Council approves city election date change

F

or the past couple elections, the City of Gallup has chosen a different path than McKinley County and the rest of New Mexico. While the county and the rest of the state hold their elections in November, Gallup’s elections have recently been in March.

But that’s going to change for the next local election.

D u r i n g t he Nov. 2 8 c it y council meeting, the council approved an ordinance that moves city elections to the first Tuesday in November during odd-numbered years instead of the first Tuesday in March of even-numbered years.

The cha nge mea ns that the councilors from District 1 a nd 3, Linda Ga rcia a nd Sarah Piano, will have their current terms extended to the end of 2027 instead of 2026. T he mayor a nd t he councilors from Districts 2 and 4, Michael Schaaf and Ron Molina, terms will last until the end of 2025 instead of ending next year.

Over 1,500 people voted on the issue, with 72% voting for the city to opt in and 28% saying they didn’t want the city to opt in.

Dur ing the July 25 city council meeting, City Attorney David Eason said shifting to November would save t he cit y a s much a s $55,000 per election. He also noted that more people typically show up to a November election.

“People are used to voting in November. They expect to vote in November,” Eason said. “... In local elections, participation by the voters is very important.”

B efor e t he cou nc i lor s voted on t he ord i na nce change Piano said that many people approached her saying they were confused by the ballot item. “[People t el l me] t hey were ver y confused by the wording of [the ballot item], so they voted yes, but I think a lot of people didn’t understand what they were voting for,” she said. “Every single person I talked to was like ‘That was the most confusing

thing I’ve ever voted for.’”

“I see pros a nd cons of both sides. ... I like the idea of moving it to November in terms of hopefully getting more people out to vote. It would also allow us to start the yea r in Ja nua r y when people come on,” she said.

But she also noted that some people have come up to her and said they don’t want the change.

“I feel a little torn,” Piano said.

The council put the decision up to a vote, and everyone approved the ordinance except for Piano. With a 4-1 vote, the ordinance passed.

Hospital receives own lifeline STATE, LOCAL GOVERNMENTS AGREE TO PROVIDE SHORT-TERM FUNDING FOR RMCH

ehoboth McKinley Christian Health Care Services is receiving a financial lifeline from state

and local government, ensuring that employees will be paid on time and the hospital will have some leeway to get up to date with vendor accounts.

However, it’s not yet clear when Rehoboth McK inley Christian Hospital will get the fi rst $2 million infusion to guarantee payroll, which would be the first of four installments for that purpose.

A memorandum of understanding laying out the terms is in the works, McK inley County Manager Anthony Dimas said, and the plan rests on four parties – the state, county, the City of Gallup, and the Navajo Nation – putting up $2 million each. The parties hope to have the memorandum completed within 30 days.

Dimas, RMCH Interim CEO Bill Patten, and representatives from the hospital board met with members of Gov. M ichelle Lu ja n- Gr isha m’s staff Dec. 5 to discuss possibilities for getting the hospital on a stable fi nancial track.

“Based on our cash projections, we were going to go negative on cash at the end of the month,” Patten said.

He likened the hospital’s fi nancial situation to a patient in distress: “We’re h av i ng a hea r t attack now,” he said, “[And] needing acute care before dealing with long-term issues that got us here. What the community is doing gives us an opportunity to deal with our weight and our diet.”

The county commission and Gallup city council met in a closed session Dec. 6 to discuss the situation and options.

“The city and county, to

In open comments at that meet i ng, Pat ten sa id t he hospital has basically four options: do nothing and wait for it to fail; file for bankr uptcy protections, which would unleash a frenzy of creditors competing to get paid; appoint a receiver – a neutral third party – to run the hospital’s fi nances, which Patten said would essentially combine options one and two unless that person had cash to work with; or attain some kind of support or assistance to let the hospital get on better footing with vendors.

The rescue money will make sure people get paid, but that still leaves RMCH in debt $1.5 million to the city of Gallup for utilities, and another $1.3 million to the county for back rent, and behind with several vendors.

