Active gambling premise To provide some context in respect to the data in the Gambling Commission’s latest report, the following table indicates the number of active gambling premises in Britain. The figures are taken from the Commission’s Industry Statistics publications for the comparable reporting periods. There are two types of FECs. One is licensed by the Gambling Commission and the other is granted a permit by the LA. The FECs referred to in the table are licensed by the Commission.

Commission publishes three years of Licensing Authority figures STATISTICS
The Gambling Commission has released a document charting the findings of the last three years’ of Licensing Authority activities in England, Scotland and Wales. he latest statistics regarding the local and national landscape of gambling regulation have been published by the Gambling Commission.The figures provide an insight into premises inspections, the issue of permits and the overall size of the sector. At 31 March 2013, there were 380 licensing authorities, of which 374 (98 per cent) submitted a return to the Commission.All reasonable attempts were made to ensure submissions were returned by all LAs, according to the Commission. This compares to 369 LAs submitting a return by 31 March 2012 for last year’s process. The Commission used six different permit types to collate its information -Alcohol Licensed Premises - Gaming Machine Automatic Entitlement; Alcohol Licensed Premises - Gaming Machine Permits; Club Gaming Permits; Club Machine Permits; FEC Gaming Machine Permits and Unlicensed FEC Gaming Permits. With 5,907 permits issued by LAs in 2012/13, the total number of permits in force as at 31 March 2013 amounted to 54,076.This is a decrease of 3 per cent on last year’s figure of 55,850. When excluding Alcohol Licensed Premises -Automatic Entitlements, Club Machine Permits accounted for 42 per cent of permits issued in 2012/13. Alcohol Licensed Premises - Gaming Machine Permits accounted for 45 per cent and Club Gaming Permits and UFEC Gaming Permits accounted for 6 per cent and 7 per cent respectively. Between 2012 and 2013 the largest increase in active permits is for Club Gaming Permits (7 per cent).For all permit types there was a decrease of 3 per cent. The number of Club Gaming Per-

In terms of inspections, during 2012/13, LAs inspected 6,706 premises as part of their regulatory responsibility for gambling. This compares to 7,607 in 2011/12. Of the 6,706 inspections in 2012/13, 3,245 were at premises where the operator is licensed by the Commission (arcades, bookmakers, bingo halls,casinos and race tracks). This represents a 7 per cent increase from the 2011/12 figure of 3,020.In total,247 out of 374 LAs who submitted returns conducted
inspections during 2012/13. During 2011/12,214 out of 378 LAs that submitted returns conducted inspections. During 2012/13, 3,461 inspections were made to‘other’premises. These are mainly premises where no requirement to hold an operating licence exists,such as pubs and clubs. When inspections to ‘other’ premises and test purchase inspections are removed, LAs inspected more betting shops than any other premises type in 2012/13 (2,090, 67 per cent), followed by AGCs (574, 18 per cent), FECs (260, 8 per cent), bingo (133, 4 per cent), casinos (46, 2 per cent) and tracks (43, 1 per cent). Given that nay-sayers are quick to condemn all forms of coin-op gaming,can any other country with a gaming landscape as established and diverse as that of the UK claim to be more strictly regulated?

Despite embarking on a daunting industry first - a machine sale ‘live’ in a seaside arcade - AMG Leisure recorded a number of deals as the season draws to a close and its arcade undergoes a refurbishment. week, distributor AMG held an end-of-season LsaleastLeisure from its BeechTerrace arcade in the east coast resort of Hunstanton. One of its directors, Mark Sowray, told Coinslot about the event’s success. Speaking immediately after the last of the attending operators set off for home,Sowray said: “It went really well - I wasn’t expecting anything from it. It’s the back end of the season, we’re out in Hunstanton, so for it to have been such a success is a big bonus for us.” Twenty-five customers showed up, mainly from the east coast, but also one from Southend, some from the north east, another from the west coast
and even an inland operator. Sowray continued:“We managed to sell a number of products from our new lines and our more established ones.There were a number of great deals to be had on the day and the fact it was held in our arcade with all the machines working and making a racket, the atmosphere was fantastic. Obviously, it gave us all an opportu-
nity to discuss what our plans are for the winter.” The day went so well that AMG is ‘definitely considering’ putting on a similar event in 2014.Sowray explained:“It didn’t cost us a great deal to host it, and we sold approximately 60 per cent of the arcade’s stock.We’ve done a few open days now, but they’ve always been at our depots.This is an industry first and it won’t be the last.” He added:“Along with the fact we managed to sell so many pieces of equipment, the encouraging news was that it seems that, overall, operators have enjoyed a decent season and are excited about the opportunities that the forthcoming Tri-
ennial will bring, especially if we get the £100 jackpot.” On the day,AMG sold a quantity of Balloon Busters as well as a number of Barcrest products among several others. Sowray concluded: “Tony Bowman, Darryl Webb and Dave Bowman were all here as well as myself to help host the event and sell products. We were very pleased to welcome the likes of Vanda from Bell-Fruit Games, Dave from Concept Games and Barry and Harry from Barcrest. Concept Games’ Category D machine Golden Winner went down a treat too. There’s definitely been an uplift in interest for Cat C and Cat D products in recent months.”

