Nominations closed on Tuesday last week and 36 candidates registered with the Victorian Electoral Commission to stand at the election on 22 October.

All nine existing Frankston council-

lors are seeking re-election in the wake of a four-year council term marred by infighting and internal and external investigations into some councillors’ behaviour (See “‘Dirty laundry’ aired at council”, Page 5).

Former councillors Kris Bolam and Brad Hill are among 13 candidates for three vacancies in North-West Ward.

A staffer in state Carrum Labor MP Sonya Kilkenny’s office, Dylan Steed, has put his hand up to run in the NorthEast Ward.

Former councillor David Asker has also nominated in the North-East Ward among a field of 11 candidates.

Twelve candidates will contest South Ward including Labor Party member Steve Toms and former state and federal Greens candidate Jeanette Swain.

All but one candidate have completed a voluntary VEC questionnaire available to read online asking candidates about previous training and experience relevant to the role of a councillor.

Mumma bears help young mums Stephen Taylor steve@baysidenews.com.au A SUPPORT group for young mothers living in Frankston and on the Mornington Peninsula has grown so fast it will have to become incorporated nationally to realise the next stage of its growth spurt.

Mumma Bears founder Carol Ray said the 500-member group had “touched a nerve” with the many women feeling alone and cut off when left at home to look after children – especially in the early stages of motherhood.

Ms Ray, of Carrum Downs, said she had envisaged having only about 20 members when the group began late last year, but the popularity of the free service offering parenting and other life skills had exceeded her most optimistic expectations.

Mumma Bears provides support for mums of all ages who are raising children with little or no family help. They are matched one-on-one with – usually older – volunteer mums who help out with regular scheduled chats, home visits or outings to ease the pressure in times of stress.

Times, locations and frequency of visits are decided by mutual negotiation between the Mumma Bears and their “cubs”.

“It’s really a formalised friendship between them with no hard-and-fast rules; just whatever the need may be,” Ms Ray said.

“It may be just a chat over the phone, and the Mumma Bear has to be prepared to be told that ‘now’s not the right time’.”

“At the moment we have 30 or 40 mums waiting to be matched so we are desperate for volunteers who can assist them.”

Ms Ray said she had so far funded Mumma Bears out of her own pocket. “I certainly didn’t realise we would get so big,” she said.

“It started out as a labour of love but it’s become a surprising success story.”

Ms Ray said Mumma Bears was not a government agency.

“We don’t ask for anything from our members or charge any fees. We are just there for them.”

Volunteers old and young are the lifeblood of the organisation.

“They know the difficulties of being a young mum and the sense of loneliness of being at home all day, every day. Those who experienced a time when their own mum wasn’t around to help would understand how tough it can be.”

Careful planning taking in interests, availability, background or location successfully matches experienced mum to their cubs.

“Sometimes these girls just need to strike up a friendship one-on-one, whether it be over coffee, at each other’s houses, or just simply for some

advice and a chat over the phone or by text.”

Ms Ray said she came up with the idea after reading a Facebook post.

“A young mum posted that she was lonely and didn’t have family support, and many commented they were in the same boat,” she said.

“It broke my heart and I decided to see if there was an interest out there for a mums’ support program.

“It exploded and I got 400 ‘likes’ in 24 hours.”

A hands-on helper herself, Ms Ray babysits for a young mum who cherishes her free time to go to the gym.

The group is holding a fund raiser for its first anniversary dinner in November.

Charges over robberies and assaults by teen A FRANKSTON North teenager is facing multiple armed robbery charges after two alleged incidents in Seaford this month.

The 17-year-old is alleged to have demanded a mobile phone from a passenger on a bus travelling from Frankston station to Carrum Downs, Monday 12 September.

The offender allegedly reached for the phone but, when the victim, also 17, of Frankston, backed away, punched him in the head.

Detective Acting Senior Sergeant Al Hanson, of Frankston CIU, said the offender then pulled out a knife and threatened to stab the victim before stealing his wallet.

In another incident on Friday 16 September, the teenager allegedly slashed a 21-year-old Langwarrin man across the face with a blade during a bungled armed robbery in Seaford, 3.15pm.

Detective Senior Constable Deanne Williams, of Frankston CIU, said the 21-year-old was walking along Railway Parade when he was allegedly confronted by the knife-wielding teen who demanded his mobile phone.

When the demand was refused, the teenager allegedly slashed the man’s face before grabbing the phone and running off.

Despite bleeding badly, the victim chased and grappled with the offender and managed to retrieve his phone and call police. He was later taken to Frankston Hospital for treatment.

Police later arrested a teenager at Frankston train station with the help of a bystander who said he saw him dumping clothing in a bin, possibly to change his appearance.

He was charged and remanded on two counts of armed robbery and reckless causing serious injury. He appeared at a children’s court on Monday 19 September and was then further remanded to appear at the same court at a later date.

Mental health disorders on rise Liz Bell liz@baysidenews.com.au PEOPLE living in Frankston and the Mornington Peninsula have higher levels of mental health disorders than the Victorian average, with health services struggling to cope with demand.

Figures from the state’s mental health intake service, Neami, put the two areas ahead of some of its biggest neighbours, including Bayside, when it comes to mental health.

Peninsula Health, the peninsula’s main providers of health services, is stretched to capacity, with waiting lists in many cases for people needing assistance.

tor Sharon Sherwood says demand for mental health care on the peninsula had been steadily rising for the past decade, with most patients requiring long-term treatment.

Peninsula Health has about 115 residential beds in the public system for people with mental health illnesses, with about 70 of those available for young people.

Courtney Gould from Headspace Frankston said the number of young people needing help was “huge”, with one in four young people – or about 10,000 people - in the Frankston and Mornington Peninsula area experiencing a mental health issue in any 12-month period.

The 2010 Australia Bureau of Statistics report gives a snapshot of mental

health in young people in Frankston, with 16.2 per cent of secondary students having very high levels of psychological distress, higher than the state average by 4 per cent.

