Costly conduct for ratepayers

Neil Walker neil@baysidenews.com.au TENS of thousands of dollars of ratepayers’ money has been spent investigating several code of conduct complaints by Frankston councillors against fellow councillors in the past few months.

Lawyers have been paid by Frankston Council on at least three occasions to hear evidence and make rulings on internal complaints about some councillors’ comments on social media and to the press.

Councillors Darrel Taylor and Suzette Tayler were found to have breached council’s code of conduct by legal representatives called in by council.

The two councillors made comments on Facebook ruled to be in breach of council’s conduct code and must now apologise to fellow councillors.

Both said they were unable to comment on the specifics of code of conduct investigations but they believed complaints lodged against them were due to “speaking out” about other councillors’ behaviour.

The latest legal bills follow $15,000 paid by council for an independent councillor conduct panel hearing in May, convened by the Municipal Association of Victoria.

That panel found Cr Colin Hampton breached Local Government Act code of conduct clauses over the way he spoke to two council employees in public in a “threatening” manner at a function in Frankston.

It is understood ratepayers have also effectively paid lawyers for investigations in recent months where councillors were cleared of breaching council’s code of conduct amid a flurry of complaints against other councillors lodged in the wake of Cr Hampton’s code of conduct breach.

and Tayler were formally made by mayor Cr James Dooley.

Cr Dooley told The Times in July a meeting, held behind closed doors, attended by just five out of nine councillors to formulate a social media policy for councillors was not aimed at restricting freedom of speech.

He said that meeting was about allowing councillors to communicate on social media sites without bringing council into disrepute.

The mayor had already lodged complaints about comments made on Facebook by the two councillors before the confidential July meeting.

Cr Dooley said councillors could comment online but needed to make it clear they were expressing a personal opinion since they are not official spokespeople for council (“Social media comments ‘unacceptable’”, The Times 18/7/16).

Cr Dooley, designated official council spokesperson as mayor, refused to comment last week when asked about the cost of the recent code of conduct investigations.

A statement from council CEO Dennis Hovenden was provided but he also refused to confirm how much code of conduct investigations had cost Frankston ratepayers.

“Code of conduct matters remain confidential in order to ensure the integrity of the investigative process. As such, council cannot respond to any questions.”

The July meeting to talk about a council policy for councillors’ comments on social media sites was attended by Crs Dooley, Hampton, Glenn Aitken, Brian Cunial and Sandra Mayer.

Crs Taylor, Tayler, Rebekah Spelman and Michael O’Reilly were not present at the meeting.

Danger at sea for older boaters OLDER boaters are much more likely to find themselves in trouble when out on the water than youngsters, according to Maritime Safety Victoria’s latest incident statistics.

Figures for 2015-16 show the most likely cause of them being in the water is capsizing their boat.

In just two days in early August, five people in two different incidents found themselves immersed in cold water after they capsized and none of them was able to call for help immediately.

Of the five, four were aged 60 or over and their two boats had capsized, which continued the trend identified in the MSV statistics.

Three of the five were off Merricks in Western Port and the other two were in Port Phillip. All managed to either swim to safety or were helped

Dolphins seek way ahead Neil Walker neil@baysidenews.com.au THE administrator tasked with sorting through Frankston Football Club’s finances says it is too early to determine the way ahead for the Dolphins.

Worrells Solvency and Forensic Accountants managing partner Paul Burness said he hoped to have a clearer picture of the Victorian Football League club’s financial position this week.

About $800,000 in debts is believed to have caused the football club to put itself into voluntary administration this month (“Dolphins sink under”, The Times 29/8/16).

The 27 electronic gaming machines at the Dolphins’ stadium and function centre, rebuilt at a cost of $3.4 million last year, were removed by the club in May. “Tabcorp are a large creditor, there are other large creditors as well,” Mr Burness said.

“As far as the plan to resolve the position, probably a lot depends on what falls out of our financial analysis.

We’re not quite there yet but we’re working very hard on it.”

Frankston Council, who contributed $1.5 million of ratepayers’ money to the redevelopment of the Dolphins’ stadium and function centre, hoped “a positive way forward” can be found

by other boat owners.

