orth Wales seaside towns: the difference £43m could make A £43m funding bid is aimed at continuing the economic regeneration of Conwy. The council wants £14.3m through the Welsh Government’s Vibrant and Viable places fund towards finishing the job of regenerating Colwyn Bay, which has already had multi-million pound investments at Parc Eirias and on the waterfront. If successful it would go towards a £43m package for the whole county. Schemes include having thousands more tons of sand dumped on a 1.2 mile section of the beach between the pier and Rhos-on-Sea. It follows the success of the non-tidal beach at Porth Eirias, which increased
footfall in the town by 5 per cent. Rob Dix, head of business and enterprise at Conwy council, said: “In Colwyn Bay we have used the investment at Parc Eirias and the waterfront along with big ticket events to help with the regeneration of the town. We have to keep up this momentum. It would be a shame to stop now.” Dix concluded: “The beach has been a success and this would extend it in the direction of Rhos. This would provide sea defence as well as supporting regeneration. The positive results confirmed that in the first half of 2013 Britain attracted 15.2m visitors (+4 per cent). Spend across this period was a record £8.7bn (+11 per cent). Over 2.89m overseas visitors were welcomed in June alone,up 12 per cent compared with last June. Expenditure over the same period saw overseas visitors spend a total of £1.84bn, an increase of 13 per cent from June 2012.This was also a new high, up 8 per cent on the existing June record set in 2011. June seems to be the month for breaking records with 1.22m holiday visits, 17 per cent up on the previous year followed by a new all-time record for the first six months of 2012 (2 per cent). The first time June has seen over 0.5m visits from ‘Rest of
World’ markets (+18 per cent) points to another new record and means figures are now 11 per cent higher in the first half of 2013. Double digit growth from high volume and loyal EU15 markets continue with 14 per cent more visits from this part of the world compared to June 2012. Keith Beecham, overseas director at VisitBritain said:“This is the second consecutive month we have seen record visits and spend, while the first six months of the year have also delivered a record.In June the UK welcomed more than a visitor every single second (67 overseas visitors a minute). If this trend continues it would see us welcome one overseas visitor every second of every day of every week of every month of the year.This is great news for the economy and a further sign that tourism is delivering growth across the country. “Particularly encouraging is

In Llandudno,for example,visitor numbers and retail occupation rates are holding up despite the challenge from internet shopping and visitors’ lack of disposable income. Rob Dix, head of business and enterprise at Conwy Council, said: “Services and tourism are key sectors in the county and both are in a position to grow in coming years. There is a lot of confidence in Llandudno in retail and tourism.We have a retail occupation rate of 92 per cent which compares with affluent areas in the South East of England.In tourism, Llandudno is such a unique destination, it is best in class on a European basis with good accommodation and on the doorstep of Snowdonia. The county can also offer as good a package as anywhere in outdoor activities, with facilities

It would add to the unique facilities we already have in Snowdonia, like Zip World, it would help give North Wales an edge over the Lake District. It is though up to all providers to keep up the quality of the offer here.In terms of what more could be done then fast broadband and wi-fi would be a great help. Colourful panels titled Celebrate Withernsea are now in place on new fencing to hide the old Teddy’s nightclub site. Funded through the Community Development Foundation and East Riding of Yorkshire Council, the panels have brought a boost of colour to the promenade, making this area of the promenade
safer and brighter. The move should encourage both locals and visitors to enjoy a walk along the South Promenade and visit local amusement arcades such as Fantasy Island Amusements, Game King, Smiles for Miles and W & J Shaws Pastimes. The artwork can be reused to improve the look of other development sites around the town and aims to reinforce community spirit and confidence that Withernsea is a good place to invest in. Positive moves to improve the town continue after the Royal visit as local shops and pubs have been taking pride in their frontages. Holderness Community Partnership has organised three beach cleans on the
main public beach with volunteers giving up a couple of hours each time. Events such as the recent Pirate Festival, Summertime Special and Carnival that attract large numbers of both visitors and residents have given the town a welcome footfall increase. Councillor Arthur Hodgson, chair of the Withernsea & South East Holderness Regeneration Partnership, said: “This is a much needed improvement to the promenade and I am delighted that partnership working can make physical improvements to the town.”

especially those likely to be licence holders and operators of gambling services under the new rules, to familiarise themselves with the Scheme of the Gambling Control Bill. Making a submission to the Committee is a good way for a stakeholder to influence the content of the legislation, or to voice a concern or a preference.” The firm has published a short article regarding the General Scheme on its website.
Kilroy added: “If you would like assistance in preparing a submission to the Committee, we would be pleased to assist you.” It is likely that the Gambling Control Bill will be progressed by the Irish Government in mid to late 2014.The revised Betting (Amendment) Bill 2013 was notified to the EU Commission on 18 July 2013 and is now subject to a “standstill period” which ends on 21 October 2013.

