s a national leader, we know concrete pours occur daily. Home construction sites are popping up in all areas of our county. The purpose is to accommodate the flood of newcomers who are coming for jobs. Grocers are opening new stores, hospital services are expanding, and a variety of personal and business service providers are meeting the growing number of needs an expanding economy invites. Home sales are strong and cities and the county are charting how to expand critical infrastructure necessary to keep resident taxpayers happy and on the move. Falcon Landing Boulevard and Gaston Road are open. This Mobility Bond project included extending Falcon Landing 2.5 miles and upgrading Gaston Road to a concrete four lane curb and gutter with median. Work continues on the Grand Parkway and other prioritized improvements, such as I-69, Spur 10, Golfview, and US 59 at FM 762, are on the calendar. That’s so we can arrive at the H-E-B coming to Fulshear, the new Costco at Katy, and an Aldi in Rosenberg. Innovation took over when five regional businesses put their minds to developing and marketing a new laundry detergent called Bravo Plus. To be distributed throughout Texas by H-E-B, the process will also create more clean jobs in Fort Bend. One of the calling cards for Fort Bend

County is year round golf. This month Quail Valley Golf Course & City Centre is our cover feature. We have highlighted the spacious rooms, dining capabilities, and of course - get ready to swing - its golf course. Two items our county does not lack are green turfs and country clubs to enhance our neighborhoods and communities. Another excellent commodity is banks. Bank with ease daily. Fluor Foundation donates $30,000 to LEAF science and math programs

he Fluor Foundation donated $30,000 to the Lamar Educational Awards Foundation to underwrite science, technology engineering and math (STEM) programs and to host eight science workshops presented by Houston Museum of Natural Science. “At Fluor, we believe STEM education is a foundational component of success in the 21st century and creates a pipeline for future innovators that will move our nation forward,” said Dan Spinks, VP and General Manager, Houston office in Sugar Land. “That is one of the reasons why STEM education is so important to Fluor, and we are pleased to partner with L.E.A.F. in its efforts to increase STEM initiatives throughout Lamar CISD.” Fluor Corporation is one of the largest publicly-owned engineering, procurement, construction and maintenance services companies in the world. “We are thrilled that Fluor is committed to supporting the students of Lamar CISD,” said Janice Knight, executive director for L.E.A.F. Fort Bend County fights to keep transit dollars

n June of 2005, Fort Bend County officially formed a Public Transportation Department to provide residents with safe and efficient public transportation services. With the creation of the Transportation Department, County residents are able to enjoy bus service by appointment to any location in the County for a minimal cost. Fort Bend County Transportation Department also offers three express fixedroute commuter services to Greenway, Galleria/Yorktown, and the Texas Medical Center. While these operating services are a great benefit to County residents, their continued use is threatened by the language of a new federal bill that was signed into law by the Moving Ahead for Progress in the 21st Century Act (MAP 21). Fort Bend County currently participates in the U.S. Surface Transportation Program (STP), a program funded in part by federal gasoline

sales tax. Funds from the STP are distributed to state and local governments by Congress for public transportation purposes. Under the current Surface Transportation Program, each urbanized area is allocated funds using a formula based upon: bus revenue miles; bus passenger miles; fixed guide way revenue miles; fixed guide way route miles; population and population density. In 2012, Congress included vehicle revenue hours (hours when the bus is in active service to pick up and drop off passengers) to the expense formula in addition to the aforementioned parameters. With the inclusion of this new language the Transportation Department is experiencing a major reduction in the amount of federal funding which can be used for operating expenses.

