EDITOR’S NOTE Life has become filled with incredibly contentious things - women’s rights, gun violence, religion. And it’s not that these are new issues, but they seem to have intensified exponentially. It has pushed many of us to such levels of frustration that we either scream we want to leave the country or scream at each other in defiance at every point of disagreement. Neither is going to get us anywhere. To illustrate the issue, recall the “brain drain” problem here in Fresno. Everyone likes to get their education from Fresno State because of its various notable programs. However, once talented students graduate - they’re off to more reputable big cities. And without being able to retain such talent, Fresno suffers, unable to grow (either industrially or creatively) at even remotely similar rates to San Francisco or Los Angeles. In reality, the “brain drain” results from people not believing in Fresno - no one wants to put in the work to help it reach its potential. So, without the dedication and commitment, Fresno continues to trail behind other large cities in California - seemingly backward compared to the rest of the state. Without that talent, Fresno’s old ideas perpetuate and grow deep roots that spread into nearby areas, making those ideas even harder to change. Do you see the theme? If you’re angry, it means you care and deeply. Our communities can only improve if you remain in them, willing

to fight. And by ‘fight,’ I mean to push for change and better policies. If you don’t, no one will - or rather, the thing that made you so angry will have no opposition and, therefore, win. And pushing for change requires talking to those who might not agree with you right away. Debates are mentally and emotionally exhausting, so as a whole, people tend to avoid them by saying “agree to disagree.” But the problem with that is this allows for complacency, for things to grow stagnant and continue to exist long past their expiration date. So part of the hard work is being willing to have difficult conversations with those who disagree with us - and, most importantly, to listen. There are certainly a lot of nuances to this, such as knowing when to leave the conversation when it is no longer productive, but if you can remember the basics - to listen and to be willing to have the hard conversations, then you’re off to a great start. The world doesn’t change when we hide in our echo chambers, even though it feels comforting to do so. And it feels good to escape when we’re faced with horrendous events that leave us feeling hopeless. But I sincerely hope you don’t escape too long and ultimately stay. Communities like Fresno need you, and others who feel alone in these fights need you. Whether your fight is with national or local issues, I hope you stay and stand your ground, wherever you are.

Iration’s Good Vibes

C

o-headling the 30-date, cross-country Sunshine & Summer Nights Tour with Atmosphere, Iration brings their good vibes to Fresno on August 24 at the Rotary Amphitheater at Woodward Park. The Hawaiian and California-bred five piece are on tour to support their seventh full-length album, “Coastin’” - a record centered around living in the moment. The second album after the departure of long-time vocalist, Kai, “Coastin’” is a clear display of Iration’s newfound musical identity. “It’s the music we want to make going forward; it’s more focused, mature, and meaningful. It’s timeless. We wanted to make an album where it doesn’t feel like it sits in any particular time, decade or era of music,” shares lead vocalist and guitarist, Micah Pueschel. Iration’s exploration of musical genre crossovers helped give “Coastin’” its ageless appeal. While reggae and island sounds are at the foundation of their music style, Iration has a profound appreciation and influence that spans the spectrum of rock, pop, R&B, and funk. The album stands out from the band’s previous 15 years of releases with the use of orchestral strings, the occasional saxophone, as well as elements of R&B, funk, Motown, and jazz. But “Coastin’” is more than a musical buffet - it’s a 13-song musical journey

inspired by the band’s real life experiences with a re-focus on pushing positivity and good vibes. The songs bring to mind warm rains, carefree days, and all the seemingly insignificant things that create the most beautiful memories. Pueschel echoes the sentiment, “That’s the kind of feel that we want to bring - that feeling like there’s no worries, you’re not stressing about anything, you’re just putting on the music and [cruising, top-down along] the coast, enjoying the ride.” While taking a quick break from the busy tour, Pueschel further took some time to chat with Fresno Flyer about the Sunshine & Summer Nights Tour and Iration’s journey over these last few years.

MP: I think the inspiration came from a lot of ’70s funk and soul. We wanted to make a kind of funky/jazzy record that pushed us to find new pockets and grooves and to explore different styles.

FF: It’s been a little while since Iration’s last concert in Fresno. What can new fans expect from an Iration show?

MP: The biggest thing is being able to play for a different section of fans that maybe haven’t seen or even heard of us before. That’s always a great opportunity and we’ll work hard to show that we’re worthy of their time and hard-earned money.

