Renters Rights Bill
2025 will see the introduction of the Renters’ Rights Bill. Whilst the Bill is still being debated in Parliament, it is widely expected to be implemented by the Summer of 2025. Current landlords will be affected by the changes and may need to take action. We are here to help!
The Bill will mark the demise of the fixed term tenancy agreement with a reform to periodic tenancies (including existing agreements). Landlords will not be able to give notice within the first 12 months of the commencement of a tenancy and there will be a change in notice periods. Rent increases will need to be evidence based, bidding above the advertised rent will be illegal, and all landlords will have to sign up with a regulatory body and register each rental property on a central data base – yet to be assigned.
The Section 21, used to gain vacant possession, will be replaced by an amended Section 8 and, whilst the finer points of the legislation are yet to be agreed, the reality of the new Bill is that there will be a change from a discretionary to a more fact-based system.
To best manage the transfer our experienced team will work closely with our Landlords. We will advise wherever possible that a fully managed service (fees currently tax deductible) is implemented as regular management visits, regulatory compliance and comprehensive record keeping will be essential in ensuring that significant penalties are not incurred.

Mr
Mac - January News
It is quite possible that you might have had a “Sign in with Passkey” option when visiting certain websites recently. A passkey is a more secure alternative to passwords for signing in to online accounts. It allows a user to sign in to apps and websites using the same process they use to unlock their device, Face ID, fingerprint or PIN. It offers an extra level of security as there are no passwords to steal. All of this is backed by the FIDO Alliance whose members include: Apple, Amazon, American Express, Google, Microsoft and PayPal, to name just a few. So, the next time you are offered this option you can proceed with confidence. Apple’s new Password app also has passkey management built in stored in its iCloud keychain. Please contact me directly if you would like any further information.
Apple’s security for iPhones and iPads is widely regarded as one of the most robust in the industry. However, no system is entirely invulnerable. For instance, if your device is stolen and Advanced Data Protection has not been activated, you may risk losing access to your data, as highlighted in an article in the Daily Telegraph in December. Activating this feature adds an extra layer of encryption to safeguard your information. If you need guidance or support with setting up Advanced Data Protection or managing any other aspect of Apple security, feel free to reach out to me using the contact details below. Protecting your data is crucial in today’s digital landscape, and I’m here to help ensure your devices remain secure. This is our first issue for 2025, and I would like to take this opportunity to wish you a happy, healthy, and bug-free year ahead!

An introduction to Winchester BID
Winchester Business Improvement District (BID) is a not-for-profit organisation led by the businesses of Winchester which aims to make sure the city is a great place to do business.
The BID operates in the city centre where businesses and organisations have voted to collectively invest in local improvements that are in addition to the services provided by local statutory bodies, such as the city and county councils and the police.
The BID was set up in 2008 making it one of the first BIDs established in the south of England and is now in its fourth consecutive term of five years. The BID delivers projects and services to help ensure that Winchester is marketed and promoted successfully, that the city centre is safe and secure, and that it is clean, attractive and more sustainable, and is a place where businesses thrive.
The wide-ranging work includes destination marketing, festivals and events, the Business Crime Reduction Partnership, city centre rangers, summer and winter floral displays, festive lighting, additional street cleaning and graffiti removal, training, networking and business events, Winchester Business Excellence Awards, data collection and research to inform city centre management and strategy, and providing a voice for the city’s business community.
planning. A good wealth manager can help you navigate complex financial landscapes, optimize your investment portfolio, and create strategies that align with your short-term needs and long-term aspirations. Providing insights into tax-efficient investing, help you understand risk management, and develop a personalized plan that adapts as your life circumstances evolve. Consider diversification as your financial north star. The markets are dynamic, and a well-balanced portfolio can help mitigate risk and maximize potential returns. This doesn't mean chasing the latest investment trends, but rather creating a thoughtful mix of assets that align with your personal risk tolerance and long-term objectives.
Budgeting remains a cornerstone of financial wellness. In an era of economic uncertainty, understanding and controlling your cash flow is more important than ever. Leverage technology to track your spending, identify areas for potential savings, and create a budget that feels both responsible and realistic. Remember, a budget isn't a constraint—it's a tool for financial empowerment.
Emergency preparedness should also be a key focus. The events of recent years have underscored the importance of having a robust financial safety net. Aim to build an emergency fund that can cover three to six months of expenses, providing peace of mind and financial flexibility.