Patten is mindful that local vendors, including some care providers, aren’t in a position to tolerate waiting an extended time to get paid.

“Local vendors don’t have

that kind of margin. I’m going to try to work with them fi rst,” he said. “That would include physicia ns a nd physicia n groups.”

He noted that in the past the hospital has treated some providers more like national vendors, but that will change so they get paid more quickly.

He is also in talks with national vendors, who are the bulk of creditor debt, to work out payments. The two largest outstanding amounts are $5 million and $2.2 million, respectively.

Restoring the community’s trust and getting locals to use the hospital for routine procedures will be key to helping the hospital get on a better footing, he said, and that will start with staff. He’s already scheduled some all-ha nds meetings with staff to make sure everyone is on the same page.

“The place that I am going to start is my employees. They are the best communication tool I have with the community,” he said.

Toward the same end, he also wants to work with local providers to urge them to refer patients to RMCH rather than out-of-town facilities whenever possible.

The short-term goals are to repair relationships and improve communication with the community; make the hospital viable on a day-today basis; pay vendors and make do some overdue facility maintenance and repairs.

“Six months from now I think we will be in a position to have chapter two of the conversation – the long-term success of the organization,” Patten said.

Preparing for the Fourth of July in November COUNCIL HEARS PLANS FOR DRONE SHOW

B

etween severe drought conditions, the pandemic, and a lack of companies offering to provide ffirework shows, the City of Gallup hasn’t had a fireworks show in the past four years despite being deemed the “Most Patriotic Small Town in America’ by map and atlas publisher Rand McNally some years back.

But now a new solution may have come into play: drones.

In an effort to find a bidder early, Gallup’s Tourism and Marketing Director Matt Robinson began trying to find a company who would put on a fireworks or drone show for the summer holiday about nine

months before the Fourth of July. He sent out requests for proposals to multiple firework and drone companies, but only one replied: Pixis Drones.

He came in front of the city council during its Nov. 28 meeting to present on the Pixis Drones and their interest with the city.

Pixis Drones, whose slogan is “Stories in the Sky” was launched in 2021. Robinson said that the company is rapidly becoming the top aerial drone provider in the country. They’ve put together shows for the NFL, NBA, and many national companies.

While some people may be disappointed over the idea of the city putting on a drone show instead of a fireworks show, Dist.

3 city councilor Sarah Piano showed some initial excitement.

“I know we had looked at some drone shows in the past, I feel like drone shows are kind of the way of the future,” she said.

“They’re more safe in terms of fire restrictions, and I’ve seen some drone shows that are really cool.”

The company is offering four different price points for the City of Gallup: 200 drones for $40,000, 300 drones for $60,000, 400 drones for $80,000, or 500 drones for $100,000. Robinson said city staff was interested in the $100,000 show.

“We really think that’s going to take a huge impact,” he said.

“That’s really going to shoot for the stars and make a really good show.”

The price evens out to $200 per drone, and Pixis includes all their travel, set up, safety protocols, design, and the creative work that will go into the show in their pricing.

However, the show would only be 10 minutes long.

The councilors balked at such a high price tag for such a short show. “… [Spending] $100,000 for 10 minutes seems just like an astronomical amount of money to spend. Maybe I’m just delusional because I also still don’t want to spend $20 for a sandwich,” Piano said.

Dist. 2 Councilor Michael Schaaf noted that a higher price tag is usually associated with a higher level of design detail in a drone show. Robinson also explained that a higher price tag equals “a higher quality” of show.

Pixis will work with the city on the design of the show.

Robinson said the design could

even be made to look like fireworks. The city would have complete creative control. The drones allow for a 3-D design, and music can and will be a part of the show.

These drones will fly 600 feet above the ground, and people will be able to see the show from about a mile away. Robinson said he plans to host the drone show at the Sports Complex, where a big hill will provide the best vantage point.

The council ultimately approved the $100,000 show.

