EDITOR’S NOTE The house next door to mine caught on fire while we were asleep. By the time a bystander had awoken us with honking and shouting, the flames had engulfed nearly the entire backside of the house. When I stepped out onto our back patio, I immediately came face-to-face with six to eight-foot flames raging up into the sky, leaping from the neighbor’s roof. Sirens exploded into my view, and I darted out front to greet the police officer who told me to prepare to evacuate. For the next hour and a half, we watched as firefighters fought to contain the flames. The second I heard the word “fire” booming through the early morning air, I had two thoughts: “I’m going to lose my house” and “it finally happened.” That house had been abandoned for several years. As the story goes, two older women lived there until one passed away, and the other was taken to a nursing home. And the house was left behind with no tenant and no family to check on its wellbeing. Over time, the neighbors did what they could - tended to the yard, picked up the mail, and kept an eye on things. But the longer it remained vacant, the more attractive it became to transients - and year after year, the neighbors struggled to prevent break-ins. One neighbor had told me, “if you see anything over there, don’t hesitate to call it in - especially in the wintertime when folks

are looking for shelter and a way to keep warm.” But I quickly learned it was a warning: “they’ll start a fire inside, and it’ll spread.” And sure enough, the frigid winter arrived, and the transient population found their way to the house. As I stood on the sidewalk watching flames eat through the roof, I felt frustrated. Not with the unhoused person who needed to keep warm, but with the City and our unnecessarily struggling infrastructure. Why was an abandoned house the only place for that person to keep warm? The city of Fresno is not blind to the growing homeless population or its issues. Likewise, Fresno has repeatedly failed to provide long-term solutions, choosing instead to pass anti-camping ban ordinances and conduct “sweeps” along encampments that do absolutely nothing to improve the situation. For years, neighbors called the City and district council member for help. Everyone saw the danger. Everyone did what they were supposed to do - they called the right phone numbers and notified the right people. But it did no good. We were lucky to come away unscathed, but there will be too many others who likely won’t be. That house has stood for almost 100 years, built in 1924, and now it’s a burned-out husk of its former self. And as I sit here smelling the stain of ash and soot, all I can think is, “we can do better.”

A

ward-winning Vineyard Chef, Ian Cookson, opened Libelula in March 2019. In the three years since, his passion project has become one of the hidden gems of the Downtown Fresno culinary landscape. His creative, localized takes on popular American cuisine have earned him

accolades and a growing following of loyal patrons. All despite Libelula’s unassuming, easy-tomiss location next to the historic Crest Theater and an absence of marketing fanfare. Chef Cookson has let his food do the talking instead. As a result, offerings such as the “big ass cinnamon roll,” curried

fried chicken tacos, and sriracha maple chicken sandwich have become famous among Fresno foodies. Libelula also features a rotating menu of weekly specials, with selections as diverse as they are delicious. For example, last week’s menu included vegan wings tossed in a choice of three sauces, bone marrow stroganoff served over house-made pappardelle pasta, and the aptly-named “The Burger” a massive, choice beef patty dressed with ever-changing toppings, served with a side of crunchy tots. With so many different choices, which include vegetarian and vegan options and a delectable pastry and dessert menu, the only downside for diners has been that Libelula doesn’t stay open for dinner. Libelula’s downtown location closes at 3 pm. But that changed in January when Libelula opened a second, dinner-only location at Strummer’s in the Tower District. Chef Cookson opens this Libelula at 6 pm and closes at 11 pm. Libelula at Strummer’s features many of their popular lunch items like curried chicken tacos, “The Burger,” and of course the “big ass cinnamon roll,” as well as some new dinner menu creations and their own set of rotating weekly specials. Strummer’s kitchen has seen several different chefs and restaurants over the years. Still, Libelula’s bold, eclectic menu seems particularly well-suited for the task. Along with the high-energy entertainment provided by some of the best local and touring musical acts rocking the Strummer’s stage. News of Libelula coming to Strummer’s spread quickly, and social media is already abuzz with rave reviews for the new location. There are still more exciting developments yet to come for Libelula. Cookson’s daughter Ivy, Libelula’s pastry chef responsible for all of the decadent dessert items on their menu, is opening a bakery next door to the downtown location. Fans of Libelula’s unconventional sweet treats can expect to find all of their popular items, from chocolate braids with sea salt to chocolate miso cookies. And, of course, the “big ass cinnamon roll.” In addition to pastries, cookies, and cupcakes, Ivy also plans to offer fresh-made sourdough, jalapeno cheddar scones, and a host of other savory baked goods. Ivy’s bakery is expected to open in March, just in time to celebrate Libelula’s third anniversary. Libelula at the Crest is open for brunch and lunch, 9 am to 3 pm. Libelula at Strummer’s is open for dinner, 6 pm to 11 pm. Both locations offer dine-in or take-out service. ‘Progress’ but ‘no cause for celebration’: How Fresno is tackling homelessness in 2022

