman suffered no broken bones or internal injuries. He did; however, suffer severe brain trauma, and currently relies on his mother for support in accompanying him to therapy sessions and helping him relearn skills we take for granted. Chapman’s personal story serves as a reminder to youth of the dangers of drunk driving and underage drinking. During ProGrad, graduating seniors spend an entire evening on their high school

La Cocina Mexican Restaurant and Catering presents more than $41,000 to Fort Bend Seniors Meals on Wheels La Cocina Mexican Restaurant and Catering presented a check to Fort Bend Seniors Meals on Wheels (FBS) for $41,775.81, as a result of their annual Cinco de Mayo fundraiser. This May, La Cocina celebrated 10 years of hosting the fundraiser, benefiting FBS, with cumulative contributions totaling to more than $260,000. “We are overwhelmed with gratitude by the support and dedication shown by Andres and Rachel Novoa and the La Cocina staff and volunteers. Explorer Post re-opens; contributions needed The Fort Bend County Sheriff’s Office has re-opened its Explorer Post No. 2121. The primary objective of the Law Enforcement Explorer Program is to work with participants between the ages of 14 and 21 to further the Explorers’ education of law enforcement, encourage the Explorers’ participation in a rewarding and productive activity and prepare Explorers for future roles as potential leaders in the community. Organizers are seeking financial help from area community benefactors through contributions to help pay dues, supply uniforms and equipment and to enroll the Explorers in law enforcement competitions. These competitions allow the Explorers to utilize the knowledge they have obtained from certified law enforcement officers through various law enforcement-related scenarios. Along with competitions, this program also gets the members involved with the community. The Sheriff’s Office goal is to have the Explorers to become active members and participants in community events in Fort Bend County. acquie Baly represents the epitome of the American success story. The Sugar Land resident is a mother, entrepreneur, business owner, television personality, volunteer, former (and possibly, future) politician, professor and city planner. Most Sugar Land residents remember Baly as a city council member from 200812, but she also worked as the head of the city’s Planning Department well before that. “My career always comes full circle,” Baly said. As head of the Planning Department, Baly worked with then-Mayor Dean Hrbacek to plan Sugar Land Town Square, which is now a bustling, mixeduse development. “I really liked planning, because you have a direct positive impact on how people live,” Baly said. “The decisions you make won’t affect people for 5-to-10 years. When I go there now, it’s nice to see everyone having a good time and enjoying Town Square.” Baly’s story started in St. Croix, U.S. Virgin Islands. She left the beach paradise in the 1970s at age 7 when her father accepted a job with Brown & Root in Houston. Baly went on to graduate 13th out of 700 students at Lee High in Baytown to earn a full academic scholarship to the

University of Houston. She graduated from UH in 1990 with a Bachelor’s Degree in Political Science and went on to earn a Master’s Degree in City Planning. When Baly made her foray into City Planning, Baly was one of the few women in that field, and many of her friends questioned the move. But today, she said it’s common, and she’s glad that she helped break the glass ceiling for women in that field. In 1999, she started Baly Projects LLC, and she considers herself fortunate to use both her Political Science and City Planning degrees on a daily basis. Seventy percent of her work involves helping corporations, contractors, architects and developers connect with

governmental entities, while the other 30 percent is made up of crafting message and communications for local politicians. “I enjoy my job because no two days are the same,” Baly said. Baly is a co-host of FOX 26 KRIV’s The RoundUp — another endeavor she enjoys — from 6-8 a.m. each Sunday. “I love it,” Baly said. “Are you kidding me? You pay me to talk about politics? Game on. I’m there.” In order to appear on the show, Baly wakes up at 4 a.m. and must be in the Houston studio by 5 a.m. “I’m so used to it, that I wake up without the alarm,” Baly said.

