Plans in place for sports return Brodie Cowburn brodie@baysidenews.com.au THE Mornington Peninsula Nepean Football League is set to return on 25 July, albeit with a shortened season and a zero salary cap.

The league’s return is subject to the further lifting of COVID-19 restrictions which would allow up to 500 spectators to attend matches.

The top two divisions of the senior

football and netball leagues will return on 25 July, with Grand Finals to be played on the weekend beginning 17 October.

Division one football will consist of nine rounds, with teams playing each other once. A top five finals series will begin on 25 September.

Division two football will be 11 rounds this year with clubs playing each other once. A top four finals series will take place starting 10 October.

A bye has been introduced to the sec-

ond division to accommodate for the exit of Chelsea. The club pulled out of the season earlier this month.

A statement from AFL South East read that “netball will remain an integral element of the MPNFL competition and operational staff will continue to work with clubs to ensure that this remains the case in 2020. Maintaining a strong community football and netball environment is a key factor in the strength of the MPNFL community.”

“MPNFL clubs will be surveyed over

the coming days to confirm their engagement in all levels of competition.”

The path back to competitive sports was outlined after AFL South East’s Richard Black and Shaun Connell, MPNFL operations manager Haydn Parsons, and representatives from MPNFL clubs met on 18 June.

The Frankston Dolphins VFL squad is also gearing up for the start of the season, with the VFL’s 2020 campaign set to get underway on 1 August.

Frankston will be one of eight teams

taking part in the state’s premier competition this season, alongside Box Hill, Casey, Coburg, Port Melbourne, Sandringham, Werribee, and Williamstown. The AFL affiliated clubs will not have access to AFL listed players this season.

Brodie Cowburn brodie@baysidenews.com.au A PLAN to electrify and duplicate the Frankston rail line to Langwarrin has been endorsed by a committee of MPs, council employees, and local business representatives.

A business case looking into duplicating and electrifying the train line to Baxter was completed last year.

The project has since been at a standstill, with $225 million in funding committed by the federal government but none committed by the state government (“Rail extension at a standstill”, The Times, 30/3/2020).

Since the completion of the business case an advisory committee has been set up to explore the future of the project and make a recommendation to Infrastructure Australia, an independent body which advises all levels of government on infrastructure projects.

The committee featured representatives from Mornington and Frankston councils, Monash University, Chisholm TAFE, the Committee for Greater Frankston, the Committee for Mornington Peninsula, state MP Paul Edbrooke, federal MP Peta Murphy, and Liberal senator David Van. The advisory committee endorsed two plans, one of which would see the rail extended with twin tracks to Langwarrin. The rail line would run past a new Leawarra station to a new Langwarrin station. The advisory committee’s report estimated the cost of that project to be just over $400

A second more expensive plan was also endorsed by the advisory committee. That plan would see the track electrified all the way to Baxter at a cost of just over $550 million.

a single track, but their report read that the option would not meet the “minimum service requirement” of trains every 15 minutes.

Committee for Greater Frankston CEO Ginevra Hosking said that both endorsed options would “allow a 15-minute service, a new Leawarra–

Monash campus station servicing the growing Frankston health and education precinct with estimated patronage making it the 15th busiest suburban station, and moving the main commuter parking outside Frankston’s CBD, freeing up the city centre for other users.”

“The most controversial aspect of the advisory committee’s report was what to do if, without state government investment, there was insufficient funds to duplicate and electrify all 8 kilometers of the line to Baxter,” she said. “One shorter term option we investigated was electrification of the existing single track rather than replacement with a double track, on the assumption that a second track could be built in future. However, a single track would severely reduce train frequency.”

The advisory committee’s 54 page report was handed to Infrastructure Australia on 16 June. Pool and libraries reopen

Works continue in the south east and there will be transport disruptions

PENINSULA Aquatic Recreation Centre reopened this week after closing during the coronavirus pandemic.

The easing of COVID-19 restrictions in Victoria allowed the pool to reopen after a three month closure.