As a result, Aspers has undertaken an extensive review of its anti-money laundering and other relevant controls. Aspers has agreed that the lessons it has learnt from dealing with this matter should be shared with the industry more widely. Matthew Hill, director regulatory risk and analysis, Gambling Commission, said: “The Commission does not doubt the overall commitment of Aspers’ management to combating both money laundering and problem gambling. Indeed, the fact that Aspers have invested significantly in these areas would suggest that even the most rigorous of operators is likely to find points of learning to be drawn from Aspers’ experiences.” A similar case arose at Coral Racing. Again, the operator cooperated fully with the Commission. Hill stated: “They have been commendably open and candid and have made, and continue to make, serious efforts to address the vulnerabilities that have been identified within their organisation. They also recognised immediately the importance of drawing these matters to the attention of the industry more widely and agreed very early in the course of the Commission’s investigations that the detail set out in this statement should be made available. As a result the Commission does not intend to take further formal regulatory action.”

Younger people, and young men in particular,took part in the greatest range of activities. Around a third of men aged 25-34 took part in at least four different forms of gambling in the past year. ScotCen’s research also examined levels of problem gambling in Scotland,finding that 0.7 per cent of Scottish adults were problem gamblers, as many as 30,000 people. What determines problem gambling was not clearly identified, but the survey was able to conclude
that circa 175,000 adults were found to be at low or moderate risk of harm from their gambling. What will come as a grave disappointment to the anti-gambling lobby is the fact that these are similar numbers to those reported in the 1999 British Gambling Prevalence Survey in Scotland, which would indicate that little has changed in thestatistics in nearly 15 years - quite a remarkable comparison, the pro-gambling lobby would argue, given the more
sophisticated research measures and the highly successful lobbying of the anti-movement. Having none of this talk of little change was Lisa Rutherford, research director, ScotCen Social Research, who was adamant that the stats told a tale of woe.Speaking about the findings, she said: “In the past decade, the gambling landscape in Britain has changed significantly especially with the rise in online gambling opportunities. With 30,000 Scots potentially experiencing harm from their gambling and many more thousands at risk, problem gambling remains a major cause for concern and an important public health issue.” One question remains however: with such heavy outlays in problem gambling research coming at such tough economic times,could the government department number crunchers afford to accept anything other than such a forthright conclusion?

Hayling Island’s Funlands Amusement Park has stepped in to secure the future of the resort’s famous seaside railway. It was feared that the railway would be forced to close for good, but Funlands has extended its lease to remain on site at the park for another year.

HB Leisure currently provides and manages 22 skill-based games and four family entertainment centres at Blackpool Pleasure Beach, an offering that will be extended next year as part of the deal with the introduction of new games and coin-operated amusement equipment. Tim Batstone, chairman of HB Leisure, said he was delighted with the contract renewal,explaining that the