Although the Fort Bend County Transportation Department continues to operate, the impact of the reduced eligibility will erode the current level of programs and services provided, therefore preventing future growth. Fort Bend County’s Commissioner’s Court has been vigilant in reaching out to our congressional representatives to encourage them to take action on revising the language that is adversely affecting transit operations. “We would definitely encourage residents of Fort Bend County to call their members of Congress to urge them to do what they can to assist the county’s transit system in this effort,” says Paulette Shelton, Fort Bend County Transportation Director. Should you buy a private investment?

rivate investments are businesses or partnerships that are not listed on a public market, such as the New York Stock Exchange. They can invest in companies, real estate, commodities and other assets, some of which cannot be owned by public investment funds. Through private investments, investors can gain the ability to diversify away some stock/fixed income market risk, as well as benefit from potentially higher returns. That said, there are specific characteristics and risks in private investments you should be aware of before buying into any potential opportunity. Liquidity Stocks, bonds and other investments traded on public markets usually have the benefit of liquidity, or the ability to quickly move in or out of holdings without dramatically affecting prices. Private investments often have lock-up periods, in which investors cannot cash out for a certain period of time. Also, there are fewer buyers available to purchase your share of a private investment than for publicly listed stocks. Leverage Private investments often use leverage to magnify potential returns. For example, let’s assume you invest $100 and take out a loan of $200. You now have $300 to invest. If your investment generates a 10% return, you make $30 on your investment. But since you only invested $100 of your own money, your actual return was 30% less the cost of the loan. But leverage also magnifies returns on the downside. Let’s assume you lose 10% on your $300 investment. You still owe $200 to the lender, which means your $100 investment is now only worth $70, less interest. Transparency Public investments are required to make certain disclosures to regulators and investors. Private investments are not required to disclose as much information, which makes a few things very important. First, that you know and trust the key individuals involved in the private investment. Second, that they are willing to share as much information as possible with shareholders. Every investment, whether public or private, should be carefully evaluated and scrutinized before putting your hard earned money at risk. UH System Board of Regents Elects FY 2014

new leadership team is set to lead the University of Houston System (UHS) Board of Regents during the upcoming fiscal year. During its recent quarterly meeting, the board elected new officers. FY2014 UHS Board of Regents officers are as follows: • Chair - Jarvis V. Hollingsworth • Vice Chair - Nandita V. Berry • Secretary - Welcome W. Wilson Jr. The board is the governing body of the UH System, which includes the University of Houston, the University of HoustonDowntown, the University of HoustonVictoria, and the University of HoustonClear Lake. The system also includes three branch campuses, UH-Clear Lake Pearland, UH System - Northwest and UH Sugar Land, as well as a multi-institution teaching center, UH System Cinco Ranch. Hollingsworth succeeds Nelda Blair, an alumna of the UH Law Center, as the board’s chair. Blair was appointed to the board in 2008, and her term expired this year. Mica Mosbacher and Jacob Monty also completed their terms as regents. Blair, Mosbacher and Monty will continue to serve on the board until Texas Gov. Rick Perry appoints new regents to replace them. An alumnus of the UH Law Center, Hollingsworth was appointed to the

board in 2009. Hollingsworth is a partner in the Houston office of the law firm Bracewell & Giuliani, LLP. He previously served as the board’s vice chair and Jarvis Hollingsworth secretary. He held the position of chair of the Finance and Administration Committee for the past two years, and also served as a member of the Executive and Compensation Committees. During his first two years on the board, he served as chair of the Endowment Management Committee. Hollingsworth previously was a board member for the State Bar of Texas and also served as chairman of the board of trustees of the Teacher Retirement System of Texas, which among other things manages a $100 billion pension retirement fund for public school teachers and employees. He also served on the board of directors of the Texas Growth Fund. He is a member of the National Association of Securities Professionals New York’s Wall Street Hall of Fame, and in 2006, Black Enterprise magazine named Hollingsworth one of the “75 Most Powerful Blacks on Wall Street.” He has received honors from the State Bar of Texas, the Texas Lawyer magazine, the Houston Bar Association, September 2013 H Fort Bend / Katy Business Journal

