Strengthening the Ties Between Us From the Executive Director The benefits of Fulbright awards to individuals are well documented. A Fulbright grant period is often a transformative experience, both professionally and personally, as described by a 1954-55 Finnish alumnus, Mr. Tauri Aaltio (page 12). There is far less discussion, however, of the advantages accrued, for instance, by university departments that support their faculty pursuing Fulbright grants. Particularly in times of shrinking resources when department chairs are weighing the cost of covering an absent faculty member who receives a Fulbright, it is important to remember that the value of a Fulbright for the department itself can be profound. As Professor and Department Chair Marilyn J. Amey from Michigan State University clearly points out in her article (p. 14), the collective benefits of the Fulbright often far exceed the benefits to the individual scholar. A Fulbright grant can lead to sustainable and mutually beneficial cooperation between departments and eventually expand into a university level cooperation, as we can read from Senior Music Lecturer David Yoken’s account of the cooperation between his home institution, the Turku University of Applied Sciences, and Northwestern University (p. 15). Similarly, artists and professionals can leave their permanent mark that reaches far beyond their own fields, as pointed out by our Honorary Chair, Ambassador Bruce J. Oreck in his column (p. 2). All of these accounts are prime examples of precisely the kind of impact that the Finnish-American Fulbright program is aiming for: successful individual Fulbright experiences where the tangible benefits expand beyond the grantees to the institutions and communities around them. The year 2009 marks the 60th Anniversary of the ASLA-Fulbright Program (p. 20). Please join us as we celebrate the over 5000 Finnish and American alumni of our programs and their contribution to the arts and sciences and to our societies at large. Terhi Mölsä

This year marks two milestones in the relationship between the United States and Finland. Ninety years ago our two countries first established formal diplomatic relations, although the United States had been welcoming immigrants from Finland for much longer. Sixty years ago we saw the start of the Amerikan Suomen Lainan Apurahat (American Loan Grants to Finland) Program, the direct predecessor of today’s Fulbright Program. Despite the hardship of the Great Depression, Finns continued to make payments on First World War loans from the United States, which earned much good will for Finland. In recognition of Finland’s commitment to repay, our Congress voted in 1949 to redirect these loan payments into an educational exchange program that three years later grew into the Finnish Fulbright Program. It is no accident that educational exchange has been at the heart of the warm relations between the United States and Finland. Finland has been an enthusiastic participant in Fulbright exchanges for students and scholars. Thanks to the Fulbright Program, over the years more than 3,500 Finns and 1,500 Americans have pursued educational opportunities in our two countries. Newer programs, such as the Finnish Language and Culture Teaching Assistant Program, the Fulbright Specialist Program and the Distinguished Fulbright Awards in Teaching Program, have enriched these exchanges. The Fulbright Center has also been successful in creating strong alliances with the private sector which reflected the Finnish commitment to education. Fulbright awards are provided in partnership with the Nokia Foundation, the Saastamoinen Foundation and the Technology Industries of Finland Centennial Foundation, among others. Each Fulbright participant, whether American or Finnish, has an important story to tell. Some are well known in both our countries. Architect Daniel Libeskind, U.S. Fulbright Scholar to Finland, is the creative mind behind the master site plan for

rebuilding the World Trade Center at Ground Zero in New York. Conductor and composer Leif Segerstam, a Fulbright student at the Juilliard School of Music, has amazed and inspired millions during his brilliant tenure at the Helsinki Philharmonic Orchestra. It is telling that both these Fulbright alumni are in creative fields. Like so many Americans, I admire Finland's remarkable achievements in education, technology, design, and the arts. Secretary of State Clinton often uses the term smart diplomacy, by which it is meant making the best possible use of all our resources, especially human resources. I think the Fulbright Program is one of the smartest things the United States does to build understanding between my country and the rest of the world. Individual students, scholars, teachers, artists and professionals build personal bridges that, over time, link schools, universities and cultural institutions of every kind. I am delighted that Finns share my passion for educational exchange and grateful that for 60 years, your government has supported this passion with unwavering commitment. The ties between the United States and Finland have never been stronger. They are based on a solid foundation of common values and the shared aspirations of our peoples for a stable, just and prosperous world. We are committed to keeping these ties strong with the help of a thriving Fulbright Program in Finland.

Ennätysmäärä hakijoita - Ensimmäiset 2010−2011 Fulbright Center on myöntänyt ensimmäiset stipendit lukuvuodelle 2010−2011. Ensimmäisten joukossa valittiin suomalaisten korkeakoulujen kanssa yhteisrahoitetut post doc -tutkijastipendiaatit, Fulbright-Technology Industries of Finland -tutkijastipendiaatit sekä stipendiaatit jatko-opiskelijoille tarkoitettuihin Fulbright-ohjelmiin. Opiskelijoita valittiin yhteensä 17 ja post doc -tutkijoita kolme. Stipendit ovat 15 000−50 000 dollarin suuruisia. Lisäksi yksi jatkoopiskelijastipendeistä jaettiin kansainvälisessä haussa olleessa Fulbright Inter-

national Science and Technology Award -ohjelmassa, johon sisältyy rahoitus koko tohtorin tutkintoa varten Yhdysvalloissa. Hakemusten taso oli erittäin korkea ja hakemusten määrä jatkaa nousuaan. Kesällä päättyneisiin hakuihin tuli hakemuksia yhteensä 58, mikä on jälleen edellisvuotta enemmän. Hakijat edustivat laajasti eri tieteenaloja. Noin kolmasosa hakijoista oli yhteiskuntatieteilijöitä, vahvasti olivat edustettuina myös kauppa- ja taloustieteet, insinööritieteet sekä taidealat. Hakijat edustivat toistakymmentä eri korkeakoulua, mukana kaksi ulkomaista

yliopistoa. Yli puolet hakijoista tähtää kokonaisen tutkinnon suorittamiseen Yhdysvalloissa. Uusille stipendiaateille järjestettiin Fulbright Centerissä ensimmäinen valmennustilaisuus lokakuussa heti valintojen jälkeen. Seminaarissa perehdyttiin yliopistopaikan hakuun Yhdysvalloissa, opiskelijavalinnassa käytettäviin testeihin ja niihin valmentautumiseen, Fulbrightetuisuuksiin ja muihin uusien stipendiaattien kannalta tärkeisiin käytännön asioihin, joilla pohjustetaan Yhdysvaltoihin lähtöä vuoden 2010 syksyllä.