However, the heartaches from lost love may beg to differ as it continues to grieve the loss of a love relationship. Is this true, is it better to have loved and lost? Can it be so? Can we move forward with the memory of being loved, that feeling of joy, the intense bliss to willingly give and receive affection with another and experience pure happiness between two people, can this happen ever again? The answer is yes. As in all the chapters of life, we learn to move forward with transitioning into the unknown, step by step and allow our hearts to find love once again. Transitions in love are no different than basic life transitions. Recognizing the time to love again is key to mastering a new relationship with the self. New relationships begin with self-discovery. The best relationship is the connection we have with ourselves, which will lead to new relationships in life. Create a Timeline: •

he city of Fresno added hundreds of shelter beds to provide emergency and temporary shelter, as well as transitional housing, to unhoused residents amid the pandemic, according to local leaders. It also provided homelessness services to thousands of people between July 2019 and December 2021, they said. But the city has more work to do to serve the needs of the region’s homeless population, city officials and homeless advocates said during last Thursday’s city council meeting. “We made progress, but there’s no cause for celebration,” H Spees, director of housing and homelessness for the city of Fresno, said during the meeting, while providing an update on the city’s efforts to address homelessness. City leaders estimate that Fresno’s homeless population is about 4,200, while the Fresno-Madera homeless population is about 5,200. Between July 2019 and December 2021, the Fresno area received more than $144 million from federal, state and local sources to increase homelessness services in 2021. These funds went to the city, the county, the Fresno Madera Continuum of Care and the Fresno Housing Authority. The city of Fresno received $60 million of that funding, which it used to add 510 shelter beds and provide emergency and temporary shelter and transitional housing. The city only had 10 shelter beds in its charge before the pandemic, according to city leaders. The city said it assisted 8,019 people with one or more services between July 2019 and December 2021, but acknowl-

edged that some people could have been double-counted if they engaged with one or of the city’s services. Newly elected council President Nelson Esparza said the city has made progress in its homelessness response, but asked to see more detail in the city’s plan to address the causes of the “exponential” growth in homelessness. “That’s really been probably the biggest impediment to progress,” said Esparza. Criticism of the city’s homelessness response came just days before the Fresno County Grand Jury this week released a final report on its 2019-2020 investigations. Jurors found that Fresno County and the city of Fresno’s homelessness responses lacked oversight and transparency. How many homeless residents are there in Fresno? City officials said they estimate that the Fresno-Madera area homeless population experienced a 43% increase from the pre-pandemic 2020 estimate of 3,641. Officials are expected to release an updated estimate of the Fresno-Madera region’s homeless population later this year, after the annual point-in-time count takes place Feb. 23-25. As part of the count, Fresno service providers go out and tally the number of people experiencing homelessness. It is a crucial metric to help government officials calculate the amount of money needed to help the people living on the city’s streets, but some homeless advocates say the count is inaccurate and could actually be much higher. The count was canceled last year

due to the coronavirus pandemic. Jody Ketcheside, vice chair of the Fresno Madera Continuum of Care, which oversees the point-in-time count, said she expects the area’s homeless population to either stay the same or be “a little higher” based on what she’s seeing and hearing on the streets. Housing advocates say that without protections and affordable housing options, many of Fresno’s renters risk entering into homelessness. A September 2021 analysis by planning platform Urban Footprint shows that nearly 20% of Fresno renters, or 16,920 households, risk being evicted without protections. And despite the 18-month statewide eviction moratorium, hundreds of households in the central San Joaquin Valley were evicted during the pandemic, according to lockout data analyzed by the Fresno Bee. “There continues to be an ongoing housing crisis, families threatened with evictions, being taken advantage of, living in motels with their children,” Alexandra Alvarado, a community organizer with Faith in the Valley, said during Thursday’s city council meeting. While the city of Fresno’s eviction moratorium is still in place, city leaders said they’re going to revisit plans for the moratorium in February, when the omicron-fueled coronavirus surge is expected to slow down. Advocates question city’s data on homeless residents Officials said 4,017 people had exited the city’s homelessness system between July

