Trade body BACTA is to work closely with East Riding of Yorkshire Council Accreditation Scheme and school support to raise awareness and standards around gambling and online gaming. ast Riding of Yorkshire Council and BACTA are working together to pilot a joint initiative which will see gaming premises, such as seaside arcades, accredited from October as part of a scheme in the region to recognise good practice. The scheme, which is being implemented to reduce burden on business and promote self and co-regulation with the licensed trade, aims to raise standards on gaming premises within the East Riding, promoting social responsibility and public health issues. The programme will provide a system of support and advice to business, assisting the trade to self help and working as co-regulators with the recognised trade associations in sharing information from audits and inspections, working together to set and maintain high standards of practice and promote compliance within the trade. Paul Bellotti, head of housing, transportation and public protection at East Riding ofYorkshire Council, said:“The council has a positive working relationship with the gaming and betting industry and hopes to strengthen this further through the implementation of the East Riding of Yorkshire Gaming Accreditation Scheme. “The aim of this joint initiative is to recognise existing good practice within the industry locally and, through partnership working, ensure standards remain at the high level we currently have across the East Riding.The scheme may benefit members through a reduction in their licensing fees and fewer formal inspections.” Councillor Jackie Cracknell, cabinet portfolio holder for community involvement and performance, said: “Research has shown that by 2015, the UK

Withdrawing the 100 per cent relief on properties with a rateable value of £6,000 or less will, according to figures produced by the British Beer & Pub Association, cost the sector an estimated £15m over the next year. The relief applies to some 16,000 pubs in England and Wales and is worth an average of £1,000 per pub. Speaking on behalf of the IOA Group, chief executive Peter Weir said:“The IOA is led
by an executive team of business entrepreneurs who know only too well the impact business rates can have on commercial enterprises, particularly when an organisation or sector has made all of the strategic changes and tactical tweaks it can to help navigate its way out of recession. The recovery in the pub sector is at best fragile and anything which threatens to derail the pub business is bad news for the IOA Group and the machine development and supply chain at large. “Pubs play a central role in the social and economic fabric of local,

Rank, which owns Mecca Bingo, already has 35 casinos in Britain through its subsidiary Grosvenor Casinos, but has so far been unable to expand to Northern Ireland because of tighter legal restrictions than in the rest of the UK. A change in legislation will be needed if any form
of casino is to be given the go-ahead.Gambling laws in Northern Ireland, laid down in 1985,are due to be updated to take account of online gambling and to lift tight advertising rules with the presentation of draft legislation in 2015. However, Social Development Minister Nelson McCausland stated earlier this year that any changes to the law wouldn’t see the current ban on casi-
nos lifted. This is despite the potential for up to 200 jobs and around £12m of investment from potential investors, expected to equate to £3m in tax revenue. “During the public consultation on the new gambling legislation, there was some concern expressed on the harmful effects of hard gambling, such as the gambling carried out in casinos,” a DSD spokesman told local press. “A new Gambling Bill is currently being drafted and the Northern Ireland Executive have indicated that they are not prepared to amend the current legislation in respect of casinos.” Needham said Northern Ireland could become a
“mini Singapore” if casinos were allowed to set up here, something which the Asian country has adopted successfully. He dismissed suggestions that such an establishment would see an increase in gambling in Northern Ireland. “Gambling is going to happen anyway,” he said, pointing to online betting websites, high street bookmakers and slot machines which, under current legislation, are allowed in Northern Ireland. “Casinos are better regulated, more transparent, run by large companies and are experts in fun and entertainment. It’s much better than going to the bookies. Why would you not allow the most responsible form of gambling?”
n the House of Commons last week, Jim Sheridan, ILabour MP for Paisley and Renfrewshire North, asked the Secretary of State for Culture, Media and Sport Maria Miller for what reason the charity lottery sector was not included in the most recent triennial review of the Gambling Act 2005 and what plans she has to provide for a review of revenues and prizes in the charity lottery sector. The DCMS’ Hugh Robertson responded: “The recent Triennial Review was limited to gaming machine stake and prize limits, and so the charity lottery sector was not within its remit. DCMS will be publishing a consultation on society lotteries, which will include consideration of the minimum amount of proceeds that a society lottery has to return to good causes, in the autumn. The limits on society lottery prizes will not be within the remit of the consultation.”
Commission to consult on changes to conditions and codes governing gambling industry LEGISLATION
Gambling Commission has published on proposed changes to the Trulesheconsultations governing licensed gambling operators. The changes, designed to enhance consumer protection and improve gambling regulation, are set out in proposed amendments to the Licence Conditions and Codes of Practice and proposals for the protection of customer funds. While many of the changes will affect those who offer gambling facilities via websites or phones, there are a number of improvements - including some aspects of the proposals relating to protecting customer funds - that will affect premises-based gambling operators. The proposed changes include: more clarity on the Commission’s expectations that operators will work with us in an open and cooperative manner; enhanced and consoli-
dated information requirements for operators sharing information with the Commission; enhanced dispute resolution procedures. In addition, the changes will also details controls on poker and other networks; clarification regarding sufficient betting facilities at premises offering remote gambling facilities; and better protection of customer funds including the introduction of a simple rating system to inform consumers of the protection they receive. Final decisions following consultation on the changes will be made and announced early in 2014, with most of the changes expected to take effect next spring. A Gambling Commission spokesperson said:“These proposed changes are intended to enhance consumer protection and improve gambling regulation.We want to collect people’s views on the proposals during the public consultation which will run until early December.”

