This man, my friend, and his family have reminded me and others what a well run family rugby club are all about. A keen Southampton FC fan(maybe thats why he's come over to rugby!), Jordan and his lovely family have come to our lunches, supported pitchside, travelling to away games and has put his hand up to come training. His ideas re raising monies are also greatly appreciated. I'll finish this part with a gentleman called Stuart Ayres. Head chef at our latest sponsors The Swan Hotel, he overheard another conversation we were having which involved bottle tops! STEVE BRINE MP Last month saw my latest ASKSWR public meeting on the local train service. Customer service, smart ticketing, industrial disruption and operating performance were all on the agenda as Andy Mellors (Chief Executive of South Western Railway) and Andy Thomas (who runs the local Network Rail Wessex Route) came to the city to address a number of issues which have arisen since SWR took over the franchise from South West Trains in August 2017. SWR acknowledged it has been a challenging 17 months, and customer satisfaction was not where they wanted it to be. Mr Mellors said that the railway had become busier, and more complex to manage, but they looked forward to using the promised £5m investment for rolling stock to deliver an increase in performance. He also said that there had been an number of driver vacancies as they took over the franchise, and as it takes 15 months to train up new drivers, they were now starting to see the benefits. In addition, he confirmed that after the planned timetable change this May, a further 150 vehicles will come online to increase capacity.

Andy Thomas, who has recently taken on the role, told the meeting that he was fully focussed on performance, and that for Network Rail it was about going back to basics, where they start on time, finish on time and inform passengers clearly and concisely if there are any issues. Among the questions from the floor the subject of rail fares, and the Carnet came up prominently. Mr Mellors explained the rationale behind the Carnet, which is a flexible season ticket, and how the company was obliged to follow index-regulated fares. He also agreed they would look at the problem of closed ticket offices. HOW TO RENOVATE YOUR LAWN AFTER A CHALLENGING SUMMER fewer lawn seeds and is much more economical. ast year was particularly challenging for lawns. We suffered a late, wet and cold spring which was soon followed by many weeks of high temperatures and drought. Lawns died back and I am now seeing many that have still not recovered. If growth has not returned by now then your lawn will need some work to restore it. Spring is a great time to renovate your lawn. As professional lawn care specialists, we have the necessary knowledge and skills to turn even the most unattractive patch of grass back to a beautiful green, lush lawn again. Read on to learn how. WHAT WILL IT TAKE TO RESTORE YOUR LAWN? Lawns took a beating over the dry, hot summer months. The warm and wet weather which will return soon creates the ideal conditions for your lawn to recover quickly from spring renovations. Grass needs warmth, moisture and good levels of light in order to grow well. These conditions begin to return in early spring, making now the ideal time to improve your lawn. If your lawn is suffering with bare patches or weak grass growth in certain areas, understanding the cause of these problems is the first step to correcting them. Bare patches and weak growth are often symptoms of compaction, where the soil lacks air pockets which restricts root development. Grass growing on compacted soil is more susceptible to disease and is less drought tolerant. The compacted soil drains poorly due to the lack of air gaps so you see stunted growth and weak grass. THE SOLUTION? PROFESSIONAL LAWN CARE Aerate your lawn before introducing new grass plants by overseeding. Before you think about over-seeding you may want to consider whether your lawn needs a good raking, or for larger lawns, mechanical scarification. Not all lawns need scarification but if they do it’s really important to do it now before the dry summer weather returns. Both scarification and aeration create the best conditions for overseeding. Unlike re-seeding, over-seeding works with the existing lawn and blends in with existing grass. It’s also far less labour intensive, uses

Newly germinated grass seed can be killed by the treatments used to kill lawn weeds. Older, existing lawn grasses are robust enough to withstand these treatments. Getting timing and quantities right is essential to success. Remember that once germination begins your new grass seeds need moisture to survive. They won’t be able to manage times without water until they have well established roots. If it doesn’t rain then you need to remember to keep them watered for the first few weeks. Level one student, Brooke Savage, reflected on the competition: “I have learnt a lot and now understand the amount of work that goes into making a quality sausage. They judge it in so much detail, looking at the texture and the skin. Being involved has definitely given me tips I’ll be able to use when I make my own sausages.”