BIDs have now been operating in the UK for 20 years and there more than 340 established across the country. Modelled on similar organisations that had been established since the 1960s in Canada and the US, BIDs in the UK have since become an international exemplar of how businesses and organisations can work together to improve places. They do this by adding significant strategic and operational capacity and contributing to the evolution of high streets, town centres and city centres. Over the past 20 years BIDs across the UK have collectively invested over £1 billion into towns and cities. They enable the delivery of important additional projects and services to support businesses and have become key strategic partners in shaping the places they look after.
Winchester BID has a small, professional, and passionate team based in St Thomas Street, who report to a Board of Directors made up of representatives from local businesses and organisations. The team and the Board all care greatly for Winchester and its community and want to see its businesses thrive for the benefit of all who work, live and study in the city and all who visit.

Announcing the launch of a new business in the UK, The Wardrobe Whisperer - founded
Emma’s role as The Wardrobe Whisperer is to help identify which styles and colours best suit the client as these changes take place and to work with her to remove from the wardrobe the items that no longer serve her. The ultimate aim is for the client to have a fully working wardrobe of clothes she feels happy to wear and thus rebuild her confidence so she feels good about herself.
13 million women (equivalent to a third of the entire UK female population) currently peri- or menopausal who may experience a wide range of physical and psychological symptoms that can last for several years. During this time many women struggle with knowing what to wear and how to dress, often losing confidence and suffering from low self-esteem as their body shape changes and the ageing process takes hold.
One client said after her appointment “I was at a crisis in my life where I didn’t know what to wear any more or what to buy. Emma was an angel who just completely transformed my outlook on clothes…. From her wonderful calm demeanour, to her understanding of one’s shape and suitable colours, Emma helped me sort out my clothes and cupboards once and for all”.
Appointments take place in the client’s home and are available in either a half day (3 hours for £150) or a whole day (6 hours for £250). There is a small additional charge for travel beyond a 20mile radius from Emma’s home – otherwise, all costs are included. As an additional service, Emma offers personal shopping to fill any gaps identified in the decluttering process.
Furthermore, as Emma is passionate about the planet, she personally takes unwanted items to the client’s local charity of choice or will otherwise recycle them – nothing goes to landfill.

Happy NationalBirthday Parks!
South Downs announces inspiring initiative to help 75 schools
Seventy-five years ago National Parks were created as special places where people and nature could come together, bringing hope and joy to a nation scarred by war.
Now, 75 years on and to celebrate their recent anniversary, the South Downs National Park is helping 75 schools to add beautiful wildlife havens to their school grounds.
Schools across the National Park and surrounding areas will be able to apply for grants of up to £1,000.
The “ReNature Grants” can be used for a myriad of purposes, such as planting a wildflower meadow, planting trees, digging a pond, building a bee hotel, installing bird boxes or creating an allotment. The initiative ties in with the National Park’s ongoing ReNature campaign, which is fighting against biodiversity loss by creating scores of new wildlife havens across the region.
It comes after the National Park launched a new immersive film trail along the South Downs Way earlier this year to mark the 75th birthday. The “Your National Park” trail
celebrates the local heroes of the South Downs and explores their intimate connections with the amazing landscape.
Siôn McGeever, Chief Executive of the South Downs National Park Authority, said: “Seventy five years on since their creation, National Parks continue to welcome, inspire and reinvigorate people of all ages, while becoming hubs for the nation’s nature and climate ambitions.
“It’s wonderful to be announcing this new funding to support schools and young people as we mark this milestone for National Parks.
“Young people need access to nature more than ever before, not only because they are the future custodians of our planet, but also because outdoor learning brings so many benefits to their
health and wellbeing. Ultimately, we want nature to be everywhere for everyone and this new scheme is another step towards that goal.
“Young people can play such an important role in helping biodiversity bounce back and I’m excited to see the new wildlife havens that are created by this inspiring initiative.”
Half of the funding is being provided by the National Park Authority and the other half by the South Downs National Park Trust, the official charity of the National Park.
Applications can be received until 1 July and are on a first-served basis.

