How the Health Survey wa METHODOLOGY

1. The Health Survey for England was commissioned by the NHS Information Centre and conducted by NatCen, a not-for-profit independent social research organisation, dedicated to promoting a better-informed society through high quality social research. 2. Two internationally recognised tools were used to measure problem gambling the Diagnostic and Statistical Manual of Mental Disorders of the American Psychiatric Association IV (DSM-IV), and the Problem Gambling Severity Index (PGSI). Both of these screening tools were used in the British Gambling Prevalence Surveys (BGPS) 2010 and 2007, which were

commissioned by the Gambling Commission and conducted by NatCen. 3. In previous prevalence surveys commissioned by the Commission, problem gambling measured as a percentage of adults showed that prevalence of problem gambling was 0.9 per cent in 2010 and 0.6 per cent in both 2007 and 1999 according to the DSM-IV screening tool. The second tool, the PGSI screen, showed a measure of 0.7 per cent of the adult population being affected in 2010 against 0.6 per cent in 2007. 4. Efford stated:“Betting shops in some areas have been associated with antisocial behaviour, crime, making high streets unattractive and dragging down the overall image of town centres. This can lead to other businesses choosing other areas to locate themselves which in turn leads to further decline in the economic viability of the area.” He continued:“This is not the case everywhere and the vast majority of betting shops are not associated with antisocial or criminal behaviour, but where they are it has a major impact. Some local authorities, even Labour ones, have stated that they are eager for empty shops to be filled and if betting shops are the only businesses prepared to invest then they are welcome. This is why Ed Miliband has set

out a comprehensive set of proposals to empower local authorities to take decisions.” According to Efford, Miliband wants to end the process where he believes that locals plead with their councillors not to have another betting shop, but discover when they turn up at licensing meetings that the lawyer representing the betting industry can force the committee to vote against the wishes of the community. “Councillors should be accountable to their local electors for the decisions they take. Provided they can demonstrate that they have acted reasonably in response to local concerns and in accordance with planning procedures they should be free to make their choices and answer for them through the ballot box.” Efford added:“We will amend the licensing powers to allow councils to restrict the number of machines to fewer than four where it is thought to be neces-

The Gambling Commission believes that ‘problem gambling’ in the UK is on the wane, a conclusion to be drawn from the findings of the most recent Health Survey for England. he most recent Health Survey for England, published by the National Health Service at the close of 2013, has given an up-to-date assessment of gambling participation and problem gambling rates in the UK. The findings suggest that so-called ‘problem gambling’ is in decline - a positive piece of news that will be welcomed by the coin-op industry. Findings based on the data published within the NHS’ survey in December 2013 indicate an overall decline in gambling participation in the UK and a reduction in the level of problem gambling in the population. The data, contained in the Health Survey for England (2012) show that 65 per cent of adults (almost 28m people) in England gambled in the past year. Excluding those who gamble only on the National Lottery draw, the figure is 43 per cent.The rate of problem gambling in the adult population is estimated to be 0.5 per cent on one measure and 0.4 per cent on the other measure used. The Health Survey gambling questions were designed to be broadly comparable with the 2010 British Gambling Prevalence Survey, which gave figures for Great Britain of 73 per cent for gambling participation (56 per cent excluding those who had only gambled on the National Lottery draw), with problem gambling at 0.9 per cent and 0.7 per cent on the corresponding measures. While firm trend figures will not be available until further health surveys,patterns of decline have also been seen in data collected through the Gambling

Rebekah Eden, the Commission’s programme director - evidence and analysis, concluded: “The figures suggest that fewer people are experiencing gambling problems directly, but that there are groups of the population where the risks remain significantly greater. This puts even greater emphasis on the industry finding ways to identify people who are suffering problems or who are at risk, and intervening effectively.”

The work of the Responsible Gambling Trust is coming under close scrutiny from industry quarters. The question that seems to be on the lips of key industry players is: where does the RGT remit begin and end? The line, they argue, has been overstepped.

