The bingo industry generates more than £200m in tax revenue for the government each year, employs 12,500 people and includes almost 400 licensed bingo clubs across Great Britain. The Bingo Association launched the Boost Bingo Campaign on 13 January 2014 to convince policymakers to change bingo duty from 20 per cent to 15 per cent, in line with other gambling activities. Stakeholders believe that lowering the duty would lead to investment, modernisation and jobs. The Bingo Association was formed in 1998, following the merger of the British Bingo Operators’ Association and The Bingo Association of Great Britain. Bingo is a unique part of the gambling industry, firmly at the soft end of the spectrum of gambling activities, rooted in the social arena. The trade body represents the industry,
and aims to aid and inform sector operation and development. It works with licensed operators, central government and policy makers, regulators and compliance organisations, organisations involved in

Mrs B’s Amusements on The Promenade is just one of the establishments owned by local operators the Braddick family. Robert Braddick, of Braddicks Leisure, said he had never seen this happen before. He told local press:“I was in there that night and left about ten minutes before it happened. We knew it was going to be high tide and the door was boarded up.” Braddick received a call a few moments later telling him about the wave which smashed
through the doors and the windows of the business. He said: “It was one of two waves.The carpets were ruined and two machines were ruined. I made sure all the electrics were off. The place was open at the time and there people inside.We had to get it all boarded up when the tide subsided. My dad is 82 and he had never seen anything like it before. There are heavy machines. The Teletubbies machine is heavy, it takes two of us to move it but it was swept along easily.” Nevertheless, Braddick still opened the amusement arcade the following day.The business, however, will be closed for three weeks from March 3 for a major refurbishment. Braddick concluded: “We are working on the building to make it much nicer and a bit more modern.”

A number of high-profile Members of Parliament have joined the campaign to Boost Bingo, with over 300,000 signatures delivered to Downing Street. n 26 February 2014, supportive MPs and bingo customers from around the country handed in over 300,000 petition signatures to HMTreasury in Westminster, following a campaign to reduce bingo duty from 20 per cent to 15 per cent. Following the launch of a national campaign at the beginning of this year that called for the government to lower bingo duty, the Boost Bingo campaign has received overwhelming support, not only from 400 bingo clubs across the country and their customers, but also from the general public.This growing support will undoubtedly play hard on the psyche of the present government: the question is, how long can it remain stubbornly resistent to rectify a tax imbalance that hurts a leisure activity at the heart of communities across Britain? Having gathered over 300,000 petition signatures, The Bingo Association, which is spearheading the campaign, organised a celebratory march in Westminster which culminated in the handing in of the petitions to Number 11 Downing Street - making them aware of the importance of the issue to the British public. On 26 February, nearly 200 bingo customers from across the country were joined by supportive MPs to hand in the petition and tell the government “this is what the people want.” The Boost Bingo campaign has called for the government to lower the excessive tax burden, which is preventing investment and job creation. Miles Baron, chief executive of The Bingo Association, said: “Reducing bingo duty will enable clubs to invest in their future.More

Machine play dovetails nicely with bingo sessions, but because people can’t play the machines while the bingo is on, there are peaks and troughs in visits.” Baron concluded:“On average, one in five bingo customers will play on the machines, so they’re an important part of the retail offer.The emphasis has to be on fun and to this end community gaming has worked superbly as it adds an incredible atmosphere and is attractive to bingo customers. Our belief is that a fairer VAT regime will drive investment, estate modernisation and brand new clubs.There’ll be a wholesale modernisation.”

Inspired calls for responsible gambling measures across all Cat B machines CATEGORY B
Jim O’Halleran, SVP UK and Ireland, Inspired Gaming Group, has told Coinslot that some of the controversy surrounding B2 machines is at best misplaced and at worst simply erroneous.
hile the entire industry is concerned about the effects of problem gambling, Inspired Gaming’s Jim O’Halleran believes the furore around gaming machines and, in particular, B2/B3 machines in bookmakers must be put into context. He told Coinslot: “The average spend on B2/B3 gaming machines in bookmakers is around £7.50 per session. Many of our highest income machines are not B2/B3 machines in bookmakers, but actually £2 B3 machines in AGCs and machines in casinos.As a supplier across the UK industry, we can attest that the machines in UK bookmakers are median income machines within the Category B sector as a whole.”