She doesn’t mind the early start, because after the show, she heads over to Second Baptist Church for the 9:30 a.m. service. Faith has always been an important part of Baly’s life, and she considers herself fortunate to listen and learn from the teachings of Second Baptist Pastor Dr. Ed Young. Baly’s faith and dedication to service calls her to volunteer, and she serves with the National Association of Women Business Owners and is a former board member for the Fort Bend Education Foundation. “Texas is No. 2 for women-owned businesses, but Texas Gov. Greg Abbott wants to make it No. 1,” Baly said. For about a decade, Baly taught college courses in Urban Politics, Public Policy and Women in Politics at UH-Downtown. “Even though I was the professor, I learned so much from my students,” Baly said. She may not be teaching anymore, but Baly is still involved in higher education. Gov. Abbott recently appointed Baly to one of nine seats for the University Research Initiative Advisory Board. Their first meeting takes place this month. “Research builds the credibility if you’re going to be a top-tier university,” Baly said. Earlier in her career, Baly served as the Vice President of the Chamber of Commerce for the Greater Houston Partnership and served on the Transportation Policy Council of the

Houston-Galveston Area Council. Baly has called Sugar Land home since 1994 and resides in the Crescent Lakes neighborhood with her sons, and considers her role as mother, before any of the numerous roles. “I like the fact that even though we’re a thriving city, I feel the comfort and security of a small town,” Baly said. “The people here know each other and look out for each other.” These days, Baly is excited that one of her longtime friends, U.S. Senator Ted Cruz (R-Texas) is a serious candidate for the President of the United States. They are such good friends that Baly has

Cruz on speed dial, and she also considers his wife, Heidi, a close friend. Baly and Cruz share the common background as Republicans from political conservative families who moved to the U.S. mainland from the Caribbean. “He’s smart and charming and no one will outwork him,” Baly said. “No one that knew Ted years ago is surprised with what he’s doing.” With everything going on in her life, Baly rarely has any free time. When she does, she uses it constructively. “I’m preparing during free time,” Baly said. “It’s either that or I’d be watching television. I’d rather be productive.”

Missouri City dentist nominated for Texas new Dentist of the Year Award Dr. Dwight D. Peccora of Missouri City, Texas has been nominated by the Greater Houston Dental Society for the Texas Academy of General Dentistry’s (TAGD) Texas New Dentist of the Year Award. It is considered the most prestigious honor a Texas dentist can earn. Dr. Peccora is one of only 11 dentists nominated for this year’s award. He and the other nominees will be honored at Texas Academy Awards Pre-Party Friday, September 25, during TAGD’s annual Lone Star Dental Conference in Austin. Each nominee will be recognized and will receive an engraved plaque. The Pre-Party will conclude with the announcement of the 2015 Texas New Dentist of the Year and the presentation of the plaque to the winner. Dr. Peccora is a 2010 graduate of the University of Texas Health Science Center in Houston. He is a member of the Texas Academy of General Dentistry and the Texas Dental Association. He is also a member of the Greater Houston Dental Association where he serves on the Legislative Action Committee. Besides dentistry, Dr. Peccora is very active in his community. He is a volunteer for the American Cancer Society Couture for the Cause, a Partner of the Board for

the Fort Bend Chamber of Commerce, and a member of the Fort Bend Chamber Young Professionals. Kids4Kids – Austin Angels hold clothing drive for Shared Dreams While “back to school” drives usually focus on school supplies for kids, the Austin Angels (dance team at Stephen F. Austin High School) held their 1st Annual Back to School Clothing Drive to address the fact that some students do not have “new” clothing to wear to school. The clothing drive was done in conjunction with Shared Dreams. The Shared Dream program provides students in need with clothes and basic supplies so they can feel better about themselves. In turn, they are better able to focus on school work and being kids. Shared Dreams helps over 4000 FBISD students each year. Since Shared Dreams is run completely on donations, they were extremely appreciative of this donation- over 20 bags of clothing. Xavier Herrera elected Stafford Planning and Zoning Commission Chair By Burt Levine Mayor Leonard Scarcella re-appointed Xavier Herrera to the City of Stafford’s Planning and Zoning Commission early this month and he was then confirmed by city council with a unanimous vote of 7-0. The following week Herrera was elected by his fellow commissioners to serve as Commission Chair. “I’m hononred and humbled by the confidence placed upon me by the Mayor, City Council and my fellow Planning and Zoning Commissioners. This is an important body in increasingly diveserse and fast growing Stafford,” Herrera said. “I look forward to working with my P&Z, Mayor Scarcella and the city council on Planning and Zoning issues important in our working to continue to grow this city while mainitaining its small town Texas charm,” he Herrera is currently serving his third term on the Planning and Zoning Commission. Herrera recently served as Vice-Chair of the Planning and Zoning Commission. He also serves as a member of Stafford’s Comprehensive Plan Advisory Committee (CPAC) and was recently elected to the Stafford Municipal School Dis-

