Reaching Across the Atlantic

From the Executive Director On a recent visit of Finnish university presidents to US universities (p. 7) a common topic of discussion was financing of public research universities and strategic leadership and governance issues, particularly during financial down-turns. Budget difficulties are familiar to institutions on both sides of the Atlantic. At times of unstable revenue prospects and flat budgets, it is important to remember that there is one institutional asset – shared by all higher education institutions and Fulbright alike – that keeps growing every year. It is the alumni. But the question is, do we recognize the value of this asset and how to work effectively with this resource? In this issue of the Fulbright Center News we report on our seminar on alumni affairs that addressed these questions (p. 15), and profile our Fulbright alumni endeavors through stories, updates and events, such as FinnFest 2011 (pp. 12-13 and 20-21). Tampere University of Technology is the most recent addition to the network of Fulbright partner institutions in Finland. Our cooperation agreement founded The FulbrightTampere University of Technology Scholar Award, and this issue introduces both our new partner and the new award (p. 4, 8-10). The invited columnist in this issue is the President of the Academy of Finland, Markku Mattila (p. 2). The Academy finances high-quality scientific research with approximately 340 million euros annually, acts as a science and science policy expert, works to strengthen the position of science and research, and strives to increase internationalization of Finnish research. Dr. Mattila emphasizes the Fulbright Center’s valuable experience in transatlantic cooperation, and proposes stepping up joint efforts to further strengthen transatlantic research collaboration. Research is high on the Fulbright Center’s agenda and we warmly welcome further cooperation with the Academy of Finland. The September 2011 move of the Academy of Finland to the same building with the Fulbright Center in Hakaniemenranta symbolically serves as the beginning of a new level of collaboration between the Academy of Finland and the Fulbright Center for the benefit of Finnish-American academic and research cooperation. I am very pleased to introduce this Spring 2011 edition of the Fulbright Center News devoted to partnerships and alumni.

Internationalization has long been a cornerstone of Finnish science policy. International collaborations help boost the quality of research and raise the visibility of Finnish science on international arenas. Finland has established extensive cooperation with both the US and Canada. Researcher mobility between Finland and the US has continued its steady increase and the same trend can be seen between Finland and Canada. However, in relative terms, researcher mobility to Finland is still at a lower level than outward mobility to North America. This means that Finland still has work to do in attracting first-rate researchers to the country. At present, the vast potential of international research collaboration is often left untapped. The US is in the process of taking action and expanding the international scope of its research system. As part of this undertaking, the US National Science Foundation set up a pilot collaboration within its Graduate Research Fellowship Program. Launched in autumn 2008, this international research opportunity was targeted at supporting research visits of 3–12 months by US Graduate Research Fellows to leading Nordic institutions. The goal was to enable early-career collaboration with international research partners. The Academy of Finland, too, is keen to expand and strengthen collaboration with research funding agencies in the US and Canada. This cooperation would aim at long-term contacts, predictability and the exchange of good practices.We want to improve the opportunities available for researchers on both sides of the Atlantic in terms of high-quality research collaboration. For example, through our funding, we support the international engagement of Finnish Centres of Excellence in Research and other high-level research groups in Finland. We also provide funding for their efforts in making their research environments more competitive and international. Re-

searcher mobility is, of course, also a high priority for us and, as such, is embedded in most Academy funding schemes. In my opinion, one of the real success stories of the internationalization of the Finnish research system is the Finland Distinguished Professor Programme (FiDiPro), a joint initiative of the Academy of Finland and Tekes, the Finnish Funding Agency for Technology and Innovation. Through the FiDiPro programme, Finnish universities and research institutes can hire foreign top researchers or Finnish top researchers who have long worked abroad to team up with researchers in Finland for a fixed period. The researchers will be based in scientifically significant and strategically key fields as defined by the Finnish universities and research institutes. FiDiPro was launched in 2006 and has since provided funding to more than 70 researchers, some 30 from the US academic community. Four researchers from Canada have also received FiDiPro funding. The Fulbright Center has invaluable experience and insight when it comes to transatlantic cooperation, especially in student and researcher mobility. The Academy of Finland feels it is important to further strengthen this transatlantic collaboration by stepping up joint efforts between research funding agencies in mutually interesting fields.

President Markku Kivikoski from Tampere University of Technology (TUT) and Executive Director Terhi Mölsä from the Fulbright Center signed a collaboration agreement on The Fulbright–Tampere University of Technology Scholar Award in March 2011. The agreement will bring visiting American scholars to TUT on an annual basis. The Fulbright grant may be awarded to scholars for 3–12 months. Fulbright–Saastamoinen Foundation Cooperation Expanded Eastern Finland. The Fulbright– Saastamoinen Foundation Grant in Health and Environmental Sciences is open for applications for 2012–2013.