of our communities and we want to save them.” As a result of the vote, the council will formally call on the Secretary of State for Community to help protect community pubs and working men’s clubs by ensuring that planning permission and community consultation are required before community pubs and working men’s clubs are allowed to be converted to betting shops, supermarkets and pay-day loan stores or other uses - or are allowed to be demolished.
Cllr Terry Lyons, Holme Valley North Independent, said: “It’s simple. We don’t want to see any more pubs or working men’s clubs close and be replaced by betting shops and the like. In Meltham we’ve good examples of how pubs have led to brilliant community ideas the Meltham 1940s weekend came from a conversation in a pub.Working men’s clubs provide a focal point for people. In times of austerity we know places will struggle. This is about us doing what we can to help.”

Wetherspoon added another 29 pubs during the year and sold three. It plans to open another 30 pubs in the year to the end of July 2014. Profits before tax and exceptional items were 6.3 per cent stronger at £76.9m. The chain is calling for a level playing field on tax with supermarkets, and will cut its prices by 7.5 per cent for one day on September 25 to publicise this, as part of Tax Parity Day organised by VAT campaigner Jacques Borel.

Cornwall’s Crealy Great Adventure Park has celebrated its busiest summer season in seven years after visits rose 20 per cent on 2012, with footfall beating targets on 40 of the 45 days. The attraction took 26 per cent more revenue than last year and 11 per cent more than in 2006, its most successful year.
Plans for a new hotel and apartments that will form part of the regeneration of Margate have been unveiled. The 60-bed hotel and 18 serviced apartments, along with space for car parking and a public area, are planned for the Rendezvous site on the resort’s pier.
North Somerset Council will discuss the future of Birnbeck Pier with English Heritage after officers confirmed national funding is needed to restore the site. It also stated the pier will need “some degree” of commercial development to contribute to the overall costs and on-going maintenance.

Growing consuming confidence saw turnover rise across the board at Great Yarmouth’s Joyland amusement park, including its redemption-led arcade. reatYarmouth’s Joyland children’s fun park has reported a successful summer season, with footfall, spend per head and turnover all up on figures from 2012. On average, turnover at the park, which consists of an amusement park, arcade and American diner-themed restaurant, saw a rise of around eight per cent. Although the precise number of visitors was difficult to gage, Joyland owner Michael Cole spent every day of the school summer holidays on site, and said that experience told him the figure was visibly up on the previous year. Better still,those visitors stayed at the park for longer, he explained:“Whereas last year the drop-off came at around 4pm/4:30pm in 2012, this year there were days - especially those when the evenings were mild - that we didn’t get a

drop-off at all. “The tourist board puts on a firework display on the six Wednesdays of the school holidays, and there were noticeably more people here on those days, which helped every business on the seafront.” Cole also saw those visitors starting to spend more freely:“Last year, there was a definite resistance to spending money. I’m not saying people were throwing it around this year,but I think they felt more confident when spending this year.The spend per head in our American diner restaurant was definitely significantly up.” He attributed the growth in consumer confidence to a combination of factors: “The economy looks like it is starting to perform a little bit better,and whether it is or it isn’t,this is the message that most people are getting from the media.Unemployment is down, house
prices are rising and there are more positive news reports on the television and radio than there were in recent years.” Joyland’s amusement arcade moved even more heavily into redemption this year, with 80 per cent of it now consisting of redemption-based equipment.With families its core audience, the move paid dividends, as turnover rose by between five and six per cent. For 2013, Cole introduced far higher value prizes to the arcade’s redemption prize centre than it has ever had before - mobile phones, laptops, tablets, remote control cars and larger soft toys which kept players on site for longer and saw them returning for repeat business. He explained: “As we have put more redemption equipment in we have upped the appeal of the
prize counter,and this year that has really worked for us. Five years ago, the biggest prize you could win here was worth 100 tickets, where now they go all the way up to 3,000 tickets. “We have had families come back repeatedly over three or four days to save up their tickets to win a better prize. The higher value products on offer encourages people to play for longer,as they aim for these sort of prizes.“ Cole undertook a similar exercise with the arcade’s 2p pushers, putting more expensive key rings and gold discs to exchange for star prizes on the beds, which also worked well. He commented:“At the start of the season we saw the pushers start to drop off a little bit, so we upgraded the swag and that brought the takings back up, over and above the amount we needed to cover the cost of those new prizes.”