In 2010, almost seven out of every 1000 young people on the peninsula were hospitalised with a psychiatric condition, slightly higher than the Victorian average. In Frankston it jumped to around nine out of every 1000.

Unemployment and homelessness are thought to be factors, with rates higher than the 12 per cent Victorian average in West Park (24.3 per cent) BaxterPearcedale (18.2 per cent), Tyabb (16.9 per cent) and Hastings (15.9 per cent).

Depression is revealed as a key issue for young people in the recently released Local Government Areas

Strategic Framework for Young People 2015-2019 report by Frankston and Mornington Peninsula Shire councils.

An increase in young people with depression is also evident in Mornington Peninsula Shire’s ‘Communities that Care Healthy Neighbourhood School Survey’ results 2012 report.

That survey found nearly one-third of young people in the Mornington Peninsula Shire had recently been bullied.

Ms Gould said specialist support was the key to helping young people bounce back from mental illness.

“We know that if a young person has a mental health issue and engages with treatment, they are less likely to go on to develop more issues,” she said. “They learn tools to cope, manage stress and look after themselves”.

Headspace helps people recognise symptoms and learn where to get help and how to look after themselves and their friends.

“The earlier things are picked up and dealt with, the quicker recovery time and less impact on their lives,” Ms Gould said.

Homelessness has been a growing concern across Frankston and the Mornington Peninsula for several years.

Records from Christian group, SalvoCare, show there were 2200 “unique clients” seeking emergency housing in Frankston in 2012-13 and 600 “repeat clients”.

Volunteer organisation Community Support Frankston reports 444 people with no fixed address needed help from the agency in 2014.

Three arbitration hearings over five complaints against three councillors, involving lawyers being called in by council at ratepayersâ&#x20AC;&#x2122; expense to make code of conduct rulings, have cost ratepayers tens of thousands of dollars this year (â&#x20AC;&#x153;Costly conduct for ratepayersâ&#x20AC;?, The Times 5/9/16).

Councillors voted to bring the hearing outcomes into the public domain at the council meeting.

Mayor Cr James Dooley made complaints against Cr Darrel Taylor and Cr Suzette Tayler over comments the duo made on Facebook in June and Cr Glenn Aitken complained about comments Cr Rebekah Spelman made to the press that same month.

Lawyers found no merit in three of the complaints, including Cr Aitkenâ&#x20AC;&#x2122;s complaint about Cr Spelman and Cr Dooley complaints about internal council emails sent by Cr Darrel Taylor, but decided phrases used by Cr Taylor and Cr Suzette Tayler in Facebook comments about council matters breached council code of conduct provisions.

The arbitrator ruled the pair should publicly apologise to councillors.

At last Mondayâ&#x20AC;&#x2122;s council meeting Cr Darrel Taylor and Cr Suzette Tayler were ejected from the council chamber for 30 minutes each by mayor Dooley

Arbitration hearings cost finally confirmed THE cost to ratepayers of several arbitration hearings over several code of conduct complaints between Frankston councillors in recent months has finally been revealed.

At last weekâ&#x20AC;&#x2122;s public council meeting Frankston Council CEO Dennis Hovenden said it had cost â&#x20AC;&#x153;in the vicinity of $19,000â&#x20AC;? to pay lawyers brought in by council to adjudicate on five complaints in recent months.

He estimated council staff time involved to have cost about $10,000.

Councillors voted to bring the hearing outcomes and documentation into open council at the latest council meeting but no information was released by council when requested by The Times last week. as chair of the meeting because he believed comments they made at the meeting were â&#x20AC;&#x153;defamatoryâ&#x20AC;?.

Cr Taylor said â&#x20AC;&#x153;a flurryâ&#x20AC;? of complaints â&#x20AC;&#x153;within weeksâ&#x20AC;? against the three councillors was motivated by the outcome of an independent panel hearing that in June found Cr Colin Hampton breached Local Government Act code of conduct behaviour clauses over the way he was â&#x20AC;&#x153;aggressiveâ&#x20AC;? towards two council employees at a public function at The Deck bar in Frankston late last year. â&#x20AC;&#x153;In my opinion, these code of conduct [complaints] were brought against us, or against me, in an act of retribution for bringing a code of conduct complaint against Cr Hampton,â&#x20AC;? Cr Taylor said before he was ordered to leave the meeting.

Acting council CEO Tim Frederico said in a statement that council was seeking â&#x20AC;&#x153;appropriate adviceâ&#x20AC;? about â&#x20AC;&#x153;items discussedâ&#x20AC;? at the latest council meeting. â&#x20AC;&#x153;No further comment will be made on any of the matter raised.â&#x20AC;?

The council meeting, marred by arguments between councillors and the expulsion of Cr Darrel Taylor and Cr Suzette Taylor by mayor Cr James Dooley for 30 minutes each, was brought to an end when Cr Taylor moved a notice of motion about an apology he and Cr Tayler must make publicly to council over comments made on Facebook.

This group hasnâ&#x20AC;&#x2122;t done that.â&#x20AC;?

Cr Suzette Tayler was ordered to leave the meeting for 30 minutes by the mayor when she referred to a previously publicly unknown WorkCover claim in February brought by Cr Brian Cunial naming Cr Tayler in a â&#x20AC;&#x153;bullyingâ&#x20AC;? claim.

Cr Taylor said.

The mayor decided to end the meeting after arguments about whether Cr Taylorâ&#x20AC;&#x2122;s notice of motion could be accepted.

Councillors are due to meet publicly for a final time on 10 October before the 22 October council election and Cr Taylor and Tayler are expected to make a formal apology at that meeting.

The mayor accused Cr Tayler of â&#x20AC;&#x153;slanderâ&#x20AC;? when mentioning the WorkCover claim, rejected by councilâ&#x20AC;&#x2122;s WorkCover insurer CGU, but Cr Taylor said it was not defamatory to mention it since it was listed in documents councillors had voted to publicly release. â&#x20AC;&#x153;I have been bullied in this council for the last two years,â&#x20AC;? Cr Tayler said.