Heart of Gaming owner Mark Starkey, an amusement industry veteran, spent two years collecting and repairing its video cabinets, many of which were sourced when the Trocadero centre’s Funland FEC closed down two years ago. He explained his new ethos in video gaming: “The traditional idea is gone. It’s not enough to have the latest titles in the latest machines - you have to give gamers some kind of community. “It’s the aspect of socially interacting with like-minded people who are as passionate about a video game as you are.

It’s very faceless.” The community minded aspect of Heart of Gaming has proved a hit.With 200 attending its opening night launch, the arcade now has a regular customer base and attracts around 40 regulars on a Friday night. Starkey pointed to a multitude of reasons why the inland video amusement arcade scene had declined, but said the failure of coin-op to tackle the challenge of home games consoles was the real killer. He commented:“Nobody’s going to come out of their house to pay 50p, £1 or £2 a go on a machine anymore; it’s a lot easier to just go home, turn on your PS3 and play online. But if you can give someone an entire day’s worth of gaming for a set sum, you’re giving them value for money and letting them play with friends at their leisure.”

Skegness hits back over deprivation claims REPORT RESPONSE
authorities have responded after Skegness Lwasocal named as the most deprived seaside resort in England in a report compiled by the Office for National Statistics. The Lincolnshire resort, famous for being the birthplace of Butlins, and nearby Ingoldmells were found to have deprivation levels nearly two and a half times greater than the national average. East Lindsey District Councillor Craig Leyland hit back at the findings, saying that
Skegness still retained its popularity amongst British holidaymakers. He commented: “Skegness and Ingoldmells are home to a bustling tourism industry and remain some of the most popular visitor destinations, with millions of visitors coming to the area,” Colin Davie, executive member for economic development for Lincolnshire County Council, said it would use the report to highlight the situation to the government and encourage it to invest
more in the area. Davie also said LCC had invested significantly in Skegness and Ingoldmells, which in turn had helped attract EU funding for a wide range of projects aimed at improving the two resorts. He commented: “We are currently spending £50m in improving broadband countywide, which includes a £300,000 investment in wireless technology in Ingoldmells. We also won £200,000 of Coastal Community Funding, and led an ERDF-funded
project to improve Skegness railway station.” Blackpool was listed as the next most impoverished seaside town, despite welcoming more visitors a year than any other English resort, with larger coastal towns generally faring worse in the ONS analysis. England’s 31 larger seaside resorts were found to have a deprivation level of 26.9 per cent in 2010 - well above the 20 per cent average in England as a whole and up on their 2007 mark of 26 per cent.

More to the B3 genre than meets the eye As much as Cat C games are the staple diet of pub coin-op, the same could be said of B3 machines when it comes to the bingo and AGC sectors. With Cat B3 products making up as much as 20 per cent of the total gaming machines in any AGC, their success is vital to the profits of all high street operations. ith the B3 sector being as established as it is - in other words, an expected and familiar feature of both adult gaming centres and bingo halls - it is no wonder that the genre has become fragmented.With manufacturers looking to make B3 machines (maximum stake £2, maximum payout £500) as competitive as possible since section 16/21 products were phased out, the format has a number of different guises all competing for operators’ attention. In addition to the straightforward industry standard single game, single player machine, a number of variants have emerged with a view to increasing visual impact and giving the player more choice. Since the 2011 stake/prize uplift, three player versions with a single rear promotional display intended for wall positioning have made an impact,as have three and four game compendiums, making use of video technology. Meanwhile, visitors to LBOs will have noticed that certain games which have proven successfully in that environment have found their way onto B3 games in bingo halls and AGCs. Furthermore, a trend of releasing B3 versions of successful Cat C games has also permeated the market, making the B3 sector one of coin-op’s liveliest and most creative. Nowadays, AGCs can position Cat B3/B4 gaming machines so long as they don’t exceed 20 per cent of the total number of gaming machines which are available for use on the premises.AGCs in existence before 13 July 2011 can offer four category B3/B4 gaming machines, or

