Welcome to 2003. It is my great pleasure to take over from David Maiden as Group Manager, Philatelic, and also to meet you through our Bulletin. David retired from Australia Post in September 2002, but I’m sure will always maintain his great interest in philately. I will continue David’s tradition of welcoming your letters and feedback on our stamps and other products. As valued customers, your feedback is essential to how we manage the whole area. January 2003 marks the introduction of new postal rates. Incorporating new values in the program will mean that 2003’s program will be similar in size to 2002’s. However this is the first increase to the base rate in eleven years. This year’s program is a strong one, featuring issues celebrating our history and heritage, culture and nature. The Australian Legends, Australia Day issue, honours worthy Australians, but their identities will be kept secret until the award ceremony. January also sees the release of Celebration and Nation, new stamps that may be personalised; the last Frama™ machine stamps and Christmas Island’s Lunar New Year issue, for the Year of the Goat. In February, the fishing issue will delight anglers, and in March, Australian Cultivars, beautiful Australian flowers, will bloom. A new series, Australian Paintings begins in May, followed by new International stamps in June with designs featuring Aboriginal art from the Papunya region. May ends with a celebration of the Jubilee of the Queen’s Coronation. Issues in the second half of the year will cover a range of scientific, historical and sporting subjects – including Genetics and DNA in July; the 150th Anniversary of Shipping on the Murray /Darling in August, and the Centenary of the High Court in September. Stamp Collecting Month will again feature a design especially for the kids. The Rugby World Cup and Christmas will round out the year. I am looking forward to a great year ahead with our energetic team at Philatelic Group. I hope it is a successful and rewarding year for you all. Until next time,

Australian Legends
? ? ? ? Each year as part of the Australia Day celebrations Australia Post pays tribute to Australian Legends. Australian Legends are honoured for having made a significant contribution to our national identity and heritage within their lifetime. The featured individual (or individuals) – the Australia Post Australian Legend(s) – receives a prestigious award. The award itself comprises a gold replica stamp presented to each recipient at a special awards function. Past recipients include Sir Donald Bradman, Australian Olympians, Arthur Boyd, the Last Anzacs, Slim Dusty and five eminent medical scientists. Until the presentation ceremony we cannot reveal who will appear on the stamps or even the national postmark. Full details will be published in the next Stamp Bulletin. We publish the technical details and a product list with prices in the January February issue for our readers’ information and convenience. You can of course visit your local Post retail outlet, or contact the Australian Philatelic Bureau from 24 January 2003 for information and purchase of Australia Day, Australian Legends products. These new tabbed stamp designs are being issued to accommodate the increase in postage rates. The designs – which all have tabs – are suitable for personalising with Australia Post’s Personalised Stamps™ service. The issue
There are ten stamps in the issue, nine designs at the base rate and one for large letters. ‘Car’ is the only design without a counterpart in previous issues. It was added to the range to meet customers’ requests for more overtly masculine designs for sending by, or to, men and boys. As is usual for stamps with tabs, these will be issued with decorative tabs as issue sheets. Issue
sheets (illustrated on the facing page) have a plain, 10 mm selvedge and can be purchased individually. However, the base rate stamps will be issued in three multi-design issue sheets. The design set for the issue will therefore be ten stamps supplied as three strips of three x 50c and a single $1.00 stamp. The stamp pack also includes the design set as three strips of three x 50c and a single $1.00 stamp. We have used the multi-design sheets for the base rate stamps to reduce the number of issue sheets required and make it easier for postal outlets to maintain a variety of stock for use as general postage. And for collectors who collect sheets, three issue sheets cover the base rate stamps.

