El Rancho Hotel responds to carbon monoxide leak What to do in case of a carbon monoxide leak

C

a rbon monox ide leaks ca n happen anywhere.

The gas doesn’t have a scent, nor can it be seen by the human eye, but at high levels it can kill a person in minutes.

Carbon monoxide is produced whenever any fuel such as gas, oil, kerosene, wood, or charcoal is burned.

If appliances that burn fuel are maintained and used properly, the amount of carbon monoxide produced is usually not hazardous. However, if appliances are not working properly or are used incorrectly, dangerous levels of carbon monoxide can result.

Hundreds of people die accidentally every year from carbon monoxide poisoning caused by malfunctioning or improperly used fuel-burning appliances.

Even more die from carbon monoxide produced by idling cars. Babies, elderly people, and people with anemia or with a history of heart or respiratory disease can be especially susceptible.

At moderate level of carbon monoxide poisoning, victims will get severe headaches, become dizzy, mentally confused, nauseated, or faint. Death occurs if a person is exposed to high levels of the gas for a long

uests who were visiting the Gallup area and staying at the El Rancho Hotel over the holi-

days were evacuated from the hotel Dec. 28 due to a carbon monoxide leak.

According to a Gallup Fire Department incident report, a woman staying at the hotel called Metro Dispatch around 6 pm and said she wasn’t feeling OK. She reportedly said her husband had passed out. She said they were staying in a room on the hotel’s third floor.

New ordinance revises utility rates, late fee

T

he Ga l lup Cit y Council passed an ordinance at their Nov. 26 meeting that provides revisions to utility rates and administration.

“The current way the code is set up creates some duplication and confusion…and in some cases we have inconsistency,” City Attorney Dave Eason said.

Specifically, Title 8, chapters 6 and 6A that

impact utility rates and administration going forward will no longer have replication. The point of the extensive revision is to have more clarity and consistency in the language. For instance, one of the biggest apparent inconsistencies was exactly when payment was considered past due.

In one part of the code, a utility bill was considered 17 days late after mailing and in another, 28 days later after the bill date. Eason said the city

has followed the 28-day marker.

Making such changes separates code provisions that govern utility rates from accounts and administration. In other words, Chapter 6 addresses utility rates w it h t he or d i n a nc e approva l by the city council while 6A will focus on account administration a nd set up, account collection, and unusual circumstances, for instance if utilities will be continued in case

of chronic illness during winter heating months.

Additionally, numerous new definitions will be added to 6A including account, account holder, and bill date, to name a few. Also, there will be administrative flexibility for account set-up and administration, by permitting a personal guarantee in place of or to augment a security deposit. Eason said the recodification offers further clarification and more understanding.

“A clearer, more concise, and most importantly, a more consistent set of rules in dealing with utility rates and utility accounts and administration,” he said.

Other changes include defining the difference between residential and commercial accounts and adding a 12% interest charge to delinquent accounts.

In an interview with t he S u n , C ou nc i lor Sarah Piano, Dist. 3, said the interest charge

starts when the account becomes delinquent, 28 days after the bill date which is the date the statement is ma iled.

That interest could be waived or reduced but is at the discretion of the city manager or visitor designate.

“Reva mpi ng th is whole thing to be clear and the expectations of what fines will be and how we’re going to go through the process is really notable,” Piano said.

RMCH CEO keeps the momentum going

In an interview with the Sun, Gillis said that Patten was very involved during a twoweek transition period.

“Now, we need to keep the forward momentum going,” he said.

Gillis is a former open-heart ICU nurse who has worked in the healthcare industry for 33 years and spent the last 15 years in operations. He held leadership positions at hospitals in Florida, Texas, North Carolina, and Arizona, according to the hospital’s website.

“I’m pa s sionate about patient care, coming from a nursing background,” Gillis said. He explained that nursing “has been useful in every role I’ve worked in. It gives me an

advantage in connecting with people, roles, and challenges. I like to take care of people.”

