Up for a vote GALLUP RESIDENTS TO VOTE ON NEXT ELECTION DATE

F

or the past couple of elections, the City of Gallup has chosen a different path than McKinley County and the rest of New

Mexico. While the county and the rest of the state hold their elections in November, Gallup’s elections have recently been in March.

But that could all change in the near future.

The biggest selling point

for converting to November elections is that sharing a ballot with county and state elect ion s wou ld save t he city money and might mean increased voter turnout.

Attorney David Eason said shifting to November would save the cit y a s much a s $55,000 per election. He also noted that more people typically show up to a November election.

“People are used to voting in November. They expect to vote in November,” Eason said. “... In local elections, participation by the voters is very important.”

The city began to see problems with how they operate after the state passed the Local Election Act, intended to standardize elections, in 2018. The act led the city to change their upcoming election date from March 2019 to March 2020.

Now, city elections are held on even years.

Eason explained that the city’s charter, which is a legal

document that establishes a municipality as a city or town, would need to be cha nged slightly if the city decided to switch the election dates.

What the council needed to vote on during the July 25 meeting was whether or not they should allow citizens to vote on the matter. If the council approved the resolution, an item asking the citizens of Gallup if they would like to see the charter changed would appear on the Nov. 7 ballot.

Once voters voice their opinions, it will be up to the council to decide to adopt the ordinance that would put the change in place.

If those two steps are completed, the city’s elections for mayor and councilors will take place on the second November of every odd year.

The council unanimously voted to approve the resolution.

The proposed ordinance amendment will appear on the Nov. 7 ballot.

WHAT’S YOUR DEFINITION OF CLEAN? Richard F. Kontz,

Executive Director, Gallup Housing Authority Operating a Public Housing program under the U.S. Department of Housing and Urban Development [HUD] is one of the most highly regulated programs. The regulations are massive and Public Housing Authorities are required to have an up-to-date policy manual and procedures for everything. One of those requirements is to conduct periodic “housekeeping” inspections. Generally, a housekeeping inspection is conducted to check on the tenants, who is in the household [correct number of people, any unauthorized pets, and even unwanted pests – like bedbugs]. We also want to see if they are keeping their housing unit clean and to check on the general condition of the housing unit [i.e. damages].

What is your definition of clean?

One Tenant was upset with my housing management staff after they conducted a housekeeping inspection and she failed her housekeeping inspection. Granted she was a single parent with a couple of young children and that was her excuse. But, when you find dirty diapers laying all over the place, rotting food in several locations, coffee cups in window stills with green mold, dirty clothing piled here and there you have to say that is not a clean housing unit. That is very unsafe and unsanitary. Yet, as my staff was leaving she confronted them and demanded to know “what is your definition of clean?”

Sad to say it does seem like some of our tenants have never been instructed or shown or trained on how to keep a house clean. As a parent, I know you do have to teach your kids these things. Some just naturally like to keep things clean and in order and some, not so much. But, all need to learn a basic level of cleanliness for health and safety reasons. I guess some people weren’t taught while they were young and now have grown into adults who still don’t know they need to keep their dwellings clean. Some just don’t understand why it is such a big deal.

The Point is: Good housekeeping is a good thing to do. Keeping your house clean is good for health and safety reasons. Too much clutter can invite unwanted guests [bedbugs, mice, flies, etc.] PLEASE don’t get me wrong – the majority of our tenants do very well. BUT, we do have some who need to work on it. COMMENTS are always welcome.

A

man allegedly attacked a Speedway employee when he believed the man was rude to him.

On July 20, around 5:45 am, Gallup Police Officer Ryan Boucher was dispatched to the Speedway at 2654 E. Hwy. 66 after a fight broke out at the gas station. The caller said that four or five men were fighting outside the store. One of those men was later identified as Andrew Martin.

When Boucher arrived at the gas station he met with one of the Speedway employees, who said that he had gotten into a fight with Martin, 23, earlier that day, and he had come back to the gas station “for revenge.”

The employee said that he had walked out of the gas station and Martin began chasing him around the business with a knife. The victim said he and Martin wrestled at one point during the fight.