Maritime Safety director Peter Corcoran said boaters should have some way of raising the alarm when they go out.

“The five people rescued were all wearing lifejackets, which is the first step to surviving when you fall into the water,” he said. “Step two is having a means of raising the alarm that will work when and where you need it. Don’t rely on your mobile phone or being seen.

“Wearing a comfortable, well-fitted lifejacket that has been serviced will give you time to raise the alarm or wait for help and could be the difference between life and death.

“Last year there were nine fatalities – a number I want to see going down and not up.”

Tough new laws for carjacking, home invasions Stephen Taylor steve@baysidenews.com.au CARJACKINGS and home invasions were the focus of new legislation introduced into state parliament last week.

The Crimes Act 1958 will be amended to create new offences of carjacking, aggravated carjacking, home invasion and aggravated home invasion.

The legislated offences will attract harsher penalties and give police the “laws they need to keep the community safe”.

The legislation, developed in consultation with Victoria Police, will include statutory minimum sentences for aggravated carjacking and aggravated home invasion. And, to combat the rise

of youth gangs, the legislation’s showcause provisions will apply regardless of the age of the offender.

Southern Metro Region 4 Divisional Commander Glenn Weir – who oversees the Mornington Peninsula and Frankston areas – said carjackings were “very rare in our area but any extra tools, such as the presumption against bail for these types of offences, are of value to us”.

The senior policeman said he “appreciates any extra ability provided to us to deal with these types of offences”.

He would not comment on harsher sentences which he said were “matters for the judiciary”.

Carjackings and home invasions have become more common in the

southern suburbs over the past two years.

They are often linked to the rise of youth gangs out “missioning” – or breaking into houses at night to steal car keys – or bumping into cars and attacking vehicle owners who hop out to exchange names and addresses, traumatising victims.

The Bail Act 1977 will also be amended to include a presumption against bail for aggravated carjacking, home invasion and aggravated home invasion. This means the accused will need to justify why they should not be remanded.

The new offence of carjacking will carry a maximum penalty of 15 years and aggravated carjacking 25 years. A statutory minimum non-parole period

of three years will also apply to aggravated carjacking.

A home invasion conviction will carry a maximum penalty of 25 years and aggravated home invasion a statutory minimum non-parole period of three years.

A home invasion is defined as someone committing a burglary while armed or where there is a person in the house.

To recognise the traumatic effect on victims, the Bill specifically introduces an element of “strict liability” which means it is irrelevant whether the offender knew if there was someone home at the time.

Aggravated home invasion applies where at least three armed offenders commit a burglary where a person is present and the offender knew, or was

reckless, as to whether there were people in the home.

Carjacking applies when offenders steal a vehicle using force or threaten to use force. Aggravated carjacking occurs when the person committing the offence has an offensive weapon or causes injury to another person while committing the offence.

Police Minister Lisa Neville said although carjackings and home invasions were happening in small numbers across Victoria “they are appalling crimes which take a huge toll on their victims and impact communities”.

“The community expects that police will have the powers and resources they need to target these criminals – and that’s exactly what we’re giving them.”

Frankston eighth for animal cruelty FRANKSTON ranked eighth of Victoria’s 79 local council areas for animal cruelty, according to a list of hotspots released by RSPCA Victoria.

Of the 11,840 cruelty reports across the state in 2015-16, 366 were involved the welfare of animals on the peninsula.

RSPCA Victoria CEO Dr Liz Walker said that geographic analysis of cruelty reporting data will support efforts to focus on the areas that need it most.

“Our vision is ending cruelty to all animals – and we know that prevention is the key to ending cruelty,” she said. “Over the next 12 months we will be using this data to help identify areas that would benefit most from community education and support.”

Welfare concerns for dogs, cats and horses continued to make up most issues reported to the RSPCA. Of the 359 reorts received in Frankston, 218 related to dogs and 11 to puppies); 61 related to cats and 14 to kittens and19 to horses. The remainder related to other animals.

