LETTER FROM THE CHAIRMAN & MAYOR | THE GARLAND GUIDE 2018

Welcome from the Mayor & the Chairman The City of Garland

The Garland Chamber of Commerce

Mayor of Garland

Chairman of the Board

Douglas Athas

Scott McMurdie

Welcome to Garland!

Dear Chamber Members and Community Stakeholders:

What began as a small town 125 years ago has grown to a city rich in diversity, manufacturing, and cultures, and is now the twelfth most populous city in Texas. This is easy to understand given Garland’s unique attractions, entertainment, rich opportunities for growth, and its solid focus on community.

Welcome to the Garland Chamber of Commerce. As we look around us every day we see innovation, growth, challenges, and change. All of which are signs of a vibrant community and economy. With the mission of the Chamber to be a catalyst for connections and growth, it is as important as ever that we continue to strengthen the partnerships that make this such a great city where people live, work, and play.

Garland is home to over 2,300 acres of park land with 68 parks, 40 playgrounds, 20 miles of trails and nature paths and a community garden. At our municipally-owned Firewheel Golf Park, golfers enjoy rolling hills, creek views, big trees and sunny days while playing on one of three courses-actually 63 holes, the largest in Texas. Garland is a full-service community, we offer curbside waste and single-stream recycling collection, water and power, and competitive rates to both residential and commercial customers. Arts and cultural activities are abundant in our historic downtown, anchored by the Granville Arts Center and the Plaza Theatre. Our unique, walkable downtown, centered on a town square, is home to many weekend events and impromptu music groups. You will find original boutiques and a variety of restaurants. For shopping, Firewheel Town Center has over 100 shops, restaurants, a movie theater, offices and residential living. The eastern part of our city is home to Harbor Point, which features Bass Pro, restaurants and a hotel, and is surrounded by Lake Ray Hubbard, which offers residents and visitors water skiing, boating, sailing, and fishing. Garland prides itself not only on opportunities for new business, but also a competitive market for expansions and redevelopment. Our new Garland Development Code provides businesses a streamlined, easy process with more predictability for doing business in our city. Our unique Economic Development Partnership works strategically with the city’s Economic Development Department, the Chamber and school district to positively address the needs of new and existing businesses. Last year saw phenomenal growth for the city and for business. In addition to new areas of growth, the city is helping rejuvenate areas developed decades ago. Garland’s strong focus on community ensures our residents’ wellbeing and quality of life. A first of its kind program, Garland continues to reinvest in our community and partner with agencies to offer zero-emission, energy-efficient homes to our community’s veterans, illustrating not only the local support for our veterans, but our efforts to promote sustainable housing and green growth. Whether you’re looking for a place to visit, live or build a business, you are welcome in Garland!

Throughout the years, the Garland Chamber of Commerce has served as “The Connecting Source” for those in and around the great city of Garland. The partnership that exists between the Garland Chamber of Commerce, City of Garland, Garland ISD, and the business community as a whole is something unique and powerful. By serving as “The Connecting Source” we are able to help large and small businesses alike not only succeed, but also thrive. As you look at the title of our 2018 Guide, “Why Now is the Right Time to Innovate: Explore Local, Future-Focused Initiatives Making a Real Impact Right Now”, the Garland Chamber of Commerce and all of our partners are uniquely positioned to guide, support, and drive that innovation that will continue to grow in Garland. FUTURE-FOCUSED LEADERSHIP | THE GARLAND GUIDE 2018

Benefits of Being a Future-Focused Leader Running a business, or being responsible for a large piece of an organization, is a challenging job. When fires arise, and they always do, the buck stops with the leader. By Scott Airitam, Leadership Systems

Part of the day is ripped away. Like it or not, meetings take their unfair share of time as well. Getting folks, including yourself, the things needed to be successful takes up a lot of time. Communicating and dealing with miscommunications eats up another chunk of the day. And, finally, maybe there is some time left to do the work that was on the day’s to-do list. Maybe. This is the life of a business leader. But this doesn’t leave any time for really exploring the future and future needs of the organization. And, maybe that is the problem. It is too easy for a business leader to fall into the trap of becoming reactive. After all, everything mentioned above needs to be handled and when leaders are in weeds so high they can’t see beyond them, the natural focus is on what they can see and deal with in the moment. This much is true. However, buying into that thinking by default may be the very thing that allowed them to be in the weeds in the first place. The only way to overcome the problem and break the cycle is to become a future-focused leader. Future-focused leaders do certain things to ensure that they avoid the traps of being reactive—and still manage to handle all the things that try to derail their focus.

It’s a wonder that reactive thinkers get done as much as they do, but every reaction is pressured with a sense of urgency, the effects of mistakes are magnified, and actually leading people goes out the window and is replaced by forcing them, yelling at them, degrading people, and worse. The reactive thinking puts out the fire and celebrates that momentary success. The systemic thinker works to put out the fire as well, but realizes there isn’t any time to celebrate. She asks the question, “What are the conditions that exist that would allow this situation to exist?” Once she understands the elements allowing the situation to exist at all, she works with others to create more favorable conditions for avoiding this situation in the future. Once they handle the root cause of the fire, she celebrates that success.

Systemic Thinking

Sometimes reactive thinkers find themselves in a situation where they are addicted to being the hero. They might subconsciously create a sequence of events that allows a fire to pop up. Then, knowing they have the skill and resources to handle that fire, they set about putting it out. This occurs because saving the day reinforces, for themselves and others, the reactive thinker’s value to the organization.

Future-focused leaders need to think in terms of systems and not events of the day. Reactive thinkers wait for the game to come to them and then react to put out the fires and deal with the issues. This focus and reaction to the events of the day is exhausting.

Doing this repeatedly creates a situation where, when a fire pops up, everyone else stands back, subduing their own initiative to get involved, and waits for the leader to solve the problem. This creates a condition of dependence between the leader and everyone else and while it feeds the leader’s ego, it damages the capability of the organization.

The systemic thinker works to put out the fire as well, but realizes there isn’t any time to celebrate.

In an emergency, trust Methodist Richardson.