Bluebird Care Winchester, Eastleigh & Romsey was delighted to be joined by the Mayor of Winchester, Cllr Russell Gordon-Smith, as the company celebrated their 20th birthday.
The Mayor joined Bluebird Care staff and customers as they marked the significant milestone with an afternoon tea and fun social activities.
During the event, the Mayor gave a speech commemorating Bluebird Care for their longstanding commitment to supporting people in their own homes. He highlighted the positive impact they have had on the local community, emphasising the importance of their compassionate and professional care services.
Bluebird Care – rated as outstanding by the Care Quality Commission (CQC) – supports hundreds of individuals across Winchester, Alresford, Eastleigh, and Romsey. Their bespoke services range from companionship and personal care to specialised dementia care and live-in support, ensuring people can maintain their independence whatever their requirements.
Mayor of Winchester, Cllr Russell Gordon-Smith, said: “Congratulations to Bluebird Care for two decades of service. I was delighted to be invited to their anniversary event and hearing about all the people they have supported over the years. I wish them lots of luck in their fundraising efforts too, with Alzheimer’s Society being named as their charity of the year.”
Norman Murphy, Managing Director of Bluebird Care Winchester, Eastleigh & Romsey, said: “We want to extend a heartfelt thank you to everyone who joined us in celebrating this milestone anniversary. We're incredibly proud of the work we do, and as Bluebird Care enters its third decade, we're more determined than ever to support our local community. Our customers and staff mean the world to us, so it was wonderful to have so many sharing this special moment.”
The day was also an opportunity to raise awareness and funds for Bluebird Care’s charity of the year, the Alzheimer’s Society, where their fundraising total currently stands at over £42,000.
We’re here so your loved one can stay at home, where things are familiar and they feel at ease.
We’re here for you too, because when a loved one needs care, it can be a challenging time in your life as well.

Yes, You SHOULD Feel Good (About Your Vagina)
Those of us who have issues down there know the impact our vagina can have on our quality of life.
But we should ALL feel good about our vaginas.
Ultra Femme 360 is the painless radio frequency treatment that promotes the body’s own natural collagen production to restore and tighten the vaginal area.
From puberty, childbirth, menopause, and all the fun stuff in between, our vaginas go through a lot, and we rarely give them the care they need.
Our vaginal area is just as prone to damage and ageing as the rest of our body. Distressing problems with vaginal laxity, stress incontinence or reduced tissue quality are all experienced by most women at some point in their life.
The Ultra Femme 360 treatment provides total vaginal rejuvenation in one quick and painless treatment that lasts just eight minutes*.
What is Ultra Femme 360?
Ultra Femme 360 is a non-surgical solution for restoring the internal and external vaginal area. As the applicator is guided in and around the vagina, the radio frequency activates our own body’s natural collagen and elastin production, which tightens the vaginal canal and surrounding skin. The low levels of heat from the treatment also encourages blood flow to the area, further boosting the effects.
Feel good…
Who can benefit from Ultra Femme 360?
This is a safe and gentle treatment that is suitable for most women. If you have experienced vaginal changes since childbirth or menopause or have functional issues including stress incontinence or reduced sexual enjoyment, Ultra Femme 360 can tighten, restore, and rejuvenate your vagina for increased confidence and personal wellbeing.
Does the treatment hurt?
We understand that this kind of treatment can feel daunting. However, we aim to make you feel comfortable and relaxed throughout the treatment, which is entirely painless and lasts only 8 minutes. There is no downtime, and you can return to your normal daily activities immediately afterwards. *Recommended one treatment per week for three weeks for the best results.
We are one of the first clinics in the country to offer this treatment and look forward to welcoming you at The Face & Skin Clinic.
Book your treatment today. We should all feel good about our vaginas.
Happy New Hear!
New year is time to make some resolutions about making the most of your vital senses! Rawlings Opticians & Hearing Care are passionate about eyesight and hearing, and we can help you make sense of any issues you are having and resolve your sensory problems. With a heritage of 130 years of looking after generations of families we are a trusted name – and still an independent business.
Hearing tests are something we know people have a tendency to put off – but at Rawlings we know that a complimentary hearing test should be a regular part of looking after yourself. It’s really important to hear well, especially with the latest research linking uncorrected hearing loss to an increased risk of dementia in later life.
From the age of 40 upwards, or younger, if you suspect you might have a problem or have had noise exposure in the past, an audiology check-up should be part of your routine health maintenance. Past noise exposure could be either within your work environment or outside of work - headphone use, listening to loud music, or gaming should all be considered.
A build up of wax can cause hearing loss and is easily fixed. However, if hearing aids are needed, almost invisible ‘in the canal’ options are the most discreet. Many of our hearing aids have Bluetooth connectivity for you to easily adjust on your phone according to your environment – and the latest models include AI tech for automatic optimisation.
If you haven’t had your eyes tested for some time, book an appointment to check that your vision is tip-top. Your eye health is
our priority and so we offer unrushed appointments to give you the time to ask any questions you need to.
If you are already a glasses wearer, how about a new look for 2025 –either a change in frame style or a switch to contact lenses could be just the thing to give you a boost this January. A personal shopping experience with one-to-one frame styling is all part of the service you will receive when you come to any Rawlings branch.
Contact lenses are now available for almost everyone, from children to the older age groups. Varifocal or reading glasses wearers – there are contact lens designs that can correct your vision too! Soft and comfortable, lenses can be worn full time instead of glasses or just for sports or socialising – the choice is yours. At Rawlings we really take the time to ensure you are happy, confident and comfortable with lenses.
Come and see us to find out the difference our wealth of experience in eye and hearing care could make to you. See your best, hear your best and live life to the full in 2025!

