NEWS City council meets about downtown train noise PART OF EFFORT TO CREATE QUIET ZONES

he railroad crossings and the creation of possible quiet zones in and around downtown Gallup were front and center at a recent Gallup City Council special meeting.

The council listened to a presentation by the New Mex ico Depa r tment of Tra nspor tation rega rd ing results of a road safety assesment March 28.

ORIGINS OF THE PROJECT Mayor Jackie McKinney said during the special meeting that the project safety assessment has been in the works for about eight years, and the council is happy to see progress.

In an April 3 phone call, McKinney said the solution to create quiet zones at Second Street and Third Street was f i r st presented by BNSF Railway in 2011, when he first took office.

However, the first issue to arise in BNSF’s solution was an increase in the project price to create quiet zones. McKinney

said the first estimate from BNSF in 2012 was about $1 million, but when the city met with the company again, over a year later, the cost had risen to about $2.1 million.

The more pressing issue, McKinney said, is one that first came up at that time and still stands today.

“If they come in and help us create a quiet zone in the railroad crossings, they would transfer liability of the railroad crossing and right of way onto the city,” McKinney said.

What this means is the City of Gallup would have liability for any kind of train collision, with a vehicle or pedestrian, on BNSF’s right of way, he added.

“We don’t want to assume liability for their trains possibly hitting someone. We don’t want [to deal with] the lawsuits,” he said.

However, the Gallup City Council does not know if this is a viable solution to the train noise problem, McKinney said.

“We don’t know if closing both crossings is a good idea for the connection to north and south sides of Gallup,” he said, adding that the council continually receives feedback from the public. “Just talking to the citizens, [like] the business owners, they like the opportunity to zip across the tracks instead of taking overpasses.”

for upwards of 45 minutes, McKinney said.

He added, however, that while these prolonged closures may be an inconvenience for the community, most Gallup citizens have lived with it for years, and know to take the nearby overpasses when this occurs.

THE BNSF SOLUTION BNSF had an answer to create quiet zones and eliminate possible collisions about four years ago, according to McKinney. Their top priority was to close any railroad crossings to pedestrians or vehicles.

This way, BNSF would not have to worry about cars or pedestrians, McKinney said.

Highway 66 gas station robbed POLICE ASKING FOR HELP LOCATING SUSPECT Staff Reports

A

robbery of a gas station on April 2 had Gallup Police urging motorists to avoid the area while police conducted a

search for the suspect.

The robbery occurred at the Penny Pinchers Gas Station, 1401 East Highway 66, at about 8:30 pm. Gallup Police Captain Marinda Spencer said the suspect robbed the store of an Photo surveillance of the suspect that robbed Penny Pinchers gas station at gunpoint on the evening of April 2. The suspect, who headed north after the robbery, was wearing a green hooded jacket, blue jeans, and brown work boots. The suspect is at large, as of April 4.

unspecified amount of money at gunpoint and then fled heading north.

Police arrived at the store within five minutes and immediately began searching for a man wearing a black jacket, blue jeans and brown shoes.

Police also put out an alert asking people to be on the lookout for the suspect who was described as being about 6

feet, 2 inches tall and weighing between 150 and 180 pounds. He was also said to have a medium complexion.

The search went on until 11 pm and was discontinued.

Police said one person was interviewed, but there were no reports of anyone being arrested. Police later asked anyone with information to call (505) 722-2002.

First step in Gallup alley reconstruction plan

he stretch of Second S t r e e t f r om C o a l Av e n u e t o A z t e c Avenue was recently closed off.

City Manager Mar yann Ustick says this action is part of the City of Gallup’s Alley Reconstruction project.

“New Mexico Gas replaced the 70-plus-year-old gas lines

in the alleys from First to Third [streets],” Ustick said April 2.

However, the portion of the project to construct a new gas line across Second Street, which is a state road, requires a right-of-way permit from the New Mexico Department of Transportation.

Public Works Director Stanley Henderson confirmed the city manager’s response, and added that the segment

that crosses Second Street will be completed this week.

“This project is the first step in the City’s plans to reconstruct the alley including utilities, drainage, and surface, as part of its downtown redevelopment master plan,” Henderson said April 2.

The alleyway pedestrian improvements in the Gallup D ow nt ow n Met r op ol it a n Redevelopment Area Plan will enhance the existing alleys

between Coal and Aztec avenues as well as between Coal Avenue and Highway 66, according to the City of Gallup website.

Improvements will be made to local parking areas, pedestrian and bicycle routes, and access routes to nearby businesses and government offices.

Key elements for success, according to the city, include placing utilities underground, specialty paving, lighting, benches, and planters.