In a real, life-threatening emergency, you want a real emergency department at a real hospital, staffed by a team of experienced emergency doctors, nurses and specialists. By learning from difficulties that arise and analyzing the systems at play, the systemic thinker creates a future state for themselves where they will be dealing with fewer fires and unexpected events. This allows the leader to better develop, teach, guide, and empower employees that will react the right way when new challenges arise.

Organizational Change People each react differently to change. Nevertheless, change is a constant in the workplace today. Organizations wanting to compete and produce long-term sustainability must handle change well. Leaders, being people, each handle change differently.

FUTURE-FOCUSED LEADERSHIP | THE GARLAND GUIDE 2018

(Future-Focused Leader story continued)

Some love the challenge of change. Others work hard to produce maximum predictability and stability in their workplace. Others withdraw during times of change. Still others become aggressive during these times. Regardless of a person’s orientation to change, future-focused leaders must have a plan for how they deal with changes affecting their organizations. The rate of change, that impacts every organization, will not slow down for the foreseeable future. Back in the 1960’s, the rate of business-altering changes hitting organizations was maybe one per year. A single major change in a year! Flashing forward to the 1980’s, the rate of business-altering changes that would strike a workplace increased significantly to, maybe, one per month. By the end of the 1990’s, the work world was dealing with multiple business-altering changes a week. Today, change is almost constant. A person might get word, via email, of a big change affecting their work when they arrive in the morning. By afternoon, they are dealing with a different major change based on new regulations, and by the time they leave for the day, they’ve heard that the company is going to rearrange the flow of work the next day to be more efficient. Future-focused leaders help those following them through these situations. They have to have created the time in the day to do that, though. And, they have to have thought about at least some of these situations in advance.

The future-focused leader relies on systemic thinking. They take information available to them to understand the conditions and situations that exist today. They understand what causes these conditions and situations to be possible and uses this information to extrapolate the major potential outcomes for the future. From here a future-focused leader can create contingency plans for each of the possibilities. The most heinous use of reactive thinking is when there is a lot of pressure to get things right coupled with a sense of super urgency to make decisions and take actions. There is only time to make one decision and the wager, each time, is that the first and most prevalent solution is also the right one. The knee-jerk reactions that come from this situation give truth to the idiom that today’s solutions are tomorrow’s problems. Acting in a future-focused way may take some time on the front end, but it saves stress, mistakes, and time on the back end. It also creates a sense of confidence in the leader among those following his or her lead. Self-Development As a future-focused leader you must constantly work to develop yourself. Gathering knowledge makes everything else work. Applying the principles of systemic thinking and effectively handling organizational change only work when the leader understands the situations and conditions at play.

What Future-Focused Leaders do to get Better They foster a sense of creavity. Don’t take this for granted. Narrow thinking is like a cage that only allows leaders to see out in one direcon. They begin to think of the things in that singular direcon as the world. This creates blind spots as they strive to understand why and how condions could form and exist in the first place. Leaders do constant maintenance on their sense of creavity. They learn from books and from other people that do not do what they do. People that do the same thing for a living, or who even work in the same industry, oen fall into the same line of thinking. Therefore, they are subject to the same traps. Future-focused leaders find others, in addion to those doing similar things, to talk to and from whom to gather new perspecves. They work hard to understand their people. A future-focused leader knows that understanding, individually, the movaons and preferences of each of those following their lead is important. All of this makes people more predictable in unpredictable situaons. Geng to know people builds trust. Predict the changes. Future-focused leaders become experts in their chosen field. They constantly works to understand the direcon tech is going and what could affect their profession. They keep an eye on the market and the thoughts of customers and suppliers about their organizaon and about their industry. They sees shis in their target audience based on generaonal shis in the populaon, laws or regulaons, socially-powered events, or even natural causes like weather.

Future-focused leaders are more successful at geng more things done properly, the first me. They prepare their organizaons for changes coming and migate the need to fight daily fires within their organizaon. They produce a more capable workforce that can be depended upon allowing the future-focused leader to keep her eyes trained on the goals in front of her. Everyone has the ability to do the things a future-focused leader does. For those currently not operang in this mode, start breaking the cycle and make it happen. It is certainly an achievement worthwhile of pursuit and it improves the quality of life for the leader and those who follow.

FUTURE-FOCUSED DEVELOPMENT | THE GARLAND GUIDE 2018

Real Focus. Real Progress. Real Garland. By Jenna McWethy

Garland is real. It probably doesn’t take much persuasion to convince you of that. It’s on a map, you’ve seen the exits on the highway, your home address might even be in Garland, Texas. It’s not a fictional, imaginary place. That much you already know. If you’ve been around town long, you know that to say Garland is real means much more. The atmosphere, the people… there’s an attitude, maybe even an aura, of authenticity here. Free of pretention and full of tradition. Genuine as the hand-crafted Stetsons made right here. Garland is real. “Real” sets Garland apart in our part of the world. North Texas is a thriving region with diverse communities that each have a distinct claim to fame; and Garland’s is often summed up as real, authentic or genuine. City Manager Bryan Bradford has experienced these qualities first hand for more than 20 years. “There are so many things about Garland that unless you’re here, you don’t really understand,” Bradford said. “In so many ways, it is a city that has a hometown, welcoming feel to it. It makes people feel comfortable and at home. The city is not pretentious. You can be who you are here and you don’t have to pretend to be something else.”

Through the years, Garland’s leaders have made intentional efforts to preserve the atmosphere and quality of life residents have appreciated for more than a century. The commitment to providing exceptional service, desirable amenities and sustainable growth remains unparalleled. To fulfill those commitments necessitates future-focused economic development as well, primarily because in order to maintain the level of service its citizens have come to expect, a sustainable city needs to generate an increase revenue each year. “A city needs a growth in its revenue base of about 3 to 3.5 percent a year,” Bradford said. “Because we live in an inflationary environment or economy, the price of things goes up over the years and over time. Just like a household’s costs go up – gasoline, food, things like that – so does the City’s cost. What that means is that if our revenues are not growing at that rate, we have to increase taxes, which is what we don’t want to do.” So, what’s the key to generating that magic 3 to 3.5 percent increase in revenue? In Garland, it’s economic development. It’s no secret that for all practical purposes Garland has reached buildout. The few remaining parcels of land are filling in one by one. Most recently, two significant data center projects staked their claims on land along Highway 190. Understandably, a lack of land availability demands more aggressive, creative strategies in pursuing potential development projects. As Assistant City Manager, Rick Vasquez leads the charge in creating opportunities for developers to find what they’re looking for in Garland, even without a vacant piece of land to bring to the table. “Garland, if you look at infrastructure, which is needed in order to facilitate economic development, Garland has tremendous water, sewer and electrical infrastructure,” Vasquez said. “That provides a lot of redevelopment opportunity here in Garland.”

