Internationalization - Key Aim in Finnish Education Policy From the Executive Director

In your hands is the first issue of the renewed Fulbright Center News. The newsletter was first launched in October 1991 – then under the name of FUSEEC Advising News – and it has since shared information about Finnish-American academic exchanges on both sides of the Atlantic. Over the years the newsletter has grown, with its role becoming broader, and it now serves as a major tool for the Fulbright Center to provide information about new programs, activities and developments as well as to maintain ties with alumni, sponsors and friends of the Center’s programs. For our current and former grantees both in Finland and in the United States, the Fulbright Center News serves as a forum for recollections of experiences abroad, for sharing ‘moments of delight and despair in foreign cultures’, providing advice to new and potential grantees, and of course for sharing information and news about alumni activities and events. In short, with the Fulbright Center News we strive to bring to you the many faces and aspects of Finnish-American academic and cultural exchanges. We hope that the new structure and design will enable us to do this even better and we hope you will enjoy

the new look. Conceived and produced by the Fulbright Center staff team, the new design follows the visual theme of the Center’s new website that was launched earlier this year. The new theme will soon become familiar also in our brochures and publications. Launching of the new website and renewing the Fulbright Center News are but two recent examples of the ways in which the Center strives to improve its service. The work to build and enhance exchanges continues. There is notable interest in the United States for developing exchanges with Finland, and respectively a growing number of Finnish higher education institutions are interested in creating new linkages with US universities. The Fulbright Center can play an important role in bringing these interests together. As the Minister of Education and Science, Ms. Sari Sarkomaa points out in her column, the ASLA-Fulbright exchange has had considerable impact on the internationalization of Finnish higher education and research. But the Fulbright Center can have a broader role beyond the exchange programs themselves. The Center welcomes new opportunities to be of service to the academic community of both countries, and is currently working with its many partners on several new initiatives to enhance cooperation between higher education institutions in our two countries. I invite you to actively contribute to the work of the Fulbright Center and the further growth of Finnish-North American exchanges by sharing your feedback and thoughts. The Fulbright Program has a long and interesting history in Finland that can be traced back to a loan our country received from the United States after the First World War. The first grants were awarded in 1950. Since then, over 3500 Finnish students, scholars and professionals and well over 1000 Americans have benefited from the Fulbright Center programs, among them many current and future leaders in society, culture, science, and business life. The changes that have taken place in Finland’s international position, particularly membership in the European Union, have assimilated Finland ever more closely into the international economic and political community. Exports have been gaining more and more importance for Finnish business and industry since the early 1990s. At the same time, Finnish society has become increasingly multicultural. It is because of these factors that internationalization has become a key aim in Finnish education policy. We have taken measures to enhance international activities in all education, notably in higher education. The aim has been to improve the quality of education and research. In addition to this, I think it is vital that higher education gives students knowledge and skills they need to operate in the global labor market. The ASLA-Fulbright program was one of the first initiatives for a structured exchange program. As such it has had considerable impact on the internationalization of Finnish higher education and research. Today, new elements, such as EU agreements and cooperation with the private sector, give a flavor of their own to the program. But the object of the program is still the same: to give both Finnish and

American students, teachers, researchers and professionals a chance to study and develop their expertise abroad, as well as to open a window to another culture. In recent years, Finnish higher education institutions have been stepping up their international cooperation and increased student and researcher mobility. Today they offer a wide range of courses in English. In fact, they offer more degree courses in English than any other EU country, naturally excluding the English speaking countries. Despite these advances, the number of foreign students in Finland is still fairly low in comparison with other OECD countries. If we want to further enhance the competitiveness of Finnish higher education institutions in the worldwide education and research market, we need to make sure that the conditions in which they operate are as favorable as possible. The Government has initiated a major higher education reform. As a result of this structural reform, Finland will have fewer, better resourced and therefore more competitive universities and polytechnics. A new Universities Act, which will give universities still more autonomy, is under preparation and projected to take force in August 2009. All these changes are designed to facilitate international cooperation in higher education - also within the scope of the Fulbright program.

Kolmetoista stipendiaattia valittu Fulbright Centerin ensimmäiset stipendit lukuvuodelle 2008–2009 on myönnetty. Elokuun haussa saatiin hakemuksia kaikkiaan 55 jatkoopiskelijalta ja nuorelta tutkijalta. Hakemukset edustivat laajasti eri tieteen- ja taiteenaloja musiikista ja teatterista hoitotieteisiin, kemiaan ja matematiikkaan. Eniten hakemuksia oli politiikan tutkimuksen ja kansainvälisten suhteiden alalta (9 hakemusta), oikeustieteistä (4), filosofiasta (4) ja kauppatieteistä (4). Hakijat edustivat 16 suomalaista yliopistoa ja kolmea ammattikorkeakoulua. Lisäksi seitsemän hakijaa on joko suorittanut tutkintonsa tai opiskelee parhaillaan ulkomaisessa korkeakoulussa. Stipendi myönnettiin kaikkiaan kahdelletoista opiskelijalle ja yhdelle väitelleelle tutkijalle. Stipendit ovat suuruudeltaan 15 000–50 000 dollaria. Varsinaisen stipendin lisäksi Fulbright Centerin stipendiaateilla on käytettävissään runsaasti lisäetuja ja -palveluita ilmaisesta viisumista ja vakuutuksesta henkilökohtaisiin neuvontapalveluihin ja Fulbrightohjelman järjestämiin seminaareihin ja vapaa-ajan toimintaan.