the Thurgood Marshall Scholarship Fund, and the NAACP. He was a 2007 recipient of the UH Black Alumni Association’s Outstanding Achievement Award and the 2006 recipient of the UH Law Alumni Association’s Private Sector Achievement Award. Hollingsworth previously served as a director of the UH System Alumni Organization. A former captain in the U.S. Army, Hollingsworth received a Meritorious Service Medal for his service. In 2009, UH alumna Berry was appointed to the UHS Board of Regents. Berry is Senior Counsel with Locke Lord, LLP. She is the first Indian American to be elected as vice chair of the board, and the first Indian American appointed to the board of a public university in Texas. Wilson was appointed to the UHS Board of Regents in 2011. He is president and CEO of real estate development firm GSL Welcome Group, which owns over four million square feet of industrial buildings in over 70 locations. During the past year, he served as vice chair for the Facilities, Construction and Master Planning Committee and the Finance and Administration Committee. Cowley selected to lead Houston Livestock Show & Rodeo

ichmond resident Joel Cowley will lead the 81-year-old Houston Livestock Show and Rodeo as president and chief executive officer. Cowley begins his new duties after joining the Show in 2005 as the executive director of agricultural competitions and exhibits. He will continue to work with the Show’s extensive volunteer base and staff to carry on the success of the world’s largest livestock show and rodeo. “After an in-depth, international search, the Show’s Executive Committee has chosen the absolute best candidate for the job,” said Leroy Shafer, interim president and chief executive officer. “Joel’s strong ties to the organization’s agricultural roots, coupled with his leadership abilities, make for an excellent president of the Houston Livestock Show and Rodeo.” Shafer, who has been serving as the interim president and chief executive officer since former president Skip Wagner’s departure in April, will return to his role as vice president and chief operating officer. Prior to joining the Show, Cowley worked for Certified Angus Beef LLC, the not-for-profit division of the American Angus Association, where he began as Joel Cowley executive account manager in the international division and finished as assistant director of the food service division. Before his employment with CAB, he was a faculty member at Michigan State University, where he served as an extension beef cattle specialist. Prior to that, Cowley was employed by Texas A&M University as a lecturer and livestock judging team coach. “I am very excited for the opportunity to be of greater service to such a tremendous organization,” Cowley said. “Through the tireless efforts of volunteers and staff and the generous support of sponsors and donors, the Houston Livestock Show and Rodeo is able to fulfill its agricultural mission, entertain and educate guests, make a significant contribution to the local economy, and assist Texas youth in accomplishing their educational goals — I’m proud to be a part of it all.” Cowley holds a bachelor’s degree in animal science from Colorado State University, a master’s in animal science from Texas A&M University and an MBA from Michigan State University. The Houston Livestock Show and Rodeo is a 501(c)(3) charity that benefits youth, supports education, and facilitates better agricultural practices through exhibitions and presentation. Since its beginning in 1932, the Houston Livestock Show and Rodeo has committed more than $330 million to scholarships, research, endowments, calf scramble participants, junior show exhibitors, School Art participants, and other educational and youth programs. he Sugar Land Fire Department is targeting January 2015 for implementation of its own ambulance system. The effort is the result of a strategic project to improve the delivery of lifesaving emergency medical service in Sugar Land by: • ensuring advanced life support response times of 60 seconds for dispatch, 60 seconds for turnout time and 8 minutes of travel time for 90 percent of all calls; • creating a Patient Care Reporting system that can be used by paramedics in the field to ensure local hospitals have access to information prior to the arrival of patients; • increasing fire department resources; • building on a network of assets that provide flexibility, speed and efficiency in public safety response; and • building an Emergency Medical Dispatch capacity that will send appropriate personnel and equipment to EMS calls. Last year, SLFD hired Tri Data Corporation to conduct a study to determine how to meet ALS delivery standards that were previously identified by Dr. Joe Anzaldua, Sugar Land’s medical director. Tri Data Corporation recommended building and operating a paramedic transport system to meet the goals identified by the City’s medical director. The SLFD command staff, the City’s medical director and rank-andfile firefighters are working together to refine recommendations presented by the consultant to build a patient delivery network supported by EMS revenues. This process will occur over a period of six months to a year while emergency calls specific to Sugar Land are analyzed to determine the most efficient and effective deployment of increased resources. As part of the proposed plan, 11 new paramedic/firefighters will be hired, and current firefighters will be provided EMS training to staff three ambulances throughout City. This will increase current staffing levels