Orientation

Welcoming American Grantees 2009-2010 t August saw our new group of American grantees arriving at the Fulbright Center for their orientation to Finland and to the Fulbright Program. Visits to a variety of places in Helsinki allowed the newcomers to see many different sites, including the Sibelius Monument and Senate Square, and they were graciously hosted at the Ministry for Foreign Affairs, the U.S. Embassy, and the Ateneum art museum. Museum Director Maija TanninenMattila, an ASLA-Fulbright alumna, welcomed grantees to Ateneum. Grantees learned about Finnish culture and history during the Ateneum visit which included also a lecture on â&#x20AC;&#x153;Finnish Culture and History Seen thought the Arts.â&#x20AC;? Later in the day, the Ministry of Education provided the Fulbrighters an introduction to the higher education system in Finland. Piritta Asunmaa, Deputy Director General, welcomed the grantees to the Finnish Ministry for Foreign Affairs, where they heard presentations on the Finnish Economy by

The new U.S. Ambassador to Finland, Bruce Oreck, presented his credentials to President Halonen in September. Oreck arrived in Finland early in order to make it to the U.S. Embassy Fulbright reception in August where he and his wife, Mrs. Cody Oreck, greeted the new grantees, joining in the celebration of the 60 th anniversary of the ASLA-Fulbright Program. The American Ambassador to Finland serves as the Honorary Chair of the Fulbright Center. The reception offered a fine opportunity for grantees to network with their university hosts as well as other professionals and organization representatives involved in Finnish-American exchanges. 8

Chief Economist Jukka Palokangas from the Federation of Finnish Technology Industries, and on Finnish communication by Dr. Saila Poutiainen from the University of Helsinki. The three-day orientation included also details about the practicalities of being a Fulbright grant recipient as well as provided opportunities to chat with one another and to meet Fulbright alumni. The Grantees come from many different U.S. cities and universities, including Columbia University in New York, School of the Art Institute in Chicago, Brown University in Rhode Island, Portland State University in Portland, Oregon, and University of Cincinnati, Stanford and others. 14 of this yearâ&#x20AC;&#x2122;s graduate student, scholar, and teacher grantees arrived for the Fall semester and another 7 will be arriving in the Spring. Also approximately 10 short-term grantees will be arriving during the Spring.

Korkeakoulutuksen akkreditointi Yhdysvalloissa Yhdysvalloissa akkreditoinnilla tarkoitetaan korkeakoulujen vapaaehtoista vertaisarviointia. Akkreditoinnin tarkoitus on valvoa ja edistää koulutuksen laatua. Akkreditointi voi olla oppilaitoskohtainen tai ohjelmakohtainen.

Miksi akkreditoidaan? Yhdysvalloissa liittovaltio ei valvo korkeakoulujen opetussuunnitelmia, toimia ja tavoitteita, vaan päätöksenteko tapahtuu osavaltiotasolla. Osavaltio ei kuitenkaan saa puuttua korkeakoulujen sisäisiin päätöksiin. Näin ollen kaikilla, myös osavaltion rahoittamilla korkeakouluilla on hyvin itsenäinen asema. Päätöksenteon autonomia on perusta yhdysvaltalaisen korkeakoulukentän monimuotoisuudelle ja laajuudelle. Ajatus laadunvalvonnan tarpeellisuudesta on alun perin lähtöisin 1800-luvun lopulta, jolloin uusia korkeakouluja perustettiin nopeaan tahtiin. Yliopistot muodostivat vapaaehtoisuuteen pohjautuvia yhdistyksiä, jotka ottivat tehtäväkseen korkeakoulujen laadun sertifioinnin ja jäsenyliopistojen ja niiden tarjoaman opetuksen vahvistamisen. Jäsenmäärien jatkuvasti kasvaessa maahan syntyi kuusi alueellista akkreditointikomissiota (regional), jotka vastasivat tietyn maantieteellisen alueen korkeakoulujen akkreditoinnista. Jokainen näistä organisaatioista määritteli jäsenyys- eli akkreditointikriteerinsä itsenäisesti. Aluksi jäsenyys oli rajoitettu perinteisille yliopistoille, mutta myöhemmin ne ottivat tehtäväkseen myös mm. kaksivuotisten community college -oppilaitosten akkreditoinnin. Nykyisin kuusi alueellista komissiota akkreditoi mm. yliopistoja, collegeja, community collegeja ja etäopintoja tarjoavia oppilaitoksia. Monen oppilaitoksen tarjoama opetus ei sopinut alueellisten akkreditointikomissioiden kriteereihin, eikä niille myönnetty jäsenyyttä. Tähän tarpeeseen oppilaitokset muodostivat omia, koko maan kattavia akkreditointiorganisaatioita (national). Näistä esimerkkejä ovat uskonnollisesti suuntautuneita oppilaitoksia akkreditoiva Association for Biblical Higher Education ja yksityisiä ammattiin kouluttavia oppilaitoksia akkreditoiva Accrediting Council for Independent Colleges and Schools. Nykyisin erot akkreditointiperusteissa kansallisten ja alueellisten organisaatioiden välillä ovat pienentyneet. Oppilaitoskohtaisen akkreditoinnin lisäksi on olemassa ohjelmakohtainen akkreditointi (specialized/programma10

tical), jota käytetään erityisesti aloilla, joiden harjoittamista osavaltiot säätelevät. Tällaisia ovat esimerkiksi lääketiede, oikeustiede ja arkkitehtuuri. Näillä aloilla tutkinto pitää olla suoritettu ohjelmassa, joka on tietyn akkreditointiorganisaation jäsen. Esimerkkinä mainittakoon arkkitehtiohjelmia akkreditoiva National Architectural Accrediting Board. Joillakin aloilla hyväksyttyjä akkreditoijia on useita. Alakohtaista akkreditointia käytetään myös mm. musiikin, taiteiden ja journalismin aloilla. Niin alueelliset, kansalliset kuin ohjelmakohtaiset akkreditointikomissiot ovat itsenäisiä, yksityisiä ja voittoa tavoittelemattomia organisaatioita.

