I was appalled to hear from a long-standing industry stakeholder the other day that on some occasions when pubs are really busy the coin-op machines just get switched off! How daft is that?
BACTA president celebrate ANALYSIS
Steve Hawkins, BACTA’s president, noted that England fans will be able to celebrate (or commiserate) over England’s results in pubs with extended hours during the forthcoming World Cup 2014, during June and July. The extension of licensing hours will initially only affect the team’s opening game against Italy, which kicks off at 11pm on 14 June. This is an important recognition of the enormous social role that pubs play in our society, bringing communities together to celebrate. Since the introduction of the Licensing Act the national power has been used to mark the royal wedding in 2011 and the Queen’s diamond jubilee in 2012, this is the first time the power has been used for a sports tournament. It has been estimated that this relaxation will provide a potential sales increase of £20m and will enable pubs to attract customers who may return to those venues on future occasions. “It is difficult to judge exactly how much this
will benefit the machine sector, but anything that helps to bring more customers into pubs, is a good thing. I imagine, practically, that most attention will be on the screen especially if England make it through to the final stages,” noted Hawkins. Following Prime Minister David Cameron’s move to order the Home Office to reconsider its decision not to allow late licenses, pubs can now stay open until 1am on selected nights this June. An application on behalf of all pubs was submitted to allow them to stay open until 1am when England have evening kick-offs. The Home Office initially rejected the bid, but the government announced its U-turn this week, stating it had listened to arguments from the trade. The government declared that it had listened to the views received in response to the consultation and in discussion with partners has decided to proceed with the proposal to relax licensing hours nationally for England’s World Cup matches. Home Secretary Theresa May stated:“The relaxation will occur during England matches in the World Cup with a scheduled kick off time of 8pm or later. It will be for the sale of alcohol and late night refreshment for consumption on the premises.The relaxation will last four hours, to a latest time of 1am. This length of time covers any extra time and penalties, and will also mean that customers are likely to leave premises gradually after the match, minimising any nuisance to the public.” The BBPA’s Brigid Simmonds

It has been my experience in the past that machine income can drop due a pub being so busy that access to machines is restricted, but this will vary from location to location.” Davies had the final word, concluding: “The World Cup is a massive draw for football fans and what better environment to come together and enjoy this great competition than the local pub? This represents welcome news for pub operators who will be afforded a great opportunity to enhance their earning power through increased wet sales and via footfall to their machine offer.” The question now is how will the coin-op sector fully capitalise on any England-related feelgood factor by extending it to cashbox takings in AWPs and SWPs across the UK.

Stade is understood to have paid vendor Mitchell Leisure £1.85m for the freehold of the pier, which features a substantial family entertainment centre, amusement attractions, rides, four shops and numerous catering concessions. Mitchell Leisure, which bought the pier in 1994, substantially extended the structure in 2000 with a project that cost over £1m. Henry Moreton, of Stade Developments, said: “Paignton Pier’s future is in good hands, as it is our
intention to bring the pier up to the high standards of our other operations by investing heavily on new equipment and refurbishments.” During the sale negotiations, surveyor and valuer

A coin validation problem with the current £1 has been discovered by arcade operator Mega Leisure and money handling specialist E-Service. s announced in last week’s Budget statement, the current £1 coin is to be replaced in 2017 due to the high level of forgery. By coincidence, Mega Leisure and E-Service have discovered that recently minted coins are consistently not being recognised by coin mechanisms. This January, Gary Graham of Mega Leisure in Glasgow contacted E-Service having found that the Shield of the Royal Arms coin, minted in 2012 and 2013, was consistently being rejected in the company’s amusement machines by a well-established brand of coin mechanism. Having investigated further,E-Service have confirmed that the intricate emboss pattern on this coin has

Carroll stated: “It’s a con. This is going to do nothing to help the survival of small independent bingo clubs. It looks to me to be a change that will mostly benefit the ‘big boys’ of the industry. A negative planning report appeared to have damaged Burnham Piers’ plans for a new roof. But thanks to the efforts of its manager, they have been given the go ahead.
urnham Pier Pavilion manager Louise Parkin is celebrating after plans to build a 35ft retractable roof over its forecourt were given the green light by district councillors. It had appeared that the plans, comprising the £60,000 retractable roof and £40,000 of improvements, were set for rejection after a report by Sedgemoor District Council said they would cause “significant harm” to the area’s appearance. However, after Parkin addressed the council at a planning meeting, they were passed by a vote of nine to two. Parkin said it was fantastic news:“I’m just relieved.We are not in trouble, but the business is not sustainable the way it is at the moment. “I don’t want to find myself in the position of some of the UK’s other piers and not keep up our maintenance. “I want to hand this pier on to my nephews, so I am happy that although I am not going to earn anything out of it in the short term, it secures our future.” At the planning meeting Parkin told councillors the pavilion’s amusement arcade takings had fallen by 75 per cent since 2007, making the roof and the switch to a more catering-led approach essential in order to keep on top of overheads and maintenance costs. She described the Piers Society’s full support for the plans and referenced the troubles experienced by the likes of Birnbeck and South Parade piers with regards to falling dangerously behind with their upkeep.