Although PARC has reopened there are still rules and restrictions in place to stop the spread of coronavirus. The 50 metre pool hall will open for swimming, but will be limited to a maximum of 20 people. The warm water pool area and gym floor will also reopen, with 20 people allowed in each.

Group exercise classes will resume with a limit of 10 people. Swimming lessons remain on hold.

The creche, sauna, steam room, spa, waterslides, playground, and leisure pools will remain closed for the time being.

Hospital equipped for complex pregnancy A NEW mother has paid tribute to staff at Peninsula Health for helping her through a complicated pregnancy.

Grace Buffinton’s 20 week scan showed that her unborn child’s brain was not developing properly. “They discovered part of his brain was missing,” she said. “It was very similar circumstances to the pregnancy of my daughter five years earlier. She was found to have this rare condition called microcephaly, and it meant the size of her head was smaller than it should have.”

Fetal Diagnostic Service midwife Sharelle Goodwin and Obstetric Ultrasound specialist Dr Andrew Edwards counselled Grace and her partner Ben throughout the pregnancy, “If it turned out part of his brain was missing, his life expectancy was going to be around 12 and he would have had the mental capacity of a two-year-old,” Ms Buffinton said.

“There were times when I was at work and I would get emotional, and I would call Sharelle or Andrew and they would always answer. It was so reassuring to have that care when something like that was going on.”

Dr Edwards said “as we do with everyone, we gave her the understanding that we were there to support her regardless of what decisions she made. I think what she really felt was that she had the full support from Peninsula Health in a non-judgemental way.”

“Previously, women like Grace would have been referred elsewhere, meaning many local pregnant women would be travelling outside of the Frankston and Mornington Peninsula

region for this kind of specialist care.

So offering the Fetal Diagnostic Service in Frankston gives these women the opportunity to continue their care at the hospital nearest to their place of residency,” he said.

A later MRI scan contained good news, showing a part of the unborn baby’s brain that had not been seen earlier. On 23 December 2019, baby Isaac was born.

Peninsula Health’s complex pregnancy care team was set up last year.

They run clinics twice a week for pregnant women with fetal and maternal conditions.

Minister removal won’t change law Brodie Cowburn brodie@baysidenews.com.au THE removal of local government minister Adem Somyurek won’t have an effect on changes made when the new Local Government Act was passed in March this year.

The passage of the act mandated changes to single member wards for most Victorian councils. Kingston Council will change to single member wards at the October election this year, and Frankston will in 2024.

Premier Daniel Andrews said on 15 June that decisions made by Mr Somyurek while he was local government minister would not be reviewed.

“The minister has taken forward positions endorsed by cabinet. He has made a number of different decisions pursuant to his role as minister.

I am not aware of any reason to go back over those or to be concerned about those,” Mr Andrews said.

The change to single member wards had been met with opposition.

Victorian Greens leader Samantha Ratnam said the move “will increase the likelihood that councils are controlled entirely by major parties and that decision making is dominated by ward interests over the common good of the council area (“Council changes may hurt small parties and independents”, The Times, 29/4/19)”.

Mr Somyurek was sacked from the state government cabinet following a 60 Minutes report which made allegations of branch stacking and derogatory behaviour.

The 18-year-old man was pulled over by Moorabbin Highway Patrol on the Dingley Bypass in Heatherton after being caught driving 15 kmph over the speed limit.

Car caught A FRANKSTON man was clocked driving at 180kmph on the Mornington Peninsula Freeway last week.

Moorabbin Highway Patrol officers pulled the 31-year-old over in Patterson Lakes at 9.10am, 14 June.

He underwent drug and alcohol testing which police say “indicated the presence of an illicit substance in his system.”

Police also allege the man was driving an unregistered car, and was in breach of interlock conditions.

The car was impounded for 30 days

Speeding early A DRIVER was clocked speeding on Cranbourne Road in Frankston in the early hours of 18 June.

At around 4.20am the 21-year-old Cranbourne man was pulled over by Somerville Highway Patrol officers.