Of the issues reported on the peninsula 105 related to hygiene, grooming and housing conditions; 79 concerned underweight animals; 78 involved sick and injured animals not receiving vet treatment; 51 concerned animals with insufficient food, 71 with insufficient water and 52 with insufficient shelter; 64 concerned abandoned animals, and 40 were about animals being beaten or wounded.

“We know that the community is becoming more concerned about animal welfare, which may be part of

The lamb has distinctive markings with a black face and ears and round black spot on his right cloven hoof.

“I wouldn’t have put much money on him surviving,” Mr Orr admitted.

“But he’s looking pretty good and we are bottle feeding him small amounts of milk to get him back to normal.

We will get him to the vet this afternoon.”

Detectives on Wednesday arrested a 21-year-old Moorooduc man and charged him with theft, handling stolen goods and animal cruelty. He will appear at Frankston Magistrates’ Court on 4 November.

A Cranbourne man, 25, and Tyabb man, 21, were also arrested but have been released pending further inquiries.

Ralph was named following a competition run by the park.

Detectives had been told Ralph was dumped in a paddock on the Mornington-Tyabb Rd, near the intersection of Coolart Rd, Moorooduc.

His return was described as a “miracle” by Detective Senior Sergeant Miro Majstorovic.

BUY DIRECT Union calls out & SAVE! response times Stephen Taylor steve@baysidenews.com.au FIRE fighting response times by several CFA brigades near Frankston and on the Mornington Peninsula are not up to scratch, the Inquiry into Bushfire Preparedness at state parliament was told last week.

This damning claim has come from the United Firefighters’ Union which is at loggerheads with the CFA and volunteer firefighters over a contentious EBA. Response timelines were provided during last week’s inquiry into the state’s preparedness for the summer bushfire threat.

The UFU said the required CFA response time for getting a truck to an emergency was eight minutes, with brigades from Mt Martha failing to meet this benchmark 69 per cent of the time, Skye 62 per cent, Rye 60 per cent, Dromana 53 per cent, Keysborough 43 per cent, Mt Eliza 35 per cent and Edithvale 27 per cent.

The union said brigades in increasingly urbanised areas in Melbourne’s east were failing to meet the CFA standard up to 80 per cent of the time, while the Mt Martha brigade was the peninsula’s worst performer at 69 per cent.

The union said the data, which covered the period 1 January 2015-1 January 2016, had come from the CFA. A spokeswomen for the CFA would not comment on the figures, saying she was checking their veracity.

The Times was referred to the March 2015 Victorian Auditor-General’s Report into emer-

gency services response times, which claimed the CFA responded to emergencies at, or close to, target response times.

However, this does not point to the performance of the specific brigades singled out by the UFU. Firefighters’ secretary Peter Marshall said the UFU was “not trying to denigrate the role of volunteer firefighters” by releasing the data.

“We do, however, believe that the reality of the situation facing many regional communities and much of outer metropolitan Melbourne needs to be revealed to the public,” he said.

“The simple fact is that when there is an incident in a medium urban area many brigades are consistently failing to meet the eight minute service delivery standard which is designed to ensure the protection of life and property.”

Mr Marshall said it was “not good enough to turn a blind eye when lives are at risk”.

“Service delivery standards are the pre-defined response times allowed for a brigade to respond to an emergency incident and have the best chance of preventing loss of life and protecting property.

“In 2009 the CFA asked for 684 additional career firefighters. Volunteer brigades around the state need the back-up of full-time, paid firefighters.

“The CFA’s own data shows the organisation’s alarming failures to meet response times.

This is not the fault of volunteers. The previous state Liberal government cut $66 million out of the CFA.”

Doctors at schools STUDENTS at six secondary colleges around Frankston and on the Mornington Peninsula are among 70,000 being given access to doctors and health care while at school.

Carrum Downs, McClelland, Monterey, Mornington, Patterson River and Rosebud secondary colleges are among 100 schools in the first Doctors in Secondary Schools Program.

Doctors will be at the colleges for up to one day a week, with students able to get referrals to specialists for help before it affects their studies.

Work is under way on recruitment and training, building consultation rooms at schools and establishing partnerships with local healthcare providers so the program can start from term one next year.