THE GREAT HAMPSHIRE SAUSAGE AND PIE COMPETITION In February a panel of expert judges from across the UK gathered at Eastleigh College to participate in The Great Hampshire Sausage and Pie Competition 2019 organised by local food group Hampshire Fare. The two-day event received an impressive 205 entries from the county’s butchers and pie makers. There were twelve categories in the competition including Traditional Pork Sausage, Hampshire Sausage, Speciality Sausage, Beef and Lamb Sausage, Cold-eating Pie, Hot-eating Pie, Charcuterie,Young Sausage Maker and Black Pudding. Thirteen judges assessed the entries against strict criteria including appearance, filling,

When I’m not painting (or working as a vet), I can be found walking my dog Lenny in the local countryside and visiting some of our many local pubs. I also enjoy some of the more adrenaline filled outdoor pursuits, particularly surfing and skiing when I have the time.

Hampshire County Council is proposing changes to its Specialist Teacher Advisory Service, which will directly affect the region’s 1,162 deaf children. The changes would see fewer support visits for most deaf children, reductions in trained staff and increased teacher caseloads. The council is consulting with the public, but the National Deaf Children’s Society has called the proposals “completely unacceptable”, warning they will leave deaf children without crucial support New proposals by Hampshire County Council to reduce its support for children with special educational needs and disabilities have been called “completely unacceptable” by the National Deaf Children’s Society. The council is proposing changes to its

The council is currently consulting with the public on the changes, but the National Deaf Children’s Society has stepped in to raise concerns about the effects on the region’s 1,162 deaf children. One of the major changes is a reduction in visits for children with mild or moderate hearing loss from specialist staff, affecting 901 children and resulting in the loss of 2.24 crucial full time staff. Visits for children with high levels of deafness would remain the same, but the council has already accepted[1] that its proposals could lead to a rise in teacher caseloads and delays in addressing issues with children’s audiological equipment, such as hearing aids and radio aids. The National Deaf Children’s Society has warned that even mildly deaf children still fall behind at school and need expert support just as much as other deaf children do. The charity also says that without fully functioning hearing equipment, deaf children will fall even further behind at school, meaning any delays in resolving issues could directly impact their education.

WINCHESTER HOSPICE There is currently not a Hospice in Winchester our aim is to create a operational Hospice in Winchester by 2020. Our plan is to convert Burrell House at the Royal Hampshire County Hospital, into a 10-bedded hospice supporting patients with life limiting illnesses and their families. Winchester Hospice will also host day therapy and outpatient facilities on-site. In the community a ‘hospice at home’ service will be provided and a homecare team will be in place to ensure that patients can be cared for and remain in their preferred place to die. HOW YOU CAN HELP Whether you give an hour of your time, or some loose change from down the side of your sofa you will be making a big difference to the community in and around Winchester. BECOME A WINCHESTER HOSPICE AMBASSADOR As a volunteer Winchester Hospice Ambassador you’ll be an important part of the team helping to spread the word about the Winchester Hospice, and helping to raise vital awareness and funds. ALRESFORD SURGERY NEWS TICK BITES AND LYMES DISEASE During the summer months we often receive calls about tick bites and Lyme Disease. Lyme disease is an illness caused by bacteria that live in the gut of some ticks. Ticks do not jump or fly, but they can attach themselves to passing animals and people by biting through skin and sucking blood. Left alone, they usually drop off after about eight days. Ticks are most active from March until November. Here are the answers to the usual questions that we get asked. Please also see our surgery themed notice board. HOW CAN I AVOID BEING BITTEN? Try to keep skin covered if you walk in higher risk areas such as woodland and long grass, and check your skin afterwards for ticks. Don’t forget to check the scalp. Ticks can be very small - about the size of a poppy seed or as large as a small spider. Consider using an insect repellent. I HAVE A TICK ON MY SKIN – HELP! Remove the tick as soon as possible using a pair of fine tipped tweezers, or a tick removal kit which can be bought from the chemist, veterinary practice or from the internet.. DO NOT use Vaseline, nail polish or matches. Why not buy a tick removal kit now, and keep it in your first aid kit? Grasp the tick as close to the skin as possible and pull upwards slowly and firmly. Clean the bite area with soap and water or antiseptic and keep an eye on the bite area for several weeks to observe any changes. THERE’S A TINY BLACK DOT – I THINK I’VE LEFT A BIT OF MOUTH PART BEHIND Mouthparts left in the skin can cause local irritation but try not to worry. You do NOT need to see the nurse to have it dug out. They should be left alone. DO I NEED AN ANTIBIOTIC STRAIGHT AWAY TO PREVENT LYME’S DISEASE? No. Try not to worry. Not all ticks in the UK carry Lyme’s disease. Transmission of Lyme’s is much less likely if the tick was attached for less than 24 hours and is not yet very swollen. Current advice is that in the UK there is no need for treatment except if symptoms develop.