The Fulbright–Saastamoinen Foundation Grant received a considerable boost in its scope and coverage through the generosity of the Saastamoinen Foundation. The grant, previously focused at Health Sciences, was expanded to cover also the Environmental Sciences, reflecting the rising importance of this research field. The maximum length of the grant was extended to nine months. Also, the award’s monthly stipend was increased to 5 000 euros. The Fulbright Center will cover other program benefits including the costs for an optional summer course on Finnish culture and history for the grantees, and housing will be provided and paid for by University of

The Lois Roth Endowment Award to Benefiel and Holmes Christian Benefiel and Lauren Holmes, US Fulbright graduate student grantees, received this year’s Lois Roth Endowment Award. Christian Benefiel is a visiting student at the Finnish Academy of Fine Arts. He focuses in his sculpture and visual art studies on ecologically sustainable foundry practice. He is planning to participate in a metal casting symposium in Finland in late spring and build a larger sculpture with cast iron elements as a part of a public outdoor sculpture exhibition.

Lauren Holmes, affiliated with the Sibelius Academy, is currently conducting her dissertation research in musicology. Her research explores the relationships between Finnish government, Finnish national identity, and contemporary art music in Finland during the second half of the 20th century. Lauren is focusing on government funding and the network of musical institutions supporting contemporary Finnish music and researching those topics through four case study institutions. As part of her research Lauren has been interviewing several musicians, administrators, and government officials.

The Lois Roth Endowment supports exchanges across national and cultural boundaries to enhance international communication and understanding. The Roth Endowment was set up in memory of Lois Wersba Roth who made an international career in various positions, e.g. in the American Scandinavian Foundation. The Endowment commemorates the life of Lois Roth by supporting selected people who work in the places and fields of enquiry that she loved. The Fulbright Center has cooperated with the Lois Roth Endowment for several years and American Fulbright students in Finland focusing in arts, humanities and social sciences have been granted annually the Roth Endowment Award. Finnish University Presidents Exploring US Higher Education Governance and Funding Presidents from 11 Finnish universities explored US higher education governance and funding on a recent study tour organized by the Fulbright Center. The five-day higher education leadership study tour included two seminars with key presenters from US national organizations and from universities from around the United States on issues of strategic management, governance, funding, development and fundraising, and site visit to five public and private universities around the North Carolina Research Triangle region. The tour provided the participants with an opportunity to discuss with expert speakers current issues regarding financial challenges, leadership structures, strategic planning and decision-making processes and the governance of universities in the United States. The study tour program including presentations and background materials as well as the delegation’s report on the study tour observations and analysis can be found on the Fulbright Center website. This is the fourth study tour orga-

nized by the Fulbright Center within the past three years in cooperation with its US partner, the Institute of International Education. Earlier Fulbright Center study tours have focused on graduate education, adult education, and international education. Programs of all tours can be found on the Fulbright Center website.

At the University of North Carolina School of the Arts the delegation met with the school’s Executive Council for a discussion on strategic management and funding at UNCSA as well as at art schools in the United States in general. UNCSA music majors treated the delegation with a trumpet quartet performance.

Introducing Fulbright Center's Partners The focus series introduces the Fulbright Center’s partners. Earlier articles in the series highlight the University of Kuopio and Saastamoinen Foundation (2/2006), University of Helsinki (1/2007), University of Turku (2/2008) and Aalto University (1/2010). VTT Technical Research Centre of Finland was in focus in the previous issue. A formal cooperation agreement exists between the Fulbright Center and each of these partners.

Optoelectronics research center at Tampere University of Technology ranks the biggest university-based center of fabrication of epitaxial III-V semiconductors in Europe by the molecular beam epitaxy (MBE) technology. It also possesses complete facilities to process and characterize optoelectronic devices.

Tampere University of Technology Leading-Edge Technology for the Benefit of People and the Environment Tampere University of Technology (TUT) is known for its high-standard research activities that are closely linked to the needs of industry and business life. Interaction between applied and basic research is one of TUT’s strengths, together with wide international networks and world-class research projects. “TUT is a sought-after collaboration partner among both the scientific community and business life. We engage in research collaboration with the best partners in each field. Research results are swiftly transferred to society,” summarizes TUT President Markku Kivikoski. Established in 1965, TUT started operating in the form of a foundation in 2010. The increased independence and the proceeds of the foundation capital enable TUT to make increasing investments in new research openings as well as to improve the quality of education.

Excellence in Signal Processing, Nanophotonics and Intelligent Machines International leading-edge fields of research at TUT are signal processing, nanophotonics and intelligent machines. Other strong competence areas include, among others, bioscience technologies and industrial operations and management. Two Centres of Excellence in Research appointed by the Academy of Finland operate within TUT. The research interests of the renowned Signal Processing Algorithm Group (SPAG) concentrate on telecommunication, multimedia, the processing of sound, image and other multidimensional data, and on modelling biological systems. The Centre of Excellence in Generic Intelligent Machines Research (GIM) at the Department of Intelligent Hydraulics and Automation (IHA) studies autonomously operating mobile machines and service robotics. GIM is formed by a team of researchers from TUT and Aalto University. IHA is also strongly involved in one of the world's most challenging energy projects, namely the experimental fusion energy power plant ITER. “IHA and VTT Technical Research

Centre of Finland are in charge of developing a remote maintenance system for the critical parts of the plant to be built in France. A full-scale research environment for the maintenance robot was taken into use in Tampere in 2009,” Kivikoski says.