She commented:“My worry was that people were saying we must be able to find a compromise between us. “There couldn’t have been, because Sedgemoor’s conservation officer wanted us to knock down our kiosk, our conservatory and all the extensions that we have added over the past 46 years to bring it back to its original building and serve teas. “My architect estimated that would cost in the region of £5m - if I had £5m I’d be sat on a deckchair in the south of France.” Parkin had originally wanted to be given the go-ahead on February 18 in order to have the new roof in place for Easter, but now hopes it will be up in time for Whitsun. Achieving that target would help Burnham-on-Sea’s continued efforts to increase visitation, with the resort currently working on a project to attract more coaches of day-trippers. Parkin explained: “Nobody else opens as late as I do in the summer, so if a coach comes in at tea time I will now have the facility to cater for a whole coach at a time.” She also confirmed good news for coin-op equipment suppliers, revealing that after the roof is constructed and catering equipment installed the pavilion would definitely now go ahead with purchasing kiddie rides from a couple of firms she met with at this year’s EAG show.

Hove Civic Society chairman Helmut Lusser said that as well as taxing the city’s seven million visitors when they stay at hotels and eat in restaurants, they could also apply the levy to its amusement and leisure attractions. Speaking at a meeting to discuss the seafront situation, he commented:“Most people living in the city have no idea how bad local government finances are. “There are very many people in the city who could not afford voluntary contributions but equally there are lots of people who could. “Quite often local authorities can bring about a holiday tax. For every one night someone stays in the city the individual pays a price, equivalent to a pound and that is used to invest on the infrastructure on the seafront.” Lusser added that the resort would be following the example of European cities including Paris and Rome, where visitors are charged a tax on hotel stays. Brighton and Hove City Council is facing a repair bill of around £80m for the seafront, which includes £65m for its famous Arches, £10m for the retaining walls and £5m for railings. Leon Bellis, a senior engineer at the council, warned that the current infrastructure needed serious investment if the resort’s major tourist hotspot had any chance of a sustainable future. He said:“We have a fundamental infrastructure that is failing and we’re playing catch-up in areas. “We could be in a situation where the seafront slowly closes down, which no-one wants.”

In Brighton’s case, if they didn’t waste so much money of ours digging up roads to cut down car access to the city - then the southern coast’s jewel in the crown wouldn’t be in such dire straits. Without being mico-istic about this matter - those in this city will know that the work on cutting down car lanes into the resort and around the station have not only caused mayhem for the people of Brighton, but it’s cutting off one of the true arteries of economy to the city. Simple stuff really, but if you make it difficult - and in Brighton’s example deliberately difficult - to access the city, then the families who need to drive into that city to enjoy its seaside amusements, just won’t come in anymore. And if the council thinks that they can tax the tourists further when they do get here, just remember, there’s always an Easyjet up the road at Gatwick Airport charging £30 return for a flight to Krakow or Bergen. When you can’t even park for the day for that figure - it makes competing for the leisure pound somewhat more difficult. Its not just the short-sighted aspect of council policy that grates; it’s the lies, deceit and deception that really hits the nerve. And one imagines this is replicated throughout the country - albeit not universally. We might just be unlucky to have a harmful, disruptive, arrogant and simply useless council in Brighton - but what’s worse, by the time we - the public of the city - realise the damage that’s it’s doing, it will be too late. The money’s been wasted, and the debts have risen. For Brighton, and indeed any disconsolate seaside resort: be careful what you allow them to do and fight for all you can. Because, when the punters stop coming to your town because they can’t park, or can’t afford to park, or they won’t pay the tourist tax, or they won’t put up wth the hassle of getting into your resort it won’t be the vain, arrogant, self important local councillor that will be paying the price - it will be your business. And for us small businesses in Brighton - and indeed all the bigger ones as well - this is a tragic prospect because, again like many of the coastal towns and cities around the UK, there is so much endeavour, so much initiative and hard work, and so much of our own investment going into our businesses - that it’s difficult not to feel resentment towards the local politicos who just aren’t competent enough, or just don’t give a shit.

alex lee comment ith the news that drinking hours are to be extended for the World Cup in mind, I think it’s high time that pubs, regardless of who they are owned by, should make more of an effort to promote their coinop entertainment. Let’s face it, when money goes into those AWPs, SWPs, pool tables, jukeboxes and pull-tab lottery machines, we’re all winners, despite some not necessarily getting quite as big a cut as they’d like.A small cut of something is of course always preferable to a 100 per cent cut of nothing. And there’s the rub. I was appalled to hear from a long-standing industry stakeholder the other day that on some occasions when pubs are really busy the coin-op machines just get switched off! How daft is that? Yes, I can see the argument that during those 90 minutes of entertainment/heartache/ excitement/boredom (delete as appropriate) when the football’s on, many will be watching the game rather than sticking their hardearned into the nearest coin mech, but what about the hours leading up to the match, half-time and after the final whistle blows? While I can definitely see the argument of World Cupthemed games, for example, being something of a white elephant, especially given England’s penchant for losing on penalties to Germany, I simply cannot see the sense in not promoting the addi-