The meeting will be held in the main waiting room at the surgery and anyone who is registered as a patient at Alresford is welcome to attend. SO WHAT SHOULD I LOOK OUT FOR? A small red circular patch may appear soon after a tick bite and persist for a few days; this is normal. If the red patch does not disappear within a couple of weeks or begins to spread outwards, it may indicate Lyme disease and you should contact your GP for advice. The typical rash of Lyme’s disease that develops at the site of the bite is often described as looking like a bull’s eye on a dart board, and spreads outwards. It usually spreads to at least 5cm diameter, and may be very much bigger. Not everyone gets a rash: people with Lyme’s disease may experience multiple flu like symptoms such as fever and sweats, chills, fatigue, neck pain or stiffness, headaches, joint or muscle pains. Other symptoms light include sharp, prickly nerve pains, ora paralysis of the facial muscles called Bell’s Palsy. WHEN SHOULD I SEE THE GP? See the GP if you develop any of the above the symptoms and tell the GP if you remember being bitten by a tick, or think you may have been, or if you have spent time in areas where ticks might be found, such as woodlands, grasslands, parks and allotments. Blood tests may be needed if you have not developed the characteristic rash, and sometimes these need to be repeated a month later, if the diagnosis is not clear. Most people with Lyme’s disease will be treated with a three week course of antibiotics. Hampshire Medical Fund: for your Hampshire Hospitals Hannah Fensome, Head of Fundraising, tells us more move into the charity sector, and in 2018 I was contacted by a friend about the Head of Fundraising role at the Medical Fund. I was immediately struck by the charity’s mission – we all have personal NHS experiences, I know I do - and I was absolutely thrilled to be offered the position so that now, through our work at the Hampshire Medical Fund, I am able to give back to this incredible organisation, the NHS, which we are so very fortunate to have in this country. How do you fundraise? On the one hand we put on fantastic events throughout the year; this year we are holding a private view of the Christian Dior exhibition at the V&A, we have a Clay Pigeon Shoot, a Classic Car Rally, a Golf Day, a Cycle Sportive, a Medical Careers Seminar for students interested in pursuing a career in medicine, a Cross Country Fun Ride and more. We are also fortunate to be the beneficiary of the Hampshire Country & Garden Festival which is held in Whitchurch in June. In addition to our events, we have built up our ‘200 Club’, loyal supporters of the Medical Fund who donate £200 per year, our ‘500 Club’ who are our corporate supporters, generously donating £500 per year, and we are working hard to increase the numbers of both clubs – needless to say new members are always very much welcome! With the launch of our rebranded website, we are also launching our ‘Hampshire Heroes Club’, for regular giving and community fundraising. As every charity would say, we always need more individual and corporate support to help us deliver our mission. Tell us about the Hampshire Medical Fund The charity – originally named the ‘North Hampshire Medical Fund’ - was founded by the late Earl of Carnarvon in 1981; we raise funds to provide Hampshire hospitals with the latest cutting edge medical equipment which their NHS budget cannot cover; in 2019 we have rebranded to the Hampshire Medical Fund to reflect the work we do – fundraising to purchase equipment for all three Hampshire hospitals within the Hampshire NHS Trust: Andover War Memorial Hospital, Royal Hampshire County Hospital in Winchester, and Basingstoke & North Hampshire Hospital. We are all well aware of the financial constraints on the NHS and they’re ever increasing, and so the Hampshire Medical Fund’s work is increasingly necessary to help ensure that our Hampshire hospitals are able to provide the best possible care for patients, and our Hampshire NHS Trust can be at the forefront of clinical excellence with access to the latest medical technology, retaining the highest quality of health workers to care for our community.