Appointment News from the Board

Former Fulbrighter to Hold Professorship in North American Studies

Three new American members have been appointed to the Fulbright Center Board of Directors: Ms. Nicole Conn and Mr. Kimberly G. Hargan from the American Embassy, and Dr. Laura Stark from the University of Jyväskylä. There are altogether 8 board members: 4 US and 4 Finnish members. The US members are appointed by the American Embassy and the Finnish members are appointed by the Ministry of Education.

The Chancellor of the University of Tampere has appointed PhD Katri Sieberg to hold the Erkko Chair in North American studies for five years. The post is situated at the University of Tampere, Department of History in the Humanities Faculty. Dr. Sieberg was a Fulbright Lecturer at the University of Tampere in 2002-03. The Rector of the University of Tampere made the decision in 2005 to found a professorship in North American Studies. This Erkko Chair in North American Studies was endowed by the Jane and Aatos Erkko Foundation.

Ms. Nicole Conn is the Public Affairs Officer and Mr. Kimberly G. Hargan is the Assistant Public Affairs Officer at the American Embassy in Helsinki. They arrived in Finland in the late summer and were appointed to the FC Board to replace Mr. William Davnie and Mr. Chad Peterson who have returned to the United States. Dr. Laura Stark is a Professor of Ethnology at the Department of History and Ethnology, University of Jyväskylä. In addition to ethnology, her research deals with anthropology and folklore studies, in particular 19th-century rural Finnish culture. Dr. Stark came to Finland for the first time in 1984-85 as a Rotary high school exchange student, and later on a Fulbright grant to the University of Helsinki. She has lived in Finland permanently since 1992. She received her MA in Anthropology from the University of California, Davis, and her PhD in Folklore Studies from the University of Helsinki. Dr. Stark succeeds Mr. Curt Richter who completed his full two terms on the Board this summer.

New Board Chairs According to the by-laws of the Finland-US Educational Exchange Commission (Fulbright Center), the Chairship rotates in 2-year terms between Finnish and US Chairs. Following the 2-year term of Professor Raija Sollamo of the University of Helsinki as the Chair of the Board, Ms. Nicole Conn will serve as the Chair for the following two years. Dr. Ossi V. Lindqvist, Professor Emeritus from the University of Kuopio and Chair of the Finnish Higher Education Evaluation Council (FINHEEC) was elected the Vice-Chair of the Fulbright Center Board of Directors. Professor Lindqvist has served as a member of the Board for the past 6 years.

Dr. Sieberg received her doctoral degree from New York University and has been an assistant professor at the Department of Political Science, Binghamton University in New York since 2002. Her area of expertise is political science and economics. Her primary focus of research is in the area of collective political behavior. Some projects in this area include voting theory and an analysis of the collective bargaining system used in the Finnish labor system.

Late August again was the scene of the orientation program for newly arriving American grantees. A 3-day program included various activities, speakers, and social events designed to introduce the grantees to one another, to their Fulbright engagement, and to their new Finnish environment. Orientation provided the grantees, FC staff, and outside speakers the opportunity to share information and to meet important players in grantee’s lives.

Ministry for Foreign Affairs The third day highlight was a visit to the Ministry for Foreign Affairs. Mr. Petri Tuomi-Nikula, Director General of the Ministry’s Department for Communication and Culture kindly welcomed the group and hosted a fine luncheon. Tuomi-Nikula is the Chair of the Finland-America Educational Trust Fund that funds the Fulbright Center programs.

The US Embassy hosted a reception at which the new Fulbright grantees as well as alumni grantees were invited to meet with Ms. Amy Hyatt, Deputy Chief of Mission of the US Embassy, and Ms. Sari Sarkomaa, the Minister of Education and Science for Finland. Earlier in the day, Nicole Conn, Public Affairs Officer, and Pirkko Urli, Consul, joined the group to talk about Embassy services for Americans in Finland.

Donal Carbaugh, the Fulbright Bicentennial Chair at the Renvall Institute provided an introduction to Finnish cultural patterns, and conversational discourse. Grantees also had a lively lesson in the Finnish language. Throughout the program informal gatherings over coffee and pulla allowed grantees to share information about themselves and their projects. Higher Education in Finland National Board of Education speaker provided an overview of the higher education system in Finland. Discussion groups met with various experts to talk through matters relevant to their special grant category.

The second day focused on learning about Finland The City of Helsinki sponsored a 3-hour tour around town. A visit to the Ateneum included a lecture on “Finnish Culture and History seen through the Arts” and also a tour of the “Music and Silence” exhibition. Lunch was sponsored by Nordea Bank. Experts on taxes, banking, and other financial issues were brought in to inform grantees about important aspects of living in Finland.

The day closed with a social event sponsored by the Finnish Fulbright Alumni group at which grantees were paired with Finns and encouraged to learn about the host country through informal dialogue.

Alan Lyles Fulbright Senior Specialist, University of Helsinki May – June 2007 The Fulbright Senior Specialist assignment exceeded all of my goals – professionally and personally. 6 weeks at the University of Helsinki Faculty of Pharmacy were filled with opportunities to meet colleagues and share our expertise and interests. Professor Marja Airaksinen, my host at the University of Helsinki, met me at the airport, and organized an efficient orientation to register my residence, obtain a transportation card, and activate local telephone and internet accounts. It was brilliant in its efficiency and within a day I felt at home. The International Social Pharmacy Workshop’s June 2000 meeting in Kuopio was my first visit to Finland. It led to professional friendships that span several continents. Then in Spring 2007, I was fortunate to receive a 6-week Fulbright Senior Specialist assignment at the University of Helsinki’s Faculty of Pharmacy. Professor Marja Airaksinen, my primary contact at the University, is an internationally recognized leader in academic pharmacy and applied research. Due to her extensive network, my time under Fulbright sponsorship spanned multiple projects, and several cities beyond Helsinki, such as Kuopio and Tallinn. The Social Pharmacy Faculty at the University of Helsinki has a strong program for professional education from the undergraduate through the doctoral levels and for evaluating drugs’ nonpharmacological impacts on society. So far their portfolio has not included pharmacoeconomics, but the increasing impor-