and provide promotional opportunities. A little more than $689,000 is included in the proposed fiscal year 2014 budget for start-up EMS expenses. Increased personnel and equipment resources combined with a network of interconnected fire stations throughout the city enables SLFD to quickly dispatch resources based on the needs of specific incidents. The approach relies on a network of ambulances and fire crews in close proximity throughout the city to provide far more assets than just one station could typically offer. Unlike other agencies where large geographic distances exist between stations, Sugar Land has strategically located stations to create a unique network of resources enabling the department to tailor its response based on call types and quickly bring a large September 2013 H Fort Bend / Katy Business Journal

amount of personnel and equipment to an incident. It also reduces the need to overly rely on individual stations. Planning based on historical data has driven Sugar Land’s focus on EMS. Last year, EMS represented more than 60 percent of SLFD’s call volume, while structure fires were about .4 percent. A focus on strong code enforcement, public education and relatively new infrastructure has contributed toward a low number of structure fires in Sugar Land. The addition of SLFD-operated ambulances, increased paramedic certifications and expanded dispatch operations is expected to decrease response times for EMS calls. The new system should also increase readiness for fire calls, as fire trucks will no longer be necessary for minor EMS calls.

Big Brother is watching the farm and his name is EPA By Mike Barnett

In this age of free-flowing information, when most anything can be found in cyberspace, it’s a little disconcerting that government knows the most intimate details of your family, finances and business. It’s downright alarming when they release that information to those who might do you harm. Earlier this year, the Environmental Protection Agency (EPA) released personal information about thousands of livestock and poultry farmers and ranchers in 20 states in response to Freedom of Information Act requests from three environmental organizations. The massive data release included home phone numbers, home emails, employee contact information, home addresses, GPS coordinates and, in some cases, personal notes about the families,

according to the American Farm Bureau Federation (AFBF). When agriculture groups protested, EPA redacted some of the information and asked the groups to return Mike Barnett the original information. But the horse was out of the barn. Now EPA intends to release more personal information on farmers in a number of states. AFBF and the National Pork Producers Council (NPPC) say enough is enough. They are seeking an immediate court order stopping EPA until a court can clarify EPA’s obligation to keep personal information about private citizens private. EPA’s actions go far beyond collection of farm and ranch business data for government use. Personal information in the wrong hands can lead to disruptions in farm activity, farm equipment theft; even sabotage or criminal

mischief. Remember, many of these farms store chemicals and fertilizers or have large numbers of animals on the farms. It’s a crazy world we live in today and those factors can make them targets. EPA claims they have no legal obligation under the Freedom of Information Act to keep the information private. That is typical bureaucratic nonsense. We agree with AFBF President Bob Stallman. Farm Bureau is not only standing up for farmers in this case, but is also standing up for all citizens who shouldn’t have their private information publicly disseminated by their government. We hope that the court sees eye-to-eye with AFBF and NPPC and reins in this craziness. Farmers and ranchers not only work on the farm, they and their families live there, too. Dishing out their personal information for the world to see is an invasion of privacy, plain and simple.