The floods had forced the seafront Happidrome Arcade to shut its doors for two days over the bank holiday weekend in order to lay a £2,000 temporary carpet to be laid as part of the business’s clean-up operation. Martin Richardson, owner of the FEC, said: “My number one priority is customer safety, particularly because of the nature of the water, containing sewage. “I wanted to be 100 per cent sure there was no risk of cross contamination to customers. We must have used more Dettol than the NHS uses in a year.” The temporary carpet
was only one stage of the repairs at the Happidrome, which has also wooden boards in its walls stripped out and replaced with temporary ones. Richardson estimated that the flooding had caused between £150,000 to £175,000 of damage, with the final figure still rising. He added: “The work has far from stopped, but at least we are open. I want to make sure I have the cleanest, tidiest entertainment centre possible. We lost a lot of machines from the front half of the arcade.” The arcade is due to close for a week from November 14 for a full refurbishment, which will include new carpets worth £25,000, replacement wall coverings, ceiling repairs, new lighting and the installation of new machines.

Our industry has survived more than 100 years because it has jumped on new inventions and put them before the public as coin-operated devices starting with the coin-in-the-slot music machines - later called jukeboxes - to Pong, the first video game. Smartphone technology is now starting to be used to activate our games, and operators receive payment via automatic transfer from a mobile phone service provider or third-party payment solution company. Cashless payment systems are the future because people are getting used to carrying less cash.Ask any twenty-something how much cash they usually carry. They make almost all purchases via credit or debit card.Today credit/debit card use is slightly more than 50 per cent of purchases.Add in other forms of electronic payment and cash is left with a smaller percentage than we realise.We are not that many years away from when we will become entirely cashless. Hopefully, our industry will be a little bit ahead of other industries with adopting new payment technologies so we can add value to a cashless society. A debit card system pays for itself in less than two years,and in some cases just one year when you take into account the ‘float’ - money and points on the card that is not spent or redeemed - plus the increased revenues from the marketing aspects.Tracking players is important for several reasons. Firstly, they develop a VIP category of frequent and higher spending players and providing them with special discounts and privileges.This group now makes up 20 per cent of our total game revenues where debit card systems are in place. Secondly, knowing which games a player likes to play makes it easier to reach out to them through emails and texts to let them know about a new game that is soon arriving that they will like and offering them an incentive.This can be similar to what Netflix does when it has you rate movies so they know which movies to recommend. It can also work in reverse,as you can recommend a game that a player has not played that you think he/she will like. Lastly, tournaments can be easily put together by knowing the group of players who play a certain game most frequently or each time during their visit. This list goes on. It is just a matter of taking the time to use the data available to create marketing opportunities. Looking ahead, there may come a time when each individual game in any location, through industry standardised software,can report data to a cloud and all of the data from all of an owner’s games is automatically transmitted to one designated website and organised. The problem with this prediction is that it is up to our industry to work with other industries to adopt a standard so the price can be substantially reduced.”

When the coin sorting transaction is complete, operators simply press ‘accept’ and the records go straight into the PC. Once the count is finished, those records are converted to an Excel file for the operator to do with as they please. Wagstaff continued: “With the software, operators can quickly reference back the coin take of last month, last quarter and beyond, and get instant analysis of which machines are really performing for them. Cash Pro is simple to install, as it is downloadable from our website or can be loaded onto a PC via digital disc.” Beyond the new product, the Cash Handling Systems boss explained why his firm could offer an enviable range of cash handling solutions: “We are not affiliated to one company, enabling us to source the best products from throughout the market, competitively and with excellent service. “As a company, we are just about to celebrate our ninth year in business. Within coin-op circles, relationships are largely based on the twin tenets of value for money and trust, but once those machines go out for public use,the relationship between operator and customer, that is, the person who shoves those coins in the mech, becomes a heck of a lot more complicated. Immediately, there is the issue of return visits.A high street operator,bingo operator, members’ club steward or pub landlord might reasonably expect regular repeat visits if they treat their customers well and give them some fun - and potential rewards in return - but the average seaside operator faces a different