City Manager Bryan Bradford and Assistant City Manager, Rick Vasquez

Vasquez added that transit is another clear advantage for Garland in the redevelopment process, as many cities in the higher growth areas of North Texas are completely vehicle-based communities. Garland has excellent highway accessibility, but also offers the services of DART bus and rail lines, giving residents, visitors and commuters options as they navigate the city and the region.

16 | T H E G A R L A N D G U I D E | 2018 COMMUNITY GUIDE AND BUSINESS DIRECTORY

Garland has competitive advantages in several other areas that influence business relocation and expansion decisions as well, such as a municipally-owned power company, workforce development programs and much more, but the reality of redevelopment can still be a hurdle for developers as they face increased costs and additional risks. Minimizing the excess cost and negating risks requires greater participation on the City’s part. It’s a slower process, and a more challenging proposal, but Garland leaders have found a way to make it work and keep development moving in a positive direction. “What we’re seeing is that developers are open [to redevelopment], but we have to be very aggressive in getting the opportunities in front of them,” Bradford said. “It’s us removing the hurdles. For example, in order to make it risk-free for the developer, we may need to buy the property or assemble the property from several individual owners. Then if the City will zone it a use that matches its current locale, the developer no longer has the risk of investing all that money only to be turned down in a zoning meeting. If we can eliminate those costly, time-consuming and risky hurdles on the front end, then we get their attention.”

FUTURE-FOCUSED DEVELOPMENT | THE GARLAND GUIDE 2018

As much of the North Texas region has experienced record growth, land availability near the hub of the Dallas-Fort Worth Metroplex is scarce on all sides. A City with the flexibility to accommodate the needs of incoming development opportunities definitely has an edge. “In many cases, it means changing the use,” Bradford said. “For example, you may have an old shopping center that really is no longer serving the needs of the neighborhood. In some situations, it may mean that shopping center being taken to the ground and a totally different use coming in, such as a mixed-use development of some kind. Or it may be redeveloping it into something that better serves the needs of the neighborhood rather than what is there.” In these kinds of circumstances, City leaders pay close attention to the needs of the community. By conducting neighborhood focus groups and studying demographics in the area, they’re not only able to make informed decisions about what the residents desire, but they can also get a pretty good idea of what type of incoming business would be most successful. Careful evaluation of the environment is critical to ensuring the economy remains sustainable, and for Garland’s continued growth, it’s a vital component of preparing for the future. From a financial standpoint, commercial development does two critical things: It helps carry the tax burden so residents don’t have to, and it provides the necessary revenue to support the amenities that make Garland an attractive place to live. It takes healthy neighborhoods and it takes a healthy commercial base to make a community sustainable and attractive. Fortunately for Garland, the growth has never overpowered the traditional, “real” atmosphere that drew most of its residents, and even many businesses, in the first place. But as Vasquez pointed out, the community and the economy are intricately connected. One cannot survive without the other.

“I’ve worked in many cities across Texas and there’s one principle that you will find,” Vasquez said. “The individual resident in most communities will at best pay enough taxes to hit a breakeven point with the cost of services that are provided. There are many that don’t, and there are a few that pay above the cost of providing those services, but not many. Without commercial and industrial development, it would be impossible for us to provide the three basic services that most cities want to provide, and that’s police, fire and roadway maintenance. Just those three items alone, if we didn’t have our commercial and industrial tax base in Garland, we would not be able to provide those services.” If you’re a resident in Garland, you know the City’s services far exceed those three basic components. From beautiful recreation centers to community events like Christmas on the Square and the Live Well Go Green Expo, commercial developments give a city the ability to provide amenities that attract visitors and retain residents. These people often become patrons of local businesses, or perhaps even employees, both of which contribute to the business’s sustainability. A focus on the future demands attention to sustainability. Garland is thriving largely because of the highly capable men and women who understand the need to balance the demands of today with the expectations of tomorrow and act accordingly. Garland leaders have done well in observing trends in the marketplace to make critical decisions in preparing for the future, particularly in terms of what land uses to advocate for and what types of businesses to pursue. “On the development front, you’re seeing more and more demand for retail that is close,” Bradford said. “People don’t want to get in the car and drive 30 minutes to get to a retail establishment. The other shift that we’re seeing is that folks seem to have tired of the chain stores. Particularly when it comes to restaurants. They don’t want the same old restaurant, same old store. They want something that’s authentic and unique, which is really one of Garland’s strengths.” The recent revitalization project on the Historic Downtown Square is a prime example of the City’s focus on intentional redevelopment. By renovating City Hall, now named the William E. Dollar Municipal Building, they made their public commitment to the project.

The addition of multi-family housing units drew a new population of residents to support businesses and the added parking structures allowed for visitors that could support larger scale events. The community is certainly taking notice. Several entrepreneurs have set up shop around the square in the past year, each with their own unique flair, and on any given day, you’ll see restaurant tables full and retail shops buzzing. “We felt like if we could be successful downtown, if we could show the developer community that we could be successful downtown, then it would help us build credibility in going forward with other projects,” Bradford said. “Now we don’t just have people sustaining themselves and having some staying power, but they’re thriving. Downtown used to be a ghost town, and you come down here now after 5 o’clock and you’re going to have trouble finding a parking place. That’s a good thing! Undoubtedly, we have seen a great deal of success and we owe a

The

lot of it to our merchants downtown who are doing some new, creative things with their product lines and with their promotional events that keep people coming.” Centrally located in the city and surrounded by residents, commuters and event center patrons, the location of the Square was the perfect place to begin. Its businesses suit marketplace trends and its atmosphere remains true to tradition. It’s real. So, with the redevelopment momentum in full swing, what’s next for Garland? According to Bradford, downtown is only the beginning. “The response has been amazing,” Bradford said. “It truly is something the community desires, that the community has wanted for some time. We’re in this new chapter of redevelopment. We’re starting something that is going to be a change for Garland. It will go on long after our careers, but to be here at the beginning of that … I can’t wait to come back when I’m a much older man to see how this has unfolded.”