Encounters Across Disciplines and Cultures In both research and education, TUT promotes the development of humancentered and environmentally benign technology and built environment. Among the latest research fields are the improvement of the energy efficiency of industrial processes and energy industry, renewable energy, such as biofuels, wind

EducationUSA Advisers’ Workshop at the Fulbright Center Close to 30 advisers from all over Europe met at the Fulbright Center in Helsinki in April to participate in the EducationUSA workshop titled “Student Ambassadors - Empowering students through technology and peer-to-peer advising”. The workshop was premised on the idea that “students helping students” is

one of the most effective strategies to promote study in the US. EducationUSA’s workshop in Helsinki raised the profile of the network’s student ambassadors while empowering advisers as managers of their national outreach network. EducationUSA is a global network of more than 400 advising centers sup-

ported by the Bureau of Educational and Cultural Affairs at the US Department of State. The Fulbright Center serves as the EducationUSA advising center in Finland, and provided the venue for the European workshop.

Vietin lukuvuoden 2009–2010 OSU:n Center for Folklore Studies -yksikössä kirjoittaen väitöskirjaa. Puolisoni matkusti kanssani Keskilänteen. Eerika ja Ilja Flint Rigde State Parkissa kaakkoisOhiossa missä sijaitsee alueen alkuperäiskansojen pitkään käyttämä piikivilouhos. Puistossa on pieni museo ja patikkapolkuja. Usein sinne kokoontuu myös piikiven työstöstä kiinnostuneita muinaistekniikoiden harrastajia.

Ohiossa folkloristien perheessä The Ohio State University osoittautui parhaaksi mahdolliseksi tukikohdaksi verkostoitumiseen folkloristiikan alalla. Laajan opintotarjonnan lisäksi Center for Folklore Studies kokosi tutkijat ja opiskelijat muutaman kerran kuussa vaihtamaan kuulumisia sekä seuraamaan vierailijoiden luentoja. Alan asiantuntijoiden tie vie usein Columbukseen, sillä folkloristien merkittävän tieteellisen seuran American Folklore Societyn päämaja sijaitsee kampuksella. Vierailijat otetaan aina vastaan lämpimästi, ja virallista ohjelmaa seuraa usein lämminhenkinen kokoontuminen joko seuran toiminnanjohtajan tai jonkun professorin kotona. Sain huomata, että myös opiskelijat, tulevaisuuden toimijat, kutsutaan mukaan folkloristien perheeseen.

Metsästys vei miehen ja kielen mennessään Valitessani vaihtokohdetta puolisoni vaikutti ensi alkuun hieman pettyneeltä. Ohio osasi kuitenkin yllättää. Osavaltion metsästyslainsäädäntö ja runsaat peurakannat tarjosivat ainutlaatuisen mahdollisuuden harjoittaa suurriistan jousimetsästystä. Eräänä marraskuisena päivänä Ilja ampuikin nuoren peurapukin itse tehdyllä paikallisten alkuperäiskansojen tapaan veistetyllä puujousella. Ilja käsitteli ruhon itse ja leikkasi lihat talteen. Valmistimme osan lihasta savustamalla, muutaman kilon kuivasimme ja jauhoimme osan makkaraksi, jonka val-

Iljan kiinnostus metsästykseen vei meidät myös Wisconsinin osavaltion suomalaisalueille. Verkkosivujen perusteella päädyimme yöpymään suomalais-amerikkalaisella metsästys- ja matkailutila Palmqvist Farmilla 400 asukkaan Brantwoodissa. Ensimmäiseksi tietenkin selvitettiin kunkin suvun kotipaikka Suomessa. Pian kävi ilmi, että Palmqvistin suku oli kotoisin saman järven rannalta kuin Iljan isoäiti. Tilalla nykyisen isännän lapsuudessa työskennellyt renki Jack Lake (Jaakko Pyrstöjärvi) osoittautui Iljan isoäidin sedäksi. Matkan aikana hyödyimme myös folkloristiperheen kontakteista sekä Fulbright-verkostosta. Tutustuimme University of Wisconsin-Madisoniin ja kyläilimme Skandinavian tutkimuksen professorin, Suomessa useammankin kerran vierailleen Thomas DuBoisin luona. Professori DuBois järjesti suomenkielen opiskelijoiden pikkujoulut, missä hänen oppilaansa pääsivät keskustelemaan kanssamme suomeksi glögikupposen ääressä.