Akkreditointiorganisaatioiden valvonta Yhdysvalloissa lähes kuka tahansa voi perustaa akkreditointiorganisaation. Akkreditointiorganisaatiot ovatkin perustaneet Council for Higher Education Accreditationin (CHEA) kattojärjestöksi, jonka tarkoitus on valvoa jäsentensä toimintaa. CHEA:n verkkosivuilla on luettelo sen jäsenistä ja niiden akkreditoimista oppilaitoksista. Yhdysvaltain liittovaltio ei osallistu yliopistojen akkreditointiin, mutta yliopistolla, joka haluaa saada liittovaltion rahoitusta pitää olla akkreditointi maan opetusministeriön, U.S. Department of Education (USDE), tunnustamalta akkreditointikomissiolta. CHEA:n lokakuun 2008 tilastojen mukaan CHEA:n tunnustamia akkreditoijia on 60 ja USDE:n 58. Näistä 38 akkreditoijalla on molempien tunnustus. CHEA:n ja USDE:n tunnustamien komissioiden jäsenoppilaitoksia on Yhdysvalloissa yhteensä hieman yli 7 000 ja akkreditoituja ohjelmia yli 19 000.

Kaikki alueelliset akkreditointiorganisaatiot vaativat jäseniltään, että ne toimivat korkeakoulutuksen alalla ja että niiden toiminnalla on selkeät tavoitteet. Yliopistojen pitää myös pystyä todistamaan, että niillä on taloudelliset, akateemiset ja rakenteelliset resurssit tavoitteiden saavuttamiseksi. Jäseniltä vaaditaan myös jatkuvaa itsearviointia ja kehityksen suunnittelua.

Mihin akkreditointia käytetään? Akkreditointi on oppilaitoksen ensisijainen tapa osoittaa tarjoamansa koulutuksen laatu opiskelijoille ja muulle yleisölle, mm. toisille yliopistoille. Esimerkiksi opiskelijan halutessa siirtää opintopisteitä oppilaitoksesta toiseen päätöksen tekevän oppilaitoksen perusvaatimus on usein, että pisteet on ansaittu toisessa akkreditoidussa oppilaitoksessa. Myös liittovaltio käyttää akkreditointia kriteerinä myöntäessään rahoitusta oppilaitoksille ja opintotukea yksittäisille opiskelijoille. Suomessa mm. KELA käyttää akkreditointia yhtenä perusteena myöntäessään opintotukia Yhdysvaltoihin suuntaaville vaihto- ja tutkinto-opiskelijoille. Kanadan korkeakoulutusjärjestelmät Kanadassa koulutusjärjestelmä on monimuotoinen ja hajautettu. Maassa ei ole liittovaltiollista opetusministeriötä vaan liittovaltion provinssit ovat hyvin itsenäisiä – myös koulutuksen järjestäminen on niiden vastuulla. Kukin provinssi vastaa alueellaan koulutuksen taloudellisesta, lainsäädännöllisestä ja hallinnollisesta järjestämisestä sekä koulutuksen tavoitteista ja rakenteesta. Näin ollen voi sanoa, että jokaisella provinssilla on oma koulutusjärjestelmänsä. Oppilaitokset saavat pääasiallisesti rahoituksensa provinsseilta tai territorioilta, eikä Kanadassa ole yksityisiä yliopistoja. Maan yli 90 korkeakoulussa opiskeli Statistics Canadan mukaan lukuvuonna 2008−2009 täysipäiväisesti lähes 800 000 opiskelijaa, joista yli 70 000 tuli maan rajojen ulkopuolelta. Vaikka korkeakoulutusjärjestelmien rakenteet vaihtelevat provinssista ja territoriosta toiseen, on niillä myös paljon yhteistä.

Ammatilliset opinnot Ammatilliset opintokokonaisuudet voidaan Kanadassa jakaa kahteen pääryhmään: yksivuotiset certificate-ohjelmat ja kaksivuotiset diploma-ohjelmat. Ammatillisissa oppilaitoksissa suoritettuja opintoja ei yleensä hyvitetä yliopistoissa, ellei kyseessä ole transfer-ohjelma, jonka opintosuoritukset ovat siirrettävissä osaksi paikallisen yhteistyöyliopiston Bachelor -tutkintoa. Ammatillisia opintoja tarjoavat oppilaitokset ovat yleensä nimeltään college, community college tai university college. Quebecissä ammatillisista oppilaitoksista käytetään nimitystä Cégep. Näissä oppilaitoksissa voi suorittaa kaksivuotisia, yliopisto-opintoihin valmentavia tutkintoja tai kolmivuotisia ammatillisia tutkintoja. Kaksivuotinen cégep-tutkinto on yksi perusedellytys Quebecin yliopistoihin haettaessa.