Why should people support the Hampshire Medical Fund? The question should be ‘why wouldn’t you support the Hampshire Medical Fund’? Our focus is to engage with and recruit both individuals and businesses across Hampshire to support the charity; we all pay into the NHS through our taxes, but do we know where that money goes? What has been the highlight of your time at the Hampshire Medical Fund so far? I have been consistently and profoundly touched by people’s generosity. It really is quite something.

Our Trustees are all local to Hampshire, including three consultants from the Hampshire Hospitals NHS Foundation Trust, one of whom is the Chief Medical Officer of the Trust. I have a small dedicated team working out of Basingstoke Hospital. How long have you been with the Hampshire Medical Fund? Four and a half months. I was working for many years in digital advertising in London, but for some time I had wanted to make the

We have done this as the law now states that cars built 40 years ago don’t need an MOT but we think it’s sensible if they do so we have reduced the rate to encourage people to get an MOT. An off duty Police officer, though it could have been anyone, was walking his dog. As he left the main road to enter an open space, he noticed a house at this entrance that was surrounded by litter; all sorts, tins, paper, bottles etc. The resident came out to do something and so he asked about the litter. “I used to clear it up, but I’ve just got fed up, so I just leave it, as it just comes back”. Have you reported it, the officer asked? “Yes”, he said, “but no one came and they have more important things to do” I’ll clear it for you the officer said; have you got a rake? While he was doing it, they talked more and it transpired it wasn’t just litter being dropped. The resident had had stuff thrown at the house and his, (wheelchair bound) wife, had been verbally abused. This

met with the same response “the Police haven’t the time for this type of stuff ”; so he hadn’t reported it more than a couple of times. The officer did what we could all do and that is report it, on behalf of the victim. The Police may well not to respond to one or two calls, but keep reporting and they will. The good news is that this problem did get fixed. Worth noting is that you can now report non-emergency incidents on line, without the need to hang on for 101 to answer. VACANT WATCHES It was sad to hear of the death of Graham Curtis, who amongst his many activities, was a Neighbourhood Watch Co-ordinator for many years. We are in the process of trying to find Neighbourhood Watch Co-ordinators for several Town Watches that have become vacant. Do please get in touch – see details below, if you feel you could fulfil this role. The most important part is to be a point of contact for your area. The Watches are Jesty/ Mitford Roads, West Street, Hawthorn Close/ Lime Road, Bridge Road/Nicholson Close and New Farm Road. NEW ALRESFORD TOWN TRUST RECEIVES VISIT FROM LEADER OF WINCHESTER CC

Roy Robins in 2005 until it became dormant following Roy Robins death in 2007. Whilst at this venue Trustee John Cattle explained the history of the Michaelmas Fair, which is held on the first Thursday after the 11th October each year, originally emanating from Sheep Fairs in Broad Street. The next stop was The Avenue where Trustee Andrew Smith explained the considerable work costing over £20K being done in 2017 and 2018, following the arboricultural survey in 2016. The plans for the 150th Anniversary on 20th September 2019 were highlighted.