BIG Garland Advantage for small

BUSINESSES

The North Texas commercial real estate market is sky-rockeng, but with more than 200 disnct municipalies in the Dallas Metroplex area, deciding where to invest can be challenging. Compeon for prime office and industrial space drives prices up in both fast-growing suburbs and established downtown areas, while developing on open land in the outskirts of the Dallas region oen involves expensive investment in new infrastructure. Among all these dynamic market shis, Garland has emerged as a community with a disnct Affordability Advantage. Garland is a large and vibrant historic suburb of Dallas and, when compared to other fast-growing Metroplex communies, it becomes a uniquely aracve community for commercial investment. Garland is home to more than 20,000 companies, all of which have found strategic advantages in Garland’s proximity to Dallas, ease of access to surrounding cies, and the strong sense of community from Garland residents. Whether you’re looking to expand your operaons in the D-FW area, relocate your corporate headquarters to a city with supporve infrastructure, or seek out a spot to set up shop for your small business in a community that loves authenc, local finds, Garland “Garland is home to more has a lot to offer. than 20,000 companies”

Future-Focused Small Business Success Story By Judith Collins, Dallas Metropolitan Small Business Development Center Simi-Digi is a technology-based training company that is future-focused and doing innovative things in the Garland community. Darlena Kelly, President of SimiDigi, combines workforce training with virtual reality 3-D technology to deliver enhanced learning and knowledge retention. SimiDigi has grown from a one-person operation to eight since Kelly moved the company from Alabama to Garland. “It was a good decision,” Kelly said. “We’ve grown in so many ways thanks to the Dallas Metropolitan Small Business Development Center (DMSBDC), the community college, and the Garland Chamber of Commerce. Sales have grown over 60% due to the growing appetite for improved workforce training.” Darlena said that the DMSBDC assisted with business planning, market studies, and sales leads. “I know that I’ve stayed in the game and remained hopeful about the future of my business because of my advisor, Judith Collins. She worked with me to provide market research and financial guidance that was instrumental in our growth.” As for the 3-D training that Kelly provides to clients like Richland College, she believes that it’s keeping up with the current generational needs. “Millennials are used to things being readily accessible and mobile, and SimiDigi is uniquely positioned to serve this population much like video gaming,” Kelly said. “The students really stay engaged with 3-D training and they retain what they learn.” To keep a pulse on the younger generation’s training needs, she also teaches coding at University of Texas at Arlington (UTA) to help with its outreach initiatives. Kelly sees the next wave of 3-D training evolving to meet the manufacturing sector. With 3-D technology making inroads, online courses stand to benefit. This is especially true for soft skill training and training that requires a certain level of realism such as customer service. 3-D technology is also great for placing learners in new surroundings. For example, you can use it for imparting knowledge on inherently 3-D objects, such as molecular biology, or create virtual 3-D simulations to train about safety in industries like oil & gas, mining or utilities.

FUTURE-FOCUSED EDUCATION | THE GARLAND GUIDE 2018

Since the bond program passed in 2014, there’s been quite a buzz about what a career and technical center could do, where it would be, and which Garland ISD students it would serve.

By Jenna McWethy

Fast forward to Aug. 28, 2017 and all the speculation was replaced with reality when the GilbreathReed Career and Technical Center opened its doors to students for the first time. Located across from Naaman Forest High School near Brand and Highway 190, the Center is eye-catching to say the least. With just one step inside the doors of the state-ofthe-art educational facility, you know you’re somewhere special. Largely due to the presence of a bistro immediately to your right, it hardly resembles the schools most of us remember attending in our teenage years. A large primary hallway splits off into specialized areas designed to suit the needs of each career pathway the school hosts inside its walls. My tour started in the place where every visitor starts – the front office, where I was warmly greeted by staff members eager to show off the facility the community came together to build. After a security check-in, Assistant Principal Clinton Elsasser and Head Principal Dr. Erika Crump ushered me to the bistro, then through the first of three world-class kitchens, each of which serves a very specific purpose. The first a commercial restaurant style, the second a pastry kitchen, and the third a lab-style classroom setting with mini-kitchen stations lining each side of the room and a lecture-style seating area in the center. Oh, and by the way, the culinary program instructors are professionally trained chefs. Just when I thought I’d probably seen the jewel of the school and the other programs were likely to be housed in average classrooms, I was proven wrong. In fact, I was proven wrong in every classroom we entered. Behind door after door, we were met by instructors who could barely contain their excitement to share what their programs could do for Garland students. “We pinch ourselves every day we’re here. We really do,” Dr. Crump said. “We’re so excited. We feel like we’re the directors of ‘Wow.’” “Wow,” indeed. When we walked into the marketing department the instructors showed off equipment ranging from a laser t-shirt press to a 3-D printer. In the firefighting program’s room, there’s a full-sized ambulance replica. 26 | T H E G A R L A N D G U I D E | 2018 COMMUNITY GUIDE AND BUSINESS DIRECTORY