Research indicates that problem gamblers are most likely to partake in nine different types of gambling. O’Halleran continued: “It therefore makes no sense for campaigners to target bookmakers’ machines specifically - those vulnerable to addiction will still be at risk with other venues, products and channels.Any responsible gambling measures for machines should be deployed industry wide across all Category B machines.” Inspired clearly does not want problem gamblers, or those with a propensity to become a problem gambler, playing on any of its machines.“We are committed to reducing the rate of problem gambling as an industry by consulting with experts and develop-
ing technological measures that will minimise harm.” Mark Griffiths, Professor of Gambling Studies at Nottingham Trent University, provided significant input into the content of the new ABB Code for Responsible Gambling and Player Protection to ensure that the measures introduced will tackle the real issue that has been lost in the media storm - how to protect those most vulnerable to addiction and encourage them to seek help. One tabloid newspaper has called for machines in bookmakers to carry cigarette-style warnings,as well as showing clearly what the odds are of a payout. O’Halleran explained: “Information about payout and profit margins was launched at the beginning
of January 2014 and is available on all B2/B3 machines in bookmakers, clearly accessible via a bright button on the menu.” More technologically complex measures being launched in early March go even further, with responsible gambling on-screen “pop-ups” interrupting the game at £250 of spend and/or 30 minutes of play. This on-screen intervention and 20 second suspension in play is a key recommendation from academic research carried out
by Professor Mark Griffiths. From March 1, players can also self-set their own time and/or spend limits depending on their personal budget and a similar on-screen“pop-up”warning will appear when limits are reached. Crucially, the shop staff are notified when any limits are reached, allowing an opportunity for human interaction to suggest selfexclusion or professional help. O’Halleran concluded: “These responsible gambling measures are best

Ladbrokes is set to link the pay of its top executives to the success of its efforts to prevent problem gambling amid the growing threat of a government crackdown on the industry.
ichard Glynn, CEO of Ladbrokes, will pledge R the insertion of responsible gambling criteria into the contracts of the company’s most senior managers when he presents annual results to the City this week. The commitment comes as ministers consider restrictions on the deployment of FOBTs in LBOs. In a letter sent to the DCMS’ Helen Grant and other industry stakeholders, which was obtained by Sky News, Glynn said that Ladbrokes would promote the Association of British Bookmakers’ Code of Player Protection in hundreds of its shop windows from this week. “We will also announce
that the Ladbrokes board has decided to formalise a number of responsible gambling performance measures into senior executives’ remuneration. A committee will be established, reporting to the main PLC Board, to oversee this and put the measures into practice from 2015 at the latest,” he said. Ladbrokes is expected to outline
further details of the initiative, including the number of employees who will be included in the scheme, alongside its financial results. The bookmaker’s shares have fallen by about 20 per cent since FOBTs were again thrust under the political and media microscope. Glynn
stated: “Ladbrokes has always placed a high degree of focus on responsible gambling. It is a core part of our values and a central component of our licence to operate. We have always trained our staff, promoted responsible gambling and funded research, education and treatment services. However, we have decided to go a step further. In short, we believe that responsible gambling not only needs to be at the heart of our business, it needs to be seen to be at the heart of our business.” He added: “(The industry) is committed to helping the person, irrespective of the product. This is in contrast to
those who are being unrealistic and calling for actions that would impact the majority of customers who gamble responsibly and would, in all probability, drive problem gamblers to other sectors or, worse still, underground to illegal operators. We want to minimise harm and the measures we are announcing today ensure that our senior management is incentivised to deliver exactly that.” Glynn explained that Ladbrokes relies on its customers enjoying their experience. However, he added: “There are some customers who do experience problems and we want to make sure that we help them to help them-

Capital One Coin Machine’s Bernie Wilkins dies OBITUARY
ndustry stalwart Bernie Wilkins died on Thursday 13 February. Wilkins founded ICapital One Coin Machine Co, a supplier of coin-operated equipment to the leisure industry, 56 years ago in 1958 and was still working and attending the office daily up to his death. His son Gary Wilkins, daughter Sonya Hazelwood and Tina Slade will continue to run the business, as they have done so for some considerable time. His funeral is on Friday 28 February

Paul Jackson, a regular at The Imperial pub in Chorley, has recreated the popular iPhone app in a video game cabinet for fellow pub-goers. Jackson re-wrote the computer code, adding a leaderboard so that punters can try to beat each other’s top scores, and the game can be played - for free - by any patron of the pub. After 50m downloads, Nguyen felt the Flappy Bird craze had ‘become a problem’ and got rid of it forever - saying it ‘ruins my simple life’. Regulars at the Imperial can’t get enough of Jackson’s work - with the pub now planning themed nights

It will be the task of the first session of the Irish Gaming Conference 2014 to keep attendees informed on the Bill’s progress towards enactment, as the Irish Gambling Legislation Update opens the first day of the conference at 10am on March 4.It is followed by a more detailed look at new licensing laws,set to be created should the Gambling Control Bill pass through the Irish parliament.
Day two of the conference begins at 10am on March 5 with a look at what preparations are being made for an Irish casino sector.As the final session on day two brings the conference to a close,existing operators will be given the chance to provide their feedback to the government. During the session, industry luminaries will collaborate to create a cross-industry paper to be delivered to the Irish Department of Justice. The conference will also touch on other topics of vital importance to the Irish gaming industry, including the future of gaming machines and advice on operating commercial bingo halls.