Fulbright -buddyna Riihimäellä Suomeen palattuamme muutimme KeskiSuomesta Riihimäelle, missä Ilja aloitti työn museopalvelupäällikkönä Suomen metsästysmuseossa. Elämä täysin vieraassa kaupungissa alkoi mukavissa merkeissä, sillä saimme pian iloksemme amerikkalaisen ystävän Fulbright Buddy -ohjelman kautta. Benjamin Alldritt opiskelee konetekniikkaa Hämeen ammattikorkeakoulussa Riihimäellä. Meitä yhdistää kiinnostus luontoon, retkeilyyn, ruoanlaittoon ja valokuvaamisen. and so much desire to return to Helsinki.” David Sobol studied with me in St. Louis in 2008, and following a seminar visit to Helsinki made his Fulbright application to study natural light in architecture at HUT in 2009. David describes the experience: “While a graduate student of architecture at Washington University, I enrolled in a seminar titled, “Alvar Aalto: Critical Studies.” (As part of the seminar)…we traveled throughout southern Finland for one week in mid-March to study and survey Aalto’s architecture. Our travels brought us into contact with a variety of places, landscapes, and people that left a lasting impression. What struck me most about the architecture was the poetic and strategic use of daylight. However, it wasn’t just the architecture that resonated with me. It was refreshing to be in a culture that encouraged reflection and placed a high value on active listening. There seemed to be a relationship between the genuine way in which people communicated and the thoughtful architecture we encountered. My experience in Finland as a Fulbright Fellow taught me how to prepare intellectually and respond instinctively. Because my research project focused on daylight and architecture, I learned, quite literally, to take what the weather gave me. This is a lesson I’ve learned to incorporate into other areas of my life that extend beyond architectural research.” Other applicants are in the wings,

Peter MacKeith is Associate Dean of the Sam Fox School of Design & Visual Arts and Associate Professor of Architecture at Washington University in St. Louis. He was educated at the University of Virginia and Yale University and received a Fulbright Fellowship to Finland in 1990. From 1995 to 1999, he was the director of the international Masters Program in Architecture at the Helsinki University of Technology; he joined the faculty at Washington University in St. Louis in 2000. He has subsequently worked between Finland and the United States, in architectural education, practice and journalism. Currently, he is on the advisory board of the Finnish Cultural InstituteNew York and the Washington University Fulbright Committee.

In Memoriam Phillips Brooks (1929-2011) Former Fulbright Scholar, Dr. Phillips Vaughn Brooks, 81, of Elkins, West Virginia, and Helsinki, Finland, passed away in Helsinki on April 15, 2011. Phil Brooks was a staunch supporter of the Fulbright program, and will be sorely missed. Brooks had a long and varied teaching career. A specialist in American literature and culture, he taught at Davis & Elkins College in Elkins, West Virginia from 1969-99, also serving as chair of the English department and director of the general studies program and creative thinking program. Phil's Fulbright activities took him to Ankara, Turkey, Lattakia, Syria and Almaty, Kazakhstan, from which he

moved to Helsinki, Finland in 1999. At the University of Helsinki, Brooks taught courses in the Department of English and the Renvall Institute. Phil Brooks was a gifted teacher and a genial colleague, who always had a smile and an uplifting word. Despite health problems, he remained sharp and energetic, an inspiration to his many friends.

I had the opportunity to attend the EUNATO seminar in February 2011. Learning about the different EU organizations and their impact on Europe was enlightening; however, meeting the people involved in those organizations as well as the other EU Fulbright grantees made it a richer experience and allowed me to see the greater impact the Fulbright program has worldwide. Living and conducting research in Finland has been a remarkable and life changing opportunity. Whether it was the people, culture, environment or research, I come away from Finland with a new vision regarding what it means to live a fulfilling life. Being a Fulbrighter is not just about the project and what you hope to gain, but instead, what you can give back. With the help of the Fulbright program, I can now create the technologies that will benefit both current generations and those to come. MIT's Matthew McGann about Alumni Cooperation:

Matthew McGann illustrated alumni engagement by his personal perspective wearing three hats: “I am a proud MIT alumnus, I am an alumni volunteer, and I work with alumni volunteers.”

“Now is the right time to start working on alumni cooperation! Don’t worry about catching up if your institution does not have a long tradition of alumni cooperation. Even some of the best American universities are just beginning alumni programs – it’s not too late to do it right. Just recognize the potential and the opportunities for your institution and get started with new initiatives!” encouraged Matthew McGann in his lecture on Alumni Cooperation at the Fulbright Center in April. Alumni cooperation is of key importance to all universities but still often underutilized. What are the new ways to activate and enhance alumni cooperation? What are the different ways in which alumni can contribute and serve? What is the "market value” of alumni within the home institution? What are some of the new and creative ways for alumni cooperation? The Fulbright Center and the international EducationUSA network jointly organized a guest lecture on Enhancing Collaboration with a Global Alumni Network. Matthew McGann who serves as Associate Director of Admissions at Massachusetts Institute of Technology in Cambridge, Massachusetts, spoke vividly about MIT’s innovative solutions regarding alumni cooperation including utilizing alumni in MIT’s recruitment efforts worldwide.

Don’t Do It Alone!

Audience from around the country had lots of questions for Matthew McGann. Virpi Nurmela from the University of Lapland was interested in the information that MIT collects from and about the alumni.

McGann emphasized the importance of connecting with partners at one’s own university, particularly making connections with the university faculty. Alumni offices should not try to do things alone. Furthermore, alumni should not be seen as potential sources of donations only. Alumni volunteers can build the university brand and contribute to the university’s goals in significant ways. Universities can make a significant difference in their advancement efforts by building leadership capacity among alumni by finding the right people to be alumni volunteers and training them properly. “There are many

McGann noted, however, that good does not need to be expensive. According to McGann, many of MIT’s best alumni programs are run on very small budgets or are selffinanced by alums. In the end, no matter what kinds of alumni programs one chooses to engage in, alumni cooperation should always be an integral part of the university. Every student is a future alumnus/a. Therefore, it is of great importance that a university focuses on providing a positive experience for current students and faculty.