KES Prep: A Nurturing and Inspiring Learning Environment for Every Child
King Edward VI Preparatory School is proud to offer a dynamic and supportive learning environment that allows each child to thrive academically, emotionally, and socially. The school is situated within 22 acres of beautiful grounds, providing ample space for both indoor and outdoor activities. This exceptional setting, combined with purpose-built classrooms, inspires creativity and offers pupils the opportunity to engage in a range of activities that extend beyond the traditional classroom environment.
The Pre-Prep department at KES Prep provides the foundation for pupils' education, with learning designed to ignite curiosity and foster a love of learning. With small class sizes, every child receives personalised attention to ensure that their individual needs are met. In addition to core subjects, children benefit from specialist teaching in Music, Performing Arts, French, PE, and Forest and Beach School. These enriching experiences allow children to explore their interests and develop a well-rounded skill set. Parental involvement is strongly encouraged through various events such as parent breakfasts, sports days, and assemblies, creating a vibrant and supportive community for all.
As pupils transition to Lower Prep, the learning journey becomes increasingly challenging and dynamic. The curriculum is carefully designed to stretch and inspire pupils, helping them build academic confidence and resilience. Specialist teaching continues in Music, Drama, PE, and Languages, while Outdoor Education and frequent trips — including Year 4’s first residential — allow children to develop independence and explore new areas of interest. Emotional well-being is a strong focus at KES Prep, supporting children to face challenges with resilience and empathy.
One of the distinctive features of KES Prep is its smooth transition to King Edward VI Senior School in Southampton. Pupils who excel in Year 5 are recommended by the Headmistress for progression to the Senior School without the stress of an entrance exam. This approach allows children to focus on their continued growth and development, with the confidence that their hard work and achievements will support their future success.
Families are invited to attend the School in Action Open Morning on Friday 7 February to experience the nurturing environment at KES Prep for themselves. Attendees will have the opportunity to discover how small class sizes, specialist teaching, and outstanding pastoral care support each child’s academic and personal growth. Booking a place at the Open Morning will provide a first-hand look at how KES Prep can help children reach their full potential.