Three new workforce buildings planned

ouston Community College Southwest (HCC Southwest) is answering the need for more workforce training with plans to build three new campus buildings dedicated solely to workforce certification programs. Those construction projects will soon begin in Brays Oaks, in Southwest Houston, and at HCC Southwest’s Stafford and Missouri City campuses. The college is allocating the funds it received from the 2012 bond election that approved $425 million to HCC. Of that amount, $78.5 million will go to HCC Southwest to build the three new workforce buildings and upgrade its West Loop Campus. HCC Southwest will beef up its existing workforce programs—many of which include 100 percent job-placement rates upon completion—to include more technology, health care and energy industry programs. Popular workforce programs, such as accounting and computer sciences, will continue at HCC Southwest. “For the first time, HCC Southwest will have dedicated facilities for workforce training,” says HCC Southwest President Dr. Fena Garza. “Each semester we rely on advisory boards and labor market information to evaluate how to best tailor our programs and keep Houstonians working in high-skilled, high-growth job markets.” Though ground has not been broken on the Stafford Workforce Building, which will receive $27 million of the allocation, construction is expected to begin soon. The proposed 108,000-square-foot structure will primarily house Energy Studies, Drafting and Fabrication, Informational Technology, Logistics and Supply Chain Management and Health Programs. Plans are also under way for the Missouri City Center for Entrepreneurship, Technology and Health (CETH), with a budget of $21.5 million. Entrepreneurship has already been a focus at this campus, but the new building will increase the level of offerings for small business owners and their

employees. The addition of Health Sciences courses will come through a partnership with HCC’s Coleman College, in the Texas Medical Center. Through state-ofthe-art video teleconferencing, students in Missouri City can have access to the same courses being held at Coleman, at the same time, even interacting with the professors during class. The proposed 61,400-squarefoot workforce building will also house labs, exam rooms and seminar spaces. The Brays Oaks Workforce Building, which will be a brand new HCC Southwest campus, is a future $12 million project. The programs will focus on short-term training and certification that leads to immediate employment. “These buildings are slated to offer the best curricula for students who want to quickly enter their fields of interest or brush up on their skill sets,” says newly appointed Executive Dean of Instruction and Student Services Betty Fortune, who will oversee the launching of all the new buildings. Dean Fortune also says that consideration to demographics, earning potential and industry demand in the services areas will drive the curricula offered at each campus. upgrading its West Loop Campus with its $18 million share of the budget. With all the upcoming projects, Dr. Garza says HCC Southwest will cater to its service areas by designing relevant programs that meet educational demands and community needs. “Technology constantly shifts the needs of the workforce,” says Dr. Garza. “We have greatly vested our efforts toward not only raising the level of educational opportunities for our students, but also addressing skills gaps in key industries.” She adds that plans for construction are still in the preliminary stages. Once the selection of project managers and architects is done, HCC Southwest will be able to set a tentative timeline for completion of all buildings. Costco in Katy to open in 2014

ostco, the giant grocery store chain with locations worldwide, will open a Katy area store in the southwest corner of the Interstate 10/Grand Parkway intersection, about one mile east of the border between Fort Bend and Harris counties. The new store will be built by early spring 2014 and will be Costcoâ&#x20AC;&#x2122;s fourth Houston area location. The Costco site will be located on a 14-acre tract of land and will be part of a planned shopping center surrounded by several smaller buildings housing other businesses and retailers. Once the new store is opened, it is expected to create more than 200 new jobs at an average wage of $40,000 per year, plus benefits, and will create a $15 million capital investment. The Katy Area Economic Development Council assisted Costco in negotiating crucial tax incentives to accompany Costcoâ&#x20AC;&#x2122;s site selection for the store. Katy Area EDC President/CEO Lance LaCour said the new store will be much more convenient for Katy area residents. Costco decided on the Katy area, in part, due to attractive tax incentives. The Houston City Council voted July 17 to grant Costco $1 million in tax rebates in exchange for infrastructure work undertaken by the corporation.

