In the context of combating cyberbullying, one of the main problems is the lack of human resources for working with all audiences and specific topics at the same time.

Therefore, at the moment, we are focused on a priority threat for us – that is cyberbullying in a children’s environments, especially at preschool and school age. We believe that for this audience the consequences of cyberbullying can be the most negative. We are trying to work together with community experts in this field, during one of our round tables organized by us, NGO La Strada presented their research and data on hotline for children, among which there was emphasized a significant percentage of actualized threats online, including cyberbullying. Together with the experts, we have agreed to work towards the development of recommendations and content,

primarily for parents who have relevant tools and are responsible for the children, so that they know about the threats which can be expected online. Of course, we are also trying to build a constructive dialogue with Facebook social network administration, for them the issue of hate speech is of great importance. Our goal is to help them to gain a better understanding of our national specifics and, in turn, to take over and implement the best practices that social networks use to prevent the spread of aggressive content, up to the imposition of certain sanctions on those who share it. As far as I know, the practice of imposing liability on people who cyberbully others in the European Union is currently being applied. The topic is sensitive, but I do not think that this is a matter of Internet freedom. Freedom ends where the rights of another person begin.

MAIN CONCLUSIONS

GENERAL TENDENCIES 1.

Most prominently positions of activists are expressed in the social network Facebook (79%) – by active commenting, making posts about activities, etc. Also, platforms for ‘active positioning’ of activists are comments on news (51%) and Instagram (49%)

2.

Gender equality activists are more actively using Twitter, and there is a significant presence of LGBT and gender equality activists on YouTube, while HIV activists almost do not use this media channel for their activities

3.

In general, 71% of the respondents were victims of cyberbullying (from isolated cases (49%) to persistent persecution (4%). This contrasts sharply with respondents’ responses about safety feeling when 61% said they feel safe

This may indicate that now cyberbullying is not perceived as a threat to online safety and activists can hardly assess its consequences

Most commonly victims of cyberbullying are men (74%), and among activists: HIV (79%) and LGBT (71%)

Most commonly activists experience such forms of cyberbullying: • insults under comments on news on Facebook (33%) and Twitter (33%) • threats on Facebook (35%) • intimidation on forums (13%) • blocking activity on Facebook (6%) and Instagram (6%) • spam attacks on Facebook (4%)

One third of respondents, personally or through the organization to which they belong, experienced attacks on their activity in Internet (content blocking). This is more pronounced among HIV activists (42%) and gender equality activists (37%)

Only 20% of cyberbullying victims applied to different institutions to stop bullying. Most often they refer to: • Non-governmental human rights organizations • International organizations • Administrators of online platforms • Relatives / close friends • The Office of the Ombudsman

Main resons for not reporting cyberbullying cases are: • Disbelief that the competent authorities would help • Lack of knowledge who to report to • Personal opinion that cyberbullying cannot be influenced

10. Activists believe that cyberbullying should be reported to cyber police/ police (58%) and to NGOs, human rights organizations (51%) 11. The most effective means of combatting cyberbullying for activists are complaints to the administration of social networks / resources, where a violation of rights occurred (59%), as well as offline educational work about the danger of cyberbullying (37%) 12. At the same time, 26% of activists point out that they do not see effective means of combating cyberbullying
