In a territory where the sport culture is not well developed in the community, it is very difficult for all governing bodies of sport to work especially when all officials are volunteers. Thanks to the HKSAR Government,more financial support has been given to Sport in the last 5 years. We are again hosting the Asian Championships and we have the largest participation since the Asian Championships was initiated 42 years ago with bowlers and officials from 24 Asian countries and territories comins for this biennial event. I would like to welcome all competitors who come here with the aim of performing to their best to attain medals. However, there can only be one winner in each of the events and whether win or lose, I am sure that all of you would have tried your best with sportsmanshipin mind and that is the most important reward. 22"dAsian Tenpin Bowling Championships September2-IL,2012 Rules and Regulations Eligibility - Rule 3.3.1,3.3.2& 4.9.1 Playersparticipatingin sanctionedtournamentsmust be certified by their respectivenationalfederation.The federationmust not be under suspensionby FIQ. A player must not be under suspensionby any WTBA memberfederation. Federationsmust be currentwith their FIQ, WTBA andZonemembershipfees. Number of Players - Rule 5.1.2 Eachmemberfederationshall be limited to a teamof not more than six male and six femaleplayers. Lane Assignment - Rule 5.3 In due time before the start of the championships,the TournamentDirector will decide the number of squadsfor eachevent and the numberof lanesin use for each squad. Lane assignmentsshall be determinedby lot for Singles,Doubles,Trios and Team,and subjectto special pre-arrangedschedulerequirementsfor Mastersround robin and the position round. For Singles and Doubles, once competitionis under way, the number of players scheduledon a pair of lanesmust be consistentthroushoutthe tournament. An impartial lane assignmentshould be performedin due time prior to the Pre-Tournamentmeeting in order for it to be announcedat the meetins. Verification of the number of players from each participating federation and spellings of their meeting.No changeswill be namesmust be done latest in conjunctionwith the Pre-Tournament permitted thereafter. Practice - Rule 5.4 The playersof eachfederationshall be nominatedprior to the startof the official practice. Minimum one day of official practice must be provided immediately prior to the start of the championships. One hour practice is required for each federation. Hou'ever. if the competition lanes ale not available for unofficial practice immediately prior to the official practice, two days of official practice will be required with two hours for each federation the first day and one hour for each federation the second day. Each federation will have one session of official practice, each second pair of lanes dressed with short oil condition and the lanes between dressed with long oil condition.

MastersFinals shall be round robin competition betweenthe top 16 players basedon their 24 qualifying games.All qualifying pinfall is dropped.One game matcheswill be played. A final matchwill be playedas a positionround,makinga total of 16 games. Position numberfor the pre-arrangedscheduleshall be decidedby draw. (Playersfrom the same federationwill be scheduledto bowl againsteachother within the first 8 gamesto the extent that is possible.)However,the TechnicalCommitteewill selectpositionnumbersfor playersfrom the samefederationto ensuresuchplayerswill competeagainsteachotherwithin the first 8 games. Standingsshall be basedon total pinfall from each of the matchestogetherwith a bonus of ten for eachmatch won, including the position round. Each player shall receivea bonusof five for a tie. Any vacanciesthat may exist at the start of Master Finals shall be filled by pacers.Any finalist who has not registeredin personfor the first eight-gameblock prior to the time specified shall be replacedas describedin above. 2. Masters Grand Finals shall be conducted,stepladderfashion, for three top players after the 16 matchesto determinethe champion,secondand third positions. The winner of this match will be declaredthe MastersChamoion.