Martin was reportedly with two other men and a woman, and they all left the gas station in a silver Nissan Sentra, heading west on Highway 66.

The manager of the gas station said she saw Martin chasing her employee, and she also saw them fighting.

Later on, GPD Officer Elijah Bowman performed a traffic stop on the north side of the Miyamura Overpass at the intersection of Joseph M. Montoya Boulevard, and he found Martin in the vehicle that matched the gas station employee’s description.

When Boucher arrived at the traffic stop, Martin told him that

Andrew Martin he’d gone into the gas station to buy some things and when he entered the business he “had to drop his bags.”

According to Boucher’s report, Marin said the Speedway employee “gave him attitude and was very rude to him.” He said that the employee tried to start a fight.

This incident allegedly happened around 3 am. A couple hours later, Martin went back to the gas station to allegedly pick up some things he had left there.

According to Martin, that’s when the gas station employee attacked him. Martin said he was defenseless and that the gas station employee “really messed him up.”

When the officers reviewed the Speedway’s security camera footage, they saw Martin chasing the gas station employee with a knife.

Martin was transported to the McKinley County Adult Detention Center. He was charged with aggravated assault. His preliminary hearing is set for Aug. 9.

Marcia Whitehorse July 25, 10:30 pm Aggravated DWI (Third) A Smith Lake driver, Marcia Whitehorse, 39, tried to pass through a DWI Task Force checkpoint and ended up being arrested and charged with her third DWI. New Mexico State Police Officer Joe Roanhorse was working a McKinley County Task Force Checkpoint near mile marker 5.5 of Highway 371 in Thoreau. A white Toyota Yaris pulled into the checkpoint, and when Roanhorse went to speak to the driver he

reportedly noticed the odor of an intoxicating liquor in the vehicle.

Roanhorse also noted an open container of Budweiser behind the front passenger seat. The driver, Whitehorse, produced a New Mexico ID, at which point she was told to exit the vehicle.

W h itehor se repor ted ly admitted to consuming a 24 oz. can of Budweiser, then stating she only had half of the can prior to driving. She showed further signs of intoxication, including smelling of alcohol and slurred speech.

She agreed to take the Standard Field Sobriety Tests.

However, she performed poorly on the tests and was deemed too impaired to safely operate a vehicle. Whitehorse was placed under arrest.

While searching the vehicle, Roanhorse located a halfempty 12 oz. can of Budweiser.

W hitehorse wa s tra nsported to the New Mexico State Police Office for the breath test, where she posted two samples of .18. She was then transported to McKinley County Adult Detention Center and booked for aggravated

Lujan Grisham announces historic expansion of Pre-K programs FUNDING INCLUDES MORE THAN 550 NEW PRE-K SLOTS FOR TRIBES, NATIONS, PUEBLOS Staff Reports

W

ASHINGTON D.C. — Gov. Michelle Lujan Grisham announced the largest-ever expansion of Pre-K programs in New Mexico on July 19. The expansion will increase the number of students served by more than 3,000, a huge leap forward in the governor’s mission of creating a comprehensive educational system from cradle to career.

The governor made the announcement at the White House States Convening on Child Care, which brought together nea rly 100 state

legislators from around the country and highlighted New Mexico’s leadership in creating a nationally leading early childhood care and education system.

Using nea rly $100 million from the Land Grant Permanent Fund requested by the governor and appropriated by the state Legislature during the 2023 session, the Early Childhood Education and Care Department awarded a total of 279 Pre-K grants to 84 school district programs and 195 community-based programs, family child care providers, Tribal governments, and Head Start grantees. The funding will

also be used to significantly expand instructional hours and increase pay for Pre-K teachers in the awarded programs.

“When I entered office, early childhood education and care programs were scattered throughout three state agencies, making it difficult to navigate for families and nearly impossible to create meaningful improvements in how we serve our youngest learners,” Lujan Grisham said.

“We needed a stronger family-centered, high-quality, universal early care and education

NM FaCES provides technology to early childhood centers, in-home daycares Staff Reports

ANTA FE — New Mexico Family and Community Engagement Solutions has launched a large-scale initiative to provide technology to early childhood education centers in three New Mexico counties, as well as to assess the technology needs of families with small children. The initiative is focusing first on San Juan, McKinley and Cibola counties, with plans to expand in the future.