The city’s infrastructure capital improvement plan split the Coal Ave Alley Reconstruction Project into two phases, with the first phase covering First Street to Second Street, and the second phase covering Second Street to Third Street.

The estimated cost for the Coal Ave Alley Project is about $1.15 million for both phases.

The city designated both special and enterprise funds for the project.

Weekly Police Activity Reports Staff Reports

CHILD ABANDONMENT Gallup, March 24 A Gallup woman who called police to report a domestic disturbance fou nd herself in ja il a couple of hours later for abandonment of a child.

Brittany Tsosie, 20, had called police at 7:30 pm on March 24 to complain about how she was treated by her mother and two other women earlier in the day. She said the four got into an argument about her baby.

As Patrolman Patrick Largo was interviewing Tsosie, he began seeing signs she may have been intoxicated and found out that she was taking care of her baby by herself at the time. He asked how much she had to drink and she said

that she only had two beers because she was taking care of her child.

Largo called for a portable breath alcohol machine and when it came, Tsosie agreed to submit a sample. She blew a .189 and was arrested. She gave police the phone number of her aunt, who agreed to come and take care of the baby.

PARKING LOT BREAK-IN Gallup, March 24 A Window Rock man had his car broken into on March 24 while he was inside Walmart to pick up his girlfriend who worked there.

Artremis Yazzie told police he was in the store for about half an hour. When he came back to his car, he discovered that a side window had been broken and his MacBook Pro, valued at $1,500 was missing as well as some other electronic gear he had.

A check of the sur veillance tape showed that a silver car had parked next to his.

Someone hopped out of the

vehicle and a few minutes later hopped back in and the car left the parking lot.

There are no suspects.

ALLEGED STABBING ATTEMPT Gallup, March 24 Gallup Police are investigating a reported robbery and a possible stabbing attempt that occurred about 10 pm in downtown Gallup.

Gallup Patrolman Jerald Watchman said he interviewed Lorenzo Yazzie, who lives in Navajo.

Ya zzie told him he wa s either following or walking with the man near Sammy C’s Restaurant. Watchman said it was difficult to follow what Yazzie was saying si nce he wa s slu r r i ng h is words and appeared to be intoxicated.

Yazzie said the man showed him a knife and he gave the man his backpack. The man did not ask for the backpack, Yazzie said, but he voluntarily turned it over to him.

A search of the area turned up no suspects.

ATTEMPTED LAUNDROMAT ROBBERY Thoreau, March 24 A Prewitt man is facing attempted robber y charges after he reportedly tried to hold up a Thoreau laundr y on March 24.

McKinley County Deputy Jeff Barnhurst said he was dispatched to the D&J Laundry on State Highway 371 about 1:30 pm. When he got there, he was told the owner of the business, Jimmie Cotant, was following the suspect.

Barnhurst found the the two men walking along Highway 371.

He talked first to Alvin Delgarito, 29, who said the man following him had accused him of trying to kill someone. When asked what had happened at the laundry, he said he had only gone in to charge his cell phone.

Employees at the laundry said Delgarito showed up and asked how much money was in the cash box. When he was asked what he was talking about,

the employees said Delgarito demanded all of the money in the cash box and showed the brown handle in his pocket, making it look like a knife.

The clerk said she was scared, but told Delgarito he had to leave. She said she then escorted him out of the business. When Cotant was told what happened, he began following the man.

When he was searched for weapons, Delgarito only had a cell phone and a brown handle from a paint brush. Delgarito was detained and placed in the police unit.

CAR BREAK-IN Gallup, March 23 A Mesa, Ariz. man told Gallup police on March 23 that his car had been burglarized while he was staying at a Gallup motel.

Alvin Spencer Jr. told police that he had stayed overnight at the Red Roof Inn on West Highway 66, planning to leave for an archery competition at 5 pm.

He had just gotten up when he heard a car alarm go off in the parking lot and when he looked out his window, he saw that his automobile had been broken into and his two bows, each valued at $500, had been taken along with some tools that were in his car.

There are no suspects.

WEEKLY DWI REPORT Staff Reports Tara Faye Yazzie March 24, 1:00 am Aggravated DWI (First offense) Gallup Patrolma n J e r e m y Shirley said he was dispatched to the area of the Ellis T a n n e r Trading Company in connection with a car that had stopped in the middle of the road.

When he got there, however, he couldn’t find the vehicle and a little later, received word that the same vehicle had crashed into a ditch on U.S. Highway 491 near Clayton Homes. When he got there, he saw Yazzie, 34, of Tohatchi, standing by her car.

When asked what happened, she said she was just trying to get home. “I wasn’t safe,” she said.

