Fundación Comunitaria de Puerto Rico (FCPR) dedicates this 2017-2018 Annual Report to the nonprofit organizations that kept their love and commitment toward their communities alive before and after Hurricanes Irma and María (September 2017). After both storms, the organizations stepped up as the first responders to communities overwhelmed by the absence of basic services. They hit the streets, searched, improvised and executed masterfully — an unanticipated and highly necessary response, which for many represented the difference between life and death. Before and after Hurricane María… THE YEARS 2017 and 2018 are historic for Puerto Rico. When Hurricane María made landfall on the island on Sept. 20, 2017, it marked a before and after. The entire island was in a state of vulnerability, both physically and emotionally. However, the communities, with the priceless help of the nonprofit sector, faced adversity and set forth on the path of reconstruction. At FCPR, we recognize those community-based and nonprofit organizations as the first responders and designed a strategy to strengthen the capitals in their communities: physical, financial, human, social, ecological and cultural. Our strategic intervention focused on the empowerment and strengthening of projects to provide access to renewable energy, drinking water, safe housing, community economic development, and education. It was also proven that in times of greatest adversity, FCPR is strengthened thanks to the contribution of our donors in and outside of Puerto Rico. Following is a review of these two years and the progress of our communities.

FOR 34 YEARS, hundreds of donors have depended on Fundación Comunitaria de Puerto Rico (FCPR) as its philanthropic vehicle to make a difference on the lives of students and people assisted by nonprofit organizations that offer direct service to communities. The causes they’re passionate about are diverse, but they are all moved by the desire to contribute to the island’s present and future wellbeing. A family comes together to honor their grandparents ESTABLISHED IN 2017 THE WORD GUALASIA does not appear in dictionaries. Its origin is extraordinary, familiar and intimate. Gualasia is the combination of the names of Gualberto and Asia Rodríguez, a married couple from the Mameyes neighborhood in Jayuya. One of their granddaughters, Nanette Rodríguez, says that before they died, they both expressed the desire to create a foundation to support the professional growth of young people from Jayuya who showed an interest in pursuing agricultural careers. That was the seed that sprouted the Fondo de Becas Gualasia, established in 2017 at FCPR. The love in harvesting the ground was very important to their lives. “My grandfather was an agronomist and after becoming unemployed, he established his own business, Caribbean Produce Exchange. It was a successful business that is still in operation today, creating jobs in Puerto Rico. Agriculture was extremely important for my grandfather, because it’s what feeds a community,” Nanette said. Gualberto’s vision was to achieve efficiencies in farming through the implementation of agricultural genetics, which is why the Fund pays special attention to the development of

To give thanks ESTABLISHED IN 2018 The Fondo Amigos de la Facultad de Administración de Empresas (FAE) from the Universidad de Puerto Rico, Río Piedras Campus, was born out of gratitude from a group of scholars from the Business Administration
agricultural genetics and biotechnology. For Nanette, the philanthropic initiative delivers a powerful message to students: they’re not alone. “I want them to know that we’re very happy about their decision to study agronomy and that we’re here to help, not only financially, but emotionally. Our family is very proud of the scholars because we know they’re an essential part of Puerto Rico’s future. We want them to aspire to greatness and to understand that the effort, dedication and sacrifice are worthwhile to achieve their goals,” she said. She also said the philanthropic fund is one of the ways to help and contribute to a better Puerto Rico in an organized, legal and structured way. With the establishment of a fund, an individual or a family is helping others reach their dreams. We also want to set the example that helping is more important than receiving; and have them do the same in the future.
Faculty (FAE, Spanish acronym) has toward the institution that helped them achieve their academic and professional goals. Certified Public Accountant and financial advisor Héctor González says that for several months a group of
friends discussed how to help the faculty face its fiscal challenges as a result of government cuts to the island’s main educational campus. “This initiative was moved by our gratitude towards our public university, that allowed an excellent academic experience at an extremely reasonable cost,” Héctor says. It was then that Agnes Suárez, Kenneth Rivera,
Rafael del Valle, Zulmarie Urrutia and González developed a citizen response to the Faculty’s economic situation so that it could continue its academic mission: establishing a fund in Fundación Comunitaria de Puerto Rico. “At a time when the most valuable asset is human capital, the university Continues on page 6

