Introduction
F
rench American International School continues to experience record low attrition and record demand. Our graduating eighth graders are fully bilingual and well on their way to mastering a third language. For the last two years, our ninth graders have achieved 100% success at the Brevet with a number of extraordinary “mentions” or honors (the national average pass rate in France hovers around 80%). Our International Baccalaureate students are scoring well above the world average and for the past three years our French Baccalaureate candidates have achieved a 100% pass rate. Last year’s graduating seniors are now attending Brown, Georgetown, Johns Hopkins, Kings College London, NYU, Princeton, Sciences Po, Tufts, UC Berkeley and many more wonderful institutions.
Prior Year Highlights We finished last fiscal year with an operating surplus again, primarily due to higher-than-budgeted enrollment coupled with continued careful cost management. Our annual fundraising efforts improved again over the previous year but have not yet returned to pre-recession levels. Our level of need-based financial aid remains higher than recent years (although comparable to prior peak levels) in keeping with the core diversity element of our mission. Our cash operating reserves, which provide a crucial safety net for the school against uncontrollable external shocks, are now above our initial target. The overage provides the school flexibility to pursue opportunities for improvements which would otherwise be out of reach. The endowment remains in good shape though we would like to build it substantially in the coming years. The building maintenance reserves, held by the National Center of International Schools (NCIS) on behalf of both Chinese American and French American, remain at target levels. We renovated the fourth floor to create a more inviting and functional space for our middle school students, and together with CAIS we reconfigured the Hickory play yard to improve the experience for all the children.
Now and the Future We celebrated the major milestone of our 50th Anniversary in many ways, celebrating the talents of our students and honoring the past while looking toward the future. Attendance at all the events was excellent, and we used the occasion to reconnect with many alumni. Now we look to the next twenty years and beyond. The Board of Trustees and the Senior Management Team have developed a strategic vision for the school to guide our evolution. We re-examined our mission and re-committed to all its core elements – French/English bilingual education, internationalism, diversity. We assessed the environment and concluded we can remain healthy well into the future. We renewed our commitment to all forms of diversity, and will be striving to address the concerns regarding affordability that we’ve heard from our community. We hope to extend and deepen our international collaborations and program offerings. We are exploring the addition of an IB or Spanish language track in the middle school. We have embraced the revolution now underway in education, and have begun to implement new methods of teaching across all school sections; we intend to be at the forefront of this revolution in the independent and international school worlds, while retaining the best of what has worked for us for fifty years. We continue to seek a way to create an Early Childhood Center, which would allow us to add one more PK-3 class, and provide better age-appropriate facilities. We also continue our efforts to improve the facilities for physical education, athletics, and health and wellness. We have identified what we believe is the optimal size of the school, subject to having the necessary space. And we envision that someday we may have a boarding facility to attract additional high school students from around the Bay and around the world. We look forward to working with the entire school community as we continue to make progress towards our goals.

e Lycée International Franco-Américain (LIFA) continue à connaître une déperdition d’effectifs très réduite et une demande record. Nos élèves de 4e sont totalement bilingues et déjà en train d’acquérir la maîtrise d’une troisième langue. Au cours des deux dernières années, 100 % de nos élèves de troisième ont été reçus au brevet avec un grand nombre de « mentions » (le taux de réussite en France se situe aux alentours de 80 %). Nos élèves du baccalauréat international obtiennent des résultats très supérieurs à la moyenne mondiale, et les trois dernières promotions de notre section Baccalauréat français ont enregistré un taux de réussite de 100 %. Nos élèves de terminale de l’année dernière sont maintenant à Brown, Georgetown, John Hopkins, Kings College London, NYU, Princeton, Sciences Po, Tufts, UC Berkeley et bien d’autres institutions renommées.
Faits saillants de l’année passée Nous avons encore une fois clôturé l’année fiscale avec un excédent d’exploitation, essentiellement attribuable à des inscriptions supérieures aux effectifs prévus au budget, ainsi qu’à une gestion des coûts toujours rigoureuse. La tendance à l’amélioration des résultats de nos activités de collectes de fonds se poursuit, mais ceux-ci n’ont pas encore retrouvé leurs niveaux d’avant la récession. Le budget alloué à l’assistance financière fondée sur les besoins reste supérieur à celui du passé récent (même s’il est comparable à celui des niveaux record enregistrés par le passé) dans un souci de préservation de l’élément fondamental de notre mission qu’est la diversité. Nos réserves d’exploitation en numéraire, dont l’objet crucial est d’amortir les effets sur l’établissement de chocs externes échappant à son contrôle, surpassent maintenant notre cible initiale. Le surplus permet à l’établissement d’envisager des possibilités d’améliorations qui seraient autrement hors de sa portée. Le fonds de dotation reste solide, même si nous souhaitons le consolider de manière substantielle au cours des années à venir. Les réserves aux fins de la maintenance des locaux, détenues par le National Center of International Schools (NCIS) pour Chinese American et le LIFA, demeurent au niveau ciblé. Nous avons rénové le quatrième étage pour aménager un espace plus accueillant et plus fonctionnel pour nos élèves du collège, et en collaboration avec CAIS, nous avons reconfiguré la cour Hickory dans le souci de la qualité de la vie de tous les enfants.