She admitted that she had four shots of vodka at a friend’s house before driving home. She agreed to take the standard field sobriety test, but reportedly failed when she had trouble keeping her balance.

At that point, she was arrested for DWI. She agreed to take a breath alcohol test and blew samples of .19 and .17.

Sophina Morgan March 22, 12:52 am Aggravated DWI (first offense) Gallup Patrolma n Christopher Dawes said he was parked at the Sun Loan on U.S. Highway 491 when he saw a car driving north suddenly get into the southbound lane while still going north.

He immediately made a traffic stop to get the vehicle off the road and began interviewing the driver, Sophina Morgan, 35, of Yah-Ta-Hay. He said he could

smell the odor of liquor coming from inside her vehicle when he talked with her.

W hen a sked where she was coming from, she said Sports Page. She also said she only drank two beers when she was there. Dawes also reported seeing liquor bottles in her car.

She agreed to take the standard field sobriety test and when Dawes asked her if she had problems in taking the test, she said that she couldn’t balance on her ears. Dawes told her she would not be required to balance on her ears for the test.

She did several tests and showed clues in each test that she was too intoxicated to drive, so she was arrested for DWI. Later she agreed to do a breath alcohol test and blew samples of .21 and .22.

Titus Norton March 18, 8:25 am Aggravated DWI (Second offense) McKinley County Deputy Nacona Clark said she was on

County Road 1 when she noticed a car fail to stop at a stop sign.

S he go t beh ind the vehicle to do a traffic stop, but the driver refused to stop and Clark said she pursued the vehicle until it parked in a driveway on Fort Defiance Draw Road. She said she saw the driver exit his vehicle, but instead of stopping when she asked, he began running behind the building with Clark in pursuit.

Clark said she had to use her taser to get him to stop, but once she tased him, he became cooperative. The driver was identified as Titus Norton, 29, of Mentmore.

Clark said she could smell the odor of liquor being emitted from his person. She said she also found two beer cans in his vehicle.

He agreed to take the standard field sobriety test and failed. He was then arrested for DWI. He later agreed to take a breath alcohol test and posted two samples of .17 each.

He said he found the vehicle at about the three-mile marker

on Highway 491 and conducted a traffic stop. He said in his report that when he went up to the driver’s side of the car, he could smell the odor of liquor being emitted from the driver’s breath.

The driver was identified as Erica Tom, 29, of Mentmore.

She said she had consumed only one beer at the Sagebrush Bar. She agreed to take the standard field sobriety test, but failed when she was asked to count, and her numbers were all over the place. She was arrested for DWI. She was also charged with possession of an open liquor bottle in her car and abuse of a child, when deputies found her child asleep in the back seat only protected by a seatbelt and no child restraining seat.

She later agreed to take a breath alcohol test and posted samples of .20 and .21.

PURSE THEFT Gallup, March 22 Gallup Police are investigating a report of a car that was broken into late on March 22, or the early morning hours of March 23, while it was in the parking lot at Days Inn on west Highway 66.

Police said the suspect broke one of the windows to the car and had stolen two purses that were inside the vehicle at the time.

It had been declined four times, but the suspect was able to use it t h ree t i me s t o pu rch a s e items valued at between $17 and $19.

SHOPLIFTER FOILED Gallup, March 22 A Newcomb woman was cited in Ga llup Municipa l Court for shoplifting after bei ng obser ved leav i ng Walmart with merchandise stuffed into her purse and concealed on her person, that she had not paid for.

A security guard at the store said on March 22, that he obser ved Jessica Lea h Begay, 31, take items off the shelves and conceal them. He then said he watched Begay leave the store without paying for the items.

Begay was brought back into the store, where store officials repor tedly found some $82 in mercha ndise i n her ha ndba g, t hat she had not paid for. According to the report, she was very cooperative.

walking near the Trade Mart Square.

Patrolman Francis Collins said he was d ispatched to the area about 4 pm a f t er com munity serv ic e a id e s said they noticed a man trying to keep a woman from going onto the highway. They detained the man, who was identified as Alexander Lester Johnson, 31, because he was disorderly and intoxicated.

The woman told Collins she was walking in the area when a man she did not know approached her, and began hitting her and dragging her away. He placed his ha nd over her mouth, she said, so she could not call for help.

The man then put a knife to her throat and said “I am with the cartel.” She managed to get away and as she walked away, the community service aides came to her rescue.

Collins said he talked to Johnson, who told him nothing happened. He refused to say how long he was with the woman or give any kind of statement except to say he was with the cartel.

Collins said he observed that the woman’s face was badly injured.

