Based on these rising hotel booking statistics, it seems that Britons flocked to the seaside this summer, helping to boost the fortunes of the above traditional seaside towns. Weston Super-Mare showed off its pier to 35 per cent more hotel-goers than last year, while Margate has seen a 26 per cent rise and Clacton a 12 per cent lift in bookings from the same period in 2012. Weston Super-Mare, whose pier was rebuilt and reopened in 2010 after being ravaged by fire in 2008,was further buoyed recently with news that a new cinema, bowling alley and six restaurants is set to open in the seaside town’s Dolphin Square in 2014. Elsewhere, control of the Dreamland theme park site in Margate was formally passed to Thanet District Council earlier this month after a judge backed a compulsory purchase order in May. Dreamland Trust manager Jan Leandro said TDC’s project to create an amusement park with historical rides, classic sideshows, vintage cafes, restaurants and gardens had taken three years to get this far. Designer Wayne Hemingway is part of the planning team. “The designs are as far as we have been able to get them while we have been locked out of the site,” Leandro said.“Once they are finalised and signed off we can start progressing work, so we are really excited.” The council has £10m of funding in place for phase one of the redevelopment, which includes

One of the key elements of the ‘roadshow’ style initiatives, which took place at Old Trafford and Sandown Park racecourse,wasAstra’s roulette offer and its potential to attract new and lapsed machine players as well as those that have migrated towards alternative gaming environments. Speaking to an audience that comprised some of Talarius’ top performing store managers,Astra Games sales director Alan Rogers outlined a brief history of the game of roulette and how it could be used to win over new machine players. He told delegates: “Astra Games is very active in the arcade and bingo sectors, but more

He pointed out that at last count there were 83 betting shops in Ealing, 18 of those in the constituency's most deprived areas, making

Bell put forward a resolution condemning these betting shops, stating that the situation was the result of the flawed policies of the former Labour government. He said the worst offenders were the FOBTs that could be found in retail betting shops. Referring to the Gambling Act, which was passed by Tony Blair’s
Labour government, Bell explained that the act had permitted these machines and made it impossible to control them. Although the Gambling Act introduced a limit of four FOBTs in each betting shop, bookmakers found an easy way to circumvent, by simply opening more shops containing four machines each. Bell was not alone in his condemnation of betting as he was supported by Communities Minister
Don Foster, who pointed out that the high stake FOBTs were collectively raking in more than £1bn per week. Forster urged the Liberal Democrat party to act against this, stating: “By supporting this notion today we are sending a very strong signal:that Liberal Democrats will give councils the power to address the concerns of local communities caused by this problem of clustering of betting shops.”

According to the study, which includes countryby-country reports, the sector in 2010 contributed
E126bn to government treasuries in excise duties, Value Added Tax (VAT) and employment and social security taxes, and supported approximately 16.6m EU jobs - one in every 13 jobs. The chapter on the UK shows that hospitality related output amounts to E146bn, and supports 2.7m UK jobs, with a tax contribution of E22bn. The sector has rebounded somewhat since the recession, creating 153,000 jobs from 2010 to 2012. The British Beer & Pub Association, which has supported the report, said the study shows the benefits of measures to support the hospitality sector, with action on red tape and taxation. Brigid Simmonds, BBPA
chief executive, commented: “The report shows the importance of the hospitality sector, for both jobs and the economy, throughout Europe and in Britain. Policy makers need to focus on how they can allow the beer and pub sector to create jobs and provide new opportunities for business - not least through taxation, such as more action on business rates and beer duty.”

Nintendo visionary Hiroshi Yamauchi dies OBITUARY
iroshi Yamauchi, the Japanese businessman credited H with transforming Nintendo into a world-leading video games company,has died aged 85.Yamauchi ran the firm for 53 years, and was its secondlargest shareholder at the time of his death. The company confirmed the news in an emailed statement. A spokesman said the firm was in mourning over the “loss of the former Nintendo president Mr Hiroshi Yamauchi, who sadly passed away this morning (September 19).” He died of pneumonia at a hospital in central Japan, the company said. Yamauchi ran the company from 1949 until 2002. In that time, he took what was a small-time trading card company and built it into
one of the most recognisable and successful - video games brands today. “Hiroshi Yamauchi transformed a run-of the-mill trading card company into an entertainment empire in video games,”said Ian Livingstone,cofounder of Games Workshop and former chairman of pub-
lisher Eidos. “He understood the social value of play, and economic potential of electronic gaming. Most importantly he steered Nintendo on its own course and was unconcerned by the actions of his competitors. He was a true visionary.” Rob Crossley, associate
editor of Computer and Video Games magazine, told the BBC: “You cannot overestimate the influence the man had on the games industry. He spearheaded Nintendo as they moved into the arcade business, with hits such as Donkey Kong.” Yamauchi took over at Nintendo after his grandfather suffered a stroke. After several years developing the firm’s existing trading card business, Yamauchi turned to electronic entertainment. He utilised the work of games designer Shigeru Miyamoto, who had made Donkey Kong, as a way of breaking into the arcade game market. Yamauchi stood down as president in 2002, taking a place on the firm’s board of directors. In 2005, he left the company entirely.

