Personal Background
Francisco B Lindero, Jr. is the eighth in the brood of ten of Francisco, Sr. and Norma Lindero. Born on May 11, 1976 at Barangay Gines, Zarraga, Iloilo, he finished his elementary education at Zarraga Central Elementary School (1989) and his high school at Sacred Heart Academy (1993), Zarraga, Iloilo. In 1998, he earned his degree in Bachelor of Arts major in Philosophy at the University of San JoseRecoletos in Cebu City. Lindero also underwent a religious formation during his college years with the Congregation of the Rogationists of the Heart of Jesus. Both institutions recognized Lindero’s exemplary academic performance, hence conferred him the following: • • • •

Bronze Medal (Cum Laude) which entitled him for Second Level Eligibility granted by the Civil Service Commission pursuant to Presidential Decree 907 (Honor Graduate); Excellent Student Award Number One Medalist for Comprehensive Examinations in Philosophy; and, Number One Medalist for Thesis Writing and Defense.
Prior to police service, he worked as Project Officer, later Project Unit Coordinator, of Taytay Sa Kauswagan, Incorporated (1998-2001), a Non-Government Organization that provides financial assistance to micro-entrepreneurs. He also worked as Selling Assistant Supervisor at Super Value, Incorporated (SM Supermarket), SM City, Mandurriao, Iloilo City (2001). His trainings and experiences in both assignments made him a more versatile, multi-faceted, and well-rounded person. He is now married with a policewoman, POII Janette Lapi-an Lindero, with whom he has a 2-year old daughter, Janna Ysabelle Lindero.
B.
Entry to the Police Service and Previous Assignments
The promising career of Lindero with private corporations saw its end when he joined the government service as member of the Philippine National Police on December 17, 2001 at the age of 25. As police trainee, Lindero’s versatility and natural sense of leadership earned him the respect and confidence of his colleagues, making him the President of Public Safety Basic Recruit Course Class 06-01-03. Upon their graduation,
Lindero’s remarkable contribution as Class President was affirmed by the Outstanding Achievement Medal he received and several commendations. He further proved his capabilities and unyielding quest for excellence when he graduated Number 3 of the 92 graduates of the PNP Modified Special Counter Operations unit Training (SCOUT) Class 2003-03 on August 1, 2003. He was relentless in his pursuit for quality performance (read: public service) in various capacities. Among the significant positions held by POII Lindero were: 1. Administrative, Operations, Supply and Finance PNCO of the defunct Task Force Waterfront (November 1, 2002 – April 25, 2003) which conducted sustained beat patrol operations at the eight waterfront barangays of Iloilo City that resulted in the ZERO indiscriminate firing incident in the area (FIRST EVER after several decades) during the December 25, 2002 Christmas celebration and 2003 New Year’s Eve celebration. 2. Regional Election Monitoring Action Center (REMAC) PNCO during the May 10, 2004 synchronized National and Local Elections. Proudly, the now retired Police Director General Edgardo Aglipay, then Chief of the Philippine National Police, adjudged Police Regional Office 6 as the Number One wellperforming REMAC nationwide not only for effectively maintaining the peace and order in the whole region but also for the efficient, effective and prompt submission of report on election matters. 3. Member of Secretariat of Task Group 23rd South East Asian Games, wherein Lindero had showcased exemplary efficiency and devotion to duty in his tasks of monitoring, consolidating, and drafting of all reports, conducting briefing and coordinating with concerned police units and other agencies involved in the security preparation for the 23 rd South East Asian Games.

Present Assignments and Accomplishments
POII Lindero’s competence and remarkable performance went unnoticed by his superiors.

In January 2007, with the implementation of the Integrated Transformation Program of the Philippine National Police that called for the institutionalization of Public Information Office at the national level down to its regional offices, Lindero was reassigned from Regional Operations and Plans Division (ROPD) to the newly
created Public Information Office and designated as RPIO PNCO, a position equivalent to a Chief Clerk in other Divisions. Under the tutelage of then Chief of RPIO and now retired Police Senior Superintendent Norlito C. Bautista, POII Lindero explored possibilities for the neophyte unit to carve its niche in the PRO 6 campaigns not only for peace and order in the region but also for the transformation of its personnel. Among the notable contributions of POII Lindero as RPIO PNCO are: 1. He was instrumental for the replication of Talakayan sa Isyung Police (TSIP), a cable television program of PRO 6 in cooperation with Central Philippine University Alumni Channel. He also proposed innovation in the program, like the concept of having three-segment program: Talakayan, Tatak Pulis and Dalangpan which made TSIP more interactive and community-oriented program. POII Lindero also acts as the PROGRAM DIRECTOR of TSIP. In the absence of the Chief, PIO, he also serves as Program Host/Anchor not only the Cable Television (Sky Cable channel 8) version of TSIP but also in its radio (DYLL- Radyo ng Bayan) version.