Cr Dooley immediately ordered her to leave the chamber. â&#x20AC;&#x153;It is disgraceful beyond belief that people should air their dirty laundry out in public in this way,â&#x20AC;? he said. â&#x20AC;&#x153;This is behaviour that would get you sacked in any workplace in Australia. Making public attacks on your work colleagues would get you sacked in any workplace in Australia

and itâ&#x20AC;&#x2122;s not acceptable. â&#x20AC;&#x153;We canâ&#x20AC;&#x2122;t be sacked. All that can be done is we can be voted out or we can have a code of conduct matter and be subject to the courts.â&#x20AC;?

The arguments and councillor ejections at last weekâ&#x20AC;&#x2122;s council meeting follow nearly two years of public squabbling between Frankstonâ&#x20AC;&#x2122;s elected representatives.

Public council meetings have been cut short, councillors have been ordered to leave meetings by the chair and, in January last year, all councillors left the chamber and could be heard shouting at each other behind closed doors.

Councillors face voters for re-election on 22 October.

All nine Frankston councillors have nominated to stand as candidates.

The claim, rejected by councilâ&#x20AC;&#x2122;s WorkCover insurer CGU, saw eight of councilâ&#x20AC;&#x2122;s nine councillors interviewed as witnesses with only Cr Michael Oâ&#x20AC;&#x2122;Reilly exempted from being interviewed.

The allegation by Cr Cunial emerged at last weekâ&#x20AC;&#x2122;s public council meeting amid heated arguments between councillors over the cost of code of conduct arbitration hearings in recent months.

claim since it was listed in documents councillors voted to bring in to open council at the latest meeting.

The documents have not yet been released by council.

Acting council CEO Tim Frederico said council is seeking â&#x20AC;&#x153;appropriate adviceâ&#x20AC;? and no further comment will be provided in the interim.

Both Cr Tayler and Cr Cunial said they were unable to comment due to WorkCover legislation when contacted last week.

Cr Cunial, a serving Victoria Police officer, faced a WorkCover probe over a council employee claim for â&#x20AC;&#x153;anxiety and stressâ&#x20AC;? in 2013. In that case the claim was approved.

In a statement to a lawyer brought in to arbitrate on a complaint lodged by mayor Cr James Dooley against her

No Sky Rail: Frankston Line marchers walked from Chelsea to Edithvale on Sunday (18 September) to protest against rail over road being built at any Frankston line crossings.

The Level Crossing Removal Authority has announced rail over road ‘rail bridges’ are only feasible at Frankston (Skye/Overton Rd) and Carrum (Station St and Eel Race Rd).

The LXRA has also released ‘rail trench’ and ‘rail bridge’ options for level crossings at Seaford, Bonbeach, Edithvale, Mentone and Cheltenham and is seeking community feedback on the plans before the end of October.

No Sky Rail: Frankston Line group president Willem Popp said the state government should listen to community opposition to any form of ‘sky rail’ in the form of rail built above road up to 16 metres high.

“I think Sunday’s protest was very successful given the overcast conditions,” Mr Popp said.

“We had 300 to 400 people coming out … and we expect many more people at future demonstrations.”

He said a person with a fake name had posted a message on Facebook wrongly claiming the protest march had been

postponed for two hours on Sunday.

Mr Popp accused the government of wanting “a quick and easy” way to separate road from rail instead of investing more time in rail under road solutions to last for generations in bayside suburbs.

“We will continue to fight and put forward the views that rail under road is the preferred option. It is achievable and realistic.

“They shouldn’t take the dirty, nasty solution just to meet their short term aims of getting these crossings done within their short time frame.”

Group member Sean Wise, an engineering project manager, called on the

LXRA to release all the technical information collected before rail under road was rejected as options at Frankston and Carrum.

He said “glossy brochures” released by the LXRA are no substitute for the engineering research commissioned by the Department of Transport body for the $1.6 billion project set to change suburbs for the next century.

“We want the level crossing removals to proceed but there’s a lot of misinformation going around,” Mr Wise said.

“We’re going to consultation sessions and no level of technical detail is being provided.

The LXRA indicated 8-11 water pumps would be needed to ensure water flowed from one side of any railway trench to another and “this was deemed as not practical due to the ongoing maintenance liability and reduced floodplain resilience.”

Mr Wise wants the LXRA to be “completely transparent” and release the engineering findings to the public.

“It all smacks of rushing the project and putting two options out to appease people but they’re going to go rail over road anyway,” he said.

“If other urban developments haven’t

affected the Edithvale-Seaford Wetlands to this stage an 800-metre long trench isn’t going to.

“Ormond, Bentleigh and McKinnon are fantastic examples of infrastructure bring it on for the other crossings.

“If Bob the Builder in Chelsea can go and build an underground carpark eight, nine, ten metres in the ground then I reckon a major contractor can do it.”

Construction on eight level crossing removals along the Frankston line will begin in early 2018.

Land sale ‘impacts’ wildlife ENVIRONMENTALIST Steve Karakitsos says the sale of the Melbourne Business School in Mt Eliza will worsen the area’s dwindling natural environment and lead to species loss.

President of the South Eastern Centre for Sustainability, Mr Karakitsos, said the redevelopment of the site will contribute to the loss of “precious” habitat, which was a recognised factor in species loss.

The 8.9 ha property in Kunyung Rd has been bought by Ryman Healthcare for $40 million and will be redeveloped into a luxury retirement living centre with independent living apartments, pools, cafes, care hospital and theatre.

The site is opposite the Kunyung Reservoir, which environmental groups want South East Water to preserve as a flora and fauna reserve.

Mr Karakitsos said the development of a retirement village opposite the reservoir strengthens the case for preserving the South East Water land.

He wants South Easter Water to reverse the “neglect by previous authorities” by not selling the site and allowing it be used as public open space or an environmental reserve. He said preserving the site would “cement South East Water's reputation and respect in the broader community”.

SEW wants to rezone the 24 former land parcels rezoned for residential development, under the original 1924 subdivision plans of 92 years ago.