The cost will be coming out of the Lodger’s Tax fund. Robinson assured the council that there is sufficient funding in the account for this purchase.

As for the rest of the Fourth of July festivities, Robinson said that is still a work in progress. He hasn’t put a committee together yet, but he said he has a lot of ideas, including a watermelon eating contest, a jalapeno eating contest, music, and other live entertainment.

NMSP investigate GPD officer-involved shooting Staff Reports

T

he New Mexico State Police Investigations Bureau is stepping in to investigate after a Gallup Police Officer reportedly shot a man Dec. 10.

According to a NMSP press release, a 21-year-old man from Gallup named Jeremiah Gomez was asked to leave a residence and refused to do so.

In an interview with the Sun, Jeremiah’s father David Gibson said his son was trying to get back into the house where he lived.

David said that Jeremiah had spent the day with his mother and drank a couple

beers. When he went back home to his girlfriend and their two-month-old baby, his girlfriend reportedly wouldn’t let him into the house and she called the police.

I nve s t igat ion s Bu reau agents learned that at around 9:30 pm, a GPD officer was called to a disturbance at 200 Western Skies Rd. When an officer arrived at the scene and approached Jeremiah, he walked back to a silver Toyota Camry, opened the door to the vehicle, and a handgun allegedly fell to the ground.

David said his son didn’t have a gun. He said what officers believed to be a gun was

actually the protective cover on his phone.

According to the press release, Jeremiah picked the gun up, took a fighting stance, and racked the slide of the handgun. He then got into the vehicle and fled the scene, initiating a pursuit. The GPD stopped pursuing Jeremiah after he reportedly left the city limits.

David said his son was afraid for his life.

“He was afraid they were going to kill him,” he said.

Later on, a GPD lieutenant observed a vehicle matching the description of the Toyota, and a second pursuit was initiated. A New Mexico State

Police officer who was in the area was able to successfully deploy stop sticks on Interstate 40 near mile marker 25.

The press release stated that Jeremiah got off the interstate after at least one of his tires was flattened and drove into a Blake’s Lotaburger restaura nt pa rking lot in Gallup. He got out of the car and reportedly tried to steal a white Jeep that was in the parking lot.

David said Jeremiah was actually trying to meet up with his sister at the Lotaburger, and that Jeep belonged to her.

At some point during the incident, a GPD officer reportedly fi red at least one round at

Jeremiah.

The young man was transported to an area hospital, then flown to a hospital in Albuquerque. His current condition is unknown. No officers were injured during this incident.

New Mexico State Police stated in a news release that they won’t identify the officer involved in the shooting.

Urinating in public along the road led to a Ramah man, Jerry Coho, 59, being arrested and charged with his third DWI.

New Mexico State Police Patrolman Merlin Benally was traveling southbound on U.S. Highway 491 when he saw a man standing outside a black passenger car pulled off the north lane urinating toward vehicles that were traveling northbound. Benally turned around as two people were getting back into the vehicle and conducted a traffic stop near mile marker 3.

He met the driver, Coho, through the passenger window. Coho said his passengers needed to use the restroom so he pulled over to let them do so. Benally reportedly smelled a moderate odor of an intoxicating beverage in the vehicle.

Coho also reportedly looked drowsy and showed signs of intoxication including bloodshot eyes and slurred speech.

After failing to hand over a driver’s license and struggling to locate documents, Coho exited the vehicle on Benally’s command. Coho admitted to drinking three cans of Bud Light prior to driving and agreed to take the Standard Field Sobriety Tests. However, he performed poorly on the tests and was placed under arrest.

Coho refused to give a breath sa mple a nd wa s t ra n s ported to McKinley County Adult Detention Center and booked for aggravated DWI (third), assault on a peace officer, resisting arrest, no license, and open container.

Legislation removes uranium worker benefits Staff Reports

ASHINGTON D.C. — Navajo Nation President Buu Nygren and Navajo Nation Council Speaker Crystalyne Curley expressed disappointment that amendments to benefit former Navajo uranium workers and their families were removed from pending federal legislation.