Embraced by philanthropy ESTABLISHED IN 2018 WHEN LAURA I. GOITÍA- RODRÍGUEZ learned about the Sol Puerto Rico Limited Fund scholarship, she was happy to know she wasn’t alone in the path she set out to become a Mechanical Engineer. “There will always be people who will support students to reach a better future,” she recalls. And the economic opportunity came just in time. After Hurricane María hit in September 2017, her father was unemployed for about four months, as well as her mother, for around two months. The new scenario complicated the family’s economic situation because Laura, a resident of San Juan, had to find a dorm near the University of Puerto’s Mayagüez Campus, which implied expenses not only for housing, but for

The purpose of the fund is to provide an annual $5,000 grant to the Faculty to support physical structure improvement and academic programs with direct impact on students. The goal is to build a $100,000 endowment. The group of friends urges others to do the same to support other departments.
food, transportation and others. As soon as her mother told her about the scholarship opportunity, the student in Mechanical Engineering, with a minor in Automotive decided to “apply because I saw the opportunity to financially collaborate with my parents and it will allow me to continue my academic year.” Knowing that she was one of those chosen by FCPR’s evaluation committee, she felt in peace and relieved because with the scholarship she could take away from her parents “part of the economic weight that entails being able to finish my studies”. Laura wants to be a Mechanical Engineer for two reasons: to show that women can pursue careers traditionally attributed to men and contribute to the conservation of the environment. When she was little she grew an interest in engineering and architecture because she saw in both professions the possibility of creating and designing. But it wasn’t until she participated in a mechanical engineering camp at the university, that she was convinced that this was the way to go. She also wants to contribute to the preservation of the environment by creating an engine that does not emit harmful gases, since they contribute significantly to environmental pollution. “I saw it as a challenge because many told me it was weird to see a woman studying Mechanical Engineering. I will be one of those people who will show that gender doesn’t matter, but rather dedication and effort, which will lead me to complete my courses and create a better future for planet Earth,” she shared. “Philanthropy is an act every human being must undertake. In Puerto Rico, it should be practiced more often. The academic life of a student should not be affected by their economic status. Everyone deserves to study,” she says.
THE TORO NEGRO COMMUNITY in Ciales is an example of what can be achieved though self-developmemt, community empowerment, and philanthropic support. After Hurricane María, the residents of this community located in a remote area of the island’s mountainous region, spent eight months without electricity. This vulnerable situation allowed them to re-think their energy future. The community, organized 15 years ago, so it was confident in assuming the “responsibility” involved in executing such an ambitious project. This is how the first solar community in Puerto Rico emerged, a solar community that owns and manages its own solar energy system: 20 microgrids provide renewable energy to 28 houses. “We welcome this grant from Fundación Comunitaria de Puerto Rico and Somos Solar Foundation with great joy and humility. We have taken on the challenge and responsibility to build a solar energy network that will change our future and ensure a resilient energy structure… Our effort will guarantee the success of the Toro Negro Solar Community,” said José “Tito” Figueroa, president of the Toro Negro Community Inc., in a statement released in June 2018, announcing the social justice project. After the installation of solar panels and batteries, the unique solar community embarked on the process of creating the community’s administrative structure in charge of managing the system, for which they also

received technical assistance and support from FCPR. “That is the key to the success of this project (which has to be sustainable): we are the owners of our sustainable energy future.” José says. Toro Negro caught the attention of local and U.S. based media. Also, the community became finalist in the “Microgrid Greater Good Awards 2019” international competition and has had the support of Duke University in North Carolina to develop the billing system. Toro Negro was followed by the Esperanza Village community in Juncos, a solar micro-network that provides power to nine rental residences for people with low and very low income. FCPR’s vision is to continue promoting solar communities in Puerto Rico. Strengthening community infrastructure

BEFORE HURRICANE MARÍA, the Corcovada community in Añasco, had purchased a solar panel system for its community aqueduct, motivated by heir vision of becoming resilient and empowered to guarantee access to drinkable water to the community. However, the Corcovada Communal Aqueduct lacked an energy storage system, causing that during the rainy season, when sun barely heats up and the central energy system collapses, as it happened during the emergency caused by Hurricane María, the community was unable to supply drinking water to its 600 residents. Like many other community aqueducts, the lack of electricity forced them to invest in power generators, which isn’t cost-effective and harms the environment. The community, jointly with Máximo Solar and Fundación Somos Solar, presented a project to Fundación Comunitaria de Puerto Rico (FCPR) to be able to acquire a battery system. “The institutions are there to help us, but we have to take our steps,” said Iris González-Ramos, president of the Corcovada Community Committee in Añasco. After 40 years, Corcovada has been able to strengthen its vision of community organization, guided by a common goal: the 8