The state government provided $43.8 million for the program in this year’s budget, including $25.8 million for staff and running costs and $18 million for school consultation rooms.

Education minister James Merlino said having doctors in schools would give students reliable healthcare, reduce the pressure on working parents and GPs and help young people identify and address their health concerns early.

Eagle takes over from Skylift THE new cable car ride at Arthurs Seat has been officially named Eagle.

Known as Skylift throughout relatively short but controversial history, the gondola ride to and from the summit is set to begin carrying passengers in early December.

The name Eagle was announced at a “brand launch” on Monday, along with the message that passengers will be provided with a bird’s eye view of parts of the Mornington Peninsula and Melbourne.

Eyes have it on crime Stephen Taylor steve@baysidenews.com.au A WALL of closed-circuit television screens at Frankston police station is part of the latest strategy to fight street crime.

The CCTV cameras, capturing footage in high resolution to clearly identify offenders, have been installed in the divisional operation support office to focus in on crime as it happens in the street, shopping centres, train station or foreshore.

Backed by Frankston Council, the camera bank is manned by police officers who may be returning to work after injury, or others unable to work on the front line, but who still want to be part of the action.

They provide proactive real-time monitoring of known trouble spots. Officers can flick between locations to identify troublemakers, or radio police on the beat or in patrol cars to watch a suspect, then continue tracking suspects by switching cameras to different locations – and even watch inside shopping centres.

A search function on the cameras allows police to find a man, say, wearing a “green backpack” or “red overcoat”. The cameras can focus on “people known to police”.

The new surveillance cameras bring Frankston’s CCTV network to 50 cameras in addition to hundreds already in place at Bayside Shopping Centre.

Frankston mayor Cr James Dooley said the network would have a positive impact on the preventative aspects of policing across Frankston.

“It’s far better to prevent a crime than make a prosecution,” he said.

“We can get a good idea of what is going on simply by using our resources smarter.”

been a “long time coming”.

“Frankston police were receptive to the idea and the community has been asking for them for a long time.”

Acting Senior Sergeant Glenn Michie said the cameras provided more front-line service support – not back-office support.”

Cr Dooley said the state-of-the-art cameras are a “remarkable improvement on previous models”.

“The accompanying computer software technology that drives them and the real-time monitoring capability are set to have a real impact on crime prevention.”

He said extra police and more effective preventative measures to reduce criminal activity have had a “positive influence on the public’s perception of Frankston, with 58 per cent of residents agreeing that the city is safe – up 6 per cent from 2012”.

“Council is determined to continue working proactively with the community and Frankston police to address concerns relating to crime, drug use and anti-social behaviour.”

The council’s investment of $300,000 over the next four years has been complemented by a $160,000 grant from the federal government for a CCTV network along the Frankston waterfront and at the Belvedere shopping district.

The Young St CCTV network will also be improved as part of the state government’s commitment to delivering the Frankston station precinct redevelopment, Cr Dooley said.

The mayor said council will contribute to ongoing running costs for the new cameras.

Investments in Frankston’s CCTV network follow other community safety initiatives such as a safe taxi rank and graffiti removal programs.

FRANKSTON detectives are investigating a theft in Skye in which a credit card and passport were stolen from a car parked on Darnley Drive, Friday 3 June.

The card was used at a supermarket on Fitzroy St, St Kilda, 5.55pm, Monday 6 June.

Detectives believe the victim’s passport has also been used a number of times to make unauthorised credit card applications.

Woman blows it

A FRANKSTON woman blew 0.22 per cent when breath tested in Hampton last week.

Bayside police officers were called to Deakin St North at 4.50pm after reports that a woman had hit two parked cars.

On arrival police administered a preliminary breath test to the 32-year-old who returned a positive sample. An evidentiary test at Sandringham police station came up with the high reading.

The woman is expected to be charged on summons with drink-driving and traffic offences.

Challenge bringing brumbies to town Stephen Taylor steve@baysidenews.com.au BRUMBIES were in the news for all the wrong reasons last week as government and conservation bodies discussed their removal from Victorian and NSW alpine regions.