Mr Karakitsos said those plans were “rendered ineffective” by the environmental, political and sociocultural changes driven by Mt Eliza’s changing demographic.

Health awaits outdoor seniors CAMP Manyung, Mt Eliza, is running programs to encourage seniors to get active in the outdoors.

The YMCA camp’s outdoor adventure program includes sea-kayaking, archery, high ropes and bike riding will launch on Friday 7 October at 25/35 Sunnyside Rd, Mt Eliza, and then run every month until April.

The program will include challenges based on group members’ interests, as well as the weather.

“We’re excited to be launching something that can make a difference to our community’s health and bring

people together,” manager Maree Feutrill said.

“Research shows that, as people get older, their participation in sports and recreation declines and, for people aged 65, there’s a huge decline.

“This lack of activity can lead to serious health problems and a sense of disconnection from their community.”

Margaret Begley, 76, of Mornington, sees the program as a way of connecting with others and trying something new: “A lot of people my age are involved in different clubs, such as Probus and book clubs, but

this program is different as you can’t get these activities, such as archery, anywhere else.

“We sit around too much; we need to get out and about and meet new people and get some fresh air – even if it’s just walking, looking at the birds and enjoying a cup of tea with others.”

A TEENAGER charged with several aggravated burglaries and car thefts faced Frankston Magistrates’ Court last week and was remanded to reappear on 18 October.

The 19-year-old Frankston girl is alleged to have broken into a Heatherhill Rd, Frankston, house while the occupants were at home, 10.50pm, Thursday 15 September, and to have stolen car keys.

Detective Acting Sergeant Jason Hamilton-Smith, of Frankston CIU, said police allege she attempted to steal a Mitsubishi four-wheel-drive with a boat and trailer attached that was parked in the driveway. In a bungled attempt to drive away she collided with the side of the house, waking the occupants, and then ran off.

The next morning police allege the

girl entered another Heatherhill Rd house through an unlocked door and stole keys to two cars parked in the driveway. She allegedly stole both vehicles: a Ford Territory and a Ford utility, parking one in a nearby street while she returned for the other.

Early Monday morning, 19 September, the girl is alleged to have run out of fuel in the stolen utility in Kirribilli Cl, Langwarrin. She allegedly attempted to break into a house in nearby Yarralumla Drive before syphoning petrol from a car parked in the garage.

After being confronted by the owner the girl ran back to the utility and began pouring petrol into the tank – not realising the car ran only on LP gas and could not be started. The homeowner called triple zero and police arrested the girl in the stranded utility.

New start for business start-ups Neil Walker neil@baysidenews.com.au ‘WORK. MEET. BEACH. REPEAT.’ is the slogan that greets visitors to the offices of a new startup in Frankston aiming to help new start-ups launched just in time for the hotter summer months.

Frankston Foundry, a coworking space and business hub for entrepreneurs and new businesses, officially opened its doors last Tuesday.

Co-founders Cam Rambert and James Bertschik, both 28, are encouraging fledgling businesses to use office space on either a full-time or casual basis on the top floor above the Commonwealth Bank building in Wells St as a base of operations and a way to meet and talk to like-minded entrepreneurs about the challenges of building a business.

Mr Rambert, a marketing technologist who previously worked for advertising agencies, moved to Frankston about eight months ago and immediately saw past the area’s poor reputation in some external quarters to recognise the area is on the up business wise.

“I’m self-employed and found it tough myself to find a place to work around Frankston,” he said.

“Working from home is a bit distracting and it’s better to have an office away from home.”

Frankston itself was named as a major entrepreneurial hotspot last month by demographer Bernard Salt in an Australia-wide study commissioned

by NBN Co so the timing seems perfect for Mr Rambert and IT specialist Mr Bertschik, a Seaford resident, to take the plunge and test the waters in Frankston to find out whether a coworking space is sustainable in the longer term.

The demographer’s research found young Gen Y and older Baby Boomers, possibly facing post-employment life

but not yet ready for retirement, have taken to self-employment in a sign there are no age limits on making a go of establishing a business.

“Members so far range from aged 17 until early 50s,” Mr Rambert said.

He hopes Frankston Foundry can become the focal point for start-ups across the bayside and Mornington Peninsula region.

“We’re aiming to connect business from Melbourne CBD to the peninsula too.”

“Once Canberra gets its claws into you, you never know what’s going to happen,” the Liberal senator said.

Despite the note of caution Mr Sinodinos was happy to throw a few notes in the form of a $4400 grant the Frankston Foundry’s way to upgrade a kitchen at the Wells St offices used by businesses leasing space at the business hub.

The grant was part of an Incubator Support program including $23 million in matching grants to help new business incubators like the Frankston Foundry, Mr Crewther said.

A 54-YEAR-OLD Frankston man will face court on charges of dangerous driving causing death and other traffic related offences relating to a fatal collision in Langwarrin earlier this year.

A 17-year-old Langwarrin girl was crossing the intersection of CranbourneFrankston Rd and Long St when she was struck by a garbage truck, 8.10am, Tuesday 16 February.

She was airlifted to hospital with lifethreatening injuries but died in hospital.

Major Collision Investigation Unit detectives charged the man who appeared at Melbourne Magistrates’ Court, Tuesday 20 September. His case has been adjourned for a committal mention at a date to be fixed.

Exhibition from the mind ARTISTS who have experienced mental illness will feature in an exhibition aimed at breaking down the stigma of mental health and improving access to treatment.

The 2016 Mental Health Week Peninsula Art Exhibition, at Cube 37, Frankston Arts Centre, will showcase the work of artists who have experience of mental illness, either themselves or as carers or family members.

For Peter Fanton, whose painting Justified and Ancient won best artwork at last year’s exhibition, art is “a means by which I bring into focus that which matters to me”.

“I become a story-teller of my relational experience with self, others and the world around me.

Creative expression has been, and continues to be, a multi-modal form of communication which feels safe and authentic,” he said.