Nous avons réaffirmé notre engagement en faveur de toutes les formes de diversité, et nous nous efforcerons de répondre aux préoccupations relatives à l’accessibilité économique exprimées par notre communauté. Nous espérons élargir et approfondir nos collaborations internationales et nos offres de programmes. Nous étudions actuellement l’ajout d’un Baccalauréat International ou d’un cursus en langue espagnole au collège. Nous avons épousé les concepts révolutionnaires en cours de mise en œuvre dans le domaine de l’éducation, et commencé à appliquer de nouvelles méthodes pédagogiques à tous les niveaux de l’établissement. Nous entendons être à l’avant-garde de cette révolution dans le monde des établissements scolaires indépendants et internationaux, tout en restant fidèles aux principes qui ont contribué à notre réussite ces quinze dernières années. Nous recherchons toujours un moyen d’ouvrir un centre consacré à la petite enfance, qui nous permettrait d’ajouter une ou plusieurs classes de maternelle petite section, et de disposer de locaux plus appropriés aux besoins de cet âge. Nous continuons à travailler à l’amélioration de nos installations d’éducation physique, de sports et de santé/mieuxêtre. Nous avons identifié ce que nous pensons être la taille optimale de l’établissement, si nous disposons d’un espace suffisant. Et nous envisageons un jour l’acquisition de locaux de pensionnat dans lesquels nous pourrons accueillir des lycéens supplémentaires en provenance de la région de la Baie et du monde entier. C’est avec grand plaisir que nous travaillerons avec l’ensemble de la communauté de l’établissement sur la voie de nos objectifs.
Regard vers l’avenir Nous venons de fêter de manières différentes une étape importante : celle de notre 50e anniversaire. Overview of the Endowment
e manage the French American endowment to provide stable and sustainable support to the school. Stable support means a fairly predictable—and not very volatile—cash contribution each year. Stable support facilitates annual budgeting and organizational planning. Sustainable support means that over the long run, the annual spending, combined with the investment policy, will retain the purchasing power of the original capital. Growth of the endowment (beyond maintaining purchasing power) will require new contributions and, as part of our long-range strategic plan, is a goal that we are committed to pursuing.

Investment Policy Our investment policy includes strategic allocations to equities, bonds, and real assets. We review these allocations annually, but change them infrequently as they are based on long-term views. Currently we target 60% of the endowment in equities, 35% in bonds, and 5% in real assets. That 60% allocation to equities includes 35% to domestic (US) equities and 25% to foreign equities. We believe our foreign equity allocation should be somewhat higher than for a typical private school endowment because we are an International school, with some expenses tied to inflation outside the US. As to the specific investments, we choose low cost (mainly index) mutual funds. Based on these allocations, and our assessment of the long-range return of these asset classes relative to inflation, we believe we can on average and sustainably spend 4% of the endowment each year, while maintaining the purchasing power of the endowment.
Spending Rule Even though we believe we can sustainably transfer 4% of the fund each year to the school, if we just did exactly that the annual contribution would be just as volatile as our investment portfolio. We want more predictability than that, so we use a rule designed by economists for the Yale endowment fund. To smooth out our transfers, we average two different numbers. One is 4% of the endowment value. The other is last year’s endowment transfer to the school (increased by the rate of

inflation since last year). We place 70% of the weight on last year’s transfer. Over the long run, we transfer 4% of the endowment per year, but year over year, this approach reduces the volatility of the transfers by 50%. You may notice that last year’s transfer of $164,000 seems significantly less than 4% of the current fund value. A few years ago, we temporarily stopped transfers to the school to build up the endowment. The spending rule acts, then, to ramp up transfers over a few years. This upcoming year’s contribution will be $175,000.
The Future As of June 30, 2011, the endowment stood at about $5,800,000, so it can transfer roughly $230,000 (in 2011 dollars) to the school each year. That’s roughly 1% of our annual budget. So while useful and appreciated, our endowment is not sufficiently large to significantly impact the budget. Over the long run, we hope to grow the endowment, through contributions, to a point where it could transfer an amount equal to roughly 10% of the school’s annual budget.