Later this year many of the former wild horses will converge on the Melbourne Showground for the 2016 Australian Brumby Challenge.

Held in conjunction with Equitana Melbourne, the challenge involves the allocation and schooling of brumbies caught in the wild by professional

and amateur trainers. The unhandled and untrained horses, humanely caught as part of an ongoing national park management program, will be gentled and, if old enough, saddle trained over a 150-day period in the lead up to the competition.

Mornington professional horse trainer Lara Poynton is well into her brumby training. She trains unhandled horses through to advanced training, and believes the best way to improve a horse is through recognising and rewarding one-per-cent improvements.

Poynton and her brumby VBA Sansa will take part in the four-day Equitana and showcase their philosophies and skills to demonstrate the train-

ability and versatility of the breed.

The event will showcase endurance, western, show jumping, trick and pleasure riding.

Victorian Brumby Association president Colleen O’Brien says taking the animals from wild to wonderful is a “heartening, exciting and emotional process that leaves spectators wanting more”.

“Trainers regularly keep fans up to date with blogs on the website and on social media, so everyone has a chance to learn about each animal’s personality, quirks and habits through the voice of their trainer” she said.

Trainers can later buy “their” horses, or sell them in a pre-approved auction to vetted buyers.

This year 18 trainers will take part in the ridden section and six in yearling preparation.

The road to professional horse training hasn’t been easy for Poynton, who says she fell off 148 times before realising there was a better way to approach riding a horse.

Now she is looking to promote safe and effective training techniques that not only work for brumbies but for horses around the world.

The finals of the challenge will be held 17-20 November at the Melbourne Showgrounds.

Long wait until ships come in – if ever Keith Platt keith@baysidenews.com.au THE first report by Infrastructure Victoria into the best site for Victoria’s second container port is scheduled to go to the state government in May 2017.

The two options being investigated are Hastings in Western Port and Bay West in Port Phillip, but Infrastructure Victoria has cautioned that “evidence we gather may not be conclusive enough to identify a preferred location”.

“We won’t reduce government’s strategic flexibility by making a premature recommendation now, particularly because it would be based on evidence that is likely to change.

“The final decision to invest in a second container port is still likely to be a number of years away, so deciding on its location is not necessary until this time.”

The government agency has stated that it sees expanding existing ports or building new ones “a last option”.

It says the smarter approach is to make better use of existing assets, including port road and rail links, and to manage demand, such as spreading truck movements more evenly throughout the day and night.

Infrastructure Victoria has also warned that both Hastings and Bay West require “significant dredging, reclamation of land (creating new land using dredge material), and construction of land transport connections”.

Environment impacts of developing either site will not be made in time for

next year’s report as “both sites are located in or adjacent to environmentally-sensitive areas”.

Details of Infrastructure Victoria’s investigation into Victoria’s future port needs were released last week in the discussion paper “Preparing advice on Victoria’s future ports capacity”.

The report says the annual rate of increased container traffic being handled at Melbourne has levelled out over the past few years and now sits at less than three million a year.

It says the port’s limit is eight to seven million containers a year (Victorian Ports Strategic Framework, 2004),

although in 2010 the government believed a second container port was needed by the late 2020s, with Hastings seen as the preferred location.

Times and governments have changed and the current Labor government swung away from Hasting to favour Bay West.

Notwithstanding which site is best, Infrastructure Victoria says it would take up to 15 years for a port to be up and running and that, if built, it should be done in stages to avoid overspending.

Its costings for Bay West and Hastings will be based on a new port able to handle three million containers at

first and have the capability of being expanded for up to six or 10 million containers.

However, Infrastructure Victoria’s report keeps referring back to the reason for its investigation as being if and when a new container port is needed.

The report also mentions redistributing the types of cargoes handled at the existing ports of Hastings, Geelong and Portland.

“The most important thing to acknowledge about planning for future commercial port capacity is the high degree of uncertainty about future conditions,” the report states.

“Our main focus is on the need for, and timing of, a second container port, and where it might be located. In preparing our advice we will also consider the possible relocation of other trades between Victoria’s ports (for example, motor vehicles, chemicals, grain, break bulk cargo and fuel) or terminals for cruise ships, and what factors may drive any relocation.