From its launching in July 21, 2007 to the present, TSIP has already aired 58 episodes which tackled various topics and concerns relative to the maintenance of peace and order in the region. TSIP has also featured several programs and projects of the PRO 6 for better appreciation of the public. In January 2008, Lindero and three other personnel of RPIO was awarded Medalya ng Kasanayan for their efficiency and effectiveness in the preparation of 80 news releases related to the May 2007 national and local elections. 3. He proposed a new staffing pattern of the RPIO, which, if considered by the national office, will indubitably improve the services and operations of this police unit. 4. Official Representative of PRO 6 Director, Police Chief Superintendent Wilfredo V Dulay, Sr., as member of the Local Board of Nominations for the Kapisanan ng Mga Broadcasters sa Pilipinas 16th Golden Dove Awards. 5. Representative of PRO 6 in the Association of Government Information Officers, in which he was elected Secretary (2007) and now as Chairman of the Board of Trustees (2008-2009).
D.
Other Affiliations and Accomplishments
Despite his workloads as RPIO PNCO, POII Lindero still finds other places to spread his wings and ventured on activities which proved of his character, competence and professionalism worthy of emulation by his colleagues in the PNP. He holds/held various positions in different organizations, like: 1. Director and Acting Secretary of the PRO6 Development Cooperative (CY 2006 – present), wherein he introduces changes and innovations in the system and programs of the Cooperative for the benefit of its members. POII Lindero is the lowest-ranking police non-commissioned officer ever to sit as Director of the Cooperative.

2. Director of the Federation of Iloilo City Cooperative (CY 2006 – present), wherein he is the official representative of the PRO 6 Development Cooperative. In this capacity, POII Lindero has been a: • •

Secretary (CY 2007 –2008) and Chairman of the Board of Trustees (CY 2008-present) of the Association of Government Information Officers, wherein he is involved in the drafting of the proposed amendments of the by-laws of the association. He also participates in the planning of programs and other activities of the association for the benefit of the respective Information Officers and the agencies they present. 4. Secretary of Our Lady of the Most Holy Rosary Chapel Pastoral Council (CY 2007), wherein he conceptualized the publication of the Souvenir Program on the 24th Patronal Fiesta of the Camp Delgado Chapel, in honor of the Our Lady of the Most Holy Rosary. The project raised more than P130,000.00 in net income which was used in the renovation of chapel altar and procurement of the new sound system.
5. Secretary (SY 2005), Vice President (SY 2006), and President (SY 2007) of the In Solidum Frasority, a law student council of the University of Iloilo College of Law, wherein he initiated projects relative to the maintenance of peace and order efforts of the PNP, like: a. Forum of Republic Act 9372 (Human Security Act) on August 10, 2007. The activity was a joint project of the three law schools in Iloilo City: University of Iloilo, Central Philippine University, and University of San Agustin.

b. Seminar-Workshop on Mediation and Intervention Techniques for Barangay Council and Tanods on December 21, 2007. This was the first of the series of seminar-workshops
to be conducted in the barangays of Iloilo City. The program aims to equip the Barangay Council and Tanods with proper skill on dispute settlement (Lupon), ordinance and resolution making, arrest, seizure, and handling of evidence. As officer of the law student council, Lindero was involved in the preparation and in making follow up of the requests of PNP law students relative to their discounts in tuition fees. 6. Vice President of the Association of Law Students of the Philippines – Visayas Regional Board (CY 2006 – 2007), wherein he developed linkages in other law schools. 7. Columnist in local dailies, like The News today, The Visayan Daily Headlines, The Daily Guardian and The Daily Informer. He has published ____ articles advocating the PNP doctrines, best practices, anti-insurgency/anti-criminality campaigns, Integrated Transformation Program, morale and welfare of police personnel, and community participation in policing.