They comprise the hugely successful and popular Bullion Bars and Party Time along with rcade777, a brand new compendium that features eight of Astra’s top performing titles. Astra sales and marketing director Alan Rogers commented: “The emergence of ‘Type 2’ is a welcome development for the industry - one that has significant potential for the manufacturing sector to create some exciting new games that deliver a high quota of entertainment for the player. “The fact that it operates within a relatively low stake/prize bandwidth is reflected in its positioning in the lower five per cent rate of MGD. And that has to be good news for customers who can now access a value-for-money product that offers a slightly more compelling prize option, yet crucially remains at the softer end of the gambling spectrum.” Astra took the opportunity to remind stakeholders that games coming under this machine classification qualify for the five per cent rate of MGD applicable from February 6 2014 according to the Machine Games Duty (Types of Machine) Order 2014. As such they are subject to any future change in MGD that may subsequently be imposed on a ‘type 2 machine’.

A long-standing working men’s club in Telford has been forced to close, while a Blackburn-based club is set to celebrate its 100th anniversary.
he Anstice Memorial Institute, reputed to be the UK’s oldest working men’s club,is set to close.Efforts will now be made to return the club in Madeley, Telford, to the community after its members voted overwhelmingly to liquidate it. The decision to close the doors last week was made at an extraordinary general meeting of members earlier this month.The private meeting was for ‘full members’

Outside, about 15 members of the Save the Anstice campaign held a peaceful demonstration as the members went in.The building is owned and run by a private members club,but fell foul of rules set up to ensure that both men and women benefit from any funding it is able to apply for. Because it does not offer equal rights for both sexes, the club does not meet the criteria to apply for grants to maintain the Grade II listed building. A liquidation committee will now look to find ways of securing the future of the building. Madeley councillor and club member Kevin Guy, who is on the liquidation committee, told local press: “The goal is to find someone to take over the building. It is definitely my wish that the building remains for use by the people of Madeley.” He said the meeting had seen “frank exchanges” between the members and the current committee before 82 per cent of those there voted in favour of winding the club up in its present form.Cllr Guy denied rumours that it had been sold to the Wetherspoons pub chain. There’s better news, however, for a Blackburn-based WMC, as it prepares to celebrate its centenary in March. St Paul’s Working Men’s Institute (pictured) will mark the occasion on March 1 with a party and a countdown to
midnight. The club was established on March 2, 1914 and has been on the same site and in the same building ever since. It currently boasts 420 members and is run by a 10-strong committee, who helped to bring the club back from the verge of collapse. St Paul’s found itself in ‘massive’ debt three years ago, and a new committee stepped in to take over the day-to-day management. After an overhaul and a review of the finances, the club is now thriving and attracting new members through regular snooker and darts matches. It also hosts a members’ night every Saturday, with local artists booked to play in front of packed audiences. Secretary Allan Griffin told local press:“Three years ago we were on the verge of selling up but through good management we have pulled through.We are gaining members now and we are thriving on Saturday nights. The darts and snooker teams are attracting new, young members to the club, which is fantastic. The club used to be packed in the 1970s and I’ve been told that it was hard to get in at times because it was so full. It’s not quite like that these days because that was a different age but we are certainly doing well for ourselves.” He concluded: “We are very proud to be an independent club which is owned by the members and I hope that it will still be here in another 100 years’ time.”
Commission issues bingo advice note LEGISLATION
The Gambling Commission has issued a document explaining the exact definition of bingo. The publication offers advice to help bingo operators avoid creating and offering certain products which aren’t permitted under a bingo licence, such as casino games, lotteries or fixed odds betting.
ingo is a traditional form of gambling that has seen considerable B innovation in recent years, states the Gambling Commission in its latest advice note pertaining to bingo operators. It is also the only form of gambling recognised in the Gambling Act 2005 (the Act) that does not have a specific statutory definition, the Act providing simply that ‘bingo’ means ‘any version of that game, irrespective of by what name it is described’. The Gambling Commission has no desire to change the position set out by Parliament,but in the light of rapid and expanding product development and innovation in the sector, the Commission considers it important to provide some clarity as to where it considers the boundaries between bingo and other forms of gambling lie. Its latest advice document, therefore, sets out to help bingo operators avoid creating and offering products that it considers to
be casino games, lotteries or fixed odds betting. The document states:“In order for a game to be classed as ‘bingo’ it must meet the Act’s definition (in section 8) of ‘equal chance gaming’ (as opposed to casino gaming).Thus, it: a) must not involve playing or staking against a bank, and b) must be a game in which the chances are equally favourable to all participants in the sense that each ticket or chance has the same probability of success as any other.” The Commission sees no objection to players in bingo being able to select some, or all, of their numbers provided there is a mechanism to ensure that each player nevertheless has a unique set of numbers and the game therefore remains equal chance. It also considers that fixed odds bingo games are acceptable provided they are structured to ensure
there is no banker’s interest. The document reads: “To distinguish a bingo game from a straight lottery, a player must be required to participate in order to be successful. Participation could, and traditionally does, take the form of human interaction with the game,ie:players actively marking their cards and/or claiming to have won.Alternatively, as is often the case in modern bingo formats, especially when played on-line, by means of bingo machines or handheld devices, technology can be used to act as the participant’s agent in playing out the game which the player has initiated.In this way participation can be made up of a combination of activity taking place both within the mechanic of the game and by the player’s own actions.” Further information on the above can be found on the Commission’s website www.gamblingcommission.gov.uk.