They allege he was driving at 143 kmph.

The man’s car was impounded for a month, and he is set to appear at court at a later date. He faces the possibility of losing his license for a year.

Scout group gets cash for plants THE Baden Powell Scout Group has received a grant to plant indigenous vegetation at Baden Powell Bushland Reserve.

The group received the $5000 funding boost through the federal government’s environmental grants program.

Dunkley MP Peta Murphy said “this funding has enabled Baden Powell Scout Group to purchase and plant indigenous species at Baden Powell Bushland Reserve. Baden

Powell Scout Group has also used this opportunity to educate scout families and friends in the value of biodiversity and the effects of invasive species.”

“Our local environmental groups do such a terrific job in our community, I’m very proud to be supporting them with this funding,” she said.

Council switches to renewable MULTIPLE council buildings are set to be exclusively powered by renewable energy from 1 July.

The Civic Centre, Frankston Arts Centre, Operations Centre, Ebdale Community Hub and Learning Centre, and Karingal PLACE Neighbourhood Centre will be powered with renewable energy. Bald Hills Wind Farm in Gippsland will source the power.

The mayor Sandra Mayer said the move would help council achieve its target of zero emissions by the year 2025.

“I am so proud to be announcing this deal which has been in the works for the last few years and will help us to reduce emissions and lessen our impact on climate change,” she said.

“This new initiative is in addition to council’s continued focus and

investment in solar panels on council facilities over the last two decades.

“Signing the agreement will also provide council with greater price certainty for the electricity supply costs of its major buildings over the next 10 years.”

Council expects that the move will reduce their greenhouse gas emissions by 2,309 tonnes each year.

Peninsula group joins national push to protect environment

By Danielle Collis AS experts are calling for a federal government action plan to strengthen Australia's weak environment laws, Mornington Peninsula residents Lorinda Hartley and Theresa Jenson have formed a new climate action group.

Mornington Peninsula Australian Conservation Foundation founder Theresa Jenson said the condition of the environment is concerning for the peninsula community.

“A lot of governments are trying very hard to deal with the environment, it’s just about trying to get our voice across too,” Ms Jenson said.

The group is part of the Australian Conservation Foundation, a nationwide network which aims to protect Australia's environment.

Co-founder Lorina Hartley said the ACF encourages groups to raise awareness within their community, hold meetings and events and form alliances with other environment groups.

Ms Jenson said one of the group's goals is to “clean up” peninsula beaches.

The formation of the group comes at a time when more than 180 health professionals and leading health groups signed an open letter, warning that the federal government must strengthen Australia’s weak environment laws to protect public health.

The open letter addresses the need to conserve the environment to avoid exposing humanity to

potential further deadly pandemics.

Doctors for the Environment Australia Victorian chair associate professor Katherine Barraclough said COVID-19 and the summer bushfires should be a “wake-up call”.

“We must protect our environment so it can protect us,” Ms Barraclough said.

Climate and Health Alliance founder Fiona Armstrong said “our health depends” on government action.

“The government has listened to the science in its response to COVID-19, it's time they did the same for the broader environmental and climate crises,” Ms Armstrong said.

Ms Jenson said the peninsula group also has “a different approach with a social aspect”.

“My plan is to do campaigns, but also do picnic days, birdwatching, catch up on the beach, just have a chit-chat, sharing our passion for the environment,” she said.

Due to COVID-19 team members are yet to meet in person but have been holding online discussions about their mutual love for the environment and work on objectives.

The group has issued an open invitation for people of all ages from all areas of the peninsula to join.

A message from our new principal While this is a difficult time for everyone, I’d like to introduce St John’s Catholic Primary School. As the new Principal of the school this year it has been a somewhat interesting start. What has struck me the most about the school, is the wonderful people in the community and the wide range of support and care they have shown for one another.

As a Catholic School, the Faith and person of Jesus Christ is central to our mission. We live out St John’s repeated call to follow the commandment Jesus gave to us all ‘to love one another as he loved’. That message challenged the people of Jesus’ time and continues to challenge people today.