“Reducing uncertainty while preserving flexibility is the key driver in our analysis of the timing for investment in new ports capacity. In the short to medium term, allowing the Port of Melbourne to grow to its largest feasible capacity is the most costeffective way of meeting increased Victorian container throughput.

“Maximising existing ports’ capacity ensures a second port is built only when it is needed.”

“The scope set out by government is clear. We need to provide advice on when to invest in extra container port capacity, and where – at either a Hastings or Bay West location,” Infrastructure Victoria’s CEO Michel Masson said when releasing the discussion paper.

“We will consider a range of aspects in preparing our advice, including the environmental, economic and social impacts of developing a new port.

“In some areas, we are not starting from scratch. We will consider any existing work provided to us on the previous assessments of these sites, and undertake technical investigations where there are gaps in our knowledge.”

State ready to take helm at Port of Hastings THE state government appears to be getting ready to take over the day-today running of the Port of Hastings.

The 20-year contract with port manager Patrick Ports Hastings ends next June and the government is awaiting a report on management options from the Port of Hastings Development Authority.

The authority now has a staff of eight, far fewer than the 61 – including 31 contractors – it employed just two years ago when the previous Liberal National coalition government was proceeding with plans for a container terminal at Hastings.

Those plans ended abruptly with the election of the Daniel Andrews-led Labor government, which said a deci-

sion on where to locate the state’s next major port would rest on advice from Infrastructure Victoria.

Time lines for a container port being built at Hastings, if ever, are now put at 15 to 30 years. Latest figures show the port is now visited each year by 50 “big” ships (50,000100,000 tonnes) and 100 “small” ships (100-2000 tonnes).

However, the government says Hastings “offers significant development opportunities for bulk industries including the refined fuel, oil and gas industries”.

Mr Geier took over from long term former Mornington Peninsula Shire CEO, Michael Kennedy, whose interim appointment saw him replace the authority’s first CEO, Mike Lean.

“Mr Geier brings to the role substantial qualifications following a successful 10 years at the Port of Portland, with the last six years as business development manager during a major growth period which saw significant increases in exports and volume,” the April news release issued by Mr Donnellan’s office stated.

In the past couple of weeks the authority has cut its staff from 13 to eight.

Mr Geirer said “having the state manage the port” was one of the options the port authority had investigated.

He said the port authority’s role was to “use public money efficiently, make sure we do”.

The Port of Hastings includes piers and wharves managed by Patrick at BlueScope Steel and Long Island Point, Hastings, and the Crib Point and Stony Point jetties.

Patrick Ports also manages Western Port’s channels and the port waters.

Stony Point is also used by ferries servicing French and Phillip islands and for berthing harbour tugs.

With more than 30 album releases so far, Liberation Blue makes a welcome return of the label’s ‘Acoustic’ series with our first long player for 2016: ‘Acoustica’, 12 stunning, re-worked classic tunes spanning the career of ARIA winner and multi-platinum singer/ songwriter Alex Lloyd.

“It was certainly something I’d thought of doing before,” Lloyd says of the Acoustica recording, the singer’s seventh full-length release. With four

ARIAs already under his belt, Lloyd was intrigued with the concept of revisiting his older material. Expect to hear radio hits ‘Amazing’, ‘Coming Home’, ‘Beautiful’, ‘Black The Sun’ and more, his extensive catalogue getting a brand new lease of life.

“This project came along at a perfect time for me,” says Lloyd. “Doing these recordings really helped create a spark in me – it’s been great to re-address these songs, and I’m really happy how

it’s turned out.”

In celebration of this special and unique release, Alex has put together an intimate version of his band and will be heading out across Australia on a National Tour in September and October, where everyone will be able to hear these wonderful new interpretations themselves.

Utilising nitrogen rather than carbon dioxide (CO2) to carbonate beer provides the beer with a creamier, smoother texture which complements this style of beer perfectly.

Sacchariferous Stout is a sweet/milk stout brewed using lactose in the brewing process, hence the name Sacchariferous, meaning containing sugar. The nitrogen dosing adds to the smooth mouthfeel of the beer, and at 4.6% ABV, it is a very approachable stout.