They released a statement showcasing their disappointment Dec. 8: “On behalf of the Navajo Na t io n , we e x pr e s s ou r disappointment in the remova l of the Rad iation E x p o s u r e C omp e n s a t ion Act A mendments from t he Nat iona l Defen se Authorization Act,” they said.

“This decision is disheartening to the Navajo Nation – a people whose significant contributions helped build America’s nuclear arsenal, secured a victory in World War II, and boosted energy development.”

The RECA amendments were mea nt to prov ide rel ief for hor r i f ic hea lt h

consequences suffered by former Navajo uranium miners and their families.

“By stripping these amendment s f rom t he Nat iona l Defense Authorization Act, t he gover n ment s end s a deplorable mes sage: t hat the sacrifi ces of the Navajo Nation do not matter,” the Navajo leaders wrote. “This is unacceptable.”

Nygren and Curley stated that the Navajo people have endured inordinate suffering, disease and cancers through radiation exposure from the mid-to-late 20th century.

Following World War II, uranium mining on Navajo lands increased through the Atomic Energy Commission because of the Cold War. RECA was administered by the Department of Justice and awarded more than $2.4 billion in benefits to more than 37,000 claimants.

The compensation program is set to expire in June..

Expansion of the program is needed to advance justice for additional individuals who were adversely impacted but are not currently eligible for benefits under the existing RECA regulations.

Governor announces 45 additional awardees of Rural Health Care Delivery Fund Staff Reports

ANTA FE — Gov. Michelle Lujan Grisham announced the final recipients of funding through the $80 million Rural Health Care Delivery Fund, which was created earlier this year, Dec. 12.

“The Rural Health Care Delivery Fund is making sure that no matter what part of New Mexico you call home, you have access to high quality and affordable health care,” Lujan Grisham said.

The announcement comes on the heels of the initial distribution of $18 million to 11 rural health care organizations.

UNM-Gallup keeps ‘Holiday in New Mexico’ tradition alive

T

he University of New Mexico-Gallup continued its successful Holiday in New Mexico tradition with nearly 1,000 luminarias, more than 800 biscochitos, and a musical finale by mariachi entertainer Antonio Reyna Dec. 7.

Fa m i l ie s a nd ch i ld ren who v i s it e d t he c a mpu s delighted in the festive decorations and the arrival of Santa Claus atop a Gallup Fire Department fire truck with a Campus Police escort.

UNM mascot Lobo Louie was also thrilled to see Santa, giving him a big hug when he arrived.

V i s i t o r s a l s o e nj oye d the various activities organized by the branch campus’

depa r t ment s a nd st udent clubs, including color ing, treats, ring toss games, chess, temporary tattoos, a North Pole Experience, and more.

“I loved the event,” UNM-G Student Veterans Association Vice P resident Rhonda Herber t sa id. “My fa m i ly enjoyed the booths, games, Santa, and the hot chocolate with biscochitos. They loved the whole experience, and I did too.”

Herbert and the Student Veterans Association gave out about 150 clay ornaments to v isitors at their booth.

Families and kids then got to decorate the ornaments to take home for themselves or to gift to their loved ones and even pets.

One of Herbert’s favorite moments of the night was when one boy stopped by to decorate three ornaments.

“He was so happy with how they came out,” Herbert recalled. “I asked him, ‘Why three?’ He said, ‘Oh, well one for my mom in heaven, one for my foster mom, and the other is so they don’t forget me.’ He had the biggest and brightest smile and thanked us. He brought me to tears. I had to take a break because I was once in that same situation.”

“All I have to say is that it was really fun seeing everyone get together as a community to not only help set up the event but also celebrate it ,” U N M - Ga l lup s t ude nt Nickolaus Brown said.

Reyna’s free show. She also worked behind the scenes to purchase all of the supplies needed for the entire event.

She said her favorite moment of the night was visiting and reminiscing with Reyna.