trict’s Board of Trustee’s. Professionally, Herrera has served as an aide to a series of Houston and Harris County officials at the highest levels where he has received numerous recognitions for meritorious serXavier Herrera vice. Rep. Rick Miller Honors Fallen, presents Flag at Remembrance Ceremony Texas Rep. Rick Miller (R-Sugar Land) honored the fallen from 9/11/2011 at a ceremony and luncheon at the American Legion post 942 hall in Sugar Land on Friday, Sept. 11, 2015. Other dignitaries were present to honor the deceased as well, including Sugar Land fire chief Juan Adame and Sugar Land city councilman Steve Porter, along with many members from the Legion post. “Today is a very special day in the history of our country, 9/11 of 2001”, said Miller, addressing those gathered. “So many Americans lost their lives…, nearly 3,000, more than the number of lives lost at Pearl Harbor.” Miller was referring to those who died in the collapse of the twin towers in New York City, in the crash of American Airlines flight 77 into the Pentagon, and the crash of United Airlines flight 93 in Pennsylvania

on that same date. Miller, who is also a retired Navy pilot, revealed in his remarks that a friend of his was a passenger on the Pentagon flight, dying in the crash into the Pentagon that day.

At the conclusion of his remarks, Miller presented an American flag that had flown over the Texas Capitol to Jimmy Zamora, commander of post 942, who accepted it on behalf of the post, and in remembrance of the dead and injured. The occasion was also the 60th anniversary of Legion Post 942 in Sugar Land, and was a celebration of the post’s support to veterans in the community, to American youth, and to patriotism. The American Legion is a nonpartisan, not-for-profit organization maintained by its grassroots involvement in American life. Legionnaires’ obligation to the community, state and nation provides an honest voice for veterans in Washington. The American Legion stands behind the issues most important to the nation’s veterans’ community and provides loving support to fellow Americans.

Kempner graduate performs in NYC theater production By Subhrata Barot For The Star Sugar Land native and recent Kempner High graduate Jake Brinks was accepted to the National Theatre for Student Artists (NTSA) this past summer. The NTSA recruits high school seniors across the United States to professionally perform a play and equips them with the resources and training necessary to create professional theater. NTSA opens up opportunities in all levels of production including acting, direction, design and playwriting. Brinks played Jack in “Expedition” at the Fourth Street Theatre in New York City with students from around the nation. The show ran Thursday, July 23 through Saturday, July 25 and all four of NTSA’s performances were sold out. “Being a part of NTSA was really cool,” Brinks said. “It is a great organization and I’m proud to say that I have been a part of

it.” Brinks’ foray into acting started in middle school. He originally wanted to be a musician. Eventually, he found acting to be his passion moved forward with the craft throughout middle school and into high school. “It never occurred to me that I could act for a career until my sophomore year of

high school,” he said. “My theater directors showed me that it was possible.” Passion and dedication toward his craft gave him the opportunity to perform with NTSA and preparing for the shows was challenging. “We had a week and a half to rehearse and prepare, find motivation and learn things about our characters” Brinks said. “With any other performance, we would have had at least four weeks to prepare.” Brinks is starting his freshman year at the University of Texas at Austin in the Department of Theatre and Dance. He plans to audition for Pride and Prejudice as well as the school’s main stage performance of Shakespeare’s Twelfth Night. “The most exciting part about this is that there’s just so much freedom to do theater in college,” he said. “There are so many student organizations – if they want to do a play, they do a play.”