he Gig House pub in Wokingham has suffered Tdamage from a break in, after thieves smashed the fire escape window to gain entry and attacked AWPs with a sledgehammer, which was left at the scene. The pub, part of the Wetherspoons chain, has five AWPs but only one was successfully broken into after the hammer broke while the burglar was attempting to break into a second machine. The offender, caught on camera wearing a balaclava, dark clothing and gloves, was in the building for a matter of minutes, the pub’s manager Chris Gunningham confirmed. He told local press: “We have got an alarm system but they were clever to look at where the sensors are and not trip any. There are sensors on the door so if they had pushed it open, they would have set them off. They crawled through the window. They knew where to stand, there are no sensors above the fruit machine. They must have had prior knowledge. The police don’t believe so but I feel they must have known what they were doing.” The burglar was filmed on CCTV running off in the direction of the nearby Spin Bar. Gunningham continued: “They took absolutely nothing else, I consider it a bit odd that they didn’t even take a bottle or two of spirits. I’m just glad they didn’t take any alcohol - that’s when it gets really expensive. But it’s cost me around £500 in damages, it’s frustrating.” The pub has since installed three extra sensors. Gunningham added it was business as usual, fixing the machines the same day, and said: “The main thing is no-one was hurt. We had closed about 2am, and my staff came in at 5am.

Steve Pitt, chair of the group and originator of the amusement park idea, said it would be very interactive and high quality. He commented:“What we are talking about is a world class, Sherlock Holmes experience. There are so many tie-ins around the legacy of Sherlock Holmes being ‘born’ in Portsmouth. “That’s something that when we look at it, has the potential to create a massive amount of jobs. “There are 6.9 million people who search for Sherlock Holmes and Conan Doyle on Google
every month.There is a massive market for this.” It was also reported that the new attraction would include rides and re-enacted scenes from the Sherlock Holmes novels,as well as characters from them being presented in holographic form. Having moved to Portsmouth in 1882 to open what turned out to be an unsuccessful doctors’ surgery, Conan Doyle used his abundance of free time working on his writing. It is thought that it was during this time at the seaside city that
he first came up with the characters of Sherlock Holmes and sidekick Dr.Watson. Portsmouth is already home to The Arthur Conan Doyle Collection exhibition, which includes first editions of the Sherlock Holmes novels, related letters and other paraphernalia. It was bequeathed to the city by lifelong fan Richard Lancelyn Green in 2004, in return for help he received researching Conan Doyle from its Central Library. The idea for the amusement park is expected to go to a private consultation next month.
Skegness Pier on course for Easter opening PIERS

UK Piers, which operates the pier, commissioned a complete refurbishment of centre’s Skegness Bowl and Laser Quest facilities after they were damaged by flooding during a tidal surge last December. In addition to the new ten pin bowling and Laser Quest facilities, the Easter re-opening will also see the launch of a brand new American-style diner restaurant in the FEC. Carolyn Wilkinson, joint managing director of UK Piers, said:“The team are working to a tight schedule but we have been assured that the Bowl with its brand-new American diner and Laser Quest will be open for Easter.”

Last week several media outlets reported that the attraction would cost in the region of £25m and be based near the former house of Holmes-author Sir Arthur Conan Doyle. The plan has been put forward by the Portsmouth Cultural Partnership, an affiliation of business people from the resort working to help shape its future.