complete well-being of its residents. In 2006 they were bestowed the Miranda Foundation Solidarity Award; and in 2001 they received recognition from the National Oceanic and Atmospheric Administration (NOOA) for the administration of the acqueduct. The community also has a convention center, a recreational area with a basketball court, a baseball park, and a playground for children. In addition, they have a community center, located in an old school that has a gym and computer rooms. They offer English classes, health fairs and other activities. “Corcovada is an example of community resilience. There are a number of lessons learned that we must gather from this community to continue strengthening the island’s community aqueducts,” says FCPR’s president, Nelson I. Colon-Tarrats.

RE BU I LD I N G homes destroyed by Hurricanes Irma and María became a priority for Fundación Comunitaria de Puerto Rico (FCPR). The vulnerability of hundreds of families without a safe roof, required immediate action. In response, the Foundation supported the rebuilding and rehabilitation of homes, facilitating grants to Community Housing Development Organizations (CHDOs). Our two pronged approach was: supporting the reconstruction and rehabilitation of houses in the municipality of Loíza and; the rehabilitation of houses in 15 municipalities. The strategy also included the support of the CHDOS and the nonprofits participating to relocate families in secure homes and; the facilitation of foreclosed houses to these non-profits and technical assistance support. In the summer of 2018, FCPR awarded $1.3 million to several CHDO’s to repair 79 homes. In addition, it granted another $800,000 to the Puerto Rico Institute for Socio-Economic and Housing Development (INDESOVI, in Spanish) to rebuild 30 residences in Loíza, where it had partnered with the Ricky Martin Foundation for this effort. Loíza is among the poorest municipalities in Puerto Rico and more than 1,000 housing units were affected by the impact of both hurricanes. Among its residents was Wanda Fuentes, a 51-year-old woman, a resident of the Medianía Baja, Honduras sector in Loíza. Hurricane Maria destroyed her home’s roof. She lost everything. She, along with her son and husband — a dialysis patient — were left homeless. Since then, her family lived in three temporary homes over the course of a year. “I cried every day. I lost a lot. My husband was depressed,” she remembers. The new home had to be stronger. Wanda received assistance from FEMA and used her own money, including a loan, but it was not enough. It was then that philanthropic support made a difference: the assistance granted by both foundations allowed Wanda to complete the reconstruction. “I’m very grateful. They were angels who came to Loíza. I managed to move to my new house thanks to the foundations. I remember the day they gave me the key; It was a very special day; I cried a lot. I had never received help from foundations until then,” she recalls.

“We feel a lot of hope and relief” A L I T T L E B E F O R E the passage of Hurricane María, the Semillas Incubator of Casa Sin Fronteras was starting a microenterprise incubation cycle with 25 participants. But the atmospheric phenomenon brought everything to a halt, indefinitely. When the organization finally managed to regroup, they resumed communication with the participants, but only found seven of them. The ravages of the hurricane had forced some to leave the island, while others were surviving, pushing away the possibility of starting a business at the time. “The devastation was evident, but the drive and desire to overcome the situation was also immediately evident. We discovered a poor and fragile Puerto Rico,

but at the same time, one full of dignity and hope,” says Ángel Cortés, executive director of the Semillas Incubator. It was with seven people that the cycle continued. “Now more than ever!,” the participants told Angel, as he recalls. The value and solidarity of their community has set their north in the development of micro-enterprises as a strategy to fight the poverty in their community. “The Solidarity Economy Model creates opportunities for those that to have access to large capital funds. The model allows us to use our own talent to generate wealth for the community,” said. With much “economic sacrifice,” Semilla Incubator managed to complete that first incubation cycle. “Our community economic development initiatives and activities aren’t always understood by the government and foundations. However, there are many participants who find in our services an opportunity to restart, to reinvent themselves, which means believing in themselves and regaining hope, in favor of new opportunities. Without organizations such as FCPR, whose vision and strategy provide economic resources to our incubators, our work would be practically impossible,” said. The proposal supported by FCPR allowed Semilla to execute two micro-enterprise incubation cycles. As it reached the third stage of one of the two, the incubator has managed to complete about 15 business plans, with some micro-enterprises in operation.