Its services include homelessness support, activity groups within the community, youth support, carer and family outreach, and tailored care for individuals from dedicated support workers.

Agonising end for trapped possum Liz Bell liz@baysidenews.com.au THE RSPCA is investigating a “horrific” case of cruelty in Rye after a young brushtail possum was caught in a steeljawed trap tied to a wooden trellis.

It is unknown how many hours the distressed animal was forced to hang by its crushed paw at the vacant holiday house before a nearby resident saw it and reported it to a peninsula wildlife shelter.

Brenda Marmion, of the Crystal Ocean wildlife shelter, Rye, said the trap was a shocking example of disregard for native wildlife.

The possum was barely alive when its plight was discovered and it had to be euthanised by a vet.

“This case was really horrific, as the pain and fear the animal suffered was extreme,” Ms Marmion said.

“We’re lucky to have a lot of wildlife on the peninsula and possums are protected by the law, so it makes me angry and sad that some people won’t make an effort to live peacefully with them.”

Ms Marmion reported the matter to the Department of Environment, Land, Water and Planning, which has referred the case to the RSPCA. RSPCA Victoria senior Inspector Tiffany Page confirmed an investigation was underway into a report of a possum trapped in a steel-jawed trap at a property in Rye, but was unable to comment further.

Under the prevention of cruelty to animals’ regulations, it is an offence to set steel-jawed traps, regardless if they have caused injury to an animal or not.

It is also illegal to buy steel-jawed traps unless the buyer can prove to be a museum or antiques collector.

Offenders face up to 24 months’ jail and fines of up to $75,000.

Under DELWP regulations, it is also illegal to “harass or interfere with possums” in any way.

Ms Marmion, a wildlife carer for about 30 years, said that while most

peninsula residents enjoyed living in a natural environment, there were still some who refused to try to live peacefully with wildlife.

“I’ve seen some terrible things, such as someone who had illegally trapped a possum and left it in the cage on a hot tin roof for three days during summer,” she said. “That is also illegal and just extremely cruel.”

She said possum boxes, which can be fixed to trees or other high objects, make suitable homes for possums and will keep them out of roofs.

100 YEARS AGO THIS WEEK...

Tragic drowning of 11-year-old boy Compiled by Melissa Walsh ON Saturday, at 6.30pm, Henry Woodward, about 11 years of age, was drowned at Carrum, and Mr C. Gill, the local dairyman, had a narrow escape from a similar fate. The boy, wanting to see the flood, had persuaded Mr Gill to take him with him in his cart on the way to Well’s road.

To reach his destination he had to drive through the flooded portion.

Suddenly the horse was carried off its feet, the cart went under, and both man and boy were swept into the water. Gill got the boy on his back and made a desperate effort to save him but while endeavoring to get to a shallower spot the boy was swept away again and drowned.

The horse was also drowned, and with the cart disappeared. Neighbors have been out in boats searching for the boy’s body, but at a late hour on Sunday it had not been recovered.

Several families have been taken in boats from their homes to a place of safety. *** MESSRS A. There was one little chap—Corporal Bates—working all the time at fixing the wounded up with field dressings, with only a sand bag between him and the Germans, and he did the business as coolly as if he were watching Carlton and Fitzroy on a Saturday afternoon.”

Corporal Bates mentioned above is the son of Mr A. E. Bates, of Mornington formerly resident of Frankston.

“Bobby” Bates, as he was familiarly called, was one of the best of Frankston’s footballers, and was a general favorite with all. His many friends will be pleased to hear of him as still going strong. *** THE “Wattle Club” dance, in aid of Christmas boxes for the soldiers, was not as well attended as was expected, owing undoubtedly to the extremely wet night, but those who did brave the elements were amply rewarded, spending a very pleasant evening, dancing to good music supplied by Miss Daniels, of Melbourne.

The sum of £5 was raised by the effort, which will go towards providing some small amount of cheer for somebody’s brothers, who are so badly in need of a little encouragement from their own Australia.

A tray cloth, made, and presented by Miss Spillane, and a beautiful cake, presented by Mr Marks, were raffled during the evening and were the means of swelling the fund to a great extent.

The cloth was won by Mr Grice,

and the cake by Mr Heselman. During the evening Miss Gray (the late secretary of the club) was presented with a handsome case of afternoon tea spoons and cake forks, on the eve of her marriage.

Mr Lidgerwood, in making the presentation, referred to the excellent work Miss Gray had done for the club and her untiring efforts to bring it to the flourishing state it was now in.

He expressed the feelings of all present in wishing Miss Gray all the good luck that could come her way. Mr C Paynter briefly responded on Miss Gray’s behalf. Supper was partaken of, and dancing renewed with fresh vigor till 1 o’clock. *** THE “Wattles “ Club. will hold a dance this (Saturday) evening in the Frankston Mechanics’ Institute in aid of the local Red Cross Society.

First class music will be provided, and a most enjoyable evening is guaranteed. The hot water kettle donated

Census working overtime

By Stuart McCullough YOU’RE welcome. By all means, send your best wishes by card, email or carrier pigeon but please, no flowers. After all, it truly was my pleasure.

In fact, you might even say it was my duty. The weight of personal obligation aside, do spare me a thought when the next school, hospital or sporting stadium pops up in your neck of the woods. For I have done my part to make all these things happen. Granted, mine is a modest contribution, but without it you might have had to settle for a cinder-block bus shelter and a give-way sign. That’s right: I have completed the Census.

As a highly connected, supercharged bona fide digital citizen of the twenty first century, I completed my Census online, albeit about three weeks after it was originally scheduled. After all, Census night did not go entirely to plan this time. Having said that, the sheer glee with which some people celebrated this slight technical hitch was, I feel, bordering on ungracious. Indeed, not since the residents of Munchkinland reacted to seeing the Wicked Witch of the East get totally mangled by an errant farmhouse that fell out of the sky by singing ‘Ding Dong the Witch is Dead’ have we seen such a display of malevolent delight.