New Alresford Town Trust (NATT) were fortunate to receive a visit from Cllr Caroline Horrill, leader of WCC, Charles Bradfield, Director of Place and local Councillor and Cabinet member Lisa Griffiths (WCC Party). The WCC Party visited the Eel House where David Woods informed them of the history of the Eel House, constructed in 1820’s, and which collapsed due to Tree Roots and Ivy being removed in 2006. The Eel House has raised £50K from grants, donations and events and has been restored since 2006. It needs a further £20K to enable the Town Trust to carry out essential works to stabilise one of the corners. The WCC Party then visited the Museum in the Old Fire Station and Trustee Roy Gentry explained how NATT took over the assets and funds from the Alresford & District Museum started by

The party then moved on to the last venue in Meryon Road where the 2 Community Minibuses are housed and to Trustee Pam Stevens who explained the Minibus operation as well as the Thursday Market in Broad Street, which she also organises.

MONTEVERDI’S 1610 VESPERS OF THE BLESSED VIRGIN AT WINCHESTER CATHEDRAL Southampton Philharmonic Choir present this jewel of the early Baroque in the magnificent setting of Winchester Cathedral on Saturday 23 March at 7.30pm.

A celebratory lunch was held to mark the completion of an eight week training course for eleven new Home-Start volunteers who are now ready to start work with their first families. “We’ve had a super intake of volunteers in the last few months,” said Home-Start Co-ordinator Anne Macpherson, “so we are already running another course.” Home-Start volunteers work with their family every week over a six to twelve month period, providing non-judgemental support in their own home as they try to cope with mental health, disability, multiple births, isolation, parenting skills or some of the many problems that can afflict a family struggling with the demands of young children. The volunteers were put through their paces, tackling issues like the importance of play, of listening and communicating and child development. Training included personal safety, Health & Safety, mental health and depression, the Safeguarding and Welfare of Children, Equality, Fairness & Diversity and working in partnership with other agencies such as the Health Visiting Service, Children’s Services and signposting to the other agencies and services available in Winchester. Performing alongside them are the Southampton University Philharmonic Choir, The Pilgrims' School Chamber Choir, soloists sopranos Charlotte Ashley, Lucinda Cox; tenors Peter Davoren, James Robinson; baritones Edmund Saddington and Simon Gallear and the Corporation of Musick, a cornett and sackbut ensemble dedicated to recreating the sounds and styles of the music once heard in the royal courts, churches and streets of Renaissance and Baroque Europe.Vespers, or evening prayers, are part of the Hours of the Divine Office, a set of daily prayers of the Catholic Church, which have remained structurally unchanged for hundreds of years. Monteverdi’s Vespers of the Blessed Virgin are based around several biblical texts traditionally part of the liturgy for several Marian Feasts. This piece is regarded as one of the most ambitious works of religious music before Bach, because of its huge scale, including multiple vocal parts and seven soloists. Although much of the rich choral music is traditional by the standards of the day, the Vespers was ground breaking in its introduction of brass, wind and string instruments, but also of the very florid solo lines associated with the new techniques of Opera. The Vespers is very much a transitional piece, introducing new Baroque features with dramatic expressiveness of vocal virtuosity but retaining many of the glories of 16th Century polyphony. COUNCILLOR MARGOT POWER RETAIL IN ALRESFORD, THIS IS WHAT MAKES A MARKET TOWN The difficulties of running a retail business in Alresford have been well publicised over the last few months, rising rents, parking uncertainties, business rates, a lack of confidence in the consumer – all of this despite our living in a very affluent area. However, we also need to look at this from the point of view of the customer, and in 2012 that is just what we did. Four of us got together as Enterprise Alresford and with the help of Perins School and local councils we conducted a survey. The barriers to using local shops were Access – public transport and parking, Money, and Time. What has changed? ACCESS Following that survey the 240 bus was introduced, then known as the AB1, that still runs and is now recognised as being important enough to be supported by Hampshire County Council; the evidence of parking difficulties was recognised by Winchester City Council and Enforcement was improved to ensure a turnover in free on-street parking. That has now been reduced to very little. Money – some families find discounts from large supermarkets, funded by the supplier discounts they can demand, overwhelmingly attractive. However, when you take into account the travel costs, 16 miles at 45p a mile is £7.20, the time, and those tempting offers that can result in food waste, the advantages are less clear. The amount of food that is wasted has been identified as a staggering £13 bn a year, and of course the associated energy consumption in the production of that food and pollution from the waste have made their own contribution to damage of the environment. TIME When both parents are working the attractions of on-line ordering followed by a scheduled delivery have to be recognised. Various innovations have failed to change this, I just wish they paid a proper level of Business Rates! WHAT CAN YOU DO? If you like living in Alresford you need to support the shops that make it special. Look at your supermarket shopping and work out if the money you save justifies the other costs, and the time taken. Do you throw away food? Do you value the quality and level of service you get by shopping locally? I get far more meals from a butcher’s chicken that I do a supermarket version, it tastes better, and it is jointed how I want. What about your health and social interaction – shopping locally means you may meet your neighbours and hear the scuttlebutt. PLAYWRIGHT SUPPORTS LOCAL CHARITY Playwright and novelist Michael Frayn entertained a packed Guildhall audience with memories of his life and work in conversation with John Miller in aid of Home-Start Winchester. Born to a deaf asbestos salesman, Michael Frayn’s first foray into writing was for the Cambridge Footlights Revue which was a flop, however his second Sour Grapes, about a couple who return to Venice for their anniversary was a hit although it was deemed too filthy as a baby’s nappy was changed on stage.