DOUBLE BICYCLE THEFT Gallup, March 21 Gallup Police are investigating the theft of two bicycles, one of them valued at $4,500 from a Gallup residence on March 21.

The theft was reported to police by Michael King on March 22. He said a surveillance video showed a man walking up to the garage at his residence on Yei Avenue about 4:22 pm, removed one of the bikes and rode away with it.

He said the garage door was up at the time. He added, he was not sure when the second bike was stolen.

The video indicated that the man was Native American in his late teens or early 20s.

He was wearing basketball shorts.

eeping track of the money flowing in and out of a business is challenging even in the best of times — when cash is flooding in and the outflow is a comparative trickle. But any business that wants to stay in business needs to master cash flow management.

To help small-business owners get a handle on this essential skill, WESST in Albuquerque is conducting a workshop, Learn the Language of Your Business Finances, that includes demonstrations of how businesses can manage their finances, including cash flow, by having participants work with a spreadsheet for a fictitious venture.

The exercise gives tangible

examples of the costs that businesses can expect to pay - advertising, supplies, raw materials, loan payments, payroll, rent, insurance premiums, and so on - and the revenue they can anticipate for a given period. The hypothetical example shows trouble looming as bills come due and the revenue falls short of what’s needed to meet obligations.

New Mexico gets high marks for foster children placement STATE TIED FOR TENTH PLACE

L BUQU ERQU E Children who are removed by the state from an unhealthy or potentially dangerous situation do better when they are placed in a foster family than in a group or institutional setting. This is one child well-being indicator on which New Mexico does well above the national average.

That’s according to the Keeping Kids in Families: Trends in U.S. Foster Care Placement, a new data snapshot released by the Annie E. Casey Foundation as part of its KIDS COUNT® project.

The report looks at data from the child welfare system across all 50 states and the District of Columbia over a 10-year period, to see how placements for young people in foster care have changed.

It found that nationwide care systems placed 86 percent of foster children in families in 2017, compared with 81 percent in 2007. But despite this improvement, the data revealed the group placement rate for teens has remained stagnant, and there are persistent racial

In New Mexico, 92 percent of all children in foster care were placed in families in 2017, a 2 percent increase from 2007.

Nationally, 95 percent of children ages 12 and younger were placed in families in 2017, compared to only 58 percent of children ages 13 and older. In contrast, 97 percent of New Mexico children ages 12 years and younger were placed in families, as were 70 percent of teens ages 13 years and older.

“Children simply do better in a family setting, particularly when they are placed with relatives,” said James Jimenez, executive director of New Mexico Voices for Children, which is the KIDS COUNT grantee in New

Mexico. “Such placements help minimize the trauma of removal and helps keep sibling groups together, which is also essential to the emotional well-being of children in the system.”

Being part of a family is a basic human need and essential to well-being, especially for children, teenagers, and young adults who are rapidly developing and transitioning to independence, as documented in the Casey Foundation’s 2015 report, Every Kid Needs a Family. The new data suggests a growing consensus among practitioners and policymakers that young people in the child welfare system should live in families. Through the Family First Prevention Services Act, signed into law in 2018, states are empowered to prioritize family placement and high-quality, family-centered settings, which produce the best outcomes for young people.

New Mexico also does better in terms of disparities in placement by race and ethnicity. However, the data does not tell the whole story. While our native children are most likely to be placed with families (94 percent), they may be placed with non-native families, which is not

ideal. Our Hispanic and white children are also very likely to be placed with families (92 percent), while our black children are the least likely to be placed in a family (86 percent).

“We clearly need to do a better job to ensure that our black

and native children, as well as our older children - particularly teens - are being placed in the kinds of family settings that will best help them thrive,” Jimenez said.

financing activities during the period being measured. But many business owners, especially inexperienced ones, manage their finances by monitoring only the profit and loss or income statement and the balance sheet.

These are good practices, but they don’t give the complete picture of the business’s health and don’t help the business anticipate cash shortfalls.

“We find an incredibly helpful tool that pulls information together from both the profit and loss and balance sheet is a cash flow projection or cash flow budget,” Silva said. “This pulls all cash events — money coming in and money going out — and records them in the month they occur. It’s created in a spreadsheet application and projects 12 months of beginning and ending cash for each month.”

Because only cash movements are recorded, credit card purchases wouldn’t register on the cash flow projection, but credit card payments would, she said. This is why the cash flow projection should be reviewed alongside the profit and loss and balance sheet

‘Shazam!’ is full of humor and levity

A

nother week, another comic book movie adaptation. This time out, it’s one of the less familiar superheroes, arriving as part of the latest DC line of features.