Technip awarded contract for Gulf of Mexico project Technip was awarded a substantial(1) lump-sum contract by Exxon Mobil Corporation for the development of the Julia Field. This field is located in the Walker Ridge area of the Gulf of Mexico, at a water depth of approximately 2,100 meters (7,200 feet). The contract covers the project management, engineering, fabrication, installation and pre-commissioning of more than 48 kilometers of 10.75-inch outer diameter insulated flowlines(2), steel catenary risers(3) and flowline end terminations. Technip’s operating center in the Energy Corridor near Katy will perform the overall project management, with detailed flowline design being completed by Genesis, Technip’s wholly-owned subsidiary. The flowlines and risers will be welded at the Group’s spoolbase in Mobile, Alabama. The offshore installation is expected to be completed in 2015 by the Deep Blue, one of Technip’s deepwater pipelay vessels. Fort Bend ISD CFO named TASBO’s new executive director Tracy Ginsburg, Chief Financial Officer at Fort Bend ISD, has been named the new TASBO Executive Director going into the 2013-14 school year. Ginsburg succeeds Gwen Santiago, who in June announced her retirement after a 16-year tenure. Ginsburg served as CFO for Round Rock ISD prior to her tenure at Fort Bend ISD. She was also the TASBO Board President in 200708 and TASBO’s Commitment to Excellent Winner in 2011. And this week, ASBO International named Ginsburg as its 2013 Eagle Award Recipient, their top individual honor. She will be recognized at the ASBO International Conference in Boston this October. Ginsburg has a proven track record in enhancing the financial operations of school districts she has served. During her tenure as CFO for Round Rock ISD and Fort Bend ISD, both districts received an upgrade in their underlying bond rating. Most recently,

The City of Missouri City was awarded the “Landmark Award” in 2010 by the Houston Business Journal for its massive undertaking, with Missouri City buying the golf course, spending $5 Million rebuilding the course with all new irrigation on both courses. In addition, Quail Valley Golf Course & City Centre constructed a well thought-out, brand-new, state-of-the-art architectural facility to replace the old golf course. Quail Valley Golf Course & City Centre has partnered with the Houston Golf Association in order to provide the nationally recognized First Tee Program that teaches kids the nine core life values through the game of golf. offers this program, with our current waiting list of over 100 to get into the program and the only opportunity to be a part of this excellent program in Southwest Houston,” Stittleburg explains. The First Tee of Greater Houston is the second largest chapter in the world. “Again, we’re giving back to the community that we find so vital to do,” Stittleburg explains, “in donating our Azalea Room every Saturday for our kids.” Quail Valley Golf Course & City Centre is still in the planning stages of building a separate building specifically for this all-important cause and they’re looking for partners so that a stand-alone facility can accommodate more programs for the area youth. “This improves the social skills of our kids, gives our kids an excellent opportunity for huge collegiate golf scholarships and helps them build excellent skills into adulthood,” Stittleburg explains. The student can be a part of this program as early as seven years old and can stay in it until 18 years old. And even as an incentive to the children, once they gain enough skills on the golf course, they can then come play any time for only $5! “We want to be active leaders in our community, do the right thing for our kids, help our future generation, all while providing a safe, friendly and warm atmosphere for them to attend while learning key social life skills. It’s a win-win situation for all of us!” Stittleburg explains. Since September 2012 when this program began, Quail Valley Golf Course & City Centre has already serviced 158 young people with as many as 156 still active in its 2013 program. Currently there are 92 enrolled in four summer classes with the expectation to enroll as many as 120 in five fall classes. Diversity has been a consistent factor, with 39% females, 61% males, 45% black, 19% Asian, 24% white and 10% Latino.