To all those naysayers, I say ‘so what?’ So what if on the big night the webpage fell over quicker than an elephant on an ice rink? That should not detract from the unmitigated glory that is Census night. The fact that it was a schmozzle of near-Biblical propor-

tions (most likely the book of Revelations) matters not one bit. Truth is, I don’t care whether they pulled down the page because we were under sustained cyber-attack by a hostile foreign government intent on wreaking revenge for making fun of their Olympic swimming team or a fifteen year old who used one too many doubleadapters to accommodate his X-Box, Census night is still awesome.

I know that some people – even members of the Australian Senate – have raised concerns about privacy.

This is result of a change in data handling practices. Apparently the Bureau of Statistics plans to hold on to our names for four years instead of the usual eighteen months. Granted, four years is a long time to not have access to your own name, but I see it as

something of an opportunity. I’ve always wanted to make a name for myself and the loss of my real name is the perfect excuse. Either Lord Squishy Thundertrunks or Sir Selwyn SausageFingers would be great (unless those names are already taken). That said, I’ve always lacked the necessary DIY skills to make anything much, including a name for myself. There’s a risk that I may not get past the blueprint stage but it’s a risk I’m prepared to take. It’s worth it. However, sometimes I don’t think we give Census night the credit it deserves.

Christmas comes every year. Census night is only once every five years.

Statistically speaking, Census night is five times more special than Christmas and should be treated as such. We should not only record who we were

with on the big night, but exchange gifts also. Come to think of it, five years is way, way too long to wait.

The Census should be annually. And it shouldn’t just be about where to build the next school or municipal building but where to locate convenience stores, fish and chip shops and reliable dry cleaners who do more than simply claim same-day dry cleaning but, gosh darn it, deliver it. Life moves too quickly to have to wait half a decade for anything.

On second thoughts, even annually is not enough. Make it weekly. Scratch that. The Census should be fitted to your car like an interlock so that every time you turn the key to head down to the shops, you have to fill out your form before the engine will start. That way, at least the questions that impact

road infrastructure will be front of mind. In this world of ‘sat nav’ and ‘touch screens’, the car is pretty much a laptop on wheels anyway. Anything is possible. Then there’s the matter of the questions themselves.

We should settle everything through the Census. Perhaps we could even change its name to ‘Con-Census’ to indicate that we, as a nation, have resolved all manner of issues by general agreement. Information about where to build schools and hospitals is all well and good, but there’s no reason why we couldn’t go a lot further. Issues such as marriage equality could be swiftly resolved. In fact, forget lining up to cast your vote in an election – the Census would replace queuing up at your local primary school. Now that I think about it, the Census should incorporate your footy tips, Christmas list and who Richie should have chosen in the season finale of The Bachelor. (I still feel the result would have gone Alex’s way. Truly.) The problem isn’t that the Census is too invasive.

It’s that it doesn’t go far enough.

Sometimes I wish I could look at my previous Census forms. It’d be like flipping through a digital photo album. In a funny way, the Census underscores the inevitability of change; both personally and as a nation. It’s a neat reminder that time, however ordinary it may seem, marches forward regardless. By Toe Punt IT was six premierships in seven years for Frankston YCW last Sunday.

What an unbelievable achievement from a lot of dedicated off-field people and a committed on-field group.

Question now is, will this continue?

A competition-wide salary cap of $150,000 per year is expected to effect the Stonecats.

How do they keep the list together?

Do the players take a significant pay cut to stay together?

Or, as some would have you believe, after so many flags, now is the time to explore other opportunities.

With absolute respect to Frankston YCW (they absolutely deserve to have achieved the success they have!), this would be the best thing for the Peninsula competition.

There is daylight between the Stonecats and the rest of the competition and players leaving is the only way to even things up.

The Player Points System doesn’t allow clubs to go out and recruit to catch-up.

So, as we approach the mad ‘offseason’ period, what can you expect from your club as they prepare for 2017.

Frankston YCW: The Stonecats need to appoint a coach and appoint one quickly. Opposition clubs are circling the Stonecats and a new coach needs to reel them in quickly. YCW historically have appointed within, however, now might be the time to look outside, to bring some freshness to the list. The key for this club and the new coach is simply to hang onto the 2016 list and improve relationships with others pushing for selection. BJ Credlin needs to go on The Recruit in 2017!

Mt Eliza: Mt Eliza looked unbackable at half time in the grand final last

As good as the Mounties were, there’s still a gap. They’ll all be better for the ‘learning’ year of 2016. There were 46 players who played senior footy this season for Mt Eliza. The reserves and Under 19s won their third straight flag.

There’s absolutely no reason to think that they won’t be there on the final day again.

Pines: The first thing the Pythons needed to do was lock away Aaron Edwards – they did that last week. Tim

Bongetti has committed. Pines just needs to add some depth to their line up and a few recruits in the off-season will assist with that. Pines is also keen on getting hold of 19 and 20 year-olds, like Brad Kiely, so they’ll be active in that space.

Bonbeach: The Sharks were considered a bit of a smoky coming into this year’s finals but let themselves down.

They took a while to get going in 2016 (lost first four games) and really never played their best footy consistently.

Consistency is the key, as is adding a

couple of recruits to the list and keeping Shane McDonald.

Edithvale: The Eagles have already got back Brent Bowden and Matty Clark and are hopeful of getting back Brad Tagg, which would be a formality you would expect. There’s some exciting kids coming through who got a taste of it late and in a final. There are some powerbrokers looking after recruiting, so expect them to land a few.

Seaford: The Tigers improved rapidly under the guidance of Ben Mur-

phy in 2016 and they’ll take another step again. The club is young and Murphy would have learnt a lot about his group and the competition. The Tigers have already picked up goal kicking midfielder Damien Rayson, who has played VFL. Expect more recruits to follow.

Mornington: The Doggies were the disappointment of 2016. A soft preseason cost the Dogs at the beginning of the year and they came storming home late. Their top-end talent is as good as any and they have some great kids who were exposed to senior footy this year. With a strong pre-season, the Dogs will be the big mover.