20 per cent of the total number of gaming machines, whichever is the greater. Alternatively,AGC premises licences granted on or after 13 July 2011 but before 1 April 2014 are entitled to a maximum of four category B3/B4 gaming machines or 20 per cent of the total number of gaming machines, whichever is the greater.From 1 April 2014,however, these premises will be entitled to 20 per cent of the total number of gaming machines only.While from an operational point of view such restrictions are a source of frustration, the angle that manufacturers and distributors have had to take is that they must up the ante in terms of compelling gameplay content in order to compete for that vital portion of the arcade floor. The B3 sector was in the news recently when the Gambling Commission reminded operators that gaming machines offering games presented as recognised games of chance, such as roulette or blackjack, must be transparent in informing players where those games differ from their ‘real’ equivalents. This followed a case in which a category B3 game which was presented and described as a random roulette game when that was not the case.The game was found to be operating under game rules that were different to the equivalent real game of roulette.This was not made clear to players. The Commission considered this to be a potential breach of the gaming machine technical standards and contrary to ensuring gambling is conducted in a fair
and open way. Following intervention by the Commission,the operator concerned to his credit quickly made amendments to the game. While such news could be seen as overzealousness on behalf of the Commission, it could also be construed as a message that the UK’s game developers are keen to push the envelope when it comes to Cat B game creation. While the industry has had to suffer some depressing times in recent years, the B3 sector has provided coin-op machine manufacturers and distributors with a serious growth opportunity. It’s rare that any coin-op firm would admit that they haven’t experienced success in a certain sector, or that they were unhappy with the numbers they were shifting, but when it comes to the bingo sector for example, coin-op gaming has undergone a period of growth - and there are official statistics to bear out this assertion. According to the most recent Gambling Commission Annual Statistics, there were 2,247 adult gaming centres in March 2012 and 646 bingo halls, and in the latter sector only Cat B4 machines suffered a small drop in the period 20082011, while Cat B3, Cat C and Cat D machines all saw an uplift. Of course, in that time frame, bingo halls were permitted additional Cat B3 machines, but the fact remains that opportunities for promoting Cat B3 machines to two very different demographics (visitors to AGCs and bingo club-goers) are many and varied.

Sometimes I wonder what would have happened if the industry had not got Category B3 machines. I don’t know where we would be without them. Section 16 was very good for the industry, but we really are only taking the same money that we were 10 years ago. Without B3 we would be in a perilous situation.With the £100 stake Category B2 machines in bookmakers on the high street, things are heavily weighted in their favour - especially now that they can operate B3 content on them as well. I don’t know how long we will be able to remain competitive with the bookmakers, given that only they can have that type of product. When the government removed the £2 stake on Section 16 and dropped it down to £1, a lot of our customers were able to go straight into their local bookmakers and continue to play for £2 per spin. Not only that, they also had the opportunity to switch over to roulette and other casinostyle games and play for £100 a spin, and that was the nail in the coffin for us.When the £2 was reinstated we had already lost a large percentage of our clientele to the bookmakers, who had converted them from B3 players to roulette games on Category B2. Without Category B3, business would not be viable for AGC operators.They have helped to keep players in the arcades, but unfortunately I feel that our player base is diminishing because every time a new game is released for Category B3 in arcades,

if it doesn’t appear on a B2 machine straight away it will still be there very shortly after. The one thing that we really need is our specific product forAGCs and over-18 areas at seaside FECs.There has been talk in the past of a higher jackpot, but I think we are happy with £500.We need a stake that we can compete on. Our multi-stake machines run from 25p to £2 - I think this should increase up to £20. I have all the latest Barcrest machines. Lots of manufacturers have tried to bring out Category B3 roulette games, but with the parameters that our games designers are allowed to work within we can never compete with those on Category B2. Category B3 community games seem very exciting, and I think they will only get better. We have seen that it does exactly what it says on the box. Games such as Barcrest’s Money Mad Martians and Star Wars form a sense community and get players playing alongside each other and with each other, with the ultimate goal of one of activating the feature, which means they all get the feature.We see customers chatting to each other, which is something that we have lost over the years. Progressive jackpots have also proved a big winner with our customers.They are always heavily favour a machine that has them over one that doesn’t.Customers that play Category B3 machines know what they are doing.They are not casual players, so they like to see innovations like this on the games they play.”