Assistant Principal Clinton Elsasser

Head Principal Dr. Erika Crump

The certified nursing assisting program has hospital beds and patient monitoring equipment. No matter which pathway a student chooses, they have access to gain experience on real-world equipment, preparing them for their future careers. If you’re feeling like you really wish you had a chance to be educated in a facility like this one, you may have your chance. There are already plans in the works to offer summer adult education classes. And for younger students, Junior Achievement also has a prominently located JA BizTown within the walls of the GRCTC. After completing a series of curriculum, sixth grade students from Garland ISD and other districts will visit the simulated town as they learn how to be responsible consumers, workers and citizens. There really is excitement and opportunity behind every door, and many of the cutting-edge ideas came from the community. “What I like about this bond program is that there was so much community input,” Dr. Crump said. “This is truly their building.” Garland ISD leaders and GRCTC instructors met with various community and business groups to get a true understanding of workforce needs and how the center could best prepare students for their futures. The Dallas County Manufacturers’ Association was one of the groups that provided input. “All of this machinery was requested by them,” Dr. Crump said as she pointed out CNC and lathe machines in the metal fabrication and machining room. “This is what they use in their businesses. It’s exactly what the Manufacturers’ Association requested. They told us, ‘This is what we’re using, this is what we need.’” www.garlandchamber.com | T H E G A R L A N D G U I D E |

27

FUTURE-FOCUSED EDUCATION | THE GARLAND GUIDE 2018

From the industry-standard equipment to the collaboration spaces and cross-curriculum training opportunities, every aspect of the center was built with intention. The GRCTC differs from a traditional high school classroom in many ways, but the common thread among all Garland ISD campuses is that student success remains the singular priority. Because many pathways can lead to success, the center is designed to suit the needs of all types of students. “I really struggled in school,” Elsasser said. “I really kind of struggled to find my niche and where I fit and almost didn’t graduate from high school. When I was in college, I found career and technology. Part of my degree program for industrial technology was I had to go to trade school. That was the thing I was good at. I was good with my hands. And that really changed everything for me. I went from failing out of school to the Dean’s List. That’s why I love this. This is for students like me that are having a hard time finding their niche. And they can find their niche here and it changes them. It gives them an opportunity to do something they never dreamed of.” “But the thing is, I was a good student,” Dr. Crump said. “I was always in the advanced classes and I was in the top 10. This also meets that student’s needs. If you’re in finance or engineering or accounting, those are pretty hefty skill levels and you really have to be studious to do that. Whatever your ability level whatever your interest level is – we want them all. You come into contact with all kinds of people in the workforce, and we put them all together. And they understand each other. It’s a community feel. And you understand, you appreciate the skill level of each.” Many students at the GRCTC and in other high schools within the district are working through high school, or plan to work their way through college. Others will pursue a certification upon graduation and enter the workforce immediately. The hands-on experience they’re receiving in GRCTC classrooms only expands their opportunities for success, no matter which pathway they pursue.

“We’re changing the trajectory of our students lives,” Elsasser said. “A lot of the students in our community come here looking for opportunity and now we can really apply it for them. It not only changes their lives, but it really affects their families. Maybe their mom or dad is working a job somewhere trying to make ends meet and now they have the opportunity to do something like this, to get a skilled labor job. What a great opportunity this is to get them the next leg up and give them an opportunity to get something they never thought they would have.” Dr. Crump and Elsasser, along with the instructors, are working diligently to secure real-world projects, internships and apprenticeships for students in the fields of study they’ve selected. For example, the Garland Chamber of Commerce is working with the Center’s advanced marketing students on a social media management project for which the classroom team will manage three social media outlets on behalf of the organization. The students began by responding to a Request for Proposals with a presentation including timelines, projections, an estimated budget and drafts of potential posts. The process was carried out exactly as it would have been if the Chamber had accepted proposals from professional agencies, and the students excelled. Now, with a proposal accepted, the team is working with a Chamber representative to fulfill the commitment and strategically strengthen the organization’s social media presence. Many other departments are accepting similar projects. From motorcycle repairs to graphic design and landscape architecture, the community has been invited in to walk alongside these students in their education journey. “We need those strategic partnerships,” Elsasser said. “The investment is more than just a task. If it’s task-oriented, we’re not benefiting our kids as much as if the business community invests their time, energy and some resources. That could be saying, ‘In the real world, this is one of our projects. Help us design it.’ It gives the students real-world experience from the community.” Dr. Crump agreed, “Yes, it’s more than just donating. We can get people to donate stuff to us all day long, but that’s not what these students need. They need the time and the relationships.” Students are giving back too. Each class is required to have a local philanthropy service project during the semester.

Veterinary medicine students may work with the local animal shelter or chapter of the ASPCA. Marketing students may choose to help a local non-profit build a website or prepare event promotional materials. Garland ISD leaders like Dr. Crump and Elsasser understand that a relationship requires effort on both sides, and they’re helping students do their part to engage the community. The implications of what’s happening inside the walls of the Center go far beyond seeing students receive a high school diploma. Many programs offer opportunities to take certification exams upon course completion, meaning a student can be trained and ready to enter the workforce at 18, or they can enter postsecondary education with the confidence of experience. Curriculum also integrates critical thinking skills, encourages collaboration, and teaches soft skills, all of which are in high demand in any professional setting. As students progress through the program of their choice, they’ll be one step closer to their careers, hopefully a career right here in Garland. A strong, well-trained workforce is something we can all be excited about. “We’re giving these tools and experiences to Garland students to keep them here,” Elsasser said. “We’re providing skilled laborers for our industries, which is a huge deal. It really helps the economy. So yes, we took taxpayers’ money and we built this beautiful facility, but we’ve been very financially responsible with it because it’s not about what we have now, it’s about 5 years from now, 10 years from now. That’s what the community should be excited about.” And speaking of the future, the Center is equipped for the changing needs of employers as well. Studies were done prior to construction to allow the district to anticipate high growth career paths and build programs around those opportunities, but it’s flexible too. The ability to expand and adapt to the ever-changing environment and economy ensures the Center will remain relevant for many years to come. In the few months since the Gilbreath-Reed Career and Technical Center welcomed students into its classrooms, the excitement over its potential has spread; and you don’t have to be an educator to see why. In fact, neither Dr. Crump nor Elsasser began their careers in education, but they’ve both found a perfect fit in their new roles. Having experience in the corporate world gives them a glimpse at what the hands-on training students receive at the GRCTC can really do for their futures, and they’re thrilled to help students practice for the real world. “We’re both alternatively certified,” Dr. Crump said. “I’m marketing and business, and never thought I’d be in education. God has a funny way of laughing as us when we tell him of our plans, you know? I fell into education. We both did. What’s good about us is that his areas of strength are not mine. And my areas of strength are not his. We know the programs. We both love kids. We both really see the excitement, the capabilities, the possibilities, the inspiration.” While most students will only attend classes at the GRCTC for two years, the skills they learn will truly prepare them for whatever path they pursue in the future. And isn’t that what education is all about? www.garlandchamber.com | T H E G A R L A N D G U I D E |

