INFORMATION “Fulcrum” was registered in 2009 as All-Ukrainian charitable organization, it was established in order to address the issue of HIV epidemics among MSM. In 2017 “Fulcrum” received a new legal status of non-governmental organization to respond more effectively to new challenges. During 2018-2019 organization will completely switch to a new platform. Our organization is one of the founders and active participants of the Coalition for Combating Discrimination in Ukraine (CCD) since April 5, 2011. Since 2012 “Fulcrum” is a member of International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA) The International Lesbian, Gay, Bisexual, Transgender, Queer & Intersex (LGBTQI) Youth and Student Organisation. Since 2017 three employees of the organization are members of International AIDS Society (IAS) - an association of HIV professionals that has 16 000 members from 196 countries that work on all levels of global AIDS response. In 2013 “Fulcrum” became first LGBT organization that initiated coalition project with non-LGBT organizations launching a coalition combating discrimination at the workplace – Ukrainian Corporate Equality Index. “Fulcrum” is actively supporting annual National LGBT-movement and MSM-service conferences and annual KyivPride Equality Marches.

OUR WORK IS DIRECTED TO oo Central and local authorities; oo Civil society; oo Business community; oo Political experts and political leaders; oo Media representatives; oo Potential allies on human rights movement including LGBT.
We hope that by 2021, business in Ukraine will become a partner of civil society organizations in combating discrimination and start co-financing such activities. And “Fulcrum” in its turn will : oo Be developing Ukrainian Corporate Equality Index, attracting at least 20 new companies annually, 25% of which will have national capital; oo Be promoting regional initiatives and organizations on a way to cooperation with business supporting at least two initiatives or organizations annually; oo Be providing institutional support to parents’ movement “TERGO” in order to further strengthen the organization; oo Be acting as a partner to the government so that the executive authorities include the issue of LGBTQ rights and non-discrimination of LGBTQ as a social group in their cultural, educational, human rights and other strategies; oo Become a consultative center for political leaders and political experts with a view to their faster and more effective understanding of human rights issues, LGBTQ including; oo Be making reasonable base that will help to effectively overcome homophobic stereotypes and manipulations; oo Start “Inclusive Education Index” which investigates the level of discrimination based on sexual orientation and gender identity, disability, gender equality in higher education institutions in cooperation with other non-governmental organizations; oo Be developing monitoring mechanisms of discrimination based n sexual orientation and gender identity with an effective mechanism for getting legal support and case management.
WHAT WAS DONE OVER THE LAST YEAR? In cooperation with Ekonomika Communication HUB media holding we managed to engage business audience that still remained beyond the scope of activities of human rights organizations. For example, while working on “Corporate Equality Index” project we managed to cooperate with over 630 HRs, company executives and their employees. Establishing partnership and fruitful cooperation with business representatives is an important stage for the implementation and development of further innovative projects. Also, within the framework of the annual ceremony, the HR award of the year, “Fulcrum” together with the HeadHunter company has started special nomination “Equal opportunities”.
HEALTH: Realization of LGBT and MSM rights to quality medical care. We hope that in 2021 the community will have access to state-guaranteed friendly medical services, HIV testing in four Ukrainian cities. “Fulcrum” is not going to provide resource support for such services, it will only monitor their quality and availability. Also our organization will: oo Be building bridges between public and private services in HIV/AIDS prevention and treatment for LGBT and MSM through the Friendly Doctor system; oo Be cooperating with private medical sector to increase the access of LGBT to non-discriminatory medical services through Friendly Doctor platform; oo Develop mechanism for LGBT and MSM medical services quality monitoring and will contribute in every possible way to improving the quality of services; oo Act as a partner of the authorities in improving policies in all health and welfare-related spheres.
WHAT WAS DONE OVER THE LAST YEAR? Private medical institution Universum Clinic within the charitable support of our organization, has started screening representatives of the LGBT community for HIV and STI. Thanks to this, over 1000 people can be screened each year. Also, the personnel of clinic received training on tolerance. This will help build friendly and tolerant relationships between healthcare workers and patients.
ALLIES: Engaging non-LGBT community to upholding human rights. We expect that in 2021, “Fulcrum” will be able to engage more than 2000 allies in active cooperation to introduce systemic changes in Ukraine. We are also planning to: oo change the concept of the National LGBT portal from a highly specialized to a largescale information resource capable of attracting and engaging new allies to active work aimed at protecting and strengthening of human rights; oo by 2021, increase the audience of the National LGBT portal to 250 thousand unique users per year; oo co-organize at least two large-scale cultural and educational events throughout the year, each of which should cover at least 100 people, 10% of whom will become active allies of the organization; oo promote the allies’ ability to express their support for LGBT; oo take active part in the annual “Kyiv Pride” equality march, engage non-LGBT allies to the annual event, as well as various events and information campaigns during the pride week; oo implement at least one strategic information campaign in support of one of the directions of the organization’s work during the year in cooperation with human rights organizations or business; oo engage new allies covering more than 500 thousand people.
SUSTAINABILITY: Developing the institutional capacity of the organization, partnership and strengthening of the LGBT movement in Ukraine. We expect that in 2021, “Fulcrum” will be a stable organization with 25 individual associate members who will support the implementation of the new Strategic Plan, and will provide financing at the level of 7% of its annual budget at the expense of non-donors funds. Also, we are planning to: oo strengthen our institutional capacity through development and implementation of fundraising (search of financing) strategy; oo develop alternative sources of funding of activities, such as crowdfunding, associate membership, partly paid services on a voluntary basis; government order; business support, pro bono, etc; oo support initiatives of other organizations, namely regarding: oo development of pride movement in Ukraine; oo introduction of registered civil partnership; oo counteracting hate crimes; oo improvement of legislation in other areas related to human rights issues for LGBT.
WHAT WAS DONE OVER THE LAST YEAR? Ukrainian IT-company ІGenesis provided charitable financial support to the organization, which included hosting and domain costs of “Fulcrum” website. It should be noted that this is the first case of financing of LGBT organization in Ukraine by a business company.