University Alumni Coordinators Met at the Fulbright Center In connection with the public lecture, the Fulbright Center also facilitated a meeting for the national network of alumni coordinators of Finnish universities and universities of applied sciences. The members of the network had an opportunity to share experiences from their own institutions and to present further questions to Matthew McGann. The Fulbright Center’s alumni outreach program receives support from the Office of Alumni Affairs at the US Department of State.

It is good to listen to them and bench mark best practices as we create our own systems”, says Karoliina Kekki, Alumni coordinator from the University of Oulu. Näihin kahteen maahan suuntaa noin puolet kaikista ulkomailla tutkintoa opiskelevista. Kohtalaisen paljon suomalaisia opiskelee myös

Saksa, Espanja, Britannia, Ruotsi ja Ranska. Erityisesti Euroopan unionin rahoittama opiskelijavaihto-ohjelma Erasmus on taannut sen, että EU/ETA-maihin on ollut runsaasti vaihtoapurahoja tarjolla ja kohtuullisen vaivatonta lähteä. Euroopan valta-asema suomalaisten vaihto-opiskelijoiden kohdealueena on viime vuosina tasaisesti pienentynyt. Vuonna 2009 enää 66 prosenttia suomalaisista vaihto-opiskelijoista meni johonkin Euroopan maahan, kun vastaava luku vielä viisi vuotta sitten oli 77. Samalla erityisesti Aasian maat ovat kasvattaneet suosiotaan kohdemaana. Yhdysvaltoihin ja Kanadaan suuntaa 7,4 prosenttia kaikista ulkomaille lähtevistä vaihto-opiskelijoista ja 8 prosenttia tutkinto-opiskelijoista. Pohjois-Amerikan osuus on viime vuosina hieman kasvanut sekä vaihto- että tutkinto-opiskelussa. Liikkuvuus Suomen ja Pohjois-Amerikan välillä painottuu vahvasti Suomesta poispäin. Yhdysvalloista ja Kanadasta tulee tänne selvästi vähemmän korkea-


kouluopiskelijoita kuin täältä lähtee sinne. Vuonna 2009 Suomeen tuli Yhdysvalloista 152 vaihto-opiskelijaa ja Kanadasta 99. Koko korkeakoulututkintoa Suomessa opiskeli 244 Yhdysvaltain ja 107 Kanadan kansalaista. Sekä Yhdysvalloista että Kanadasta Suomeen tulevien korkeakouluopiskelijoiden määrä on lukumääräisesti kasvanut jonkin verran 2000-luvun aikana. Samalla kuitenkin muualta, erityisesti Aasiasta ja Afrikasta, tulevien määrä on kasvanut selvästi nopeammin ja Pohjois-Amerikan osuus koko Suomeen suuntautuvasta liikkuvuudesta onkin pienentynyt. Fulbright-stipendiaattien määrät kasvaneet 2000-luvulla Laskevat kansalliset trendit tilastoissa eivät pidä paikkaansa Fulbrightin kohdalla. Yhdysvalloissa opiskelevien suomalaisopiskelijoiden kokonaismäärän väheneminen 2000-luvun alkupuolella ei ole näkynyt Fulbright Centerin stipendien hakijamäärissä. Hakijamäärät alkoivat päinvastoin vähitellen kasvaa vuosituhannen alkupuolella. Myös myönnettyjen Fulbrightstipendien määrä on kasvanut tasaisesti lähes kymmenen vuoden ajan.

Opiskelijoiden kansainvälistä liikkuvuutta tilastoi Suomessa usea taho: Koko tutkinnon ulkomailla suorittavien luvut perustuvat KELA:n opintotukitilastoihin. Luvut kertovat, kuinka moni suomalainen opiskelija saa KELA:n opintotukea ulkomailla suoritettavaan tutkintoon. Vaihto-opiskelua Suomesta ja Suomeen tilastoi Kansainvälisen liikkuvuuden ja yhteistyön keskus CIMO. Luvut sisältävät kaikki yli 3 kuukautta kestävät vaihtoopiskelu- tai harjoittelujaksot ulkomailla. Testaus

GRE-testi uudistuu elokuussa 2011 Tulokset auttavat arvioimaan jatko-opiskeluvalmiuksia entistä paremmin Maisteri- ja tohtoritason opiskelijoita valitessaan amerikkalaiset korkeakoulut ovat käyttäneet Graduate Records Examination (GRE) -testiä jo yli 60 vuoden ajan. Myös muualla maailmassa testiä on käytetty kymmeniä vuosia. GRE-testin avulla arvioidaan opiskelijan valmiuksia selviytyä korkeakouluopinnoista. Noin neljä tuntia kestävässä testissä mitataan analyyttistä ja kriittistä päättelykykyä, englannin kielen taitoa sekä perusmatematiikan hallintaa. Testi tehdään tietokoneella.