The brewing team at MPB have coined the phrase ‘vertically with enthusiasm’ to encourage customers not to dilly dally when pouring. Because nitrogen reacts differently than CO2 when the can is opened, it requires a vertical and unbridled transfer into the glass. Although this is counter-intuitive to the

Allen, was elected President of the Shire of Frankston and Hastings at their meeting held on Thursday last. *** MESSRS Brody and Mason will hold their monthly sale at Somerville, on Wednesday next, when they expect a good yarding. *** THE friends of Major Stuart Balmain, of Coolart, Balnarring, will be interested to hear that he has been appointed D.A.A.G. of General Gough’s staff in France. *** IT is thought that the majority of nearly forty eight thousand votes in favor of Miss Jolly, as queen of the Allies Fair, constitutes a record majority for any Queen yet elected, not only in Victoria, but Australia. *** AT the Court of Petty Sessions at Frankston on Monday, there was only one case called up, that of a person travelling on the railway between Frankston and Seaford without a ticket. The remains were interred in the Melbourne cemnetery on Thursday. *** A STATE School concert, to provide funds for school requirements, is to be held at the Recreation Hall on Thursday, Sept 21st. As this concert promises something good, and the funds go towards a worthy cause, it is hoped that good results will be forthcoming.

The Head Teacher, with the help of the school committee, intends to collect about ten pounds for the purpose of defraying the cost of a tablet inscribed with the names of those who have gone to the front from this district.

Stonecats hang on in epic PENINSULA LEAGUE

That was a famous line used by arguably the greatest ever AFL footballer Leigh Matthews in 2001 when he was referring to his great Brisbane Lions side beating Essendon.

For movie buffs, they’ll know he grabbed the line from Arnold Schwarzenegger in the movie Predator.

Suffice to say that it can be used again in reference to the great Frankston YCW, a team that was wounded on Saturday in the second semi-final against Mt Eliza but as great sides do, still managed to win a thriller 18.7 (115) to 17.8 (110).

What it proved to Peninsula football supporters is that the 2016 premiership is not a one horse race.

That wasn’t the case at the halfway mark of the season when Mt Eliza was belted by the Stonecats at Wooralla Drive by almost 100 points.

Mt Eliza were down and on the canvas early in the match when they trailed by as much as six goals. Every time they came at YCW the champs responded.

Even in the last quarter when somehow Mt Eliza got their noses in front, YCW were able to steady the ship and get back out to a 20 point lead.

However, what we saw late in the game was something we haven’t see from a side against YCW in the past.

What people admire about the Stonecats is their ability to absorb pressure for long periods, physically and mentally wear down a side and perform for better longer – they have been doing it for more than a decade.

Opposition in the past have failed to be able to go the distance.

That changed on Saturday. Mt Eliza came storming home late to get within five points in an entertaining, high quality, intense game of football.

At one end of the ground, YCW’s Anthony Bruhn was dominating with seven goals. At the other end, Justin Van Unen returned from a serious hamstring injury to boot seven goals.

The midfield battles of Rohan Heasley and Lachy Wallace were a feature, both outstanding for their respective teams.

The hard and tough Luke Collins and Dave Barton went toe to toe and were significant for their teams. Paul Minchington proved again how good a player he is, especially on the big stage and Scott McLeod and Kevin Lylak were at their best for the winners.

Matt Lille had a tough job in the ruck for the Redlegs but rose to the occasion, Sam Gill led from the front and Jimmy Clayton almost received the ultimate celebration in his club record breaking 222nd game.

The game had everything – freakish acts, selfless acts and 35 goals in a second semi – it was a crowd pleaser.

The Stonecats got what they wanted though – a pathway straight to the grand final.

Mt Eliza will need to front up again this Sunday in the Preliminary Final with a lot more work to do.

Mt Eliza will play Pines in the Preliminary Final this Sunday after it smashed Bonbeach for the third time this season.

Pythons forwards Aaron Edwards, Guy Hendry and Tim Bongetti dominated the Sharks, who overused the footy.