Shazam! comes from the film universe that began in 2013, and includes titles like Batman v Superman and Justice League. This particular title takes a less somber and serious approach, emphasizing humor over tortured superhero souls. The end results aren’t perfect, and the flick takes a bit of time to find its rhythm. Still, it’s a far better and infinitely more entertaining film than any of the other DC features that have been released in the last six years.

As previous DC titles have displayed, nasty forces are on the rise.

the sinister Dr. Thaddeus Sivana (Mark Strong) manifests the spirits and powers of the seven deadly sins, the City of Philadelphia comes under threat. With no one else on the roster, the Wizard gives troubled foster teen Billy Batson (Asher Angel) incredible abilities. The boy becomes an idealized version of himself, taking on the form of adult superhero, Shazam (Zachary Levi). Billy looks to roommate and comic book aficionado Freddy (Jack Dylan Grazer) for help in determining what to do next.

There are some awkward bits early on as the movie attempts to push through the introductions and story exposition. In the first half-hour, it’s mainly up to the kids to deliver jokes.

They manage to pull some of them off, but a few of them are a bit clumsy as written, and not all of them work. Like in other DC flicks, occasionally the jokes are based around violent actions, and as a result these moments don’t always come off as particularly funny. Still, the goofier tone in general helps the blunter attempts at levity come across as less maladjusted and just as simple misfires in a feature full of humor.

The movie really picks up with the introduction of Levi as Shazam. He’s very entertaining in the role of superhero, perfectly emulating a 14-year-old trapped in an adult’s body. Most of the advertising for the film revolves around the training in the middle of the movie, and these moments are the story’s most effective bits. The fact that this story’s hero is essentially a boy is also a great asset to the feature. This is not a perfect individual who seems flawless and

unstoppable. Instead, he’s an imperfect character whose powers are out of his control and difficult to manage. Billy doesn’t have the maturity to process and deal with what is happening, which means the premise itself has the potential for more drama and humor.

Gags arrive rapidly after the intro to Shazam, and it results in plenty of scenes with a comedic bent that do work effectively. This includes the newly minted superhero’s excitement at being given the “powers” of purchasing beer at a local convenience store without reprisal. While attempting to foil a robbery and unexpectedly learning that his body or suit can repel bullets, the excited and eager teen asks to be shot in the face by the armed criminals. And late in the film, there’s an extremely funny gag that revolves around the villain’s lengthy and impassioned “bad guy speech” that doesn’t come across as intended.

Ultimately, the characters and story are sweet and the action is fast and entertaining. While some of the humor doesn’t quite hit the mark, a lot more of it does land, thanks to Levi’s work as the central superhero. And the uniqueness of the Shazam! concept, allows for a bit of drama, while still not taking itself too seriously. This makes the movie a heck of lot more fun than other DC entries, and will please most comic book fans young and old. Finally, for those interested, there are two extra bits at the end of the film; one scene that sets up another (somewhat obscure) villain for a future installment, and a post-credits gag.

A Breath Away - A lso known as Just a Breath Away, this French-la nguage science-fiction thriller involves a Parisian couple balancing their work lives with their daughter’s illness...one that forces the youngster to live in a hermetic glass bubble. When a deadly, poisonous fog cloud covers the city, the parents must find a way to return home and rescue their child. Critics were split on this effort. The cast includes Romain Duris, Olga Kurylenko, Michel Robin and Fantine Harduin.

Surprisingly, the press gave this effort better reviews than all the other films in the franchise. It stars Hailee Steinfeld, Jorge Lendeborg Jr. and John Cena.

Egg - Two competitive old friends decide to reunite and have dinner along with their spouses. After one announces that she is pregnant, the other declares that she is having a baby via a surrogate. Arguments and discussions about motherhood and their reasons for having a child begin to surface as the evening progresses.

Reaction toward this independent comedy was very good.

Christina Hendricks, Alysia Reiner, David Alan Basche, Gbenga Akinnagbe and Anna Camp headline the film.

T he G reat Buster: A Ce l eb ratio n Silent film comedian Buster Keaton is the subject of this docu ment a r y.

Director Peter Bogdanovich traces the actor’s beginnings in vaudeville and follows his progression into stardom on the silver screen, as well as his influence on today’s filmmakers. The picture also presents restored clips of some of Keaton’s greatest moments in cinema, along with comments from celebrities and fans that include the likes of Mel Brooks, Quentin Tarantino and Werner Herzog. Reviews were positive for this picture. Comments stated that while the movie focused mostly on the cinematic work of the performer, it served as a great introduction and testament to Keaton’s lasting appeal.