Growth in financial investments in communities THE COMMUNITY INVESTMENT FUND ( FIC, IN SPANISH ) of Fundación Comunitaria de Puerto Rico (FCPR) facilitated $290,000 in loans in 2017 to two nonprofit organizations (NPOs). In 2018, the amount facilitated was at $992,219 in loans to four organizations, for a combined social investment in both years of $1,282,219. FCPR established the FIC in 2016, as an innovative financing program that provides access to capital to NPOs to activate community economic development. Eligible activities include: capitalizing community loan programs; buying and rehabilitating social interest housing; obtaining operational capital; and, financing projects that generate economic and social results. The instrument is similar to funds created in the U.S. mainland by community foundations, through self-funding. FCPR facilitated $500,000 in seed money to establish the fund and was followed by other investors: Ángel Ramos Foundation; Banco Popular;
Scotiabank; First Bank; Oriental Bank; and Banco Santander (2016-2018). The FIC represents a unique opportunity for nonprofits, since interest rates are low, repayment terms are easy, and the entity is provided with financial and administrative advice, and support to control the risk. “The FIC has been an innovative instrument for nonprofit organizations to gain access to financial capital. This serves several goals: the generation of economic activity through jobs created and retained; it gives organizations and investors a vehicle to obtain a financial return; and it supports the community through the community through the services and programs the organizations offer,” said Vice President of Program and Administration, David Haddock.

Building a new Loíza
FUNDACIÓN COMUNITARIA DE PUERTO RICO ( FCPR ) is carrying out a comprehensive community development strategy in the municipality of Loíza. With the support of philanthropic, nonprofit organizations, the Municipality and the community itself, the Foundation collaborates in solving problems related to access to safe housing, education, emotional health, employment opportunities and violence reduction. “The Loíza case is very particular because of its socioeconomic composition, its history, its culture, and because it has been a community that shows the highest degree of economic and social vulnerability,” says FCPR President Dr. Nelson I. Colon-Tarrats. “We want to see a significant change in Loíza’s communities, so they can move forward on their own toward a better future,” he adds.
The Alliance for Peace: For A New Loíza brings together FCPR, Nuestra Escuela, Taller Salud, and the Municipality of Loíza to transform the lives of young people of African descent. 12

ALLIANCE FOR PEACE: FOR A NEW LOÍZA END TO VIOLENCE AND ACCESS TO EDUCATION AND JOBS OBAMA FOUNDATION Alliance for Peace: For A New Loíza is a social justice project of FCPR, under the Obama Foundation’s My Brother’s Keeper Community Challenge initiative. The alliance convened by
The support granted by W.K. Kellogg Foundation to Loíza’s communities through FCPR includes access to emotional and academic support.
The philanthropic approach in Loíza responds to the fact that it is a community with a high degree of economic and social vulnerability.
FCPR, brings together FCPR, Nuestra Escuela, Taller Salud, and the Municipality of Loíza to transform the lives of young people of African descent through an end to violence, negotiation and mentoring, and access to educational and job opportunities. The beneficiaries are between 15 and 30 years old. Project period: January 2019 - May 2021 PROMOTING COMMUNITY DEVELOPMENT W.K. KELLOGG FOUNDATION The support granted by the W.K. Kellogg Foundation to Loíza’s communities through FCPR, allows the execution of a strategy that promotes community activation. Its purpose is to ensure that students and families receive emotional support, academic support and skills to create a safe environment for children’s self-sufficiency and personal development. In addition, the philanthropic support pursues for families to have safe housing and economic stability. The aim is to ensure that all children, young people and families, have the same opportunities to thrive after gaining access to basic social and economic resources. Project Completion: May 2021

Puerto Rico FROM THE EMERGENCY TO SUSTAINABILITY
After the passage of Hurricanes Irma and María, Fundación Comunitaria de Puerto Rico raised $13 million through the Puerto Rico Community Recovery Fund. From September 2017 to December 2018, the Fund has awarded $8,178,717.82 in grants, capacity building and technical assistance to nonprofit organizations for immediate relief and sustainable renovation in our communities and in grants for individuals and scholarships. To lead the work, the Foundation designed and implemented a strategic plan focused on providing equitable and sustainable access to vital resources: drinking water, renewable energy, safe housing, economic development, and education. 14