For the initiative, coaches from NM FaCES are visiting early childhood centers and in-home providers to conduct a survey about their access to the internet and other technologies.

Based on the needs of the organization, New Mexico FaCES will provide datacasting units and/or tablets programmed with family learning activities to the centers and in-home providers.

NM FaCES founder Ferdi Serim explained the differences between the technology of K-12 students and those of early childhood.

“In early childhood settings, technology can be used to strengthen relationships between early educators and family members. Research on children’s media usage shows that children learn more from content when parents or early educators watch and interact with children, encouraging them to make real-world connections to what they are viewing both while they are viewing and afterward,” Serim said.

Serim also explained what NM FaCES is asking of the early childhood centers. The orginzation wants to know how well the STATE & REGION

‘Haunted Mansion’ doesn’t outdo the real Disney attraction

makes a great impression, mixing some wonderfully funny reactions to supernatural phenomena alongside heavier material relating to his introverted nature. And Father Kent’s backstory ends up being quite amusing, adding some effective humor to the scenario.

But truth be told, it’s all a bit overstuffed. Even the editing comes across as choppy as it tries to juggle its characters, both living and deceased, with references to the ride. Still, at least attempts are made to develop each mansion visitor.

Additionally, the cast are so talented that they make the most of the story’s comedic aspects. In fact, many of the fi lm’s fi nest moments involve humorous comments between characters as they acknowledge the bizarreness of the situation.

It is also fun to see recreations of bits from the theme park attraction, including some familiar faces haunting the hallways. These moments are entertaining early on, but there is a great deal of computer-generated imagery that continues to increase as the story

RATING:  OUT OF  RUNNING TIME: 122 MINUTES This feature from Walt Disney Pictures will be released exclusively in theaters on Friday, July 28.

For the last decade, Disney has been on a tear creating live-action adaptations of animated properties. These fi lms have gotten so much attention that many may have forgotten the studios’ sideline of making movies out of their theme park rides. And some of these projects are even more daunting, considering that there typically is very little detailed backstory involved in a 10-minute attraction.

The 2003 effort Pirates of the Caribbean: The Curse of the Black Pearl was something of an anomaly in that it successfully translated to the big screen. However, its follow-ups and other titles like The Country Bears, Tomorrowland and Jungle Cruise haven’t matched the studio’s original pirate-themed adventure.

Disney’s latest attempt is Haunted Mansion, based on the extremely popular ride. It’s actually the second film based on the concept (a 2003 effort starring Eddie Murphy was a critical flop). This version isn’t perfect either, but it is an improvement that delivers some chuckles.

by Father Kent (Owen Wilson), a holy man familiar with Ben’s innovative design for a camera that can capture images of ghosts. The priest promises a major payday if Ben takes photographs at a mansion thought to be haunted.

Despite reservations, the lead accepts the offer and meets terrified homeowner Gabbie (Rosario Dawson) and her son, Travis (Chase W. Dillon). Sure enough, the house does possess supernatural figures, including the threatening Hatbox Ghost (Jared Leto) and deceased medium Madame Leota (Jamie Lee Curtis). Ben and Father Kent convince psychic Harriet (Tiffany Haddish) and a local professor Bruce Davis (Danny DeVito) to help them square off against paranormal forces.

The screenplay attempts to wedge in portions of the ride with a more detailed history of the mansion and its many spirits. While the emphasis is on humor rather than scares, the film does try to address Ben’s personal tragedy, the reason behind Travis’ shyness, and the personal issues troubling numerous supporting characters.

Ben’s arc is certainly relatable and the character is engaging to watch. Young Travis also

develops. Some bits involving spirits causing trouble outside the mansion are striking. But not all of it looks convincing and the elaborate finale in particular goes overboard with CGI effects.

In the end, the fi lm is predictable, but offers a couple of minor twists involving its characters and their motivations. And the performers themselves are so strong that more of the humor lands than one would expect, ultimately earning it a minor recommendation. Haunted Mansion doesn’t outdo the real Disney experience and doesn’t make a long-lasting impression, but it delivers enough effective moments to entertain families looking for some ghostly fun.