FIXING RMCH’S PROBLEMS Gillis inherited several issues at RMCH when he accepted the CEO role, including fi nancial health, staffi ng, and management. He shared his plans for dealing with these problems with the Sun. “The hospital is trying to get its debt paid off,” he said. “We are three-quarters completed in that journey. We should have the debt gone in the first quarter of 2025.”

Though RMCH became mired in financial problems, Gillis said its officers are building long-term strategies that should be sustainable, RMCH has made progress with its staffing issues since Gillis became CEO. He said they used contract labor after the COVID pandemic, but that number is less than 5% now.

The hospital also had many rehires – employees who left and came back.

Gillis plans to accomplish much in his first six months as CEO, including working with the hospital’s internal team and providers and the people who use its services.

“I need to become part of the community and meet its needs,” he said.

He wants to expand RMCH’s telemedicine program, as well.

Due to a lack of specialists, patients sometimes must travel long distances to receive care.

“We can expand care in a dramatic way with telemedicine,” Gillis said.

Gillis is developing a strategic plan to work on during the next six months. He said he wants to focus on debt reduction and getting paid for the services that the hospital delivers. Another goal is to increase patient satisfaction and the quality of care that is offered. To accomplish this, Gillis is working step-by-step and establishing interim goals, as well.

RMCH recently obtained accreditation as a Critical Access Hospital.

“This recognition reflects the hospital’s continuous commitment to safety and quality patient care,” according to a press release from Rehoboth McKinley Christian Health Care Services. “RMCHCS was subjected to a rigorous unannounced on-site assessment on Nov. 7 … The [Center for Improvement in Healthcare Quality] team toured the hospital, reviewed medical records, observed care practices, and

interviewed staff and patients.”

The hospital “is in a better position to manage patients and have funding to support them” due to the accreditation.” Gillis said. “It’s a good thing for the hospital and the community.”

RMCH temporarily closed its Labor and Delivery unit in 2022 due to a shortage of nurses and physicians. Hospital officials are evaluating the issue, and many factors are involved, including the need to recruit qualified staff members. Gillis said it will take many months to assess the issue, so he could not offer a concrete timeline for when the department would be up and running, but he said they want to “do it the right way and use the right resources.”

Hospital officials chose Ovation Healthcare as its management partner in May. The company offers leadership and other services, Gillis said.

RMCH can obtain access to expensive databanks and medical supplies through Ovation, which can offer fi nancial support and local expertise in case management.

FBI details timeline for NYE New Orleans attack Staff Reports

T

he investigation into the truck attack on New Orleans’ Bourbon Street after a driver plowed into a crowd of people celebrating the New Year Jan. 1. Shamsud-Din Jabbar, 42, killed 14 people and injured dozens more.

The FBI held a Jan. 5 press conference in which they went into more detail about Jabbar’s actions leading up to the attack.

Jabbar, who authorities said acted alone in the attack on Bourbon Street, traveled to Cairo, Egypt, from June 22 to July 3,, then returned to the U.S. In a separate trip on July 10, he traveled to Ontario, Canada, and returned to the U.S. a few days later. The FBI also said Jabbar visited Tampa, FL. recently.

He also made at least two trips to New Orleans in October

"Our agents are getting answers to where he went, who he went with and how those

trips may or may not tie into his actions here," Lyonel Myrthil, FBI special agent in charge of the New Orleans Field Office, said.

While it remains unclear whether those trips were connected to the attack, FBI Deputy Assistant Director Christopher Raia said the agency is investigating whether Jabbar had any associates in the U.S. or overseas.

"All investigative details and evidence that we have now still support that Jabbar acted alone here in New Orleans," Raia said.

"We have not seen any indications of an accomplice in the United States, but we are still looking into potential associates in the U.S. and outside of our borders."

Jabbar, an Army veteran from Houston, plowed a rented Ford pick-up through a crowd of Bourbon Street revelers in

the attack that officials say was inspired by the Islamic State.