MP: They can expect a much more complete, fine-tuned show. We’ve been playing a lot since last summer and I feel like we’re playing the best music of our career. We’ve added a horn section and have really honed in our sound. FF: Your latest release, “Coastin’” is described as an evolution from your 2018 self-titled album. What do you think has been most inspirational in your musical progression? | FRESNOFLYER.COM |

FF: What message or feeling would you like fans to take away from this album? MP: I think the overarching theme is being present. Being able to enjoy the simple beauty of life and kind of getting through the everyday noise to find peace. FF: Every tour is a new set of experiences and discoveries. What about this co-headlining tour with Atmosphere gets you hyped up the most?

FF: The pandemic was brutal for touring artists, including delaying Iration’s own promotional tour. After the long pause on live performances, what’s the morale like for the band heading into this tour?

MP: The morale is high. We’re really excited to bring a totally new production. We’ll be playing some new music as well so that is always exciting. FF: Looking down the road into 2022, what can fans look forward to from Iration? MP: We are in the middle of writing new music, so outside of the tour, we look forward to releasing some new songs to keep our fans happy. FF: Fresno has a lot of Iration fans who have been eagerly awaiting your return to our city. Are there any parting words you’d like to leave them with? MP: We’ve loved coming to Fresno since our days at Fulton 55, and we look forward to showing how far we’ve come since those days. THE GUNS ARE KILLING US By Smiley G. Calderón | smileygcalderon@gmail.com

F

resno streets are tough—and deadly. Depending on the neighborhood, drive-by shootings may feel commonplace—unexpected, yet, not entirely unfamiliar. At least that’s how I feel living in District Seven. I hear random gunshots almost every other night. A vicious, fatal drive-by happened just a block from my home not too long ago as if it were a routine occurrence. And innocent bystanders have been mowed down one too many times by these homicidal street sociopaths and their unforgiving guns. I often wonder if I’ll be next. I constantly look over my shoulder with wary, anxious stares, ready to run at full speed or throw myself to the ground in case the wrong car shows up, spraying bullets. It’s psychologically and emotionally exhausting. However, I was pleased to learn that violent crime in Fresno has recently taken a surprising downturn. There have been about 50% fewer homicides to date than this time

last year. There were 71 homicides in 2021—3 less than 2020— and at our current rate, we’re on track to cut that number in half for 2022. This is a strong testament to the great work the Fresno Police Department has accomplished under the careful, steady leadership of its 23rd chief, Paco Balderrama. He has been instrumental in coordinating multi-agency joint law enforcement efforts that have targeted some of Fresno’s most violent street gangs. Earlier this spring, the Fresno-area Multi-Agency Gang Enforcement Consortium (MAGEC) successfully made 47 felony arrests and seized 30 illegal firearms. Chief Balderrama said this about the combined efforts: “This operation is the largest of its kind in recent history in our state…It has yielded multiple arrests of violent felons, taken many illegal firearms off our streets, helped solve

at least three homicides, and stopped half a dozen anticipated shootings that we are aware of, including two potential mass shootings.” But will this type of proactive policing help our mass shooting problem here in America? Balderrama continued describing how the operation’s success was rooted in the teamwork of multiple agencies with a single focus. “Strong partnership and collaboration with our state and federal partners is necessary to succeed in bringing safety to our communities,” he explained. “We know all too well the violence affecting our city and what must be done to turn the tide and increase community safety. We thank the California Department of Justice and state partners, our federal partners, and our local law enforcement agencies for playing such a critical role in the success of this operation,

but the ultimate credit goes to the faithful men and women who have put in countless hours on this operation by doing this difficult work. Today is your day, and our community is safer for it.” And it’s not only Fresno city officials who are proud of the progress that has been made against gun violence here in Fresno. California Attorney General Rob Bonta also poignantly praised the recent achievements. “Today, Fresno is safer thanks to collaboration, determination, and swift action. No family should ever have to worry about drive-bys or other forms of gun violence in the neighborhoods where their children live and play. As a result of this joint law enforcement effort, we’re taking guns off the street and putting suspected gang members and