Mohammed Zabed:As we announced in our recent financial results announcement, the recent hot weather has adversely impacted trading in the first weeks of our new financial year. However, in the last 12 months we have been encouraged by the increase in the number of younger customers visiting our clubs, up six per cent during the
period, and the continued growth of our digital business, which grew by 10 per cent. Our focus for the coming year is to build Mecca as a brand, with customers ‘coming to play at our house’ wherever and whenever they choose - whether that’s in club, online or on their mobile devices. CS: It is now more than two years since the Category B3 stake/machine number legislation came into force. How is the sector performing? MZ:The B3 sector continues to perform well for Mecca and they are very popular with our slots customers. However, we can never rest on our laurels and we continually look to enhance their experience by improving content mix, variety, themes, value and features.
CS: What are the current strongest performing B3 products and why do you think this is? MZ:At Mecca we want to ensure that we have a broad and continually improving product mix rather than being reliant on any one product.We carry out extensive customer research, which shows that the key features desired by our customers include brand recognition, simplicity, stake and ease of play. CS: Are you happy with the stake and prize level in general? MZ: Our main priority is about being able to offer our customers as much choice and variety as possible. Our research has shown us that our customers do like features such as Mega Spin, which we are currently not allowed to offer at the same
level as operators in other gaming sectors . CS: Is there an ideal formula behind Cat C and Cat B3 product mix? Do B3 machines attract a different demographic to, say, Cat C? MZ:There isn’t a magic formula as such, because every club is unique and one-sizefits-all is certainly not the strategy we adopt. However, Mecca has successfully introduced hybrid terminals with both category C and B3 content on the same machine and we are seeing more of our customers are making the transition between Category C and B3 games, which is very positive step change. I also believe we are narrowing the gap between purely B3 player and those who only play Category C machines because of the flexibility of having a choice of content, stake and category all within the same terminal.

Two years on and the B3 market is as vibrant and varied as you like. ow that the B3 stake of £2 has well and truly bedded in, there is plenty of eviN dence to show that the coin-op pay to play industry has once again reacted swiftly and decisively to a new window of opportunity. Typically, the UK’s leading manufacturers and distributors were the first to embrace the challenge that the new stake and prize levels brought. Large high street AGC operators Talarius and Praesepe, for example, reacted quickly to the change in market conditions, with both organisations taking advantage of renewed investment in R&D and the new games which came to market. This has certainly been the case over the last two years, as the products showcased this week underline. Similarly, the likes of Gala and Mecca in the bingo sector have embraced the opportunity that B3 machines have offered to themselves and their paying customers. Overall, the net result for the industry as a whole was that common sense prevailed and the right decision was taken in getting these badly needed measures in place. The stake and prize review for B3 was of course long overdue, but it was better late than never and has definitely helped amusement arcades and bingo halls to remain competitive with their machine stock and enabled them to bring fresh and entertaining new games to their premises. In the two years since the introduction of the £2 stake, the overall view certainly seems that while no-one would claim B3 to herald a new golden era of coin-op, all the indicators are that it has established itself as one of the industry’s more robust and popular sectors. Furthermore, given the levels of attention, dedication and service to the sector provided by the likes of RLMS, MEI, Genesis Games and Towergate, B3 is in the hands of the pros. In fact, when you consider the number of variations on a theme B3 offers, one could reasonably argue that when it comes to adult gaming, the genre has something for everyone.

alex lee comment was buoyed to find out recently that BACTA has underlined its commitment to the UK pub sector. There are so many reasons for this,it would be a struggle even just to list them all in a column of this size. Besides the obvious benefits of having a quiet pint or two and socialising with friends and/or family, there’s some seriously good coin-op entertainment on offer down the boozer. I know this for a fact as despite my days of drinking eight pints a night being long gone, I still pop down the local from time to time to sample the wares both behind the bar and on theAWP, SWP, pool table and jukebox. Following the publication of our Great British Pub Sector feature a fortnight ago, BACTA declared that the UK machine market for pubs remains a“critical part”of the gaming machine environment, and, backed by experienced single site operator Steve Hawkins at the helm, stakeholders can expect a renewed focus on this part of the group’s activities. My personal love for pubs goes above and beyond the simple pleasure of getting leathered. For example, I met my wife in a pub, winning her over by chivalrously placing her empty glass on the top of the AWP (she’s quite small). Pubs also contain some of the greatest coin-op entertainment there is. Prior to becoming a full-time journalist, I supplemented my meagre income by winning games of ‘killer’ on the pool table and emulating ‘Tremendous Knowledge’Dave Rainford by regularly taking a few coins