ACTA’s chief executive Leslie Macleod has questioned the Responsible Gambling Trust’s remit, lack of transparency in its research and whether the charity is sustainable. At BACTA’s recent Annual Conference, he stated:“BACTA has always supported research, education and treatment in relation to gambling related harm. We were one of the founders of GamCare and payment towards research, education and treatment is, and remains, a condition of BACTA membership.” Macleod-Miller continued: “I am not going to pretend that I believe that the latest incarnation of the body which collects and distributes monies for research, education and treatment is satisfactory or necessarily sustainable. We need an effective voluntary arrangement in order to avoid a statutory levy, however, the RGT seems to have caught the Gambling Commission disease and seems to be empire building by refusing to answer straightforward questions, giving opinions about matters which spread well beyond its proper remit. Hearn brothers bow out of bingo scene BINGO

S

outh Tyneside-based brothers Tommy and Michael Hearn, who have run bingo halls in the area for 52 years, are retiring, at the ages of 80 and 81 respectively. The Hearns opened the Crown Bingo Hall in South Shields in 1961, along with their late brother Bill, who died in May 2013 at the age of 77. At one point they had seven clubs throughout the borough, but now they’re passing the reins to someone else. Tommy Hearn told local press: “It’s been a wonderful life and it’s been a privilege to run the bingo halls. We’ve had lots of loyal customers over the years and they’ve become friends too. It’s time to move on for us, though.”

He added: “We were probably one of the first bingo halls to open in the country, so we really did pave the way with it. No one thought it would catch on and everyone said it was a 90-day thing, but here we are 52 years later and it’s still going.” Michael Hearn stated: “At 81, I think it’s just about the right time to say goodbye. I think it’ll take a while to settle into a new routine though. I’ve

got some great memories and we’ve had some fantastic nights in here with some great entertainers like Bobby Thompson and Frank Carson. We’re happy to pass the business on and I think it could be an exciting time for it.” Rob Garrard, who owns Beach Bingo in North Shields, is taking over the two bingo halls. The venue in Jarrow will be re-branded to match his existing hall, but Crown Bingo in South Shields will maintain its name. He said: “The brothers have been running it for 52 years, so I’ve got some big boots to fill. Both bingo halls have a great staff and lots of loyal customers that I’m hoping will stick with me. This has always been a traditional, family-run bingo business, and that’s what it’s going to remain.”

The company is to invest more than E1.5m developing the former Newport Cafe in Cork, which will require both planning and licensing permission. Survey hints at renewed hope for seaside sector SEASIDE TOURISM

A recent VisitEngland survey entitled Domestic Leisure Tourism Trends for the Next Decade has revealed that seaside tourism is attracting greater numbers of families. The good news for the coin-op industry, particularly those in the seaside FEC sector, is that this trend looks set to continue, regardless of the prevailing economic circumstances.

014 could not just be an excellent year for coastal amusement operators, but the beginning of a glorious decade, according to a new survey, Domestic Leisure Tourism Trends for the Next Decade, compiled by VisitEngland. Despite the on-going tough economic times, one major trend that the report identified is the growing practice of turning ‘VFR’ (visiting friends or relatives) trips into leisure ones. James Berresford, chief executive of VisitEngland, stated: “One driver of this trend in recent years has been economic; with more constrained budgets, consumers wishing to maximise their leisure time have sought to capitalise on family occasions and turn these trips into leisure orientated ones. But other drivers exist as well, and ensure that this trend will become increasingly prominent even after economic recovery.” The study alluded to the fundamental appeal of leisure time and the changing demographic picture of England. Berresford added: “Longer lives and more generations create more family occasions - which in turn create more opportunities for family get-togethers.The

driving force behind these occasions is not simply financial circumstances consumers are also keen to have a rich experience with their family.” In terms of seaside tourism, the report reveals that some resorts have been unable to compete with a pure beach offer and the more reliable summer weather that some overseas locations can offer has been a threat. Berresford was keen to point out that sunshine is

He said:“The importance of nostalgia tourism was echoed by the industry experts, who saw a link between nostalgia and consumer desire for authenticity and meaning - as well as

something safer and more secure than the uncertain future. Several of the industry experts also identified timeshares as a potential wildcard tourism trend. They expect this to be driven by increasingly flexible, time poor consumers, who are happy with the idea of sharing and less tied to a single location.” Berresford continued: “Although economic pressures will continue to have an impact on consumer spending over the medium term, after this period consumers will be keen to maximise their leisure time. For domestic leisure tourism, this might mean combining both domestic leisure trips and trips abroad.” The report surmised that longer term trends in demographics also bode well for the long term future of domestic leisure trips. Berresford concluded:“Several of the demographic trends now emerging will continue to be impactful in the longer term - especially the ageing society and the squeezed middle generation. The intergenerational implications of these demographic trends ensure that domestic trips are a natural fit - and in particular will lead to the long term development of the ‘VFR to leisure’ trend.”