FUTURE-FOCUSED EDUCATION | THE GARLAND GUIDE 2018

By The Garland Independent School District

We’re challenging you to innovate your thinking toward education. Instead of attendance zones determining which schools students attend, Garland ISD allows families to choose. Explore our many programs and selective magnet campuses to match your interests, strengths and learning styles. You’ll find that innovation extends throughout the district. Our newest magnet, Montessori, takes a nontraditional approach to instruction. Classes are multi-age and use multisensory materials rather than textbooks. Students also learn at their own pace, determining each day’s activities with guidance from their teachers. “Like most 3-year-olds, my son was naturally curious. He would come to my husband and me to find the answers to all of those ‘why’ questions,” said Montessori parent Ladydenise Coleman. “Now he’s willing to discover the answers on his own. He is asking to get out his iPad and use Google to find those answers. He’s wanting to interview family and friends to get opinions and thoughts.” “Because you have mixed ages, you’re able to work on everybody’s independent level,” added Luna Elementary School teacher Sarah Jusiewicz. “I might have a 3-year-old working on a 5-year-old level or some 5-year-olds reading on a third-grade level. It’s awesome that they’re all working on an individual plan, and my job as a teacher is to set up that environment for them.” Opportunities for innovation beyond Montessori include GISD’s Math, Science and Technology magnet where students participate in project-based learning that engages them in real-world scenarios, collaborating as teams to solve problems and create presentations or products. The district’s Mandarin Chinese Language and Leadership magnet also immerses students in one of the world’s most spoken languages to encourage multilingual graduates with increased career possibilities. GISD was unbelievably important to my preparation in life. I had phenomenal teachers and coaches. But more importantly, I was well-prepared for life. Being given a chance to struggle, to learn, and to fail. Being given encouragement to work hard. Being given vocational training (typing and computer science were of particular importance). Garland ISD gave me a great deal, helping make me who I am today. I’m lucky I had the opportunity to attend such great schools.

Choice Determines Destiny Garland ISD offers top-tier academics with multiple schools among the top 6 percent of more than 8,700 campuses rated by the Texas Education Agency. GISD high schools also consistently make the list of top campuses in Dallas-Fort Worth according to rankings-based website Niche.com, the Washington Post and U.S. News and World Report. The vision of every campus is to drive excellence, one student at a time, and that means college and career readiness. The district boasts 11 National Merit Semifinalists for 2017-18. This prestigious title is shared by less than 1 percent of seniors across the country. It represents the highest PSAT scores in the nation, and more than 1 million juniors compete for it annually. GISD has nearly doubled its number of Semifinalists thanks to several college and career readiness initiatives. Did you know the district pays for every student to take the PSAT once a year from eighth-11th grade? The district also pays for all juniors to take the SAT, and offers free AP exams as well. Students can exchange passing AP scores for college credit, saving families thousands of dollars. But efforts extend beyond financial assistance. GISD partners with KD College Prep and Khan Academy to provide targeted practice for the PSAT and SAT based on personal strengths and weaknesses. The district also partners with the National Math and Science Initiative to provide cash incentives for passing scores on English, math and science AP exams. Additional efforts include dual-credit classes for students to earn college and high school credit simultaneously, Advancement Via Individual Determination to prepare students for advanced-level courses, and more than 200 Career and Technical Education classes that develop career-ready skills and allow students to earn professional certifications and licenses. In Garland ISD, the opportunities for success are endless.

Partner with us Community involvement in our schools is vital to student success. From becoming a business partner to volunteering at a campus to taking advantage of a parent education course, there are a variety of ways you can get involved. For more than a quarter century, the Garland ISD Education Foundation (GEF) has provided resources to support and enrich education for all students. Without strong partnerships with community organizations, GEF could not fulfill its mission to award grants and scholarships to district staff and students. Make an impact through GEF by making a donation, participating in the annual Golf Tournament or Texas Rangers First Pitch Auction, creating a scholarship, or honoring a loved one with a commemorative brick at the Curtis Culwell Center. Visit www.gisdedfoundation.org for details. You can also help make a difference in the life of a child by volunteering at a district campus. Read to a student, assist during an after-school activity, or speak to a class about your profession–any of these activities are appreciated and welcome. Want to get started? Just complete the volunteer application found on the district website, and visit any campus to apply. Research has indicated that parents who are active members in their child’s education are essential to academic progress. In Garland ISD, we want you to partner with us to help your child excel. FUTURE-FOCUSED EDUCATION | THE GARLAND GUIDE 2018

Dallas County Community College District: LMIC Team Continues to Deliver Data-Driven Solutions By Marielle McGregor

From strategic planning to hiring new talent – sound business decisions begin with a strong understanding of the local economy. That knowledge doesn’t always come easily, however. It takes time and research to understand the local economy, which can often feel overwhelming. Business owners hear differing opinions and, with shifting markets, it can feel like trying to build a business on quicksand.

Thankfully, business owners can count on the DCCCD Labor Market Intelligence Center (LMIC) for help. “We unpack and demystify the complexities of the local labor market to make it more approachable and understandable,” says Ben Magill, executive director. “We do this by gathering intelligence on the labor market. Then we work with Dallas County Community Colleges to align local training programs with market demands.”

Making Connections & Making a Difference Magill’s team works hand-in-hand with business and industry. The impact of the LMIC is particularly evident when considering its work in Garland with the Dallas County Manufacturers Association (DCMA), a subset of the Garland Chamber of Commerce. “Our work is not just about the data we can pull,” says Magill. “It is also about helping provide solutions to industry needs.” For manufacturing, the industry’s greatest need right now is closing the skills gap.