California Cuts Cannabis taxes to heal ailing industry

To Begin again the inevitable transition

alifornia is significantly overhauling its cannabis tax structure, including entirely eliminating a tax on growers, in an effort to boost a struggling legal industry begging for relief. The changes, which were adopted last week as part of a broader state budget agreement, will also create tax credits for some cannabis businesses, expand labor rights within the industry and switch collection of a state excise tax from distributors to retailers. That tax will pause at 15% for three years, after which regulators could raise the rate to recoup lost revenue from discontinuing the cultivation tax. Prominent cannabis industry groups praised the plan for its potential to lower costs and help make legal sales more competitive with an illicit market that remains robust six years after California voters legalized recreational marijuana. Yet even as the measure won overwhelming approval in the Legislature, it was met with vocal discontent from retailers who say they will not benefit and several lawmakers who complained that it did not do enough to address ongoing racial disparities in the industry. While efforts to secure further assistance from the state may continue, they seem unlikely to gain favor any time soon with Gov. Gavin Newsom, who signed the tax revision on Thursday. “I’m incredibly proud of this bill. It accomplishes an incredible amount of things for the betterment of all Californians,” Nicole Elliott, director of the Department of Cannabis Control and Newsom’s top cannabis adviser, told CalMatters. “So I think we need to take a moment to reflect on the fact that something great got done.” Eliminating cultivation tax was a priority Amy Jenkins, a lobbyist for the California Cannabis Industry Association who was heavily involved in the negotiations, said zeroing out the cultivation tax was a priority

for the legal industry — something it has sought for three years. Growers complained that the tax, a flat $10.08 per ounce for flowers, was making it difficult to keep operating as prices tumbled from a glut of weed and not enough dispensaries to sell it. Wholesale prices have

the cultivation tax could have a beneficial ripple effect through the legal market, lowering costs that compound for consumers through the wholesale price, the excise tax and sales taxes. It could also turn plant trimmings, which were taxed at $3 per ounce for leaves, into another viable commodity for farmers, said Genine Coleman, founder of the Origins Council, an advocacy group representing cannabis businesses in the historic Northern California growing region known as the Emerald Triangle. The leaves can be useful for manufactured products such as creams. “It’s incredible to have the cultivation tax eliminated,” she said. “It had become so untenable.” Coleman said the tax restructuring package was about as good as she could have hoped for, given the constraints of Proposition 64, the 2016 legalization measure that earmarked cannabis tax revenue for child care slots, environmental cleanup and impaired driving prevention efforts. Newsom pushed for a revenue-neutral approach to protect funding levels for those programs. The budget includes $150 million to backfill any shortfalls in the next three years, before the state can begin raising the excise tax. Debate over excise tax continues

dropped by as much as 50% over the past year, particularly squeezing farmers whose outdoor crops sell for less and forcing many smaller operations to close down. “Any delays in that happening was something that we were not able to accept,” Jenkins said. But that looming tax increase is a major disappointment for many in the industry, who say taxes must be cut even further for legal cannabis to ever compete on price with the illicit market. Coleman pointed to other major regulatory expenses for growers, including licensing fees and environmental compliance requirements. She also wants the state to play a larger role in opening up retail opportunities that remain prohibited in most jurisdictions in California. “It’s not enough at all. And it’s just simple math,” she said. “Our position has al-

To begin again and move forward requires determination, resilience, and patience. There is a starting over period for both happiness and sadness. Unimaginable happiness is an amazing feeling due to the brain releasing feel-good hormones called endorphins, the natural mood enhancers secreted during times like exercising, laughing, eating, sex, hiking, celebrations, and shopping. So how do we maintain our happiness? • • • • • • •

Thank you to our partners in Fresno and across the state for working with us day-in and day-out to protect the people of California.” In late May, Chief Balderrama and his team were at it again as they concluded Operation Safe Neighborhoods, a monthlong strategic policing approach to street violence in and around the city, including the surrounding county islands and some parts of Clovis. It ultimately resulted in 288 felony and misdemeanor arrests and the confiscation of dozens of illegal guns. At least one was a particularly undetectable gun known as a ‘ghost gun,’ lacking a serial number, making it untraceable— i.e., unregulated. Anyone can order one online as a ‘gun kit’ and easily assemble it at home. The kinds of people who can’t pass a routine background check are the kinds of people who obtain these kinds of guns. In two recent California mass shootings, in Saugus, 2019, and Tehama County, 2017, the criminals used these ghost guns to shoot dozens of people. Many died because of them, and it’s a serious problem across America, including Fresno. But who are these ‘bad guys with guns, and what do they look like? Well, the perpetrators are diverse. Not all of them are Brown and Black gang members, as many would imagine. For example, the horrific massacre on May 14th in Buffalo, New York, where ten innocent shoppers were gunned down, was done by a young White man—a white supremacist who purposefully targeted Black victims. Yet, authorities were able to arrest this shooter peacefully—and without injury. Something that People of Color know all too well would not happen if it were them. But that’s a conversation for a different day. The point is that now more than ever, white supremacists have become emboldened to commit acts of violence – not just because of their twisted beliefs but also because of their protected, legal, and easy access to weapons of mass destruction in the United States. So you see, gun violence results from illegal and legally obtained firearms by a broad spectrum of perpetrators. I think we can all agree that we have a severe gun problem here in America. The Uvalde, Texas incident at Robb Elementary School on May 24th was just ten days later, rocking the nation at its core. This mass shooting, while shocking and disturbing, was also stereotypically American. A total of 19 children and 2 teachers—dead— coinciding with the tenth anniversary of the