The Sharks were blown away early and never got close to the Pythons.

The top three are the last three standing in the Peninsula finals race.

Blues and Bombers to square off in Granny NEPEAN LEAGUE

By Toe Punt HASTINGS will play Frankston Bombers in the 2016 Nepean Division Grand Final this Saturday at Frankston Park after hanging on to win a thriller against Rosebud.

The Blues have beaten Red Hill, Somerville and now Rosebud in the lead up to the big dance and have just one more top five side to beat to claim the 2016 title.

The minor premiers Frankston are the only team to stand in their way, having the ideal preparation of a rest in week one of the finals and then another break after advancing through after winning their second semi-final.

Hastings kicked the opening goal of the game and were never headed in the match despite being challenged, eventually winning 14.11 (95) to 12.16 (88).

Blues coach Brendan Dunne told the RPP commentary team straight after the game that his side “had been building for the past six weeks” to get to this point.

“The Sorrento match at home in tough, wet conditions was a defining moment for the group,” Dunne said.

“We lose that match and our season could have gone the other way.

We win and the season is set up for us.

“It felt like something clicked within the group on that day and we haven’t really looked back.

“We have been training extremely well, our performances have been a

lot more consistent and we have absolute buy in from the entire group about the way we want to play our footy.

“There is a Hastings brand now and it’s taken three years to slowly build to get to this point,” Dunne said.

The coach was absolutely superb throughout the match, leading the backline along with Paul Rogasch, both taking telling marks, laying important tackles and providing enormous structure and leadership during the tense final quarter.

Dunne said his body was feeling the effects of running back with the flight of the ball one too many times, but conceded he wouldn’t swap the feeling for anything.

“I’m grateful to be still playing and having an opportunity to win a premiership,” Dunne said.

“I missed 21 weeks of work though injury last year and I thought that might have been it. I did the preseason, the body felt great and here I am now. It’s a really good feeling.

“All we’ve done though is earn the right. It’s a good achievement to get there, but you don’t play to get there, you play to win it. We’ve got the opportunity,” Dunne said.

Dunne was clearly one of Hastings’ best on Saturday, along with Rogasch and underrated full back Lance Brouwer, who is rarely beaten despite having some big jobs most weeks.

The Hastings’ forward line again looked dangerous with Dale Alanis,

Luke Hewitt, Col McVeigh and Stevey Robb all kicking multiple goals.

Robb lit up Tyabb in the final quarter. Hewitt could have put the opposition to the sword and should have finished with five or six goals. He was still outstanding though.

Through the middle, Mark Devereaux and Pete Mawson got first use of the footy, Josh Mulheron competed well with Ben Dwyer and Shaun Foster, Luke Clark and Matt Clifford played the swing men roles to perfection, both reliable and damaging in all areas of the ground.

Despite getting out to a four goal break deep in the last quarter, Rosebud never stopped coming.

You have to take your hat off to the Buds. They were relentless and their leaders in Rhys Bancroft, Greg Bentley, Dwyer, Brenton Payne and Ryan Spooner willed their team to the finish line.

The Downie brothers are bonafide stars! Keegan should be on an AFL Rookie List, such is his enormous talent. His aerial ability is breathtaking. He finished with three goals.

His little brother Sean got belted from pillar to post but continued to pick himself up off the deck. Sean kicked a game-high four majors.

Dale Stephens and Daniel Wilson were also stand outs for the Buds.

It was a sensational season for Rosebud, given the calibre of players they lost during the pre-season.

For Hastings, they are in the big dance against Frankston Bombers this Saturday at Frankston Park.

Putting the grand into finals SPECTATORS were entertained by 12 thrilling Mornington Peninsula Junior Football League grand finals on Sunday 28 August.

Matches were played from under-11s to under-17s with three separate age groups for girls’ football.

Tight contests were the order of the day with the under-11 grand final between South Mornington and Dromana in Navy Division going to extra time after the scores were all tied up after four quarters. South Mornington eventually won the match.

Nepean team of the year announced THE Nepean team of the Year was announced at presentation night last Wednesday night.