Perustutkinto-opinnot Perustutkinto (Bachelor’s Degree) on Kanadassa kolmi- tai nelivuotinen. Nelivuotinen tutkinto (Bachelor with Honours) on yleisempi, sillä se on kriteeri jatko-opintoihin haettaessa. Honours-ohjelmissa painotetaan voimakkaammin pääaineopintoja ja opiskelijan opintosuoritusten tasovaatimukset ovat korkeammat. Kanadalaiset Bachelor- ja Bachelor with Honours -tutkinnot vastaavat tasoltaan ja laajuudeltaan lähinnä suomalaista alempaa korkeakoulututkintoa. Perustutkinto-opintoja tarjoavat oppilaitokset ovat yleensä nimeltään university

Jatko-tutkinnot ja yliopistolliset ammattitutkinnot Jatkotutkintoihin Kanadassa luetaan graduate-opinnot ja yliopistolliset ammattitutkinnot eli First Professional Degree -opinnot. Jatkotutkintoja tarjoavat oppilaitokset ovat yleensä nimeltään university. Master’s -tutkinnon suorittaminen vaatii vähintään yhden, yleensä kahden vuoden lisäopinnot nelivuotisen perustutkinnon jälkeen. Master’s -tutkinnon suorittajilta vaaditaan yleensä joko loppukokeen suorittamista, tutkielman kirjoittamista tai muunlaista osoitusta opintoalansa hallitsemisesta. Master’s degree vastaa lähinnä suomalaista ylempää korkeakoulututkintoa. Tohtorintutkinnoista yleisin on Doctor of Philosophy, PhD. Tohtorintutkinnon suorittaminen kestää vähintään kolme vuotta,

joista yleensä vähintään yksi vuosi täytyy viettää kampuksella. Yleinen pohjakoulutusvaatimus tohtoriohjelmiin on Master’s -tutkinto. Erikoistapauksissa yliopistot saattavat kuitenkin hyväksyä opiskelijoita tohtoriohjelmaan suoraan Bachelor with Honours -tutkinnon suorittamisen jälkeen. Yliopistollisia ammattitutkintoja (first professional degrees) voi suorittaa mm. oikeustieteessä, arkkitehtuurissa ja lääketieteessä. Näihin ohjelmiin pyrittäessä opiskelijalla täytyy olla yleensä vähintään kahden tai kolmen vuoden perustutkintoopinnot suoritettuna. Koulutusohjelmien kesto vaihtelee aloittain. Muun muassa oikeustieteen tutkinnon suorittaminen kestää kolme vuotta ja lääketieteen tutkinnon neljä vuotta. "Suomen kielen kieliopillisiin piirteisiin tutustuin kielitieteen laitoksella ja päätin muuttaa Suomeen opiskelemaan kieltä ja kirjoittamaan graduani." ASLA-Fulbright 60 years

Tauri Aaltio, ASLA-stipendiaatti 1954-55:

”Stipendivuosi on ollut elämäni kivijalka” ASLA-stipendiaatit Kalevi Heinilä (vas.) ja Tauri Aaltio vapaalla Kalifornian yliopistossa Berkeleyssä talvella 1955. Heinilästä tuli sittemmin Jyväskylän yliopiston rehtori.

Kielitaito, amerikkalaisuuden tuntemus ja monipuolinen kansainvälinen kokemus avasivat Aaltiolle ovet työelämään – ensin Amerikan suurlähetystössä ja sitten Suomi-Seuran pitkäaikaisena toiminnanjohtajana. Juuri armeijan käynyt lainopin kandidaatti Tauri Aaltio oli ensimmäisessä työpaikassaan Asuntosäätiön lakimiehenä, kun hän näki sanomalehdessä mielenkiintoisen ilmoituksen: Amerikan opetussäätiö Suomessa tarjosi haettavaksi vuoden mittaisia stipendejä Yhdysvaltoihin lukuvuodeksi 1954-55. Nuorukaisen uteliaisuus heräsi. Isä oli ollut 10 vuotta Suomen konsulina Minnesotassa, ja Amerikka oli sen vuoksi kotona jokapäiväinen puheenaihe. Aaltio lähetti vapaamuotoisen hakemuksen, jossa esimerkiksi kertoi olleensa RUK:n oppilaskunnan puheenjohtaja ja osallistuneensa aktiivisesti Hämäläis-Osakunnan 12

toimintaan muun muassa vt. kuraattorina. Kolme vuotta kouluenglantia ja käytännön harjoitus kotona vierailleiden isän amerikkalaistuttujen kanssa olivat antaneet riittävän perustan kielitaidolle. ”Ei englantini kaksinen ollut, mutta kielikoe meni läpi, ja ilmeisesti jonkin erehdyksen takia onnistuin saamaan stipendin”, Aaltio virnuilee kotonaan Keravalla.

Jo tätä ennen Aaltio oli viettänyt aikaa ulkomailla: kuukauden Uppsalassa Hämäläis-Osakunnan vaihtostipendillä, kuukauden Länsi-Berliinissä Helsingin yliopiston ylioppilaskunnan stipendillä, ja talvella 1953 hän oli perehtynyt kuukauden verran amerikkalaisuuteen Salzburgissa Itävallassa eurooppalaisille nuorille tarkoitetussa seminaarissa. Ylemmän oikeustutkinnon vuonna 1952 suorittanut Aaltio oli ASLAhakemuksessaan kertonut haluavansa opiskella kansainvälistä kauppaoikeutta koskevia asioita. Sopivien kurssien puuttuessa hän päätyi opiskelemaan valtiotiedettä (political science) University of California, Berkeleyn valtiotieteellisessä tiedekunnassa. ”Ensimmäisinä kuukausina opetuksen seuraaminen oli haasteellista, mutta vähitellen aloin ymmärtää melkein kaiken, mitä professorit puhuivat”, Aaltio muistelee. Suomessa valtaosa opiskeluajasta oli kulunut tenttikirjojen pänttäämiseen ja luennoilla istumiseen. Yhdysvalloissa ajankäyttö painottui toisin. ”Puolet ajasta istuimme kirjastossa perehtymässä tiettyyn aiheeseen, josta kirjoitimme professoreille 5-10 konekirjoitusliuskan mittaisia aineita. Noin viidennes ajasta meni luentoihin ja loput 30 prosenttia tenttilukuihin.” Vuoden aikana Aaltio laati viidelle professorille kaikkiaan toistakymmentä isotöistä kirjoitelmaa. Se auttoi oppimaan tehokkaasti.