As President of Greenways Village Resident’s Committee, I am delighted to have this opportunity on their behalf to say thank you from each and every resident for the happy, selfless, dedicated and professional manner in which we have been cared for during these weeks of isolation.

From day one of isolation, Lesley and her team immediately swung into action to implement systems for our safety, health and benefit.

For example, pick up and delivery service from our local chemist to the village, and then hand delivered to our units.

Inward mail hand delivered to our door by the staff and a drop off box at the front door for outgoing mail each day.

The same process for parcels.

With the restaurant closed, it was converted to a packing line for food deliveries five days a week. Frozen meals were available from our kiosk for the weekend.

The kiosk was expanded and restocked to become an old-fashioned General Store for so many of us.

Payment was achieved by a simple process of direct debit with a weekly invoice.

All this has been achieved by the staff whilst still performing all their normal tasks, which were not easy under isolation.

A mere thank you is totally insufficient to portray our gratitude to all the staff here at Greenways, but I am hopeful that in the very near future we will find a way to totally embarrass Lesley, our very special manager and her staff, with a gesture of our gratitude!

100 YEARS AGO THIS WEEK...

Push for improvement of Kananook Creek Compiled by Cameron McCullough AT Frankston last Monday night the initial meeting took place of the subcommittee appointed to give effect to the resolutions passed at the public meeting held at Seaford last month to secure the improvement of the Kananook Creek.

The following representatives were present: Crs W. P. Mason and J. B. Howell (Shire Council): Messrs Hunter and Cotton (Seaford Progress Association) : Messrs McCullloch and Jennings (Public nominees); Messrs P. Wheeler and W. Crawford Young (Frankston Progress Assodiation).

Cr Mason was voted to the chair, and, by request, Mr W. Klauer consented to act as secretary to the committee.

The question of organising a deputation to wait on the Minister of Public Works was fully discussed, and it was agreed that the attendance at same should be as large and as representative as possible.

To ensure success in this respect, it was decided to arrange a date well ahead.

Cr Howell moved, and Mr Wheeler seconded, that the Hon. A. Downward be asked to arrange with the Minister to receive a deputation on or about July 4th next, and that the Chairman of the State Rivers and Water Supply Commission be invited to be present.

Reference was made to the fact that Mr Sambell, C.E. had promised every assistance to the movement, and appreciation of his offer was expressed.

It was decided to ask Mr Sambell to keep in touch with city men who were

interested in the creek improvement scheme with the view to securing their assistance at the deputation.

It was resolved to ask the following gentlemen to act as speakers: Dr. Cameron; Messrs J. Ogilvy-Smith, R. W. B. McKenzie, W Moulton, and Boyce (Tourist Bureau).

It was thought that the foregoing gentlemen might find it convenient to confer with Mr Sambell in Melbourne, and report to the committee in two week’s time.

Mr Cotton kindly undertook to have the wishes of the committee personally brought under the notice of the gentlemen named.

Other speakers mentioned were Cr Mason, Cr Howell, Dr Maxwell, Dr Mackeddie, Mr P. Wheeler, and Mr C. Hunter.

It was agreed that a public meeting should be held at Frankston prior to the deputation leaving for Melbourne.

The question of finance cropped up and it was decided that steps should be taken to start a fighting fund, the preliminary expenses in the meanwhile to be borne by the Seaford Progress Association. *** THE depature of Mr and Mrs A. G. Wilcox from Frankston will cause regret among a large circle of friends.

Mr Wilcox took an active interest in the affairs of the town, and apart from his position as president of the local branch of the R.S.S.I.L.A, he was also president of the Soldiers Memorial Committee and in that capacity was chiefly instrumental in promoting the race meeting which returned over £300 to the fund.

He was also president of the Brass Band, Treasurer of the Athletic Club, Agricultural Society, and Football Club, besides being connected with other institutions, such as the Mechanics’ Hall and Free Library in an executive capacity.