GRE-testin kehittänyt amerikkalainen Educational Testing Service (ETS) on nyt uudistanut testin rakennetta siten, että se aiempaa paremmin heijastelisi opinnoissa tarvittavia taitoja. Uudistettu testiversio otetaan käyttöön elokuussa 2011.

Testiosiot mittaavat opiskelussa tarvittavia taitoja Testin kielitaitoa mittaava osio painottaa jatkossa luetun ymmärtämistä ja kykyä soveltaa tekstin välittämää tietoa. Testistä poistetaan asiayhteydestään irralliset sanastonymmärrystehtävät, joita sekä opiskelijat että testitulosten käyttäjät ovat paljon kritisoineet. Matemaattisia taitoja mittaava testiosio keskittyy käytännön elämässä esiin tulevien matemaattisten aineistojen ymmärtämiseen ja tulkintaan sekä ongelmanratkaisukykyyn matemaattisten mallien avulla. Osio mittaa myös aritmetiikan, algebran, geometrian ja todennäköisyyslaskennan sekä tilastotieteen perusteiden hallintaa. GRE-testin analyyttista kirjoittamista koskeva osio pysyy entisen kaltaisena, joskin uudet kirjoitusaiheet edellyttävät entistä tarkennetumpia ja yksityiskohtaisempia vastauksia. Tällä pyritään eroon vastauksista, joissa toistetaan ulkomuistiin painettua tietoa.

Uusi tulosasteikko selkeyttää pisteiden vertailua GRE-testin sisältömuutosten vuoksi myös testin tulosasteikko muuttuu. Aiemman testin tulokset annettiin pisteasteikolla 200–800, kun uuden testiversion tulosasteikko on 130–170 pistettä. Aiemmin tulokset ilmoitettiin 10 pisteen välein, esimerkiksi 510, 520, 530. Näin tuloserot näyttivät suurilta, vaikka todellisuudessa saattoi olla kyse ainoastaan parin pisteen erosta. Uusi asteikko ilmoittaa tulokset yhden pisteen välein, esimerkiksi 145, 146, 147, jolloin tulosten vertailu on helpompaa ja tuloserot kuvaavat selkeämmin eri pistemääriä saaneiden opiskelijoiden välisiä eroja. GRE-testin tulokset ovat voimassa viisi vuotta. Seuraavan viiden vuoden ajan näkyy sekä vanhan 200–800-asteikon mukaisia että uuden 130–170-asteikon mukaisia tuloksia. ETS tekee tulosvertailutaulukon, jossa vanhat tulokset rinnastetaan uusiin tuloksiin. Vertailutaulukko ei anna tuloksista aivan yhdenmukaista kuvaa, koska testin sisältö on muuttunut, mutta yleiskäsityksen siitä kuitenkin saa. Vaikka GRE-tulos on voimassa viisi vuotta, oppilaitos voi halutessaan edellyttää hakijoilta uuden testiversion tulosta.

Aikataulumuutos alkusyksyn testituloksiin Uudistettu testiversio otetaan käyttöön elokuun 2011 alussa. Testin voi suorittaa elo–syyskuussa 2011 puoleen hintaan (USD 95). Tänä aikana tehtävien testien tulokset ovat poikkeuksellisesti saatavilla vasta marraskuun 2011 puolivälissä. Testitulosten lähetys palaa tavanomaiseen aikatauluunsa joulukuussa 2011, kun ETS lähettää tulosraportit totuttuun tapaan 10–15 päivää testin jälkeen. Jos opiskelija tarvitsee GRE-testituloksen ennen marraskuun puoliväliä, hänen on tehtävä testi ennen elokuuta 2011. Suomessa GRE-testiä järjestää Premeria, www.premeria.fi, Helsingissä viikoittain. Tietokonetta hyödynnetään entistä paremmin

Uusi GRE-testi soveltuu aiempaa paremmin myös kaupalliselle alalle

Sisältömuutosten lisäksi ETS on nykyaikaistanut testin suorituskäytäntöjä. Vaikka testiä on tehty tietokoneella jo toistakymmentä vuotta, testikäytännöt ovat olleet jäykähköjä, eikä tietokoneen tarjoamia mahdollisuuksia ole juuri hyödynnetty. Jatkossa vastaajalla on käytössään testiohjelmaan lisätty laskin. Uudistetussa testissä voi myös palata jo vastattuihin kysymyksiin, vastauksia voi editoida ja kysymyksiä voi merkitä myöhempää tarkastelua varten.