tance of this discipline, as an integral component to these evaluations for policy-makers and health care administrators, is changing that. A recent endowed Chair in Pharmacoeconomics, established through a donation from University Pharmacy, provides the opportunity to add this critical capability. The main goals of the Senior Specialist assignment that I received were to assist the division of social pharmacy with developing a pharmacoeconomics curriculum, a research strategy and networking with key pharmacoeconomics researchers, and programs for Continuing Education for practitioners. Several training sessions permitted me to work with masters’ students, and practicing pharmacists. During my grant I gave one-day workshops for The Centre for Training and Development of the University of Kuopio in Helsinki and in Oulu on (1) Pharmacy Service Concepts and Practice in the U.S., (2) The Peer Review Process & Developing Evidence, and (3) Evidence Criteria & Economic Evaluation. The sessions were interactive and we were able to identify distinct needs for applied research

XV American Voices Seminar Law, Dance and Ghost Stories The 15th annual American Voices Seminar was held in Turku, October 19 and 20. Thirteen current Fulbright grantees shared their thoughts on various subjects of Americana, from serious and popular music to native American culture to volunteerism and the San Diego Zoo! The audience of Finnish students, primarily in the North American Studies Program at the University of Turku, had questions that pushed the speakers further into their unusual subjects, such as “Are there any invasive plants that have proven to be welcome in the Montana environment?” The seminar, founded and organized by Keith Battarbee, Senior Lecturer (Associate Professor) in the Department of English, North American Studies program, is a highlight of every Fulbright Fall. in different professional settings. The trip to Oulu was brief but impressive – following the full day’s training session we had a dinner with colleagues, and then a surprise midnight tour of the Haukipudas district hospital which has been doing pioneering work in medicines management in Finland. Later, we made a brief trip from Helsinki to Kuopio to meet with colleagues in the Department of Social Pharmacy. Our goal was to develop relationships and a broader understanding of the economics of the Finnish pharmaceutical industry and government perspectives on pricing decisions.

Professor Airaksinen, Chair of the Committee, and Dr. Päivi Aronen were interested in strategic issues and approaches to doctoral education taken by leading universities in the United States.

6 weeks at the University of Helsinki Faculty of Pharmacy were filled with opportunities to meet colleagues and share our expertise and interests.

Based on the work that began during this period my colleagues and I are submitting a grant for me to return and resume this work. In addition, last year I was appointed as a Docent in the Faculty of Pharmacy. Following the conclusion of my assignment, my wife joined me for a week. It was wonderful to be able to share Helsinki with her and experience the Finnish tradition of Midsummer on a country farm, muikku in the Market Square, outdoor concerts in Esplanadi Park and sample the many cafes.

My work also included a two-day course on applied pharmacoeconomics for pharmacists at the University of Helsinki’s Palmenia Centre for Continuing Education. Subsequent discussions with my Finnish colleagues led to a modification of this course and the collaborative proposal’s being accepted for a Congress of the International Pharmaceutical Federation workshop in Basel in September 2008.

Although my Finnish is not adequate to convey nuanced thoughts, I want to express my gratitude with a rousing Kiitoksia!

Nuori freelance-muusikko täräyttää jäkiskassin pöytään. ”Ostin tänä aamuna uuden asunnon”, jazz-rumpali kertoo tyytyväisenä. Yhdeksän kuukautta Amerikassa ei ollutkaan syönyt kaikkia rahoja. Mistä alkoi miehen musiikkiharrastus, joka on johtanut opintoihin Sibelius-Akatemiassa, bändikeikkoihin – Värttinästä UMO Jazz Orchestraan ja tangokuningattarista reggaehen – ja nyt myös vuoden visiittiin Manhattanille? ”5-vuotiaana sain mummolta ja papalta lahjaksi haitarin ja pienen vihreän leikkiauton. Leikkiauto kiinnosti silloin huomattavasti enemmän. Vähän myöhemmässä iässä aloin vanhempien pienestä painostuksesta soittaa pianoa. Mutta naapurin Kimmo soitti rumpuja, ja vuonna 1994 kävimme faijan kanssa Porvoosta hakemassa minulle rummut, ja sen jälkeen ei ole ollut paluuta”, sanoo 25-vuotias Jaakko.

Kaikin puolin kasvattava kokemus Nuoren muusikon päätökseen lähteä New Yorkiin oli kaksi tärkeää syytä. Ensinnäkin mies on tuntenut jo vuosikaudet halua päästä tutkimaan, miten Amerikan mantereella musisoidaan. ”New York on semmoinen rumpalien Mekka. Siellä on kaikki ne kaverit, joita täällä vain kuunnellaan levyltä”, Jaakko sanoo. Toisena taustatekijänä matkahaluissa toimivat oman opettajan kokemukset. Lukkarisen keskustelut pitkäaikaisen opettajansa Jukkis Uotilan kanssa amerikkalaisesta jazz- ja rumpujensoiton perinteestä panivat päässä kyteville ajatuksille lisää pökköä pesään. ”Jukkis on tehnyt Amerikassa musiikillisesti aivan mielettömiä juttuja. Hänen oleskelustaan Yhdysvalloissa seurasi iso kehitysaskel suomalaiselle jazz-elämälle, joten halusin nähdä, mitä siellä käyminen tekee itselleni.” No mitä se teki? ”Se avasi ihan uudenlaisen soittamisen maailman. Mulla on ihan uusi pää ja uudet kädet”, Jaakko sanoo ja kertoo, että myös muusikkotoverit ovat huomanneet muutoksen. Jaakon mielestä New Yorkin kuukaudet olivat kaikin puolin kasvattava kokemus. Amerikasta palasi Suomeen takaisin kasvanut ihminen ja kypsempi muusikko. Liian aikuiseksi ei Manhattanin oleskelu kuitenkaan tehnyt: ”En tiedä koska aikuisuus tulee. Odottelen kolmeakymppiä, jos sitten saisi vaikka keinutuolin”, Jaakko naureskelee.

