Leslie MacLeod-Miller, BACTA’s CEO, underlined BACTA’s commitment to the softer gaming sector. He said: “The amusement industry supports social responsibility and does not believe that games should be provided if they damage the vulnerable, however, the government should adopt a consistent policy. If the Secretary of State believes there is no reason why B2 machines should not be made available by bookmakers, logically the government should allow these machines to be offered by other adult only premises, such as arcades and bingo halls. It is fundamentally unfair that businesses whose livelihoods rely on amusement machines are not permitted to offer games which are currently only available in betting shops.”

BACTA urges more seaside support TRIENNIAL

Trade body BACTA has welcomed the DCMS’ Triennial announcement but has urged reconsideration by government to assist the seaside and address inconsistency. ACTA, representing the British amusement industry, has welcomed the announcement from the Secretary of State that the long awaited increases in amusement machine stake and prizes will take place early in 2014, but calls for reconsideration by the government to assist the seaside businesses and address inconsistent treatment for the provision of gambling to adults. The DCMS decision is set out in the response to the consultation on the review of gaming machine stakes and prizes which was first announced in January 2013. Steve Hawkins, BACTA’s president, commented that the association had been at the forefront of pushing for this much needed increase which will assist many small businesses at the seaside, bingo, pubs, clubs and adult gambling centres. The traditional British industry represents thousands of jobs in the UK and has been particularly hard hit with more than 200 arcade closures since September 2007 resulting in over 1,000 job losses and a decline in the manufacturing sector. He commented: “We are delighted that government has listened. BACTA, however, is disappointed that the government has not increased the stake and prize for Category D amusement machines, other than for pusher and penny falls. Category D games, such as crane grabs which are played by millions of families at the seaside every year, should be allowed a modest increase to meet customer expectation. Some Category D prize levels have not changed for the past 20 years, damaging businesses that have been serving the UK public for

Manufacturers see opportunities Butler but the Triennial timing still hurts foresees MANUFACTURERS

Leading manufacturers Astra Games, Empire Games and Bell-Fruit have welcomed the government’s recent Triennial announcement, while wishing the stake and prize changes had been ratified sooner. n all battles there will be winners and losers, but the long awaited Triennial Review, announced last week, surprised many analysts for its skill in delivering the positives whilst successfully marginalising the negatives to a debate on timing rather than the overall offering. And so it was that the excruciatingly protracted and damaging delay surrounding new stakes and prizes was unveiled by the government and, Cat D and the arcade versus LBO battle aside, universally appreciated almost by an entire industry. But it was the upside and the benefits that won the day following the announcement, and rightly so, because the Triennial Review overall has offered an important opportunity, in some shape or form, to most parts of the gaming and gambling sector. And this is the view that key manufacturers were

quick to focus on in the response to the decision. From a casino perspective, Astra Gaming Group’s Zane Mersich believes that the proposed increases have the potential to invigorate the machine sector and correct a stake and prize scenario that had been woefully out of kilter with the rest of the gaming world. He told Coinslot: “We can now deliver an enhanced offer to the player via more exciting content and games that are a little closer to what would constitute an international casino machine. “The pub sector will improve thanks to the increase in Cat C, although the extent of that improvement remains to be seen. We’re perhaps less bullish about how the Tr i e n n i a l w i l l

positively impact arcade and bingo. We’ve yet to see whether or not an enhanced offer will prove enticing for players,but we acknowledge that the opportunity now exists to improve trading in these sectors. “The timing of the review has been poor.The measures outlined by the government should be in place already. Had that been the case we would have had the opportunity to test product - specifically Cat C - in the run-up to EAG and ICE. “While we welcome the Triennial measures, there remains the unanswered question over the un-level playing field in

regard to machine stakes.At this point there is not a level playing field and we should aspire to ensure that the imbalance is corrected.” Bell-Fruit’s John Austin, meanwhile, believes that the introduction of a £100 Cat C prize will provide an important opportunity to develop more engaging games and that it has the potential to slow down the decline in Cat C sales. He told Coinslot:“I’m also confident that the new prize level will drive improved Cat C revenues.However,it’s vital that any growth in the cashbox is shared more equitably throughout the supply chain in order to breathe life back into an ailing industry.As for the timing of the Triennial, it is fair to say that it should have happened sooner.The unnecessary delays in getting to this pivotal stage have caused the demise of several respected businesses.” Empire Games’