Many employers have trouble finding workers whose skill sets meet the requirements of the jobs that are open. “If we can increase skills at the bottom to be able to reach those opportunities, then we’re going to have a new burst of growth and opportunity,” noted CitySquare CEO Larry James, one of LMIC’s many network partners. On Sept. 7, the DCMA announced its solution to the skills gap: a new apprenticeship program, an offering which the LMIC helped launch. It will allow computer numerical controlled (CNC) machinists to find both employment and training with the DCMA. The Dallas County Community College District (DCCCD) will act as the training provider, ensuring apprentices receive on-the-job learning experiences designed to keep them advancing with advancing technologies. “For participating employers, apprenticeship programs help to build a sustainable and diversified workforce from industry-driven training customized to meet business workforce needs,” explained Ruth R. Hughs, TWC commissioner representing employers.

While apprenticeship has been going on for a long time, the conversation is growing after our president ordered an expansion of registered apprenticeship programs this June. In the fiscal year 2016, Texas had 383 apprenticeship programs training 14,097 active apprentices, all of which are registered with the U.S. Department of Labor. These numbers continue to grow as the Texas Workforce Commission awards money to local education agency contracts. “It is remarkable to see what we can accomplish together,” said Magill, referring to the partnership between DCCCD Workforce Development, Texas Workforce Commission, local employers and industry partners. “Very remarkable.”

Connecting people and resources to solve problems and create opportunities is something Ben Magill began doing long before becoming director of the Labor Market Intelligence Center. In fact, his fascination with problems (and their solutions) began as a child. “Growing up I saw my dad really www.garlandisd.net/choosegarlandisd involved in economic development in our small town,” recalls Magill. “I realized then it’s about the bigger picture. It’s not one business or industry – or really any one thing – but it’s about how this all works together. What does the city offer to companies, and how does that make a place attractive or unattractive? I was fascinated with the bigger picture. And then moving from a small town to a big city blew my mind. I wanted to know how it all worked, how everything was planned, and I wanted to be part of it.” Pictured left to right: Daniela Ramirez, Ben Magill and Rosana Martinez Hearing Magill’s fascination for solving problems and creating opportunities, it is no surprise the LMIC has also been involved in gathering data for Dallas’ regional response to the Amazon HQ2 proposal. Amazon states it wants to grow its second headquarters “to be a full equal to Amazon’s current campus in Seattle, creating as many as 50,000 high-paying jobs” – jobs which Magill says can be filled by Dallas’ talent pipeline. Companies are in a war for talent to attract and retain the best talent,” explains Magill. “The data we provide helps them helps them see what the labor force looks like – what they are working with – so they aren’t flying blind.”

How Much Bacon Do You Need to Bring Home? Connecting business and industry with access to talent is paramount (whether through apprenticeships or aligning college programs to meet industry needs). But the Labor Market Intelligence Center goes one step further. It also provides industry sector reports that help businesses determine where to open shop and what salary to pay their workers, among other things. “A living wage is important because if people are not making a living wage, or simply do not know what a living wage is for their family or their household, they don’t know how to improve their economic situation.”

The Living Wage Calculator was introduced to Dallas residents and businesses by the LMIC team this spring. Maybe you saw the commercial pointing you to dcccd.edu/livingwage? To use the Living Wage Calculator, you simply answer a few questions and it calculates what minimum hourly wage you need to meet your basic needs (food, child care, insurance, housing, transportation, etc.). Then, based on your projected living wage, it will show you a career path that meets your family needs. Magill hopes many of those career path listings will begin to include registered apprenticeship programs that offer workers paid, high-quality work-based education and training.

Final Thoughts To connect with the Labor Market Intelligence Center at DCCCD, call or email the team and get the conversation started. They are all about connections (and love creating surveys to address workforce issues!). You can find their contact information and more at workforce.dcccd.edu. “Once we figure out what a company needs and communicate that to our colleges, they train people with that need in mind,” says Magill. “Together we can solve any problem and continue to create new opportunities for Dallas.”

hile there are many issues that the Texas Legislature discusses during our 140-day regular sessions, few have as much of a statewide impact as transportation issues. As Texas continues to see our population boom, traffic jams and construction delays are common across the state. Growth is a good problem to have as it is an indication that Texas’ limited government approach has created opportunity, which attracts more people each day. However, it results in our transportation system struggling to keep up, which is ever evident in the North Texas area. The state has to get more innovative in our approach. During the 85th Session, the Legislature appropriated an additional $3.5 billion to the Texas Department of Transportation (TxDOT), which is remarkable given that the overall budget increased by 0.2 percent. In large part, this is due to the fact that voters approved Proposition 1 in 2014 and Proposition 7 in 2015. Together these two propositions dedicate an additional $5 billion to be used for “constructing, maintaining, and acquiring rights-of-way for public roadways other than toll roads.” Some of this new funding will actually be coming to our area soon by way of the proposed $1.8 billion expansion of I-635 from US 75 to I-30. Right now, TxDOT is anticipating that this 11.2 mile project will begin in 2019 and expand the number of general lanes on this stretch of I-635 from 8 to a total of 10. They are also expecting that 3.3 miles of this project will include an additional managed lane in each direction, but the rest of the project will see both an increase in general lanes and an additional non-tolled express lane.

36 | T H E G A R L A N D G U I D E | 2018 COMMUNITY GUIDE AND BUSINESS DIRECTORY

Transportation and Economic Growth are are inextricably linked, which is why this increased funding is so important to growing communities across Texas. Equally important though is ensuring that drivers on our roads are kept safe. That’s why I authored House Bill 1264 to ensure that the Rowlett Police Department is able to enforce citations issued for violations that occur on the bridges that cross Lake Ray Hubbard. While the lake is owned by the City of Dallas, Rowlett PD patrols the roads but must go to Dallas Municipal Court in downtown Dallas to adjudicate these tickets. It may not sound like a big deal, but prior to HB 1264 being signed into law it meant that police officers would have to spend more time away from patrolling our roads. Additionally, the Texas Legislature passed House Bill 62 to prohibit the use of wireless communication devices while operating a motor vehicle. In 2016 alone, there were 109,658 crashes attributed to distracted driving, which resulted in more than 3,000 injuries and 455 deaths. While it has taken almost a decade to get such legislation passed, this statewide texting ban does provide uniformity across the state and will save lives. Getting Around in Garland Stretching from northern Dallas County into southern Collin County, Garland, Texas offers the best of what these diverse North Texas regions have to offer. The city is connected to the world through the DFW International and Love Field Airports, both of which are less than 40 minutes away. Garland also has two rail stations of the Dallas Area Rapid Transit system, DART bus service and an extensive network of major highways and interstates. Located at the crossing of two key heavy freight lines and both regional and interstate transportation corridors, Garland is a powerful part of the regional economy.