• 2 x 350g tubs ready-made cheese sauce (use a full-fat one if freezing)
• Freshly grated nutmeg
• 100g parmesan, grated
• 1 egg, beaten, to glaze
METHOD
Heat a large frying pan and brown the sausages, using a wooden spoon to break up the meat. Pour off any fat from the pan, stir in the passata, bring to the boil, then add the oregano and season. Simmer for 10 mins.
Cook the pasta for 2 mins less than the pack says, reserve some cooking water, then drain, cool under cold water and drain again. Meanwhile, pour a kettle of boiling water over the spinach in a colander to wilt, then squeeze out all the water. Mix the pasta with the cheese sauce and some of the reserved water, to loosen. Season.
In a large dish, add the meat sauce, then the spinach, some nutmeg and seasoning. Next, add a third of the Parmesan, the cheesy pasta, more nutmeg and finally the rest of the cheese. Wrap and freeze. Defrost at room temperature for about 8 hrs. Heat oven to 200C/180C fan/gas 6. Bake for 40-45 mins, until the dish is piping hot and golden.

New Chesil Theatre gets the go ahead
Chesil Theatre Winchester is delighted to announce that Winchester City Council has granted planning consent for its exciting development scheme. The plans will involve a brandnew extension to the much-loved medieval building, offering a light-filled entrance and bar/foyer, studio and community space, facilities to provide access to all, and much more. The new Chesil Theatre will transform a heritage landmark and the streetscape in this significant entrance to the City, as well as offering a warm and inviting 21st century arts centre.
Chesil Theatre typically offers up to eight productions a year, plus two lively youth groups and an active outreach programme bringing live entertainment to the wider Winchester community.
President Tom Williams said:
“We can now embark on the next stage of realising a bigger and better cultural centre for Winchester whilst also achieving the continued sustainability of a Grade 2* Listed Building.”
Winchester Dramatic Society has been entertaining the City since 1863 using many different venues before finding a permanent home. The first performance took place in the converted church of St Peter Chesil in 1966. Initial discussions on tackling the problem of space shortage started in 1998. The Society was finally able to purchase land from the adjacent owner in 2022. Transfer of the freehold medieval building from the Church Commissioners was finalised earlier this year.
Chairman Stephanie Danby said:
“We have enjoyed the process of working collaboratively with the team at Winchester City planning department which has been supportive in encouraging and guiding our plans through the process. The resulting scheme is designed to be welcoming and convivial, benefiting our audiences and the community as well as enhancing this important Conservation Area.”