This PSE is being issued to commemorate the centenary of the Goldfields Water Supply Scheme. The scheme brought much needed water from the Mundaring Weir east of Perth along 550 km of snaking steel pipeline, to the parched Western Australian goldfields. The pipeline was the inspired vision of the WA Engineer-in-Chief, Charles Yelverton O’Connor, whose photo and signature – along with an original mechanical drawing – appear in the stamp area. A photo of work during the construction of the pipeline appears in the illustration area. The postmark design uses the logo for the Golden Pipeline Project, National Trust of Australia (WA). Christmas Island Lunar New Year
This year our Christmas Island Lunar New Year issue celebrates the Year of the Goat which begins on 1 February 2003. The goat (also translated as ram or sheep) is the eighth sign in the Chinese zodiac. It is the most tranquil of the twelve zodiac animals and symbolises beauty and good fortune. Those born in the Year of the Goat are said to be easy-going, amiable, gentle and
ďœ¸
compassionate, with a sense of fun and humour that makes them popular company. Goats are great socialisers with a wide circle of friends. They enjoy good fortune and often are able to live in comfort. The goat is the most artistic of the Chinese signs. Goats enjoy the countryside. Family bonds are important to them. But all is not perfect in a goat’s life, they can also be pessimistic, indecisive and dependent.

Christmas Island Lunar New Year The designs
The Year of the Goat stamps feature a goat, with the Chinese text for ‘Year of the Goat’. The miniature sheet design is based on one of the many Chinese folk tales involving goats. In this story, five immortals arrived at the city of Guangzhou riding divine goats of different colours. Each carried an ear of grain, which was given to the people to teach them how to cultivate the land. When the immortals departed the goats turned into rocks. Today the five goat statue is the symbol of Guangzhou city. The Zodiac sheetlet was introduced in 2002 and will be a continuing feature of the Lunar New Year series. The sheetlet incorporates the miniature sheet and 12 zodiac animal stamps. Each of these stamps shows an animal in the Chinese zodiac as follows (from left to right, top to bottom): 10c Rat, Ox, Tiger, Rabbit 15c Dragon, Snake, Horse, Goat 25c Monkey, Rooster, Dog, and Pig The Year of the Goat stamps and miniature sheet and the Zodiac stamps and sheetlet feature gold foil. The designer
The stamps, miniature sheet and zodiac sheetlet stamps were designed by Luis Chiang of Melbourne. Luis was born in Macau and studied art and design and Chinese painting at East Asia University before coming to Australia in 1985. He continued art and design and photography studies in Melbourne and has established an advertising agency and graphic design studio with some colleagues. Luis has been commissioned for the complete cycle of twelve designs. About Lunar New Year Lunar New Year is the most important of the traditional Chinese festivals and is celebrated by Chinese people throughout the world. It is a time to finish unfinished business, settle debts and bury differences so the new year can be started with a clean slate. New Year celebrations centre on the family and family reunion. Incense is burned for ancestors; special food is prepared. Friends visit each other with presents, and cards are exchanged. Gifts of money wrapped in lucky red paper envelopes are distributed widely. In the Chinese calendar the years are named for different animals in a twelve year sequence. The Year of the Rat, the first year in a cycle of 12, fell in 1996. The sequence is Rat, Ox, Tiger, Rabbit, Dragon, Snake, Horse, Goat, Monkey, Rooster, Dog and Pig.