Puolentoista vuoden valmistautuminen Lukkarisen puheista käy ilmi, että New Yorkiin opiskelemaan ei lähdetty hetken mielijohteesta, vaan henkinen valmistautuminen on ollut käynnissä jopa vuosikausia. Konkreettisesti prosessi pyörähti käyntiin noin puolitoista vuotta ennen lennon lähtöpäivää hakupapereiden lähettämisellä. ”Paperit oli laitettava sisään noin vuosi ennen pääsykokeita, joissa kävin sekä Juilliardin

musiikkikoulussa että Manhattan School of Musicissa alkuvuonna 2006. Loppupeleissä pääsin molempiin”, Jaakko kertoo. Valinta kahden huippukoulun välillä kohdistui jälkimmäiseen tietyn opettajan perusteella. Manhattan School of Musicissa opettaa John Riley, jonka kolme opaskirjaa ovat legendaarisessa maineessa. ”Ne kirjat ovat tavallaan rumpujensoiton A, B ja C. Tiesin, että hän on aivan loistava pedagogi – kun lähdin, en vielä edes tiennyt, kuinka loistava!” Jaakko kehuu. Tosin Manhattan School of Music ei olisi muutenkaan altavastaajan asemassa. Maailman arvovaltaisimpiin kuuluvan konservatorion entisiä jazz-opiskelijoita ovat esimerkiksi pianisti Herbie Hancock ja laulaja Harry Connick Jr. Vuonna 1917 perustetun koulun opiskelijoista kaksi viidestä tulee Yhdysvaltain ulkopuolelta.

Tee kaikki aikaisemmin – ja tee se vielä aikaisemmin ”Se on aikamoinen paperisota, jota ei ole helppo itse hoitaa”, kommentoi Jaakko Amerikan matkavalmisteluja. Fulbright Centerin stipendin hakeminen pälkähti päähän Amerikassa vaadittua TOEFL-kielikoetta järjestellessä. Stipendihakijat haastatellaan kasvotusten, mutta menevän muusikon tapauksessa asia ei ollut niin yksinkertainen. Haastattelu onnistuttiin kuitenkin tekemään erikoisjärjestelyin. Haastattelujärjestelyiden lisäksi matkavalmisteluihin kuului myös postissa kadonneita papereita ja puuttuvia asiakirjoja. Viisumin saanti viivästyi lopulta niin, että paperi oli povitaskussa vasta kaksi päivää ennen lähtöä. ”Viime vuoden heinäkuu tuotti niin paljon harmaita hiuksia paperisodan suhteen, että välillä meinasi järki lähteä. Miten tämä voi olla tällaista? Loppujen lopuksi viisumin saanti ei ollut niin vaikeaa, kun erilaiset T165- ja T168-lomakkeet oppi tietämään.” Amerikkalaisten virkakoneistojen tahti on suomalaista hitaampi, ja virallisten vastausten saaminen vaatii oman aikansa, Jaakko varoittelee. Jos olisi mahdollista lähettää neuvoja itselleen ajassa taaksepäin, miehen viesti olisi selvä: ”Tee kaikki aikaisemmin – ja tee se vielä aikaisemmin, jos mahdollista.” www.fulbright.fi

Lakimiestä tarvittiin jo ensimmäisellä viikolla Manhattanin asunnon etsintään hyvänä apuna oli Jaakon amerikkalainen muusikkoystävä, jonka kanssa asunnon etsintä käynnistettiin. ”Yksi asunto löytyikin, mutta yhtäkkiä välittäjää ei enää saatu kiinni ja takuusummatkin hävisivät johonkin. Olin ollut vajaan viikon Amerikassa ja jo piti soittaa ensimmäiselle lakimiehelle!” Jaakko muistelee. Pian kuitenkin vaikeuksien kautta päästiin voittoon: asunto järjestyi ennen pitkää. Jaakon muuttokokemus oli hänen elämänsä pelottavin asia tähän asti, kun myöhään yöllä piti lähteä 125. kadun metroasemalta – keskellä Harlemin kaupunginosaa – patja olalla ja reppu selässä ensimmäisen kerran kohti uutta kotia. ”Harlem on lopulta ihan mukava kaupunginosa ja mainettaan parempi, ja kaikki meni ihan hyvin. Mutta alkuun se, että oli ainoa valkoihoinen liikennevaloissa, pesulassa, kaupassa tai bussissa, oli aika pelottava kokemus. Suurkaupunki on aina suurkaupunki ja uudenlaiset asiat vaativat totuttelua. Usein ne on opittava kantapään kautta.” Manhattanin saarelle on ahtautunut melkoinen määrä väkeä, minkä seurauksena asuminen on kallista. 733 dollarin vuokralla sai pienen huoneen asunnosta, jossa keittiö ja kylppäri jaettiin kämppisten kanssa. ”Ruoka maksaa myös tosi paljon sekä kaupassa että ravintolassa. Kaikista halvimpia ovat pizza ja hampurilaiset. Vuoden aikana tuli hyvin kokeiltua, kuinka monella eri tavalla voi laittaa tonnikalaa ja nuudelia”, Jaakko muistelee. Manhattan School of Musicin opetusmaksu on 27 400 dollaria vuodessa, jos-

ta Jaakko sai onnistuneen soittokokeen perusteella 90 prosentin alennuksen. Kulunkien kattamisessa auttoi Fulbrightin undergraduate-stipendi.