Uudistettu GRE-testi mittaa entistä paremmin jatko-opinnoissa menestymiseen tarvittavia taitoja. Tämän lisäksi uudistuksilla haetaan entistä parempaa ja soveltuvampaa mittaria kaupallisen alan taitojen kartoittamiseen. Kaupallisen alan, kuten MBA-ohjelmien opiskelijavalinnoissa on perinteisesti käytetty Pearson Vuen GMATtestiä, mutta ETS:n GRE on pyrkinyt samoille markkinoille varsin voimakkaasti viime vuosina. ”Olemme saaneet hyvin myönteistä palautetta sekä opiskelijoilta että korkeakoulujen henkilökunnalta GRE-testin uudistuksista. Kanadaan opiskelemaan Yli kuusi kuukautta kestäviin opintoihin tarvitaan opiskelulupa Hakemusta varten tarvittavat lomakkeet ja selvitykset: •• •• •• •• ••

Suomen kansalainen voi oleskella Kanadassa enintään kuusi kuukautta ilman viisumia. Tänä aikana voi myös opiskella. Jos opinnot kestävät yli kuusi kuukautta, opiskelijan tulee hakea opiskelulupa eli Study Permit.

Alle kuusi kuukautta kestävät opinnot Jos opiskelija lähtee Kanadaan opiskelemaan itsenäisesti tai vaihtoon alle kuudeksi kuukaudeksi, opiskelulupaa ei tarvita. Opiskelun tulee silloin tapahtua yhdessä oppilaitoksessa ja yhdessä opinto-ohjelmassa eikä opiskelija saa tehdä palkkatyötä. Opiskelulupaa tulee kuitenkin anoa, jos •• opiskelija on alaikäinen (alle 18- tai 19-vuotias provinssista riippuen) •• opiskelija vaihtaa opinto-ohjelmasta tai oppilaitoksesta toiseen •• opiskelija työskentelee kampuksella tai •• opintojakso sisältää työharjoittelua. Jos on pienikin mahdollisuus, että opiskelija haluaa jatkaa opintoja kuuden kuukauden jälkeen samassa tai uudessa ohjelmassa, on suositeltavaa hankkia opiskelulupa varmuuden vuoksi ennen maahan saapumista. Lupaan voi hakea jatkoa online-hakemuksella. Jos opiskelija jatkaa opintojaan kuuden kuukauden jälkeen eikä hänellä ole opiskelulupaa, hänen on mahdollisesti poistuttava maasta luvan haun ajaksi. Vaikka opiskelulupaa ei tarvita lyhytaikaisiin opintoihin, on maahanmuuttoviranomaiselle esitettävä maahan saavuttaessa oppilaitoksen hyväksymiskirje sekä todistus tarvittavien varojen olemassaolosta.

Yli kuusi kuukautta kestävä opiskelu: Study Permit -hakemus Yli kuusi kuukautta kestäviin opintoihin pitää aina hakea opiskelulupa (Study Permit). Suomalaisten hakemukset käsitellään Lontoossa sijaitsevassa Canadian High Commissionissa. Kanadan Suomen-suurlähetystö ei ota vastaan opiskelulupa-anomuksia. Opiskelulupaa haetaan opiskelupaikan varmistuttua. Hakemukseen liitetään oppilaitoksen hyväksymiskirje. Hakemus liitteineen tulee toimittaa englannin- tai ranskankielisenä.

Kaikki tarvittavat dokumentit toimitetaan suoraan Canadian High Commissioniin Lontooseen. Hakemuksen käsittely kestää saapumispäivästä lukien keskimäärin kuusi viikkoa. Luvan hakijan kannattaa varata anomiseen aikaa vähintään kaksi kuukautta. Hakija saa postitse hyväksymiskirjeen (letter of introduction), joka annetaan Kanadan rajalla maahanmuuttoviranomaiselle lopullisen opiskeluluvan myöntämistä varten. Yleensä opiskelulupa myönnetään koko opintojen ajaksi. Opiskelulupaan voi hakea tarvittaessa pidennystä online-hakemuksella.

Työskentely Opiskeluluvalla saa työskennellä yliopiston kampuksella 20 tuntia viikossa. Kampuksen ulkopuoliseen työhön voi hakea erillistä työlupaa, jos oma yliopisto osallistuu Off-Campus Work Permit Program -ohjelmaan. FinnFest on the Horizon! 10-14 August 2011, San Diego, CA A festival that highlights contemporary Finland and celebrates the unique Finnish-American heritage. Themes of special interest this year are education, clean technology, arts & culture, and well being. Fulbright Center’s alumni coordinator, Suzanne Louis, shares here the plans for Fulbright participation at FinnFest. Fulbright Center’s plans for FinnFest 2011 are taking shape. Earlier announcements mentioned that we will have an alumni gathering, as well as opportunities to help us promote Fulbright and Finland at our advising station at the Tori/Marketplace. It will be wonderful to have as many Fulbright alumni as possible attend FinnFest and show how versatile and talented Fulbrighters are. Opening ceremonies for FinnFest begin at 4 pm, Wednesday, August 10 and include a California-style BBQ and pool party!

The Alumni Program Our program is shaped around the giant cultural, artistic, & lecture schedule of events being offered by FinnFest. It begins on Thursday when we welcome visitors to our Fulbright alumni art exhibit. Several lectures on higher education in Finland will be presented by Fulbright

Center staff. On Friday evening we have been invited to the home of Michael Parish and Peggy Strand (Michael was the Fulbright Bicentennial Professor to University of Helsinki 2006-07) for an open house, taco bar. On Saturday morning there will be a golf tournament at River Walk Golf Club-- perhaps we will have enough Fulbrighters to have our own team, and also an outing to the worldfamous San Diego Zoo. And each day, from 10 am-6 pm, we will have FC staff and alumni representatives present at the advising station to chat with passers-by about Finland, applying for a Fulbright to Finland, and other Finnish delights.