Nature of Australia: Desert – the fourth issue in the Nature of Australia definitive series – was released 4 June 2002. To accommodate increased demand for 50c stamps Australia Post has printed self-adhesive stamps 50c in the Desert Star Flower design from the Nature of Australia: Desert issue in booklets of ten x 50c, cheque books of 20 booklets of ten x 50 and rolls of 100 and 200 in late December 2002. A collector pack was also produced. However no first day covers were produced, because the design was released in June 2002. The rare and beautiful blue orchid is the newest Australian definitive design in the Nature of Australia series. The stamp introduces the rainforest habitat to the range and meets the need for denominations to suit the new rate for 125 to 250 gram large letters (previously $1.47). A maximum card and first day cover will also be produced for this design. Additional Nature of Australia: Rainforest designs will be released later in the year. Like the $1.45 blue orchid stamp, they will feature subjects found in the Daintree region of the Wet Tropics. Rainforest in Australia
Less than half a percent of the Australian continent is rainforest, and all of it lies in strips and patches in either Tasmania or along the east coast of the continent. All the areas receive high rainfall, over 1300 millimetres a year, with the wet tropical rainforests of Queensland receiving the most, between 2000 – 4000 millimetres a year. Queensland’s Wet Tropics region lies between Townsville and Cooktown, on the north-east coast. The region includes rugged mountain ranges with deep ravines, rapidly flowing rivers and many waterfalls. In the heart of the region is Daintree National Park. Established in 1967, the park occupies 760 km2 – the largest of Australia’s remaining rainforest wilderness.
Rainforest The Wet Tropics region is home to a rich variety of flora and fauna. It supports 64% of Australia’s fern species, 46% of its frogs, 58% of its butterflies and 48% of its bird species. In 1988 Queensland’s Wet Tropics were inscribed on the World Heritage List, on the basis of its outstanding natural values.

Blue Orchid (Dendrobium nindii) This epiphytic orchid’s large blue-purple flowers – which can grow up to 6 cm in diameter – are among the most attractive of Australian orchid blooms. The blue orchid prefers full sunlight, and can be found high in rainforest trees of the hot, humid lowlands in the narrow coastal strip between Innisfail and Cooktown. The loss of its preferred costal habitat means this beautiful orchid is also one of Australia’s rarest epiphytic species. Epiphytes grow on a host plant, using the host for support, not for nutrients.

The Nature of Australia definitive series Introduced in 1996, the Nature of Australia series uses specific localities to illustrate more general environmental categories. Previous issues in the range have featured Eucalyptus forests, Wetlands, Coastal and Desert environments, illustrated by the Mountain Ash Eucalyptus forests of Victoria; the Kakadu wetlands in the Northern Territory; Queensland’s Fraser Island; and the Great Sandy Desert in Western Australia and the Northern Territory. The Nature of Australia: Rainforest issue uses the flora and fauna of the Daintree Rainforest in the Wet Tropics of north Queensland to illustrate Australia’s tropical rainforest habitat. The designer for this issue, and all the issues in the Nature of Australia definitive series, is Wayne Rankin.

Fishing in Australia
Fishing is one of the most popular recreational activities in Australia. Surveys indicate that a quarter of all Australians over the age of fourteen go fishing at least once a year. Fishing can be cheap, requiring no more than a line and a hook, or expensive, involving boats, rods, reels and the latest, most expensive accessories. People can fish in rivers and dams, from local piers and beaches, or they can take to the estuaries and bays, to coral reefs or the open sea. It can be a gentle, relaxing pastime in the hope of a nice little catch for dinner, or a serious mental and physical challenge. An angler’s success depends, in part, on knowing fish. Each species has its own characteristics and idiosyncrasies which the serious angler takes into account. Despite the many differences between species, all have a highly developed instinct for self-preservation. Anglers must basically convince a fish that it is being offered something good to eat or something that needs to be driven off its territory.
The issue
Sharp eyed readers will notice that these stamps are larger than Post’s standard special and commemorative stamps. This size stamp was first used by Post for East Timor’s stamps (released May 2002). At 40.28 x 30 mm these stamps provide about 23 percent more area. Each stamp has two main elements: a popular recreational fish and an illustration of an angler in a spot where that fish can be found. Using the extra area to great effect, Guiotto uses white space to lift the fish up and away from the stamp’s surface and accentuate the extraordinary detail and realism of his original art. The environmental illustration evokes a spirit of place without specifying an actual location and without competing with the stars of the issue, the fish. As well as stamps and a first day cover this issue includes a set of five maximum cards and a decorative gutter. Four lures (for barramundi, snapper, tuna, and Murray cod) and a fly (for trout) are printed in the gutter.
Specialist Notes Review of Sterner and Frama™ stamp vending machines
Australia Post has completed a review of the current post office based stamp vending machines and has decided to withdraw both Sterner and Frama™ machines from service because of a very low public patronage and increasing maintenance costs.
Catalogues, binders, album sheets and other necessities for the stamp collector are available by mail order from the Australian Philatelic Bureau and Collector Corner retail outlets.