”Amerikassa on oma systeeminsä” ”Koulu ei todellakaan vastannut odotuksia”, Jaakko täräyttää. ”Oli paljon semmoista, mistä teki mieli huutaa: miten tämä voi mennä näin – näillä hinnoilla! Valinnanvapautta ei ollut minkäänlaista.” Kaikeksi onneksi Manhattanin huippuopettajien kanssa toimiminen korvasi kärsimykset. ”John Rileyn ensimmäinen kysymys oli: Miksi olet täällä? Ja kun en osannut heti vastata, hän käski minua ensin selvittämään asian itselleni.” Vaikka koulu ei kaikilta osin vastannut odotuksia, Jaakolla ei silti ole pahaa sanottavaa matkan loppusaldosta. Kaiken lisäksi Amerikassa Jaakolla oli aikaa ja motivaatiota harjoitella soittamista entistä tehokkaammin ja aloittaa uudelleen aiempi pianonsoitto. ”En olisi kehdannut mennä tunneille harjoittelematta. Olisi ollut tyhmää lähteä sinne asti ja jättää tilaisuus hyödyntämättä. Olen aina ollut semmoinen, että jos alan harjoittelemaan, harjoittelen todella paljon. Mutta kaikkein hienointa ehkä oli se, että aloin siellä ollessani kirjoittaa omaa musiikkia.” Jaakko ei lähtenyt suorittamaan tutkintoa eikä osallistunut ennalta järjestettyyn vaihto-ohjelmaan. Tarkoituksena oli viipyä vain vuosi ja poimia undergraduatetasolta valikoituja kursseja. Tämä osoittautui ennakoitua hankalammaksi, koska perustutkintotason kursseilla vaaditaan etenemistä tietyssä järjestyksessä. Oppilaitoksen

ja valinnaisuuden puute saavat Jaakolta pyyhkeitä, oli sitten kyseessä pakollinen opiskelijaruokailu, alle 23-vuotiaiden asuntolapakko tai kirjallisuusesseiden kirjoittaminen. ”Jos joku haluaa mennä tuohon kouluun opiskelemaan, suosittelen aloittamaan siellä ihan alusta tai jatkamaan maisterintutkinnosta eikä hyppäämään väliin, niin kuin minä tein. Mun mielestä taideaineissa tarvitaan kohtuullisen paljon valinnanvapautta. Mutta Amerikassa on oma systeeminsä, eikä se huono systeemi ole sekään. Kyllähän se tuottaa jatkuvasti huipputuloksia.”

Fulbright Leads to Opportunities Mikko Alanne was a Fulbright Center undergraduate grantee from 1993. We received a message from him in September where he shared his news with us: “Following my graduation from Ithaca College in 1997, I’ve been working as a screenwriter and producer in Los Angeles, mostly in television and documentaries. But the biggest news of my career came this past month as United Artists greenlit production on my screenplay PINKVILLE, which will be directed by Oliver Stone, and stars Bruce Willis, Channing Tatum and Michael Pena. While Pinkville tells the story of the infamous My Lai massacre, one of the darkest chapters of the Vietnam war, it also shines a light on moments of courage and heroism among American soldiers who either tried to stop the massacre, or sought jus-

tice for the victims afterwards. A reoccurring theme in my work has been to portray lone seekers of truth and justice, and my passion for those stories really arose during my four years as a grantee, years that I still consider to be the most enriching and important years of my life. I had initially intended to study film production only at Ithaca, but was drawn into dual studies in sociology, which instilled in me a mission to make my work speak to issues of social justice. Not always an easy task in Hollywood, but there are more opportunities than one might first think. I had always dreamed of studying in the United States, which would never have been possible without my Fulbright grant. So what does the grant mean to me? Everything.”

my months and years in Finland. My professional and academic life changed dramatically from the experience and continues to change and evolve. For example, a theater fundraiser is auctioning off The Physics of Purple, my book of letters, essays, and poems about the Fulbright experience, and I am giving a poetry reading from it at a local theater. I will lecture at Oxford University in a few weeks about a view of writers gained from my experience as a Fulbrighter in Finland. Barbara Mossberg now in California I have been detailed by the NEH to the State Department’s Office of UNESCO Affairs. I am working as a foreign affairs officer with responsibility for the “culture” portfolio. This is a welcome assignment, particularly as I became interested in UNESCO’s World Heritage Convention as a Fulbrighter in Finland in Fall 2006. Promoting Finnish Fulbright in the U.S. The Central Virginia Chapter of the Fulbright Association hosted Terhi Mölsä, Executive Director of the Fulbright Center, for a 3-day visit in October that culminated in her keynote address, Contemporary Currents in International Education. The event held at the Kluge-Ruhe Museum of the University of Virginia, welcomed Fulbrighters, current grantees as well as alumni, from the several universities and colleges represented in the area. Receptions and a faculty development seminar were held at nearby Longwood University and at Mary Baldwin College. The chapter, formed just over a year ago, has been very active to bring together former and current Fulbright grantees through activities designed to share local culture and history and to meet one another. Chapter President, Charlotte McDaniel was a Fulbright grantee in Turku in 2002. The Fulbright community that exists around the world has a rich presence in Central Virginia and works to strengthen alumni connections following the grant period.