Craig Beer reckons that the increases will bring renewed opportunities to the marketplace, with the main beneficiaries being the Cat C and B4 sectors. He tempered this by stating: “It is disappointing that no added benefits were given to complex Cat D, and that no parity was awarded to enable us to compete on a level playing field with LBOs.” He added: “It might also give businesses that have been struggling to keep their heads above water an opportunity to gain market penetration. New models may be the key to better game delivery by the developers.” Beer agreed with Austin’s assertion that the Triennial has come too late. He explained:“Sadly, it has come too late for some very respectable industry professionals. As an industry we have been denied an increase in stakes and prizes for far too long which has definitely resulted in loss of businesses, jobs and revenues.”

Exciting challenges ahead for Cat C and AGC sectors CONTENT PROVIDERS

Tony Boulton has taken the Triennial announcement in Pgoodroject’s heart, particularly with reference to Category C, but is concerned that Category D could be falling behind. He told Coinslot: “The Cat D sector would have benefited from an increase to £10 as the £5 is a long standing value and this sector needs to keep pace with inflation and increased business costs.” Boulton is more upbeat,however, about the prospects of the AWP sector. He explained: “We would expect the £100 prize to have a positive effect on Cat C performance and as a consequence an increase in

demand.The single site sector will see a significant increase in output as the environment does not have B3 machines so the increase in prize is not diluted by other products. He revealed that between now and EAG 2014 Project will continue its development program on B3,but has allocated resource since July to Cat C and will have available a range of slots and pokers for the EAG. Boulton added:“We need to work with our customers to redefine the Cat C sector which has been marginalised with B3 on lower prices of play (25p/50p) this is an opportunity to create a 'value' product in a very competitive market.” Project’s MD believes that players who prefer casinos or bookmak-

ers are probably already playing there. He said:“The AGC customer is looking for choice of product in an environment that feels comfortable for both male and female customers. The unique selling point for an AGC is the ability to offer choice and this is something which we must continue to recognise and maximise.” As far as an immediate response to the DCMS’ statement is concerned, Boulton sees getting machines out on test as vital.“We need to communicate the change to the players and work with our customers to evolve a great product. The single site sector will have the biggest operational challenge. The AGC and bingo sectors will take things a little slower and see

which games work and adjust the speed of the process in line with performance.” Finishing on a positive note, Boulton stated:“New technology, technical standards and innovation will never go away but this is an important milestone in the evolution of a category did dominate the market.We have high expectations for £100.”

He told Coinslot: “The pub sector has long been in need of a shot in the arm and we hope that a £100 top prize for Cat C delivers just that. We will be in a position where we have to convert, change or adapt all of our estate to new stakes and prizes within a very small window of opportunity. This is a significant undertaking, but it is what we do best. Every machine will require a change or an update. Some sites will need to be fully converted while others will opt for slower introduction.”

Directors at leading distributor AMG Leisure were quick to respond to last week’s DCMS’ Triennial announcement, examining the pros and cons of the new stake and prize levels.

MG Leisure were among the early response teams to the Triennial Review news last week with director Mark Sowray recognising the full potential of the the stake and prize rise. He argued that the lift in prizes from £70 to £100 for Category C machines represents a tremendous opportunity for all concerned. Talking to Coinslot, he offered a balanced view:“It’s no ‘gimme’, but once the manufacturers figure out

nation why an adult can walk into an AGC and only be allowed to make a £2 stake, as opposed to £100 a time in the LBO.As it stands, it’s incongruous.When you consider it’s possible for an adult gaming centre to be positioned right next door to a licensed betting office and largely have the same kind of operating environment and are governed by the same kind of obligations and regulations, the whole thing seems irrational.”

