EDITOR’S NOTE We finally pinned down a slogan: No Rules. No Filter. Just the Valley. It only took four years - but we’re quite happy with the decision and glad we took the time to figure it out. We went back and forth for years about how we planned to develop content; news or no news or just some news. We always knew that the Flyer would be a go-to for things to do regarding nightlife and entertainment but after a while, we realized there were some things we couldn’t ignore. Issues in the Valley are part of the culture here, just as much as the blended heritage and artistic voice is. In the end, we decided it didn’t matter. We didn’t want to pigeonhole ourselves by saying we shouldn’t cover any news because we said we wouldn’t - or the opposite - that we had to include a certain percentage of news because we said we would. Like our slogan says, we opted to forego placing restrictions on ourselves by eliminating such rules and filters. The Flyer is, and always will be, the reflection of whatever the current pulse and conversations are that the Valley finds essential. Most issues will focus on the fun conversations, the empowering and culturally festive ones, but some will sing a slightly different tune. Like this one.

Voting isn’t typically considered a ‘sexy’ topic by any means unless it’s surrounding a hot-button issue like the presidency or federal legislature, but we all know it’s important. Now, we’re not in a position to provide comprehensive coverage as we’re limited by a small staff and short deadlines. Those we have included in our pages are not a preference, but simply, available to supply responses or statements in the time allowed. And what we can cover is meant, more so, as a reminder to do your due diligence before it’s time to vote, than it is about persuasion. And, of course, to vote. Period. Vote. All of the change we’re aching to see in our communities happens when we keep our eyes open, pay attention, and vote for the people and policies that align with our needs. It doesn’t happen at the federal level, not immediately, and not really. Our voices have so much power when we use them in our neighborhoods by getting involved. At the very least, find out who’s running in your district or for City Council - whoever wins is going to vote every week in an effort to make decisions they feel is right for you. Same goes for Governor. Those are some big shoes to fill, and we might as well be part of deciding who wears them.

A Quick Look at Local Ballot Measures By Will Freeney | memo247365@gmail.com

oliticians come and go, but propositions rarely do, once passed. Whoever is elected to office this year may be gone in four years, but whatever we purpose to do with our taxes and bonds will live on. With that in mind, it is incumbent on “we, the people” to (a) register to vote, (b) vote, (c) consider the consequences of this election’s ballot initiatives carefully before voting. Here they are: For Fresno County residents, there is Measure A, placed on the ballot by resolution of the Fresno County Board of Supervisors, to amend the county charter such that the County Director of Public Works is no longer the “ex officio County Surveyor.” This seems like a common sense adjustment, since there is no requirement or guarantee in place that the Director of Public Works will hold the requisite certification to be a licensed surveyor in the State of California. It may seem entirely an administrative nicety until you consider the possibility of the County being sued for some land allocation or development choice under the direction of someone not qualified as a surveyor. Therefore, passage of Measure
A would add language to Section 16 of the county charter, specifying that the Director of Public Works shall appoint a properly qualified County Surveyor, while allowing that the Director may be appointed County Surveyor if properly qualified. Measure A requires a simple 50% plus 1 vote for passage. For Kingsburg residents, there is Measure E (requiring 66.66% of the votes cast to pass) which would implement a “Safety Transactions and Use [Sales]Tax” of 1% - which is placed on the ballot at the behest of the Kingsburg City Council for the funding of additional police officers, firefighters, paramedics, and their equipment. The tax is projected to generate $940,000 annually throughout its 10-year duration. Upon passage of Measure E, Kingsburg’s city Ordinance No. 2018-002 would take effect through the addition of Chapter 3.14 to Title 3 of the Kingsburg Municipal Code, effective October 1, 2018. Parlier residents get two (2) ballot measures to the purpose of one – both of which represent Parlier City Council’s ap-
proach to increased revenue through taxation. Measure C (Resolution No. 2018-05) and Measure D (Resolution No. 2018-06) both deal with the implementation of a 4% utility tax on electric, natural gas, and telecommunications services. Measure C specifies the terms of the tax and Measure D is the “advisory meaure” as to how those funds, if approved, should be used – specifically, “to advise the City Council that the funds received from the Measure [C] utility users tax should primarily be used to provide, maintain, and enhance fire services to the City of Parlier.” Both measures require only 50% plus 1 vote for passage. Last, but not least, Laton has its own measure on the ballot, Measure B (Resolution No. 17-18 #16) courtesy of the Board of Trustees of Laton Joint Unified School District, which has requested authorization of a 7 million dollar bond issue to finance specific projects at Laton Elementary, Conejo Middle School, and Laton High School: improving P.E. fields and facilities and play fields for school and community use; making health and safety improvements; modernizing/ren-