The Fulbright Alumni Golf Tournament The first ever Finnish Fulbright Alumni golf tournament was played at Kurk golf on the 8th of August in beautiful weather. The atmosphere was great with real Fulbright spirit! Kurk golf had done the very best for us to enjoy our day - the course was in good shape and the food they served was excellent. After the game we spent some time together, sharing our experiences as Fulbrighters.

In Memoriam

Professor Leonard R. Roberts (1947-2007) Professor Leonard (Len) Roberts, former Fulbright Professor at the University of Turku, died after a short illness May 25, 2007, in Bethlehem, PA. He was born March 13, 1947, in Cohoes, NY. After graduating from Siena College, Loudenville, he studied at the University of Dayton, Ohio, completing his M.A. in 1972, and Lehigh University, Bethlehem, where he earned his Ph.D. in 1976. For 33 years he served as Professor of English at Northampton Community College, Bethlehem, teaching American Literature and Creative Writing. Besides being a distinguished academic, Len was a renowned poet. His eleven collections of poems include Counting the Black Angels (1994) and The Troublemaking Finch (1998). He was working on his twelfth anthology, The Disappearing Trick, until his untimely death. He is also known for his translations of poetry. For his impressive poetry and academic excellence Len received several distinctions, including three Fulbright awards, one of which brought him, his wife Nancy, and their son Josh to Finland for the fall semester 1994. In Turku, Len taught American Romantic writers and Creative writing of poetry. He is remembered as a great teacher and colleague. It was not uncommon for a ninetyminute class to be extended by another hour at the request of the students. Len’s life was filled with teaching, writing, translating, and travelling with his family, as well as taking care of their beloved house and grounds in Hellertown, PA. Saddened by his tragic passing, his colleagues, students and readers cannot but feel thankful for his life’s work and his friendship. He will be greatly missed.

Valmiina Seattleen! Orientaatio New Yorkissa käynnisti FLTA-vuoden Viisipäiväinen orientaatio-ohjelma tarjosi pikakurssin amerikkalaiseen yliopistomaailmaan ja vinkkejä opetustyöhön. Foreign Language Teaching Assistant -ohjelma vie minut syyskuussa Seattleen lukuvuodeksi 2007–2008. Lähden opettamaan suomen kieltä ja täydentämään omia opintojani University of Washingtoniin. Ensi kosketukseni amerikkalaiseen yliopistomaailmaan ja elämänmenoon yleensä sain jo elokuussa, kun osallistuin IIE:n (Institute of International Education) ja Columbia Universityn yhteistyössä järjestämään orientaatio-ohjelmaan New Yorkissa. Ohjelman tarkoituksena oli perehdyttää noin 30 ympäri maailmaa saapunutta opetusassistenttia tuleviin työtehtäviinsä. Orientaation alussa olin hieman skeptinen. Etukäteen sähköpostitse saamani ohjelma lupaili perustietoa tuntien suunnittelusta kokeiden arviointiin. Arvelin orientaation olevan suunnattu lähinnä ilman opetuskokemusta työnsä aloittaville opetusassistenteille. En uskonut sillä olevan minulle mitään uutta annettavaa, sillä onhan minulla opetuskokemusta takana jo useamman vuoden verran.

Yliopistomaailmojen erot yllättivät Orientaatioluennot tarjosivat kuitenkin paljon uutta ja hyödyllistä tietoa. Vasta nyt minulle selvisi, miten erilainen amerikkalainen yliopistomaailma on suomalaiseen verrattuna. Opiskelijoiden vuosittain maksamat suuret lukukausimaksut luovat koko systeemille erilaiset lähtökohdat. Maksamiensa rahojen vastineeksi opiskelijat odottavat saavansa viihdyttävää ja heidän omia tavoitteitaan edesauttavaa opetusta. Opettajat ovat yliopistolla ennen kaikkea opiskelijoita varten.

Myös arvosanojen suuri rooli yllätti. Opiskelijoita lukukausimaksuissa auttavien stipendien suuruus on verrannollinen opintomenestykseen. Tästä syystä erinomaisten arvosanojen merkitys on amerikkalaisille opiskelijoille aivan toinen kuin heidän suomalaisille kollegoilleen.

Käytännönläheistä kielenopetusta Yliopistomaailmaan tutustumisen lisäksi orientaatio tarjosi hyviä käytännön vinkkejä itse opetustyöhön. Yhdysvalloissa vieraiden kielten opetuksessa on siirrytty kielioppipainotteisesta opetuksesta autenttisia kielenkäyttötilanteita tarjoavaan ja kohdekielellä tapahtuvaan opetukseen. Meitä kannustettiin luomaan oppitunneistamme sekä kielellisesti että kulttuurisesti elämyksellisiä kokonaisuuksia.

Uudet ihmiset ja haasteet odottavat Vaikka orientaatiopäivät venyivät pitkiksi, meille jäi onneksi myös vapaa-aikaa. Yliopisto järjesti New Yorkin kiertoajelun ja tarjosi mahdollisuuden tutustua amerikkalaisiin opiskelijoihin. Illat kuluivat muiden stipendiaattien kanssa aikaa viettäessä. Eri puolille Yhdysvaltoja suuntaavien opetusassistenttien yhteystiedoista on varmasti hyötyä lukukausien välisiä lomia suunnitellessa. Yhdysvallat ja Teaching Assistant -ohjelma konkretisoituivat minulle orientaatiopäivien myötä. Maassa on oikeasti ihmisiä ja työtehtäviä, jotka odottavat minua. Entuudestaan vieraassa opiskelukulttuurissa opettaminen ja opiskelu tulee varmasti olemaan mielenkiintoista ja haastavaa. Getting ready for Seattle! The purpose of the program was to introduce about 30 teaching assistants coming from around the world to their future work tasks. Before heading to the University of Washington, my first touch with American university life was in August at the IIE (Institute of International Education)-sponsored orientation program held with Columbia University in New York. The five day program offered an intensive course in American university life and tips for handling teaching in an American classroom.