Mrs Wilcox has resided in Frankston since early girlhood, and with her sister, Miss Gregory, did particularly fine work in connection with the Wattle Club.

Tonight and tomorrow night the Red and Black Carnival will be the attraction at the Frankston Mechanics’ Hall, in aid of the Football Accident Fund.

Seaford is patting itself on the back.

The Lord Mayor of Melbourne has recently purchased a property in this favored seaside resort.

The football match tomorrow, Frankston v. Hastings, is expected to produce a keenly contested game, and a record gate will be recorded at Frankston oval.

Regrets are expressed that Gamble, a promising young Frankston player, is unable to don the black and red tomorrow owing to having been injured in his last match.

The electric light burned blithely all through the meeting at Frankston on Tuesday night, while irate householders were expressing most uncomplimentary views regarding its usefulness. This record created quite a stir among the audience.

The suggestion that Langwarrin Camp is to be run under civilian management is not viewed favorably by the Shire Council.

It is to be hoped that the Council’s move in this connection will be strongly backed up by the public.

FV sets July dates for restart SOCCER

By Craig MacKenzie FOOTBALL Victoria announced a July start to the 2020 season late last week for all senior and junior competitions.

The announcement came a day before the state government withdrew from lifting some pandemic restrictions but as we went to press there was no indication of any change to FV’s restart dates.

NPL junior boys are scheduled to return to competition on the weekend of 4/5 July, NPL junior girls, community club juniors and MiniRoos on the weekend of 11/12 July with senior competitions back in action on the weekend of 25/26 July.

However doubts over the NPL1 season continue with news that Bentleigh Greens have decided not to participate this year.

FV had made a number of fee-relief proposals to NPL1 clubs on the proviso that they all agreed to play so Bentleigh’s decision effectively shelves FV’s offer.

The federation caught clubs on the hop last week when failing to offer any fee-relief support for junior NPL competitions.

It had made offers of support throughout senior men’s and women’s competitions so it had been anticipated that an offer would be made to the 48 clubs holding junior NPL licences.

Langwarrin, Mornington and Peninsula Strikers took part in a video linkup on Saturday 13 June where junior NPL clubs discovered FV’s stance.

“They said point blank during the meeting that they were not reducing fees,” Strikers vice-president Steve Schreck said.

“And it was also made clear that clubs had to work things out for themselves if they want to give money back to parents for player fees.”

Strikers have withdrawn their under-20s side and three MiniRoos teams from competition this year and are looking closely at the fee structure of their community juniors having already lowered their under-7s fees from $295 to $120.

FV also held a survey of junior NPL licence holders last week but the results were not known as we went to press.

frustrated by the federation’s response to a number of issues raised by clubs and his mood didn’t change when he filled in the survey a few days later.

“Not one of the things discussed was implemented and FV just stuck to their original plan.

“There were three options put forward for the length of the season but FV only put two options on the survey and it seemed to me (during the conference) that no matter what question was put up they just seemed to stymie it.”

As things stand FV plans to complete the 11-game grading section of the junior NPL season (seven rounds have already been played) by playing weekend double headers on 4/5 July and 11/12 July during school holidays.

Once the grading games are completed leagues will be structured on quality rather than geography for the remainder of the season.

That almost certainly means increasing the travel requirements as junior NPL licence holders include Murray United and Gippsland FC. Clubs have expressed concerns about the possible public health risk that poses.

Meanwhile Frankston Pines may be

the first local club to appear in Hansard after the Member for Dunkley, Peta Murphy, mentioned the launch of the club’s All Abilities Program during a speech in federal parliament last week.

“Covid-19 has reminded all of us of the importance of social connectedness and that it often comes from our involvement in sport,” Murphy told the House of Representatives.

“So the announcement that Frankston Pines Football Club will participate for the first time this year in Football Victoria’s All Abilities program is absolutely fantastic.

“The program was established in 2017 to promote an inclusive approach to football regardless of age, gender or ability.