two companies had developed a good relationship over the years. He commented: “It is a testament to the benefits of genuine collaboration where each partner fully understands what each brings to the party.We have developed an excellent working relationship with the management team and have seen some really satisfying results. “We are proud to be part of one of the UK’s - indeed the world’s - major amusement park attractions and that we also contribute to the local employment community. Pleasure Beach is a significant part of the local Blackpool area economy and a major local employer.”
Contributing to those employment opportunities, HB Leisure provides a minimum of 80 seasonal jobs, normally lasting nine to 10 months each season, and 12 permanent jobs at Blackpool Pleasure Beach. Batstone continued: “Blackpool Pleasure Beach was determined that its games and arcades had to be of good quality and provide a genuinely fun, goodvalue experience for its customers - HB Leisure was able to provide this, through our expertise and long experience and focus on customer service, enhanced with a creative expertise to develop new attractions and a keen understanding of what
drives the bottom line.” Batstone and Blackpool Pleasure Beach managing director Amanda Thompson signed the contract at the Euro Attractions Show in Paris last month. Thompson commented: “Outstanding results and a real commitment to quality and customer service meant that we were more than happy to continue working with HB Leisure for our next contract term. They understand that our offering is all about customer satisfaction and are able to fully deliver on their promises.” HB Leisure’s relationship with Blackpool Pleasure Beach began in 2004, when it was awarded the contract
to operate the amusement park’s skill-based games. In the first year of that deal, HB Leisure delivered the targeted improvements in quality and bottom line, with first year spend per head rising by over 35 per cent. Following this success, Blackpool Pleasure Beach decided to outsource all of its coin-operated amusements and family entertainment centres and again awarded the contract to HB Leisure. Despite a late operational handover, the operator still managed to make an immediate impact, achieving a boost in spend per head of over 20 per cent in year one.

Exmouth amusements zone suffers vote setback REGENERATION

At a special meeting, councillors voted along party lines and recommended that outline plans for the £10m, 3.6 hectare project, dubbed ‘Splash Zone’, be refused.
Exmouth mayor John Humphreys expressed his disappointment after the vote, telling the Exmouth Journal he was concerned it could damage the resort’s tourist economy. He commented: “I certainly do not want Exmouth
to look like Blackpool, but times are changing. “We have had three years when we have had families come to Exmouth and it’s poured with rain and there has been nothing for them to do apart from the cinema. We have to invest for future generations and we have to invest for tourists.” As well as a new amusement arcade and crazy golf, Splash Zone would include two indoor adventure cen-
tres, parking for over 300 cars, retail areas and a watersports centre. If the plans are approved, many existing businesses face the possibility of being demolished, including the Exmouth Leisure Amusements family entertainment centre, which would likely be relocated to the site’s new amusement arcade. Council bosses have promised existing tenants that they would continue to
be fully consulted on the plans before any final decisions are made. Despite the result, it is thought that work on the new leisure development could still begin in 2014 if the plans are rubberstamped by district planners this December. A spokesman for East Devon District Council said: “The discussion showed strong feelings both for and against the proposals. If
approved, we will then appoint a developer partner who will be an experienced leisure developer with the skills and experience to undertake a development of this scale. “At that point, the developer will work up, submit and obtain a detailed planning consent which will again, of course, go out for public consultation. Work is expected to start on site towards the end of 2014.”

Philippe Gas delivered the keynote address at the EAS Leadership Breakfast on Thursday 19 September. In front of more than 190 worldwide industry professionals,Gas highlighted
the history of the resort, described its contribution to the European attractions industry, and provided a look into the future of Disneyland Paris. Developed by the IAAPA Europe Education Sub-Committee, the comprehensive conference programme at EAS 2013 provided more than 20 hours of attractions industry learning provided by some of the most successful leaders in Europe. More than 1,500 attendees, a 25 per cent increase over last year’s programme, learned about the latest trends and developments in the European attractions industry and studied key issues of the industry including: new technologies, events, storytelling, investments, sustainability, social media and the growth of indoor playgrounds and water parks. Sophie Huberson, managing director of SNELAC, the French counterparts of BALPPA, stated:“Many members of SNELAC came to meet the industry, see new products on the show floor and take advantage of seminars organised by IAAPA Europe.Anything that can help to professionalise and develop our business is important for SNELAC. EAS in France was a unique opportunity to meet the increasingly demanding needs of our visitors.”