Laura Crossley, a consultant who is writing the strategy update report for the council, said Joyland was one of the things that made the resort great. She commented: “The brilliant thing about Yarmouth’s heritage is just how varied it is. The variety is what makes the town so distinctive. “So as well as being this ancient port with amazing medieval town walls and a Minster church which dates back to 1101, we’ve got the retro chic of the seaside. “For me, Joyland is just as important as a heritage site.”

John Purcell, organiser of the annual Irish Gaming Show, explains why all eyes are on the country in 2014. Over recent months there has been a renewed enthusiasm in the Irish gaming industry.We now know that new legislation is coming, and we know it will put the industry on a formalised footing. This will allow people to invest in their businesses, which they have not been able over recent years. It is still not known exactly when the new legislation will come into force, as this depends on the legislative calendar. It would be optimistic to say it will be late 2014 and more realistic to say 2015.The rules and methodologies are pretty much known, however, so people can tailor their businesses ahead of the legislation. The new legislation will provide a much-needed boost for the Irish gaming industry. It will take best practices from the US,UK and mainland European models and avoid the regulatory pitfalls found in those markets. The primary pillars of the legislation are being put in place,and the law will allow the regulators to operate without politicians being involved. For 2014 the Irish show is moving to a new location at the Red Cow Moran Hotel in Dublin. The conference is also taking place at dedicated facilities within the same venue. The hotel is a four star resort situated at the gateway to Ireland’s provinces, around twenty five minutes from Dublin airport.
The expo takes place on the 4 and 5 March and will see exhibitors filling 46 stands across the show floor. Thanks to the four metre ceiling height in their new venue, show organisers have been able to offer exhibitors the chance to create larger stands than ever before.
Conference receives top billing The Irish Gaming Conference will run in tandem with the show and features a number of speakers discussing various issues relevant to the national market. The most popular topic will be the upcoming Gambling Control Bill and its ramifications, including a chance for operators to provide their feedback to the government.
All comers welcome Representatives from a huge range of sectors are expected to attend the Irish Gaming Show 2014. A seismic shift is about to happen in the Irish gaming industry, which until this year has been governed by some seriously antiquated laws under the Gaming and Lotteries Act, 1956. mEx 2014 effectively heralds the final countdown towards the new Gambling Control Act in Ireland which will cause a major shake-up in the country’s casino and street markets. Irish stakeholders, and indeed AmEx show organiser John Purcell, believe that the long-awaited new rules and regulations should be in place by September backed by a regulatory body or at worst an interim regulatory body. In July 2013, Ireland’s Justice Minister Alan Shatter published details of the Gambling Control Bill which aims to update and modernise Ireland’s gambling laws and allow for the introduction of a limited number of casinos in the country. The legislation will repeal and replace all existing arrangements for the regulation of betting, gaming, bingo and lotteries except for the National Lottery - and will extend licensing to the booming online gambling industry. “This legislation has the twin objective of effectively regulating the new and dynamic gambling sector that has emerged in recent years, while also providing the opportunity to introduce important new measures to protect vulnerable adults and young people,” Shatter said. Nevada-licensed products are already coming through to Ireland’s existing casinos. The first Aristocrat-manufactured product, for example, arrived recently.The big opportunity under the new gambling laws, however, will be in the pub and bookmakers sectors.In Ireland there are approximately 7,500 pubs, so that’s a potential new market for 15,000 machines - whereas there are 4,000 bookmakers, so there’ll be a potential market for 16,000 machines.

