Analysis
The city of Rio de Janeiro has a widely appreciated seaside area. However, there are sections at the north of the city that could be better explored in relation to the lanscape’s potential and existing social demands. This is the case of a sector of the urban waterfront located along one of the city’s entrances, the most frequented highway of Rio de Janeiro and near the mainly airport of the city. That corresponds to the coastal area between Avenida Brasil and Guanabara Bay. In addition, the North Side is the region with the highest population density, high levels of atmospheric temperature and a lack of public open space for leisure and recreation. In this context, for the implementation of the urban park project, an area with few job opportunities was selected, which is located on a military premises of the Navy Complex, bounded by the Brasil Avenue to the east and the Guanabara Bay to the west. After analyzing the site, it could be stated that there is a high demand for reusing the area as public open space, which is not common in the local neighborhood.
Apart from that, the recreation intends to strengthen the area’s potential to increase its value and the regeneration of an urban landscape, that is poorly explored. Moreover, one of problems of the site on military premises is its hermeticity. It is closed for public access and causes disrupted spaces along the Waterfront of Ramos district. Thus, the lack of space for more infrastructure combined with the area’s potential have justified the architectural decision to reuse ground on the Navy Complex in order to create a new functional and physical conformation space could grade up the entire region. It can be estimated that the reorganization of existing open spaces with the creation of a public leisure and recreation equipments, combining sports, educational and cultural activities, will complement the already overcrowded Ramos swimming pool (the only existing park in the vicinity) and thereby expand the leisure opportunities.

Current situation
The Navy Complex is divided into five Military Organizations (MOs). The MOs are independent and have individual and restricted access. Since they are next to each other, the problem that it is hard to get access to each MO becomes a big issue for the surrounding area. As urban mobility and public accessibility is prevented in an area equivalent to 1.30 km²,this stretch of the Brazil Avenue appears in a bad light from a fruition and safety point of view.

Proposed situation
The proposal is to increase the porosity of this city section, leaving free access to Guanabara Bay and its waterfront. In this way, the areas occupied by MO’s have been optimized, the boundaries of their land were kept off the Bay and were disconnected to provide permeability in the access to the waterfront, which thereby will become public. The surface occupied by the park is concentrated along the waterfront and is anchored by the popular Ramos Swimming Pool in the south.

The existing constructions in the complex have 1-2 floors and are mostly implemented in an extensive way, wasted areas. Thus, the proposal was to substitute low-rise buildings by buildings with more floors and higher volumes in order to obtainmore free space for the park.

From the existing roads system, new transverse and longitudinal connecting roads have been constructed. The main longitudinal route is the Guanabara Avenue, a road that has been planned in the 1960s to relieve the traffic from the Brasil Avenue, but the project was never executed.

Other multimodal transports have been provided such as: the reactivation of an existing branch of the the train line between the Ramos neighborhood and the Brazil Avenue; the appreciation of river transport (often used by local residents) with the implementation of piers; and the cycle path system as an effective means of transport in the city. 4. Perimeter of the Ramos Park
With the new modified urban plan, the perimeter of the park was defined and thereby new private blocks of mixed-use, combining residential, commercial and services settled in that area. Thus, the space should appreciate in value, being more diversified and increasing the interactivity between residents and park visitors.

The Ramos Park was structured based on roadway modifications and location of buildings and existing sports courts , which are retained. Thus, the expected flows have influenced the shape and zoning of the Park. The initial concept was to make a park with multiple uses, starting with the attractive ends of the axe: the Ramos Swimming Pool at the southern end, and the Favela Kelson at the northern end. At the end, located next to Favela Kelson, public equipments have been implemented . It is intended to use them for educational purposes as well associal and cultural assistance. Thereby, the illegal occupation should be limited and the services will be useful for local residents. Anchors: In addition to the Ramos Swimming Pool, existing next to the park, there were created other anchor equipments, such as a fishing center, a community support center, areas for schools and kindergartens, Emergency Unit-UPA, an artificial beach, a multi-usable sports field and a playgrounds. Besides the equipment, existing warehouses have been converted into a market, a library and a technology center. In order to integrate the Brazil Avenue, the Guanabara Bay and the Ramos Swimming Pool with the spaces of the park and the Integrated Center of Public Education-CIEP, new urban squares with the Guanabara Bay Museum and commercial center district have been created.
Flows: The park flow has been designed in order to respect the existing hierarchies, prioritize cross flows and multiply the longitudinal flows. Afforestation: The existing trees were preserved and a complement planting of new trees and palms was proposed aimed at offering shadow to paths and permanence areas, to obtain landscape and spatial marking, value the squares proposed and provide new ambiences. Layout of the park: The layout of the park has been designed according to the proposed activities. In the innermost part, the plot follows the orthogonality of existing and projected multisport courts. On the waterfront, the design is organic by creating different ways of interaction and connection between the different park sectors. Pedestrian bridges: Location and information posts were created. They have the same numbering and architectural features of the proposed pedestrian bridges. Thus, in the location center the user can identify at which point of the Brasil Av. he is situated, corresponding to the same number of the pedestrian bridge. This option makes it easy for visitors and residents to orientate themselves when entering the circulation respectively the park.