Dozens of others were injured in the truck attack and Jabbar was killed in a shootout with police.

The FBI recovered a black ISIS flag from the rented truck and found that Jabbar pledged allegiance to ISIS in online videos posted hours before the attack.

Jabbar also set a fire on Mandeville Street before heading to Bourbon Street, which was later speculated to be a distraction before he carried out the attack.

He wa s wea r i ng Met a glasses at the time of the vehicle attack, but did not activate the glasses to live stream his actions that day, according to Myrthil.

Jabbar purchased ice chests in Texas on Dec. 31, that he used to hide IEDs before

entering Louisiana and going to a home that he rented, officials said. Hours later, in the early morning of Jan. 1, Jabbar placed IEDs at two locations.

Video released by the FBI shows him placing one of the chests at Bourbon and Saint Peter Street and a second at Bourbon and Toulouse Streets.

Officials said he botched the detonation of the devices during his attack.

"He didn’t have access to a detonator, so he used an electric match in its place to try to set off the explosive material," Joshua Jackson, ATF Special Agent in Charge of the New Orleans Field Division, said.

"It’s not novel. What was different is he didn’t use the right or the correct device to set it off.

And that is just indicative of his inexperience and lack of understanding of how that material might be set off."

Among the charred items found inside were a handgun at Livelsberger’s feet, another firearm, fi reworks, a passport, a military ID, credit cards, an iPhone and a smartwatch. Authorities said both guns were purchased legally.

Daniella Lalio Jan. 2, 3:50 pm Aggravated DWI A 37-year-old woman and her alleged mother wer e a r r e s t e d a f t er drinking in a restaurant parking lot with a vehicle full of passengers that included a two-year-old girl, authorities said.

McK i n le y C ou nt y Deputy Molina responded around 3:50 pm Jan. 2 to a call of people drinking in a tan Toyota 4 -Runner and driv ing out of the El Sombrero Restaurant parking lot, located at 1201 Historic Hwy. 66.

The driver, identified as Danielle Lalio, was at the intersection of State H i g hw ay a nd A z t e c Avenue in the turning lane to travel northbound in the direction of the Munoz Overpass, but she did not turn and continued to travel eastbound.

In his report Molina said he was unable to pursue the suspect due to traffic at the intersection, and an additional deputy was called to initiate a traffic stop.

Deputy Ernesto Giron found the vehicle near

the intersection of South Third Street and Aztec Avenue. He made the stop in a downtown parking lot near Camille’s Sidewalk Café.

Molina asked Lalio if she had been drinking and said she “drank a Margarita at El Sombrero.” The deputy said he could smell alcohol coming from Lalio and that her eyes were bloodshot and watery.

She agreed to take a series of sobriety tests upon Molina’s request.

Accor d i n g t o t he report, she was given t h ree test s a nd performed poorly. Molina asked again if she only had one drink and she answered, “Yes.” Lalio was arrested on suspicion of driving while under the influence and was placed in the back of

Molina’s patrol unit.

Rana Tsadiasi was also arrested due to a warrant on suspicion of breaking and entering.

The girl, who was reportedly not in a car seat, was picked up shortly afterward by her grandmother. The two other

males in the vehicle were said to have been intoxicated and were picked up by family.

The vehicle reportedly did not have insurance and a suspended registration. Deputies allegedly found a bottle of vodka underneath the

passenger seat. The vehicle was towed shortly afterward.

After blowing 0.25 twice, Lalio was booked at the McKinley County Adult Detention Center without incident. Her pretrial hearing is scheduled for Feb. 4.

Low levels can cause shortness of breath, mild nausea, and mild headaches, and may have longer-term effects on a person’s health.

Since many of these symptoms are similar to those of the flu, food poisoning, or other illnesses, many victims don’t initially think that carbon monoxide poisoning could be the cause of their illness.

If you experience symptoms that you think could be from carbon monoxide poisoning: • Get fresh air immediately. Open doors and windows, turn off combustion appliances and leave the house.