Hi-tech and lo-tech can benefit from prize increase DISTRIBUTORS

LMS Sales’ Phil Boulton believes that the biggest benefit for his firm and the R like will be in Cat C, both hi-tech and lotech. He told Coinslot:“In hi-tech, it should help the games designers to continue to develop engaging product for players that we have seen since the introduction ofTec Standards. For lo-tech, we are all looking for re-investment by operators to displace further legacy product. The £100 offer could just do that. “B4 and B3A, whilst more niche products, the new formulae should also reinvigorate the B3A and B4 sectors and we look forward to seeing what the developers come up with.This has to be a fillip to an industry that, at best, is surviving, at worst, is consolidating at a scary rate with many casualties along the way. Let’s hope this stems that decline. “One box that didn’t get ticked was the speed at which the Triennial was addressed. Many of us have a huge investment in annual trade shows and, ideally, we would have had the new machines for the end of this year fully tested to enable us to hit the ground running for 2014. Still,

at least for the EAG and ICE shows, the changes will have been implemented.” Boulton concluded:“We got what we expected. With all the controversy and uncertainty still surrounding B2, it was no surprise that B3 would be left alone as indeed was Cat D (pushers excepted). I don’t think this will matter too much where Cat D is concerned and believe with strong product which is now starting to come through, and an advantageous MGD rate, this category should still grow next year. B3 will remain tough, but that is inevitable given that numbers are restricted and replacement rates are low.”

The BBPA, which has led calls for the change, says it is a welcome boost for the pub trade, with the increase (from the current top prize of £70) ensuring that machines remain an important revenue stream for pubs. The BBPA has also welcomed moves to reintroduce the regular triennial review system, which was in place before the implementation of the Gambling Act 2005 to allow for prizes to be reviewed and adjusted on a more regular basis. The next review will now take place before the end of 2016. BBPA chief executive Brigid Simmonds commented: “We have pushed hard for this increase, so it is very welcome. It protects machine income, helps pubs and allows for innovation and investment in what is a very British industry. It is another example of a positive policy from the government to support pubs, after the historic cut in beer duty earlier in the year.” She concluded: “The BBPA has enhanced its Category C Machines Responsible Practice code for pub operators. We also look forward to working with the government and Gambling Commission to ensure staff are trained, machines are supervised and that they incorporate social responsibility messaging.”

Dreamland amusement park backed by Appeal Court lans for a heritage amusement park on the site of Margate’s derelict Dreamland have been given the green light by a ruling at the Court of Appeal. The previous owner of the site, DreamlandLive, had wanted to reverse a compulsory purchase order that passed control of Dreamland to Thanet District Council, after it was confirmed by the ruling of a High Court judge in May. However,last week three judges at the Court of Appeal in London backed the order, ruling that a planning inspector was entitled to conclude that the council’s project is “operationally viable”. Lord Justice Elias, sitting

with Lords Justice Goldring and Sir David Keene, said that it was universally recognised that Margate needs urgent regeneration. He told the court:“Sadly, like many other seaside towns, Margate has lost much of its former glory and is now one of the most deprived areas in south east England. “A regeneration of the amusement park on the Dreamland site is one of two key features in that regeneration project, the other being the now-completed Turner art gallery.” DreamlandLive’s alternative proposal for the site involved an amusement park on only part of the land and the building of up to 500 homes on the rest, arguing

that is was the most financially viable option. But Lord Justice Elias rejected this, backing the planning inspector’s conclusion that Thanet District Council’s plan to create a heritage amusement park in partnership with the Dreamland Trust is the only satisfactory option. He commented: “The need for regeneration for the economic and social benefit of Margate was overwhelming: there were two schemes in play, only one of which was, in the inspector’s view, satisfactory; the proposed development required the whole site; and the CPO was necessary to secure the relevant land because the appellants were not willing

to transfer it voluntarily.” Although Communities Secretary Eric Pickles had approved the CPO in August last year, DreamlandLive tried to argue that his conclusion on the commercial viability of the scheme was “legally flawed” and based on factual errors and misleading advice. At the High Court in May Judge Sycamore said there was no merit in the challenge, a sentiment repeated by Lord Justice Elias last week. He said:“In my judgment, given in particular the strong commitment which the council had shown to implement the scheme,the inspector’s assessment that the business plan was prudent and cautious,and the willing-

ness of third parties to support the scheme by giving substantial sums of money, the inspector’s conclusion that the particular scheme was operationally viable was plainly sustainable.” He ordered DreamlandLive to pay the government’s £7,733 legal costs of the appeal. Hastings Pier community shares go on sale PIERS

Hastings Pier Charity has launched a community shares scheme to try and raise the £500,000 required to make the pier a viable visitor destination.

fall through the shares scheme. John Lovering, chairman of Hastings Pier Charity, told potential investors not to invest to make money but instead to play their part in shaping the pier’s future.