Yllättäviä haasteita

Kahdenkymmenen ASLA-stipendiaatin joukossa Tauri Aaltio lensi New Yorkiin elokuussa 1954. Puolet ryhmästä lähetettiin kuukaudeksi orientoitumiskurssille ja toinen puoli amerikkalaisiin perheisiin vetreyttämään kielitaitoaan ennen lukukauden alkua. Aaltio vietti kuukauden

Berkeleyssä oli opiskelijoita kymmenistä eri maista. Syyslukukauden Aaltio asui International Housessa, jossa asui neljä muutakin suomalaista. Yhdessä he osallistuivat lähistöllä asuvien amerikansuomalaisten järjestämään itsenäisyyspäivän juhlaan. Aaltio soitti pianoa ja säesti suo-

Elämä maistuu hyvältä

Kaksi vuotta Yhdysvalloissa sujahtivat ilman koti-ikävää. Yhteyksiä Aaltio oli pitänyt kirjoittamalla kotiin kerran viikossa. Kun hän elokuussa 1956 palasi Suomeen, hänellä oli tuomisinaan Master of Arts in

Ex-stipendiaattien yhdistys, ASLA Alumni Association, oli jo olemassa, kun Aaltio syksyllä 1956 palasi Suomeen. Hän liittyi yhdistykseen ja toimi sen puheenjohtajana kaksi vuotta.

”Minulla näyttää olevan sellainen vamma, että jäseneksi liittyessäni päädyn usein myös yhdistyksen puheenjohtajaksi”, hän tuumaa. Vuonna 1965 julkaistiin Tauri ja Maija Aaltion yhdessä kokoama ASLA Directory vuosien 1950-1963 ASLA-stipendiaateista. Tänään Tauri Aaltio on ainoa elossa oleva ASLA-Fulbright Alumni r.y:n kolmesta kunniajäsenestä. Kaksi muuta olivat senaattori J. William Fulbright ja Suomessa toimineen Amerikan opetussäätiön pääsihteeri Sven-Erik Sjögren. Tauri Aaltio asuu Keravalla valoisassa ja rauhallisessa kerrostalokodissa, johon hän muutti kymmenen vuotta sitten Kirsti-puolisonsa kanssa. Maija kuoli vuonna 1996, ja myös Kirsti oli jäänyt leskeksi, kun sattuma ajoi heidät ottamaan yhteyttä toisiinsa 1990-luvun lopulla. Tauri oli tuolloin puheenjohtajana Kauniaisten suomalaisten seniorien yhdistyksessä – hänen lanseeraamansa nimitys ’eläkeläisten’ tilalle – ja hän pyysi Kirstin sinne kertomaan ideoimansa Vapaaehtoisen hyvinvointityön keskuksen toiminnasta. He tunsivat toisensa jo lapsuudessa: Tauri oli Kirstin veljen luokkatoveri ja 11-vuotiaan Kirstin ensimmäinen ihastus. Yhteiskunnalliset luottamustehtävät Tauri Aaltio on nyttemmin jättänyt, mutta piano soi yhä päivittäin Chopinin, Bachin tai Schumannin säveliä. ”Elämä on oikein hyvää”, 81-vuotias Aaltio myhäilee. Siihen kuuluvat omat ja Kirstin lapset ja lastenlapset sekä Kirstin lastenlastenlapset. Kirstin kanssa matkustellaan ulkomailla, ja kotimaassa kuljetaan Keravan ja Lempäälän kesäkodin väliä. ”Kiirettä meillä ei ole koskaan, mutta aikataulu on tiukka”, he nauravat. Kodin seinällä on kehystetty todistus University of California, Berkeleyssä suoritetusta M.A.-tutkinnosta. The Collective Benefits of Fulbright Exchang The benefits of Fulbright Scholar Awards to individual faculty members are well documented. There is far less discussion, however, of the advantages accrued by departments that support faculty pursuing Fulbright grants. Professor Marilyn Amey, Chair of the Department of Educational Administration at Michigan State University, makes the case here based on her own department’s extensive experience. Respectively, on the Finnish side, Senior Lecturer David Yoken shares his account of the positive outcomes of the Fulbright cooperation in “Reunion and Resonance”. And to complete the view, Dr. Jussi Kivistö shares his voice on his current experience as a Fulbright scholar at Michigan State University. The benefits of Fulbright Scholar Awards to individual faculty are well documented. The prestige and selectivity of the award brings recognition to the faculty member and is often used as a quality indicator in different program assessments. But, there is far less discussion of advantages accrued by departments that support faculty pursuing Fulbright grants. In times when resources are continually scrutinized and often shrinking, in spite of any benefits gained, department chairs are forced to carefully weigh the costs of covering an absent faculty member who receives a Fulbright. As opposed to considering the Fulbright as only a benefit to the individual and a cost to the department, we need to see the possibilities potentially gained for departments when supporting those who participate in this prestigious international experience.

Reunion and Resonance: How a Fulbight Senior Specialist Position Created Sustainable Cooperation Between the Turku University of Applied Sciences and Northwestern University. The relationship between Professor Billy Siegenfeld, Charles Deering McCormick Professor of Teacher Excellence at Northwestern University, Evanston, Illinois and the TUAS Department of Dance began in 2005 when Professor Siegenfeld first visited the Arts Academy as a Fulbright Senior Specialist. The background to this Fulbright position developed after Senior Music Lecturer David Yoken researched and found Professor Siegenfeld’s academic, professional, and creative activities to be of great significance for the Arts Academy. David met with Billy when he and his Jump Rhythm Jazz Project dance company from Chicago, Illinois, USA were performing at the URB Festival in Helsinki in the summer of 2000. David saw the exciting vitality and rhythmic joy of Billy’s choreography and began a long-distance dialogue that resulted in Professor Siegenfeld being appointed as a Fulbright Senior Specialist. This was the first time in the history of the Turku Polytechnic/Turku University of