• Go to an emergency room. Tell the physician you may have carbon monoxide poisoning. If carbon monoxide poisoning has occurred, it can often be diagnosed by a blood test done soon after exposure.

• Be prepared to answer the following questions. The doctor may ask you if your symptoms only occur in the house, and if they disappeared or dissipated when you left. They may also ask if anyone else in the household has experience similar symptoms, and if these symptoms appeared at the same time. They will also ask if you’re using any fuel-burning appliances in the house, and if those appliances have been inspected by an expert recently.

Ultimately, prevention is the key to avoiding carbon monoxide poisoning.

• Have fuel-burning appliances — including oil and gas furnaces, gas water heaters, gas ranges and ovens,

According to a Gallup Police Department press release, around 5 pm officers responded to a call athe intersection of Second Street and Highway 66. A person was

reportedly saw high carbon monoxide readings on the hotel’s entire third floor, so they initially led everyone on that floor out of the hotel. No other hotel guests reported feeling sick.

Once everyone was evacuated from the third floor GFD personnel began ventilating the third floor.

They also gathered carbon monoxide readings from throughout the hotel.

In an email to the Sun,

gas dryers, gas or kerosene space heaters, fireplaces, and wood stoves — inspected by a trained professional at the beginning of every heating season. Make certain that the flues and chimneys are connected, in good condition, and not blocked.

• Choose appliances that vent their fumes to the outside whenever possible, have them properly installed, and maintain them according to manufacturers’ instructions.

• Read and follow all of the instructions that accompany any fuel-burning device. If using an unvented gas or kerosene space heater is necessary, carefully follow the cautions that come with the device. Use the proper fuel and keep doors to the rest of the house open. Crack a window to ensure enough air for ventilation and proper fuel-burning.

• Call the Consumer Product Safety Commission (1-800-638-2772) for more information on how to reduce risks from carbon monoxide and other combustion gases and particles.

• Don’t idle the car in a garage — even if the garage door to the outside is open.

Fumes can build up quickly in the garage and living area of a home.

• Don’t use a gas oven to heat a home, even for a short time.

• Don’t ever use a charcoal grill indoors - even in a fireplace.

• Don’t sleep in any room with an unvented gas or kerosene space heater.

• Don’t use any gasoline-powered engines (mowers, weed trimmers, snow blowers, chain saws, small engines or generators) in enclosed spaces.

• Don’t ignore symptoms, particularly if more than one person is feeling them.

Nicholas Shults, the CEO of Ortega Hospitality, the company that operates the El Rancho, said the cause of the gas leak was identified as a blockage in the hotel’s ventilation system.

He said the problem was detected about two hours after it began.

Initially, only guests from the hotel’s third floor were evacuated, but the hotel staff did eventually clear everyone out from

the hotel. Shulte said the entire evacuation process took about 30 minutes.

Shulte said the issue was resolved in 48 hours, and after a gas company came in and fixed the problem, hotel staff monitored the carbon monoxide levels for another 48 hours.

Vengeance Most Fowl'

is enjoyable for all ages

For decades, this reviewer has been a fan of Aardman A n i m a t ion s produc t ion s.

Si nce t he O sca r-w i n n i ng 1989 Nick Park stop-motion short Creature Comforts, the company has continued to produce top-notch projects.

Around that time, Aardman also debuted their most iconic characters with the eccentric inventor Wallace and his reliable (and much sharper) pooch, Gromit. Severa l Academy Award-winning shorts featuring the pair have followed, as well as a feature fi lm and popular spin-off series about a curious sheep. Wallace & Gromit: Vengeance Most Fowl sees Park and co-director Merlin Crossingham return to their roots and tell another grand tale with the pair that will impress viewers of all ages.