original horrific Sandy Hook Elementary School Shooting, America’s deadliest elementary school shooting. The common denominator problem? Guns. And, access is way too easy. The Uvalde shooter legally purchased his semi-automatic firearms and ammunition. And there have been more mass shootings since. You may not be keeping count, but there have been more than 250 mass shootings here in the U.S. since the beginning of the year. (for clarity, ‘mass shooting’ refers to any shooting with four or more firearm-related injuries or fatalities, not including the shooter). In a parallel universe where guns are better regulated or outlawed in the U.S., trigger-happy psychopaths would simply be outof-luck. These kinds of senseless mass shootings and horrible massacres would become a myth. Or, as some would suggest, is more guns on the street the answer? In response to the Uvalde massacre, Georgia Republican Representative Marjorie Taylor Greene retorted: “The only thing that Congress should be working on this week is how to stop people from being able to kill kids in school…Now let me tell you: that does not involve gun control. That involves protecting our kids with guns.” But isn’t that like trying to put out a fire with more fire? Without guns, psychopaths and murderers would be out of the mass shooting business entirely—right? So, removing access to firearms makes more sense than putting one in the hand of every so-called ‘good guy.’ If we didn’t have our streets and stores flooded with firearms in the first place, we’d never have to worry about school shootings. Ever. Simply put, if fewer guns existed, there would be less opportunity for these kinds of criminals to get a hold of them. Other countries don’t experience mass shootings like we do because guns are not readily available; they are prohibited. In our crazy upside-down modern American society, where profits from firearm sales trump human lives, the real winners today are our heavily-armed unfriendly neighborhood anti-socials and psychopaths. And there is no friendly neighborhood Spiderman to save the day. Good guys with guns aren’t going to save the day either. In the case of Uvalde, all the guns in the world didn’t do a thing to stop the egregiousness that transpired. Central Valley pastor, Rev. Samuel S. Colley-Toothaker, Dean of Fresno’s St. James Episcopal Cathedral and the Episcopal Diocese of San Joaquin, understands the seriousness of our gun addiction. In a Valley

Voices opinion article with the Fresno Bee, he reflects on his substantiated fears of living during such a volatile, vulnerable, and deadly time: “The rash of gun violence and mass shootings in the United States is a public health crisis. It has been for a long time, for decades. It is evil. The cost for the economy is incalculable…No sector of our society has been spared this grotesque violence, and we are all suffering for it. The mental health toll doesn’t just impact those closest to the gun violence. It spreads, like the contagion it is, throughout the community and the nation,” Rev. Colley-Toothaker warned. “The stress caused by this senseless violence is no respecter of age, gender, ethnicity, creed, or political party. This mental health crisis is felt everywhere…The toll in human life and suffering for the victims, their families, friends, and the first responders is abominable. The impact on individual and collective mental health is… well, words fail me…” There may not be words, but there may be strategies. Strategies that involve teamwork at the grassroots level, organizing and creating awareness, civic engagement and community dialogue, and discussion with authorities and local business owners. This includes working with our community police departments in sending the strong message to every gun-toting criminal that we won’t tolerate the terrorization of our communities any longer! But not only that, we need America and all of its corporate interests to know that we Americans don’t need unlimited access to guns. And, we don’t need more guns. We may not have all the answers, but more guns or easier access to them is not the answer to the gun violence problem. As Chief Balderrama emphasized at the press conference after Fresno Police Department’s very successful Operation Safe Neighborhoods: “We’re not done. We’re not where we need to be…There is still a lot of police work that needs to be done in order to keep our streets and communities safe.” Now more than ever, criminals with guns need to be held accountable. Like Chief said about increased policing, “You should get used to it.” We have to get these guns off our streets if we have any hopes of saving them.