“It was so great,” she said of R ey n a’s per for m a nce. “ He i s t r u l y a f a bu lou s entertainer.”

Ron Petranovich, manager of the Physical Plant at UNMG, was also a big fan of Reyna and his performance.

“It was ver y enjoyable,” Petranovich said. “We need to have more of these cultural events on campus.”

“I have been attending Holiday in NM for approximately 30 years (it used to be called Holiday Magic) and it is something that all of my children have performed at throughout the years,” Griego said. “It holds a lot of meaningful memories.”

‘Chicken Run: Dawn of the Nugget’ is an unexpected but delightful sequel

By Glenn Kay For the Sun RATING:  OUT OF  RUNNING TIME: 98 MINUTES This animated motion picture will premiere on Netflix Friday, Dec. 15.

In the year 2000, British animation studio Aardman premiered their first feature-length movie.

That feature was Chicken Run and it was a massive hit with critics and at the box office. It likely would have snagged an Oscar for Best Animated Film, but

remarkably this award category didn’t yet exist at the time. After a very, very long wait, a somewhat unexpected sequel has arrived.

The 23-year break between films suggests that Chicken Run: Dawn of the Nugget may not really need to exist. Despite this potential issue, the final product is chock-full of fun and delivers plenty of laughs once it hits its stride.

Set not long after the events of the first film, Ginger (Thandiwe Newton) and Rocky (Zachary Levi) have escaped the clutches of their prison-like egg farm and are now living free with other escapees on a beautiful island. The two are also raising a daughter named Molly (Bella Ramsey), who yearns

for adventure and a life away from their pastoral home.

When Molly sneaks back to the mainland, she accidentally comes across Fun-Land Farms, a surprisingly high-security facility filled with fellow chickens. Panicked parents Ginger and Rocky and a few friends follow her trail and soon find themselves at the same mysterious locale. It isn’t long before they uncover a deadly plot involving Mrs. Tweedy (Miranda Richardson), the old, vindictive proprietor of the egg farm.

While the story is set in the same period as the original, the time-lag between the two productions means that the protagonists are now voiced by completely different performers. For those who remember the original, it does take a bit of time to adjust to the slightly different voices and characterizations. Additionally, there isn’t a great deal of drama or conflict in the opening scenes, at least until Molly finds herself in a strange and unexpected location.

However, once Molly arrives in a gaudy area populated by complacent, almost zombie-like chickens, the laughs start coming. The first film was inspired by The Great Escape, while this one provides an amusing contrast as the leads must put themselves back in danger and break into a fortified, well, farm.

Its high-tech security involves a moat with metallic, laser-shooting ducks, and when necessity calls, human intervention via a person dressed in a zip-up chicken suit.

Naturally, there is a great deal of effective humor from these bizarre sights, as well as the heroic animals sneaking through the building and trying to avoid detection.

And when the secret and dastardly plot is eventually revealed

by Mrs. Tweedy and cohort Dr. Fry (Nick Mohammed) to a fast-food chain owner (Peter Serafinowizcz), it is hilarious to witness.

The Pregnant and Po s t pa r t u m Women Treatment Reauthorization A c t w i l l s u p p o r t p u bl i c and nonprofit entities that offer PPW progra ms. La st December, Luján introduced the Improving Treatment for Pregna nt a nd Post pa r tum Women Act 2.0.

“I mprov i n g t he he a lt h of pregna nt women facing substance use disorders is critical to creating positive outcomes for families and lasting health,” Lu ján said.

“By reaut hor i zi ng t hese critical programs, pregnant a n d p o s t p a r t u m wo m e n w ith substa nce use disorders can access the necessary tools to prevent health c o m pl ic a t io n s a nd t r e a t substa nce use - includ ing recovery and rehabilitation.

I’m committed to improving families’ health and safety in New Mexico and across the country.”

Scott sa id the cr isis involving pregnant women and substance abuse should be one of the government’s top priorities.