whole.” Barry and the other rejected bids, including Denbighshire’s for Rhyl and Gwynedd’s for Caernarfon, qualify to bid for the further £5m set aside. dents to develop skills. Anglesey Council said its bid aims to tackle poverty through maximising community benefits. Anglesey’s leader, councillor Ieuan Williams, said: “Anglesey’s bid is one of only 11 chosen by the Minister to go forward to the second phase of a competitive funding process.We’ll now be putting together a strong detailed bid to,hopefully, secure the investment needed to help our aim of regenerating the town of Holyhead.” The outcome of stage two of the process will be announced in the NewYear.

A notice posted on Canterbury City Council’s website invites expressions of interest for the
pier platform - a total space of 1,831 sq m - and proposals should be “innovative and creative” and from businesses in the tourism and leisure industry. The length of the lease, it says, is “to be discussed”. The helter skelter was erected after negotiations between the council
and the Pier Trust. Trustee David McCormick said that the operator, Swales Bailey, was very excited with the interest caused, as it was being erected and is looking forward to working with the Pier Trust in future. McCormick added that the pier should be the focal point of any sea-
side town and additional “things” are now being putting on the pier to increase interest at Herne Bay. The helter skelter, which remained on the pier platformuntil the end of the summer holidays, also formed the centrepiece for a planned party on the pier on September 7.

‘pose no issues’ for cash handling sector The Bank of England’s recent announcement that it intends to introduce polymer banknotes from 2016 has been welcomed by one of the UK’s leading cash handling solutions providers.
ast week, the Bank of England launched a public consultation as it looks to introduce smaller, Lwipe-clean plastic banknotes to the UK from 2016, matching currency across the world. The new polymer notes stay cleaner, are more secure and more durable, the Bank said. A number of public focus groups have already been conducted across the UK, with positive initial reactions. “In addition to our detailed technical research, the Bank has discussed a move to polymer with key stakeholders in the cash industry, retailers and financial institutions on the technical issues and impact of switching to polymer banknotes,” it said. The move to introduce plastic banknotes has been welcomed by cash handling specialist Innovative Technology. Dayna Patterson, marketing executive, for the Oldham-based group, said: “In terms of note validation, polymer banknotes pose no additional issues, and note validators will accept and stack as normal.” She added: “Polymer banknotes are manufactured from transparent plastic film, specially coated with the ink layer that enables it to carry the printed design features of banknotes. The materials allow the inclusion of ‘windows’ or clear portions in the design, which enhance protection against counterfeits. “By utilising polymer, UK banknotes can take advantage of improved security and durability measures. Evidence points to lower counterfeiting risks and overall higher security, as polymer allows additional security measures to be added, which is another boost for the industry,” Patterson said. “Polymer banknotes should be more pleasant to handle as they stay cleaner and are more durable, with an average life expectancy of more than 2.5 times that of the existing UK paper notes. “Note validators produced by Innovative Technology would not require any hardware modifications to accept the new polymer banknotes. The only update required would be a currency firmware update to incorporate the new polymer banknote data. Customers across the industry would face minimal disruption if the introduction of polymer banknotes goes ahead.”