Applied Sciences that a Fulbright position was held by a visiting teacher. The entire Department of Dance staff, along with the Arts Academy’s International Coordinator, worked closely with the Fulbright Center in Helsinki to make this 2005 residency a great success. Professor Siegenfeld is a recognized international academic researcher, as well as a gifted choreographer/dancer. This 2005 teaching/performing residency had a tremendously positive impact upon the Department of Dance. The Arts Academy was determined to bring Billy Siegenfeld back as a guest artist-teacher, and now they eagerly look forward to his fifth teaching residency in May 2010. Since 2005, the overall teaching context with Professor Siegenfeld has grown each year, and the US Embassy in Helsinki has graciously assisted us with financial support for a number of these

A highlight of the fall 2008 teaching residency included a performance at the Finnish National Opera’s Ballet School with students from the Finnish National Theatre Academy also attending. This event in Helsinki was supported with a grant from the US Embassy. Northwestern University and the Turku University of Applied Sciences Arts Academy signed a Memorandum of Understanding in November 2007. The memorandum pledges cooperative relations between the two universities and mutual enrichment of their teaching programs. The concrete and direct result of this signed agreement occurred in spring 2009, when two Department of Dance students, Mirva Väänänen and Saana Ojala, were selected as “visiting undergraduate scholars” to attend the Department of Dance at Northwestern University. Through Professor Siegenfeld’s tireless efforts, this residency was truly successful for both Finnish students. Saana and Mirva also completed their work placement-internships as junior company members in the Jump Rhythm Jazz Project in Chicago. The future ongoing relationship between the Turku University of Applied Sciences and Northwestern University now ventures into the area of music. There is a proposed reciprocal student invitation for a Northwestern University, Bienen School of Music graduate composition student to be in residence with the TUAS Music Academy’s Aboa Nova, contemporary music ensemble. Other artistic disciplines are also in the plans with regards to this academic/artistic exchange between our two institutions. The Coveted Bankroft Price for Pekka Hämäläinen Pekka Hämäläinen, Associate Professor at University of California, Santa Barbara, was selected in spring 2009 by the Organization of American Historians (OAH) to receive the 2009 Merle Curti Award, which is given annually for the best book published in American social and/or intellectual history. The groundbreaking book, The Comanche Empire (Yale University Press), uncovers the lost story of the Comanche Indians and the vast and powerful empire they built in the eighteenth and early nineteenth centuries. The volume challenges the idea of indigenous peoples as victims of European expansion and offers a new perspective on the history of the colonization of North America. Pekka Hämäläinen was an ASLA-Fulbright Graduate grantee at University of Nebraska, Lincoln in 1995-96. Hämäläinen earned his Ph.D. from the University of Helsinki in 2001. The Comanche Empire is based on his awardwinning dissertation. In 2003-05, Hämäläinen was a fellow at the Helsinki Collegium for Advanced Study.

Beginners and Pros Alike Grabbed Golf Clubs at the Annual Alumni Golf Event Wonderful weather, top tournament for the skilled, and outstanding teaching for the beginners, delicious soup, and having a good time; this summarizes the 3rd Annual Fulbright Alumni Golf Tournament that took place in June at Kurk Golf in Kirkkonummi. For the first time also players without the green card (read ‘beginners’) were invited to participate on the golfing day at Kurk Golf. ETS Personal Potential Index

Standardoitua tietoa henkilökohtaisista kyvyistä Oppilaitokset voivat tätä nykyä saada hakijoilta standardoitujen testitulosten lisäksi myös standardoidun arviointiraportin hakijoiden henkilökohtaisista kyvyistä. Educational Testing Service (ETS) on kehitellyt viimeisten vajaan kymmenen vuoden ajan mittaria, joka täydentää kuvaa graduate-opintoihin hakevien opiskelijoiden henkilökohtaisista kyvyistä, niin kutsutuista ”pehmeistä taidoista”. Työn tuloksena syntyi Graduate Records Examination (GRE) -tasotestin yhteyteen kuuluva ETS Personal Potential Index (PPI), joka otettiin käyttöön kesällä 2009. ETS Personal Potential Index on internet-pohjainen arviointijärjestelmä, jonka avulla pyritään saamaan entistä kokonaisvaltaisempi käsitys hakijoiden mahdollisuuksista menestyä graduatetason opinnoissa. PPI:n on tarkoitus tuoda esiin hakijoista uusia puolia perinteisten arviointikriteereiden arvosanat, testitulokset ja suosituskirjeet - lisäksi. Useat (1−5) hakijan valitsemat arvioijat arvioivat hakijan kuudella henkilökohtaisella ulottuvuudella. Arvioitavat ominai-

suudet on määritelty ETS:n tutkimuksiin perustuen oleellisiksi kyvyiksi graduateopinnoissa menestymisen kannalta. ETS kokoaa arvioinnit, laatii niistä ETS PPI -arviointiraportin ja lähettää sen kaikille niille oppilaitoksille, jotka opiskelija on ETS:lle ilmoittanut. ETS:n mukaan PPI -raportti ja perinteinen suosituskirje täydentävät toisiaan. Toisin kuin suosituskirje, PPIraportti sisältää standardoitua tietoa, joka voidaan ilmoittaa määrällisesti ja raportit ovat siten keskenään vertailukelpoisia.

Arvioija tekee itselleen ETS PPI -arvioijatilin. Arvioijan yhteystiedot näkyvät ETS PPI -raportissa, jotta oppilaitokset voivat halutessaan ottaa yhteyttä arvioijaan varmistaakseen arvioinnin aitouden. Arvioijan täytyy vahvistaa henkilöllisyytensä ETS:lle myös sähköisellä allekirjoituksella.