Karingal: The Bulls have landed a new coach in former VFL assistant Andrew Sharp. The red and white are hopeful of some Dolphins’ recruits on the back of that appointment. Leigh Poholke has left, as has ruckman Grant Goodall. Grant leaves a big hole. Luke Van Ran Raay and Michael Burke will go around again. The kids will take another step. Recruits is the key for the Bulls, as is a clear and concise game style.

Langwarrin: The Kangaroos did a lot better in 2016 than anyone outside of the club expected. Some kids got an opportunity and rose to the challenge and there’s plenty to work with.

The club is likely to continue on the ‘youth’ path. Ideally, they could do with a key forward and backman and a couple of midfielders with silky foot skills.

Chelsea: The Seagulls are stable, both on and off the field. It’s been a while since that has been the case.

Brett Dunne and his coaches have all been reappointed, the majority of the list has resigned and the off-field group is united. The Gulls just need a big pre-season and a couple of recruits and they’ll be a whole lot more competitive for longer in 2017.

Blues to set benchmark in 2017 NEPEAN LEAGUE

By Toe Punt THE 2016 Nepean Division season may have come to a conclusion with Hastings winning the flag, however, the silly season is about to begin as teams prepare to challenge in 2017.

For footy clubs, the season never finishes – one season just rolls into another.

Who’s going to take us to the next level?

Where did we fall short?

These are the questions that coaching groups and committees discuss at the conclusion of every season. It’s the catalyst for hundreds of phone calls being made between now and the first bounce of 2017.

So what would be the plans of your club in the off-season?

The Blues have already landed former VFL player Ricky Ferraro and the hot word is that there are others to follow, although the club is keeping its cards close to its chest. The Blues got their mojo six weeks out from finals and I can only see them improving as a group. I doubt very much they’ll lose

anyone and there will be no premiership hangover.

Frankston: The Bombers know they weren’t far away. Ryan Kitchen needs to get himself super fit. He had a big reputation coming in but finished the third or fourth ranked ruckman in the comp. He will make a significant difference if he can get himself right.

Mitch Bosward and Jay Reynolds have been linked all season. A tougher draw in 2017 will make them a better and more hardened team.

Rosebud: The Buds are looking for their third coach in as many years. Nick Jewell wanted a commitment from the club in 2015 and didn’t get one, so he committed to a club (Sorrento) that wanted to invest in him. 2016 coach Michael Kraska lost the support of the playing group and it was unworkable moving forward. The Buds need to get this right for 2017 and beyond. What’s best for the footy club long term? It seems there’s too many agendas both on and off the field with word players are dictating who the club should and shouldn’t interview for the top job. They simply need to find the best coach available. They missed on now

Mt Eliza coach Troy Shannon last year because they dragged their heels. The right decision needs to be made. Their list is outstanding and they’ll challenge again with the right coach. They need to keep Greg Bentley!

Somerville: All eyes will be on this club in the pre-season. Bevan Malloy has been appointed coach. The question is, who will stay and who will go?

Scott Simpson is on his way to WA and Luke Rowe is off to the US. What will Josh Westerman, Billy Rolfe and Tim McGennis do? What will Tim and David Hirst do? Todd Farrelly has retired. If the Eagles can keep the same list and add a couple, they’re good enough to be there again.

Red Hill: The Hillmen were superb in 2016. They have already added one of the league’s best ever, Chris Irving, who will play as a forward. They need a ruckman and another onballer to help Sean Marchetti. They might be close with a big man. The return of Paul Wintle in defence would top them off. The Hillmen will make a massive leap and challenge if they can get what they need.

Sorrento: The Sharks will be the big

movers in 2017. Myles Pitt and Leigh Poholke return up forward, Daniel Grant comes back into defence and Rob Forrest returns from a knee in the middle. Add that to a premiership Under 19 team with enormous talent with a taste of senior experience and the Sharks will be there when the whips are cracking.

Rye: The Demons will no doubt be looking to bring on some more Under 19s this season. A good crop of Under 17s are coming up and they’ll be exposed to senior footy. Rye has also been able to hang on to the nucleus of their recruits, including Ryan Mullet and Kris Bardon. They should have a few points up their sleeve and will no doubt extend their recruitment web.

Dromana: The Tigers will be hoping to see the return of some of their stars from yesteryear – using the great Rikki Johnston (coach) to lure them.

Their kids will hopefully get into the gym in the off-season and come back stronger. The Tigers’ best was good enough. Consistency is the key.

Devon Meadows: The Panthers will be hoping for some luck in 2017. They were hit with the injury stick in 2016

and emotionally they were rocked and knocked. There will be no excuses in 2017. They recruited well in the offseason last year and just need those players to take the field more often than not in 2017.

Crib Point: The Magpies were the big disappointment of 2016 after some heavy recruiting. With Brad Arnold now in charge and having the respect of the entire playing group, expect the Magpies to be a lot more competitive next season.

Pearcedale: The Panthers have appointed Leigh Stewart as coach for 2017. Former coach Jamie Merchan is still onboard. The key for the Dales will be hanging onto their list as opposition clubs circle during the offseason.

Tyabb: The Yabbies improved rapidly in 2017. There were a couple of big losses in there but on the whole, they were very competitive. Having former North Melbourne powerbroker Ron Joseph playing a mentor role off the field, as well as helping out, will be a significant bonus for the club, which has stability.

Spring has sprung and the fish are biting FISHING

By Paul Pingiaro WELL it’s fair to say Melbourne’s spring weather has been very typical. Four season in one day seems to be the norm at the moment, however when the weather gods shine the fishing has been quite good and the good news is it’s only going to get much better.

This time of year the majority of anglers focus on snapper. While the large schools of fish are still a few weeks away, it’s very promising to see some great early catches. Anglers fishing off the Rocks at Mt Martha, Mornington and Brighton are catching some nice fish up to 3kg, those that are on the boats are seeing some nice fish up to 5kg, best places are the shallow reefs (5-12m).