“Pines FC are running a Come and Try Day on Saturday the 27th of June at 10am and everyone in my local community who is interested in the program should get down to Monterey Reserve and give it a go.”

In State 4 news doubts have surfaced about Matt McDermott playing this season.

The Baxter central defender suffered a fractured fibula against Darebin United in their FFA Cup clash in late February.

McDermott has been unable to train and still has pain in his leg so further assessment is needed to see if surgery is required.

In State 5 news it’s believed that Rosebud toyed with the idea of speaking to prolific Golden Boot winner David Greening.

That’s because the Olympic Park outfit could be in the market for a striker as Mark Pagliarulo is struggling to overcome a knee injury.

He’d injured the knee in February two days before Rosebud’s FFA Cup exit then injured it again at training two weeks ago.

“It was my own fault and I was getting frustrated with myself and went in for a stupid 50/50 and came off worse,” Pagliarulo said.

“I’ll have to get it scanned and I’m not saying anything definite until then but at the moment I'll be a spectator.”

It’s understood that “Pags” recommended Greening as a possible replacement but the latter may decide to remain on the sidelines.

“I’ve had a fair few clubs and coaches make contact but I’m very unlikely to play this year,” Greening said.

“It all depends on what type of season FV rolls out to be honest.

“In my opinion it’s a complete waste of time now that the starting dates have been put back to the end of July.”

In other news FV announced last week that Melbourne-based company Moki International would gift Two Hands hand sanitiser packs to all of the federation’s 355 clubs.

In addition to 8592 units of free product clubs will also be able to buy additional hand sanitiser supplies at a heavily discounted rate.

This will enable clubs to on-sell bottles of Two Hands to club members as part of fundraising initiatives.

Moki International will deliver the free Two Hands products and any additional supplies direct to a club’s nominated postal address in three deliveries across coming months.

By Ben Triandafillou DAVID and Coral Feek’s talented filly, Ocean Miss, made a winning return to racing on Thursday 18 June by scoring a decisive win at Seymour.

The fourth placegetter in last year’s Group Three Ethereal Stakes, showed her class to win over 1300m with 60kg in what was a tight drive to the line.

Coming from off midfield, the threeyear-old daughter of Ocean Park got to the outside and hit her straps in the

straight to hold off the fast-finishing challenge from the Busuttin/Youngtrained The Executioner.

Despite failing to fire in the Group One Kennedy Oaks in the Spring, Ocean Miss showed that she’s back and in for a good preparation with a further three-length gap back to third.

The up-and-coming filly provided the Mornington-based Feek stable with their first runner in a Group One race in the Spring.

While she wasn’t able to threaten in the Oaks, trainer David Feek believed the filly still had plenty of maturing

to do.

“She’s still relatively immature skeletally and physically but she’s shown us that she’s capable of doing so much,” trainer David Feek said prior to the Oaks.

“These guys who are up at the top, most of them have had a horse to kick start them and a flagbearer to then move forward and hopefully this one is ours.”

By Molly Haines IT’S A Blaze has just done a great thing. Well a brilliant thing, broken Cranbourne’s 520 metre track record in his second career start.

Previously held by Pop The Cork, the track record now stands at 29.541sec.

Amazingly, this wasn’t the first time It’s A Blaze has broken the track record. He first did so unofficially in May during a clearance trial to use blinkers, stopping the clock in a time of 29.578sec.

“It wasn’t a surprise he broke the track record because he can run, but you never expect a track record,”

trainer Kel Greenough said after his GRV VICBred Maiden final heat last week.

Greenough admits that he has never raced a greyhound with blinkers on before and if it wasn’t for his daughter suggesting blinkers he may not have tried.

“He had never fought, but he did tend to run with other dogs rather than going past them,” Greenough said.

Greg Sprod is the owner and breeder of It’s A Blaze, who is the son of Fernando Bale and It’s A Fling.

It’s A Blaze picked up the $7,500 first prize in tonight’s GRV Vic Bred Maiden Final at Cranbourne.