This effort ties directly to the 1993 short The Wrong Trouse rs, which featured Wallace (Ben Whitehead) and Gromit foiling the plot of thief and penguin Feathers McGraw, who is attempting to steal the Blue Diamond from the city museum. Years later, Wallace cont i nue s t o ex per i ment

with new projects. His latest creation is Norbot, a gnome who can tackle household chores and gardening. The robot is nothing but a pain to Gromit, and things get worse when McGraw plots an elaborate escape from his cell at the local zoo. The criminal decides to use Norbot to help him reclaim the diamond and frame Wallace and Gromit. Chief Inspector Albert Mackintosh (Peter Kay) falls for the plot immediately, but new officer Mukherjee (Lauren Patel) begins to see that there might be more going on.

Yes, the plot is simple, but that helps the fi lm move swiftly and there is always something going on with the memorable characters and in the backgrounds. As expected, the leads are adorable and fun to watch. The silent, sinister Feathers McGraw has always been the series’ most charismatic villain and this proves to be the case once again. Some of the new disguises the antagonist wears are hilarious.

Heroic pet dog Gromit is a lways the u nderappreciated hero in these stories, and once again he is forced to endure some annoyances (including a sleepless night as Norbot charges itself in the most bizarre manner possible) before rising to the challenge… and perhaps finally getting some appreciation for it.

I’ll be honest and state

that puns aren’t my favorite source of humor, yet those in this picture garner laughs. I’m not entirely certain if they are clever puns or that they just wore me down, but the endless supply ended up putting a big smile on my face. It’s hard not to chuckle when pushy television reporter Onya Doorstep (Diane Morgan) announces herself on location while grilling Wallace.

The fi lm also includes a ton of film references for movie fans, including nods to Cape Fear, The Matrix and others.

There is even a hilarious wink to James Bond baddie Ernst Blofeld. There are so many of these clever bits present in the fi lm that it takes several viewings to catch them all.

A a r d m a n t it le s a lw ay s include top-of-the-line animation, and this effort is no exception. The sets, including Wallace and Gromit’s abode are fi lled with incredible detail. The same goes for the zoo location and city streets, not to mention the scenic country backgrounds and waterway system utilized during the climax. All previous shorts and the feature fi lm

deliver elaborate chases, and this effort continues the trend with a genuinely thrilling boat chase that might top them all.

It includes all the characters becoming trapped on an exaggeratedly tall bridge.

As for age appropriateness, I have a three-year-old who adored the picture. She caught sight of a screener provided to me, wouldn’t budge and has since demanded repeat viewings. While rewatching family fi lms can be a tiring exercise, it allowed this reviewer to read all of the signage in the background and notice more hidden gags. It’s even better after a few viewings and is a blast for all ages.

All of the titles featuring this pair are wonderful, and “Wallace & Gromit: Vengeance Most Fowl” is no different. This one is enjoyable from the start and even improves the second and third time around. It will leave viewers hungry for more and stands as one of, if not the best, animated efforts of the year.

The dog sitter’s flea dilemma

EAR PAW ’ S CORNER: I am a brand-new pet sitter with four clients. I’m able to take one pet at a time into my home to care for them when their owners are traveling for long stretches, and I do home visits for the others. Well, the toy poodle I have in my care for the next three weeks brought an unpleasant surprise: fleas! Normally I would ask the client to clear up the flea problem before pet-sitting services can continue, but I’m already

caring for the dog, so I’m stuck. What should I do?

— Jane H. in Wellesley, Massachusetts DEAR JANE: Immediately contact the client to inform them.

Then ask for their permission to treat the dog.

If they only want you to use a specific treatment, follow their instr uctions. Save your receipts for any flea treatments

purchased.

A flea infestation can spread to the other pets you care for, so follow these steps to reduce infestation: — Isolate the dog from most areas of your home until he has completed treatment and you are brushing away only dead fleas.

— Mop and vacuum your entire home daily, especially the corners.

(Tip: Put a brand-new flea collar inside the vacuum cleaner bag to kill the fleas that are sucked in.)

— Wash or steam clean area rugs and drapes, and the dog’s bedding.

— Wash clothes that you have worn around the dog. (Tip: Set the clothes dryer to a medium or high heat setting, which will kill most eggs and fleas.)