During Thursday’s meeting, several community advocates pointed to the fact that about a quarter of the people who’d left the homelessness system had exited into permanent housing, and asked for more transparency on what constitutes an “exit.” “Exiting somebody out of one shelter and transporting them to another should not be considered a safe exit,” said homelessness advocate Dez Martinez. In response, Ketcheside, who is also regional director of Turning Point of Central California, a nonprofit organization that runs a number of the city’s triage centers, said the city does not track transfers between shelters as “exits.” “I want to point out here that we do not count transferring to another shelter as a safe exit,” Ketcheside said. Spees, with the city, agreed. In an email statement to The Bee, he said the 2,978 individuals that exited the system but did not enter permanent housing went to places like temporary housing, substance abuse facilities, a relative’s residence, or they just left and chose not to stay at the shelter. Advocates also questioned why people would be removed from shelters – a criticism frequently raised by advocates and community members. Ketcheside said the top reasons why someone would be removed

from shelters are either major safety issues such as violence and threats, major damage to facilities, or in the case of the family shelter at Step Up on 99, domestic violence. During the next city council meeting on Jan. 27, the city will discuss the potential to add fines and misdemeanor charges if people enter blocked off abatement zones, where encampments on private property are cleaned up – an idea that also faces opposition from the community. “Do not continue to criminalize homelessness and poverty,” said Alvarado with Faith in the Valley. City council plans to funds shelters, services in 2022 City leaders have pledged to continue funding existing services for the homeless and seek additional funding for more projects. The city will continue operating its shelters and triage centers, which have secure funding until 2024. During the Jan. 13 meeting, the city council approved several agreements to allocate an additional $2.2 million in federal funding to local agencies that have been providing emergency shelter for individuals during the ongoing COVID-19 pandemic. Spees said the city has also created a Homeless Assistance Response Team, and will share an update on deployment of this team in the next city council meeting on Jan. 27. The HART program will focus on the city’s response to street homelessness and en-

campments, said Spees. More support is also on the way to the existing Project Homekey sites along Motel Drive. Councilmember Miguel Arias said he is working with state and city leadership to set up a medical treatment facility in partnership with UC San Francisco to support the homeless community around the existing Motel Drive Project Homekey sites. The mayor’s office is currently taking inventory of the vacant city lots, in preparation for the potential construction of pallet shelters and tiny homes as part of its “One Fresno” housing plan, which is expected to be completed in early April. Mayor Jerry Dyer also said that he is in conversation with Gov. Gavin Newsom’s office to discuss potential funding opportunities from the state budget surplus to support infill housing, downtown housing, homeless initiatives, encampments and bridge housing. --Melissa Montalvo is a reporter with The Fresno Bee and a Report for America corps member. T

he New Year brought a substantial victory to the Tower District. On Jan. 19, the California Fifth District Court of Appeal ruled in favor of Sequoia Brewing Company’s appeal of Tower Theatre Properties’ motion to expunge the lis pendens on the Tower Theatre. Translated from legal gobbledygook, this means that Adventure Church can’t buy the Tower Theatre while Sequoia’s lawsuit against Laurence Abbate, the owner of the Tower Theatre, is still grinding its way through the courts. This is a big deal — I am told the first court date for Sequoia’s lawsuit will be in February 2023. So, for the coming year, Adventure Church will not be able to take ownership of the building. For the moment, the Tower Theatre is safe. But this is, at best, a half-victory that leaves many issues unresolved. This ruling only postpones whether Adventure Church will buy the Tower Theatre — it doesn’t resolve it. Even though there’s been a full year of litigation over the theater, all the legal action so far has been about whether the sale can go through while Sequoia’s lawsuit is pending. It’s been an emotional rollercoaster for Tower District advocates. Fresno County Superior Court Judge Rosemary McGuire has ruled twice that the sale can

proceed despite Sequoia’s legal claims. Sequoia has appealed both of McGuire’s decisions, and both times the state court of appeal has overruled McGuire. All this drama has decided nothing about whether Adventure Church will ultimately buy the Tower Theatre, a question that has been punted to 2023. Nonetheless, it is a good thing that the sale has been forestalled for another year since it postpones any danger that the Tower Theatre will be permanently rezoned as a church. When Tower District residents first learned that Abbate intended to sell the Tower Theatre to Adventure Church back in January 2021, it was widely assumed that the sale could not be stopped and that the fight would be to prevent rezoning the theater. Rezoning the theater as a church, which would endanger the liquor licenses and conditional use permits of bars, nightclubs, and restaurants, would be a serious blow to the Tower District economy. That danger is now way off in the future. As long as the church doesn’t own the theater, there’s no way the building’s zoning will change, so the bars are safe for now, which is definitely a big win.