The show for the industry, by the industry While size certainly isn’t everything, consistent growth in terms of exhibitor and visitor numbers have underpinned an EAG determined to better serve the needs of amusements and soft gaming both in the UK and the rest of the world.

n 21 January 2014 ExCel London will open its doors on the fifth EAG International as around 6,000 amusement and leisure industry professional congregate for the inaugural trade event of the New Year. As EAG International has grown, with individual visits to the ExCel show rising every year since its launch, so have the many reasons to visit. For many of the industry’s operators, EAG International is the event at which they review new products and place orders for the coming year. Several trade associations and other industry bodies will meet at the show to discuss new initiatives and to set agendas for the coming year. For many, the net-

working aspect of EAG International is as important as its role as a commercial facilitator. EAG International chairman Martin Burlin summed up what he believed the show’s role is from an organiser’s perspective: “Our role is to deliver an event which enables people to see and buy new products but equally important is the opportunity to discuss, share experiences and make sense of what is happening in our industry. Our focus is on the quality of the experience for each and every visitor and exhibitor.” While no-one in the UK coinop sector could construct an argument against the EAG being a must-visit for domestic concerns, the 2014 incarnation will

live up to its ‘International’ tag even more than in years gone by. To back up this assertion, January 21 will see the show floor welcome 14 new exhibitors from the UK, China, Italy, Poland and Spain. The bottom line is that the EAG has quickly built itself a reputation of being an event ‘by the industry, for the industry’, BACTA CEO Leslie MacleodMiller summed up: “The EAG show remains a tribute to BACTA’s ability to demonstrate its commercial acumen and the team ably lead by Martin Burlin and the Advisory Board, continues to work hard to make EAG the benchmark against which international amusement exhibitions are judged. ”

BAPTO right on cue for EAG International

While everyone knows EAG is the annual industry gathering where products are showcased, often for the first time, Alex Lee investigates the importance of investing in new technologies and innovations which will no doubt appear at ExCel later this month.

alex lee viewpoint nnovation and the use of the latest technology are crucial to the survival of the coin-op sector, but Ichoosing the right technologies with which to innovate can be the toughest challenge. It would be glib, and wrong of me, to start telling you all to speculate to accumulate as you head off in your droves to the EAG International 2014. After all, only you know exactly how much budget you have and which direction you believe your investment should be heading. What I can say with some confidence, however, is that the firms showcased in the next few weeks in Coinslot and Coinslot Review have plenty of evidence - from a raft of satisfied customers - to suggest that their products and services are worthy of serious consideration for operators looking to squeeze some extra efficiency and profitability from their arcade floor. The phrase ‘cash-strapped’ gets bandied about in this publication more than most and while every new or second hand - product requires some form of investment, the initial entry cost of taking on a new system which isn’t going to find a home on your arcade floor may seem off-putting to many. In coin-op, we’ve found that the best technology and the most effective solutions are, in the main, those that work so well and provide so many and varied benefits that we’re barely aware of their existence. In other words, we only notice them on the rare occasion that they go wrong! It’s not about reinventing the reel, pardon the pun, but about honing our products and practises to maximise their potential. We’re lucky as an industry in the sense that we’re receptive to creative ideas and innovative products that utilise the latest available technology. We’re all more than aware of the threats from factors beyond our control such as online gaming, controversial legislation and home entertainment, and that making any sort of profit is tougher than ever. With that in mind, could it be worth investing in a new innovation that other operators have found that boosts their bottom line?

At the up-coming EAG show, cue sports trade association BAPTO plans to stretch the boundaries, revealing that it will be introducing revolutionary new products to its members and other visitors. APTO has attended every EAG International since the show’s launch and is keenly anticipatB ing the upcoming event. Bob Blakeborough explained:“BACTA has always encouraged us to fly the flag and we appreciate the opportunity to engage with the industry at the show.We’re looking forward to discussing the benefits that a wellrun pool operation can bring to the pub environment and the business building assistance we offer to operators.” The British Association of Pool Table Operators was established in 1975 to promote the game of pool in pubs and to negotiate favourable trading terms for its members. BAPTO’s Bob Blakeborough confirmed that the savings achieved by most BAPTO members outweigh their cost of membership. BAPTO members benefit from advice on the introduction of new rules and have access to free promotion kits. Pool is commonly recognised as one of the most profitable games in the coin-op repertoire and enjoys a wide appeal. BAPTO research indicates that over 2,000,000 people in the UK are regular pool players, with 64 per cent playing at least three times per week in their local pub or bar. Yet despite the UK being the world’s second largest pool market,the game has certainly suffered in recent years, primarily due to pub closures. Bob Blakeborough is very clear about the reasons:“In addition to pub closures, the trend toward food-led operations and the smoking ban have hit the game hard. Our members’ tables suffered a 30 per cent revenue decline after the introduction of the smoking ban alone.” “We believe that promotions will drive revenues,