The differences in university systems surprised me Orientation lectures provided lots of new and useful information. It was only now that I understood how different American university life is to Finnish. The tuition fees that students pay annually make the basic starting points quite different. In return for tuition payments, students expect to get entertaining teaching that helps them to further their goals. Teachers are at the universities for the students, after all! Also the important role of grades surprised me. The amount of the stipends and grants depend on how well you do in your studies. Because of this reason, the importance of excellent grades is totally different for American students than for their Finnish colleagues.

Practical language teaching In addition to getting to know university life, the orientation provided good practical tips for teaching. In the U.S., foreign language teachers have moved from emphasizing grammar to teaching that offers authentic language use in context. And they actually do the teaching in the target language. We were encouraged to shape our classes to be both culturally and linguistically rich in experiences.

New people and challenges are waiting Sight seeing was organized in New York, as well as the possibility of getting to know some American students. Evenings were spent together with other grantees. And then the contact information of the teaching assistants was shared to help in planning visits and holidays. The FLTA program became concrete to me during the orientation days. In real life there are people and tasks waiting for me. Teaching and studying in a foreign study culture will certainly be interesting and challenging! Q&A

Kysyimme Danilta, joka on itsekin entinen Fulbright -stipendiaatti, miten FLTA –ohjelma on lähtenyt liikkeelle heidän laitoksellaan.

Minkälaista Suomen kielen ja kulttuurin opetusta järjestetään teidän yliopistossanne?

Suomen kielen opetusta tarjotaan German, Scandinavian and Dutch –laitoksella ja sitä annetaan kolmella eri tasolla (alkeiskurssi, keskikurssi ja edistyneiden kurssi).

Voiko amerikkalainen opiskelija opiskella suomea myös pääaineenaan?

Kyllä voi. Pääaineen nimi on ”Scandinavian Languages and Finnish”, ja opiskelija saa keskittyä nimenomaan suomen kieleen.

Kuinka paljon suomea opiskellaan teidän laitoksellanne? Vuosittain Minnesotan yliopiston kaikilla kolmella suomen kielen kurssilla käy yhteensä noin 40-50 opiskelijaa. Tällä lukukaudella meillä on yhteensä 49 suomen kielen opiskelijaa. Monet myös opiskelevat Suomessa kesäkursseilla tai lähtevät Suomeen opiskelemaan pitemmäksi aikaa.

Voisitko kertoa jotain suomen opetuksesta Yhdysvalloissa yleensä? Suomea voi opiskella yhdessätoista eri yliopistossa ympäri maata ja kiinnostus suomen kieltä kohtaan tuntuu kasvavan vuosi vuodelta. Vaikka monet opiskelijat ovat suomalaista syntyperää, yhä kasvava joukko valitsee suomen kielen muistakin syistä, joita ovat innostus suomalaiseen musiikkiin tai jääkiekkoon tai kiinnostus kieltä kohtaan kielitieteellisestä näkökulmasta.

Mitä FLTA –ohjelma merkitsee teidän laitoksellenne? FLTA-ohjelma tarjoaa meille mahdollisuuden monipuolistaa suomen kielen

ohjelmaa ja antaa opiskelijoille tilaisuuden kuulla eri näkökulmia suomalaisesta elämänmenosta ja kulttuurista. Itse olen teoreettinen kielitieteilijä koulutukseltani, joten halusimme näin alussa suomalaisen kirjallisuuden jatko-opiskelijan, joka voisi jakaa tietoa ja tuntemusta suomalaisesta kirjallisuudesta opiskelijoiden kanssa.

Mitä asioita FLTA –stipendiaatti tulee lukuvuoden aikana tekemään?

Katri käy suomen kielen kursseilla, vastaa opiskelijoiden kysymyksiin, johtaa keskustelutuntia ja pian opettaa kirjallisuutta (lähinnä novelleja ja runoja) kursseilla sekä suunnittelee elokuvailtoja opiskelijoille.

Miten olet itse aikanaan oppinut suomen kielen? Vaikka sukunimeni on suomalainen, olen neljännen polven amerikansuomalainen, ja äidinkieleni on englanti. Isäni vanhemmat puhuivat kuitenkin suomea, joten kuulin kieltä usein lapsena, mutta meille lapsille opetettiin vain muutamia sanoja ja fraaseja. Kun olin 13 vuotta vanha, meillä kävi kaksi sukulaista Kuusamosta ja silloin päätin lähteä jonakin päivänä Suomeen vaihto-oppilaaksi, ja niin lähdinkin sinne 16-vuotiaana Rotary-järjestön kautta. Kävin lukiota ja asuin kahdessa eri isäntäperheessä Helsingissä ja Espoossa. Se oli mahtava, unohtumaton vuosi. Opin suomea puhumalla isäntäperheideni ja suomalaisten kavereideni kanssa sekä opiskelemalla iltakurssilla Helsingin yliopistossa. Myöhemmin opiskelin suomea Minnesotan ja Indianan yliopistoissa ja Fulbright-vuoteni aikana tietenkin kielitaitoni parani vielä enemmän. Suomen kieli on aina ollut erittäin lähellä sydäntäni, ja nautin siitä, että saan jakaa innostukseni kieleen opiskelijoiden kanssa.