Looking out for our neighbours this winter
As the nights get longer and the air colder, it’s important this winter for us to look out for our friends, family and neighbours. The storms have been challenging for communities across the area with many of us experiencing power cuts and blocked roads. I’ve been in frequent contact with the power companies and County Council to get assurances they are doing everything they can to get power back online and roads cleared after disruptions.
Winter is also the toughest time for homeless people and the charities that support them like Emmaus and the Winchester Beacon. I recently visited Trinity Winchester who are working with StreetVet to support the
Could you join the 1 Million minutes campaign?
Home-Start Winchester and Districts is supporting Good Morning Britain’s 1 Million Minutes campaign, which runs throughout December, to help those experiencing loneliness. The campaign is asking members of the public to pledge their time to charities looking for volunteers.
Home-Start Winchester is a local charity that helps families with young children through their challenging times. Families struggling with isolation, loneliness, and many other issues, receive the support of a volunteer who
homeless and their pets. They’ve helped many people off the streets and back on their feet. I’ve also been really proud of our Liberal Democrat councillors. Thanks to their campaigning, the County Council scrapped its plans to cut homelessness services and the City Council worked hard trying to ensure no child in Winchester had to spend Christmas in a B&B.
In Parliament, the big focus has been on the Assisted Dying Bill. I’ve heard from many of you on this important question and it’s truly been inspiring to see the civility with which this issue has been debated from all sides. It was a difficult decision but ultimately I voted for the bill to progress. It can now be scrutinised and debated further before a final decision is made.
While activity in Westminster lessened over the festive period, I continued my work across Winchester and the Meon Valley listening to the concerns of local people and businesses. I met with the River Trust on a walk along the Itchen to discuss the problems they’re having with Southern Water and sewage dumping. I promised them I’d continue my fight in Parliament to hold them accountable and get our waterways cleaned up. Just before Christmas, I paid a visit to our posties at Royal Mail Winchester who were hard at work helping to deliver the festivities. We really couldn’t celebrate the season the same way without them, so they have my thanks!
After a whirlwind few months, it was nice to be able to spend this Christmas with my partner, Emma, and going on many walks along the River Itchen with our two lovely dogs – Frank and Moose.
I hope everyone enjoyed their Christmas and I wish everyone a successful New Year. My team and I, are back in action and ready to help, so if there are any issues or concerns you have, get in touch at danny.chambers.mp@ parliament.uk
will spend time in a family’s home helping them in the ways they need. Last year Home-Start supported more families than ever – but the charity needs more volunteers if they are going to be able to support all the families looking for help in the Winchester area.
“We recruit and train local volunteers, who have parenting experience,” said Service Manager Liz Stannard. “Once trained to Home-Start standards and confidently equipped, each volunteer is carefully matched with a family. Our volunteers visit the family at home for a couple of hours every week, for six to 12 months, or as long as is needed.”
“It has never been more important for us to talk about feeling lonely, especially following Home-Start UK’s recent survey carried out by YouGov, which highlights the scale of isolation felt by parents and carers during critical stages of their children’s development and identifies an urgent need for addressing loneliness for families across the country,” said Liz.
Almost 1-in-5 (18%) of parents surveyed say they rarely or never have meaningful contact with another adult outside their household, showing the extent of isolation experienced by many families, with over 4-in-5 reporting they have experienced feelings of isolation.
If you would like to pledge your time to support Home-Start Winchester and Districts, the next volunteer training course starts on the 30th January 2025 for five consecutive weeks (excluding half term) 9.30am – 2.30pm at The Carroll Centre in Stanmore. As we move through the colder months of the year, a hidden world of nature is revealed to us. Leaves and flowers fall away, exposing the structures beneath. Along the banks of our chalk streams, we can see strange shapes that were once cloaked in clouds of small white flowers: the dry remains of plants known as umbellifers.
The umbellifer family is very large and contains many poisonous species, but also edible ones like carrot, celery, parsnip, fennel, cumin, dill, and coriander. If you’re thinking that its name sounds rather like “umbrella”, then you’re spot on: the two words share a common root in the Latin word for “shade” or “shadow”. The family name itself comes from umbels – flower clusters that radiate out from the main stem.
In most umbellifer species, these flowers are white and bloom through the spring and summer. They usually decline as the weather grows colder, leaving dried out stems behind. But even in wintertime, umbellifers are of great value to wildlife: they provide cover when vegetation is sparse, and some insects take shelter inside their hollow stems. Let’s look at some of the river-loving members of this floral family!
If you’re familiar with Hampshire’s history, you’ll no doubt know that watercress grows
in our chalk streams. But if you find some in the wild, it could be growing alongside our first umbellifer. Fool’s watercress is a creeping perennial that loves stream margins and wet ditches, although it can also be found in wetlands. Unlike watercress – which is actually in the cabbage family – it smells like carrot when crushed.
Another similar-looking plant is lesser waterparsnip, which grows on damp ground or in the shallow edges of clear, flowing water. Because it spreads through stems that run over the ground, called “stolons”, it can play a key role in reducing riverbank erosion. One way to identify it is by looking for a pale ring at the points where leaves branch off from the stem. True to its name, crushing it releases the scent of parsnip.
Our riverbanks are also home to hemlock water-dropwort (Oenanthe crocata) – not to be confused with the more famous hemlock (Conium maculatum), which also grows near water. Its close relative, river water-dropwort (Oenanthe fluviatilis), is more specialised; it likes clean, lowland rivers with plenty of calcium. This makes our chalk streams fantastic habitats for this species, if they’re in a healthy condition.
Since many of the umbellifers look alike, some caution is needed around them. Several species are highly toxic if eaten, and some have sap that can cause skin irritation. Giant hogweed
in particular can cause painful photosensitive blisters after only brief contact; this invasive species can reach a towering 5m when fully grown, but is harder to differentiate in its younger stages. If in doubt, it’s best to admire from a distance.