Blu-ray/DVD Roundup for July 28, 2023

elcome to another look at highlights arriving on Blu-ray and DVD. Once again, it’s a remarkably busy edition with a number of interesting films in a wide variety of genres. So, if you can’t get out to the movies this week or need to stay indoors, be sure to give one of these titles a try!

BIG NEW RELEASES!

HOLLYWOOD DREAMS & NIGHTM A RES: THE ROBERT ENGLUND STORY: Horror fans will likely be familia r w ith the name Robert Englund, who played the villainous Freddy K r u e g e r in eight “Nightma re on Elm Street” pictures. This documentary details his life story, how the classically trained actor was cast in the famous role, as well as how he handled super-stardom. It also includes interviews with Englund, as well as his wife Nancy and horror luminaries Lin Shaye, Eli Roth, Tony Todd, Heather Langenkamp, Adam Green, Lance Henricksen, Bill Moseley and Kane Hodder.

Most write-ups were upbeat.

One or two felt that the movie was simply a chronological history that should have been put together in a more dynamic manner. Still, the vast majority loved learning more about the star’s life and appreciated hearing several fun and fascinating tales about his career

and incredible experiences.

IT AIN’T OVER: Baseball catcher and team manager Lawrence Peter “Yog i” Ber ra is the subject of this documentary. The film details his 19-year stint a s a pl ayer with the New York Yankees, as well as his long coaching and managerial terms with the Yankees, Mets and Houston Astros. Using archival footage and interviews with those who knew him, the movie also examines some of his controversial statements.

This is another non-fiction title that earned almost universally positive notices. One critic suggested that the movie was too distracted from important details while defending the figure from a few forgotten criticisms. Everyone else thought this fi lm was a great reminder of how important a player and manager he was, while also showing how the media would sometimes only focus only on his public persona.

Billy Crystal, Bob Costas, Willie Randolph, Derek Jeter, Vin Scully and many more share their memories of Berra in the fi lm.

J U ST I C E L E AG U E : WA RWORL D: T he latest chapter in the DC animated direct-to-disc series of superhero films t a ke s pl a c e i n mu lt iple worlds. When a new threat

emerges from an alternate gladiatorial universe called Warworld, Batman, Superman and Wonder Woman all must travel from different lands to fight the threat. They must also stop villains from escaping Warworld and invading our universe.

There aren’t many reviews available for the title yet, but a couple that have popped up online suggest that it’s a decent effort. They comment that it’s a simple story and note that the three leads don’t come together until late in the picture, yet still maintain that the animation is impressive and that it will entertain fans of the series.

The voice cast includes Jeremy Adams, Ike Amadi, Troy Baker, Darren Criss, Stana Katic, John DiMaggio and Frank Grillo.

NUCLEAR NOW: Writer/ director Oliver Stone (Platoon,

Wa l l Str e et, J F K ) i s t he figure behind this document a r y. He discusses the threat that the world is f a c i n g f r om climate change, caused by the ever-increasing use of fossil fuels in order to create energy. After discussing the matter with several experts, the filmmaker comes to the conclusion that reinstating nuclear power plants could significantly reduce emissions and ultimately save the planet.

The non-fiction feature earned more positive notices than negative ones. About one-quarter stated that while Stone made some interesting points, he presented his fi ndings in a flat and unexciting manner. Still, most thought the director made a convincing

argument and appreciated his hopeful and positive approach to dark subject matter.

PAINT: Inspired by the popular painter Bob Ross, t h is comedy introduces a fictional artist who hosts a popular public access television program i n Ver mont .

O v e r l y self-assured as a result of his personal success and the shouts of adoring fans, the lead doesn’t take notice of a new competitor. When this younger a nd more char ismatic painter begins derailing the protagonist’s career, he goes through a crisis of confidence.

Nearly one-third of critics admired the work of the lead and suggested that once they got onto the eccentric wavelength of the film, it was all very amusing. Unfortunately, more complained that the central character was too passive, the gags too broad and the end result simply not funny enough.