tional coin-op entertainment on offer in pubs - regardless of the potential footfall. If someone wants to spend their loose change on a coinop game, let them. In fact, actively encourage it! A simple notice on the blackboard outside saying ‘Play new games here’,‘Halfprice pool happy hour’,‘five tunes for a quid on the jukebox’ or similar wouldn’t take five minutes and would cost nothing! The jukebox manufacturers, for example, have made huge efforts to persuade landlords to use suitable ambient sound before, during and after matches which can be controlled at the flick of a switch - and of course put back on ‘pay to listen’ mode when the time is right! Meanwhile, AWP and SWP manufacturers and content providers, judging by their frenzied output since the Triennial, are also busting a gut to serve the public with innovative, entertaining and replayable games. Point of sale stuff positioned above or next to the machines looks nice, granted, but it’s advertising to a captive and/or converted audience and as such isn’t maximising advertising opportunities. Get the entertainment listed on that blackboard outside! Everyone’s heard of pies and that the pubs tend to serve handpulled beer - not everyone knows that inside tens of thousands of pubs there’s a world of affordable entertainment from 30p a pop.

Chancellor George Osborne announced plans to halve bingo duty to ten per cent when he spoke to the House of Commons last month. The only commercial bingo hall in Enfield, Gala Bingo, currently has between 150 and 600 customers per session and expects to put a large part of any extra money towards improving the physical environment. Club operations manager Ken Turner said: “We’ve got the windfall which will allow us to invest into the infrastructure and the comfort of our customers. As things get into place, customers will notice it more in the facilities things like the seating, carpet and the general environment.” Turner also wanted to banish some of the myths associated with the game and its players, saying customers spanned age
groups, nationalities and genders. He said: “Anyone venturing into our clubs would be surprised at the number of young people in there.” The bingo hall will be hosting a Mother’s Day event on Sunday, with chances to win £500, £1,000 and £2,000 prizes. In view of the controversy surrounding Chancellor George Osborne’s reference to hardworking people being able to do “more of the things they enjoy”, Turner confirmed that a wide range of people frequent what he deems “value for money” sessions - with a typical spend being £10. Turner said: “Bingo is about socialising. We have people walking in to play and leaving with more than they came in with.” Further afield, traditional bowling alleys may soon be a thing of the past as new upscale bowling lounges, featuring the addition of indoor golf, open up across the US, according to the Digital Journal. “Bowling and indoor golf are
the perfect combination at these new facilities. Both sports are highly social and can be enjoyed by every skill level - from casual drop-ins to league players,” says Todd Richardson, president and CEO of Interactive Sports Technologies. He says there is a growing demand from sports and entertainment facilities for the company’s High Definition Golf simulators. Older bowling alleys are being transformed and new facilities are springing up with a more adult-themed focus. Businesses are realising higher profits from alcohol sales as well as attracting more corporate and private events. “These upscale lounges become a real destination for adults - whether you want to bowl, golf or just hang out,” says Richardson. One such facility which opened in March is Mammoth Rock ’n Bowl, located in the resort town of Mammoth Lakes, California, home to one of the nation’s largest ski areas. Licensed AGC and bingo premises in existence before 13 July 2011 have been entitled to make available four (AGCs) or eight (bingo) category B gaming machines, or 20 per cent of the total number of gaming machines, whichever is the greater. AGC and bingo premises licences granted on or after 13 July 2011 but before 1 April 2014 have been entitled to a maximum of four or eight category B gaming machines or 20 per cent of the total number of gaming machines, whichever is the greater; from 1 April 2014 these premises will be entitled to 20 per cent of the total number of gaming machines only. Operators who choose to make material changes to their existing licensed premises in order take advantage of the 20 per cent requirement may need to apply to their local authority for a licence variation. Licensed operators who are in any doubt about whether alterations to their premises will require a vari-
ation to their premises licence should speak to their licensing authority before proceeding. All permitted gaming machines will count towards the 20 per cent entitlement - that is category B3,B4,C and D.This will include products considered gaming machines because they have gaming machine offerings on them, even if they also offer something else (for example electronic bingo terminals which also offer gaming machine content are classed as gaming machines). Skill with prize machines will not contribute to the number of gaming machines. For the purpose of calculating the permitted category B allocation, the 20 per cent entitlement will be strictly applied.Therefore, to be permitted four category B gaming machines an operator would need to have another 16 gaming machines available for use; to be permitted eight category B machines an operator would need 32 other gaming machines.An operator with only 39 gaming machines (including category Bs) would only be able to offer seven category B machines, whereas an operator with 40 gaming machines could offer eight category Bs.As such, the number of category B machines is rounded down for the purpose of this calculation. The Gambling Commission considers that a gaming machine is defined as ‘available for use’ if a person can play it.Further guidance on this issue has been published by the Commission and is available on its website.