He said: “If you buy shares you should see yourself as a donor with a voice which will be heard. Your shares mean that you have a say in the future operation of the pier and your share shows you care about the future of

Hastings, its heritage and the regeneration of the town.” The first £200,000 of the target to be raised is the minimum the charity needs to complete the restoration of the pier’s structure and rebuild its decking. It also needs to raise an additional £300,000 to fund as many new attractions and facilities as it can in order to make the pier a viable destination. In the MSA arena, staying one step ahead of some very innovative fraudsters has been challenging, and has ensured that we keep driving new initiatives in this area. For example, the introduction of a 24 hour monitoring and alert process, followed up with an efficient reactive process, has proved effective. Our exposure to this challenge has made us far savvier,with the experience benefiting our high street venues as well. Over the years we have built up excellent relationships with several key suppliers, which

We can conclude from our customer research that this trend is a result of the amount of time customers are on site for, and the machines that visually capture their imagination. Within the FEC space, customers are more interested in the latest craze, with characters from the movies and mobile apps coming to the fore.We have had some great feedback about our policy of introducing sit down machines, which have been well received. New product innovation has always been the lifeblood of our industry.Any good operator will tell you that the future is always about the next new thing. In our high street venues, this is complemented by service and play - so we are confident the triennial review will generate opportunities for us.The key as ever is timing and the manufacturers delivering a robust product, especially within Category C where MSAs have a massive opportunity to deliver more of what customers expect while visiting these sites.We can only continue to lobby the government to remove the obstacles that are being created to slow down this vital change for the whole industry.”

Captive audience, safe surroundings, what’s not to like? With domestic tourism and staycations at an all-time high, more people are using the UK’s motorway network than ever before, making arcades in service stations potential goldmines.

All 100 motorway service stations in the UK must be open 24 hours a day, 365 days a year providing parking, fuel, hot drinks and basic food. What better, then, than to position an arcade somewhere on the premises? everal of the UK’s major amusement and gaming operators,two of which spoke to B2B for the purposes of this feature, have taken the opportunity to create mini-arcades within service stations and, by all accounts, have reaped the rewards from these high-footfall areas. From the largest, most bustling service areas such as Cobham on the M25,Cherwell Valley (M40) and Hilton Park (M6) to quieter, smaller services like Cullompton (M5) and Pease Pottage (23) - both of which, to give them their dues, have undergone expansion in recent years, there are rich pickings available for those brave enough to open up arcades. Nowadays,only 20 motorway services in the UK remain in the ownership of the Department forTransport and let on 50-year leases to private operating companies. Some service stations also have hotels next to them offering motorists cheap overnight accommodation. Last year, for example,Talarius took over seven gaming venues from motorway service area company Extra.All seven will now trade under Talarius’ Quicksilver brand, and include both family entertainment centres (FECs) and adult gaming centres (AGCs). The deal, which covers the majority of Extra’s locations and sawTalarius move into motorway services for the first time, is part of the operator’s strategy to invest in profitable venues. Meanwhile, earlier this month, Playnation announced that is to supply Roadchef, which operates 28 service stations across the UK, with gaming terminals.The move means that Playnation now supplies all Roadchef’s B3 gaming estate. Playnation’s role as Roadchef’s sole provider of gaming terminals comes after nearly six years of the two firms working together. Roadchef’s Mike Heaton said:“The decision to proceed with Playnation as the sole provider of our gaming terminals is based

It’s no wonder, therefore, that many services now have video game areas and adult-only gambling areas.The operators who have made inroads (pardon the pun) into this sector must be praised,as their mini-arcades are positioned in some of the UK’s biggest footfall areas.While the path from motorway car park to ladies or gents toilets is hardly deserving of the red carpet treatment, positioning the latest and greatest coin-op entertainment en route is an underrated stroke of genius.

The sector is quite a progressive one too, with widespread use of ticketing systems, B3 gaming and some of the industry’s most innovative games - straddling several categories - being positioned within. The issue of floor space seems to have been tackled with vigour too as the arcades I’ve seen at service stations in recent years have all been worthy of the phrase ‘small, but perfectly formed’ with just the right balance of ‘adult only’ and ‘obviously for kids’ areas. Like anything which is likely to hold large amounts of cash at any given time, motorway service station arcades are often targeted by thieves, which is obviously a bad thing. Some of the industrywide solutions that security experts have come up with to thwart them, however, have emerged as a direct result of such nefarious activities. I’m sure I speak for all of us when I say you can’t beat arresting a machine thief because, for example, he’s been squirted all over by a non-removable security spray. In other words, not only is the motorway service arcade sector a thriving, futurefacing element of UK coin-op, it is vital as a live testing ground for new innovations. When you consider that there are 100 busy, bustling service stations dotted up and down the UK’s sprawling motorway network, is there any reason why you wouldn’t want the best possible machines in there doing the business? On the gaming side the range was very much hi-tech and very little else.Over time, suppliers in conjunction with the service