But while the Tower District can breathe easier, the situation is still bad. The sale is blocked, but Laurence Abbate continues to rent the Tower Theatre to Adventure Church every Sunday and the first Wednesday of every month. So instead of a church trying to force a rezone on the neighborhood, we have a church willing to regularly break zoning laws — and a city government that is strangely reluctant to enforce zoning. This nonstop zoning violation creates a strange gray area where it’s unclear how the laws apply. Is a bar too close to a church if the building is only a church five days a month? Would the state Department of Alcoholic Beverage Control consider a challenge to a liquor license on this basis? If the Tower Theatre is permitted to regularly break zoning laws, why should any business in Fresno be expected to obey the laws? If I were cited for a zoning violation right now, the city’s constant indulgence of the Tower Theatre’s law-breaking would be Exhibit A of my defense. It’s also problematic that Abbate and Flores seem determined to turn the Tower Theatre into a center of right-wing culture. From Abbate and Flores warmly greeting Proud Boys and accepting their help, to posting Larry Elder election signs,

to hosting lectures by anti-vax quack doctors, the Abbate Tower Theatre is bringing right-wing violence and intolerance to an inclusive queer-affirming neighborhood. It will be interesting to see if Abbate and Adventure Church will hold out at the Tower Theatre during the long year between now and the trial of Sequoia’s lawsuit. This is a point when sane people might cut their losses. It is a very real possibility that Adventure Church will never own the Tower Theatre. Is it worthwhile for the church to fight to the bitter end for the opportunity to operate in a neighborhood they have permanently alienated? At what point does Abbate decide he can just as easily get a paycheck from the many other potential buyers who have made him better offers. As of this writing, it is too early to tell. But there’s an interesting hint of how this may play out - the Fresno City Council agenda of Jan. 27 listed two closed-door sessions with Laurence Abbate and the lawyers for Sequoia Brewing Company. It is high time the city intervenes to defend the Tower District, and it is high time for Abbate to settle with Sequoia. Let’s hope the threat to the Tower District will end soon, without another year of conflict.

The 20th Annual Rogue Festival Fresno’s completely uncensored performing arts event, returns March 4-12

Rogue Festival celebrates two decades of unique, independent, and forward-thinking performance in Fresno.

T

he Rogue Festival, Fresno’s completely uncensored performing arts festival, will return March 4 through 12. This year’s 20th Anniversary Festival will present over 100 separate performances of theater, music, dance, comedy, spoken word and magic throughout Fresno’s Tower District. The Rogue Festival began in 2002 with a man named Marcel Nunis and an insane idea to make Fresno, of all places, a worldwide center for Fringe theater. After 20 years and thousands of performances from hundreds of performers from all over the planet, the Rogue has succeeded in becoming one of the most well-respected and long-running fringe festivals in North America with a unique reputation for hospitality and friendly audiences, while remaining a punk rock DIY festival of limitless free expression where anything can happen. Like many long-running organizations, the Rogue Festival has seen its share of changes over two decades. Narrowly completing the festival’s run in 2020 before the COVID-19 lockdown, Rogue Festival went virtual for the first time ever in 2021. This year’s festival will bring with it several changes in safety operations and health precautions, but will still offer the same exciting, off-the-beaten-path original performance it is known for. “After two years when we’ve been forced to avoid human contact, live performance is more important than ever,” says Jaguar Bennett, president of the Rogue Festival board of directors. “The essence of live performance is to be in a room with another human being and watch their movements and hear their words as they are performed. Performance is raw, real, intimate, messy, moving, hilarious, and disturbing—which is

exactly how we want you to experience the Rogue Festival.” The Rogue Festival, like most fringe festivals, does not choose who can or cannot participate. Performers are chosen by a lottery system and there are no restrictions on what performers can say or do, outside of safety codes and legal matters. For the audience, this is the one event in the San Joaquin Valley where they can see raw, uncensored, unmediated performance — and only the audience gets to say what’s good or what’s bad by leaving reviews and spreading word-of-mouth. After two decades, the Rogue Festival is now one of the oldest festivals of its kind in the United States and has built a nationwide reputation for Fresno as a city that celebrates the arts. The Rogue Festival will offer shows March 4, 5, 6, 10, 11, and 12, 2022 in six different venues in Fresno’s Tower District.