Shiner Smokehouse Sausage becomes available at local Kroger stores Shiner Smokehouse, the family owned sausagery, announces its line of homemade, family recipe products are available at all major area Kroger stores. Just in time for grilling season, Shiner Smokehouse favorites including the Original Smoked Sausage, Beer Brat, made with Shiner Bock beer, and Country Style Smokies hit the shelves. What began as a generational bond formed over centuries old sausage recipes has quickly grown into a Texas institution. Rooted in Shiner, a town known for its beer, sausages, red wieners and brats, Shiner Smokehouse is expanding, and will now be offering Shiner smoked meat in all major area Kroger stores in Dallas/Fort Worth and Houston. This will be the first move in what Shiner Smokehouse plans to be a large scale expansion to cities and tailgates nationwide. “We are excited to share our family’s

Skeeters play host for first time in franchise history The First Half Freedom Division Champion Sugar Land Skeeters has announced that the Atlantic League Board of Directors has awarded Constellation Field the privilege of hosting the 2014 Atlantic League All-Star Game. “We are delighted for Sugar Land to be awarded the 2014 All-Star Game,” said Opening Day Partners President and Chief Operating Officer Jon Danos. “The quality of the venue and the incredible amount of community support undoubtedly played a role in the league’s decision this year. We look forward to holding first-class events and showcasing the highest quality minor league baseball talent at one of the finest ballparks in the country.” Next year’s event will mark the first time in franchise history for Constellation Field to host an Atlantic League All-Star Game. The game itself will be just one of numerous events to take place during the All-Star Break. Dates and ticket information will be announced at a later date. “We are excited at the opportunity to showcase Sugar Land,” said Mayor James Thompson. “Sellout crowds and minor league attendance records are proof that we’ve created something special in Constellation Field that’s the envy of the region and the jewel of the Atlantic League. Rosenberg Rotary Club Gun Raffle supports Dictionary Project The Rotary Club of Rosenberg members are busy selling tickets for the club’s annual Gun Raffle. Proceeds from the raffle will fund the club’s annual Dictionary Project. For the past six years, the Rosenberg Rotary Club has presented a personal dictionary to every third-grade student in Lamar CISD and Needville ISD as well as some area private schools. This will be the fifth year the Dictionary Project will be funded by the Gun Raffle. “There is nothing more delightful than to see the smiles on these kids’ faces when we give them a personal dictionary,” said Ginger Johnson, club president. “For many of these students, this may be the only book they own.” Raffle tickets are $20 each and the club always has held the event to 30-to-1 odds. If enough tickets are sold to warrant an additional prize, the club will add another item. The drawing will be held at the club’s regular meeting at noon Wednesday, Oct. 16, 2013 at the Fort Bend Country Club. This year, the guns are provided by Carroll’s Gun Shop in Wharton. Any of the

Texana to receive new funding Texana Center was recently informed that the center has been successful in its application for funding of special projects through the new Texas Healthcare Transformation and Quality Improvement Program, commonly known at the “1115 Medicaid Waiver.” This waiver allows community centers like Texana Center, public hospitals, counties and academic institutions to develop programs designed to improve access to healthcare and improve the quality of healthcare. Texana submitted five proposals all of which were approved: • To provide specialized behavioral healthcare services to the complex behavioral health population of children with diagnoses of autism spectrum disorders and related conditions • To implement a system of early identification and delivery of therapeutic services for children with developmental delays • To develop an 8 bed 48-hour extended observation unit and a 14 bed crisis residential unit designed to provide intervention to keep individuals in crisis out emergency rooms and/or jails • To create a crisis behavioral Fort Bend / Katy Business Journal H September 2013

healthcare team to keep individuals in crisis out of state supported living centers, emergency rooms, state mental hospitals, and/or jail • To provide specialized behavioral healthcare services to the complex behavioral health population of children with diagnoses of autism spectrum disorders and related conditions The 1115 Waiver is a five year initiative, which Texana anticipates will most likely be renewed. Funding for the projects listed above represents almost $15 million over the first three years of the waiver. However, in order to draw down the funds, each project must achieve a set outcomes which were included as part of each project’s plan. George Patterson, C.E.O. commented “This is a real opportunity for Texana to provide care in our community that was much needed but which our current funding sources could not provide. Over the next few months Texana will be hiring in excess of 100 new staff to implement these programs. We believe these programs will most certainly improve the delivery of care in the areas we serve.”