Michael confessed he had to grapple with the world of quantum physics which he found difficult but the scientific community were helpful in their advice and suggested where he might like to make changes in the text.Another relationship of great historic import was captured in his play Democracy between the German chancellor Willy Brandt and his personal assistant, the East German spy Günter Guillaume. It was during his National Service that Michael learned Russian at the Joint Services School for Linguists and he is now regarded as the foremost translator of the works of Chekov. Michael is married to renowned author and biographer Claire Tomalin who accompanied him to the Guildhall talk, which was followed by a book signing where audience members happily queued for signed copies of his many novels.

His first job was on the Manchester Guardian and The Observer, where he much preferred writing columns than capturing life as a reporter. His first novel was written while he was still at The Guardian and, having asked a friend to read it, they declared that the first ten pages were quite good but the next 300 were appalling.

ALRESFORD TOWN COUNCIL REPORTS MAKE A CHANGE, BECOME A NEW ALRESFORD TOWN COUNCILLOR Winchester City Council is calling on residents, passionate about their community to stand in the local elections to be held on the 2nd May 2019. All eleven seats on New Alresford Town Council will be subject to election.

WHAT DO COUNCILLORS DO? Councillors are the elected representatives and champions of their community and give residents a voice on the decisions the council makes. Becoming a councillor will allow you to make a real difference in your community by engaging with residents, local groups and businesses to find out their needs; making decisions on which services and projects the council should take forward; and getting involved locally to ensure the services are meeting your community’s needs.

WHO ARE THE TOWN COUNCILLORS? The Town Council is made up of members of the public who have volunteered to join the council having received enough votes during a public election.

CAN I BE A COUNCILLOR? Anyone living within a 3 mile boundary of New Alresford who is 18yrs or older, on the Electoral Roll and a British citizen, or a citizen of the Commonwealth, or the European Union can put their name forward at election time to become a Councillor. A Councillor’s term is 4 years.The role is unpaid.

HOW DOES THE COUNCIL WORK? A set of rules called Standing Orders set out how the Council can function and what it’s rules

and regulations permit. All Town Councillors are bound by a Code of Conduct which defines acceptable behaviour, standards and principles.

WHO IS THE CHAIR? At the Annual General Meeting one of the Councillors is voted as Chairman.The post of Chair lasts one year until the next AGM. When are the Council Meetings? The Town Council meet once a month at Full Town Council meetings.The Agenda is fixed 5 working days before the meeting date and then cannot be changed. At the meeting only topics already on the Agenda can be discussed. A Clerk takes minutes of all these Council Meetings as a record of what was discussed and decided. Minutes can be found on the NATC website.