foreword urrently, gaming in Ireland is governed by the Gaming and Lotteries Act, 1956, but a C modern piece of legislation, entitled the Gambling Control Act, is soon to replace it, creating a myriad of opportunities for operators, distributors and manufacturers alike. The forthcoming AmEx show, besides offering the usual, expected trade show staple of new products and services, will provide an opportunity for all-comers to discuss the potential that the newly-regulated market will bring. Furthermore, a number of Irish industry experts will be on hand to not just explain the finer details of the new Act, but also their views on how dramatically the gaming landscape will change once the Act rumbles into motion this autumn. A document entitled Report On Heads Of Gambling Control Bill from the Joint Committee on Justice, Defence and Equality which was published in November 2013 sums up the current Irish gaming law as follows: “That relic of social history is utterly unsuited to effectively regulate gaming in a modern, wealthy European state. When it was enacted foreign travel was rare, the first Planning Act had yet to be passed, bingo was called pongo and much of the Oireachtas debates concerned protecting the livelihoods of persons providing gaming at carnivals.” When you read that, it’s immediately understandable why Irish stakeholders have been crying out for new legislation for so long. The new laws will repeal and replace all existing arrangements for the regulation of betting, gaming, bingo and lotteries - except for the National Lottery - and will extend licensing to the booming online gambling industry. It also sets out provisions for the licensing of casinos in Ireland with the number of new casinos to be established in this country to be limited to 40. No casino will be permitted to have more than 15 gaming tables. A new state agency, the Office for Gambling Control, will be established. This will licence and regulate the sector and will be financed from licence fees and, according to the Department of Justice, “other charges”. Furthermore, the legislation will also provide for the establishment of a Social Gambling Fund that will assist with treatment services for gambling addicts. This will be funded by a levy on gambling operators. Consumer complaints procedures and controls on advertising in addition to age restrictions will also be established. The bottom line, it seems, is that anyone with an interest in gaining a foothold in Ireland’s new, dynamic gaming space simply has to attend AmEx 2014 in Dublin in March. The Irish economic recovery is an extremely slow process for those of us at street level. We have seen signs of growth in the export sector over the last few years but the benefits of this are very limited by the time it trickles down to the person on the street.Therefore sectors such as ours have suffered dramatically in this downturn, a factor we hope that the government will take into consideration when deciding excise duty rates under the new legislation. Certainly in the medium to longer term the worst is over and I would be extremely confident of a gradual uplift over the next year or so. The framework Document for the Gambling Control Bill looks promising. We have had meetings with the Department of Justice and have appeared before an Oireachtas Committee to press the case for our sector. The important thing now is for IATA to ensure that our essential needs are recognised and that the arcade sector is allowed to reach its potential so as to make a positive contribution to the economy through creating essential jobs. IATA believes that the Gaming Act should be nationwide rather than the current patchwork situation and that stakes and prizes be sufficient to allow the viable operation of our businesses in relation to our competitors in the field. Also, that gaming machines be confined to arcades, with a limited number of high

stake machines available in casinos. If other outlets are to be allowed machines, they should all be low stake low payout machines. The prospect of a limited number of properly regulated casinos is also welcomed as it will replace the current totally unregulated position where 70 or so establishments, calling themselves private members clubs, exist. The Irish Gaming Show allows exhibitors to show their wares and is an attractive places for those of us in the industry to visit. It is important, in IATA’s view, that the show be a neutral place for the dispensing of information about products or services by exhibitors, who after all pay for it.We are looking forward to this years show at the new venue The Red Cow and hopefully it will attract a large attendance. Our President Jim Rickard and myself will be on Stand 13 this year. We will be available for two days to discuss with all comers all issues concerning the future of the industry. With the new legislation just around the corner we believe that all those in the industry are now recognising the need for a strong trade association. espite whispers of Irish economic recovery David Hickson,director of the Gaming and LeisureAssociation of Ireland, believes that the it will be some time before any positive effects trickle down to the county’s gaming industry. “I don’t think it will get any worse,” he said,“which might sound negative, but for the past few years the industry has been in decline and I think now we’ve bottomed out.” Operators need customers above all else and patrons’ desire to visit gaming locations depends entirely on their access to disposable income.“For our industry

it’s all about the discretionary spend,” said Hickson,“and right now gambling is quite far down people’s priority list.” Hickson does believe, however, that rising tourism figures and slow economic growth will eventually exert a positive effect.“It will take around 12 to 18 months to see any improvement,” said Hickson. Irish operators are also anticipating the introduction of new gambling legislation, which is expected to come into effect later this year.The Gambling Control Bill would introduce a raft of new regulations, including new licensing categories for slot machines.“It’s a very good move in general,” said Hickson.“Currently there are lots of gaps, particularly in the slot machine sector. All machines are supposed to have an annual license, but many operate under an amusement license.” The new bill would also allow for the introduction of up to 40 new casinos,with each permitted up to 15 tables games and 25 unlimited jackpot slot machines. Hickson, who is also the managing director for Dublin’s Fitzwilliam Casino and Card club, views this as a very positive step for his business. “The legal certainty would enable us to make a signification investment in our operation,” he said.“It allows us to bring it in line with the kind of offering you would get in London or other European casinos.”

Comment The egg timer is ticking Adding more value for money to customers is going to be vital if operators of all kinds are to gain precious ground over Easter and the summer season.