Analysis
The project is located in the vicinity of Francisco Bicalho Av., one of the main arteries of the city, due to its centrality and connection to important points of the city. About 105,000 vehicles daily travel on the avenue. Despite the high flow of vehicles, there are no pedestrians passing along the Avenue. There are only concentrations at certain points, especially at bus stops. The avenue is a huge intermodal integration platform between the disabled Leopoldina Station and the Bus Terminal Novo Rio. Despite the short distance, there is no clear connection between them. Few pedestrians walk along this path. The traffic and the canal are barriers to cross the Francisco Bicalho Av. Apart from that, the scale of the buildings, the aridity and the degradation of the area make it an inhospitable and unsafe route. The project starts from the assumption to create a warm physical connection for users of different means of transport in that region by establishing a link between the Leopoldina Station and the bus terminal. Thanks to the footbridge and the increasing number of crossing points, pedestrians are invited to enter the field and use thei public spaces, that
are protected from the avenue traffic. The present architecture at the site is basically made up of underutilized warehouses and large buildings that are not connected with the street. From this background, the project proposes a new urban reading. It uses up large blocks to prioritize pedestrian traffic. It is adopted the premise of linear buildings that are joined forming cells to rebuild the alignment of the street and transcend the boundaries of the inner court. It creates an irregular layout that provokes different views on the urban landscape. There is no horizontal or vertical predominance at the height, but oblique in order to connect the urban landscape with the project and create an inciting skyline. The contemporary projects in Rio de Janeiro follow a formula concerned with the real estate market to limit the risks in the sector and maximize profits. This has generated residential and business buildings with questionable architectural and urban quality. The project’s intention is to put in question conventional investments in the real estate market by creating a new urban tissue, creating a better urban quality of the city and its inhabitants.

However, the transfer between these two points is hampered by an urban environment with any points of interests and an uncomfortable climatic. In the urban plan of Rio de Janeiro, there are various formalities resulting from temporal manifestations. The present irregular route surrounding the Francisco Bicalho Av. (São Cristóvao and port district) unplanned and with a predominance of horizontality contrasts with the urban planning of the 1980s in the expansion of the city (Barra da Tijucadistrict). At that time, the predominance of verticality and isolated monumental objects creates minimal interaction activities and urban life. However, the proposed project is located in the industrial zone of large impermeable and horizontal blocks.

The Cell
The “CELLS” are hybrid sets that are spread all over the premises. Each cell has different uses in order to balance them throughout the length of the ground, and thus balancing the flow of pedestrians. They are also responsible for “breaking” the monumental scale of the area and make it more familiar. They are shaped in a way that the pedestrian will always be surprised by his views. Moreover, it creates more private enclosures to meet both, occasional users as well as residents and workers in the region.

The square supports the connection between the Leopoldina Station and the Novo Rio Bus Terminal. The walk of about 1km becomes pleasant inside the premises, passing between buildings and vegetation which partly provide protection from the sun and the
heavy traffic at the Francisco Bicalho Avenue . The path outlined by commerce and the vegetation make it the most attractive route even for those who just want to cross the avenue.

The project is located in Bobigny and deals with the restructuring of the modernist housing complex in the 1950s called the Cité de l ‘Etoile. In addition to the internal reform on the floors, a better integration between the large housing complex and the small town in the vicinity it is proposed. Therfore, some roads and landscape modifications and a new contemporary housing complex have been proposed, being more integrated with the surrounding scale.

Thus, the city opens onto the park of Drancy station with new housing and allows the district to take root in the history of the place. Numerous visits to this district and discussions that we had with the residents dismayed us about the fracture that developed between them and their homes. We work in three areas of cross-sectional studies: residents, housing and neighborhood to recreate the lost connection.