FLTA-ohjelma lukuvuodelle 2008 –2009 Finnish Language and Culture Teaching Assistant -apurahaohjelma (FLTA) tarjoaa suomalaisille opiskelijoille mahdollisuuden viettää yhden lukuvuoden yhdysvaltalaisessa yliopistossa. Stipendiaatti avustaa Suomen kielen ja kulttuurin opetustehtävissä ja voi lisäksi täydentää omia opintojaan ja tutkimustaan yliopiston kursseilla. Ohjelman tarkoituksena on tukea ja monipuolistaa Suomen kielen ja kulttuurin opetusta Yhdysvalloissa sekä antaa samalla suomalaisille opiskelijoille mahdollisuus tutustua amerikkalaiseen opiskelu- ja korkeakoulumaailmaan. Suomen FLTA-ohjelma on Fulbright Centerin ja Kansainvälisen henkilövaihdon keskuksen CIMOn yhteistyössä rahoittama ja hallinnoima. Nyt haussa olevat apurahat myönnetään lukuvuodelle 2008–2009. Lukuvuosi kestää 9 kuukautta ja alkaa joko elo- tai syyskuussa 2008 riippuen amerikkalaisen yliopiston aikataulusta. Tänä vuonna FLTA-stipendiaatin voivat vastaanottaa seuraavat amerikkalaiset yliopistot: Columbia University, Finlandia University, Indiana University, University of California, Berkeley, University of Minnesota ja University of Washington. TOEFLiBT-testi mittaa kuuntelu-, lukemis-, puhumis- ja kirjoitustaitoa sekä kykyä kommunikoida akateemisessa ympäristössä. Rinnastamalla testin tulokset yhteiseurooppalaiseen viitekehykseen määriteltiin vähimmäispisteet vastaamaan kutakin taitotasoa. Vähimmäispisteet määriteltiin TOEFLiBT-testin kokonaispistemäärän lisäksi myös yksittäisille testiosioille.

by Americans. He analyzes these patterns by providing short, actual conversations that serve to highlight the meaning and functionality of silences and of small talk. Often drawing from his own real-life experience for examples, Professor Carbaugh’s arguments are both humorous and persuasive.

Donal Carbaugh Fulbright Bicentennial Chair 2007-08 Donal Carbaugh is currently serving as Distinguished Fulbright Professor and Bicentennial Chair of American Studies at the Renvall Institute of the University of Helsinki. Until January, he is accompanied by his wife, Lu Anne Halligan Carbaugh who is Chair of the Department of Digital Media Production at Springfield Technical Community College in Springfield, Massachusetts. The Carbaugh family first traveled to Finland in January 1993 when Donal received a Fulbright appointment to teach and to research Intercultural Communication at the Universities of Tampere and Jyväskylä. As hiking and skiing enthusiasts, they enjoyed living in central Finland with their then five year old twin sons, Andrew and Jonathan. Since that time, the family has returned to Finland for various visits, spending several weeks in Turku during the late spring and summer of 2000. In addition to his duties as Professor at the University of Massachusetts, Amherst, Massachusetts, Professor Carbaugh is Chair of an Advisory Group for the United Nations Institute for Disarmament Research. This group is focused on new ways of conducting Security Needs Assessments in “post-conflict societies.” His general research interests focus upon

cultural philosophies of communication, identity, and more specifically, the ways culturally distinctive practices get woven into international and intercultural interactions. His studies focus upon Native American, popular American, Russian, and Finnish communication practices, with special attention to the relationship between language use, culture, spirit, and nature. His published research has appeared in many major academic journals, in several countries including Finland, Germany, Italy, and Russia, in several languages, and includes the book, Talking American: Cultural Discourses on DONAHUE, which was identified as “a favorite book of the past 25 years” in Contemporary Sociology. Professor Carbaugh’s most recent book, Cultures in Conversation, was designated the Outstanding Book of the Year by the International and Intercultural Communication Division of the National Communication Association. This book, a primary reference this semester in his lecture course at the University of Helsinki, includes many examples of intercultural communication challenges, for example, the use of silence in Finnish conversation and small talk in American conversation. These are well-known aspects of each communication style but are viewed from quite different perspectives by Finns and

Another interesting way to look at cultures and communication is through investigation of the use of place-naming and storytelling. As a young man Professor Carbaugh spent some of his summers working for the U.S. Park Service, giving tours of Glacier National Park in Montana. The park area, territory once belonging to the indigenous Blackfeet people, became a national park in 1910. This personal experience, augmented by substantial periods of observational research, he now uses as source material to analyze a genre of language called “tour talk.” The contrast between tour talk used by the Blackfeet guides, compared with non-native guides, is significant and demonstrates how place-naming and storytelling are two communication practices that join to create the sense of place. What information is important to share with others when describing or explaining places can be quite different from culture to culture. This insight offers another way to look at how communication and culture are mutually interactive. Professor Carbaugh is the recipient of numerous awards for distinguished teaching and research. Since 1992 he has held a position as Visiting Senior Member of Linacre College, a graduate college of Oxford University, England, and has held academic appointments at the University of Pittsburgh and at other universities in the United States, Europe, and Asia. He is a Senior Fulbright Specialist, and was in the Fall of 2005 elected into the Communication Hall of Fame at the University of Washington. Professor Carbaugh began his Fulbright duties during his own Fall orientation program, when accompanied by his Finnish colleague Dr. Saila Poutiainen of the University of Helsinki, together they provided an insightful overview of Finnish and American discourse and conversational patterns for the incoming American grantees. Not only is he engaged in a fascinating topic, but during lectures, it is evident that Professor Carbaugh communicates with a fluency and accessibility of style that any audience can appreciate.