This can only mean two things: 1) We’re a country with more morbidly obese people that the NHS can cope with,2) It’s coming up to Easter.That religious festival where Jesus and his pals ate loads of eggs in order to stop Satan, in the form of a big, pink bunny, from taking over the world. Or something. I digress.The Easter Bank Holiday weekend, while not being the ultimate make or break trading period, is of vital importance to coastal operators up and down the UK and, to be fair, operators of all kinds looking to capitalise on the fact that a lot of people have a muchdeserved break at this time of year and will be looking to spend their hard-earned. It’s not that long (three years ago in fact) since Coinslot ran the headline:“Easter brings sun but not spend”.The sentiment was, in other words, that UK amusement arcades and FECs were packed full of holidaymakers, but they weren’t shoving as many coins into the machines as we all would have liked. Fast-forward approximately three years and there seems to be a little more confidence in the market, for a host reasons, not least because the UK economy seems to be finally slightly stronger than the elastic band that’s currently holding my laptop together. A major concern for all operators now, as we bid farewell to February 2014, is how best to prise that ‘more confident’ cash out of the ‘more affluent’ families visiting their premises with a view to being entertained and - inevitably - leaving with some sort of memento of their visit. While a number of operators are having to concentrate on rebuilding after the floods, and how best to reinvent their battered premises,the majority can take a look at areas of their business where they can possibly add (even more) value.While the Christmas sales and, closer to home, the EAG, pointed towards renewed customer confidence, value for money will be high on the demand list by arcade-goers this Easter and beyond. Can the industry respond positively to that challenge? I believe it can. If the Easter holidays prove to be storm-free,it’s highly likely that there’ll be plenty of visitors piling into our seaside towns.The industry must respond to this by somehow - adding even further value to all its customers.

EAG should embrace sy SIR, By all conventional measures, EAG 2014 will be deemed to have been a success. When quoted in Coinslot, Martin Burlin stated “the EAG and the industry are changing insamuch as we’re all looking at more leisure-based products such as soft play and vending for example.” Many seaside arcade owners had a good summer season in 2013 and came to EAG with money to spend, so enthusiasm was high and trade was brisk. This is fantastic news for the show, and the wider coin-op/amusement sector, but has little to do with those of us who supply ‘adult’ products to the (struggling) pub sector. My view is that this differentiation should be further enforced and
that the strategic positioning of EAG should become a focused marketing effort in the lead up to the 2015 event. EAG has evolved into what Martin calls a “leisure-based” event. This is not a bad thing. The organisers should grasp this opportunity and focus on the arcade/FEC/seaside sectors and entertainment/novelty products for the younger audience and position and theme the event in that direction. ‘Novelty’ is the fastest growing part of this market and going down that route would emphasise the differentiation between the products at EAG and at ICE. This would encourage a significant target group of visitors, which complement each other, to attend both.

hood gambling problems, Mark Griffiths has warned, according to iol.co.za. They are introducing teenagers to the excitement and rewards of gambling even when they do not involve playing for money. Many social media sites offer chances to play online poker with virtual money. Cash gambling sites also offer free-play introductory games and because no real money is involved there are no age restrictions. The problem has been highlighted by Mark Griffiths, director of the International Gaming Research Unit at Nottingham Trent University. Professor Griffiths wants to see gambling and gaming covered in the school timetable. Such lessons could explore the fact that there must always be more losers than winners.
He told the Times Educational Supplement: “One of the biggest predictors of whether people become gamblers is the playing of gambling-type games on free-play sites. When you start winning, you start thinking that if I was playing with real money, I could be doing quite well. Children who play those free games are more likely to gamble and more likely to develop problem gambling behaviours. These are gateway activities that can lead people down the gambling road.” Griffiths insists there is a significant overlap between gambling and seemingly innocuous online games. Many allow players to customise their avatars by spending money on virtual accessories or extra clothing. “It’s a psychological masterstroke that people pay money to buy virtual items. The next step is for gambling firms to say, ‘Maybe you could win back some of the money you’re
spending’,” Griffiths said. Candy Crush Saga gives players the option of paying money to access higher levels. It has been downloaded more than 500 million times. Griffiths said: “It’s a bit like the old drug-dealing analogy of giving a bit for free and hooking them in. Games like Candy Crush have a moreishness quality, a bit like chocolate. You say you’ll just have one chunk and you end up having the whole lot. So you say, ‘I’ll just play for 15 minutes’ and you end up still there four or five hours later.” Writing for the Education and Health journal, Griffiths cites a 2011 study of more than 2,700 British secondary school students, which found that 15 per cent had played free gambling games during the week before the survey. One in 10 said they had played free games on Facebook. “Although players have to be