RESIDENT EVIL: D E AT H I S L A N D : T h i s a n i m at ed t it le ba sed on t he R e si d e nt Ev il v ideo game series features familiar heroes Leon S. Kennedy, Chris Redfield, Jill Valentine and Claire Redfield facing off against a new but familiar threat. When a strange virus begins turning humans into zombies, the trail leads the

characters to a quatic li fe for ms a nd a s i n i s t er l a b on A lc a t r a z Island. Once there, they must stop a mad scientist from infecting the entire population.

The movie received a limited release in Asia a few weeks ago and is premiering on disc in this part of the world. There aren’t many reviews available, but the ones that have appeared online have been upbeat. They suggest that while the dialogue is occasionally stiff, the visuals are great and that there is enough action and excitement to please those who enjoy the series.

The voice cast includes Bill Butts, Erin Cahill and Kevin Dorman.

THERAPY DOGS: A pair of senior high school students question their future and try to get a sense of self-understanding by making a student film about their lives. They run around the suburbs of Toronto with their friends,

pushing boundaries and experiencing all the city has to offer in order to fi gure themselves out. Naturally, they get themselves into trouble in the process.

This title won the Grand Prize at the 2022 Slamdance Film Festival. It also received a strongly buoyant reaction from the press. A small number did assert that the characters acted in infantile ways and that the fi lm didn’t offer much of a fi nal point or message. However, everyone else thought it was a realistic look at teenagers today, showing both positive and negative personality traits and what life is really like in the suburbs.

It stars Ethan Eng, Justin Morrice, Kevin Tseng and Kyle Peacock.

THE VENTURE BROS.: RADIANT IS THE BLOOD OF THE BABOON HEART: T he Venture Bros. was an a n i m a t e d a c t ion /come d y series that ran on Cartoon Network from 2003 to 2018.

This direct-to-disc feature is a fi nale, wrapping up some of the loose ends left hanging as the show was canceled. When Hank Venture disappears, all

of t he cha racter s come out to try and find him. As the search continues, pa st secret s a re revea led about the Venture family that must be addressed.

This title hasn’t been seen by many critics, but so far notices have been more positive than negative. The consensus is that this feature won’t convert new viewers, but that it is funny and does serve as a fitting close to the popular program.

Spilling the tea on sentence fragments ‘Grammar Guy’

lame it all on my British roots, but I’ve never preferred coffee. I like hanging out in coffee shops.

I don’t mind smelling like I’ve hung out in a coffee shop all day. But, for me, I like tea.

Every morning I need my Barry’s Irish Breakfast Tea with a dash of milk and sugar.

Without this, I will be a Grumpy Gus. Don’t give me Lipton or Twining’s — these are not the same.

In case you were wondering: yes, I do bring my preferred tea with me when I go out of town. And — while I like

a good morning cuppa — I’ve never understood kombucha tea.

What is kombucha, anyway? I know you were already thinking about it. Kombucha sounds like either someone sneezing or the thing someone says after someone sneezes.

Kombucha is like the kale of liquids. Does anyone really enjoy it? If you take a swig of this fermented swill, you’ll get a mouthful of vinegary, yeasty tea fungus.

I guess I don’t like my teas fermented in the same way I don’t like my sentences fragmented. Or do I? The grammar gods strongly advise against writing sentences in fragments. “Sentence

fragments” is industry-speak for “incomplete sentences.” A complete sentence includes a verb, makes sense on its own, and communicates a complete idea. After all, writing is all about communication.

Here’s an example of a sentence fragment: Because he lives near the ocean.

If the sentence read, “He lives near the ocean,” we’d be in good shape. However, adding “Because” to the beginning makes this fragment a dependent clause. We need the “why” to follow the “because.” Let’s fi nish that sentence: Because he lives near the ocean, he collects shells that look like Cher.

That’s completely strange;

it’s also a complete sentence.

We speak in fragments.

Constantly. We use them either to express a casual style, to create rhythm in our writing or to emphasize a point.

I agree with Bobby Graves, though: you’ve got to know the rules before you break them.

Seriously.

While grammar purists will beg to differ, I will throw them this bone: avoid using sentence fragments in formal writing. If you’re writing your doctoral dissertation, stay away from sentence fragments. However, when you are writing in a conversational, informal forum, feel free to play with the rules.