Regional/Interstate Roadways

EPASS HAS MORE Rail PERKSHeavy THAN A CUP OF COFFEE!

When considering commute times to many major employment areas and local attractions, Garland is a practical choice for residents. Bordered by two major highways, President George Bush Turnpike (190) and Lyndon B Johnson Freeway (635), residents have quick access to the entire region. In recent years, the NTTA completed the final phase of a project that extends the western PGBT terminus south to Interstate 20 through the city of Grand Prairie, forming a half loop around the city of Dallas. Now, the competitive advantage of Garland’s central location will be further enhanced as the PGBT Widening Project will include the PGBT from north of Belt Line Road (Irving) to State Highway 78 to four lanes in each direction. Construction was to begin in 2017 to add a fourth lane from SH 78 to U.S. 75 and DNT to I-35E. Completion of the entire project is anticipated in 2019.

Before the Great Depression, the Santa Fe (now Kansas City Southern) and MK&T Railroads (who later merged with Union Pacific) wrote the history of Garland’s business expansion, primarily centered on the distribution of cotton and onions, and telephone/telegraph services. Heavy rail and passenger rail lines continue to play an important role in Garland’s future development. The development of the Union Pacific Inland Port in Southern Dallas over the next 30 years promises to increase Class I rail traffic throughout the Union Pacific system, including shortline feeders such as the Dallas-Garland-Northeastern Railroad.

Public Transportation Options Garland has two light rail stations linking residents and employees with the region. Located in RIDE DART TO WORK the heart of two of Garland’s largest employment centers, the Forest/Jupiter and Downtown Light Rail Stations serve more than 3,000 riders each weekday. The City continues to encourage higher intensity residential, retail and employment uses adjacent to the stations for its near and long-term economic growth. Adding further connectivity and convenience, DART’s Blue Line extension connects Downtown Garland with Downtown Rowlett, and the final Orange Line segment links the country’s longest light rail system to the world’s third-busiest airport at the DFW Airport Station.

The North Central Texas Council of Governments (NCTCOG) Mobility 2030 Plan also recommends study of the Kansas City Southern rail corridor north from Downtown Garland to Lake Lavon to accommodate future passenger rail needs (Wylie). This could ultimately give Garland three DART rail stations, further interweaving the city into the center of the Metroplex.

Business of Healthcare: Next Generation Procedures By Glenn Robinson, Baylor Scott & White Medical Center - Hillcrest

When it comes to technology that makes our lives better — from computers to cell phones — the trend has been smaller, faster, better. When it comes to next generation medical procedures being rolled out nationwide, that trend has largely been mirrored. Procedures that once took hours, now may take only minutes. And procedures that once involved long, unsightly incisions are now being conducted with tiny tools that may only require an incision the size of a razor nick. Perhaps nowhere have these advancements been more pronounced than in heart care and orthopedic medicine. Take, for example, procedures to repair or replace damaged valves in the heart. Ten years ago, these procedures often involved major invasive surgery, a week or more in the hospital and months of recovery. Today, many of the nation’s leading heart programs — including right here in Texas — offer solutions for certain valve problems that are so minimally invasive, qualified patients can leave the hospital in a little as one day and be fully recovered within a matter of weeks. Similarly, major orthopedic procedures, particularly in the field of joint replacement, have come a long way since the turn of the century. Advances in pre-procedure imaging, artificial devices and operational technique have led to artificial hips and knees that feel as good as the original with a fraction of the recovery time. These, and many other, innovative procedures are creating better outcomes and giving more patients the opportunity to improve their quality of life. And that’s a trend that never goes out of style. From Scrubbing.in: Hands-on Health Care Discussions by Baylor Scott & White Health, Sept. 19, 2017. This report is part of the Business of Health Care series and was published on Scrubbing.in and broadcast on KWBU. Content was reprinted with permission.

Healthcare in Garland Garland is served regionally by Baylor Scott & White Health, Methodist Richardson Medical Center, Garland Behavioral Hospital, Hope Clinic of Garland, a number of specialty clinics, assisted living facilities, dental practices, urgent care clinics, and a variety of other industry leading health care providers. A New Way to Reach the City Garland Launches New App for City Service Requests EAssist, a new app available from the City of Garland, is an easy way for residents to connect with the City to submit service requests, access news and information, and see other nearby requests in progress. Approximately 30 different service request types are available to residents, with more to be added in the coming months. “The number of service request types that are available from the launch date is amazing,” Kevin Slay, Director of Customer Service, said. “We will keep looking for ways to expand and improve the mobile app. Today, the resident simply enters the request type and selects the location using their device’s GPS capabilities, and then it automatically routes it to the City department for resolution.”

Once the app is downloaded, users will be required to create an account using an email address or linking to their Facebook accounts. Once created, users can set what type of notifications they receive, how they are delivered, and several other customizations. Some Garland Power & Light service requests also require registering the user’s City of Garland utility account, which also can be done through eAssist. “EAssist empowers our residents,” Scott Bollinger, Neighborhood Resources Manager, said. “This mobile app creates a direct link from the resident to City Hall in a simple, streamlined way.” EAssist Garland is available now for free download at the Apple App and Google Play Stores.

That population growth has fueled real estate development and brought many new residents to Garland. Today, it’s one of only four D-FW suburbs with populations exceeding 200,000, and offers residents and newcomers an abundance of choices as they search for the home that best fits their needs.