The Man Who Killed Hitler and Then The Bigfoot - Based on the title alone, B-movies fans will likely be very interested in this flick. It details the life of a fictional “American legend” who wa s secretly responsible for the death of Hitler. Some years later, government forces assign him the task of traveling to the Canadian wilderness and stopping Sasquatch from infecting the population with the plague.

This tongue-in-cheek effort earned solid notices. It stars Sam Elliott, Aidan Turner, Ron Livingston, Larry Miller, Ellar Coltrane and Caitlin FitzGerald.

The Mule - In the latest from Clint Eastwood, the director/ star plays an elderly horticulturist whose personal debts are piling up. To pay off some of his bills, he takes a job as a driver for a Mexican drug cartel. When the DEA finds out about the lead’s business sideline, they make their own list of demands, putting this mule in a life-threatening predicament. The consensus was that enough story elements worked, resulting in a tense thriller. The cast also includes Laurence Fishburne, Michael Peña, Dianne Wiest, Alison Eastwood and Taissa Farmiga.

Rust Creek - Here’s another effort about a college student designed to chill viewers. In this thriller, a young woman heads out from her

university for a job interview.

Unfortunately, she makes a wrong turn and ends up in the Kentucky wilderness... filled with terrible outlaws. The lead ends up on the run, begging for assistance from a mysterious loner. What could possibly go wrong? Notices were very reasonable for this indie film.

The cast includes Hermione Corfield, Denise Dal Vera and Jeremy Glazer.

A Silent Voice: The Movie This animated film from Japan follows a deaf student who arrives at a new school, only to be bullied by a boy in her class.

He torments her so much that she eventually leaves school, but the aggressor soon finds out how disapproving others are of his actions when they all shun him in retaliation. A few years later, the bully heads out to find his classmate and try to make amends. This disc includes both English and Japanese language versions of the film.

Vice - Dick Cheney is the subject of this Academy A w a r d nominated biopic. The plot follows his life as Cheney progresses from a troubled young man to president of the Halliburton company, and running mate of George W. Bush. After becoming Vice President of the United States, the film depicts the influence he exerted in his position and his efforts to

empower the President with new, unchecked authority.

Most called the leads phenomenal and thought that it brought many sinister aspects of the government to light. It stars Christian Bale, Amy Adams, Steve Carell, Sam Rockwell, Tyler Perry and Alison Pill.

BLASTS FROM THE PAST! It isn’t quite as busy a week for older titles as in previous editions, but there are a few noteworthy Blu-ray releases.

Arrow Video has a curious item that could almost have been featured in the above area as a brand new title. It’s the science-fiction/action/horror flick, Terra Formars (2016).

Directed by Takashi Miike (Ichi the Killer, Audition, 13 Assassins) and based on the manga comic book, the movie is about a group of soldiers on a far-away planet fighting an alien menace.

Actually, the storyline kind of sounds like a Japanese take on the 1997 movie, Starship Troopers. The Arrow disc includes clearer and newly updated Japanese subtitles, a feature-length documentary on the production, extended cast interviews, footage from the 2016 premiere in Japan, outtakes and publicity materials. Keep checking this site, as there will be a Blu-ray review of the release in the very near future.

Additionally, the distributor is putting out the Tom Selleck film, An Innocent Man (1989).

The actor plays an ordinary man framed for murder by a pair of crooked cops, and follows his time in prison as he waits for parole. Changed upon his release, the lead sets out to prove his innocence. This Bluray Special Edition comes with a film historian audio commentary, new interviews with some of the cast members, and a trailer.

And Kino also has a Special Edition Blu-ray of Unstrung Heroes (1995), about a youngster who is taken in and begins to live with his quirky uncles.

It stars Andie MacDowell, John Turturro and Michael Richard.

TRAIN NOISE | FROM PAGE 4 At that meeting, former City Attorney George Kozeliski said NMDOT required a resolution of support to conduct the assessment for the Second Street and Third Street railroad crossings.

The study would help determine if closure of the Third Street crossing is required while converting the Second Street crossing into a two-way street for the implementation of the proposed quiet zone, according to city documents.

The proposed cost of the study was about $100,000. The resolution carried with a 3-1 vote.

D u r i n g t he M a rch 2 8 meeting, several people from NMDOT spoke about the study and their findings.

Statewide Planning Bureau Chief Jessica Griffin spoke about the Road Safety Assessment team that assembled last August, which consisted of police off icer s, Public Works Director Stanley Henderson, and City Manager Maryann Ustick, among others.

“The team consisted of a large, diverse group of stakeholders [to conduct the study],” Griffin said, adding that they focused on the railroad crossings near N.M. 118 by Allison Road, Second Street, and Third Street.

