“The mobilisation of community groups across a range of issues is important. We are seeing the involvement of a number of new social enterprises and community partnerships. Indeed, one of the most exciting things about the Green Deal is its potential to give rise to new third sector involvement in delivering energy efficiency services. Greg Barker, Minister of State, Energy and Climate Change. Extracts from Energy Bill debate, 14 September 2011.
Which community organisations can help delivery? • Only around 2,000 of 160,000+ organisations in UK have experience in marketing or arranging installation of energy saving measures or renewables.
• Less than 50? ‘green’ community organisations focused on energy saving measures, in London. Small and relatively new. • Most focused on recycling, organic food and solar projects.
• Funding from grants and FIT. • Most reliant on volunteers, lack entrepreneurial skills, funding and sustainable business models.
CONCLUSION: Community energy evangelists have to engage other organisations

Never heard of the Green Deal, FIT or RHI. Too much cost and hassle. Maybe next year. The Council should pay, not me. How does the Green Deal work? It’s a con isn’t it? I wouldn’t trust energy suppliers to provide an impartial assessment. Will we get ripped off? I don’t want to take on debt. Anyway, we’re moving in few years. Can you arrange face to face, impartial advice? What measures are feasible for my home? How much is it going to cost? Will we really reduce our energy bills? Cheaper to fund via a mortgage? What work will be required? How long will it take? Which products are the best? There will be lots of offers. Can you help me get the best value offer and service? OK, please arrange an assessment and get me the best Green Deal!

CONCLUSION: To achieve mass take-up, we have to change mindsets and behaviour.
Which operational model will maximise Green Deal/ECO uptake at minimal cost and risk for a Council? • Become a Green Deal Provider? – BIG COST/RISK • Partner with a single, Green Deal provider? NOT IMPARTIAL
• Do nothing – let market decide? COUNCIL DISENGAGED • Establish / partner with a CEO to market? WOULD THIS WORK?
NO PROVEN DEMAND. NO PROVEN OPERATIONAL MODEL. £100 MILLION WILL ONLY IMPROVE 15,000 HOMES. WOULD COUNCIL OFFER BE COMPETITIVE? WILL GDPs BE INTERESTED IN LONDON?
Over 80% of homes in private sector. 60% with solid walls.

“Bringing the local community together to improve housing/health, reduce energy bills, fuel poverty and carbon emissions”
Some of our 300+ supporters
Barnet Homeowner “Energise Barnet has been of immense help. They provided invaluable advice to help me make an informed decision on solar PV and arranged a very competitive price. I am delighted with the installation and am already reducing my electricity bill and generating income as a result of the Feed in Tariff. Solar PV is undoubtedly a very good investment.
What some of our supporters say… •
“Climate change, alongside a diminishing supply of fossil fuels, means that it is ever more important that we look for ways to save energy in our homes and businesses. We all have a part to play in reducing carbon emissions and this scheme (Energise Barnet) is great for providing practical advice and guidance on the changes people can make to their own homes in order to save energy.”Rt. Hon.Theresa Villiers, MP for Chipping Barnet and Transport Minister.
•
“Supporting new community initiatives in the borough is extremely exhilarating for us. In particular, well thought social enterprises which seek to help families save money on their energy bills and raise awareness of the environmental challenges facing this and future generations”. Chief Executive Officer, CommUNITY Barnet on Energise Barnet.
•
“We would like to arrange a meeting with Energise Barnet to discuss how it might help Hampstead Garden Suburb residents improve the performance of their homes without damaging the very special environmental and historic character of the area”. Hampstead Garden Suburb Trust.
•
“Energise Barnet have provided support with our Big Green Jewish campaign, initially with working with synagogues and individuals and then with our Solar Action scheme. As a group working on environment and social justice, JSAF are particularly impressed with how Energise Barnet works to support take up of sustainability measures and alleviate fuel poverty in the borough”. Jewish Social Action Forum.
•
“Energise Barnet is committed to transforming the borough into one of the ‘greenest’ in London. There is however considerable work to do in this respect and resident associations can play an important role in the community engagement process. However, FORAB does not have the time or resources to engage resident associations so we welcome the work of Energise Barnet”. Federation of Resident Associations Barnet.
•
“Energise Barnet is a shining example of how just one person can influence others to take action. Aware that his borough had the highest emissions in London and that no group was taking ownership of the problem, Nigel Farren decided to act”. Green and Serene.