JB: If elected to serve on the Fresno City Council, my goal for the City of Fresno as a whole and for District 5 in particular is to promote economic prosperity and improve quality of life [for] all its residents. Conditions of poverty reduce the revenue that local government could receive and shrinks the capacity of city government to serve the public. Poverty generates problems that local government and tax payers have to address in different ways. Residents that live in poverty increase the requirements for more police protection and more expenses through the criminal justice system and the demand for more public assistance. The conditions of poverty are reflected by a high population of homeless individuals that seem to be reaching epidemic proportions. As the former Director of Economic Development for Fresno County I believe the City of Fresno can do a better job to promote economic prosperity and improve the quality of life of its residents. It should start by being more business friendly to applicants [who] want to invest in our city by streamlining the processing of City permits. We need to do a better job in the retention, attraction and expansion of local businesses. The City of Fresno should partner with the State Center Community College District and the Fresno Unified School District to make sure the educational institutions do a better job in improving the skills

ovating outdated classrooms, restrooms, and school facilities; replacing temporary portables with permanent classrooms; and constructing additional classrooms and school facilities. Bonds are not magic money creation, though. The tax rate statement provided with the resolution estimates that the average annual tax rate required to fund this bond issue will be six cents per hundred dollars of assessed value (as increased property tax). Also, the impartial analysis provided with the measure notes that while funds raised by this bond measure can only be used toward the projects specified, it does not guarantee that all of those projects will be funded or completed. Finally, Measure B requires 55% of the votes cast for passage.

to our community, but we all have to pay it forward and I am more than willing to give my best to District 5. The issues of our community are what needs to be highlighted, not the failures of the current incumbent. It would be great for the constituents to remember that we are their civic voice and I want to listen to them because I am essentially just their neighbor who has the energy and the ability to speak their concerns. The big issue that affects us all is the current economic stagnation that does not give our seniors and youth the opportunity to participate in our community as valuable, contributing citizens. I spent the las few months walking through the neighborhoods to get to know our neighbors. I am not just a Hmong Woman. I happen to be a woman and Hmong. I want to educate our youth so they know where they come from and that history should be transparent, so we don’t repeat them. I advocate for the senior citizens in the district who are also Veterans. Basic needs such as maintenance of air conditioning may be trivial for us who can stand the heat, but very important to our seniors. FF: What are your goals for the city as a whole and for your district in particular? PY: First, I would like to see fiscal accountability – we must take care of our area first before taking care of everyone else. We need

...Cont’d from pg 3 of the workforce in our City. In Fresno, we have jobs that go unfilled because we lack a workforce with the proper job skills. I would also work hard to get educational agencies to build a career technical education center and eliminate waiting lists of residents that want to get job-skills training. As economic resources increase in our City, more resources should be invested to improve parks and recreational facilities in Southeast Fresno. A survey of the 60 largest cities in the USA showed Fresno at the bottom of that survey. We need to improve our image and do a better job in code enforcement in keeping certain abandoned buildings well-kept while they are vacant. FF: How do you feel your current occupation will contribute to your ability to fulfill the duties of city council member? JB: I have a Master of Public Administration and a BS Degree from California State University, Fresno and my 34-year career working for the Fresno County Administrative Office has given me extensive experience in local government in a job reporting to the Fresno County Board of Supervisors [as well as having] managed multi-million budgets. I am also the Chairman of the Board of the Southeast Fresno Community Economic Development Association, Inc. and Chief Executive Officer of the Southeast Fresno Regional Park and Soccer Complex Authority (Members are the City of Sanger and Malaga County Water District) that was formed because the City of Fresno was not very creative in improving a 49-acre park site donated to the City 12 years ago by the US National Park Service. My organization and
many community partners have adopted that park and provided volunteers to clean up the site and will be planting trees and grass shortly. Our goal is to develop this site as a community-supported regional park and soccer complex facility. The site will include trails, picnic areas, a veterans memorial garden, a dog park and many other amenities. We have already qualified for a $1 million State grant to pay initial costs of this project. FF: Do you have any working relationship with the current or returning incumbent council members? JB: My work as Director of Economic Development for Fresno County allowed me to interact with all cities and other government entities in Fresno. I was in charge of the negotiation of tax-sharing agreements between the County of Fresno and the City of Fresno and therefore got to know many City administrative and elected officials. An agreement between our joint powers agreement and the City of Fresno was recently unanimously approved by the Fresno City Council on a 7-0 vote. My local government experience is a tremendous advantage in getting proposals approved by City officials. FF: What other experience or training do you have that would assist in fulfilling the duties of city council member? JB: I am a licensed real estate broker and general contractor. I recently completed the construction of a 5-unit apartment project. As a general contractor and small business owner I interact with City of Fresno building inspectors and engineers that gives me great insight about the policies and procedures that builders have to go through in dealing with City government.