This is a good time to review and update your pet-sitting contract. Add a clause requiring pets to be free of fleas, ticks and communicable diseases, as well as a clause that says owners must reimburse you for expenses incurred if their pet causes an infestation.

I thought it got really high ratings. — L.L. A: Despite being Fox’s second-highest- rated series during the first half of 2023, the RyanMurphy-produced series 9-1-1: Lone Star was given the axe. Its fifth and final season began airing this past September.

The show will return on Jan. 20 for three more weeks before bidding a fi nal farewell. According to an article in Variety, the decision to cancel the series “wasn’t due to lack of enthusiasm for the show. Instead, it

was a matter of business logistics.”

According to Murphy, he loved the show, but “the fi nancials just didn’t work. It’s a Disney company that was on a Fox network, and it just was never going to work.” This mismatch was the result of Disney’s acquisition of 21st Century Fox, which included the 20th Century Fox fi lm and T.V. studios but excluded the Fox network. “The arrangement was less than ideal,” according to Variety.

The announcement was another blow for Lowe in 2024, whose other series Unstable, a comedy on Netf lix co-starring his son, John Owen Lowe, was also canceled. Fortunately, he has a new pet project to focus on, a possible sequel to the ’80s classic

St. Elmo’s Fire. Interest began stirring among its cast members, including Demi Moore, after the airing of the Hulu documentar y Brats. The process has been slow so far, but Lowe says it’s because they’re searching for the right script.

Social Security Fairness Act signed into law by Biden President Joe Biden signed legislation expanding Social Security benefits for millions of retired Americans, including fi refighters, police officers and teachers Jan. 5.

"Americans who have worked hard all their life to make an honest living should be able to retire with economic security and dignity," Biden told a gathering at the White House before signing the Social Security Fairness Act, which he said would mean an average monthly increase of $360 for more than 2.5 million Social Security recipients.

Those beneficiaries will also receive a lump sum in the thousands of dollars to make up for the shortfall in benefits they should have received in 2024, the president said.

The Social Security Fairness Act eliminates two federal policies that barred employees with a public

pension from collecting their full benefits under the federal retirement program and that reduced benefits for those workers’ surviving spouses and family members.

Understanding the workings of our state government

T

he 2025 New Mexico Legislative session begins Jan. 21 and runs through March 22. Although many people focus their attention on national politics, the decisions made by our state legislature can have more impact on our day-to-day lives. For instance, our state legislature makes most of the decisions on how N.M. will handle repeat offenders and crime, how our schools operate, requirements for students to graduate, upkeep of our streets and water systems, whether to fund mental health and substance abuse treatment facilities, and much more. Many people seem to have limited knowledge of our state’s legislative processes, so

Sarah Smith this is intended as a primer to help more people understand the workings of our state government.

Like the national government, the N.M. legislature has two chambers consisting of the House of Representatives and the Senate. New laws, called bills, are sponsored by state representatives and senators. Once a Bill has been sponsored, it is then assigned to committees that vote in order to allow the Bill to continue to the next committee. The N.M.

House of Representatives and Senate each have committees for education, health, taxes, judiciary, finance, etc.

Many hundreds of bills are introduced during each year’s legislative session, far too many to even be considered. Therefore, the Chair of each committee holds great power in setting the agenda of which bills will be considered. A large number of bills will never be heard in committee and will thus fail without any hearing. As an example, Sen. Joseph Cervantes is head of the Senate Judiciary Committee, so he gets to decide whether public safety bills are ever given any real consideration.

As a bill works its way through each committee, there is a chance for the public to hear from the experts who are advocating for or against the

Bill, as well as to make their own comments for consideration. The legislature allows comments to be made via Zoom, so anyone in the state can participate in these hearings. The committee Chair decides how many people are allowed to speak and the length of their comments. Some committee Chairs clearly value public input and allow everyone the chance to speak; other committee Chairs are more dismissive of public comment and severely restrict speaking time or number of comments that can be made.