American Fulbright graduate student grantee, Amanda Kaipio, will be in recital on May 5 at Helsinki’s Krystuskyrkan. “The music I will be performing reflects the unique beauty of the Finnish landscape, from the darkness of solstice to the sunshine and renewal of springtime. The art songs of Kuula, Merikanto and Madetoja express the characteristics of the “traditional Finnish soul” such as silence, melancholy, stoicism, and deep

internality of thought and perspective.” Amanda’s repertoire in the recital consists of all Finnish songs. “The complexity of the Finnish language and its intensity when set to music is unequal to any of the other languages I have studied. Putting together this concert has been one of the most challenging and rewarding projects of my musical career, and it is an honor to present it.” Amanda completed a Master of Music at Boston University, 2010, majoring in Voice Performance and is studying this year at Sibelius Academy. At the recital she will perform together with Anna Hersey, who is a Fulbright grantee in Kungliga Musikhögskolan (Royal College of Music) in Stockholm, Sweden.

Kaj Franck Centennial This year celebrates the 100th anniversary of the birth of Kaj Franck (1911–1989), a Finnish designer of world class reputation, teacher at the Helsinki School of Art & Design, recipient of numerous prizes and awards, known for the iconic Teema tableware design and Kartio glassware, and an alumnus of the Finnish ASLA-Fulbright program, 1955–56, research program to Rhode Island School of Design. Fulbright-kausi tutustutti toimintaan Yhdysvalloissa – Sairaalaklovnit Suomessa 10 vuotta Sairaalaklovnit ry juhlii tänä vuonna 10-vuotista taivaltaan. Sairaalaklovnit ry:n toiminnan toi Suomeen yhdistyksen taiteellinen johtaja Lilli SukulaLindblom. Hän tutustui sairaalaklovneriaan opiskellessaan Fulbright Mid-Career Professional Development -stipendiaattina Big Apple Circusissa Yhdysvalloissa syksyllä 2000. ”Halusin opiskella jotakin jossa ammattiosaamistani, näyttelemistä, voitaisiin tuoda myös sairaaloissa oleville potilaille ja heidän omaisilleen”, hän kertoo. Kymmenessä vuodessa sairaalaklovnit ovat kohdanneet lähes 300 000 lasta ja heidän vanhempiaan ja sairaalaklovnitoimintaa on pian kaikissa Suomen yliopistollisissa sairaaloissa.

Fulbrighters Gather in Europe

Two major seminars are organized annually to bring together American Fulbright grantees in Europe. The Berlin Seminar, organized by the German Fulbright Commission, offers lectures and discussions on political, economic, and cultural topics, culminating in a concert performed by Fulbright musicians. Jacquelyn Gleisner and Mackenzie Lind represented the Finnish-American Fulbright Program this year. The Belgian Fulbright Commission organizes a one-week Fulbright Seminar on the European Union and NATO. American Fulbright grantees from each EU member country are selected to attend, three from Finland this year: Bryan Beamer, Benjamin Alldritt, and Kay Kohl. Finland at NAFSA Vancouver Representatives from the Fulbright Center, CIMO, and several Finnish higher education institutions will participate in the NAFSA 2011 Annual Conference in Vancouver from May 29 through June 3.

Come to See Our Posters Fulbright Center presents together with Aalto University and Educational Testing Service a poster on the Internationalization of Finnish Higher Education. The poster will be presented on Thursday June 2 at Updates on Country and Regional Higher Education Policies poster fair from 10 to 12. Posters in this category share current issues and trends related to the higher education policies and systems of various countries, including new laws affecting higher education, new educational programs and initiatives, and scholarships for students wishing to study abroad or for incoming international students. Fulbright Center also represents Finland at the EducationUSA Embassy Dialogue Committee Country Fair (June 2, 10-12), in which EducationUSA overseas advisers and embassy representatives from around the world provide information about educational systems and advising programs.

Facilitating Cooperation of North American Studies in Finland North American Studies programs or courses are offered at six universities in Finland: Tampere, Turku, Helsinki, Vaasa, Oulu, and Eastern Finland. Every year the Fulbright Center brings together the North American Studies professors and program coordinators to discuss current issues and program developments. This year a current topic was the ongoing restructuring of Finnish universities and its effects on North American studies in Finland. Another important aspect of the meeting is to continuously develop and create new possibilities for cooperation between NAS programs as well as with the Fulbright Center. Further, American Fulbright grantees in Finland are a resource for the programs. This is highlighted in two annual seminars, the American Voices seminar in Turku in October and the America in Living Color Seminar in the spring. Fulbright Alumni are also frequent presenters at North American studies conferences in Finland, such as the Maple Leaf and Eagle Conference, which will take place in Helsinki in Spring 2012. “It is truly a wonderful chance for all of us to meet at least once a year and really discuss current topics with each other”, says Professor Anthony Johnson from the University of Oulu.