especially where licensees are engaged. In addition to delivering valuable incremental revenues, pool can increase both footfall and dwell time, translating to increased bar takings. It’s important to keep pool affordable and variable pricing models have really helped with this in some pubs,” he confirmed. BAPTO has an impressive library of statistical research on the pool market and is happy to share this data. Furthermore, each year BAPTO organises a three day tournament aimed at pub teams. Categories include a five player team trophy, men’s singles, ladies singles and mixed doubles with a total prize pot of around £11,000. Blakeborough elaborated:“The Annual Tournament is a crucial part of our promotional strategy, giving bread and butter players the opportunity of playing in a meaningful competition. Pool is a game which is promotion driven.There is good media coverage of local leagues but it would be great to achieve a national sponsorship.” Blakeborough hinted that there would be new pool product launches at EAG, but didn’t disclose their exact nature:“I can reveal that one of the products is a unique new cue, specifically designed as an aid to new players.We will also be showing an entirely new cue game, played on a compact bar billiards style table.The show actually represents a great opportunity for small inventors to engage with the market.” The BAPTO stand (651) will be manned by Bob and the association’s Ken Hussey throughout the show. All existing and prospective members are invited to a drinks reception on the stand at 2pm on the second day of the show.

GVA director Richard Baldwin stated: “Paignton Pier is an iconic structure, which has been a popular visitor attraction on the English Riviera for millions of people for more than 130 years.�

Comment Let’s not lose our core values

alex lee comment s we approach the allimportant 2014 buying season, we should spare a quick thought for the likes of Space Invaders, Pac-Man, Donkey Kong and Galaga - not just for their nostalgia value, but as inspiration for new ideas, new directions and new product genres for the rest of the year.With everything that’s been going on in certain other sectors lately,coinop video games probably haven’t enjoyed the coverage they perhaps should have done, despite the knowledge that this particular market segment isn’t as big as it once was. I’m no mathematician (some would say I’m no wordsmith), but by my reckoning around 15 per cent of all coin-op machines on display at the up-coming EAG show will be either video games or simulators. Furthermore, many of the biggest and most wellrespected UK-based suppliers and distributors have a broad selection of video games and/or simulators in stock at any given time.This hasn’t always been the case. Back in 1978,Taito’s Space Invaders introduced a genre that became a pastime for millions and a lucrative source of income for those quick and bright enough to jump on the bandwagon. With all due deference to Pong, hitting a block back and forth is no match for

saving the universe from pixellated aliens devoid of compassion.It created a new pastime, spawned thousands of copies based on its premise of joystick/fire button co-ordination and it filled cashboxes all over the UK. Since the video game explosion of the late 1970s and early 1980s, much has changed in the world, not least in this niche sector of the entertainment industry. While technology has moved on so that a single smartphone app can offer games 100 times more sophisticated than Space Invaders, the basic principles upon which the likes of Galaxians, Gorf et al won players’ hearts still apply today and it is these which can perpetuate the ‘softest’ sector of the coin-op industry, from the factory floor upwards. The intrinsic allure, core values and strengths of Defender, Robotron and the likes should apply to all coinop products, regardless of their category - entertainment, value for money, skill (and random element), competition, looks, design, durability, value for money and that vital ROI.Thankfully, the products we demand expect to see on the EAG show floor should all hit the above requirements and go some way to giving UK operators and their customers - something to cheer about.

Eileen Ormand, manager of Blackpool Business Improvement District, told the paper that Small Businesses Saturday (December 14) saw a 114 per cent rise in people in the town centre after it joined forces with Blackpool Council to drop car park charges for the day. She said: “That is a huge difference to the actual footfall in the town centre. It’s hard to say exactly what impact Small Business Saturday has because we’re in a busy Christmas period but I know the car parks did well.” Hugh Evans, policy director at the North and West Lancashire Chamber of Commerce, said: “The feedback we are getting is that things are busy - footfall figures in general seem to be

improving. The people we have spoken to seem to suggest it did what it was intended to do, which is not just increase footfall but also increase awareness of the town’s business sector in what is probably the most important trading period of the whole year.” However, both warned the figures so far may not show the full story and judgement should be reserved until the monthly numbers are out. Evans said: “The only slight concern we have got is we don’t know whether the footfall has been generated by excessive discounting and how much it is because people have more money in their pockets. The January sales seem to have come forward and it could mean a very good Christmas but then a fairly bleak new year.” The council and BID offered free parking on Thursday evenings in the run-up to Christmas on Talbot Road car park, while Houndshill shopping