The remaining Sterner stamp vending machines dispense booklets of five stamps with a face value of $2.00 (four x 45c and 1 x 20c). The design currently dispensed is ‘Arts Councils’ issued 12 September 1996 and reprinted once (1 Koala) in 2001. The last day of sale of the booklet will be 10 January 2003. The machines will be withdrawn from service at close of business on that day. A national ‘last day’ postmark will be available from the Corio Post Shop, Shop 88, Corio Village, Purnell Road, Corio VIC 3214 and the Australian Philatelic Bureau. A special ‘last day cover’ – using the Arts Councils stamps and general purpose cover will be available from participating Post retail outlets and by mail order from the Australian Philatelic Bureau. See page 17 for prices, mail order codes and an image of the cover.
Patronage of the Frama™ vending machines is extremely low and the cost to maintain them is high. As well the number of machines is destined to decline as offices relocate to venues where the machines can not be accommodated. The current designs will be removed from machines 12 January 2003. A new, ‘Farewell’ design will be released on 13 January for the phase out period which ends on 30 June 2003. At that time all machines and designs will be withdrawn from service. The Farewell Frama™ issue is covered in detail from page 17 in the main section of this Bulletin. As with the Sterner withdrawal we will produce a special last day cover for the Frama™ stamps, details of which will be included in the June-July 2003 Bulletin.

The Koala Count identifies specific reprints. A koala icon printed in the selvedge adjacent to stamps, down either side of a sheet, indicates a reprint, two koalas the second reprint, and so on. A kangaroo indicates the fifth reprint.

Snapper (Pagrus auratus) The highly prized snapper has been described as ‘the all-time great Aussie fish’. A fine eating fish, snapper are fished commercially as well as being a prize catch for recreational anglers. The stamp shows anglers fishing for snapper on a southern Australian beach. Murray cod (Maccullochella peelii) The Murray cod is one of Australia’s most sought-after freshwater angling species. Size and bag limits and closed seasons apply in all states where Murray cod occur. The stamp shows a promising environment for Murray cod, a river with lots of dead trees providing good cover. Brown trout (Salmo trutta) Brown trout were introduced to Australia in 1864, first in Tasmania and later in Victoria. One of the more popular and skilful methods for catching trout is fly fishing. A great mystique surrounds this type of angling. It involves casting an almost weightless fly just upstream from the trout so that the fly lands softly and does not alarm the fish. The stamp shows a fly fisher in the Tasmanian lakes region. Yellowfin tuna (Thunnus albacares) All tuna are torpedo-shaped and all are very swift predators, always in search of prey. They swim and feed almost continuously. Yellowfin are extremely powerful. This oceanic migrator is known to work close to shore in waters less than 50 metres deep right around the Australian coast. The stamp shows anglers fishing for tuna from a boat off a rocky headland.

Barramundi (Lates calcarifer) As well as being good eating, barramundi are excellent sporting fish with great fighting ability. Their bite is sudden and savage and, once hooked, they perform aerobatics and repeated powerful runs for cover. They live in both salt and fresh waters, in streams, lakes, billabongs , estuaries and coastal waters. A barramundi is unlikely to be sexually mature before three years. The male spawns regularly, producing sperm for three to four years after maturity. It then changes sex, and becomes an abundant breeding female. Small barramundi are thus likely to be male, while large barramundi are female. The stamp shows anglers working from a boat in a river mangrove area of northern Australia. The illustrator