It’s time to double up For sites that require more than one denomination of banknote to be recycled, JCM Systems has developed the Vega Twin, explains JCM Global UK managing director David Morosoli. There are two sides to our product story. One is developing and supplying a “product that not only meets the current needs of the industry, but also any future requirements, which is why we developed the very successful Vega with recycler, launched in 2009. We develop products well in advance of when we release them, so it was with some foresight that we saw there was going to be an issue with coin starvation, which led us to develop the recycler unit. Things have moved on since then, and the whole industry has got used to using note recyclers. It is expected with every type of AWP product, and that has thrown up its own challenges. Some parts of the country have a different requirement for
the prime note to be recycled than others, so you might find in a city centre a £20 note is dominant, but just a few miles beyond it may be a £10 note. To overcome this, we have developed Vega Twin, which essentially doubles up the recycling capacity into two separate drums. So if you have a very successful site and just need more notes to recycle, you can have double the quantity. Or you can have 30 notes of one denomination plus thirty notes of another denomination, so you could recycle £10 notes and £20 notes at will. Or if you were looking to use it for a banking application, you could use one of the drums to recycle and the other for escrow. It makes it an extremely flexible unit. We cannot just look at the UK gaming
industry in isolation – we have to look beyond and develop a flexible product that has uses across a whole range of sectors – but Vega Twin is ideal for use in the UK Category C market as well. In the international gaming market, we do see a lot of cross-pollination of our products across the globe. The recent opening of the Aspers casino in Milton Keynes has a high level of installation of iVIZION bill acceptors. These came via OEMs in Europe and the US. R&D is extremely important. It is centralised, but the input comes from all parts of JCM, so if I have a particular idea or a requirement for my territory or a client, I can put that forward, and if there are no commercial objections it will be acted on.
This is constantly evolving: after all, JCM’s strapline is ‘evolution’. Wherever you have cash, you have risk. I always like to say that retailers, both gaming and commercial, love cash, but don’t particularly like to handle it. The crucial bit in the middle is the bill validator, a relatively small component responsible for verifying that the notes accepted are true and good and accepting as many notes as possible, subject to the quality of each note fed in. We advise our clients to clean their products regularly and re-calibrate them regularly, but in practice we know this doesn’t always happen. It is a great advert for the quality of JCM’s products that, even without this maintenance, they still go on and on without issue.”

Vega can be supplied with two different note recycling units; one, a single note, single drum option, the other being the exciting new development, Vega-RC Twin. Vega-RC Twin has two note recycling drums, and twice the note capacity of the single drum Vega recycler. This allows two different denominations of note to be recycled, overcoming any localised preference for a particular value of note. This completely eliminates coin and note starvation in locations where the predominant note in use is different from the note which the single drum recycler is programmed to dispense. Vega-RC Twin has been tested extensively throughout Europe, where it is rapidly becoming the product of choice in many markets. It is now being introduced to the UK, where field trials are currently underway. The good news for current operators of Vega is that the Vega-RC Twin will fit onto any existing Vega fitted with the appropriate boot ROM and firmware versions. This means that it is a simple operation to remove a Vega single drum recycler and replace with Vega-RC Twin. Since its introduction to the UK Category C gaming market in 2009, Vega has proved to be a highly reliable fraud resistant bill validator. The introduction of the Vega single drum recycler unit revolutionised the UK Category C machine payout procedures, overcoming coin starvation in the process. VegaRC Twin takes the JCM Global philosophy of customer choice to another level; two different denominations to be recycled, or twice the number of a single denomination – the choice is yours!

Could one of the UK’s biggest gaming and leisure hitters be heading for flotation? There are those that are backing a Gala Coral trip to the city. he owners of Gala Coral, one of the UK’s biggest gaming and leisure groups, are in talks about preparing for an exit that could value the group at more than £2bn, according to Sky News. Apparently the company’s shareholders have approached a number of investment banks about a strategic review of the business that would kick off in the coming months. The discussions raise the prospect of a flotation that - depending upon its valuation - could put Gala Coral on the cusp of the FTSE-100. This could trigger an unlikely return to the stock market for Andy Hornby, the former chief executive of HBOS, who sits on the group’s board as CEO of the Coral chain. Gala Coral is chaired by Rob Templeman (pictured), the former boss of Debenhams, who also heads the RAC. The company’s chief executive is Carl Leaver, a former Marks & Spencer manager. It is the UK’s third-biggest high street bookmaker behind Ladbrokes and William Hill, and has an approximate 45 per cent share of the bingo sector. It is also one of the biggest betting groups in Italy through its Eurobet brand, and has a fast-growing digital presence. The strategic review is not yet underway, believes Sky News, and bankers have not yet been formally engaged. However, people close to Gala Coral said the company's shareholders and management were in discussions with prospec-

been opposed by the town council. Harlequinns Bowling and Leisure has applied for a licence to serve alcohol until 1am, and be open until 1.30am, seven days a week. The town council’s planning committee said it was unhappy with this, with concerns raised about how noise from the bars and people leaving in the small hours would affect nearby residents. Deputy Mayor Bill Nash said: “About 80 people have complained to me bitterly when they saw this application that they are now asking for bars to be open until 1.30am, seven days a week. Remember, this is a residential site.” It has requested that the opening hours instead be limited to midnight, in line with the nearby Exmouth Pavilion and the original planning application, except for the upstairs function room which could open until 1am at weekends. Councillors have also asked that late-night refreshments be served indoors only, and a decibel limiter be installed where music is played. East Devon District Council will have the final say on the licensing application.