Euro Attractions Show 2013 hailed a success A record exhibit floor, sold out events and special tours were among the highlights of the recent Euro Attractions Show in Paris. he EuroAttractions Show (EAS) 2013, Europe’s largest trade show and conference for the amusement parks and attractions industry, was held 18-20 September in Paris and set records for the size of the exhibit floor, the number of exhibitors, and the number of education programme participants.The three-day event is owned and produced by the International Association of Amusement Parks and Attractions. A record 393 exhibitors from more than 40 countries participated in EAS 2013, representing a 10 per cent increase in the exhibit space over EAS 2012 and marking the largest exhibit floor in the 10-year history of EAS. And the plaudits have flooded in.“We are more than happy to have participated in the 2013 edition of the Euro Attractions Show. In three days, we have reached out to many of our existing contacts and also many new ones,” said Benoit Cornet from Belgian supplier Alterface. REFRESHING PUB PRODUCTS hile Machine Games Duty (MGD) has allowed pubs to look at W increasing their machine density without being hit by the prohibitive costs associated with AMLD, not all pubs have gone down the route of increasing machine numbers, according to Quentin Stott of Reflex Gaming. “In some sites there has been success, in others extra machines have been subsequently withdrawn,” Stott told B2B. “The Triennial Review will refresh pub products and allow marketing of the new prize level - which we all hope and expect to be £100. The buildup to implementation is causing lower machine injection rates, as pub retailers

In a management statement detailing the four months to September 12, the group said the year had “started well”, helped by the formal launch of its Revolution laundry machines in France. “As anticipated, group turnover is slightly lower... principally due to lower revenues in its sales and servicing division as well as an adverse translation in the revenue of its Japanese subsidiary due to a sharp decline of 18 per cent in the yen against sterling compared with the same period last year,” Photo-Me said. “Despite the lower turnover, profits for the group are once again ahead, by over 10 per cent, and in line with our expectations.”

oanne Armstrong, a woman who dedicated 30 years of service to Talarius, has sadly died aged 46. She passed away on 13 September after a long battle with cancer. Her colleagues at Talarius sent Coinslot the following tribute. “Hull-born, Joanne’s career started at the Golden Touch Venue in Hull, which was later acquired by Talarius, becoming a Quicksilver Venue. She worked her way up through a number of roles, and as an area manager she was described as having a “refreshingly blunt style of management”, with a strong sense of how the business should be run. Completely supportive of her venue staff, she looked out not only for their well-being, but for their career progression too. Joanne worked hard to ensure that her venue made one of the largest donations out of all other venues to CHIPS, Talarius’ former nominated charity, to raise funds to purchase specialised powered wheelchairs for youngsters with varying disabilities. She was thought to have preferred the lower level managerial roles, which allowed her to keep in close contact with her customers. A spokesman said Joanne was a “much loved person, known to a lot of people within the company”. Talarius will be hosting a tribute to Joanne’s life with an event at the Quicksilver Venue in Hull on October 31.”

In addition we are appointing 1 Full and 2 Part Time Fruit Machine Technicians to work in The London palace only. We operate the largest number of handheld computers in any bingo club over, 600 in fact and some 150 computer based fruit machines. These are in use at all times throughout the day, so we are looking for people who are not just great with machines but great with people too, and always ready to help customers regardless of what the problem might be. We are a family based business where we strive to maintain a high level of welcome and service, whilst at the same time make everyone have a great time. We are looking for energetic people with personality, drive and great customer skills and who behave in a mature and caring way, who are kind and would put yourself out for anyone and is a hard worker, who works to perfection and if you feel you are one of these, then this is something for you. Comment Is it any wonder?

alex lee comment went to one of my all-time favourite boozers the other day, the Lass O’Gowrie on Charles Street in Manchester.The pub was famous for brewing beer on the premises many moons ago (i.e. in the days when I was a regular), but it still makes the effort to put some decent real ales on tap. When I walked in last week, however, the pub was all dark and goth-like, backed up by its clientele of young ‘Emo’ types with black clothes, black hair, black boots, white makeup and facial (I like to call them ‘farcical’) piercings. Don’t get me wrong, the pub hadn’t totally changed its image or somehow been sold to he who walks backwards, it was merely the venue for a horror film convention, hence the reason for the aforementioned demographic. “What a brilliant idea,” I thought to myself. Not because I’m a goth or necessarily go mad for horror films (I do like some of the classics,with‘I Spit OnYour Grave’ being a personal favourite), but because the pub had agreed to become the site for a bit of a gathering of fans of movie gore and as a result was a lot busier than it normally would have been at that time of day (early afternoon, for reference). I started wondering why more pubs didn’t put on such events and with more regularity. Surely anything