Frama™ stamps were introduced on a trial basis in Australia on 22 February 1984. At the peak of their use the network of Frama™ machines included about 200 machines. A decline in consumer demand has led to a decision to withdraw the remaining Frama™ machines from service on 30 June 2003. Sterner
Sterner stamp vending machines currently dispense booklets of five stamps with a face value of $2.00 (four x 45c and 1 x 20c) in the ‘Arts Councils’ design. Farewell Frama™ designs
The Farewell Frama design features a repeating pattern of native flora and fauna. The design includes a kookaburra, waratah, common heath, helmeted honeyeater, magpie, Sturt’s desert pea, gang gang cockatoo, royal bluebell, brolga and Cooktown orchid. 2003 Baby Set (Uncirculated and Proof)
The Baby Set is ideal to mark the birth of a child. The $1.00 coin, features a stylised map of Australia (pad printed in green and gold in the proof set only) as well as a 50c and 20c coin, all highlighting the contribution made by Australia’s volunteers. The 5c, 10c and $2.00 coins feature the traditional designs. Both the uncirculated and proof set include a medallion which can be engraved with the child’s date of birth or a special message. The 45 mm diameter medallion is antiqued silver in the proof set. It is bronze in the uncirculated set. The sets provide space for the baby’s photo and the immediate family tree. Both sets are beautifully packaged with the packaging designs depicting a family of koalas.

The design featured on the 2003 Silver Uncirculated Kangaroo Coin is taken from a sketch by Aboriginal artist, Ray Thomas who comes from the Gunnai people of the Gippsland area in Victoria. The 2003 Silver Kangaroo is the third in the current series that depict Aboriginal designs and the tenth release in RAM’s Kangaroo series which began in 1993. The design was sculpted by Wojciech Pietranick. Ian Rank-Broadley’s portrait of Her Majesty Queen Elizabeth II features on the obverse. In early 2002 to celebrate Lleyton Hewitt’s sporting triumphs in 2001, Australia Post produced a Lleyton Hewitt SES sheet. The sheet of 10 x 45c Kangaroo & Flag (May 2000) was sold in retail outlets and at Melbourne Park, during the Australian Open Tennis Championship. A number of sheets were produced and set aside for Bulletin readers. These are available (mint) by mail order only, from the Australian Philatelic Bureau. The stamp features a picture of Hewitt in the tab. The decorative border shows a triumphant Hewitt holding aloft the 2001 US Open trophy, and the names of his last two 2001 major title wins: 2001 US Open Tennis and 2001 Masters Cup. The Seekers were the first group to put Australia on the international pop music map – and 40 years later their golden sound and wholesome image still shine in the hearts of millions worldwide. In October 2002 Australia Post in conjunction with The Seekers’ management produced a Special Event Souvenir Stamp sheet(SES sheet) to coincide with the launch of the group’s concert tour and new album Night Of Nights…Live! The sheetlet of 10 x 45c Kangaroo & Flag stamps features images of the group’s members in the tabs, two of each individual (photographs by Simon Barnett) and two with the member’s names (Judith Durham, Athol Guy, Bruce Woodley and Keith Potger), The border of the sheet features images of the group taken by internationally exhibited photographer Robert Whitaker. The sheetlet, priced at $14.00, is available at participating Post retail outlets and by mail order from the Australian Philatelic Bureau.
On 8 October Allan Border began a monthlong walk from the SCG in Sydney to the Gabba in Brisbane to raise money for a number of children’s charities. Sponsored by ING, Border’s Trek for Kids stopped in 31 locations and covered more than 1000 km. In support of Allan Border’s charity walk, Australia Post produced and sold a special event souvenir sheet (SES sheet) of ten x 45c Kangaroo & Flag stamps with images of Allan Border in the stamp tab and decorative border. During the walk, the sheets were sold in participating Post retail outlets (primarily in New South Wales and Queensland). Priced at $14.95 (including GST), with $4.00 from every sheet sold donated to the children’s charities, the sheets are now available by mail order from the Australian Philatelic Bureau.
