Index Message from the Mayor Frankston City Council is proud to offer Melbourne’s premier business development program - Build Your Business. Council recognises that small business is the lifeblood of the Frankston City economy, with 97% of businesses employing less than 20 people. This program provides the critical tools required to give businesses in all industries the best opportunity to grow and prosper. Council is particularly pleased to offer innovative services that are only available in Frankston City, including: -- Buy Local Program (page 8): which has already seen over $15M of local expenditure awarded to Frankston City businesses in less than 12-months -- Small Business Grants Program (page 13): a range of financial incentives of up to $15,000 to businesses that demonstrate high-growth potential; and, -- Job Matching Service (page 9): giving local business free access to communicate with a database of over 7000 students and graduates to promote local employment opportunities I would encourage you to go through each of the programs in this booklet and get in contact with Council’s Economic Development, Events and Tourism Department, who can tailor the Build Your Business program to your business’ specific needs.

Buy Local assists local businesses to compete for tenders and contracts on Council work and other major projects both in Frankston City and throughout Australia.
In 2014-2015 Frankston City Council is working in conjunction with VECCI to offer a series of workshops* to help your business succeed online.
The program underpins local business growth and employment creation. -- The Industry Capability Network (ICN) Gateway Council and other tender/work opportunities are now listed on the ICN Gateway. The Gateway is a FREE portal that notifies registrants about tender/work opportunities (registration details below). -- Tender Training Council offers subsidised tender writing and procurement workshops to local businesses. -- Major Projects Council will assist project managers in identifying local suppliers for major projects in Frankston City. -- Meet the Buyer events Council will hold information sessions on major construction projects, providing local business with the opportunity to bid for work packages. -- Council’s own commitment Council purchases over $100,000 now require a local content statement, ensuring that local business has the opportunity to win Council work. Since the Buy Local program commenced in 2013, almost $20 million in tenders and contracts for major projects and services have been awarded to local businesses. Small Business Grants Frankston City Council runs an annual small business grants program. Businesses can apply for up to $15,000, to be spent on business growth ventures. Grant recipients will also receive all of the Build Your Business products featured in this booklet. There are five categories of Small Business Grants: 1. Home-Based Graduation (home-based businesses in Frankston City looking to move into commercial premises) 2. Start-ups (any new business located in Frankston City) 3. Relocating (from outside the region into Frankston City) 4. Green Business (located in Frankston City) 5. Emerging Exporter (located in Frankston City) Key criteria for prospective applicants: -- Businesses must submit a grant application no more than two months either side of entering a commercial tenancy agreement within the Frankston City boundaries -- Evidence of, or access to, financial capital -- A registered and active Australian Business Number (ABN) -- Demonstrate innovation, a unique point-ofdifference and business sustainability -- Demonstrate your capability to create employment in Frankston City The full Small Business Grant Guidelines and application forms are available at frankston.vic.gov.au/business along with information about when the application window opens for submissions. 2013/14 Grant Recipients Spicy Web Design: develop high quality websites and provide online marketing, maintenance and security services to clients. Located in the Business Growth Facility in the redeveloped Peninsula on the Bay tower. Better Separations: relocating to the Frankston city centre from Hawthorn, Better Separations assists clients to stay out of court by offering meaningful mediation, counselling and dispute resolution services. Humdinger: have spent hundreds of thousands of dollars refurbishing the old Shakespeare’s Tavern into an intimate restaurant and bar providing a summertime retro atmosphere on Young Street next to the Frankston Arts Centre. Marketing4Restaurants: provides restaurants, cafes and takeaways with digital marketing solutions, helping them find new customers and increase repeat business. They specialise in online bookings, web sites and social media integration, and will also be taking this product to the US market. Hodei: is a design and supply company providing medical consumables to Australian hospitals and the biotech sector. They will launch two new products in 2014 – emesis bags and surgical hollowware, such as instrument trays, using a biopolymer alternative to fossil fuel based products.

Are you starting up a business? Are you aware of the traps of signing contracts? The Victorian Small Business Commission (VSBC) often receives applications from businesses in dispute with other businesses where the matter in dispute reflects lack of awareness of commercial and legal realities. One of the VSBC functions is to assist in the prevention of disputes arising. This includes informing aspiring or start-up businesses about the things to be aware of when entering contracts. This session will inform businesses of the role of the VSBC generally and provide useful tips to avoid businesses getting into business difficulty. Geoff Browne was appointed as Small Business Commissioner in October 2011. Prior to the appointment, Geoff was Deputy Director at Consumer Affairs Victoria, for six years. He has had senior management experience in both the public and private sectors, working in telecommunications, finance, and e-commerce. He has also run his own small business.