“I’ve spoken at length of the devastating effects and

reach of illicitly-trafficked fentanyl in this country, and it s dead ly i mpact on new a nd ex pecti ng mother s is yet another reason that seriously addressing this crisis must be our gover nment’s top nationa l secu r it y pr iority,” he said. “The harsh but hear tbreaking tr uth is the number of skyrocketing fata lities of pregna nt a nd p o s t p a r t u m wo me n r e p resents far more than mere statistics show – these are children left without mothe r s a n d f a m i l ie s r i p p e d apart. How to purposefully punctuate the holiday season ‘Grammar Guy’

his is most likely my oldest son’s last year believing in Santa. I think he’s onto the big lie my wife and I have been spinning.

Will he r uin it for his younger siblings? I sure hope not. After all, our six-year-old told me just yesterday, “Dad, if you’re naughty, Santa will give you Coke in your stocking.”

Bless her heart.

As you know, my expertise isn’t in Mr. Claus; it’s in mystery clauses. Christmas has plenty to teach us about punctuation, so let’s delve down the chimney of Christmas present tense.

Semicolons can really slay if you use them the right way. In fact, they connect clauses better than Mrs. Claus Facetiming Santa from the North Pole.

A semicolon connects two related independent clauses; they replace a comma and a coordinating conjunction.

Here’s an example: Last Christmas Eve, it was too foggy to navigate the sleigh safely; Santa called on Rudolph to save the day.

Speaking of sleighs, it helps to buckle up while dashing through the snow (lest you get upsot). In punctuation, a dash adds emphasis to a phrase.

Dashes take the place of commas to offset writing in a dramatic way.

For example, “The Grinch — w h o h a t e d a ny t h i n g related to Christmas — stole Christmas from all the citizens of Whoville.”

Christmas is a season of anticipation. For those who celebrate the spiritual aspect of Chr istma s, the Advent season reminds us that the long-awaited Messiah would be born in a humble stable in Bethlehem. Toy-loving kids find great anticipation in going to bed on Christmas Eve so Santa can bring them toys.

In punctuation, colons build a sense of anticipation. They indicate something exciting is coming, whether it’s a list, quote or explanation. Curtis has a long Christmas wish

list: new pens, novelty socks and a 1968 Nolan Ryan/Jerry Koosman rookie card.

The best way to spread Christmas cheer is by singing loudly for all to hear. Similarly, commas are like Santa’s helpers in the magical realm of punctuation. They help to clarify sentences.

Commas tell your reader where to pause and break up the flow of words, making it easier to understand what you mean.

Noticing the cookies and milk, Santa took a few seconds to devour a midnight snack.

Think of punctuation marks like glitter — a little bit goes a long way. When you go overboard with punctuation, your

agents lear ned at approximately 7:15 p.m., New Mexico State Police off icers were called to 6 CRB 29D in reference to a shooting which had just occurred. When officers arrived, they observed a male lying face down on the ground with a wound consistent with a gunshot.

The deceased male was identified as Alejandro Rodriguez, 39. Investigators learned that earlier in the day, Gary Hicks, 59, of Ribera, N.M. and a 43-year-old male were returning from cutting wood when the male observed Rodriguez’s vehicle parked outside his cousin’s residence. The male stated

he knew, and investigators later confi rmed, that Rodriguez had an active restraining order prohibiting his contact with the female homeowner.

The 43-year-old male confronted Rodriguez outside the residence and an argument ensued. Moments later, he heard a gunshot and Rodriguez fell

to the ground. Rodriguez was pronounced dead at the scene by the Office of the Medical Investigator. The investigation revealed Hicks was the shooter and he was charged with an open count of murder.

This incident remains under investigation by the New Mexico State Police.

big splash, as do the colorful but mechanized interiors of Fun-Land Farms.

If you appreciated the original film, the quirky Chicken Run: Dawn of the Nugget will also entertain. It looks fantastic and once the main characters find

themselves in the surreal and eerie farm, the movie delivers loads of laughs and thrills. Despite the lengthy passage of time between servings, this offering is still a tasty treat.