alex lee comment was saddened to hear of the death of Nintendo’s Hiroshi Yamauchi recently, not least because of the amount of pleasure I’ve had from playing Nintendo games such as Donkey Kong, Mario Kart and International Superstar Soccer. Once nothing more than metronomic turn-based challenges of platforms and pixels, modern video games in today’s arcades are an impressive collection of hitech simulations and simultaneous one-on-one epics. While arcades and FECs are – rightly – doing everything they can to attract greater numbers of families through their doors, the teenage demographic is still of vital importance to operations up and down the country.To this end,competitive video games can still prove to be an alluring prospect for teens looking to get one over their peers. Although online gaming via PCs and video games consoles has given players the ability to compete live against opponents all over the world, the thrill of beating your best mate at something face-toface – and showing off to a crowd of friends - remains undiminished. Video games, from their simplistic beginnings in the 1970s, have long been a stalwart of the coin-op sector, but have in some respects struggled to compete with their powerful home console and smartphone coun-

terparts. There is evidence to suggest, however, that the sector could once again start bringing players back to the arcades by following the simple mantra of ‘create an exciting experience that simply cannot be replicated at home’. Several current video products fall nicely into this category – and we all know which the best ones are.Even certain re-workings of retro games have come as a breath of fresh air. Another classic video game,Taito’s Space Invaders, celebrates its 35th anniversary this year. Space Invaders’ core values and strengths should apply to all video games – entertainment, value for money, skill (and random element), competition, looks, design, durability and – from a operator’s perspective spectacular returns on investment. If the next crop of video games, regardless of their origins, don’t live up to the above then it’s high time they did. To sum up,while the world has changed since the halcyon days of Donkey Kong et al, many of today’s coin-op video games are awash with creativity and player appeal. Furthermore,the fact that the vast majority of them are two or four player nowadays it doesn’t take a rocket scientist to work out that £2 or £4 dropping into the cashbox every time is better than £1 a pop. I’ll be keeping my eye out at EAG in January for the next generation of cashbox fillers.

alex lee media watch arly signs of visitor numbers for the summer season in EBlackpool show a “significant increase” in the number of people visiting the resort, according to the Blackpool Gazette. That’s the claim made in a report to be presented by Cllr Graham Cain, Blackpool Council cabinet member for tourism and culture, who says indicators come from the number of people using the town’s car parks, trams and inbound trains. He said: “Naturally, we use indicators to give us an idea about how well a season is doing in terms of visitors coming in to Blackpool. Compared to last year, at peak holiday periods, we have seen more people using the tramway, increased footfall on the Promenade and more people using the visitor car parks. These indicators are exactly that, and are used to give us a rough idea of visitor trends. The official Omnibus
survey that is currently being undertaken will give us a much clearer picture of how Blackpool has fared across the entire season stretching from May to August.” In the run up to the autumn season, visitors have enjoyed a two-day air show, the Illuminations and the first two of four firework events. Further afield, a leading operator has called for standards in the Australian amusement sector to improve, according to Intergame’s website. Tony Argery, owner and director of Funhouse FECs based in Brisbane, Queensland, said he would like to standards advance across the sector “as a whole.” Argery stated: “Some operators have the perception of the industry that it is easy and quick to make a dollar and so not have to operate with any standards,” he told InterGame. “I have seen - and still do see operators who don’t have any passion for maintaining stan-
dards, technical or ethical. Operators do not want to join the association, they just want to ride on the tails of those that are part of the association and do operate with high ethical and technical standards.” He concluded: “These operators bring down the overall perception of the industry, something that NAMOA has been fighting for years to change.” And finally, supporters of Bognor Regis Pier have formally launched their bid to create a bright future for the landmark, according to the Bognor Regis Observer. About 200 people attended the launch of the new trust on September 1, which will lead attempts to get funding for the historic structure. The trust hopes to own the pier, with the support of current owner John Ayers, if it can work with the town Council and others to secure the funding needed for the extensive and ongoing maintenance.