like that which was reasonably well advertised and publicised would bring in more people? Surely those extra people would bung a few coins into the AWP, SWP or pool table? I seriously reckon they would. It’s a matter of maths and the law of averages. More people in pub = more people spending money = more people enjoying the accompanying coin-op entertainment. My face turned a whiter shade than any selfrespecting Goth, however, when I realised just how difficult it is for pubs to put on such film shows. In a recent edition of pub trade magazine The Publican’s Morning Advertiser, there’s a list as long as my arm about the hoops that pubs have to jump through in order to show films. How about this in terms of awkwardness (from the above mentioned publication): “Deciding which sort of licence you require to show films can be a minefield as different types of licence may be required depending on the type of film and whether you will charge your customers to view it.” Just how typical is that? What should be a simple task to set up a couple of movies to bring in some additional custom and revenue is suddenly shrouded in red tape. And we wonder why every single site coin-op game isn’t a roaring success.

Further afield, the president of BACTA’s US counterpart AAMA, Pete Gustafson, chronicled some of his September activities in his trade body’s latest newsletter. He stated: “The AMOA MidYear Meeting allowed me the opportunity to visit with the ‘Best-of-the-Best’ operators in the country. I was honoured to be a participant at this excellent gathering. “I was made present again to the passion and professionalism of this group; just as I was during their Council of Affiliated States Meetings. Most of the participants in the Mid-Year meeting are the bosses of their respective organisations. They’re naturally accustomed to making the final decision on everything that
happens within their business, but that’s not how it works when they’re part of a committee. I saw these leaders come together to make choices that were for the common good of the association and not necessarily for the good of their individual businesses. This demonstrated a great commitment to the industry that will benefit all of us. AMOA president John Pascaratti and the staff and AMOA HQ are to be congratulated for putting on a spectacular event. “Not long after the AMOA’s meeting, it was back to the east coast for the Quarterly AAMA/AMOA Joint Visit to Capitol Hill. What transpired was a series of meetings with congressional leadership led by John Russell of Denton’s - our Lobbyist in Washington. Our message during these meetings consisted of three parts:

She responded: “I would like to say yes, but I am not sure that is the case for most. It is easy to get swept up in day-to-day operations, trying to survive busy seasons, and overlook the things that help make this business tick. Spending time analyzing your earnings from games and watching merchandise trends are two very important aspects of capitalizing on your business. “A few tips: Spend time in your location from a guest’s point of view. Play your games
as if it were the first time, win some tickets, and spend them on your items to see what’s your satisfaction rate; or have a family member, friend, employee, or secret shopper come do this for you. “Also, move your games often and watch the trends in earning from this. It takes some work to find the best locations for certain games. This is also a good way to work on the ‘dead’ areas that most locations have and how you can draw people to those spots.”
The 12 pence per hour increase to the National Minimum Wage came into force on October 1. Since the minimum wage increase was announced in April of this year, economic confidence has grown. Our research found that half of small firms with employees on the National Minimum Wage have either increased wages in the last 12 months or are considering raising pay. However, while most businesses believe the increase will have no significant impact on their bottom line, a significant minority of firms will find it difficult to absorb the rise - particularly those run on very fine margins in sectors such as retail and hospitality. In matters such as this, the government must strike a balance between boosting consumer spending and economic growth, while ensuring the United Kingdom’s small businesses stay competitive in a period of economic recovery. As part of this task, it is critical that government redoubles its efforts to substantially reduce the cost
of doing business.We urge policymakers to continue to tackle the issues holding back enterprise and small business growth today, such as business rates and late payment by big companies to their suppliers. Small firms are an integral part of the economy and we were encouraged by the acknowledgement of the role business plays in the success of the country in David Cameron’s speech. Encouraging start-ups, innovation and enterprise will be key to rebuilding the United Kingdom’s economy for the longterm, creating badly needed jobs. As was made clear, there is still further to go.While our members report increasing optimism, rising turnover and exports, the focus must be on repairing our public finances,getting finance to all businesses,and creating an apprenticeships system that delivers the workers small firms need to grow their business. We want to see how the government will take forward policy in these areas in the Autumn Statement, to make a tangible difference on the ground for our members.