ETS:n Euroopan aluetoimiston edustaja Maria Victoria Calabrese vieraili Fulbright Centerissä syyskuussa tapaamassa suomalaisten korkeakoulujen edustajia. ”Eurooppalaista korkeakoulutusta modernisoidaan parhaillaan ja haluamme selvittää, kuinka ETS:n instrumentit voisivat olla avuksi uudistusprosessissa. Tarkoituksena on esitellä GRE-testiä 18 18

yhtenä mahdollisena työvälineenä opiskelijavalinnoissa ja lisäksi kuulla palautetta niiltä oppilaitoksilta, joilla testi on jo käytössä”, Calabrese kertoo. ”Lisäksi kerromme uudesta, kesällä käyttöön otetusta PPI:stä ja olemme kiinnostuneita palautteesta: olisiko PPI korkeakouluille hyödyllinen työväline, voisiko se tuoda mukanaan jotakin uutta ja pystyisikö se

Amerikkalaiset lehdet, mm. Diverse – Issues in Higher Education, USA Today, the Washington Post ja Los Angeles Times ovat uutisoineet GRE-testistä ja uudesta ETS PPI:stä kesän aikana. Artikkeleiden perusteella Yhdysvalloissa ollaan PPI:n suhteen odottavalla kannalla: joku on innoissaan ja pitää standardoitua raporttia henkilökohtaisista ominaisuuksista hyvänä lisänä kun taas toisen mielestä paras työväline on perinteinen, yksilöity suosituskirje. U.S. News and World Report:in heinäkuun numerossa kirjoitetaan ”PPI:n tulevaa käyttöastetta olevan vaikea ennustaa. ETS kuitenkin toivoo välineen olevan laajalti käytössä muutaman vuoden sisällä ja toivoo, että sitä käytetään

Kun kaikki arvioinnit ovat valmiina, opiskelija kirjautuu järjestelmään ja valitsee ne oppilaitokset joiden haluaa saavan ETS PPI -raportin. Opiskelija voi myös valita arvioijat, joiden vastaukset sisällytetään lopulliseen kokoomaraporttiin.

ETS tekee lopullisen PPI-raportin ja lähettää sen opiskelijan valitsemiin oppilaitoksiin. GRE-testin yhteydessä PPI-raportti on opiskelijalle ilmainen, mutta maksaa USD 20, jos opiskelija ei tee GRE-testiä vaan haluaa yksinomaan PPI-raportin.

Aika näyttää kuinka PPI otetaan vastaan ja tuoko se lisäarvoa opiskelijavalintoihin. GRE- ja GMAT-testeistä julkaistiin artikkeli Fulbright Center News -lehden kevään 2009 numerossa.

Fulbright Grantee Meets President Halonen Finnish Fulbright Grantee Emmi Pollari, who is spending her year as a Fulbright Finnish Language and Culture Teaching Assistant at Columbia University, met with the President of Finland Tarja Halonen during the President’s recent trip to New York. President Halonen talked with students studying Finnish at Columbia University after she opened the exhibition “100 Years of Women’s Voices and Action in Finland” which highlights heroines and milestones on the path to equality between women and men in Finland. Video Conference Brought American University to Hakaniemi Fulbright Center organized its first live video conference info session in September. The university featured in the event was Washington D.C. based American University. The video connection brought together a Finnish audience interested in undergraduate studies in the United States with AU as the case study. AU was represented by three Finnish students studying currently at AU, as well as AU staff and the Director of International Admissions. During the video info hour the Finnish audience heard an introduction about the American University, student experiences at AU, information about the application process, scholarship opportunities, internship opportunities, and about the over 220 clubs and organizations that are associated with the University. Students found the live video session to be a good and practical way to learn about a university, particularly as the session is interactive allowing questions and comments both ways. ASLA-Fulbright Program 60 Years The year 2009 marks the 60th Anniversary of the Fulbright Center’s ASLA Program and 90th Anniversary of the diplomatic relations between Finland and the United States. The Fulbright Center has marked these important milestones with a number of special initiatives and events throughout the year.

A two-day anniversary symposium was organized in Helsinki in May by the University of Helsinki, the U.S. Embassy, the Finnish Ministry for Foreign Affairs and the Fulbright Center. The symposium program included a wide range of presentations from economics and politics to history, arts, and popular culture. The opening keynote of the Helsinki symposium was delivered by the President of Finland Tarja Halonen. The opening plenary also included the greetings from U.S. Secretary of State Hillary Rodham Clinton, delivered by the Chargé d’Affaires of the U.S. Embassy in Helsinki, Mr. Michael Butler. “Finnish culture has enriched Americans in countless ways: more than 3,500 Finns and 1,500 Americans have pursued educational opportunities in our two countries under the ASLA-Fulbright program, and these citizens serve as vital bridges, engaging in dynamic diplomacy through personal and profes-

sional relationships,” Secretary Clinton stated in her greetings to the distinguished guests gathered for the Helsinki symposium. The ASLA Program was also celebrated with a special reception in conjunction with the symposium. Over one hundred guests gathered at the event hosted by the Fulbright Center at the beautiful Imperial Room (Keisarisali) of the Arppeanum of the University of Helsinki. The exhibition displaying the history of the ASLA program, “The Country That Paid its Debts” is touring Finland during the ASLA anniversary year. The tour of this exhibition, produced by the Bank of Finland Museum, began at the University of Helsinki, where the exhibition was opened concurrently with the Anniversary Symposium in May. In October 2009, the exhibition moved to the University of Turku, where it was opened in conjunction

with the 17th American Voices Seminar, organized by the University of Turku North American Studies Program in cooperation with the Fulbright Center. From Turku the exhibition will continue its tour to other university cities in Finland throughout the academic year 2009−2010. The anniversary tour is made possible by the support from the U.S. Embassy in Helsinki. The Finnish ASLA-Fulbright Alumni Association is marking this anniversary year in cooperation with the Helsinki Philharmonic Orchestra with a special concert at the Finlandia Hall in Helsinki in October. The concert is open to all alumni, grantees and friends of the ASLA-Fulbright program. Further anniversary events and the schedule of the tour of the anniversary exhibition is published on the Fulbright Center website at www.fulbright.fi.