This year’s event is themed “Destination Health” and is being offered to all residents as it has in the past. Last year it attracted more than 500 visitors who stopped by the Rio

special meeting to describe the survey process.

Kruse said the RSA team’s role was to assess the current corridors near railroad crossings, including what would happen if the nearby streets were closed, not allowing vehicles to pass over the railroad tracks.

In all, Kruse said that four possible long-term corridor alternatives were studied: 1. The closure of the Third Street railroad crossing, and turning Second Street into a two-way traffic street from Maloney to Highway 66.

2. Closure of the Third Street crossing, and turning Second Street into a two-way street from Maloney to Green Ave. 3. Closure of the Second Street crossing, and turning Third Street into a two-way street from Maloney to Highway 66.

4. No modifications to roadway configurations or traffic flow, but reconstructing railroad crossings with improvements for pedestrians.

A ny new con st r uct ion would have to adhere to public rights-of-way accessibility guidelines standards, according to information given at the meeting. This includes appropriate sidewalk widths, adequate clearance widths on sidewalks, adequate landing spaces at ramps, and compliant railroad crossing surfaces.

Some of the side effects of changing road configurations included an increase in road queuing, or vehicles lining up at crossings, and sometimes

stacking pedestrians at crossings, and increased pedestrian trespassing on railroads, according to Kruse.

The RSA team then used the known traffic volume, intersection geometry, and intersection phasing of the railroad crossings to predict how many vehicle crashes may occur near each site.

Information provided at the meeting showed as few as nine railroad crossing collisions and as many as 33, based on the team’s formula.

In addition, the alternative solutions carried project price tags that ranged between $4 million and about $6.2 million, Kruse said.

McKinney asked if there was NMDOT funding that could go towards the project, and was told that there is not at the moment because all the funding is tentative.

Bill Craven, Rail Bureau Chief for NMDOT, said that the city can seek out Section 130 funding, which is a federal program that provides funds for the elimination of hazards at railway-highway crossings.

West Mall to explore 55 vendors’ booths. So far this year 39 vendors have signed up.

“We encourage new vendors and those who exhibited previously to sign-up for a booth.

The Community Health Fair is an excellent opportunity to hand out brochures and information to families from Gallup, McKinley County and beyond,” says Juliana Dooley, RMCH Behav iora l Hea lth Collaborative Coordinator.

Dooley welcomes vendors to offer healthcare booth activity or a hands-on display but must be a not-for profit organization.

She notes there will be no cost for booth vendors, but is asking that they supply their own table and chairs.

In their survey of 32 of the unhealthiest counties in the U.S., the Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute in Madison, ranked McKinley County 31 out of 32.

The rankings use state and national data to compare U.S. counties on more than 30 measures across four areas, including health behaviors, clinical care, physical environment, and social and environmental factors.

“When you consider these health statistics, residents can see how important healthcare is and to be able to detect medical issues before they become life impacting,” Dooley said.

“Many of these issues can be detected with simple blood tests.”

A COLLABORATIVE EFFORT McKinney said April 3 that BNSF has been conducting its own safety assessment study similar to the city’s, but has not shared the results with the city. He said that their first option is likely still closing the Second Street and Third Street

crossings. “[Closing both crossings] has never been brought to council, so we don’t know if it would be supported,” McKinney said.

He added that BNSF’s idea of closing the two crossings led the city to experiment with closing just one of the crossings, and turning the other open street into a two-way lane.

The issue with this, as stated dur ing the special meeting, was that there could be more traffic collisions with cars and pedestrians, McKinney said.

“We don’t want to do anything that makes the safety worse than what it is,” he added.

McKinney said that to make downtown Gallup more customer and business friendly, cutting down on the train noise is a big step in the right direction.

“Until we get BNSF report and merge it with NMDOT and get every entity at the table, we’ll continue to look at viable options to quiet the trains down,” he said.

FOR THE GOOD OF THE COMMUNITY Craven said that the project is worth doing because improving the railroad crossing conditions can remove or greatly reduce the hazards that exist for pedestrians. “[Sidewalk improvements]

Yazzie said he noticed the odor of liquor, so he asked Ruiz if he had been drinking.

Ruiz agreed to take the standard field sobriety test.

Yazzie said that as Ruiz began taking the test, something about the way he was acting made him nervous so he called for backup. Before backup arrived, however, he decided to go ahead with the testing.

During the testing, Yazzie sa id he a sked Ru i z i f he had been drinking and he responded by saying, “Sir, I

will discourage trespassing at crossings,” Craven said, adding that the improvements could ultimately save lives.