from the likes of Who Wants To Be A Millionaire, Match of the Day and Hangman. Those of you in the know will be familiar with Mr Rainford (now a regular on BBC2’s Eggheads), who was for a number of years a human extension of the Queen of Hearts’ SWP machine in Fallowfield, Manchester. I do hope that BACTA continues to work closely with the likes of the IOA, the BBPA and the ALMR in order to better deal with issues that come from pubs and clubs. Not only am I a fan of pubs per se, but the coin-op entertainment within - and the behaviour it elicits from those who get involved - has always been a constant source of fascination for me.Take coin-op away from a lot of pubs and those premises wouldn’t be half the places they are. I had a very interesting chat with Games Warehouse’s Nick Hardy recently and was impressed by the amount of work his firm is putting into turning the SWP sector around. His overall message is that we must all work collaboratively in order for those cashboxes to fill up.I couldn’t help but agree and in the same way that UK holidaymakers must make the effort to visit domestic seaside locations, we must all find time to pop down the boozer - and encourage others to join us. Remember, if you’re driving, the money you save by not getting inebriated can always go in the AWP, the SWP or the pool table. Besides, there’s nothing funnier than selecting ‘Nag Nag Nag’ by Cabaret Voltaire on the jukebox ten times just before you leave.

McLaren Life promises it will bring more shops to Weston despite no firms signing up in the twoand-a-half years since the £45m scheme was approved. Company director Alastair Bell said: “Continuing on the back of the success of the hotel and car park and the demolition of the original Dolphin Square, it is vital to keep this momentum going and start the construction of phase three as soon as possible. By approaching the final phase in two stages, we can expect the first part
of Dolphin Square to open in late 2014, providing a much needed boost to Weston town centre.” Plans to build the leisure sector with nothing other than a verbal guarantee of new shops to follow, has prompted concern from one councillor over the company’s commitment and feasibility of its proposal. The council cannot force McLaren Life to build the shops should it go back on its promise - a move that would leave a big gap between the cinema and the Premier Inn hotel. This month McLaren Life seeks North Somerset Council’s permission to change its original site layout plan, so building work on the leisure sector can begin in the autumn. The leisure part will feature Vue Cinema, First Bowl, a gym and various restaurants includ-
ing Harvester, Pizza Express and Nando’s, plus two retail units. However, Cllr John Crockford-Hawley said: “From McLaren Life’s point of view it makes sense and for the town it makes sense as it’ll bring a bit extra to the town. But I’m sure I won’t be on my own if I say I’m concerned if the retail area will take place, and even if it does, whether Weston can sustain a larger retail section that it has. I don’t think we have a critical mass of spending people for a large spending centre.” Cllr Crockford-Hawley said Weston needs to be careful to protect its ‘pleasure and leisure’ image and continue the good work started by the seafront improvements, rather than sacrifice what makes Weston unique. Further afield,
research from Mintel shows that 67 per cent of kids age 12-17 visited a U.S. theme park in the last year, compared with 76 per cent five years earlier, according to CNN. With competition from video games, the internet and cheaper entertainment, theme parks are seeing reduced visits from teens, said Mintel. In addition to the changing interests of today’s teens, rising theme parks prices - not just the cost of admission, but also the price of services once there - can be a huge deterrent to theme park visits by young people, Mintel found. Mintel argues that theme parks could boost guest satisfaction by integrating games and the internet, and by using technology to cut down on wait times. In fact, 76 per cent of theme park

If completed as planned on the site near Madrid, Europa Vegas will involve E26bn worth of investment and includes six casinos, three golf courses, 12 hotels (with 36,000 rooms) and will be as big as half of the entire Las Vegas Strip. A second, similar casino resort is also being proposed for Barcelona. Grupo Veremonte intends Barcelona World to be the biggest entertainment centre in Europe and a rival for Europa Vegas. Estimates are that the two projects could employ a total of 180,000 people. GBGC Director Lorien Pilling commented: “The fact that some European politicians are willing to change completely their position on casinos is evidence of the just how severe the economic problem is in the EU. In
usual circumstances there are few votes to be won in permitting or expanding gambling.” But if new casinos do help the recovery in these countries the UK government will be kicking itself. Under former Prime Minister Gordon Brown it had the chance to create a regional super casino in 2007, but chose not to press ahead with it. The jobs, investment and tax revenues would have been most welcome; especially as the new casino would likely have been completed by now had construction begun in 2010.

Newsweek G2E EXHIBIT SALES UP NEARLY 10% ales figures released from the States show that Global Gaming Expo (G2E) 2013 is on target to have the event’s largest trade show floor since the 2008. To date, more than 455 companies have registered for more than 285,000sq.ft of exhibit hall space - an increase of more than 25,000sq.ft, or nearly 10 per cent, over 2012 sales numbers. The 2013 event will feature more than 110 new exhibitors in 23,000sq.ft of exhibit space, and 77 international exhibitors in 46,000sq.ft of event space.