Moving collection from distributors to the point of sale, where products can be taxed on the actual purchase price rather than an assumed 80% retail markup, will improve accuracy. Jenkins believes that tax revenues could actually rise as a result, giving the industry an argument against raising the excise tax and potentially even to lower it. “We have three more years to fight that fight,” she said. ‘Crumbs’ for social equity licensees Cannabis retailers, who did not receive a direct tax cut like growers, have expressed far more dissatisfaction with the deal. And advocates for social equity operators — who received their licenses through local programs intended to diversify the industry with more people of color, formerly incarcerated people and residents of neighborhoods with historically disproportionate cannabis arrest rates — have been particularly blistering in their criticism. “What we’ve gotten are essentially crumbs from this bill,” said Amber Senter, executive director of the advocacy group Supernova Women, who organized several rallies at the state Capitol this year. “The cultivators will see relief, they will see a little bit more money in their pockets, and none of that is going to trickle down.” The deal will allow equity licensees to get a $10,000 tax credit and keep a fifth of the excise tax revenue they collect for the next few years. But advocates had lobbied for more sweeping aid, such as a suspension of the excise tax altogether, to give their businesses a greater opportunity to establish a foothold. Senter dismissed the tax credit as token assistance that would not even cover the

cost of licensing fees. She also expressed concern about another provision that could have far greater significance in the long run: Starting in 2024, the plan lowers the threshold to 10 employees for businesses that must enter into labor peace agreements, thereby providing unions access to communicate with and attempt to organize their workers. “Small businesses cannot be unionized,” Senter said. “This is going to crush small businesses.” Some legislators want more action As the bill came before the Legislature last week, several lawmakers spoke out on the floor against what they said was insufficient aid for cannabis retailers and equity operators, including state Sen. Steven Bradford, a Gardena Democrat who introduced legislation

this session to reduce the excise tax. He called the provisions for equity operators “minimal and insulting” and was one of only a handful of legislators not to vote for the measure. In an interview, Bradford expressed frustration that the cultivation tax was completely eliminated for growers, who are overwhelmingly white, while equity licensees received far less. He said he worried that plan would only deepen racial disparities in the industry, where Black and brown communities targeted during the war on drugs have struggled to thrive. “That’s a hard pill to swallow,” he said. “At some point, when are we going to put the real weight and work behind what we all say exists?” Bradford said he would continue to push to lower the excise tax for equity operators and other steps to move minority-owned businesses to the top of state efforts to bolster

the legal cannabis market. “Without a doubt, there needs to be more work,” he said. “If we fall short of that, we’ll come back next session.” Elliott, the director of the Department of Cannabis Control, defended the tax restructuring deal as a collaboration between Newsom and legislative leaders to “simplify, simplify, simplify” the law for businesses across the industry. “That reflects a willingness to be critical of the systems that are in place and trying to modify them,” she said. No one can get everything they want in a compromise, Elliott said, but everyone is coming away from the deal with financial relief and regulatory improvements. “They didn’t have any of this yesterday. So today is a better day,” she said.

CHILDREN’S MUSICAL THEATERWORKS TO STORM MUSICAL BARRICADE WITH ‘LES MISÉRABLES SCHOOL EDITION’ C

hildren’s Musical Theaterworks, of Fresno, CA, will bring Valley audiences the history of France in a unique way with a production of Les Misérables School Edition, an adaptation of the Tony Award-winning musical. Show dates are Jul 15-24 at the Historic Fresno Memorial Auditorium in Downtown Fresno. Les Misérables is one of the most popular musicals in the world and features one of the most memorable scores of all time. Through their production, CMT is playing a part in an epic piece of musical theatre history while offering their own take on themes like revolution, free speech, conviction, and redemption.

Les Misérables School Edition is a version of the classic musical by Alain Boubil and Claude-Michel Schöneberg, based on the novel by Victor Hugo. The music is by Claude-Michel Schöneberg, with lyrics by Herbert Kretzmer. The show features original French text by Alain Boubil and Jean-Marc Natel, with additional material by James Fenton. It is adapted by Trevor Nunn and John Caird, with original orchestrations by John Cameron, new orchestrations by Christopher Janke, Stephen Metcalfe and Stephen Brooker. Les Misérables was originally produced by Cameron Mackintosh. The School Edition

Winner of over 100 international awards, and seen by 8.5 million people in New York alone during its run from March, 1987, through May, 2003, Les Misérables is the world’s longest running musical and the third longest running musical in Broadway history. Worldwide, the musical has been seen by over 70 million people, with a total box office gross of over $1.8 billion. The show once again made history by becoming the first musical ever to become available for school productions while still playing on Broadway, in the West End and in productions around the world. MTI released the authorized school version of the award-winning musical in 2003, which, according to Dramatics Magazine, was the number one produced musical in high schools that year. International theatre producer Sir Cameron Mackintosh supervised the creation of a school edition of Alain Boublil and Claude-Michel Schönberg’s epic

musical in order to nurture a passion for the theater among youth. The show was made available to schools, children’s theatres, children’s camps and other organizations with programs for young performers (all performers must be under 19 years of age) nationwide in 2002, to honor the 200th anniversary of Victor Hugo’s birth. Les Misérables School Edition has a running time of just over two and a half hours (including intermission).