Initiatives 1. Youth Empowerment for Service Club
Lindero is the FOUNDER of Youth Empowerment for Service (YES) Club, a non-profit youth organization that aims at building youth leadership for peaceful, orderly, and progressive community. YES Club seeks to foster, develop, and support youth initiative, empowering their leadership potential and making

them strong representational youth voice in the service and decision-making for their community. Lindero conceptualized and implemented YES Club in the light of the Constitutional provision: “The State recognizes the vital role of the youth in national building and shall promote and protect their physical, moral, and spiritual, intellectual and social well being (Article 11, Section 13). The Club envisions youth who are responsible, committed, pro-active, and productive in an ever changing society. Its mission is to empower the youth through various public service activities, helping them realize their vital roles in nation building through its three major advocacies: protection of the youth, women, and children; protection and preservation of environment and natural resources; and maintenance of peace and order. The registration of YES Club is now on process with the National Youth Commission, after having complied with the requirement of existing for at least six months prior its application. 2. Project PAGDAYAW Lindero is the proponent of PRO 6’s Project Pagdayaw, an impact project which recognizes the sacrifices and passion for excellence of the police personnel by graduating Bachelor of Laws, Master’s or Doctorate Degree. The project is aimed at boosting the morale of police personnel and piquing the interest of others to pursue higher level of education to improve their competence, effectiveness and efficiency in law enforcement. On its implementation last May 5, 2008, several police personnel regionwide received a Certificate of Commendation from PRO 6 Director Isagani R Cuevas. If given with proper funding and support, the other proposed impact projects of Lindero are:

3. I.M.P.A.C.T. (Institutionalization of Micro-Enterprise Project Against Criminality and Terrorism) Program, an outreach program for the indigent member of the community. The program works by empowering indigent families to be more self-reliant by providing them financial assistance for micro-enterprise projects (livelihood projects) and making them as partners in crime prevention and solution in their respective barangays. 4. General Martin T Delgado Achievement Award, a recognition to be conferred to police personnel (Non-Uniformed or PNCOs) who made unique contribution/s which result to the improvement of system or programs of the Police Regional Office 6, in particular, or the PNP in general. The awarding ceremony shall coincide with the death anniversary celebration of General Martin T. Delgado, in whose honor the seat of Police Regional Office 6 was named after.

5. PASIDUNGOG, an expression of the PNP’s cooperation, participation, and support to the programs, projects, and other endeavors of the govern for the different sectors of the society. The project is an innovation that showcases the other side of policing. While remain focused on its anti-criminality and anti-insurgency campaigns, the Philippine National Police will give pasidungog (tribute) through a walkathon (or company/battalion run), chants, streamers, flyers and speeches. 6. BEAT D CRIME (Barangay-based Education, Awareness, and Training Development Towards Crime Reduction and Intensified Monitoring Efforts), is an impact project that serves as channel through which the PNP brings to the community its programs and activities against crimes and insurgency. It is also a mechanism in which the PNP educates, informs, trains and empowers the barangay sector, particularly the stakeholders within its jurisdiction with their roles in the peace and order efforts/processes. 7. ESKUL (Enhancement of Students’ Knowledge and Understanding of Law Enforcement), an impact project aimed to empower students and make them active collaborators in the PNP’s anti-criminality and anti-insurgency campaigns. This can be achieved through the conduct of lectures, seminars, and workshops that will enhance the students’ knowledge and understanding of their roles as PNP’s partners in its law enforcement efforts. 8. PNP SERVICE FAIR, a community-oriented program which provides the pubic with services, like medical and dental check-up, legal consultation, police assistance, among others. It is aimed at gaining the support of the public for the PNP and also preventing other sectors, like the urban poor, from joining the progressive groups at the streets especially on occasions like Labor Day and Philippine Independence Day.

Summary
POII Francisco B Lindero, Jr. is a neophyte police officer, being only seven years in the service; nevertheless, he has already proven his worth with his consistency, hard work, perseverance, confidence and unwavering determination for excellence. It is remarkable indeed for a young officer, like POII Lindero, to accomplish number of things in the advent of his career. His undying zeal for service and passion for positive changes is now earning merits and recognition not only for himself and his units but also for the PNP organization in general befitting for him to be called the BEST PNCO OF THE YEAR!