Secondly, we must reconsider the engagement of local business owners including farmers and educational institutions. We are an agricultural community. The Hmong culture thrived as farmers in South East Asian and in the Central Valley. In all entirety, we thrive as a nation with farmers and the Central Valley has farmers from all walks of life. Why not allow their voices to be heard so we can increase revenue through local produce and these humble owners can be encouraged to provide jobs to our youth as part of their learning and professional experience. Specifically, I want my District (5) to be recognized for their diversity and ability to be a unified neighborhood. I will fight for their increased safety. Again, within reason and fiscal responsibility, planning and budgeting is an essential part of our job as a council. PY: I am currently a news anchor for our local Hmong News television. It’s important to disseminate information that can contribute to the economic success of our community. I have the privilege of being the messenger to so many people. It’s only right that I fight for the values of our community. The
worse thing I could do is sit in silence while knowing I watched other people suffer when I could have helped them even when they don’t know me or have a negative perception of me. I am not a seasoned politician. I personally walked the streets, so the constituents can match the face to the name. Social media may be great, and I may be on Hmong Television, but we are not all Hmong here and I believe in the great character of our cultures. I find the beauty in all of them. My staff are all volunteers with professional lives and families. Yet, they contribute so generously. We do not corporate funding, but I certainly feel confident of the intelligence of my constituents to vote for the right person to represent them. This time, they want to see change in the economy that can provide improved resources for neighborhood safety. What other experience or training do you have that would assist in fulfilling the duties of city council member? PY: I have always advocated for the underdog. I know the challenges of parenting, grandparenting and the rigors of life in general. I am the girl next door who has the American Dream. I want to pave the road for many young women and men. The only color I want to see on everyone is the color of success and that can be an individual choice.

Recipe courtesy of “Atkins: Eat Right, Not Less” Active time: 15 minutes Total time: 30 minutes Servings: 4 Olive oil spray 2 skinless, boneless chicken breasts (12 ounces total) Dressing: 1/2 cup peanut butter 3 tablespoons coconut milk 1 tablespoon fish sauce 2 teaspoons hot chili sauce 2 garlic cloves, minced 1 tablespoon minced fresh ginger 1 tablespoon sesame oil 3 tablespoons hot water 4 cups baby spinach 1 ripe Hass avocado, thinly sliced 1 medium zucchini, cut into noodle shapes 2 carrots, cut into noodle shapes 2 radishes, thinly sliced 8 sprigs cilantro Heat oven to 400 F.
Coat small skillet with olive oil spray. Add chicken to skillet and cook 3-4 minutes, turning once or twice to brown chicken. Slide into oven and bake 6- 8 minutes, until chicken is cooked through and no longer pink in center when sliced with a knife. Set aside to rest 5 minutes then shred. To make dressing: In large bowl, mix peanut butter, coconut milk, fish sauce, chili sauce, garlic, ginger, sesame oil and hot water. Whisk well until smooth. Divide spinach and avocado among four bowls. Top with chicken, zucchini, carrots, radishes and cilantro. Drizzle with dressing and serve immediately. Tip: If you don’t have a spiralizer, you can achieve the same effect by using a vegetable peeler to shave thin ribbons. You can also use a mandoline vegetable slicer then use a knife to cut the strips into thinner noodle-like strips.