set of challenges altogether. What will make a family of four or five come back again - or at least recommend their arcade or FEC to another bunch of holidaymakers? Furthermore, what machines have said family enjoyed the most and why? We’re now into the world of player tracking, something which, if not becoming the norm is certainly permeating the industry and making its mark. Imagine, as an operator, if you knew exactly who was playing your machines and when, why they liked them and what enticed them in the first instance?Take this one step further and imagine if you had their mobile phone number and/or email address so you could offer them incentives to return? We all have our budgets, I’m painfully aware of this myself as I lurch unsteadily from one friend’s and relative’s birthday to the next, in between wondering how I’ll find the funds to fix the toilet or whatever, but given the success of some player tracking systems in recent years is now finally the time to bite the bullet and find out, definitively, who our customers are and, in the words of that awful girl band from the 1990s, what they really, really want?

Inhabiting the space of opportunity between lagging legal frameworks and the unprecedented functionality the Bitcoin protocol enables for these platforms, online Bitcoin casinos are growing in numbers, Bitcoin profits and Bitcoin turnover. In July, Erik Voorhees announced that the pioneering Bitcoin gambling site SatoshiDice had sold for the equivalent of $11.5m in Bitcoin to an unknown buyer. This was the first major acquisition of any Bitcoin company, but no doubt it will not be the last. The recent growth in the online Bitcoin gambling space can be attributed to the widely acknowledged benefits for operators and players of using the Bitcoin protocol: transparency, provably fair gaming, semi-anonymity, and the ease and speed with which customers can create accounts and place bets. Due to Bitcoin’s accessible nature players from
all over the globe can play, bypassing conventional banking structures and the rigorous ID requirements of traditional online sports gaming platforms. This low barrier of entry for both Bitcoin casino operators and gaming players in the online Bitcoin casino space is a large factor. Due to an unprecedented anonymous survey sent out to online Bitcoin casino operators worldwide in early August 2013, for the first time detailed facts and figures concerning the scale and scope of the Bitcoin gambling space have been revealed. Over 60 online Bitcoin gaming platforms were asked to contribute to the anonymous survey, with just 15 responding and completing the questionnaire. From just these 15 respondents the most comprehensive overview of the state of the worldwide online Bitcoin gaming sphere to date has emerged. For the first time, comprehensive figures regarding the average monthly Bitcoin profits generated by online Bitcoin
casino platforms worldwide are available. One-third of the 15 Bitcoin casinos reported a very modest profit of only 1 to 5 BTC per month. Four out of the 15 respondents revealed that they were clearing much higher than average profits of between 101 to 250 Bitcoin; approximately $12,000 to $30,750 profit per month at current Mt.Gox prices at the time of writing. Two of the Bitcoin gaming operations surveyed were generating average monthly profits of between 1,000 and 5,000 Bitcoin: between approximately $122,000 and $610,000. Although one-third of Bitcoin casinos reported average monthly earnings of less than 5 BTC, many operators in the industry are also reaping large rewards, the largest generating between approximately $122,000 and $610,000 per month. It appears that while the majority of deposits are relatively small - from $12 to $170 the sheer volume of players leads to online Bitcoin gaming platforms realising healthy profits.

Responsible operators will want to do all that they can to comply, and not just because they are required to by the Commission. Savvy players are only too happy to take advantage when an error allows a no-lose strategy to succeed. Equally, no retailer wants to deal with unhappy customers complaining about games underpaying resulting in a poor
gaming experience. Despite all these reasons to comply, the Commission has come across some recent examples where ineffective testing has resulted in players being misled and has put the operator’s reputation on the line. In some cases the Commission found that its testing strategy was not being followed effectively. So we are updating it in the light of the practices, good and bad, that we have encountered. We’ll be consulting on a revised testing strategy next month. In particular we’re looking at improving game development involving complex multi-party arrangements. Here we want to see more done to ensure there are clear and unambiguous contractual arrangements in place to ensure each party involved is clear as to their testing responsibilities. We’re also looking at ensuring that externally tested games are signed off as compliant by a senior person within the manufacturer prior to release and we’re also looking at the way game variants (various stake and prize combinations) should be tested.The proposals will reflect the responsibility placed on operators to deliver the licensing objectives and help keep gambling fair and safe.