This sentiment was echoed

by Larry Maynard, District Six engineer for NMDOT. “Saving lives would be an improvement we can all support,” he said.

Despite the conversations at the special meeting, McKinney said that the meeting was all suggestion, a precursor to the work ahead.

Dist. 1 Councilor Linda Garcia asked Maynard for a time frame for the project, and was told that NMDOT would first apply for Section 130 funding to begin planning and then building the sidewalks, a project that could take two to three years.

Maynard was asked by the council if the process could be expedited, and he said the department will keep working on the project, and securing funding for sidewalk construction is the first step.

In all, the city council agreed that reconstructing the sidewalks at railroad crossings would be the best outcome for the city. Dist. 4 Councilor Fran Palochak said that the city and NMDOT can coordinate to clear any obstacles with the project, for the sake of people’s safety.

“We can’t eliminate the railroad crossings, but we can work on the pedestrian crossings quickly,” she said. “We need to save lives.” don’t drink that much. I didn’t even drink today.”

Yazzie said at that point, Ruiz inserted one of his fingers in a pocket on his jeans and Yazzie ordered him to keep both ha nds in sight.

Ruiz said there was nothing in his pocket that could hurt him.

Yazzie said he reached into Ruiz’s pocket and pulled out a small bag containing a white substance. Ruiz said he didn’t know what the substance was and had no idea how it got into his pocket.

Turner says trading posts were some of his favorite spots. He expressed a special fondness for Alex Benally’s trading post. Benally is Navajo. Before he ran it, his grandmother ran the trading post at Chaco Canyon. Turner says while he was visiting, she showed up in full traditional Navajo regalia: a flowing skirt, velveteen shirt with an open collar and three-quarter sleeves, a turquoise squash blossom necklace, hair in a knot, and tennis shoes.

Inside were the goods and implements for people who don’t have electricity; things such as kerosene lanterns. Turner also mentions finding white enamelware with flower patterns, which he says is popular with grandmothers.

Turner, who has traveled through and written about the American Southwest for years, has a treasure trove of memories throughout the canyons and native roads, even the occasional memento that he’s picked up along the way. One of them is an original art work; a painted piece of sandstone with Navajo symbols he received as a gift from a man he met on a rim walk to Spider Rock as he trudged through slush on the trail at a visitor area around Canyon de Chelly.

Turner’s partner in Four Corners USA: Wonders of the American Southwest, is photographer Larry Lindahl who has journeyed through some isolated a nd spectacula r landscapes.

Lindahl, whose work has been exhibited by the Smithsonian Institution and is permanently on display at Petrified Forest National Park, has five books to his credit along with images in magazines, including Arizona Highways, Southwest Art, Condé Nast Traveler, Outdoor Photographer and Backpacker.

He emphasizes that respect adds a quality to the relationship. “When I’m wanting to get a photograph, I’m needing to be very appreciative. I can’t treat it as though it’s a novelty.

It needs to be seen for the respect that it deserves.” He says, “I had to learn to be very patient. There’s oftentimes no central person of authority. Language is really important.”

When taking pictures of ceremonies, he points out, “These Pow-Wow dancers aren’t wearing costumes. This is regalia. Regalia is making them regal. They’re celebrating their culture through the different elements that they’re wearing.”

He also told a tale of taking one of his favorite nature shots for the book. It’s a lot harder than it looks. In Utah, Lindahl visited Zebra Canyon. His target location was difficult to reach. So he employed trail heads and route-finding skills until he approached a narrow slot canyon. He said that entering was challenging, because it was not possible to simply put one foot in front of the other.

He walked with his feet pointed outward on both sides, in cold water that was chest deep, wearing nylon hiking shorts and Chaco sandals, holding a backpack with a tripod over his head.

He was greeted by a dead raven floating in the water. He believes it fell from a raven’s nest in the canyon. About 100 to 150 feet in, the canyon walls inverted to a sharp “V” shape.

Lindahl looked for a flat surface for his tripod, turned around and faced back toward where he entered, and took a long exposure in the dark. These pictures of the Grand StaircaseEscalante National Monument can be found in the Northwest Quadrant chapter of the book.

Lindahl also shared his experience at a private Navajo healing ceremony. Having studied different ways of healing, he met with a shaman Navajo healer to take pictures of a sand painting ceremony in Two Gray Hills (seen in the Southwest Quadrant chapter). He said looking at the picture after he took it made him feel like he was floating, traveling through a different dimension.

The history, beauty, peoples, and the marvelous creations of nature come together in Turner and Lindahl’s feast for the eyes, Southwest, Four Corners USA, Wonders of the American Southwest.