MH: B3 machines are the most successful part of the gaming sector, with a 83 per cent split, compared to a 17 per cent split for Cat C machines. This has grown over recent months since the introduction of the B3 Storm machines on the Inspired platform. The Storm machine offers a great variety of games on them, offering the player choice,

Our primary aim is for the forum to be informal, open and most of all productive.” Back at the time when the Forum was in its fledgling form, Moto’s Graham Glanfield was a keen and early advocate: “I was really impressed by Praesepe’s machine symposium. It struck me that the structure and the format was absolutely right and more was achieved by spending four hours in a semi-formal environment talking machines with the manufacturers than I thought would have been possible. The forum will certainly be a positive development for Moto and I see no reason why that shouldn’t be the case for all AGC operators.”

Senior Machine Technician/Manager based at The London Palace Bingo Club to oversee and maintain their entire machine operation. This will include travel and working in all our sites. In addition we are appointing 1 Full and 2 Part Time Fruit Machine Technicians to work in The London palace only. We operate the largest number of handheld computers in any bingo club over, 600 in fact and some 150 computer based fruit machines. These are in use at all times throughout the day, so we are looking for people who are not just great with machines but great with people too, and always ready to help customers regardless of what the problem might be. And finally, no matter where you are in the world, you’re never far away from a children’s ride, according to Intergame. It’s simply a fact of life that such rides go hand-inhand with not only family entertainment centres, but retail venues, leisure centres, airports and all manner of other locations. But what is the secret to their continued success? Technologically, for example, rides aren’t vastly different to how they were several decades ago. There must be something

else at work here… “The great thing about kiddie rides in the UK and Ireland,” said Paolo Sidoli of SB Machines, “is that they fall outside the scope of the Gambling Act, therefore as long as they are properly homologated and CE stamped, ADIPS tested and sensibly assessed and prepared before installation, then they can be placed anywhere and everywhere.” He added: “The best locations are always those which we call ‘family destinations’ these will include supermarkets and shopping malls, cinemas, amusement parks and piers, holiday centres, farm parks and zoos and, of course, the ubiquitous seaside amusement arcade or family entertainment centre.”

Last week’s announcement came as part of the government’s response to a three month consultation that invited views from the gambling industry, charities and faith and community groups on the value of stakes and prizes on a range of gaming machines. The consultation ran earlier this year and looked at gaming machines classified as category B, C and D and found in places like, betting shops, sea side arcades, pubs and casinos. It also included a call for evidence in relation to B2 machines (sometimes referred to as fixed odds betting terminals FOBTs) and concerns about their link to problem gambling. The proposals follow advice from the Gambling Commission and the Responsible Gambling Strategy Board which makes clear there is scope to increase stake and prize limits for some categories of gaming machines provided the industry makes progress in strengthening player protection. The proposed changes are underpinned by commitments from the gambling industry to bring in greater player protection measures set out in new voluntary codes, including voluntary monetary and time limits for players,improved vol-

untary self-exclusion mechanisms and enhanced player warnings. After considering the formal advice from the Gambling Commission and a wide range of views in the consultation, it has been decided not to proceed with a precautionary reduction in stakes or prizes on FOBTs at this stage. However, the government shares an expectation with the Gambling Commission that there needs to be more work done to explore the potential harm of these machines and has told the industry they must share their data on machine use to inform new research on their impact. The government expects rapid progress from the industry in this area. Additionally, the Government has asked the industry to monitor the effectiveness of new player protection measures that will that will start imminently and provide greater safeguards for players. The government is pleased to introduce a package that supports the gambling sector but is very clear that growth cannot be pursued at any cost. Our response acknowledges gambling’s contribution to the economy but balances this with explicit recognition of the need to protect players, particularly at the higher end stakes. The government intend to lay the regulations in Parliament before the end of the year with the objective of implementing new stake and prize limits in early 2014, subject to Parliamentary approval.