HOW ARE DECISIONS MADE? Decisions or actions are called Resolutions. Any councillor can suggest a Resolution, and in order for it to be agreed, there needs to be a proposer and a seconder and a majority of councillors must agree. Once a Resolution is made, it cannot be revisited or revised for 6 months except under special circumstances.

WHAT IS THE TOWN CLERK’S ROLE? The Town Clerk is the first point of contact for members of the public.They offer information and guidelines to Councillors, to ensure the rules of the Town Council are upheld. Agendas, Minutes and correspondence also comes from the Town Clerk and Office Clerks.

ARE THERE OTHER COUNCIL COMMITTEES? Yes.They are: Environment & Recreation,Tourism & Economy, Facilities, Finance, and Staffing. Each Councillor may be a member

of these Committees, joining voluntarily at the Annual General Meeting.

WHERE DOES THE COUNCIL’S MONEY COME FROM? The Council receives a percentage of the money gathered through the Winchester City Council Council Tax as their operating fund.The Town Council agree this amount every year in January and it’s called the Precept. This Precept includes a sum from which members of the local public and local organisations can apply for a grant.

MEET AND GREET EVENT WEDNESDAY 6TH MARCH In preparation for the upcoming elections NATC would like to host a Meet and Greet event.This will be an opportunity for members of the public to discuss with existing Councillors the role of Councillor and what the role involves.The event, to be held on the 6th March, will commence at 6pm and conclude at 9pm.

WHAT IS THE MONEY SPENT ON? The Council is also involved in many projects and events across the whole year, from Grass Cutting, supporting Alresford Sporting Groups, Hanging Baskets, and a myriad of other topics.

NEW ALRESFORD LITTER PICK DAY – KEEP BRITAIN TIDY CAMPAIGN 27TH APRIL 2019 Calling all litter pickers and those who would like to help clean up their little bit of Alresford. On Saturday April 27th, New Alresford Town Council will be taking part in the Keep Britain Tidy Campaign. It’s a great opportunity to gather your family, friends and neighbours, get out on your street and work together to make Alresford a truly tidy and beautiful town. Litter pickers, gloves, bags and refreshments will be available at Arlebury Park from 10am. Linda Seekings, who runs the club says “I ran this club throughout 2018 and was great to see the same families each week. The children helped to come up with ideas of what we could make and do. We created all sorts of fantastic things from natural materials, experimented with different campfire cooking ideas as well as looking at the wildlife around us. It was great for them to see the seasonal changes in the woods, meadows and ponds.”

ALRESFORD PIGS NEWS FOR MARCH Well we’re now headed into Spring and the memory of Father Christmas and Christmas Trees in the town is slowly fading – but not gone yet! Thanks to the generosity of both Long Barn and The Watercress Line, we received a huge donation. Every year Long Barn produces a special Christmas Bauble and in 2018 with another fabulous design by local artist Jen Boardman, the Santa Special event at our wonderful steam railway was featured. They sold like hot cakes and an amount from each sale was set aside to donate to the Pigs. So our venerable Chairpig for 2019, Mark Emmerson visited the railway to pick up a (literally) whopping cheque for £850. WINCHESTER CITY COUNCILLOR MONTHLY REPORT - COUNCILLOR GRIFFITHS

If you have any comments or questions on the content of this report, please do not hesitate to get in touch. And of course, on any matter relating to WCC responsibilities where I will help. Firstly, an update on my ‘Couch to 5k’ progress. I’m writing this on 10 February for the March edition, and have almost completed Week 7 – no, there have not been 7 weeks since the beginning of January but I mostly run every other day as suggested. By the time you read this, I know I will be running 5k in around 30 minutes, or may be less! Running for 90 seconds was a challenge at the beginning of January and surprisingly I have more energy and am enjoying a very happy frame of mind. Who would have thought that something which feels like torture on occasions, could also make me