ace synergistic opportunities There are a number of reasons why BACTA and other ‘traditional’ interested parties will continue to oppose the notion of moving dates to coincide with ICE, in a neighbouring hall. My view is that these reasons are largely political, designed to protect the interests of a chosen few rather than the commercial interests of the visitors and exhibitors. Every new casino project in the world is a multidisciplined ‘resort’ development that will include arcades and facilities aimed at younger users. However, it is impractical for delegates from the Far East, Latin America and Middle East to visit two London shows a fortnight apart. EAG exhibitors therefore lose the synergistic opportunity to sell to that wider
international ‘resort’ audience a huge wasted opportunity. It is no coincidence that a number of prominent non-gaming product developers/suppliers exhibited at ICE. From a visitor perspective, not putting the two shows side-byside is nonsense. Next month I am going to Las Vegas on business for our parent company, AMI Entertainment. I will attend the Amusement Expo. It is no coincidence that this show is held in the same venue and at the same time as the annual Nightclub & Bar Show - the two events complement one another. AMI exhibits at both. The amusement sector ‘belongs to’ EAG. Everyone involved should be proud of that and positive about it. But in terms of
single site gaming, there is no doubt that ICE is now where it is at. I was there for three days and every major pub retailer in the UK was represented and each company sent a bunch of people who all stayed for more than one day. It would be brilliant if EAG could cast off its ‘political’ baggage and make a conscious decision to address the issues of targeting and focus as it prepares for 2015. It is time that the show ‘refreshed’ itself. The opportunity to co-operate with such a closely related sector is staring everybody in the face. Complimentary differentiation is the way forwards. The EAG has a fantastic opportunity to position itself perfectly and prosper as a ‘unique’ event. Nick Hardy, Games Warehouse

ment of mobile internetenabled devices, has begun to shape both consumer behaviour and expectations. This, in turn, has begun to shape expectations of the pay-to-play amusements sector - an industry that has often been accused of being behind the curve. Yet, increasingly the discussion among game designers and operators often centres on how best to employ these new technologies and - crucially how best to capture this emerging tech-savvy audience. The migration of mobile apps to the pay-to-play amusement space, for example, has been well documented in these pages. Some argue that this is a logical progression; offering contemporary consumer experiences in a pay-to-play amusement environment. Others suggest, however,
that this may miss the point. The popularity of individual apps is, by nature, fleeting how does that sit within the bricks and mortar leisure business? Mobile and tablet apps are only one element within this broad subject area. There is the internet as an enabling technology integrated within equipment design and then there is the internet as a means for communication, a way to enhance and extend the entertainment experience beyond the initial play session. Each is shaping the way the industry essentially thinks about what it does and the way that it does it.

Sea change ahead for online gambling operators Harris Hagan, the law firm dedicated exclusively to the provision of legal services to the gambling and leisure industry, has issued an update regarding the new regime for online gambling in the UK.
julian harris politics ll remote gambling operators transacting with and/or advertisA ing to British consumers will soon be required to hold a licence from the UK Gambling Commission.This change will be effected by the draft Gambling (Licensing and Advertising) Bill.The Bill has been approved by the House of Commons and is now awaiting the report stage in the House of Lords, which is scheduled for 4 March 2014.There must then be a third reading in the Lords before the Bill can receive RoyalAssent - also likely to be in March. Once the Bill has received Royal Assent, it is expected that the Commission will begin accepting applications two months later. The Commission will operate a one month application window during which operators with an existing permission to advertise in the UK (those in white listed and EEA jurisdictions) will be invited to submit applications for an operating licence. Following this there will be a one week “dead period”to enable the Commission to process last minute applications before the new law goes live. The Commission has indicated that a go live date in early July is most likely.The Commission is striving to regulate those operating in the UK as soon as possible with the minimum disruption. Provided an operator submits its application within the one month application window, it will be given transitional rights and permitted to continue targeting the UK without interruption pending a full determination of its application. A new set of application forms and a new application procedure will be introduced in advance of the application window. For operators who do not qualify for transitional rights, the Commission will accept applications before the commencement of the application window. If their full application has not been granted by the go live date, these operators will lose their existing permission to transact with customers in Great
Britain. Currently, operators based outside the EEA and white listed jurisdictions cannot advertise in the UK,but can transact with British customers. Any applications granted before the go live date would be subject to a condition that the licence could not be used until the go live date, as until that date it will be a requirement for licensees to locate at least one piece of key equipment in Great Britain. The Commission is considering accepting early applications from operators who are entitled to transitional rights. It may accept early applications from large operators due to the volume of paperwork that will need to be processed. Such applications will not trigger transitional rights, but we understand that the Commission will work with operators to reach a solution in the event their application has not been determined by the end of the application window. The Commission proposes to make it a licence condition for operators that they ensure all their suppliers of gambling software also hold a UK licence. Software suppliers who do not themselves provide facilities for gambling do not have transitional rights. However, this licence condition is expected to be brought in after the new law goes live, therefore it will not be necessary for operators to ensure their software suppliers hold a UK licence before the go live date. Remote gambling duty for transactions with UK customers is due to come into force on 1 December 2014, so there will be a few months where overseas operators are licensed in the UK but not subject to UK duty,as long as they do not locate any remote gambling equipment in Great Britain during this period. A draft law setting out the new tax requirement is due to be laid before Parliament at the next Budget, on 19 March 2014.