If a bill makes it through the committee hearings, it can then be voted on by the full House of Representatives or Senate. As Speaker of the House, Javier Martinez will determine which bills will be voted on in the N.M. House of Representatives.

As President Pro Tempore, Mimi Stewart will do the same for the N.M. Senate.

Bills that pass in either the House of Representatives or Senate must then make their way through the other chamber. Bills passed by both chambers can then be signed into law by the Governor. All of the committee hearings and legislature meetings are webcast on the nmlegis.gov website.

New Mexico is ranked among the worst in the nation for education, poverty, violent crime, and the economy. Meanwhile, the legislature often passes laws that the majority of people would disagree with.

For instance, in 2024 the legislature passed HB41, which imposes fuel standards expected to raise gasoline prices in New Mexico by about 50-80 cents per gallon.

Another controversial law was HB7, under which schools can be fined $5,000 per instance if teachers or nurses “interfere” with access to care by talking to children’s parents about

their transgender or abortion procedures. That law has no requirement for parental notification or age restrictions for children to access those procedures.

Most New Mexicans did not know these laws were being considered until it was too late to make their voices heard.

Legislators often don’t talk about such laws until they have already voted (if at all), so people who want to be informed need to either monitor the legislative website or get connected with organizations who will do so.

For instance, at the New Mexico Freedoms Alliance, we notify people when laws are being considered that may impact fundamental rights such as public safety, the right to bear arms, parents’ rights to be involved in their children’s healthcare or educations, taxation, women’s rights to single-sex athletics and bathrooms, etc. We all need to pay attention and get involved now if we want New Mexico to have a better future.

The Native American Child Protection Act, introduced by Sens. Luján and Susan Collins, R-ME, reauthorizes and reforms three critical programs to ensure that tribes have the necessary tools to treat, prevent, investigate, and prosecute cases of child abuse and neglect.

U.S. Rep. Ruben Gallego, D-Ariz., introduced the House companion bill.

t feels like 2013 again.

Ba ck t hen, a belea g uered Republican Speaker of the House was forced into a government shutdown by firebrands in his caucus who considered him insufficiently pure.

A revolution in GOP politics has happened since, and yet a beleaguered Republican Speaker of the House has been forced to the verge of a government shutdown by fi rebrands in his caucus who consider him insufficiently pure.

The difference is that Mike Johnson — unlike his predecessor, John Boehner — isn’t just dealing with an internal revolt; he also had the most powerful Republican politician on the planet and his extremely influential sidekick blast his handiwork, namely, Donald Trump and Elon Musk, respectively.

Johnson did make a misstep with the so-called continuing resolution to keep

the government funded past a looming deadline. In negotiations, he let it balloon into a true monstrosity. What was supposed to be a stop-gap measure to avoid a government shutdown became a vehicle to pass new legislation in a last-minute, 1,500-page bill that no one was going to read.

The yet-to-be-resolved episode shows that Republican hostility to spending still exists a decade after Tea Party Republicans roiled the establishment — and made John Boehner’s life miserable — demanding massive deficit reduction.

Now, though, this reflex has taken a new form. It is expressed in fierce opposition to “the swamp” — in this case, business-as-usual logrolling in Congress — and excitement about the prospects for Musk’s DOGE, the new Department of Government Efficiency.

thinking. Yet, both of these are really beside the point when considering the red ink that one day — probably not tomorrow and maybe not even several years from now — could cause a horrendous fiscal crisis.

There are idiotic programs and senseless regulations aplenty, but the money that can be found in the federal couch cushions is relatively minimal.

Most federal spending has strong public backing, and so a $6.8 trillion budget that looks like a juicy target is very hard to bring under control.

The math is as brutal as ever. Social Security and Medicare, together with veteranís benefits and other health programs, account for more than half of the budget. One of Trumpís signature promises, of course, is not to touch Medicare and Social Security. Then, interest on the debt and defense spending take up about another $2 trillion.

