CALL FOR THE SELECTION OF ENTEPRENEURIAL IDEAS WITHIN THE PROJECT: “IN-FVG: NEW IDEAS FOR DEVELOPMENT OF THE REGIONAL TERRITORY”
ARTICLE 1 - OBJECTIVES OF THE INITIATIVE AND PROPOSING SUBJECTS “IN-FVG - Idee Nuove per lo sviluppo del territorio Regionale” (IN-FVG – New Ideas for the development of the Regional territory) - hereafter called with the acronym IN-FVG – has been funded by the Region Friuli Venezia Giulia within the art. 24 LR 26/05. The aim of the initiative is to identify potential entrepreneurial ideas with an highly innovative content in order to support their development in the shortest possible time throughout a training and managerial accompanying path of excellence, as well as to support, thanks to the competences present within the partnership, the creation of a wide network of competences, cooperations and contacts on the regional area in view of the enterprise start. This objective is pursued and shared by partners of IN-FVG: - Università degli Studi di Udine (University of Udine), - Friuli Innovazione - Centro di Ricerca e di Trasferimento Tecnologico (Friuli Innovation – Centre of Research and Technological Transfer), - IRES-FVG, Istituto di Ricerche Economiche e Sociali del Friuli Venezia Giulia (IRES-FVG, Economical and Social Reserach Institute of Friuli Venezia Giulia), that have already promoted the enterprise incubator Techno Seed, funded by the Ministry.
ARTICLE 2 - PHASES IN-FVG is articulated in two main phases: a first phase called Accompanying to the Selection that support beneficiaries in the draft of a temporary enterprise plan. Planes that pass the Selection go then trough a second phase named Development of the entrepreneurial plan directed toward the improvement and development of business ideas (definitive Business Plan).
ARTICLE 3 – BENEFICIARIES AND REQUIREMENTS Employed and unemployed, Italian and foreign subjects (natural persons) promoting an innovative entrepreneurial project are allowed to apply for IN-FVG. Initiatives should be promoted by single subjects or teams of people.

Entrepreneurial projects need to have a highly innovative content and have the requirements to obtain a possible benefit, in terms of development, from the relationship with Research, Enterprise and Finance systems present in Friuli Venezia Giulia, as a consequence of the participation to INFVG.
ARTICLE 4 – FIRST PHASE: ACCOMPANYING TO THE SELECTION
In order to participate to IN-FVG it is necessary to register on the site www.infvg.it filling the online form in one of the two official languages (Italian and/or English). It is necessary to insert a synthesis of the entrepreneurial idea and personal data of those proposing the project.
As first step the selection procedure foresees, the registration of the referent – choosing the “REFERENT” profile – filling the requested fields in. If the entrepreneurial idea is presented by a team of persons, the referent should also indicate the total number of members of the team and their names. Subsequently every mentioned member should register trough the same online form – choosing the “COMPONENT” profile – filling the requested fields and being careful to relate the same identical title of the business idea, that is an essential element to identify the group. After a formal verification, the participants will receive the credentials via email (username and password) to enter a reserved intranet area, where it will be possible to draft the temporary business plan, with the supervision and support of the dedicated tutors. After the selection of the arrived temporary business planes by the Authority Board, the selection body, the team or single persons proposing will be able to enter the development phase of the entrepreneurial project (see art.8). The paper version of the online form subscribed by a single component or by a team leader, with an attached copy of the signer’s ID, must be sent exclusively by means of registered letter (return) to the address: Friuli Innovazione, Centro di Ricerca e di Trasferimento Tecnologico, via J.Linussio 51, 33100 Udine, Italy. The deadline for the reception of the above-mentioned documents will be communicated on the site: www.infvg.it.

ARTICLE 5 – ENTRANCE TO THE SELECTION In order to enter the Selection it is necessary to compile and send a temporary business plan in electronic format using the format downloadable on the site www.infvg.it. The temporary business plan should not exceed the maximum limit of 10 pages. The sending procedures will be communicated on the site www.infvg.it.
ARTICLE 6 – SELECTION PROCEDURES FOR APPLICATIONS The admissible applications will be subject to a technical investigation edited by the ADVISORY BOARD, a body made up of experts in the various disciplines selected from the reference sections of the received applications, and also of experts in corporate and financial matters. The ADVISORY BOARD will make a list of the presented entrepreneur projects assigning to every application a score determined trough the application of evaluation criteria as expressed in the following article 7.
ARTICLE 7 – EVALUATION CRITERIA In order to make the list, the ADVISORY BOARD will evaluate the projects disposing of a maximum of 100 points divided as following among the various criteria:
1) Qualities of proposing subjects (total 15 points): -
consistency of title of study, training and professional path of the proposing subjects and sectors of the activity object of the project;
2) Innovation of the entrepreneurial idea (total 35 points): -
definition of the specific objects of the evaluated projects on the bases of co-operation capacity and integration with the regional system for research, financial system, innovation centres, enterprises and structures sustaining enterprises on the area;

innovation character of the entrepreneurial idea and development potentiality in the regional contest.

3) Economical financial practicability of the entrepreneurial project (total 50 points): Congruity and adequacy of the business-plan in its components related to: -
market;
-
economic- financial forecast;
-
completeness and significance of the produced documentation sustaining the proposed intervention.
ARTICLE 8 – SECOND PHASE: DEVELOPMENT OF THE ENTREPRENEURIAL PROJECT
The possible approval of the temporary entrepreneurial project by the Advisory Board gives the opportunity to the proposing subjects to enter the development Phase of the entrepreneurial project and therefore to benefit of a series of services and/or instruments integrated with each other such as: -
entrepreneurial and technological accompanying by tutors;

stage of 600 hours in companies working on the regional area, for unemployed subjects;

allocation of scholarships, assigned with priority to subjects participating to apprenteships, for a variable amount established on the bases of the permanent residence respectively for: 9.000€ for subjects resident in the region Friuli Venezia Giulia, 15.000€ for subjects resident in other Italian regions,18.000€ for subjects resident in extra-national areas, within the limits of available financial resources. Training to be carried out both with long-distance modalities (FAD – distance learning and web based learning) and by the attendance to seminars;

specialised consultancies related to the development of the single entrepreneurial plan.
ARTICLE 9 – OFFICIAL LANGUAGES Official languages for IN-FVG are Italian and English. Therefore any document should be drafted in one of the two languages (the two languages are alternative to each other). The Italian version of the form foresees the English drafting of the Executive Summary at any rate.

ARTICLE 10 – VALIDITY OF THE ANNOUNCEMENT
The present announcement is valid until the end of IN-FVG.

ARTICLE 12 – PROCESSING OF PERSONAL DATA According the D. Lgs. 30 June 2003, n. 196 personal data given by subjects applying will be collected at Friuli Innovazione and by the IN-FVG partners, Università di Udine and Ires FVG, for the purpose of assignment and allocation of benefits mentioned in the present announcement and will also be processed trough information instruments only for preliminary purposes and to realize the present initiative. With this purpose processed information may be communicated to public administrations directly involved and diffused in the cases foresees bt the law and regulations
ARTICLE 13 – PRIVACY GARANTY
All subjects involved in the evaluation of presented projects, in the assistance for the related development and in the management of the applications subscribe an agreement for the complete privacy of information given by participants on their entrepreneurial ideas. Entrepreneurial projects will remain property of the proposing subjects.
