DEFINITION OF TERMS
Building a new home will introduce you to construction industry terms. Below you will find definitions of these terms to help you through the process.
BAL Rating (Bushfire attack level) – BAL ratings measure the severity of a building’s potential exposure to fire, and this rating dictates both the construction methods and materials used in bushfire prone areas. Any cost is covered in your Paramount Living price.
Building Permit – Written approval from a registered building surveyor that shows your plans fit in with building regulations. This permit is required before works can start. This is Paramount Living responsibility.
Building Surveyor – A person registered with the Victorian Building Authority as a building surveyor. Qualified to issue a building permit, inspect for compliance with the Building Act 1993 and building regulations.
Certificate of final inspection (Certificate of Occupancy or C.O.O) – Issued by the building surveyor after the final inspection of a build; it shows building work approved by the permit is completed. There may still be associated works in the contract, such as paving and landscaping, that are incomplete.
Completion Date – The date when building works are completed, according to the contract.
Conveyancer – A person who is licensed and can assist a building owner to transfer legal interest in a lot to a purchaser. Lawyers can also assist with the conveyance of property.
Estate Covenants – This is the developers’ design guidelines for your estate, and your home must meet these guidelines (Paramount Living Responsibility)
Engineer – A person registered with the Victorian Building Authority as an engineer who is qualified to undertake the design, documentation, supervision, inspection, and certification of buildings.
Finance Pre-approval – Completed initially when a bank advises, they will lend you a certain amount, but you need to provide them with the documentation to achieve formal finance approval.
Formal Finance Approval – You have submitted all documentation to the bank, and it has been formally approved by their credit department. They will issue a formal approval saying you have the funds available.
Fittings – Items, for example, lighting or air conditioners which can be removed without damaging the property.
Fixtures – Items such as basins, toilets, baths, built-in wardrobes and appliances that are attached to the property and cannot be removed without causing damage.
HIA Contract – You will receive a building contract as your legal agreement which binds you and Paramount Living for the construction of your new home. We use a HIA approved contract.
Land Settlement – When you pay for the land and the title is registered in your name.
DEFINITION OF TERMS
Occupancy Permit – Issued by the building surveyor after final inspection of the home; it shows that the building is safe and suitable for occupation.
Plans – Drawings of the design of your home completed by a designer/draftsperson. These should be signed by the builder and consumer and be part of the domestic building contract.
Plan of subdivision (or Plan of Development) – A Plan of Subdivision gives you the exact boundaries and location of your block with reference to the surrounding lots and will appear in your land contract.
Progress Payments – Also called stage payments, required on completion of each stage of building under the Domestic Building Contracts Act 1995. Stages are base, frame, lock up, fixing and settlement. Please see our client process – On site document for definitions of each stage.
Soil Test – Also called a geotechnical report, these are tests carried out on the site to find out the type of soil and the depth necessary for solid, stable footings.
Specification – Detailed lists of specific building materials (usually described as an Australian Standard), appliances and fittings to be used in the building of your new home.
Titled Land/Registered Land Titled land – This means there is an official record of who owns a certain block of land. Details aside, the important takeaway is that if your land is titled/registered you’ll be able to build on it right away. If your land is untitled/unregistered, you’ll need to wait until it is titled and in your name, before construction can commence.
Variations – Changes agreed to by the owner and builder made to the building plans and specifications within the contract, after the contract has been signed.