Approaches Must Not Be Defaced - Rule 2.11 The applicationof any foreign substanceon any part of the approachthat detractsfrom the possibility of other playershaving normal conditionsis prohibited. This includes,but is not limited to, such substancesas talcum powder,pumice and resin on shoes;also soft rubber solesor heelsthat rub off on the approachareprohibited. Errors in Scoring - Rule 2.12 Errors in scoringor errorsin calculationmust be correctedby a responsibletournamentofficial immediately upon discoveryof sucherror.Questionableerrorsshall be decidedupon by the designatedofficial. The time limit for filing protestson scoringerrorsshallbe onehour from the end of the eventor block of games for eachday of tournament,but must be before the pize presentationor the commencementof the next round (in an eliminationevent),whicheveris the sooner. Eachprotestunderthis rule must be specificin itself and this rule shall not be construedto cover a previousor similar violation. Interrupted Game - Rule 4.21 The tournamentofficials may authorizethe completionof a gameand block of gameson anotherpair of lanes when equipmentfailure on the startinglaneswould delay the normal progressof the block. Bowling Ball Procedure - Rule 4.11 Only bowling balls manufacturedon or after January l, 1991that are on the USBC approvedball list are allowedfor usein sanctionedWTBA competition. The online list may be found at WTBAwebsite www.worldtenpinbowling.com. Given that the online ball list was createdon January7,1997 any bowling ball not on the list and proven to be manufacturedprior to Januaryl, 1997havebeenpreviously approved. A completehard copy of the USBC approvedball list will be madeavailableat the ball registrationdesk. Acceptanceof manufacturedballs prior to the inceptionof the USBC ball list for use in competitionis at the discretionof the TournamentCommittee. Altering the surfaceof the bowlingball is allowedper rule 4.10.I. During a stepladderfinal format, eachmatchis considereda competitionround. Registrationbowling balls a) Eachplayerwill be permittedto registera maximumof 6 bowling balls duringthe tournament. b) Immediatelyfollowing the official practice(latestone hour after the last practicesession)registration shallbe madeof the bowling balls to be usedduring the championshipevents. c) Additions of maximum two bowling balls to the players'bowling ball list shall be allowed (up to the maximumof 6) throughoutthe tournamentprovidedthey passrule 4. 11.3above. d) Additionsto a player'sbowling ball list shall be madeno laterthan t hour prior to the startof the squad wherethe additionalbowling ball(s) will be used. e) In very specialcircumstancesthe TournamentTechnicalCommitteemay allow a replacementof a registeredbowling ball. Each day during the events random inspection of the bowling balls may be performed. The Tournament TechnicalCommitteeshall decideon the numberof balls and the players,which shallbe randomlvselected. The inspectionshallbe limited to a visualinspectionof the serialnumberof the balls andthe sizeandnumber of the balanceholes(referrule 11.14.3).


The penaltiesfor violation of the rule are a) Daily randominspection,zero scorefor the eventin which the failed inspectionwasperformed. b) Medalists,zero scorefor the event. c) MastersFinals,disqualificationand all scoresnull and void. Smoking and Drinking - Rule 4.16 The playersmust not use tobaccoproducts,consumealcohol or be under the influence of alcohol while I competition;i.e. during the entire period of a block of games.In thoseinstanceswhere it is establishedthatr player is in breach of this rule, he may be suspendedby the TournamentTechnical Committee from tL tournamentfor the block of gamesthen being played. Bowling on Wrong Lane - Rule 2.7 and.4.23

Otherwise,the scorestandsasbowled, with all subsequentframesin the gamebowled on the correctlanes. Tardy Players - Rule 4.24 Any player or team arriving late shall begin play with the scorecount beginning with the frame then being bowled on the lane or lanesto which they are assigned. If they are scheduledalone,they will startin the earliestframe then being bowled on the squad. Penaltiesfor Rule Violations - Rule 4.25 When not specifiedin any rule, the penaltiesfor rule violations are governedas statedbelow. A player/teamfailing to observea rule(s) shall be warnedby an authorizedtournamentofficial with a yellow cardfor first offence(no penalty). For a secondoffencein the sametournament,the player/teamwill be disqualifiedfrom the tournament.andwill not be allowedto participatein WTBA/Zone approvedtournamentsand conductedchampionshipsfor 90 days. All offencesshallimmediatelybe reportedby the TournamentManagerto the ABF SecretaryGeneral.who will reportto all memberfederations. Protests- Rule 4.26 Protestsinvolving eligibility or generalplaying rulesmust be confirmedin writing to a responsibletournament official not later rhan24 hours after the game in which the infraction occurredor before prize presentation. u'hicheveris the sooner. Whena protestinvolving a foul or the legality of pin fall is entered,an official representative of the federations involvedmay be presentwhen evidenceis takenrelativeto the protest.