Best baits are fresh squid and pilchards. With early season fish burley is a must. For those in the boats try Mornington, Mt Eliza, St Kilda and wide off Carrum.

Mornington Boat Hire this week reports: “the squid have continued to fire, while the pinkies are slowly starting to show, Jonny managed to land a 95cm snapper! Flathead have been in good numbers and there’s a few nice whiting off Mills Beach”

In Western Port some nice snapper have been getting caught in the North end. Joes Island and Crawfish rock have all produce some lovely fish up to 7kg. Some nice gummy sharks to 15kg have also been caught here as well.

Yaringa Boat Harbour this week reported “Snapper to 6kg, gummy sharks to 10kg and squid to 2kg and a lot of size flatties in the channel. Joes’ and Tyabb bank have been the most popular locations. Those heading offshore into Bass Strait have been catching gummy and school shark to 15kg” Those that are looking to bag a few whiting should be looking toward the southern peninsula.

Rye to Sorrento has held the most fish, while there are a few nice patches of fish from Mornington to Mt Eliza they are a bit harder to find.

Squid this week have continued to be good.

Great catches have been had all through the southern peninsula and the top end of Western Port. Boats have been more productive as of late with the squid but as the weather calms down this will even out a bit more.

By Craig MacKenzie ROSEBUD Heart cemented its claim as Victoria’s team of the year by clinching the State 5 grand final in a penalty shootout last Saturday at Murphy Reserve in Port Melbourne.

The season finale presented Heart with the opportunity to continue its perfect record having won every league game in State 5 South and becoming only the third senior team in the past 54 years to achieve such a feat.

Heart went into this clash with State 5 North champion RMIT as a firm favourite but the large group of travelling Heart fans soon found out that their side was in for the fight of its life.

The first good chance fell to Heart scoring machine Dave Greening but his first-time strike was straight at RMIT keeper Danny Graham.

In the 12th minute RMIT signalled its intent when strikers Will Barclay and Jol Latcham combined for the latter to hammer a low drive across the face of the Heart goal.

Barclay and Latcham ran Heart’s defence ragged at times and were constant threats.

Heart defender Blake Hicks was forced into a hurried clearance a few minutes later then Heart’s Ryan Monk failed to hold off Barclay whose turn and shot was parried by Heart custodian Sean Skelly.

But Heart hit the front in the 26th minute from a superb far post Hicks corner that found central midfielder Daniel Hodge who headed home from point-blank range.

That didn’t deter RMIT and within a minute Skelly was forced into a great one-handed save to keep Latcham at bay.

RMIT was creating the better chances and in the 36th minute Barclay’s cutback from the left of the area teed up Sam Wood who shot straight at Skelly.

Two minutes later scores were level.

A mistimed pass by Monk near the halfway line allowed RMIT to hit Heart on the break.

Skelly charged off his line and although he smothered Latcham’s first attempt he was stranded when Latcham gathered the rebound and calmly curled it over the big keeper and into the unguarded goal.

Six minutes into the second half a superb opportunistic effort from Greening on the turn forced a stunning reaction save from Graham who tipped the goalbound shot onto the post.

Monk was forced off through injury in the 62nd minute to be replaced by James Liddle in central defence but that didn’t diminish the threat posed

by RMIT’s strike force.

Twice in a minute Barclay blew chances to break the deadlock.

In the 74th minute he shot wide from the left of the area and in the 75th minute he ballooned his strike from the edge of the box.

In the 76th minute Hodge’s header forced Graham to palm the ball wide and in the 82nd minute Graham charged off his line and tripped Greening only for play to be waved on.

In the 88th minute RMIT substitute Dan Jones got clear on the right and his cutback was met by

tireless midfielder David O’Reilly whose shot was deflected for a corner.

Heart fans erupted in the 90th minute when Greening timed his run perfectly and broke through only for an assistant’s flag to force the referee to give an offside ruling.

In the 93rd minute a cross from Hicks on the left found Greening who controlled well then shot low but Graham was able to tip the ball out for a corner.

That forced the sides into two 15-minute halves of extra time and players on both sides were feeling the strain.

RMIT had reached the final by defeating State 5 West champion North Melbourne Athletic 2-1 after extra time the previous week whereas Heart strolled into the final when semi-final opponent Healesville forfeited.

Heart veterans Adam Poole and Simon O’Donnell had soldiered on in the second half of normal time but eventually O’Donnell had to go off and was replaced by Aaron Young.

In the first minute of extra time Greening wriggled clear on the left of the area.

Rather than cut the ball back to Hodge he decided to shoot from a tight angle and Graham was able to parry.

Barclay broke down the right in the 4th minute and cut the ball back for Latcham but Liddle slid in and intercepted and Heart eventually cleared.

In the 11th minute of extra time Hicks swung in a corner to the near post which was only cleared to the incoming Poole who mistimed his strike from 10 metres.

One minute into the second half of extra time Skelly smothered Barclay’s shot which rebounded off Liddle and the near post before being scrambled clear.

The final chance to settle the issue fell to Young who had been played in by Greening but couldn’t finish and the referee’s whistle signalled that penalties would separate the teams.

Heart fans grew in confidence knowing Skelly’s reputation as a shot stopper and the lanky keeper didn’t let them down.

Chris Smith took the first penalty for RMIT and Skelly sprung to his left and parried the ball wide but Hicks blew that advantage by striking the next penalty straight at Graham.

O’Reilly made no mistake and Heart midfielder Cory Osorio did likewise.

The decisive moment came when Barclay took the next penalty. He struck the ball firmly enough but again Skelly flung himself to his left and again he parried to give Heart the advantage.

It was a cruel blow for Barclay who had clearly been one of RMIT’s best and subsequent penalty conversions from Liddle, RMIT’s Michael Jones, Greening and Dan Jones gave Heart left back Beau Sharpe the opportunity to win the match.

As his firm strike hit the back of the net his teammates charged towards him from the halfway line and soon the Heart huddle included players, coaches and fans yelling and rejoicing at the end of a season that will live long in their memories.

A season the like of which we may never see again.
