CALL FOR PROPOSALS – DG EAC No EAC/S01/2012 Pilot projects for the development of "Sector Skills Alliances" 1.

INTRODUCTION / BACKGROUND

1.1 INTRODUCTION This call for proposals is based on the decision establishing the Lifelong Learning Programme1 and on the Lifelong Learning Programme Work Programme 2012, financing decision C(2012) 1823 of 23 March 2012.2 This call for proposals aims to test a new type of transnational partnership proposed in Erasmus for all3 and draw lessons for future implementation. 1.2 BACKGROUND The Europe 2020 Strategy4 has set an ambitious target of a 75% employment rate to be achieved by 2020. Today shortages of vocational skills have become a serious problem in many economic sectors and an obstacle to growth of many European companies5 while at the same time youth unemployment is unacceptably high. Consequently, Europe has to better match demand for and supply of skills. Up to date and constantly evolving vocational training is therefore not only important for fighting youth unemployment but also a fundamental factor for economic competitiveness. In this context, the Bruges Communiqué6 calls for vocational and education training (VET) to better respond to labour market needs (the changing requirements of the labour market). This requires improved understanding of emerging and evolving sectors and their skills needs as well as better mechanisms to translate this understanding into corresponding training provision.

As a consequence there is a need for transnational partnerships involving organisations with expertise on specific economic sectors, bodies and authorities in charge of the design of vocational training curricula, as well as training providers. The Commission's proposal for a future programme "Erasmus for All" foresees a new category of transnational partnerships, among them "Sector Skills Alliances", aiming to promote this type of cooperation.