What’s left is, in the scheme of things, a pittance, and even programs in this category have constituencies.

If the budget is ever to be put on a more rational basis, there is no substitute for making a public case for a serious reform agenda that includes entitlements like Social Security and Medicare. This is a politically perilous

project, which is why the Republican Party abandoned it. How much easier and satisfying it is to tank fl agrantly absurd end-of-year spending bills and to put extravagant hopes in DOGE? It is telling what else was happening in Washington while Mike Johnson’s continuing resolution went down in flames.

Congress was busy working to pass, on a bipartisan basis, the Social Security Fairness Act at a cost of roughly $200 billion over 10 years. It doesn’t matter that the legislation is a poorly designed giveaway to public employees that experts across the spectrum think is a bad idea.

DOGE will be hard-pressed just to claw that money back. Musk and Vivek Ramaswamy have talked about cutting a swath of federal workers. According to the Congressional Budget Office, in 2022, the federal government employed 2.3 million civilians at a cost of $271 billion.

So if you can cut 10% of those employees, which would be a stunning accomplishment, you might cover the 10-year cost of the Social Security Fairness Act, while still treading fiscal water.

This points to another similarity with 2013. All the drama and chaos is unlikely to fundamentally alter our dreadful fiscal trajectory.

If you have previously been granted an exemption and now have a change in ownership or status you must notify the Assessor of the change no later than the last day of February 2025 of the change. If required, application for exemption must contain the required information and must be on a form that is obtained from the Assessor’s office Section 7-38-17 NMSA 1978.

6. Property subject to valuation is presumed to be nonresidential and will be so recorded by the Assessor unless you declare the property to be residential no later than the last day of February 2025. If your property has changed in use from residential to nonresidential or from nonresidential to residential use you must declare this status to be Assessor no later than the last day of February 2025. The declaration must contain the required information and must be in a form that may be obtained from the Assessor’s office. Section 7-38-17.1 NMSA 1978.

7. If you are a person who is sixty-five (65) years of age or older or disabled, and whose ‘modified gross income” was not greater than $42,900 in 2024 and you own and occupy a single-family dwelling you may be eligible than $42,900 in 2024 and you own and occupy a single-family dwelling you may be eligible for a limitation on the taxable value of your residence.

The limitation of value specified in Substances A, B and C under Section 7-36-21.3 NMSA 1978 shall be applied in the tax year in which the owner claiming entitlement files with the county assessor an application for the limitation. The application must contain the required information and must be on a form that is obtained from the Assessor’s office. Section 7-36-21.3 NMSA 1978.

If your land was valued in 2024 in accordance with the special method of valuation for land used primarily for agricultural purposes, and the land is still used primarily for agricultural purposes, you need not reapply for that special method of valuation in 2025. If your land was valued in accordance with the special method of valuation in 2024, but it is no longer used primarily for agricultural purposes, you must report the change to the Assessor no later than the last day of February 2025.

8. If your land was not valued in accordance with that method of valuation in 2024 and it is now used primarily for agricultural purposes, application must be made under oath, in a form and contain the information required by department rules and must be made no later than thirty (30) days after the mailing of the County Assessor’s notices of valuation in order to be entitled to the exemption from taxation in 2025. Section 7-36-20 NMSA 1978.

If you own “livestock” that is subject to valuation for property taxation purposes, you must report such livestock to the Assessor. All such livestock present in the county on January 1, 2025 must be reported to the Assessor no later than the last day of February 2025. If the

livestock is transported into the county after January 1, 2025, it must be reported to the Assessor no later than the first day of the month following the first month in which the livestock has been present in the county for twenty (20) days. The report must contain the required information and must be on forms obtained from the Assessor’s office. Section 7-36-21 NMSA 1978.

If you own a manufactured home [that was not previously assessed] and it was present in the county on January 1, 2025, you must report it to the Assessor no later than the last day of February 2025. The report must contain certain required information and must be on a form obtained from the Assessor’s office. Section 7-36-26 NMSA 1978.