feel good? If you’d like something slower paced, there are seven different walking routes in the District, and over 6,000 walkers with a mixture of ages and abilities who walked at least an hour a week in 2018. All the walks are led by local people who find different routes and plenty of good conversation to build friendships and make the time pass quickly (and healthily). THE FACTS ABOUT WCC FINANCES The budget will be put to Full Council on the 28 February 2019 including a Council Tax freeze for all District residents, except for the LibDem run Town Forum in the City where a 3% increase was approved. District-wide residents will receive doorstep glass recycling from October 2019 with no increase in their Council Tax. Important aspects in the 2019/20 budget : (1) The new leisure centre at Bar End (it takes 12 minutes from Alresford to drive there, compared to 25 minutes to River Park) : financed through income from Everyone Active, who will run the facility on behalf of WCC. We also have financial contributions and collaborative partnerships to deliver specific aims and outcomes for our residents with The Pinder Trust (hydrotherapy), Allegra’s Ambition (outdoor activity), Hampshire County Council and University of Winchester. (2) Central Winchester (or Silver Hill) : having purchased the Henderson site,WCC now own the majority of the land available. This puts it in a strong position to ensure we deliver what the City needs in terms of housing, open space, jobs and retail. (3) Housing Revenue Account : a programme to build 1000 homes – affordable and council - in the next few years. MAYOR OF WINCHESTER’S COMMUNITY AWARDS 2018/19 Anyone can nominate an individual or organisation, with the emphasis is firmly on voluntary action. However, there is also scope to pay tribute to those who routinely go above and beyond the call of duty during the course of their paid employment.The closing date for nominations for this year’s awards is 12noon on Wednesday 6 February - make a

nomination, using the online form here: http:// www.winchester.gov.uk/forms/ShowForm. asp?fm_fid=490 or you can contact your ward councillor or local parish council with details of your nominee/s. BUSINESSES VIE FOR COUNCIL’S NEW BISHOP’S WALTHAM SITES Although you might not be interested in what happens in Bishops Waltham, one of the concerns on their local plan was the lack of provision for commercial development. So, a surge of interest being received by WCC as businesses vie for new units being developed on the site of the former depot in Bishop’s Waltham just demonstrates that businesses are looking for new sites. Nearly 50 enquiries have been lodged by firms interested in the three new units on Lower Lane The three units in Bishops Waltham will cover almost 8,000 square feet and the development will include 25 car parking spaces. CONSULTATION The Strategic Housing and Econominc Land Availability Assessment (SHELAA) is a technical document which provides information on sites; submitted by Landowners and Agents(NOT within the South Downs National Park), for potential housing, economic development, Gypsy and Travelling Showpeople, Self Build housing etc. in relation to their suitability, availability and achievability.The SHELAA will only identify sites which have been promoted to the Council, it does NOT allocate sites.The inclusion of the site in the SHELAA does not imply that the Council would necessarily grant planning permission. Important Note: This call for sites has no minimum site size threshold in accordance with the revised National Planning Policy Framework (NPPF 2018) which requires local planning authorities to accommodate at least 10% of their housing requirement on sites no larger than one hectare.The consultation starts on 28th Jan 2019 and runs until 8th March 2019.

Grants are often the best way to raise funds, especially capital schemes, and the County has created a fund for parishes and communities with large budget plans. Please contact them direct, but if you have a smaller scheme looking for less than £1000 please talk to me about the County Councillor Grants which are quick to organise and start again in June. COUNCIL TAX Continued efficiencies/savings are being made by HCC to reduce the budget and cope with extra demand.There is a consultation for a revision of the Specialist Teachers Advisory Service which offers specific support and advice to parents of children with special

needs. Deadline for consultation responses is 9th March . Full details can be seen at http:// documents.hants.gov.uk/consultation/ STASInformationPack.pdf The proposed HCC Council Tax budget rises by 2.99%, which is the referendum limit.The 6% additional adult social care additional sum has been ‘used up’ in the last two years, so will not be imposed again this year, but is expected to be reinstated in future years. Finally, it was good to meet so many people on the March for Europe in Winchester on the 9th February. As someone wrote on their placard. “I’m British. I’m on a march. It must be bad!” Talking to families who had come along, some were of differing European nationalities, worried about their immediate and long term future.The 2500 attendees on the march energised us all again.Who knows where we’ll be by the time you read this?