Maa, joka maksoi velkansa -näyttely kiertää Suomea 60-vuotisjuhliaan viettävän ASLA-Fulbright -ohjelman historiaan liittyvä Suomen Pankin rahamuseon näyttely "Maa, joka maksoi velkansa" kiertää maamme yliopistokaupunkeja ASLA-juhlavuoden ajan. Näyttely esittelee Yhdysvaltain lehdistössä 1930-luvulla julkaistuja uutisia ja pilapiirroksia, jotka saivat alkunsa niin sanotusta Hooverin moratoriosta. Tällä julistuksella Yhdysvallat myönsi vuonna 1931 vuoden lykkäystä eurooppalaisten maiden sota- ja jälleenrakennuslainojen maksuun. Velat olivat syntyneet ensimmäisen maailmansodan aikana ja sen jälkeen. Hooverin moratorion jälkeen Suomi oli ainoa maa, joka maksoi velkansa loppuun. Tämä herätti valtavasti myön-

teistä huomiota Yhdysvalloissa. Vuonna 1949 Yhdysvaltain kongressi päätti ohjata Suomen maksamat lainan korot ja lyhennykset Suomen kansalaisten opiskeluun ja harjoitteluun Yhdysvalloissa. Tämä päätös oli kunnianosoitus Suomelle, joka oli ainoana Euroopan maana jatkanut lainansa takaisinmaksua taloudellisesta lamasta ja käynnissä olevasta sodasta huolimatta. Dr. Bo Pettersson Elected the Fulbright Center Board Chair

Professor Bo Pettersson has been elected as the Fulbright Center Board Chair. According to the by-laws of the FinlandUS Educational Exchange Commission (Fulbright Center), the Chairship rotates in 2-year terms between Finnish and US Chairs. Following the 2-year term of Ms.

Nicole Conn from the American Embassy as the Chair of the Board, Professor Bo Pettersson will serve as the Chair for the following two years. Ms. Conn will serve as the Vice-Chair. Dr. Bo Pettersson is Professor of the Literature of the United States at the University of Helsinki. He is currently Associate Director of The Finnish Graduate School of Literary Studies and a member of several national and international boards of directors and editorial boards. Professor Pettersson spent 1985−86 at the University of California, Berkeley on an ASLA-Fulbright cost-sharing grant, and graduated with an MA degree. Professor Pettersson has served as a member of the Board for the past year. A new American member has been appointed to the Fulbright Center Board

of Directors: Mr. Eric Meyer from the American Embassy succeeds Mr. Kimberly G. Hargan who completed his term in Helsinki in the summer. The Center wants to thank Mr. Hargan for his twoyear service on the Board and wishes Mr. Meyer warmly welcome. Eric Meyer is Consul of the US Embassy in Helsinki. Before beginning his posting in Finland, Mr. Meyer studied Finnish at the Foreign Service Institute for one year. His prior assignments include Consular and Public Affairs positions in Cairo, Egypt, Buenos Aires, Argentina and the White House in Washington DC. There are altogether 8 board members: 4 from the US and 4 from Finland. The US members are appointed by the American Embassy and the Finnish members are appointed by the Ministry of Education. www.fulbright.fi

“I Can’t Wait to Learn More from My Students”

I’ve only been in Finland a month, all of it in Helsinki, but there are already some surprises. I’m always amazed at how lovely the city is, and how the light is so interesting. Of course it is September, the weather has been fine, and like all cities that have hard winters, in the summer everyone is out, taking in the sun, relaxing in the cafés. The biggest surprise in the classroom is not that the students are quite serious, that they work hard, and they care. Many people who have taught in Finland told me to expect that. What was surprising was students’ knowledge of American culture. In my first weeks in Helsinki, when I’ve asked questions about American film and music and literature, just to get a sense of what they know and like, the answers surprised me. I expected America’s icons of the recent past--everyone from Britney Spears to Quentin Tarantino—to show up, and they did. But other names emerged. Charles Bukowski’s name came up, and the singer Tom Waits. And older movies that you wouldn’t expect were mentioned too, like “Midnight Cowboy” and “This is Spinal Tap” - films that North American kids mostly don’t know today. There was real appreciation here, but less for the mainstream of culture than for a little edgier, more ironic, more counter-cultural America. Especially since I’ve been known to purchase a Tom Waits CD or two, to watch “Spinal Tap” on multiple occasions, to find rough wisdom in Bukowski, I can’t wait to learn more from my students. Elliott Gorn - this year’s Fulbright Bicentennial Chair in American Studies

Elliott Gorn is Professor of History at Brown University, and until recently held the position of chair of the American Civilization Department there. As the Bicentennial Chair, he is hosted at the University of Helsinki’s Renvall Institute, which specializes in interdisciplinary teaching and research on various parts of the world—Latin America, North America, the Nordic countries, Russia and Eastern Europe. Gorn studied at the University of California Berkeley, achieving an M.A. in Folklore and where he first learned about the Finnish school of folklore studies and about Elias Lönnrot and the Kalevala. Following doctoral studies at Yale, he taught at the University of Alabama, Miami of Ohio, and Purdue University before taking his current teaching position at Brown. Though he was raised in Los Angeles and lives in Providence, he thinks of Chicago as home. While at Renvall, Gorn teaches courses on the history of American culture, including a class on the rise of Chicago, and a course on memoir in American history. He will also work with graduate students in North American studies. In his own research, Gorn has focused on the history of popular culture. The Manly Art: Bare-Knuckle Prize Fighting in America (1986) traces the history of sport and working class life in the nineteenth century; A Brief History of American Sports (1993, coauthored with Warren Goldstein) is an interpretation of how 22

and why sports developed in the United States; Mother Jones: The Most Dangerous Woman in America (2001) is a biography of the great labor organizer for whom the magazine is named; and Dillinger’s Wild Ride: The Year that Made America’s Public Enemy Number One (2009) explores American’s fascination with gangsters and outlaws. Gorn has also published several articles and edited volumes. He has held fellowships from the John Simon Guggenheim foundation, the Newberry Library in Chicago, the Stanford Humanities Center, and the Huntington Library in Los Angeles. The Bicentennial Chair was founded in 1976 in order to extend cooperation between American and Finnish scholars. Each year, an American professor comes to Finland and offers courses in his or her specialty. It is just one example of over sixty years of intellectual exchange between America and Finland sponsored by Fulbright.