centre did the same at its own car park. A number of shoppers said the town centre has been busy this year but suggested the free parking schemes need to be better advertised. Houndshill centre manager Debbs Lancelott said: “We are experiencing significant footfall for this time of year, particularly on late night Thursdays which ties in with the free parking initiative.” Council footfall sensors showed an increase of 8,000 people - 29 per cent - on three of the town’s busiest shopping streets during Small Business Saturday compared to the same day in 2012. Coun Fred Jackson, cabinet member for urban regeneration, said: “While the only definitive measure of the success of the campaign and the free parking offer is ultimately how businesses fared, the footfall sensors do give a positive indication the day went well and helped

Across Fareham borough there are about 14 betting shops that last year saw £81m gambled on 51 of the machines, also known as fixed odds betting terminals (FOBTs), with players losing more than £2.5m. The Campaign for Fairer Gambling has backed the borough council’s call for restrictions. Spokesman Matt Zarb-Cousin said the machines now account for over half of bookmakers’ profits. He said: “Fareham has decided that the high street is not the place for hard gambling, especially when these machines are so open to abuse from money launderers.” Fareham Borough Council

leader Councillor Sean Woodward said: “I acted many years ago to remove the scourge of slot machines from Fareham’s chip shops, takeaways and other premises where children could use them unsupervised. “Now we have the march into betting shops of the FOBTs, where up to £100 can be bet every 20 seconds. They are the crack cocaine of gambling. I very much hope our Government will act to bring down the stake to £2 per go.” And finally, further afield the US food and FEC chain Dave and Buster’s is planning to open at least seven new stores next year, the company said following “record-setting” third-quarter results, according to Intergame. The company’s total revenues for the period increased 8.6 per cent year-on-year to $142.3m, while store sales increased 2.4 per cent. Across all stores, food and beverage revenues rose 9.6 per

cent and amusements other revenues rose 7.6 per cent. Adjusted EBITDA was up 10 per cent at $19.8m. CEO Steve King described the company’s third-quarter as “record-setting,” and attributed much of its success to investment in a national cable television campaign and improved sports viewing areas in its stores. “Our most recent openings have gotten off to strong starts and, in doing so, demonstrate the underlying market demand for a differentiated entertainment and dining experience,” King said. “We have now opened a total of five stores this year and we are guiding to between seven and eight new stores for 2014.” He concluded: “The potential for the Dave and Buster's brand is underpenetrated relative to our current footprint and we are addressing our development opportunity in an aggressive, yet disciplined manner.”

A number of areas have subsequently come to light, such as online gambling, which has grown exponentially over the past few years, and we accept that revised regulation is necessary. Gambling is enjoyed by more than 56 per cent of the population,and the figure rises to more than 70 per cent if the purchase of lottery tickets is included. As we said, we welcome the move to create a level playing field between the operators which have remained onshore,and those which have moved offshore,and we would like to make sure that the approach which removes the divide between them is pursued. But as Lady Howe and Lord Morrow have mentioned, we are worried about the paucity of sanctions included within the Bill, which are neither financial nor operational. Although we had a recent report from Ofcom which described the volume of television advertising and the limits on it due to the restrictions on the watershed, it is clear that there is a big loophole which needs to be looked at.This is the situation affecting games that are sports fixtures that start before 9 pm, for which advertising is allowed, and therefore which reaches not only problem gamblers but

also children.We think there is a need for an amendment in this area, and would be interested to see whether there would be support for that around the House. A number of noble Lords have picked up on problem gambling. On the one hand we have an NHS which provides support for those who have addiction problems with drink and in other areas,but does not deal specifically with gambling. In this situation we have to be careful, as we tread a difficult path between a wish to promote an industry from which people gain a great deal of pleasure, and the responsibility to protect the vulnerable. In conclusion, we welcome the Bill as far as it goes, but it needs to go much further. I hope that the Minister will recognise that this is not at heart a partisan issue, but something on which we think we could work together, because there is a need for a rethink on a number of issues. We need to consider seriously some amendment to come from all parts of the House, which would make for a good Committee stage - and from that would come an improved and refined Bill.There is good work in the 2005 Act, which is the basis on which we operate, but we want to improve it where we can, and this Bill will help us to do that.We look forward to working with the government and others in this House to create a licensing system that is the gold standard for the world.