The trust, chaired by town mayor Paul Wells, has resulted from the Friends of Bognor Regis Pier which was formed earlier this year to galvanise the general wish to see the pier improved. The first step of the trust was to meet with Bognor Regis Town Council to discuss setting up a board of representatives to compile an expression of interest to the Heritage Lottery Fund. This stated the desire to seek up to £5m for work on the pier and the Picturedrome cinema. If the fund backs the idea, it will appoint an officer to oversee the board’s efforts and give a small grant to enable initial proposals to be produced. Approval of these plans will need to be followed by a more detailed bid for cash before any grant is awarded. Cllr Wells said: “I would hope the expression of interest will be submitted by the end of this month. It is early days at the moment, and it will take several years to achieve our
goals. We don’t want people thinking this is going to be quick but we have to start somewhere. Our initial goal is to secure the pier in its current length and build a small end to it. Our second phase will be to extend the pier.” The trust and friends have coincidentally caught the national mood in favour of communities taking control of their piers. Co-operatives UK said Britain’s 57 piers are in crisis because of the soaring costs of running them. Bognor Regis Regeneration Board vice-chairman Nick Stuart-Nicolson said: “We’re grateful to all the sponsors, both large and small companies, who helped to make the event such a success. It’s all very encouraging and bodes well for the future. This shows the amount of support there is surrounding the pier. We can only benefit from this backing and we hope it will continue as we go through the process to secure the future of the pier for
our town.” Bognor Regis Town Council’s Glenna Frost said: “The Council wants to set up a board and work with the pier trust. We want to move forward and put in this expression of interest. It’s all looking very positive.” John Penrose MP, the coalition minister for tourism and heritage, said: “For piers across the country, exposed at times to sea and weather, there is a real challenge in meeting the high financial costs of upkeep and insurance. I applaud the search for new solutions to our national assets that can harness the passion and commitment that comes with co-operative and community models.”

Part of that concern is down to the changing nature of betting shops following the introduction of high stake and high prize gaming machines which account for an ever higher percentage of the profits in betting shops;taking an incredible £1bn a week. These B2 machines aren’t allowed in bingo halls or adult arcades where machines are limited to a maximum stake of £2. Concern about harm to vulnerable people has led to B2 machines being banned in Ireland. Last year I announced a review of these machines in our country.And – albeit too slowly – it is under way. I remain firmly of the view that we should be looking to reduce the stakes and prizes of these machines,their spin rates and even the number allowed in each betting shop. Of course policy needs to be evidence based. But with Ireland already convinced, I am beginning to wonder whether or not the onus shouldn’t be on the bookmakers. Shouldn’t they have to prove that a £100 a spin can be justified as “entertainment” rather than “exploitation”? But there is another other part of the problem that we can tackle quickly - and must tackle quickly. And it’s the problem that occurs when more and more betting shops are clustered together. My views on the need for action on both these problems; B2 machines and betting shop clustering are well known. A few days ago I received an email. It read:“I would like to wholeheartedly agree with you on the point of betting shops blighting town centres since the liberalisation of the gambling laws by Labour in 2005.” Not especially surprising – until you learn that the writer is himself the
owner of a betting shop! If even some betting shop owners are worried, we certainly should be. Clustering is a real problem - not just in London’s Chinatown. Elsewhere in London, for example, Islington plays host to 86 bookies. There are 11 on Haringey’s Tottenham High Road. And Newham, with 80 in total, has 18 of them on just one street; High Street North. Similar situations exist right round the country.Yet,despite concerns,councils are relatively powerless to act.Some councils that have tried to use their existing powers – such as an Article 4 Directive – have been blocked from doing so. Betting shops currently sit in Use ClassA2 along with banks,building societies, estate and employment agencies and others.Any of these other uses can be changed to betting shops without planning permission. And worse, some of uses in Class A1 – like restaurants and snack bars can also change to A2 – including betting shops – without permission. So the solution is simple – take betting shops out of the current Use Class arrangements. Make them separate entities and always require specific planning permission for them. That way, councils could decide for themselves – basing their judgements on those aspects of their local plan which deal with“ensuring the vitality of town centres”and those aspects that deal with “promoting healthy communities”. In short,let’s give councils the power to address the concerns of the community leaders of London’s ChinaTown and those of local communities around the country.This motion proposes one way of achieving it. I hope we can persuade our coalition partners to agree to act in this or any other appropriate way. But by supporting the motion we are sending a strong signal. Liberal Democrats will give councils the power to address the concerns of local communities caused by the clustering of betting shops in their area.

Newsweek EAS SEES VISITOR BOOST he Euro Attractions Show has received a boost in both the number of qualified buyers and the total of registered visitors at this year’s event. On the first day, the total number of qualified buyers came in at 4,812, up seven per cent from 4,705 in 2012. The total number of registered visitors was 7,567, also up seven per cent from the 7,008 that came through its door the previous year.
